“Let India remain a free country.” Don’t treat criticism as crime

Granting relief to a Delhi-based woman summoned for questioning by Kolkata police over a social media post that attracted an FIR, the SC underscored that it exists to protect ordinary citizens from harassment by the state. The court, rightly, strictured the “chilling message” sent when police in various cities resort to similar summoning of people from across the country. The current mood across governments of “You want freedom of speech, we will teach you a lesson” was certainly not what our freedom fighters or Constitution drafters had in mind. Yet, political dissent and activism facing pushback in the form of misguided IPC, NSA, UAPA cases are increasingly being reported.

In the present case, the woman had allegedly criticised the state government for non-enforcement of lockdown norms, with respect to a particular community in a Kolkata locality. Police responded by booking her for inciting hatred against the community under IPC. Instead of the woman being dragged to Kolkata, police now have the option of visiting her in Delhi to question her. The irony of ordinary citizens being subjected to so much harassment for criticism of authorities is hard to miss.

The police harassment indicates a maximalist approach gaining favour with authorities. The rise of populist netas claiming to speak for ordinary people but with no tolerance when people actually do speak up, and whose repression of dissent is facilitated by the existence of many draconian laws, is an unfortunate contemporary phenomenon. Strong institutions, especially constitutional and lower courts, can become the bulwark within the state apparatus against such executive overreach. This places great responsibility on India’s judiciary to act promptly on rights violations.

Quashing a sedition case against a journalist who accused the Uttarakhand CM of corruption, the Uttarakhand HC said: “Unless public functionaries are criticised, democracy cannot be strengthened … if dissent is suppressed under the sedition law, it would make democracy weak. Criticising the government can never be sedition.” Despite this being the settled law on sedition, police are keener to follow political diktats rather than umpteen judicial pronouncements quashing sedition cases as well as narrowly restricting its interpretation. The time has come for the Supreme Court to re-examine whether the colonial-era sedition law is compatible with constitutional freedoms, given its frequent abuse.

The electronics ministry’s approach to an RTI on Aarogya Setu holds lessons

The ministry of electronics and information technology was recently ticked off by the Central Information Commission (CIC), which oversees the implementation of RTI. In response to a query related to the Aarogya Setu app’s origin, the government said that it did not have the information. This invited CIC’s censure and another hearing next month. The government subsequently clarified the matter in a media statement and provided information. Yet, it is noteworthy that it chose not to provide the same information when it had a legal obligation to do so to a statutory body.

The episode raises questions about the government’s approach to RTI. This legislation is a tool to ensure accountability to citizens. Accountability is fundamental to the quality of a democracy. It’s precisely because RTI is effective that people seeking to ensure accountability in public spending have been killed. Given this context, it doesn’t help that CIC today is without a chief information commissioner and only 50% of the sanctioned strength of central information commissioners have been filled. Over the last six years CIC has had repeated gaps between the tenures of successive chiefs.

On Aarogya Setu, the government has clarified that this contact tracing app was developed in 21 days through a public private partnership initiative. The source code for the app was made available in open domain in May. Aarogya Setu had become unavoidable when the unlock phase began in June. The scale of personal data that is being harvested is a reminder that India still does not have a comprehensive legislation regulating use of personal data. The pandemic has quickened the pace of digitisation in all areas. With it, humungous data is being harvested by multiple entities. If the SC’s landmark judgment which upheld privacy as a fundamental right is to be realised, we need a legislation soon.

Shringla travels to cement strategic and economic ties with Europe

‘Cultivate Europe’ is one of the action points for India’s foreign policy, wrote foreign minister S Jaishankar in his recently released book The India Way: Strategies for an Uncertain World. The obvious reason is the economic and technological clout of Europe with a GDP (including UK) of over $20 trillion, roughly equal to the US and outstripping China. It also has inherent capacities to contribute significantly to international peace and security and maintain a rules based multilateral order.

While India-UK ties have a dynamic of their own, the EU and its two big engines, Germany and France, are of critical importance for India. Indeed, India is bound in strategic partnerships with all three and an India-EU All Leaders’ Summit is to be held in 2021. Moreover, EU is India’s largest trading partner and the second largest export destination. The European Investment Bank is also now a major player in financing infrastructure build-up in India, including metros.

Acknowledging the salience of Europe in India’s foreign relations, one of the few bilateral summits held virtually by India during the pandemic was with the EU – the 15th India-EU Summit in July 2020. They not only underscored economics and Covid cooperation, including making vaccines a global public good, they decided to enhance naval cooperation, launch a dialogue on maritime security and hold consultations on security and defence matters. They also agreed to a high level ministerial dialogue to push the long stalled India-EU trade and investment agreement.

India-EU is not a one-way engagement as Brexit reinforces the reasoning for a more cohesive EU to look at India as a dependable partner of significant potential on the economic front, with Europe seeking to diversify its supply chains. India’s demographic dividend can also be leveraged by Europe for its benefit, through a Mobility and Migration Partnership of the type that India already has with France.

France is India’s all-weather political friend with deep bilateral cooperation especially in the areas of defence, space and nuclear power. Germany, on the other hand, is one of India’s biggest trade and FDI partners. Furthermore, at the moment Germany holds the EU presidency and its former defence minister, Ursula von der Leyen, is also the president of the powerful European Commission.

Foreign secretary Harsh Vardhan Shringla has begun a visit to Paris, Berlin and London this week. Despite Covid resurging in these countries, a visit at this time is particularly important to highlight the close nature of cooperation that has recently developed between India and Europe. Even in the pandemic India supplied essential medicines and PPE to Europe despite domestic requirements.

The visit is also important for in-depth consultations with key strategic partners in the context of the Chinese expansionism faced both by India and Europe. Curbing Chinese influence in key technologies including 5G and AI is another specific area that brings India and Europe together.

India will also be serving on the UN Security Council for two years from January 2021 and has also joined the others in the G4 (Germany, Japan and Brazil) to push for energised action to reform the Security Council. The US-China contestation has paralysed multilateralism. But a multipolar world without an international order based on rule of law and international collaboration will lead to uncertainty and turbulence. India, like Europe, is committed to multilateralism and has joined the Alliance for Multilateralism, a Franco-German initiative, to push for reformed multilateralism.

Discussions on global peace and security and UNSC reform issues with important partners, in particular members of the P5 (France and the UK) are an imperative and the visit will allow their perusal at a high level. French and German pressure for international measures to crimp Pakistan’s espousal of terrorism and the future of Afghanistan are also of critical interest to us.

The Europeans, in particular France with territories in the Indo-Pacific, have an abiding interest in security matters in geographies of coterminous interest to India. Indeed, when piracy raged off the Somalia coast in the early 2000s, the Indian navy and a European maritime unit, Atalanta, actively cooperated. Heightened French cooperation in the Indo-Pacific, for example through the recently launched India-France-Australia trilateral mechanism, would be good both for India and France.

A strong trans-Atlantic alliance was for years the cornerstone of global stability. In recent years this alliance has come under a certain strain and matters really need to be resolved across the Atlantic. It would, however, appear that given the economic weight and inherent military capabilities of the Europeans, harnessing them in a united manner would help address the challenges being faced by the global strategic balance now tilted towards the Indo-Pacific.

India is important for France and Germany for their international ambitions, especially in the context of Indo-Pacific region, Africa, Gulf and multilateralism, besides opportunities in the strategic sectors. In this context the Franco-German led European common and independent defence and security posture are positive signs as far as India is concerned and should be encouraged, more so as Chinese efforts to “divide and rule” the EU, through its China+17 small EU countries formula, are now facing strong headwinds from Europe.

India and Europe are natural partners with traditional ties and bonds of democracy. They have much to gain through positive and proactive collaboration. For this both sides need to clearly recognise mutual advantages and play to each other’s strengths. Active engagement between the two sides is an imperative and the high-level visit of the foreign secretary should contribute significantly to the foreign policy objective of ‘cultivating Europe’.

Less pollution, more soil fertility

If the PUSA Decomposer is successful in tackling stubble burning, we may see a revolution in farming

Stubble burning refers to the practice of farmers setting fire to plant debris that remain in farms after harvest. Before the 1980s, farmers used to till the remaining debris back into the soil after harvesting the crops manually. The origin of stubble burning can be traced to the advent of the Green Revolution and mechanised harvesting, which utilised the combined harvesting technique. The Green Revolution increased greatly rice and wheat production, which simultaneously increased stubble post harvest. However, the popular combined harvesting technique was not efficacious, as machines left behind one-foot-tall stalks. This prompted stubble burning as a low-cost and speedy solution available to farmers due to the limited time period of 20-25 days between harvesting one crop and sowing another.

Environmental impact

Stubble burning is practised predominantly by farmers in north India. It releases harmful gases including nitrogen oxide and carbon monoxide into the atmosphere. In recent years, this practice has created vast smoke blankets across the Indo-Gangetic Plain and numerous neighbouring States, including Delhi. This directly exposes millions of people to air pollution. As per a TERI (The Energy and Resources Institute) report, in 2019 the air pollution in New Delhi and other parts of north India was 20 times higher than the safe threshold level as prescribed by the World Health Organization. Stubble burning also has a deleterious impact on soil fertility, destroys organic fertilizers and reduces ground water levels. Stubble burning during a pandemic could worsen the situation by making lungs weaker and people more susceptible to disease. It could also impact those recovering from infection.

In 2013, stubble burning was banned by the Punjab government. In 2015, the National Green Tribunal imposed a ban on stubble burning in Rajasthan, Uttar Pradesh, Haryana and Punjab and directed government to assist farmers by obtaining equipment like happy seeders and rotavator. Stubble burning is an offence under Section 188 of the Indian Penal Code and the Air (Prevention and Control of Pollution) Act of 1981.

Recently, in Aditya Dubey v. Union of India, the Supreme Court appointed retired apex court judge Justice Madan B. Lokur as a one-man committee to monitor and provide steps to prevent stubble burning activities in Punjab, Haryana and U.P. Haryana submitted that numerous steps are taken to curb stubble burning in Punjab and Haryana, including the development of an app to detect and notify authorities about stubble burning committed in a particular field. Now the Union government has brought out an ordinance to set up a permanent commission for air quality management, which will replace the Justice Madan B. Lokur Commission.

New revolution

A revolution in timely stubble removal is the need of the hour. The action plan of Punjab and Haryana appears to focus more on setting up Custom Hiring Centres which will facilitate farmers removing stubble by providing them with machinery such as the happy seeder, rotavator, paddy straw chopper, etc. on rent along with the supply of more balers. As per a study by the International Maize and Wheat Improvement Centre, the application of happy seeders and super SMS machines can improve agricultural productivity by 10% to 15% while reducing labour costs and allowing the soil to become more fertile.

This year, the Union government is testing an innovative method, the PUSA Decomposer, developed at the Indian Agricultural Research Institute, Pusa. The PUSA Decomposer is a set of four tablets made by extracting fungi strains that help the paddy straw to decompose at a much faster rate than usual, giving farmers the option to shred the straw, spray a solution containing the fungal strains, and mix it with the soil for decomposition. If methods such as this become successful, it will be a new revolution in farming. This has the potential to both reduce air pollution and increase soil fertility.

क्या कोरोना के कारण संयुक्त राष्ट्र अपना महत्व खो रहा है ?

बीते हफ्ते 24 अक्टूबर को संयुक्त राष्ट्र (यूएन) ने 75वीं वर्षगांठ मनाई। दु:खद यह है कि संगठन ने ऐसा तब किया जब बहुपक्षवाद सबसे अधिक संकट में लग रहा है। कोविड-19 ने विवैश्वीकरण के नए युग की शुरुआत कर दी है। एकांतवाद और संरक्षणवाद लगातार देखा जा रहा है, जहां कई सरकारें प्रधानता, राष्ट्रवाद और आत्मनिर्भरता पर जोर दे रही हैं और संधियों तथा व्यापार समझौतों पर सवाल उठा रहे हैं। इसलिए यूएन का अपना महत्व बनाए रखने के लिए चिंतित होना स्वाभाविक है। कोरोना, इसके असर और डर के फैलने के साथ वैश्विक व्यापार में नाटकीय संकुचन और 1930 के दशक की महामंदी के बाद से अब तक की सबसे भयंकर मंदी हो रही है। आर्थिक गिरावट और सामाजिक दुष्क्रिया से पीड़ित दुनिया में टिकाऊ विकास के लक्ष्यों को पाना अब मुश्किल है।

यूएन अस्तित्व के संकट से जूझ रहा है, जिसमें उसके पूर्व समर्थक बहु पक्षवाद के उन आधारों को ही चुनौती दे रहे हैं, जिन पर संगठन की स्थापना हुई थी। अमेरिकी राष्ट्रपति डोनाल्ड ट्रम्प बहुपक्षवाद से पीछे हट रहे हैं। ट्रम्प ने हाल ही में घोषणा की कि उनकी अमेरिका को विश्व स्वास्थ्य संगठन से बाहर निकालने की मंशा है। यह शायद उस बहुपक्षीय तंत्र के बिखरने की शुरुआत हो सकती है, जिसे बड़े जतन से दूसरे विश्वयुद्ध के बाद बनाया गया था। लेकिन यूरोप भी महामारी संबंधी तनाव से जूझ रहा है। इस महाद्वीप को कभी धार्मिक अखंडता के आदर्श के रूप में देखा जाता था, लेकिन यूरोपीय एकजुटता महामारी आते ही खत्म हो गई। शेनजेन इलाके की सीमामुक्त यात्रा की गारंटी इसकी शुरुआती शिकार बनी। वास्तव में, यूरोपीय संघ (ईयू) के सदस्यों ने वायरस का संकेत मिलते ही बैरियर लगाने शुरू कर दिए। चीन के बाद कोविड-19 का सबसे बड़ा केंद्र इटली बना था। तब उसके ईयू पड़ोसियों ने स्वास्थ्य उपकरण देने से इंकार कर दिया। ईयू के बहुपक्षवाद को फिर से विश्वसनीयता हासिल करने में वक्त लगेगा।

अमेरिका-चीन तनाव के कारण भी बहुपक्षीय दुनिया को खतरा बढ़ा है। जबकि उदारवादी चेतावनी दे चुके हैं कि पश्चिम द्वारा यूएन के परित्याग का चीन लाभ उठाएगा और बहुपक्षीय तंत्र का नेतृत्व हासिल कर लेगा। लेकिन चीन का बहुपक्षवाद मुख्यत: आडंबरपूर्ण है। उसकी कार्यप्रणाली यही है कि यूएन जैसी किसी संस्था की बहुपक्षीय देखरेख के बिना, द्विपक्षीय व्यवस्थाओं को असंतुलित किया जाए, जिससे सहयोगी देश उसपर निर्भर और उसके देनदार हो जाएं। जब डब्ल्यूएचओ ने महामारी की शुरुआत में वुहान में निगरानी की अपनी भूमिका निभानी चाही तो चीन ने उसे रोक दिया। वैश्विक स्वास्थ्य आपदा से मिलकर लड़ने की बहुपक्षीय तंत्र की क्षमता दिखाना तो दूर, कोविड-19 ने तो अंतरराष्ट्रीय संस्थानों की घटती वैधता को ही सामने ला दिया। महामारी पर डब्ल्यूएचओ की प्रतिक्रिया दिखाती है कि कई वैश्विक संस्थानों का महाशक्तियों द्वारा राजनीतिकरण किया जा रहा है और इनमें स्वतंत्र नेतृत्व व उद्देश्य की कमी है। डब्ल्यूएचओ के अग्रणी सदस्य चीन ने वैश्विक जनस्वास्थ्य को सुरक्षित करने की जगह अपने राष्ट्रीय हित को प्राथमिकता थी।

शायद सबसे गंभीर वैश्विक असफलता जलवायु परिवर्तन को गंभीरता से न लेने से जुड़ी है। आज जलवायु प्रवासियों की संख्या संघर्ष की वजह से भागे या आर्थिक अवसर तलाश रहे शरणार्थियों की संख्या से ज्यादा है। हालिया महासभा में वैश्विक नेताओं में इसका सामना करने के लिए किसी साझा प्रयास की नई प्रतिबद्धता नजर नहीं आई, जबकि 2020 का दशक इसके लिए करो या मरो वाली स्थिति का दशक है।

यूएन अब भी दुनिया में महत्वपूर्ण काम कर रहा है। करीब 95 हजार सैनिक, पुलिस और नागरिक कर्मचारी, 40 से ज्यादा यूएन पीसकीपिंग ऑपरेशन व राजनीतिक अभियान चला रहे हैं। लेकिन यूएन के 8 अरब डॉलर के पीसकीपिंग बजट में करीब 1.7 अरब डॉलर का भुगतान पिछले वित्त वर्ष में नहीं हुआ। वहीं 71 करोड़ डॉलर के योगदान यूएन के आम बजट के लिए बकाया हैं।

विकासशील देश यूएन के प्रमुख कार्यक्षेत्र रहे हैं। जब भारत जैसा देश यूएन में सुधार की जोर-शोर से मांग करता है, तो इस बात को मान्यता मिलती है कि संस्थान ने कई मुद्दों पर अच्छा काम किया है और यह सुधार के लायक है। कोविड-19 ने यूएन को झटका दिया है। अगर तंत्र प्रभावशाली ढंग से कार्य करता, तो कोरोना के उभरते ही उसकी चेतावनी मिल जाती, इसे रोकने के तरीकों को पहचानकर उनका प्रचार होता और सभी देशों को इन्हें अपनाने के लिए प्रोत्साहित किया जाता।

इसकी जगह, महामारी ऐसी दुनिया लेकर आई, जहां देश विनाशकारी ‘शून्य-संचय प्रतिस्पर्धा’ में फंस गए। जब यह संकट खत्म होगा, तब यूएन को जो हुआ उससे सबक सीखने में दुनिया का नेतृत्व करना चाहिए और मूल्यांकन करना चाहिए कि कैसे अंतरराष्ट्रीय तंत्र और संस्थानों को इसकी पुनरावृत्ति रोकने के लिए मजबूत बनाएं। वरना, यूएन की 75वीं वर्षगांठ को ऐसे समय के लिए याद रखा जाएगा जब घातक वायरस ने हमारी साझा मानवता के विचार को ही नष्ट कर दिया था।

वैचारिक बैसाखियों से मुक्त होती  विदेश नीति

दुनिया के दिग्गज देशों की विदेश नीति के विषय में यह बात एकदम सही है कि उनकी इस नीति में सरकारों के बदलने के साथ बहुत बदलाव देखने को नहीं मिलते। हालांकि भारत में यह रुझान कुछ बदला है। यहां 2014 में मोदी सरकार के सत्ता में आने के बाद से विदेश नीति में एक नया उभार देखने का मिला है। हालांकि वैश्विक शक्ति अनुक्रम में ऊपर बढ़ते किसी देश के लिए ऐसा बदलाव बहुत स्वाभाविक भी है। भारतीय विदेश नीति में आए इस बदलाव के तत्व को विदेश मंत्री एस जयशंकर ने करीब एक साल पहले अपने एक भाषण में व्यक्त करने के साथ ही हल में अपनी किताब में भी रेखांकित किया है।जयशंकर का कहना है कि अब कहीं अधिक आत्मविश्वास से ओतप्रोत भारत एक बदलाव के मुहाने पर खड़ा है। इसमें उन्होंने यह दलील भी दी कि ऐसा देश जो एक दिन दुनिया की बड़ी शक्ति बनने की हसरत रखता हो, वह विवादित सीमाओं, विखंडित क्षेत्र और अवसरों को पर्याप्त रूप से न भुना पाने की स्थिति को कायम नहीं रख सकता। कुल मिलाकर बदलते वैश्विक परिदृश्य में हम ठहरे हुए नहीं रह सकते। जयशंकर का यह भाषण अब एक केंद्रीय बिंदु बन गया है। सामरिक विश्लेषकों की एक बिरादरी जो भारतीय विदेश नीति में निरंतरता एवं उसकी उपयोगिता का बखान करते नहीं थकती, उसे जयशंकर का भाषण आईना दिखाने का काम करता है। वह दो-टूक लहजे में कहते हैं कि विगत सात दशकों में भारतीय विदेश नीति का बहीखाता मिली-जुली तस्वीर ही दिखाता है। वह यह भी रेखांकित करते हैं कि विदेश नीति में निरंतरता अतिरेक भी हो सकती है।

वर्ष 2019 में और भारी बहुमत के साथ दोबारा सत्ता में आए प्रधानमंत्री मोदी ने विदेश नीति और राष्ट्रीय सुरक्षा से जुड़े अपने महत्वाकांक्षी एजेंडे का तुरंत आगाज किया। विदेश मंत्री के रूप में किसी कद्दावर नेता के बजाय उन्होंने पूर्व राजनयिक एस जयशंकर को लाकर तमाम लोगों को चौंका दिया। जयशंकर की नियुक्ति ने यह दर्शाया कि वैश्विक स्तर पर उथलपुथल को लेकर मोदी खासे संजीदा हैं और इस हलचल में नैया पार लगाने के लिए उन्हें किसी अनुभवी दिग्गज की दरकार है।जयशंकर न केवल मोदी की प्राथमिकताओं को रेखांकित करते हैं, बल्कि उन्हें परंपराओं के बजाय पेशेवर रुख भी प्रदान करते हैं। मोदी सरकार द्वारा जम्मू-कश्मीर में अनुच्छेद 370 के मसले पर लिए गए फैसले से उपजी परिस्थितियों में वैश्विक मोर्चे पर जयशंकर की इन क्षमताओं की आवश्यकता और अधिक महसूस हुई। तब भारत ने पूरी दुनिया और खासतौर से दिग्गज देशों को साधने का काम किया। वैश्विक स्तर पर अपने कद को बढ़ाने और हितों की पूर्ति के लिए नई दिल्ली ने अंतरराष्ट्रीय तंत्र में प्रभावी तमाम पक्षों के साथ विभिन्न मोर्चों पर सक्रियता भी बढ़ाई है। यह कसौटी दक्षिण एशिया में भारत के पड़ोसियों से लेकर हिंद महासागर क्षेत्र और पश्चिम एशियाई देशों तक पर लागू होती है। जब यूरोपीय संघ अपनी भू-राजनीतिक पैठ को बढ़ाने में जुटा है, तब यूरोपीय देशों के साथ भी भारत के रिश्ते मजबूत हो रहे हैं। अमेरिकी विदेश और रक्षा मंत्री के साथ भारतीय विदेश और रक्षा मंत्री की बातचीत से भी यही साबित होता है।

भारत का बढ़ता कद बदलते वैश्विक ढांचे में अपने प्रमुख साझेदारों के साथ नई दिल्ली के रवैये को नए सिरे से तय कर रहा है। जहां भारत में कुछ वर्ग अभी भी गुटनिरपेक्षता के हिमायती बने हुए हैं, वहीं मोदी के नेतृत्व में नई दिल्ली गुटनिरपेक्षता से इतर अलग रणनीतिक स्वायत्तता की दिशा में आगे बढ़ रही है। भारतीय विदेश नीति में इस रुख की लंबे अर्से से प्रतीक्षा की जा रही थी और साझेदारी से कन्नी काटने के बजाय उनसे लाभ उठाने की दिशा में आगे बढ़ना देश के हित में है। यही कारण है कि आज भारत वैचारिक बैसाखियों से मुक्त होकर अपनी द्विपक्षीय साझेदारियों को अपने हिसाब से परिभाषित करने की बेहतर स्थिति में है।

भारत की विदेश नीति के उद्भव में चीन का उभार एक निर्णायक पहलू है। इन दिनों चीन के उभार और उससे जुड़े तमाम पहलुओं पर व्यापक चर्चा हो रही है। इससे इन्कार नहीं कि चीन अंतरराष्ट्रीय ढांचे को प्रभावित कर रहा है। वह हर मोर्चे पर सक्रिय है और वैश्विक ढांचे को चुनौती दे रहा है। वह खुद को नए वैश्विक आर्थिक ढांचे के संरक्षक के तौर पर पेश करने का भी प्रयास करता है। सबसे अधिक आबादी और दुनिया की दूसरी सबसे बड़ी अर्थव्यवस्था के रूप में चीन वैश्विक ढांचे में और प्रभावशाली भूमिका निभाने के लिए तत्पर दिखाई देता है। 2008 की वैश्विक वित्तीय मंदी के बाद से अंतरराष्ट्रीय मामलों में अपनी भूमिका को लेकर चीनी नेतृत्व और मुखर हुआ है। फिर भी चीन में तमाम चुनौतियां कायम हैं। उसकी प्रति व्यक्ति आय अभी भी विकसित देशों के मुकाबले खासी कम है। साथ ही बढ़ती विषमता और बूढ़ी होती आबादी भी उसके लिए समस्याएं बनी हुई हैं। चीन के लिए आर्थिक समृद्धि की निरंतरता बेहद आवश्यक है।

शी चिनफिंग से पहले चीनी नेता चीन की गरीब या विकासशील देश के रूप में चर्चा कर लिया करते थे, लेकिन शी चीन को महाशक्ति मानते हैं। शी माओत्से तुंग के बाद चीन के सबसे शक्तिशाली नेता बन गए हैं। चीनी संविधान ने उनके आजीवन सर्वोच्च नेता बने रहने का रास्ता भी साफ कर दिया है। चीन भले ही बहुध्रुवीय विश्व की बात करता हो, लेकिन वह एशिया में एकछत्र धाक चाहता है। हाल के वर्षों में सामुद्रिक दावे और धौंस के जरिये उसने यही साबित करने की कोशिश की है कि इस क्षेत्र और उससे परे उसे चुनौती देने वाला कोई नहीं। चीनी युद्धोन्माद का तोड़ निकालने में क्षेत्रीय शक्तियां बहुत कमजोर हैं। चीन के सामने आसियान कागजी शेर ही साबित होता है।चीन की बांटो और राज करो की नीति ने दक्षिणपूर्व एशिया में किसी कारगर एकता को खंडित करने का ही काम किया है। हिंद-प्रशांत क्षेत्र में, जहां चीन और भारत, दोनों उभर रहे हैं, अतीत की तुलना में दोनों देशों के बीच टकराव के मामले भी बढ़े हैं। हिमालयी क्षेत्र में दोनों देशों के बीच तल्खी इसी रुझान की पुष्टि करने के साथ ही इस क्षेत्र में नई भू-राजनीतिक वास्तविकता को दर्शाती है। इसका सार यही है कि भविष्य में हिंद-प्रशांत क्षेत्र के लिए संघर्ष की धार और तेज होगी।

किसानों की असली आजादी

केरल सरकार ने किसानों को शानदार तोहफा दिया है। राज्य सरकार ने एक नवम्बर से 16 सब्जियों के लिए न्यूनतम समर्थन मूल्य लागू करने की घोषणा की है। ऐसा करने वाला वह देश का पहला राज्य बन गया है। सब्जियों का यह न्यूनतम या आधार मूल्य उनकी उत्पादन लागत से 20 प्रतिशत अधिक होगा। अगर बाजार मूल्य नीचे चला जाता है तो भी किसानों से बेस प्राइस पर ही उनकी उपज खरीदी जाएगी। ऐसा माना जा है कि सब्जियों और फलों की केरल में एमएसपी तय करने से वहां के किसान फल एवं सब्जियां उगाने को प्रेरित होंगे। इससे राज्य में फलों एवं सब्जियों के उत्पादन में बढ़त होगी और केरल के किसानों को राहत भी मिलेगी। वे अपनी उपज का निश्चित मूल्य हासिल कर सकेंगे। उनकी आमदनी बढ़ेगी जिससे वे सब्जियों-फलों के भंडारण पर भी ज्यादा पैसा खर्च कर पाएंगे। इससे उपभोक्ता पर बहुत असर नहीं पड़ेगा क्योंकि वह तो पहले से ही ज्यादा कीमत दे रहा है, जबकि किसानों को वाजिब कीमत नहीं मिलती।

गौरतलब है कि जिन सब्जियों को हम बाजार से 50 से 60 रुपये प्रति किलो की दर पर खरीद रहे हैं, वास्तव में वही सब्जियां किसान औने-पौने दाम पर बेचने को मजबूर होते हैं। दरअसल, देश में उत्पादित करीब 40 प्रतिशत ताजा खाद्य पदार्थ ग्राहकों तक पहुंचने से पहले ही खराब हो जाते हैं। बंपर फसल और कई बार कोल्ड स्टोरेज की कमी के साथ-साथ नाजुक प्रकृति की कुछ फसलों को बेच पाने की गुंजाइश ही बहुत कम रहती है। खाद्य प्रसंस्करण (फूड प्रोसेसिंग) से फलों एवं सब्जियों की उम्र बढ़ जाती है, लेकिन देश में इसकी सुलभता बहुत सीमित है। देश में कुल उत्पादित फलों एवं सब्जियों का महज 2 प्रतिशत ही प्रसंस्कृत हो पाता है जबकि मोरक्को जैसे छोटे देश में भी यह आंकड़ा 35 प्रतिशत और अमेरिका में 60 प्रतिशत है। मालूम हो, फलों और सब्जियों की खेती ज्यादातर सीमांत एवं छोटे किसान ही करते हैं, जिनके पास 2 हेक्टेयर से कम जमीन होती है। उन पर फसलों के कम दाम मिलने का गहरा असर होता है। हालांकि देश में उपजाऊ जमीन के सिर्फ 10 प्रतिशत से भी कम हिस्से पर फलों एवं सब्जियों की खेती होती है।

बहरहाल, किसी भी फसल की एमएसपी से किसानों में एक तरह से वाजिब कीमत मिलने का भरोसा पैदा होता है और वे इसे उगाने के लिए प्रोत्साहित होते हैं। भारत में सबसे पहले साल 1966-67 में गेहूं के लिए न्यूनतम समर्थन मूल्य की घोषणा की गई थी। तब देश में हरित क्रांति की शुरु आत हुई थी और अनाज की तंगी से जूझ रहे देश में कृषि उत्पादन बढ़ाना सबसे प्रमुख लक्ष्य था। ऐसे में केरल सरकार द्वारा किया गया फैसला किसानों के लिए वरदान साबित हो सकता है। आज वास्तव में किसानों के लिए इस तरह के कानूनों की सख्त जरूरत है जिनसे किसानों को उत्पाद का उचित एवं वाजिव मूल्य मिल सके और उन्हें सीधा फायदा पहुंचे।

किसानों की समस्याओं की जड़ें तो खेतों से दूर सरकारी नीतियों में छिपी हुई हैं। इसलिए उनका हल भी सही सरकारी नीतियों के माध्यम से ही संभव हो सकता है। किसान का मुख्य संकट आर्थिक है। उसका समाधान किसान परिवार की सभी बुनियादी आवश्यकताएं प्राप्त करने के लिए सम्मानजनक आय की प्राप्ति है। किसानों की समस्याओं का समाधान केवल उपज का थोड़ा मूल्य बढ़ाकर नहीं होगा, बल्कि किसान के श्रम का शोषण, लागत वस्तु के खरीद में हो रही लूट, कृषि उत्पाद बेचते समय व्यापारी, दलालों द्वारा खरीद में या सरकार द्वारा न्यूनतम समर्थन मूल्य पर खरीद में की जा रही लूट, बैंकों, बीमा कंपनियों द्वारा की जा रही लूट इन सबको बंद करना होगा। बहरहाल, केरल सरकार के फैसले के बाद कर्नाटक सरकार भी ऐसी मांग पर विचार कर रही है और पंजाब में भी ऐसी मांग हो रही है। महाराष्ट्र में भी समय-समय पर ऐसी मांग उठती रही है। महाराष्ट्र में खासकर अंगूर, टमाटर, प्याज जैसी फसलों के किसान परेशान रहते हैं। कुछ साल पहले देखा गया था कि किसानों को अंगूर 10 रुपये किलो बेचना पड़ा जबकि उनकी लागत 40 रुपए प्रति किलो तक आ रही थी। पंजाब के किसान संगठनों ने हाल में राज्य सरकार से मांग की है कि सब्जियों एवं फलों पर न्यूनतम समर्थन मूल्य घोषित किया जाए। इससे सबक लेकर सब्जियों के लिए आधार मूल्य पूरे देश में तय होना चाहिए। यही किसानों की असली आजादी है।

आधी आबादी को धकेलकर बढ़ने की गलत कोशिशें

दुनिया की 50 प्रतिशत महिलाओं के पास नौकरी नहीं है। कोरोना वायरस की वजह से वैश्विक स्तर पर कामकाजी महिलाओं की स्थिति और भी खराब हुई है। नौकरियों में उनकी हिस्सेदारी तेजी से घटी है। ये सारी बातें संयुक्त राष्ट्र ने अपनी नई रिपोर्ट ‘वर्ल्ड वुमेन 2020’ में कही हैं। यह रिपोर्ट दो तथ्यों को उजागर कर रही है, पहला, तो यह कि बीते दशकों में श्रमबल में महिलाओं की भागीदारी कम रही है और दूसरा, कोरोना महामारी के चलते उनकी हिस्सेदारी और कम हो गई है।

आर्थिक सुदृढ़ीकरण सशक्तीकरण की राह को प्रशस्त करता है। वह व्यक्ति की निर्णय क्षमता और आत्मबल को प्रभावित करता है और यदि महिलाएं आर्थिक रूप से सशक्त होंगी, तो यकीनन उनकी परिवार और समाज में भूमिका बढ़ेगी, पर यह पुरुषसत्तात्मक समाज को कभी स्वीकार नहीं होगा। यह समस्या आज की नहीं है, सभ्यता के पृष्ठों को पलटकर देखने के बाद यह स्पष्ट दिखाई देता है कि सभ्यता के आरंभ में खींची गई श्रम विभाजन की लकीर वक्त के साथ गहराती चली गई, जिसमें महिलाओं के हिस्से घर के काम आए थे और पुरुषों के हिस्से धन कमाना। आर्थिक संबलता प्रभुत्व का भाव उत्पन्न करती है और इसे पुरुषसत्तात्मक व्यवस्था किसी भी स्थिति में छोड़ने को तैयार नहीं है।

सभ्यता के विकास, मानवाधिकारों की दलीलों और इन सबसे ऊपर स्वयं महिलाओं के संघर्ष ने यद्यपि पुरुषवादी सोच को परिवर्तित तो नहीं किया, तथापि एक संकरा रास्ता खोलने पर पुरुष विवश हुए, जहां घर से बाहर निकलकर महिलाएं मुख्यधारा से जुड़ सकें। हालांकि, उनके समक्ष एक स्पष्ट शर्त थी कि बाहर का काम करने से उन्हें घर के कामों से मुक्ति नहीं मिलेगी। विश्व के सभी देशों की महिलाओं ने इसे स्वीकारा भी, परंतु उनकी चुनौतियां कम नहीं हुईं। असमान वेतन, शोषण का सामना करते हुए भी महिलाएं आज अपने कार्य क्षेत्रों में बेहतर प्रदर्शन कर रही हैं। यह जानते हुए भी कि उनकी हर सफलता के पीछे उनकी कर्मठता की चर्चा के बजाय उनका चारित्रिक विश्लेषण कर उनका मनोबल तोड़ने की लगातार कोशिश होती रही है।

विद्रूपता यह कि जब भी उनकी जरूरत होती है, उन्हें श्रम बाजार में धकेल दिया जाता है। भारत में महिलाओं की श्रम बाजार में भागीदारी लगातार गिर रही है। 2004-2005 से 2011-2012 तक के सरकारी आंकड़ों के मुताबिक, इस अवधि में 96 लाख महिलाओं ने श्रमशक्ति को छोड़ा है। भारत में महिलाओं की रोजगार में उपस्थित 2017-18 में 23.5 प्रतिशत थी। आंकड़ों के लिहाज से देखा जाए, तो 15 साल से ज्यादा आयु की हर चार में तीन महिलाएं बेरोजगार हैं।

आज 70 प्रतिशत महिलाएं कोरोना योद्धाओं के रूप में काम कर रही हैं, बावजूद इसके अन्य सेवाओं से उन्हें निकाला जा रहा है। ऐसा पहली बार नहीं हो रहा है। दशकों पूर्व प्रथम विश्व युद्ध में जब पुरुष युद्ध के लिए चले गए, तो कार्यबल में महिलाओं को जगह देनी पड़ी। हथियार कारखानों में भी उन्हें जगह दी गई। ऑस्ट्रेलिया में एक लाख महिलाओं को काम दिया गया था, लेकिन प्रथम विश्व युद्ध समाप्त होते-होते महिलाओं को विवश किया गया कि वे अपने तथाकथित मूल कार्यों की ओर लौट जाएं। यही स्थिति द्वितीय विश्व युद्ध के बाद भी आई थी।

अमेरिकी लेखिका बेट्टी फ्रीडन ने द फेमिनिन मिस्टीक में लिखा कि द्वितीय विश्व युद्ध के बाद अमेरिकी समाज में महिलाओं की स्थिति बहुत संतोषजनक नहीं थी, उन्हें येन-केन-प्रकारेण यह विश्वास दिलाने की कोशिश की जा रही थी कि घर की चारदीवारी में ही उनके जीवन के सारे सुख मौजूद हैं।

समाज में सोच महिलाओं के रोजगार के विरुद्ध है। नोटबंदी के बाद उपलब्ध रोजगारों में जब कमी आई, तो पुरुषों के लिए जगह बनी रहे, महिलाओं को घर रहना पड़ा। जब-जब अर्थव्यवस्था का बना बनाया संतुलन टूटता है और रोजगार कम होते हैं, तो महिलाओं के रोजगार छीन लिए जाते हैं। विश्व भर में यह भावना गहरी बैठी हुई है कि पुरुष नौकरी के अधिक हकदार हैं और आर्थिक संकट हो, तो पुरुषों को ही नौकरी मिलनी चाहिए। अगर ऐसी सोच नहीं बदलेगी, तो यह विचारणीय बिंदु है कि आधी आबादी को पीछे धकेलकर कैसे संपूर्ण विकास पाया जा सकता है।
