A nine steps framework for making India a great investment destination

FDI receipts of more than $250 billion in the last five years prove global firms’ faith in the India story. Now, with crucial reforms in place, what should we do to become a top investment destination? We have to become an excellent place for doing business.

This would mean working on enhancing the investor experience. Not just at the beginning of the project but at each subsequent step. From helping her choose the right support package, identifying the location for production to importing the raw materials, and shipping the products. This would be the best red carpet welcome to an investor. We propose a nine-step framework for doing so.

One, identify sectors for priority treatment. Let us focus on industries where India’s manufacturing and exports are weak. Consider electronics, computers, telecom, precision equipment, factory machinery products. These constitute 70% of global trade, but India’s share is a low 0.7%. Most product groups identified for support under the production-linked incentive (PLI) scheme are part of the list.

Two, recognise sectoral concerns. A sector may generate a large turnover, but net earnings may remain small because of large import dependence. For example, for doing the iPhone’s final stage assembly, China gets just $12, which is less than 2% of its retail price of $700. Assembling an EV battery from imported lithium cells or making mobile phones from imported subassemblies fall in the same low value add category. A better model may be inviting an anchor firm along with component suppliers and do most manufacturing in the country.

Three, invite top global firms to become anchor manufacturers in priority sectors. We know their names. With thousands of manufacturing units in most sectors, India needs a few large anchor firms in each sector. Their use of innovation and technology will result in gains for all firms in the entire sector – the way Suzuki did to India’s automobile sector in the early 1980s. Suzuki’s technology and India’s expertise in casting, forging and fabrication were crucial factors. In less than 20 years, the sector’s productivity, and not just Maruti-Suzuki’s productivity, went up by 250%. Mainly due to competitive pressures set off by Suzuki. Today the automobile sector contributes to half the manufacturing GDP. We need a repeat of the Maruti story for a few other sectors.

Four, develop effective coordination with lead investors. One to one discussion at the senior level thrashes out knotty issues and builds confidence. Both sides may discuss available location options or extra support the investor may need. Nominating an officer to coordinate with government on the firm’s behalf for the entire project cycle is a good idea.

Five, provide ready to manufacture space. Delay in buying land and approvals drives away investors. China and many other countries have hundreds of operation ready industrial zones. Each zone takes necessary permissions for all future units. For example, a chemical zone will take approvals for effluent discharge and quality. The investor will agree to follow these. Once ready, the investor moves in, installs machinery, and starts production in a few weeks/months. Industrial corridors being developed across 32 places in India under the National Master Plan may adopt this model.

Six, ensure quick factory to ship movement. Slow factory to ship movement hinders India from becoming a part of the production supply chain. We can reduce the time taken in transporting goods from factory to port through dedicated freight corridors. Locating industrial zones near the sea is another option. Port and customs procedures must be done in the industrial zone to avoid crowding at the port and ensuring just in time arrivals.

Seven, review the import duty structure. This is also the key to signing happy FTAs. Our 90% of imports by value take place in less than 10% product tariff lines. We must test the impact of lowering of import duty on the production and export ecosystem of remaining products. For example, most electronic products are assemblies of thousands of components manufactured across many countries. Components combine into subassemblies and then into the finished product. A part crosses country borders many times. In such a scenario, even a modest duty on components has a multiplier effect. For this reason, most countries charge no import duty on parts or electronics products.

Eight, ensure predictability, reduce arbitrariness in policy regime. Avoid backdated policy changes. Reduce scope for interpretation in tax laws by use of clear, unambiguous language. For example, both India and Nokia interpreted the royalty provisions of the double tax avoidance treaty in different ways a few years back. When Nokia shut its India operations, annual mobile phone exports from India fell from $2 billion to zero; 10,000+ direct jobs were lost. India and Nokia’s loss was China’s gain.

Nine, set up systems for quick resolution of disputes. Firms enter into contracts with other firms and individuals for the supply of goods and services. In case of dispute, parties approach the court for enforcing the contract. Long delays at the Indian courts compromise India’s attractiveness. Quick improvement is a must for improving investor confidence.

Nurturing an investment is like growing a crop. Smart global firms are the quality seeds that grow in a supportive environment. Returns for such an approach are high. Samsung started small in Vietnam 10 years back but, lured by good experience, expanded its operations to export more than $50 billion of products now. Its success also pulled others. The nine-step framework will enhance India’s appeal as a credible manufacturing and investment destination.

Recalibrating India-Nepal ties

The relationship has never been free of controversy as both countries have not changed their perspectives of each other

When Foreign Secretary Harsh Vardhan Shringla arrived in Kathmandu on November 26 and spoke in fluent Nepali to the media, there was some hope that the visit would go beyond the traditional exchange of pleasantries. When he departed, the hope was that his visit would be the beginning of a continued dialogue between the two countries that have had a strained relationship since the imposition of a five-month-long blockade in 2015 in Nepal just as the country was recovering from a devastating earthquake.

In the past five years, the only glimmer of hope to work on the relationship was the constitution of an Eminent Persons Group. The Group was disbanded after submitting its report, the outcome of which is still not known. Nepal thought that the Eminent Persons Group would be the foundation for reworking the relationship between the two countries, but for India, as a former diplomat put it, it was just one of the hundreds of initiatives or administrative mechanisms. The Foreign Secretary did not touch upon the issue of the Eminent Persons Group in his latest address. His speech was not different from speeches made in the past, and the joint statement from both the governments was a usual nicety.

Unchanging perspectives

The Nepal-India relationship has never been free of controversy as the perspectives of both sides are yet to change. Many in Nepal continue to equate being anti-India with being nationalistic. Politicians and political parties whip up such sentiment and compete with each other on who can be more extreme, especially before an election. Prime Minister K.P. Oli won the 2017 election partly because he projected himself as someone who stood up to India during the blockade. He again whipped up nationalistic sentiments when he got the Nepal map amended to add new territory. This was a good way to deflect attention from the poor management of the COVID-19 pandemic by his government. His government’s excuse was that after India released its new map in November 2019, Nepal wanted to discuss the map with India but the latter did not provide any time for a discussion.

India continues to think that by providing largesse to Nepal in the form of aid and development projects, it can win Nepali hearts. But despite pouring billions of rupees into Nepal over decades, it has still not been able to do so. Therefore, it needs to reflect on what it is not doing right. Two issues are important to understand here. First, all aid to Nepal from countries other than India and China go through the Plans of the Government of Nepal. Indian aid is seen in Nepal as a favour bestowed on a constituency it wants to garner support from rather than a contribution to Nepal’s planned development. Second, India competes with China in providing aid outside government budgets. And China picks up projects of visibility and strategic location. Chinese involvement in Nepal has increased since the April 2015 earthquake and Nepal is surely an area of strategic influence in China’s Belt and Road Initiative.

People-to-people ties

The Foreign Secretary raised the issue of people-to-people exchanges between the countries, a welcome development. In the past two decades, two significant changes have happened in this area. First, Indian workers in Nepal constitute a big part of the workforce and send about $3 billion to India every year. In terms of remittances to India, Nepal ranks eighth. So, the Government of India needs to keep in mind that many households in India are being run with remittances from Nepal. Second, Nepalis have migrated in the past 20 years to more than a hundred countries; India is not the only country that Nepalis rely on for jobs or education. This is a new Nepal comprising young people with global aspirations. Nearly three-fourths of the population of Nepal is under 35 years of age. India needs to engage beyond its current constituency, the minuscule proportion of the population who are above 65. Meanwhile, Nepal needs to plan how it engages with the youth in mainland India for whom Nepal is just like Bangladesh or Myanmar, areas they study about in geography in school but know little about.

There are some fundamentals that we simply cannot forget: geography will not change, the border will remain open as millions of livelihoods on both sides depend on it, and China is going to be a big global player with varied interests in the neighbourhood. Therefore, the India-Nepal relationship has to be recalibrated. The hope is that the Nepali-speaking Foreign Secretary who has Sikkimese ancestry will be able to rethink the dynamics of the relationship as he reflects on his visit to Nepal.

ऋण का सदुपयोग करे सरकार

चालू वित्त वर्ष की पहली तिमाही में देश की आय पिछले वर्ष की पहली तिमाही की तुलना में कम रही है। किसी एक तिमाही में यदि आय अथवा जीडीपी पिछले वर्ष से कम होती है तो इसे ‘मंदी’ कहा जाता है। यदि यह गिरावट एक के बाद एक दो तिमाहियों तक लगातार जारी रहे तो इसे ‘तकनीकी मंदी’ कहा जाता है। अंतरराष्ट्रीय मानकों के अनुसार तब माना जाता है कि अर्थव्यवस्था वास्तव में मंदी की चपेट में आ गई है। वैसे कभी-कभी मंदी कई वर्षों तक चलती है। जैसे अमेरिका में 1930 से 1938 के बीच के वर्षों में सात वर्षों के दौरान पिछले वर्ष की तुलना में आय घटती रही। ऐसी मंदी जब कई वर्षों तक जारी रहे तब उसे ‘ग्रेट डिप्रेशन’ अथवा लंबी मंदी कहते हैं।

फिलहाल वैश्विक अर्थव्यवस्था के लिए विश्व बैंक और अंतरराष्ट्रीय मुद्रा कोष के आकलन में अंतर है। मौजूदा स्थिति तकनीकी मंदी की प्रतीत होती है, क्योंकि इसका दायरा दो तिमाहियों तक सीमित रह सकता है। विश्व बैंक के अनुसार हम अब लंबी मंदी में प्रवेश कर चुके हैं। वहीं मुद्रा कोष के अनुसार हम मंदी से शीघ्र उबर सकते हैं और विश्व अर्थव्यवस्था की विकास दर सकारात्मक हो जाएगी। इसके उलट विश्व बैंक को इस पर संदेह है। ऐसे में इस पहेली को सुलझाना होगा कि क्या यह महज दो तिमाहियों की ही बात है या फिर मंदी का मामला लंबा खिंच ने वाला है।

आज पूरी दुनिया में कोविड का टीका बन जाने पर भरोसा बढ़ा है। कई कंपनियों ने दावा किया है कि वे जल्द टीका मुहैया कराएंगी। यदि ऐसा संभव होता है तो मंदी की भी जल्द विदाई हो जाएगी। हालांकि दूसरे कुछ अध्ययन यह भी बताते हैं कि कोरोना वायरस निरंतर अपना आकार बदल रहा है। ऐसे में आशंका यही है कि टीका उसके बदले हुए स्वरूप पर कितना प्रभावी होगा। यह भी देखा गया है कि कोविड से उबरने के बाद भी लोगों को स्वास्थ्य संबंधी तमाम परेशानियां झेलनी पड़ रही हैं। उन्हें कमजोरी, सिरदर्द, सांस फूलना, चक्कर आना इत्यादि दिक्कतें पेश आ रही हैं। टीके के अंतिम रूप से तैयार होने और उसे विश्व की सात अरब जनता तक पहुंचाने में दो से तीन वर्ष तक लग सकते हैं।

वैसे अतीत के अनुभव यही बताते हैं कि मंदी के प्राथमिक असर की तुलना में उसके अगले चरण का असर ज्यादा गहरा होता है। जैसे 2008 के वैश्विक वित्तीय संकट में विश्व की आय में मात्र 0.1 प्रतिशत की गिरावट आई थी, लेकिन 2009 में यह गिरावट 2.5 प्रतिशत रही। जैसे श्रमिक को पर्याप्त भोजन न मिले तो वह कुछ समय तक वह पूर्ववत कार्य कर सकता है, परंतु इसका दीर्घकाल में उसके शरीर पर दुष्प्रभाव पड़ना तय है। अत: अभी यह कह पाना संभव नहीं कि मौजूदा मंदी तकनीकी रह जाएगी या फिर लंबी खिंचेगी।

इसी कशमकश में मुद्रा कोष और विश्व बैंक के आकलन विरोधाभासी हैं। हालांकि दोनों संस्थाओं में सहमति भी है कि अधिकांश देशों ने कोविड संकट से खुद को बचाने में अभी तक सफलता हासिल की है। तकरीबन सभी सरकारों ने बाजार से ऋण लेकर अथवा अपने केंद्रीय बैंकों द्वारा नोट छपवाकर अर्थव्यवस्था के चक्के को चालू रखा है। यह अच्छी बात है। ऋण लेने और नोट छापने में अंतर है। ऋण लेने में सरकार बाजार से ऋण उठाती है और निजी निवेशक सरकार को ऋण उपलब्ध कराते हैं, जिसके कारण ब्याज दरों में वृद्धि होती है। जैसे यदि इस समय 100 करोड़ की रकम के ऋण की मांग है और सरकार 100 करोड़ रुपये का ऋण और लेना चाहे तो ऋण की मांग 200 करोड़ हो जाएगी और सरकार को अधिक ब्याज देना पड़ेगा। नोट छापने में सरकार को ऋण रिजर्व बैंक उपलब्ध करा देता है।

रिजर्व बैंक नोट छापता है और सरकार द्वारा जारी किए गए बांड को स्वयं अथवा दूसरे बैंकों के माध्यम से खरीद लेता है। इस स्थिति में बाजार में ऋण की मांग नहीं बढ़ती, क्योंकि यह लेनदेन ऋण बाजार के बाहर होता है। जैसे किसान यदि अपने पड़ोसी से खाद उधार लेकर आ जाए तो बाजार में खाद की मांग पर कोई प्रभाव नहीं पड़ता, लेकिन दोनों परिस्थितियों का अर्थव्यवस्था पर विपरीत प्रभाव ही पड़ता है। सरकार यदि बाजार से ऋण उठाती है तो ब्याज की दर बढ़ती है, सरकार पर ब्याज का बोझ बढ़ता है और सरकार के लिए ब्याज की भरपाई करना कठिन हो जाता है। समय से ऋण अदायगी न कर पाने से सरकार की साख भी गिरती है।

अंतरराष्ट्रीय रेटिंग एजेंसी मूडीज ने फिलहाल भारत की रेटिंग बीएए3 रखी है। यह निवेश योग्य सबसे निचली सीढ़ी है। ऐसे में यदि भारत सरकार के ऋण की गुणवत्ता इससे तनिक भी नीचे गिरती है तो उसका असर सरकार की साख पर पड़ेगा और उसके लिए बाजार से ऋण लेना मुश्किल हो जाएगा। इसकी तुलना में यदि रिजर्व बैंक नोट छापता है और सरकार को ऋण उपलब्ध कराता है तब बाजार में नोटों की आवक बढ़ जाती है। इससे महंगाई में तेजी आने की आशंका बढ़ेगी। मुद्रा के अवमूल्यन का एक खतरा अलग है। ऐसी स्थिति में सरकार स्वयं बाजार से ऋण ले अथवा रिजर्व बैंक उसे उपलब्ध कराए। जो भी हो, इस ऋण द्वारा यदि हम मंदी से जल्द उबर पाए तभी यह ऋण लेना सार्थक होगा। ऐसा न होने पर स्थिति पलट जाएगी और मंदी लंबी खिंचने के साथ ऋण बोझिल बन जाएगा।

आमदनी न बढ़ने से उसकी अदायगी भी मुश्किल होगी। ऐसे में ऋण का सदुपयोग करना आवश्यक है। मुद्रा कोष और विश्व बैंक दोनों का भी यही मानना है कि ऋण की रकम को यदि शिक्षा और तकनीकी सुधार में निवेश किया गया तो समग्र उत्पादकता में सुधार आएगा। तब कोविड संकट टलने के बाद अर्थव्यवस्था तेजी से कुलांचे भरेगी जैसे लंबे अवकाश के बाद छात्र और अध्यापक नई ऊर्जा के साथ शैक्षणिक गतिविधियों में जुटते हैं।

स्पष्ट है कि हमें ऋण का उपयोग जनता की कार्य कुशलता बढ़ाने और तकनीकी सुधार हासिल करने में करना चाहिए। हाल में दीपावली के समय बाजार में जो भारी मांग दिखाई पड़ी वह मुख्य रूप से सरकारीकर्मियों द्वारा जनित ही थी। आम आदमी की क्रय शक्ति इस समय बहुत घट गई है। इसका यही अर्थ है कि सरकार द्वारा ऋण का उपयोग मूलत: सरकारी खपत को पोषित करने के लिए किया जा रहा है और शिक्षा तथा तकनीकी विकास में निवेश करने में कम। ऐसी स्थिति में यदि मंदी लंबी खिंची तो देश को भारी मुश्किलों को सामना करना पड़ सकता है।

गहराता संकट

ईरान के परमाणु कार्यक्रम के शीर्ष वैज्ञानिक मोहसिन फखरीजादेह की हत्या ने पश्चिम एशिया को एक और गंभीर संकट में धकेल दिया है। इस हत्या के पीछे के कौन है, अभी इस बारे में ईरान ने स्पष्ट रूप से किसी का नाम नहीं लिया है, लेकिन उसका इशारा इजराइल की ओर ही है। जाहिर है, ईरान और इजराइल के बीच अब टकराव की आशंकाएं गहराती जा रही हैं।

ईरान किसी भी सूरत में चुप नहीं बैठने वाला। उसने खुल कर चेतावनी दे डाली है कि जिसने भी फखरीजादेह को मारा है, उसे इसकी कीमत चुकानी पड़ेगी। ऐसे में अब क्या होगा, कोई नहीं जानता। पिछले कुछ समय से ईरान के सैन्य और परमाणु कार्यक्रम से जुड़े शीर्ष लोगों के खात्मे का जो सिलसिला चला है, वह ईरान को कमजोर करने की पश्चिमी रणनीति का हिस्सा है।लेकिन सवाल है कि क्या महत्त्वपूर्ण लोगों की हत्याओं से ईरान को झुकाया जा सकेगा? क्या इन हत्याओं से उसका मनोबल तोड़ा जा सकता है? इस साल के शुरू में अमेरिका ने ईरान की कुद्स आर्मी के प्रमुख कासिम सुलेमानी की इराक में हत्या करवा दी थी। अब परमाणु वैज्ञानिक फखरीजादेह को निशाना बनाया गया। लंबे समय से ईरान जिस दमखम के साथ अमेरिका और इजराइल जैसे देशों से लोहा ले रहा है, उसमें उसकी ताकत को कम करके आंकना भारी भूल होगी।

पिछले कई वर्षों से ईरान का परमाणु कार्यक्रम अमेरिका सहित कई देशों के लिए किरकिरी बना हुआ है। संयुक्त राष्ट्र से लेकर अमेरिका सहित उसके कई सहयोगी देशों ने ईरान पर प्रतिबंध थोप रखे हैं। ईरान शिया बहुल देश है, इसलिए भी वह अरब जगत के सुन्नी बहुल देशों के निशाने पर है। इजराइल से उसकी पुरानी शत्रुता छिपी नहीं है। ईरान को घेरने के पीछे अमेरिका का असल मकसद उसके तेल पर कब्जा करने और पश्चिम एशिया में अपना दबदबा बढ़ाना है। इसीलिए वह परमाणु हथियारों के निर्माण को आड़ बना कर ईरान के खिलाफ सालों से अभियान चला रहा है। अमेरिका की यह मुहिम ठीक वैसी ही है, जो उसने इराक के खिलाफ चलाई थी और उस पर जैविक व रासायनिक हथियार बनाने का आरोप लगाते हुए मित्र देशों की सेनाओं के सहयोग से हमला कर दिया था। लेकिन इराक में ऐसे महाविनाशक हथियारों का नामोनिशान तक नहीं पाया गया। बाद में अमेरिका ने इसे अपनी गलती बताते हुए हाथ झाड़ लिए। इसका खमियाजा इराक आज तक भुगत रहा है।

लेकिन ईरान इराक नहीं है। अपने पर हुए हर हमले का माकूल जवाब देकर उसने अपनी ताकत का अहसास कराया है। उसके पास यूरेनियम संवर्धन और परमाणु हथियार बनाने की तकनीक है। रूस और चीन जैसी अमेरिका विरोधी महाशक्तियों का उसे पुरजोर समर्थन है। अमेरिका के नव-निर्वाचित राष्ट्रपति जो बाइडेन ईरान को लेकर पहले ही नरम रुख बरतने और परमाणु समझौता बहाल करने का संकेत दे चुके हैं। इससे इजराइल चिढ़ा हुआ है। राष्ट्रपति डोनाल्ड ट्रंप भी ईरान को लेकर बाइडेन के लिए मुश्किलें बढ़ाने में लगे हैं। अगर ईरान ने इजराइल पर अभी बड़ी कार्रवाई की तो ट्रंप को उस पर हमला करने का बहाना मिल जाएगा और इससे बाइडेन की ईरान नीति को धक्का लगेगा। ईरान में इस वक्त उपजा गुस्सा बता रहा है कि वह फखरीजादेह के बलिदान को शायद व्यर्थ नहीं जाने देगा। साल 2010 से 2012 के बीच भी ईरान के चार परमाणु वैज्ञानिकों को मार डाला गया था। इसमें कोई संदेह नहीं कि फखरीजादेह की हत्या से ईरान को धक्का तो लगा है, लेकिन इसके डर से वह अपना परमाणु कार्यक्रम छोड़ने वाला नहीं। यह संदेश वह दे चुका है।
