A new law, hefty fines, high-tech solutions are all coming. But old ways of policing must change

The impending enactment of the Motor Vehicles Act amendment bill lays the ground for a transformative change in India’s approach to road safety. This is an opportunity that must not be squandered and both central and state governments must get their acts right. By steeply raising penalties for traffic offences, a long overdue step, the legislation has the potential to deter unsafe, aggressive driving. However, there is a catch: a legislation is only as good as its implementation. Unless police personnel are adequately deployed for traffic duties and they haul up wrongdoers without succumbing to old habits like bribery, change will be illusory.

This is where technology can make a difference in a country like India which does not have adequate police personnel even for routine law and order duties. Speed cameras, CCTVs, speed guns, wearable cameras, etc can to an extent replace traffic police deployment on roads. Fortunately, the new law recognises these imperatives and tasks Centre with making rules for using these technologies and state governments with ensuring that these monitoring devices are installed on highways and other roads. Ultimately, police must actually send out challans and initiate prosecution for violations caught on camera for the move to succeed.

The legislation factors in other ground realities too. It envisions a central scheme for cashless treatment to accident victims during the “golden hour” when emergency medical attention can save lives and mitigate debilitating injuries. For private hospitals that shy away from admitting accident victims fearing the expenditure this will serve as an incentive. Its recognition of ‘Good Samaritans’ and the harassment they face from police despite bringing hit-and-run victims to hospitals will also have a salutary effect. No less laudable is the provision that deems the parent or owner of the vehicle guilty for offences by juveniles.

Authorities, contractors and consultants will face fines up to Rs 1 lakh for poor design, construction and maintenance of roads. Union road transport minister Nitin Gadkari has done well to table a bill that seeks to do justice for motor accident victims and motorists, passengers and pedestrians. In 2017, 4.64 lakh road accidents caused nearly 1.47 lakh deaths and injuries to 4.7 lakh persons. This is the horrifying statistic which the Motor Vehicles Act amendment and its stakeholders must strive to undo. The journey to a safer driving culture must begin now.

देश की सबसे बड़ी अदालत भी परेशान तो रास्ता क्या है?

देश की सबसे बड़ी अदालत और मुख्य न्यायाधीश समेत तमाम जज अपनी ही रजिस्ट्री को लेकर सकते में है। ताज़ा घटना में मुख्य न्यायाधीश को मीडिया से पता चला कि बहुचर्चित उन्नाव दुष्कर्म काण्ड की पीड़िता की एक चिट्ठी उन्हें आज तक नहीं दी गई। यह भी राज खुला कि इस पीड़िता की एक याचिका पर अदालत ने सीबीआई समेत 15 पक्षकारों को नोटिस जारी करने के आदेश दिए, लेकिन रजिस्ट्री में यह नोटिस लगभग ढाई महीने तक दबा रहा। रजिस्ट्री अदालत का वह सबसे महत्वपूर्ण कार्यालय है जो याचिकाएं व पत्र लेता है (उन्हें रूल्स एंड मेनुअल्स के रूल 25 के तहत ख़ारिज भी कर सकता है), उनकी लिस्टिंग करता है, अदालत के आदेश निर्गत करता है और नोटिस जारी करता है। मुख्य न्यायाधीश ने जवाब मांगा है। यह पहली घटना नहीं है। राहुल गांधी के खिलाफ अवमानना के एक मामले पर मुख्य न्यायाधीश ने राफेल केस के साथ ही सुनवाई के आदेश दिए थे, लेकिन जब पिछली 6 मई को मामला बेंच में आया तो उन्होंने पाया कि रजिस्ट्री ने तारीखें अलग-अलग कर दी थी। मुख्य न्यायाधीश ने भरी अदालत में आहत स्वर में कहा- ‘मेरा कार्यालय ही मेरे आदेश बदल रहा है’। तीन दिन बाद 9 मई को जस्टिस अरुण मिश्र ने सुनवाई के दौरान पाया कि बिल्डर आम्रपाली के मामले में उनके 2 मई के आदेश को बदल दिया गया था। उन्होंने अदालत में कहा- ‘कुछ दलाल और बिचौलिए इस अदालत के प्रासाद के भीतर घुसकर कोर्ट स्टाफ को ‘मैनिपुलेट’ (प्रभावित) कर रहे हैं’। उसी दिन तत्कालीन वित्तमंत्री अरुण जेटली ने भी पुस्तक-विमोचन समारोह में कहा कि अदालत को डराने का कुचक्र चल रहा है। अगर देश की सबसे बड़ी पंचायत भी यही बात कहे और देश का शासक वर्ग भी, तो फिर इलाज़ क्या है? क्या न्याय के लिए माफियाओं की दहलीज़ पर जाना होगा? इन तीन घटनाओं ने पूरी दुनिया में भ्रष्टाचार पर शोध कर रहे विद्वानों के लिए एक नया सवाल खड़ा कर दिया है – क्या विकासशील देशों में (खासकर भारत सरीखे) प्रचलन में आए कोल्युसिव करप्शन (सहमति के आधार पर भ्रष्टाचार) से छुटकारा पाना असंभव है? जब न्याय की तराजू वाला भव्य और मकबूल प्रासाद भी भ्रष्टाचार के छींटों से अपवित्र होने लगे और स्वयं अदालत के व्यथित होकर और गुस्से में महीने-दर-महीने आरोप लगाने पर भी स्थिति न सुधरे तो समाज के पास क्या चारा है?

तीन तलाक की विदाई

राजनीति कई बार उपलब्धियों को पीछे धकेल देती है। तीन तलाक विधेयक के संसद से पारित हो जाने के बाद भी यही हो रहा है। विधेयक लोकसभा से आसानी से पास हो गया था, लेकिन राज्यसभा के गणित को देखते हुए यह आशंका अंतिम समय तक थी कि यह विधेयक पास हो पाएगा भी या नहीं। और अंतिम समय में सरकार ने किसी तरह इस गणित को साध लिया। कुछ ने पाला बदला, कुछ ने मतदान में भाग ही नहीं लिया और एकाध इस्तीफे हो गए, तो बात बन गई। और तो और विधेयक का हर तरह से और अंतिम समय तक विरोध कर रही महबूबा मुफ्ती की पीपुल्स डेमोक्रेटिक पार्टी ने भी आखिर में मतदान से खुद को अलग करते हुए विधेयक के पास होने का रास्ता तैयार कर दिया। इसके बाद से अब हर तरफ सरकार के राजनीतिक कौशल के चर्चे हैं और इस विधेयक के पास होने से हमारे पूरे समाज, मुस्लिम समाज, खासकर मुस्लिम महिलाओं को क्या मिला, और कौन सी नई चुनौतियां खड़ी होती दिख रही हैं, ये सारे विमर्श पीछे चले गए हैं।

यह सच है कि इस विधेयक को लेकर या इससे बनने वाले कानून को लेकर कई आशंकाएं थीं। संसद की बहस और देश की बाकी चर्चाओं में इसके कई मुद्दे लगातार उठते भी रहे। खासकर विवाद इसे आपराधिक मामला बनाए जाने को लेकर था। इन तर्कों को पूरी तरह से शायद खारिज भी नहीं किया जा सकता, लेकिन सिर्फ इसी को आधार बनाकर एक महत्वपूर्ण कानून का रास्ता रोकना शायद सही नहीं कहा जा सकता। कानून बन जाने के बाद भी उसकी कमियों पर चर्चा का मौका हमेशा हमारे पास रहता है, ऐसी चर्चाओं के नतीजों से कई सकारात्मक बदलाव अतीत में भी निकलते रहे हैं। कानून बन जाने के बाद के नए अनुभव भी ऐसे मामलों में भूमिका निभाते रहे हैं। हालांकि ऐसे मामलों में आदर्श स्थिति यही होती है कि जिस समाज के लिए यह कानून बनाया जा रहा है, वह खुद आगे आए और वक्त-जरूरत के मुताबिक बदलाव का बीड़ा उठाए। पर ऐसा हमेशा हो नहीं पाता। सबसे अच्छी स्थिति तो यही होती है कि समाज ही कानून को बदले, लेकिन कई बार कानून के जरिए समाज को बदलने की चुनौती भी आती है। इस मामले में सबसे अच्छा उदाहरण सती प्रथा का दिया जाता है। या फिर पिछले दिनों केरल के सबरीमाला मंदिर में महिलाओं के प्रवेश को लेकर सुप्रीम कोर्ट ने जो निर्देश दिया, वह भी इसी तरह का मामला कहा जा सकता है।

यह चुनौती कितनी कठिन होती है, यह भी हमने सबरीमाला के मामले में देखा है। सामाजिक स्तर पर ऐसे बदलाव रातोंरात नहीं होते, इसके लिए लंबे धैर्य और निरंतर प्रयास की जरूरत होती है। सरकारें अक्सर कानून पास करके कर्तव्य पूरा मान लेती हैं, जबकि सामाजिक स्तर पर कानून का अमल ज्यादा दिखने में नहीं आता और न ही वह बदलाव आ पाता है, जिसकी कल्पना कानून बनाते समय की गई थी। उदाहरण के लिए, हम दो कानूनों को देख सकते हैं। दहेज प्रथा के खिलाफ देश में कडे़ कानून बनाए गए हैं। इसके कुछ तरह के असर भी देखने को मिले हैं, पर वह दहेज प्रथा नहीं खत्म हुई, जिसके लिए यह कानून बना था। यही हश्र बाल श्रम के खिलाफ बने कानूनों का हुआ है। अब जब यह विधेयक पास हो चुका है, राजनीतिक हार-जीत से अलग सामाजिक स्तर पर इसके बारे में सोचना शुरू करना होगा।

ऐसे तो अविरल नहीं बहेगी गंगा

नदियों का प्रवाह न परियोजनाओं और मंत्रालयों का नाम बदलने से बढ़ेगा और न ही काम पुराने ढर्रे पर चलाते रहने से ।

पिछले दिनों ‘राष्ट्रीय नदी संरक्षण योजना’ के तहत केंद्र सरकार ने 16 राज्यों में 34 नदियों की सफाई के लिए 5,800 करोड़ रुपये की स्वीकृति दी और अपने हिस्से की 2,500 करोड़ रुपये की धनराशि भी विभिन्न राज्यों को जारी कर दी। ऐसे में, इस योजना की उपलब्धियों को देखना इसलिए भी जरूरी है कि देश की नदियों की स्थिति चिंताजनक हो चुकी है। नदियों का जीवन इसका प्रवाह है, जल की कमी और बढ़ते प्रदूषण के कारण नदियां मृतप्राय होती जा रही हैं।

देश की नदियों में गंगा का एक अलग स्थान है। इसका जुड़ाव हमारी सभ्यता के विकास से लेकर धार्मिक मान्यताओं तक फैला हुआ है। इसे जीवनदायिनी, कष्टहारिणी, मोक्षदायिनी जैसे न जाने कितने विशेषणों से आभूषित किया जाता है। यह उत्तराखंड के गोमुख से निकलकर उत्तर प्रदेश, बिहार, झारखंड और पश्चिम बंगाल के विभिन्न इलाकों से गुजरती हुई बंगाल की खाड़ी में गिरती है। इसके पूरे मार्ग में दर्जनों सहायक नदियां हिमालय, नेपाल, छोटानागपुर के पठारों, विंध्य आदि क्षेत्रों से आकर इसमें समाहित होती हैं और इसका संवद्र्धन करती हैं। जलवायु परिवर्तन और बढ़ते पारिस्थितिकीय असंतुलन के चलते अन्य नदियों के साथ-साथ गंगा की स्थिति बेहद दर्दनाक हो चुकी है। यह प्रदूषित होने के अलावा जगह-जगह टूटती हुई दिखती है।

नदियों से जुड़ी समस्याओं को दो बिल्कुल अलग प्रकार में वर्गीकृत किया जा सकता है। पहली समस्या प्रदूषण की है। सभी शहरों, कस्बों और ग्रामीण इलाकों में गंदगी बहाने की एकमात्र जगह हमारी नदियां हैं। हर तरह के दूषणकारी पदार्थों के साथ मलयुक्त गंदा पानी नदी में प्रवाहित किया जाता है। इसका कुप्रभाव न सिर्फ जलजीवों और वनस्पतियों पर पड़ता है, बल्कि इस क्षेत्र में रहने वाली मानव आबादी भी इसकी शिकार होती है। धर्मिक अवसरों पर बनाई गई देवी-देवताओं की मूर्तियां, जिनकी रंगाई-पुताई में कई प्रकार के जहरीले रासायनिक पदार्थों का उपयोग होता है, पूजा-अर्चना के बाद अंतिम रूप से किसी नदी या तालाब में विसर्जित होती हैं।

नदियों से जुड़ी दूसरी समस्या इसमें घटती जल-उपलब्धता और गाद की समस्या है। नदियों में जल की उपलब्धता पर अगर हम गौर करें, तो पिछले दो-तीन दशकों में यह लगातार गिरती जा रही है। गाद की समस्या तो और गंभीर होती जा रही है। नदी तल में गाद जमा होने के कारण इसका तल उथला होकर ऊपरी सतह को समतल कर देता है। नदी के पेट में गहराई न हो, तो उसका स्वरूप ही विकृत हो जाता है। अभी तक नदी प्रबंधन या गंगा संरक्षण के नाम पर जो कुछ हुआ है, वह इसके जल के प्रदूषण को कम करने के लिए हुआ, पर नदी तल पुनस्र्थापन और गाद प्रबंधन की दिशा में कोई ठोस कदम अभी तक नहीं उठाया जा सका है।
गंगा के प्रदूषण को कम करने की शुरुआत 1985 में ‘गंगा कार्ययोजना’ (गंगा एक्शन प्लान) के नाम से हुई थी। इसी के साथ शहरों और नालों की पहचान करके उस पर मल-जल उपचार संयंत्र लगाने की योजना की शुरुआत हुई। 451 करोड़ से अधिक खर्च होने के बाद इस फेज-1 योजना को मार्च, 2000 में पूर्ण घोषित कर दिया गया। ‘राष्ट्रीय नदी संरक्षण योजना’ की शुरुआत 1995 में की गई, जिसके तहत योजना का दायरा बढ़ाकर रिवर फ्रंट डेवलपमेंट, सैनिटेशन और वानिकीकरण को भी इसमें सम्मिलित किया गया।

गंगा कार्ययोजना फेज-2 की शुरुआत 1993 में की गई थी। दिसंबर, 1996 में इसे ‘राष्ट्रीय नदी संरक्षण योजना’ के साथ मिला दिया गया। गंगा सफाई योजना को वृहत्तर रूप देने का एक निर्णय 2009 में हुआ, जिसके तहत राष्ट्रीय गंगा नदी घाटी प्राधिकरण की स्थापना की गई। इसमें प्रधानमंत्री की अध्यक्षता में गंगा नदी बेसिन से जुड़े पांचों प्रदेशों- उत्तराखंड, उत्तर प्रदेश, बिहार, झारखंड और पश्चिम बंगाल के मुख्यमंत्रियों को भी अन्य विशेषज्ञों के साथ शामिल किया गया। गंगा एक्शन प्लान फेज-1 पूर्ण रूप से केंद्र द्वारा पोषित थी, जबकि फेज-2 और इसके आगे की योजनाओं में केंद्र और राज्यों का हिस्सा आधे-आधे का है। केंद्र में नई सरकार के गठन के बाद योजना का फिर नाम बदला और ‘नेशनल मिशन फॉर क्लीन गंगा’ के तहत नमामि गंगे परियोजना शुरू हुई। 20 हजार करोड़ की इस महत्वाकांक्षी योजना के तहत 2020 तक गंगा को निर्मल बनाने का लक्ष्य रखा गया था। अब इस लक्ष्य को 2022 तक बढ़ा दिया गया है। अक्तूबर 2016 में इसके लिए बने प्राधिकरण का विघटन कर दिया गया और एक नए निकाय नेशनल काउंसिल फॉर रिवर गंगा (रिजूविनेशन, प्रोटेक्शन ऐंड मैनेजमेंट), जिसे नेश्नल गंगा काउंसिल भी कहते हैं, का गठन किया गया।

शुरू से गंगा परियोजना केंद्र के पर्यावरण एवं वन मंत्रालय के अधीन चल रही थी, जिसे 2014 में जल संसाधन मंत्रालय के अधीन किया गया। इस मंत्रालय का नाम भी 2014-15 में जल संसाधन, नदी विकास व गंगा पुनर्जीवीकरण रखा गया। इसी के तहत नमामि गंगे परियोजना की शुरुआत हुई। पिछले दिनों इस मंत्रालय को दूसरे मंत्रालय ‘पेयजल एवं स्वच्छता’ के साथ मिलाकर ‘जल शक्ति’ के नाम से एक नया मंत्रालय बनाया गया है। गौरतलब है, बदलते नामकरण के बावजूद कार्यशैली में खास अंतर नहीं आया है। इस योजना की कठिन चुनौतियों और क्रियान्वयन की धीमी गति के कारण जमीनी तौर पर विशेष उपलब्धि नहीं हो पाई है।

यहां एक और पक्ष पर गौर करना होगा। गंगा योजना इसके जल को दूषणकारी तत्वों से बचाने अथवा मुक्त कराने तक सीमित रही है। इसकी अविरलता कैसे बनी रहे, इस पर गंभीर विमर्श की आवश्यकता है। नदी का प्रवाह जितना सुगम और तेज होता है, इसके प्रदूषित होने की संभावना उतनी ही कम हो जाती है। ठहरा पानी अधिक तेजी से दूषित होता है। बाढ़ प्रबंधन के तहत गाद की समस्या के अध्ययन, निदान के कुछ प्रयास तो हुए हैं, परंतु न कोई ठोस निर्णय लिया जा सका, न ही कोई ठोस नीति बन सकी। कई देशों में गाद का प्रबंधन आज नदी प्रबंधन कार्यक्रम का अभिन्न हिस्सा बन चुका है। दुनिया भर में नदियों को जीवंत रखने के लिए इसके तल से ड्रेजिंग व डेसिल्टिंग के माध्यम से गाद निकालने की निरंतर व्यवस्था की जाती है। यह बड़ी महत्वाकांक्षी और चुनौती भरी योजना हो सकती है, पर इसके बिना नदियों को मरने से हम बचा भी नहीं सकते।

Beyond talaq

India needs a non-sectarian, gender-neutral law that addresses desertion of spouses

Both Houses of Parliament have passed a Bill making instant triple talaq a criminal offence, amidst persistent doubts whether it ought to be treated as a crime or just a civil case. It is true that the Muslim Women (Protection of Rights on Marriage) Bill, 2019, is a diluted version of the Bill as it was originally conceived. Earlier, it did not specify who could set the law in motion. Now the offence is cognisable only if the affected wife, or one related to her by blood or marriage, files a police complaint. A man arrested under this law may get bail, after the Magistrate grants a hearing to the wife. Thirdly, the offence is compoundable, that is, the parties may arrive at a compromise. The government says its main objective is to give effect to the Supreme Court’s 2017 verdict declaring instant triple talaq illegal. It claims that despite the court ruling, several instances have been reported. Making it an offence, the government says, will deter further resort to triple talaq, and provide redress for women in the form of a subsistence allowance and custody of children, besides getting the erring husband arrested. However, the core question regarding the necessity to criminalise the practice of talaq-e-biddat has not been convincingly answered.

In the light of the Supreme Court ruling on its validity, there is really no need to declare instant triple talaq a criminal offence. The practice has no approval in Islamic tenets, and is indeed considered abhorrent. Secondly, once it has been declared illegal, pronouncing talaq obviously does not have the effect of “instantaneous and irrevocable divorce” as this Bill claims in its definition of ‘talaq’. The provisions that allow a woman to claim a subsistence allowance from the man and seek custody of her children can be implemented in the event of the husband abandoning her, even without the man’s arrest. If triple talaq, in any form, is void, how the questions of children’s custody and subsistence allowance arise while the marriage subsists, is not clear. And then, there is the practical question of how a man can provide a subsistence allowance while he is imprisoned. It has been argued by the Bill’s proponents that dowry harassment and cruelty towards wives are treated as criminal offences even while the marriage subsists. It is a patently wrong comparison, as those acts involve violence and cruelty and are rightly treated as criminal offences. The same cannot be said of a man invoking a prohibited form of divorce. The BJP projects the passage of the Bill as a historic milestone in the quest for gender justice. Such a claim will be valid only if there is a non-sectarian law that addresses abandonment and desertion of spouses as a common problem instead of focusing on a practice, which is no more legally valid, among Muslims.

Reading 1919 in 2019

What does it mean to be in politics? Weber asked this question — its answer lies in questions that find an echo today

Exactly one hundred years ago, Max Weber published what curiously still remains one of the few ruminations that touch on the subject: ‘Politics as a Vocation’. Though published in July 1919, the lecture was delivered in January to Free Students Union at the University of Munich, against the backdrop of immense political upheaval: Germany’s defeat in World War I, the spectre of Bolshevism, political assassinations and deep scepticism about parliamentary democracy. This was a companion piece to Weber’s famous essay, ‘Science as a Vocation’. Both essays had a common thread: What does it mean to invest a vocation with meaning in an age characterised by disenchantment and rationalisation? What does it mean to take “politics” or “science” both as a profession and as something deeper, a calling? What ethical commitments and character traits do they draw upon?

The lecture is a typical Weber performance that manages to combine clarity, ambivalence and disillusionment all at once. He begins by telling his audience that the lecture “will necessarily disappoint you.” But the sense in which he is about to “disappoint” has various dimensions. Those coming to look for instructions were going to be disappointed. Instead of instruction, what Weber offers is thinking: Thinking about how politics functions as a human activity. In formal terms, it is an autonomous domain in its own right that cannot be reduced either to pure ethics or purely the necessity of economic interest.

Its specificity comes from the fact that it can never avoid the question of power and violence. In the course of delineating the specific nature of politics, and the circumstances under which it functions, Weber invents many of the categories of modern political sociology, including the definition of the state as the institution that strives to monopolise the means of legitimate violence. He, then, in typical fashion, delineates the various forms of political authority: Traditional, rational, legal and charismatic; the ambiguities of politics in an era of parties and patronage; the infirmities of parliamentarianism and so on. This consideration of the circumstances under which politics operates was meant to be a bath of sociological cold water over the hot romanticism of politics.

But Weber was offering a disappointment also in a deeper sense, one that gives the lecture its unique pathos. For one, Weber seeks to use Karl Lowith’s description, “tear down all veils from desirable objects.” He stands against revolution, a form of politics blind to the immorality of means, and to the self-defeating nature of the political project. He stands against pacifism for making war more likely. Both the revolutionary and the pacifist have a hyper moralism in common. The revolutionary is guilty of two aspects of moralism: That the ends can justify any means, and he operates on the delusion that the world can and ought to exactly mirror one ideal. The pacifist is a hyper moralist in the reverse direction: A moralism that pays no heed to consequences. Then there are the typical tensions Weber has to navigate. Weber is a thoroughgoing value pluralist, who nevertheless has to explain how we can, in a world of diverse values, act as if ours actually mattered.

Weber is frustrated with social democrats, assorted parliamentarians and centrists, for their indecision and pettiness. He is a thorough nationalist, one of the early ones to see it as an ideology that confers meaning in a disenchanted world in a way that is unrivalled. But he also sees how delusional nationalism can become. He is an ambivalent liberal, who sees how anaemic it can become in some circumstances, to almost invite charismatic disruption. He sees the psychological attractions of demagoguery; but is also the most prescient about its dangers. “The mere ‘power politician’, a type whom an energetically promoted cult is seeking to glorify here in Germany as elsewhere, may give the impression of strength, but in fact his actions merely lead into emptiness and absurdity.” He describes the ideal politician as combining passion, responsibility and judgement; yet, at the same time, no one recognises the internal tensions between the three qualities more acutely than Weber.

But there is an even deeper “disappointment” in the essay. For his immediate audience, of course, he offers no consolation, “not the flowering of summer but a polar night of icy darkness and hardness.” The power of the essay a hundred years later is in conveying the sense in which the ordinary political agent can feel a sense of suffocation. Politics can often oscillate between the routine power grabs of patronage politics on the one hand, or the romantic delusions on the other. It can oscillate between the expectation that it attends to routine and mundane tasks; on the other hand, it also should provide the thrill and vicariousness that lift us out of our ordinary existence. It is exactly a world that makes moderation, responsibility and judgement so rare and fragile.

The world Weber described was, in some respects, not too far from the world we inhabit: What is the form of political action available, when constitutional forms are decimated, when the application of brute force becomes the norm, when the purpose of politics is a periodic diversion, to keep us in thrall of vicarious excitement? To what “ends” do we attach ourselves? To what forms of organising power do we hitch our star, when even so many organisations like parties are dead? What forms of collective action are possible when unity in the face of big challenges either flounders on the shoals of an impossible goal of unanimity, or is subverted by reducing politics to mere short-term interest?

Weber will not answer these questions. His tragedy was that of someone who has such a will not to be deceived that they literally leave their own actions without a foundation. Perhaps the answer may lie in another unlikely mode of political action that was beginning to take shape in 1919, just as Weber was pouring out his disillusionment. Gandhi was beginning to articulate the politics of exemplarity. His sense of politics was not Weber’s by a long stretch. But he did grasp one thing: Perhaps in times of crisis the question to ask is not what ideology, what party, what collective action? The question to ask is: What makes political action an exemplar that is credible in the eyes of others?

But that is a discussion for another occasion. Weber’s disappointment was supremely clarifying in one respect: The heroism and dignity of politics will lie exactly in the fact that we don’t know all the answers. Till we try.
