A Long Game

In the contest with China it’s important to be strategic, not over-emotional

It still remains murky what transpired recently along the LAC, including that fateful night last Monday when at least 20 Indian soldiers were killed in Galwan valley. Prime Minister Narendra Modi told an all party meet that no intruder is present on the Indian side, but it was clarified later that the statement applies only to Galwan valley. There have also been conflicting statements from government and BJP sources on whether the Indian soldiers in the fatal encounter were armed or unarmed. Probability points to the latter – as if they had firearms it’s very unlikely they would not have used them in mortal danger.

The government’s dilemma is understandable, as complete transparency may not be possible in a situation like this. Popular nationalism is constructed in a cartographic way, that is, it demands every inch of territory claimed on a map – no matter whether inhabited or very remote – be physically controlled by the government. However, this isn’t feasible in every situation.
In a way, the government is back to India’s pre-1962 situation vis-à-vis China. It has limited options at present – with a broken economy, coronavirus raging in the country, military spending and a defence-industrial complex inferior to China’s. Modi banked on his relationship with Xi much as Nehru banked on his relationship with Mao and Zhou; consequently, the focus was on the threat from Pakistan and not that from China. Now, metaphorically speaking, Modi may have to choose between two Nehrus: the one who told Parliament that Aksai Chin was a region where ‘not a blade of grass grew’ (wisely in retrospect, although he was widely reviled for it at the time), or the Nehru who, stymied by nationalist outrage, ordered a ‘forward policy’ and asked the army to ‘throw the Chinese out’ (the disastrous 1962 war happened thereafter).

None of this is to say that New Delhi shouldn’t counter Beijing’s ‘salami slicing’ tactics along the LAC, or defend what it controls. But decisions have to be made depending on the balance and disposition of forces in every case, both military and diplomatic. It’s important here to be strategic, not emotional. To adopt a cricketing metaphor, this isn’t a T20 match where India will hit some sixers and defeat China. This is a Test match, which may last a generation or more. There are many more moves to come from China, in its bid to contain India. Perhaps it’s about this that the government should be transparent, and prepare a strategy.

Don’t Defer To China

Galwan valley should finally compel us to make major course correction

The Rig Veda was composed around 1500 BCE, some thousand years before Confucius and Lao Tze ushered in structured thought into China. For conventional strategists, this would be an inconsequential matter. But, the relative long-term strengths of nations is precisely about such ‘inconsequential’ matters. India’s ancient civilisational strengths, in spite of setbacks, continue to pulsate. China’s don’t. India is the world’s largest democracy. China is the world’s largest autocracy. China is stronger militarily and economically, but India is no pushover either. The India of 2020 is not the India of 1962.

It is useful to remember this because for decades as a nation we have been abject prisoners of a deferential syndrome towards China, leading to strategic blunders. On the very day when 20 of our brave soldiers were martyred in the Galwan valley, there was a column in a leading national daily by an influential national security adviser of the UPA government. Amazingly, he argued for further appeasement of China.

India should not, he argued, ‘provoke’ China by reinforcing our quadrilateral grouping with Japan, Australia and the US (Quad). India should not accept President Donald Trump’s invitation to an expanded G7 meeting, where China is not an invitee. India should not expand its strategic ties with the US, because China would not be happy.

The latest travesty at Galwan valley should be a wake-up call against precisely this kind of mindset. The first thing to understand is that while Pakistan is a minor nuisance on the sidelines, China is our principal strategic enemy in both the short and long term. It has consistently and ruthlessly followed a policy towards India of engagement with containment. India must be contained because China believes in its self-ordained destiny of the triumphant Middle Kingdom, the unchallenged superpower of the future. A democratic and rising India is a challenge to that goal. Therefore, India must be contained.

Leaders in Beijing must be wondering why Indians, who must have some chromosomes still intact of their canny ancestor, Chanakya, are so easily seduced by China’s choreographed engagement overtures, and so inexplicably forgiving of its ruthless containment strategies. Consider the facts. For decades now, China is brazenly in possession of Aksai Chin, our territory. Even when they surreptitiously built an all weather road through this seized territory, we were silent. China is building the China-Pakistan Economic Corridor (CPEC) through Gilgit-Baltistan in PoK, which we claim as our territory. China blocks our membership of the Nuclear Suppliers Group (NSG). China, till last year, prevented Masood Azhar from being labelled a terrorist by the UN.

China claims Arunachal Pradesh as its territory, calling it South Tibet. China is in open military collusion with Pakistan against us, and has invested billions of dollars in PoK. China flagrantly meddles in our neighbourhood to encircle us, the latest example being the behaviour of Nepal. China refuses to rectify the trade imbalance with us, dumping its inferior goods, while setting up barriers to our exports. And China routinely salami slices territory along the LAC through unprovoked military aggression.

But through successive governments, we continue to kowtow before the Dragon. During President Xi Jinping’s state visit to India in September 2014, while Prime Minister Narendra Modi and he were sampling dhokla on the banks of the Sabarmati, there was a major intrusion of Chinese troops at Chumar in Ladakh. Nothing that China does is happenstance. But we brushed this affront aside, and enthusiastically rolled out the red carpet whenever China wished to engage. China’s single-minded pursuit to contain India was consistent, but we celebrated summits at Wuhan and Mamallapuram as though they signalled a change of heart.

Galwan valley should finally compel us to undertake a major course correction. First, we need to radically upgrade our border infrastructure along the LAC. Chinese resentment on our building the Darbuk-Shyok-Daulat Beg Oldie road near the LAC was apparent. But we must persist on a war footing nevertheless, because China’s border infrastructure is such that it can move 30 divisions of half a million troops to the LAC in days.

Second, we must increase our defence preparedness. Our record on this front is abysmal. For instance, in 2011 executive go-ahead was given to create a China focussed mountain strike corps in Uttarakhand, Ladakh and Sikkim. But it took years before our finance ministry provided funds for it.

Third, we should shed our reticence in diplomatically isolating China, strengthen forums like the Quad, support the pro-democracy movement in Hong Kong, expand our interaction with Taiwan, and condemn Chinese bullying in the South China Sea. Fourth, we should, in a calibrated manner, reduce Chinese imports, and ban China from investing in infrastructure projects. Fifth, we should use forums like the WHO to ask for Chinese accountability in the spread of Covid-19.

These are some suggestions that could rid policy makers of the tendency to genuflect before China. The opposition is entitled in a democracy to ask questions of the government. But, frankly, a BJP-Congress ‘tu tu main main’ is futile. All governments are complicit in our strategic failure to deal appropriately with China. Modi’s stern message that the martyrdom of our soldiers in Galwan valley will not go in vain, must signal a fundamental change in our China policy.

Limited liability should mean something

The concept of limited liability arguably underpins the upsurge in prosperity since the Industrial Revolution. The facility of limiting one’s risk in an enterprise to the extent of the capital deployed in it, without endangering the rest of one’s personal assets, allowed people to invest in multiple joint stock companies. Pools of savings could thus be brought together to fund gigantic limited liability companies that spanned continents, funded exploration and innovation and created new jobs, incomes and prosperity that raised billions out of poverty, gave governments the fiscal power to dream and act big, and spawned consuming masses who fuelled further growth in a virtuous cycle. The concept of limited liability is under renewed threat in India.

Take the recent statement by Insolvency and Bankruptcy Board of India (IBBI) chairman M S Sahoo that suspension of the Insolvency and Bankruptcy Code for ayear, to give respite to Covid-affected businesses, does not bar invoking personal guarantees given to corporate debtors. The IBBI chairman’s technical clarification highlights the pervasive excoriation of limited liability in India by banks lending to a company seeking personal guarantees from its directors. In the ongoing litigation over paying the government its due share of telecom operators’ adjusted gross revenue, while considering the telecom operators’ plea, backed by the government, to be given more time to pay the dues, Justice Arun Mishra wondered aloud about the viability of seeking directors’ guarantees for their companies’ obligation to cough up their dues over an extended period.

Banks have to learn to assess risk, and resolve insolvencies fast, not protect themselves by throttling limited liability by seeking personal guarantees for corporate debt.

Members as numbers

The Rajya Sabha is losing its sheen as an exalted forum for scholarly debate

The ruling BJP now has 86 members in the Rajya Sabha after elections to 19 seats across several States on Friday. This is the highest number for the party in the Upper House, though it is still short of the halfway mark. Of a total of 61 vacancies, 42 were filled unopposed earlier and of the 19 contests, the BJP won eight while the Congress won four. Of the 61 outgoing members, 17 were from the Congress and 15 from the BJP. With this round of elections, the BJP’s tally increased by 11, from 75. The Congress now has 41. The Opposition benches will now have veterans such as H.D. Deve Gowda, Mallikarjun Kharge (both from Karnataka) Digvijaya Singh (from Madhya Pradesh) and Shibu Soren (from Jharkhand) and K.C. Venugopal (from Rajasthan). A noticeable addition to the treasury benches is Jyotiraditya Scindia, whose defection from the Congress in March brought down the Kamal Nath government in Madhya Pradesh, and brought the BJP back to power there. Bhubaneswar Kalita, the Congress’s chief whip in the Rajya Sabha until August last year, is now returning as a BJP member from Assam. All this point to a pattern of the BJP’s frenzied approach to increasing its Rajya Sabha strength.

After the elections were announced, eight Congress MLAs left the party in Gujarat, and enabled the victory of an extra BJP candidate to the Rajya Sabha. In Rajasthan, the party fielded two candidates though it had the strength to elect only one, leading to speculation that plans were underway to poach Congress MLAs. The sight of political parties hauling in MLAs to luxury confinements ahead of the Rajya Sabha polls has become common. The Council of States institutionalises the sharing of power between the Centre and the State under India’s federal structure. The House of the elders is also considered an exalted forum of scholarship and statesmanship. But this majesty has taken a beating due to factors, including but not limited to machinations that go into its making. The steady ingress of celebrities and business tycoons has not made a serious contribution to the Rajya Sabha’s working. The BJP, under its current leadership, has demonstrated an aversion to deliberations of all types, and the Rajya Sabha has been a particular target. In a country as vast and diverse as India, deliberations are critical. The government has arbitrarily labelled bills as money bills to bypass scrutiny and passing by the Rajya Sabha. And some pieces of legislation with far-reaching effect on the country — to change the status of Jammu and Kashmir, for instance — have been pushed through both Houses. In such a scenario, it is imperative that members work across party lines to uphold Parliament’s constitutional role.

निरंकुश चीन पर नियंत्रण

भारत और चीन के बीच उपजे तनाव को लेकर अमेरिकी राष्ट्रपति के इस कथन का ठीक-ठीक मतलब निकालना कठिन है कि दोनों देशों की सीमा पर हालात खराब हैं और वह समाधान निकालने की कोशिश कर रहे हैं। हालांकि पिछली बार की तरह उन्होंने मध्यस्थता की बात नहीं की, लेकिन यह समझना कठिन है कि वह दोनों देशों के बीच सुलह कराने के लिए क्या करने वाले हैं? चूंकि चीन अतिक्रमणकारी है, इसलिए यदि अमेरिकी राष्ट्रपति भारत के साथ खड़े दिखना चाहते हैं तो वह चीनी नेतृत्व पर इसके लिए दबाव बनाएं कि वह सैन्य गुंडागर्दी दिखाने से बाज आए। उनके तेवर तो ठीक वैसे ही होने चाहिए जैसे अमेरिकी विदेश मंत्री ने यह कहकर दिखाए कि चीनी सत्ता बदमाशी करने में लगी हुई है। यह ठीक है कि अमेरिका सहित कई प्रमुख देशों ने लद्दाख में भारतीय सैनिकों के बलिदान पर अपनी संवेदना व्यक्त की, लेकिन चीन की जैसी कठोर निंदा होनी चाहिए, वह अभी देखने को नहीं मिल रही है। भारत को इसके लिए कूटनीतिक स्तर पर कोशिश करनी चाहिए कि विश्व के प्रमुख राष्ट्र और खासकर सुरक्षा परिषद के सदस्य चीन के आक्रामक रवैये के खिलाफ एकजुट हों और उसकी भर्त्सना करें।

विश्व समुदाय को चीन को इसलिए भी कठोर निंदा का पात्र बनाना चाहिए, क्योंकि जब दुनिया उसकी धरती से निकले कोरोना वायरस से जूझ रही है तब वह हांगकांग को हड़पने, ताइवान को तंग करने और भारत को धमकाने की कोशिश कर रहा है। इसके साथ ही वह उन देशों के खिलाफ दादागीरी भी दिखा रहा है, जो यह मांग कर रहे हैं कि कोरोना वायरस के प्रसार की तह तक जाने की जरूरत है। चीन खुद को महाशक्ति साबित करने के लिए जैसी हरकतें कर रहा है, वे काफी कुछ वैसी ही हैं, जैसी हिटलर के वक्त जर्मनी की थीं। दुनिया के बड़े देशों को यह समझने की जरूरत है कि निरंकुश चीनी नेतृत्व एशिया ही नहीं, विश्व शांति के लिए खतरा बन रहा है। वह अपनी हद में रहे, इसके लिए उस पर चौतरफा दबाव बनाया जाना चाहिए। इस दबाव में भारत को भी शामिल होना होगा। यदि चीन बातचीत से मसलों को सुलझाने के लिए तैयार नहीं होता और अपने अतिक्रमणकारी रवैये का परित्याग नहीं करता तो भारत को उसके खिलाफ सैनिक, आर्थिक, कूटनीतिक स्तर पर सक्रियता दिखाने के लिए तैयार रहना चाहिए। यह सक्रियता ऐसी होनी चाहिए कि दुनिया को यह साफ संदेश जाए कि भारत चीन से बातचीत के लिए तो तैयार है, लेकिन उसकी दादागीरी को सहन करने के लिए हर्गिज नहीं तैयार। तानाशाह चीन की घेराबंदी वक्त की मांग भी है और जरूरत भी।

बहिष्कार नहीं, बड़ी लकीर खींचें

कोविड-19 के इलाज में हाइड्रॉक्सी क्लोरोक्वीन की भूमिका वाला अध्याय अब खत्म हो चुका है। लेकिन इस समय उसे याद करने की सबसे ज्यादा जरूरत है। दो महीने पहले, जब अचानक इस दवा की मांग उठी, तो पता चला कि पूरी दुनिया में इसका सबसे बड़ा उत्पादक भारत है। उस समय तक शायद ज्यादातर भारतीय भी इसे नहीं जानते थे। बढ़ी मांग का अर्थ था कि भारतीय कंपनियां इसका उत्पादन तेजी से बढ़़ाएं, तभी पता लगा कि इस दवा का उत्पादन करने वाली भारतीय कंपनियां कच्चे माल के लिए चीन पर निर्भर हैं। यह अकेला प्रकरण हमें कई चीजें बताता है। फिलहाल यहां हम ग्लोबलाइजेशन के उस अद्भुत अपूर्व स्वप्न की बात नहीं करेंगे, जो यह कहता रहा है कि कारोबार के मामले में पूरी दुनिया एक है, असली चीज है बाजार और इसमें मेरा, तेरा, उसका की बात नहीं होनी चाहिए।

हाइड्रॉक्सी क्लोरोक्वीन के बाजार में भारत की बादशाहत करीब ढाई दशक पुरानी उस नीति से उपजी थी, जिसमें यह तय किया गया था कि भारत को अब गैर-पेटेंट दवाओं के कारोबार का बड़़ा खिलाड़ी बनना है। और कुछ ही समय में हम बल्क ड्रग कारोबार के सबसे बड़े खिलाड़ी बन भी गए। इस कामयाबी का सबसे बड़ा उदाहरण हम ईरान में देख सकते हैं। दशकों से चली आ रही अमेरिकी पाबंदियों के दौरान ईरान की सबसे बड़़ी समस्या दवाओं को लेकर रही है। भारत से निर्यात होने वाली दवाओं ने न सिर्फ उसकी इस जरूरत को पूरा किया है, बल्कि इस दौरान वहां लाखों लोगों की जान भी बचाई। बल्क ड्रग कारोबार में कामयाबी दो चीजों पर निर्भर करती है। एक तो दवाओं की गुणवत्ता और इसी के साथ स्पद्र्धा वाले बाजार में उनकी कम कीमत। गुणवत्ता के मामले में तो भारतीय कंपनियों ने महारत हासिल कर ली, लेकिन कीमत कम रखने के लिए सस्ता कच्चा माल चीन में ही आसान विकल्प था, इसलिए यह कारोबार कई मामलों में चीन पर निर्भर हो गया।

दूसरे शब्दों में कहें, तो कामयाबी की हमारी इस कोशिश में चीन ने भी एक भूमिका निभाई। और अगर इसी को अलग तरह से देखें, तो चीन आज जिस तरह से आर्थिक ताकत बना है, उसमें अपने सपनों के लिए चीन पर हमारी निर्भरता की भी एक भूमिका है। पिछले तीन दशक में दुनिया के तमाम विकसित और विकासशील देशों को इस तरह की निर्भरताएं देता हुआ चीन लगातार आगे बढ़ता गया है। पर क्या अब उसके उत्पादों और उसकी कंपनियों के बहिष्कार से चक्र को उल्टा घुमाया जा सकता है?

यह सवाल इस समय इसलिए जरूरी है कि पूरा सोशल मीडिया चीन और उसके उत्पादों के बहिष्कार की अपीलों से पटा पड़ा है। यह सिलसिला कोरोना संकट के पैदा होने के साथ ही शुरू हो गया था, लेकिन सीमा पर उसकी आक्रामकता ने इसे बढ़़ा दिया और पिछले मंगलवार को जब यह खबर आई कि लद्दाख के गलवान क्षेत्र में चीनी सैनिकों ने भारतीय सैनिकों की टुकड़ी पर हमला बोलकर 20 की जान ले ली, तब से यह शोर सातवें आसमान पर पहुंच गया है। सोशल मीडिया पर ऐसा उबाल जल्द ही बेहूदगी की हद तक पहुंच जाता है। हैशटैग बायकॉट चाइना के तहत पहले चीन में बने फोन और टीवी तोड़ने के वीडियो शेयर किए गए, फिर एक संदेश यह भी आया कि गुजरात में नमर्दा नदी के तट पर बनी सरदार पटेल की विशाल प्रतिमा को हटा लेना चाहिए, क्योंकि उसका निर्माण एक चीनी कंपनी ने किया है।

मामले की संवेदनशीलता को समझते हुए भारत सरकार ने अपने आप को ऐसे किसी उबाल से दूर रखा है। एकाध केंद्रीय मंत्री और मुख्यमंत्री ने इससे सुर मिलाने की कोशिश जरूर की। इस बीच कुछ चीनी कंपनियों के ठेके जरूर रद्द हुए हैं, जिसे सरकार की मंशा के रूप में भी पेश किया जा रहा है। वैसे यह पहला मौका नहीं है, जब चीन के उत्पादों के बहिष्कार पर उबाल दिखा हो। यही डोका ला विवाद के समय भी हुआ था और यही तब भी हुआ था, जब मसूद अजहर को अंतरराष्ट्रीय आतंकी घोषित करने के प्रस्ताव पर चीन ने संयुक्त राष्ट्र में पाकिस्तान का साथ दिया था। इसके बावजूद भारतीय बाजार में चीन की हिस्सेदारी बढ़ती रही।

क्या इस बार बहिष्कार की यह मुहिम चीन की अक्ल ठिकाने लगाने में कामयाब हो सकेगी? क्या सीमा पर चीन की हिमाकत का यही सही जवाब है? और सबसे बड़़ा सवाल यह है कि क्या बहिष्कार का यह रास्ता भारत को एक बड़ी आर्थिक ताकत बनाने की ओर ले जाएगा? यह तीसरा सवाल इसलिए महत्वपूर्ण है कि बहिष्कार के तर्कों में अक्सर सारा जोर इसी पर होता है।

कोई भी देश बड़ी आर्थिक ताकत कैसे बनता है? इसके बहुत सारे उदाहरण हैं। सबसे पहले चीन का उदाहरण ही लेते हैं। चीन पूरे माओ युग में बहिष्कार वाला देश था। लंबे समय तक उसने पश्चिमी उत्पादों का बहिष्कार किया। वह ताकत तो था, लेकिन आर्थिक ताकत नहीं। आर्थिक ताकत वह बहिष्कार के युग से बाहर निकलने के बाद ही बना। इससे अच्छा उदाहरण जापान का है। दूसरे विश्व युद्ध में अमेरिका ने परमाणु बम गिराकर सिर्फ हिरोशिमा और नागासाकी को ही बरबाद नहीं किया, बल्कि जापान के अहं और गौरव को भी भारी ठेस पहुंचाई। बाद में जब आर्थिक तरक्की का युग शुरू हुआ, तो जापान ने कभी अमेरिका के बहिष्कार की बात नहीं की, लेकिन बाजार के खेल में उसने अमेरिका को मात दे दी। तरक्की का रास्ता बहिष्कार से नहीं, ज्यादा बड़ी लकीर खींचने से निकलता है। बहिष्कार करके आप खुद को ही उस रेस से बाहर कर लेते हैं, जिसे दरअसल आप जीतना चाहते हैं।

एक उदाहरण वालमार्ट का है। वालमार्ट भारत में न आए, इसके लिए कई राजनीतिक दलों ने जी जान लगा दी थी। हालांकि पिछले दरवाजे से वह चली आई। चीन में ऐसा नहीं हुआ। वालमार्ट बिना किसी विरोध के चीन में आई और उसने सैकड़ों स्टोर खोलकर वहां छाने की कोशिश की। लेकिन जल्द ही चीन की कुछ कंपनियों ने ज्यादा बड़ी लकीर खींच दी। इस समय चीन के संगठित रिटेल बाजार में वालमार्ट पांचवें नंबर की कंपनी है और चीन की अलीबाबा दुनिया के रिटेल बाजार की नंबर एक कंपनी बन चुकी

फिलहाल हमारे सामने दोनों रास्ते खुले हैं- चीन के उत्पादों का बहिष्कार या उससे बड़ी लकीर खींचना।

नेपाल से हमारी नजदीकी संजीदगी से संभलेगी

रक्षा मंत्री राजनाथ सिंह ने उत्तराखंड जन-संवाद रैली में जिन मर्मस्पर्शी शब्दों का प्रयोग किया, नेपाली समाज का बड़ा हिस्सा उसके संकेतों को व्यावहारिकता में समेटने के प्रयास अवश्य करेगा। नेपाल के साथ हमारे सामाजिक, भौगोलिक, ऐतिहासिक और सांस्कृतिक रिश्ते ही नहीं हैं, ‘रोटी-बेटी’ का भी रिश्ता है। वर्तमान विवाद की जड़ में भारत द्वारा मानसरोवर यात्रियों के लिए उपलब्ध कराई गई सुविधा है। पहले मानसरोवर जाने वाले तीर्थयात्रियों को सिक्किम नाथुला दर्रा होकर जाना पड़ता था, जिसमें समय अधिक लगता था। अब सीमा सड़क संगठन की देखरेख में लिपुलेख तक लिंक रोड बन चुका है। इससे मानसरोवर जाने के लिए नया रास्ता खुल गया है। पहले के मुकाबले अब छह दिन कम में यह तीर्थयात्रा पूरी हो सकेगी। इसे भारतीय सीमा के अंदर ही बनाया गया है। मगर हाल ही में नेपाल ने अपना नया राजनीतिक व भौगोलिक नक्शा बनाया है, जिसे राष्ट्रपति की मंजूरी भी मिल गई है। इसमें कालापानी और लिपुलेख को भी जगह दी गई है।

भारत में होते हुए भी कालापानी क्षेत्र को लेकर नेपाल में भ्रम की स्थिति बनी हुई है। 200 साल पहले ईस्ट इंडिया कंपनी और नेपाली शासकों के बीच जो सुगौली संधि हुई थी, उसके मुताबिक, भारत ने अपनी सीमा कालापानी नदी के झरनों तक मानी थी, जबकि नेपाल उसे सिर्फ नदी के किनारे तक ही स्वीकार करता है। 200 साल पहले नक्शे नहीं बने थे, इसलिए इन सीमाओं की व्याख्या अपनी-अपनी तरह से की जाती रही है। यह सही है कि इलाके बहुत छोटे हैं, पर सामरिक दृष्टि से इनका काफी महत्व है। 1950 की संधि को लेकर नेपाल में विरोध के स्वर रह-रहकर तेज होते रहे हैं, हालांकि इसमें नेपाल को एक सार्वभौमिक स्वतंत्र देश के रूप में स्वीकार किया गया है, जिसमें दोनों पक्षों द्वारा संपूर्ण सुरक्षा संबंध, आर्थिक सहयोग और खुली सीमा का साफ उल्लेख है। इसमें एक-दूसरे के आंतरिक मामलों में दखल न देने का आश्वासन भी शामिल है। भारत इसके तहत नेपाल में किसी बाहरी हस्तक्षेप को भी बर्दाश्त नहीं करेगा, हालांकि दोनों देशों के बीच कोई सैन्य संधि नहीं होगी। इस संधि के दौरान राजशाही का नेतृत्व राणा परिवार कर रहा था, जबकि नेपाली कांग्रेस के नेतृत्व में वहां की जनता लोकतांत्रिक व्यवस्था के लिए संघर्षरत थी।

1950 की संधि की धारा-2 में कहा गया है कि दोनों देशों की सरकारें किसी प्रकार के बाहरी आक्रमण को बर्दाश्त नहीं करेंगी। ऐसी परिस्थिति पैदा होने पर दोनों परस्पर विचार-विमर्श करके संयुक्त रूप से आवश्यक कदम उठाएंगी। नेपाल की सुरक्षा के लिए हथियार और गोला-बारूद आदि आवश्यकताओं की पूर्ति की जाएगी, पर इस कार्य के लिए सिर्फ भारतीय भूभाग का उपयोग किया जाएगा। हालांकि, बाद में एक संशोधन 1965 में किया गया, जिसमें अमेरिका और ब्रिटेन को भी सैन्य मदद करने की स्वतंत्रता दी गई, यदि भारत नेपाल को सैन्य सहायता करने में असमर्थ होगा। स्पष्ट है, उस समय भारत अपनी सुरक्षा को लेकर चिंतित हो चुका था।

हमें नेपाल की राजनीतिक परिस्थितियों का भी आकलन करना होगा। राजशाही के दौर में नेपाल नरेश को हिंदू सम्राट के रूप में परिभाषित किया जाता था, लेकिन ज्ञानेंद्र नरेश द्वारा महल में हुए कथित सामूहिक हत्याकांड के बाद पहली बार राज दरबार जनता की नफरत का केंद्र बना और इस दौर में माओवादी नेता पुष्प कमल दाहाल प्रचंड और बाबुराम भट्टराई, लोकशाही के बडे़ समर्थक नेता के रूप में स्थापित हुए। रोज-रोज के आपसी संघर्षों ने नेपाली कांग्रेस को काफी कमजोर कर दिया। आज वहां जनता द्वारा चुनी गई एक भारी बहुमत वाली सरकार है। प्रचंड के शपथ ग्रहण समारोह में तो मैं स्वयं भी उपस्थित रहा हूं। उस समय माओवादी भारत में मित्रों की तलाश में थे, मगर तत्कालीन मनमोहन सरकार का रवैया काफी निराशाजनक था।

नेपाल में आंदोलन के बाद नई पीढ़ी, नए तेवर के साथ राष्ट्रवाद की नई परिभाषा गढ़ रही है। आज वहां की आंतरिक राजनीति में भारत की कोई भूमिका नहीं है, और एक सार्वभौमिक स्वाभिमानी नेपाली इसे नापसंद भी करने लगा है। इसलिए समझदारी से इन रिश्तों को पुन: पटरी पर लाने की कोशिश करनी होगी, क्योंकि वहां की आधारभूत संरचना, औद्योगिक ढांचों के विस्तार में आज भी भारत की निर्णायक भूमिका है।
