Ans: The Civil Services Examination (CSE) is conducted every year by the Union Public Service Commission (UPSC) as a common entrance examination for recruitment to various services like the Indian Administrative Service (IAS), Indian Foreign Service (IFS), Indian Police Service (IPS), Group 'A' and Group 'B' - Central Services.

Ans: I. Academic Eligibility

The candidate must possess a degree from an Indian University or an educational institution deemed as a University or possess an equivalent qualification. Those in the final year of a degree course can also appear in the Preliminary Examination.

  1. Other Eligibility Conditions
  1. For the IAS and the IPS, the candidate must be a citizen of India.

For the other services, a candidate must be either:

a citizen of India, or

a subject of Nepal, or

a subject of Bhutan, or

a Tibetan refugee who came over to India before January 1, 1962, with the intention of permanently settling in India, or

a person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka, East African countries of Kenya, Uganda, the United Republic of Tanzania, Zambia, Malawi, Zaire, Ethiopia and Vietnam with the intention of permanently settling in India.

The candidate must have attained 21 years of age on August 1st of the year of examination and must not have attained 32 years of age on that date. The upper age limit will be relaxed by 3 years for OBC candidates and 5 years for SC/ST candidates. The upper age limit is also relaxed in favour of certain categories of civil servants working under the Government of India and Defence Services Personnel.

परीक्षा में सम्मिलित होने हेतु आवश्यक शैक्षणिक योग्यता :

उम्मीदवार का किसी मान्यता प्राप्त भारतीय विश्वविद्यालय या विश्वविद्यालय के समतुल्य माने जाने वाले शैक्षणिक संस्थान का उपाधिधारक होना अथवा इसके समतुल्य कोई अन्य योग्यता रखना अनिवार्य है। किसी डिग्री कोर्स के अंतिम वर्ष के विद्यार्थी भी इस परीक्षा में सम्मिलित होने की योग्यता रखते हैं।

अन्य योग्यताएँ/अर्हताएँ :

क। आईएएस एवं आईपीएस सेवाओं के लिए उम्मीदवार का भारतीय नागरिक होना अनिवार्य है।

ख। अन्य सेवाओं के लिए उम्मीदवार को या तो

भारत का नागरिक होना चाहिए, या

नेपाल की प्रजा हो, या

भूटान की प्रजा हो, या

तिब्बती शरणार्थी हो, जो हमेशा के लिए भारत में बसने का इरादा लेकर 1 जनवरी, 1960 से पहले भारत आ गया हो, या

हमेशा के लिए भारत में बसने का इरादा लेकर पाकिस्तान, बर्मा, श्रीलंका तथा पूर्वी अफ्रीका के देशों (केन्या, यूगांडा, यूनाइटेड रिपब्लिक ऑफ़ तंज़ानिया, ज़ाम्बिया, मलावी, ज़ेरे, इथिओपिया एवं वियतनाम) से प्रवजन करके आया भारतीय मूल का कोई व्यक्ति हो।

ग। परीक्षा वाले वर्ष 1 अगस्त को उम्मीदवार की आयु कम से कम 21 वर्ष अवश्य होनी चाहिए। किन्तु उसने 32 वर्ष पूरे न किए हों। परीक्षा के लिए अधिकतम आयु सीमा में ओबीसी को 3 साल, एवं एससी/एसटी को 5 साल तक की छूट दी जाती है। अधिकतम आयु सीमा में यह छूट भारत सरकार के अधीन काम करने वाले लोक सेवकों की कुछ विशिष्ट श्रेणियों तथा रक्षा सेवाओं के लोगों के मामले में भी लागू होती है।

(ii) Minimum Educational Qualifications:
The candidate must hold a degree of any of Universities incorporated by an Act of the Central or State Legislature in India or other educational institutions established by an Act of Parliament or declared to be deemed as a University Under Section 3 of the University Grants Commission Act, 1956, or possess an equivalent qualification.

Note I: Candidates who have appeared at an examination the passing of which would render them educationally qualified for the Commission's examination but have not been informed of the results as also the candidates who intend to appear at such a qualifying examination will also be eligible for admission to the Preliminary Examination. All candidates who are declared qualified by the Commission for taking the Civil Services (Main) Examination will be required to produce proof of passing the requisite examination with their application for the Main Examination failing which such candidates will not be admitted to the Main Examination.

Note II: In exceptional cases the Union Public Service Commission may treat a candidate who has not any of the foregoing qualifications as a qualified candidate provided that he has passed examination conducted by the other Institutions, the standard of which in the opinion of the Commission justifies his admission to the examination.

Note III: Candidates possessing professional and technical qualifications, which are recognised by Government, as equivalent to professional and technical degree would also be eligible for admission to the examination.

Note IV: Candidates who have passed the final professional M.B.B.S. or any other Medical Examination but have not completed their internship by the time of submission of their applications for the Civil Services (Main) Examination, will be provisionally admitted to the Examination provided they submit along with their application a copy of certificate from the concerned authority of the University/Institution that they had passed the requisite final professional medical examination. In such cases, the candidates will be required to produce at the time of their interview original Degree or a certificate from the concerned competent authority of the University/Institution that they had completed all requirements (including completion of internship) for the award of the Degree.

(iii) Age limit: 21 years must be completed on 1st August of the year, which a candidate is appearing. Maximum 32 for general category, 35 for OBCs and 37 for SCs/STs. Ex-servicemen will get 5 more years exemption from the prescribed age limit.

(The date of birth accepted by the Commission is that entered in the Matriculation or Secondary School Leaving Certificate or in a certificate recognized by an Indian University as equivalent to Matriculation or in an extract from a Register of Matriculates maintained by a University, which extract must be certified by the proper authority of the University or in the Higher Secondary or an equivalent examination certificate).

(iv) Number of Attempts: Six attempts for general, nine for OBCs and no limit for SCs/STs. If a person appears in the Preliminary Examination or even one paper is counted as an attempt.

(v) Restrictions on applying for the examination:
A candidate who is appointed to the Indian Administrative Service or the Indian Foreign Service on the results of an earlier examination and continues to be a member of that service will not be eligible to compete at this examination.

जिस वर्ष की परीक्षा में उम्मीदवार शामिल होना चाहता है, उस वर्ष 1 अगस्त को उसकी आयु 21 वर्ष से कम नहीं होनी चाहिए। अधिकतम आयु सामान्य वर्ग वालों के लिए 32, ओबीसी के लिए 35 तथा एससी/एसटी के लिए 37 है। भूतपूर्व सैनिकों को भी आयु सीमा में 5 साल की छूट मिलती है।

निम्नलिखित में से किसी एक भाषा का साहित्य : असमिया, बंगाली, बोडो, डोगरी, गुजराती, हिंदी, कन्नड़, कश्मीरी, कोंकणी, मैथिलि, मलयालम, मणिपुरी, मराठी, नेपाली, उड़िया, पंजाबी, संस्कृत, संथाली, सिन्धी, तमिल, तेलुगु, उर्दू एवं अंग्रेजी।

  • भारतीय भाषाओं एवं अंग्रेजी के प्रश्न-पत्र (प्रश्न-पत्र ‘क’ एवं ‘ख’) मैट्रिकुलेशन या समकक्ष स्तर के होंगे, जिनमें केवल अर्हता प्राप्त करनी होगी। इन प्रश्न-पत्रों में प्राप्त अंकों को योग्यता-क्रम निर्धारित करने में नहीं गिना जाएगा।
  • सभी उम्मीदवारों के मामले में ‘निबंध’, ‘सामान्य अध्ययन’ तथा ‘वैकल्पिक विषय’ के प्रश्न-पत्रों का मूल्यांकन उनके ‘भारतीय भाषा’ एवं ‘अंग्रेजी’ के अर्हक पर्चों के साथ ही किया जाएगा, किन्तु उनमें प्राप्त अंकों पर विचार केवल उन्हीं उम्मीदवारों के मामले में होगा, जिन्होंने ‘भारतीय भाषा’ एवं ‘अंग्रेजी’ के अर्हक पर्चों में आयोग द्वारा नियत न्यूनतम अर्हक अंक प्राप्त किए होंगे।
  • तथापि ‘भारतीय भाषा’ का प्रश्न-पत्र ‘क’ उन उम्मीदवारों के लिए अनिवार्य नहीं होगा, जो अरुणाचल प्रदेश, मणिपुर, मेघालय, मिजोरम, नागालैंड तथा सिक्किम के हैं।
  • परीक्षा के प्रश्न-पत्र पारंपरिक (निबंधात्मक/विवरणात्मक) प्रकार के होंगे। प्रत्येक प्रश्न-पत्र 3 घंटे की अवधि का होगा। प्रश्न-पत्र (भारतीय भाषा के साहित्य के प्रश्न-पत्र को छोड़कर) केवल हिंदी व अंग्रेजी में तैयार किए जाएँगे।

व्यक्तित्व परीक्षण (साक्षात्कार)

साक्षात्कार 275 अंकों का होगा।

कुल अंक : मुख्य परीक्षा के 1750 अंक + साक्षात्कार के 275 अंक = 2025 अंक।
