Hiroshima’s message: Obama calls for a “moral revolution” to stave off Armageddon, start with US

President Barack Obama has delivered an important speech in Hiroshima, at the site where the Americans dropped an atomic bomb in 1945. He called not only for an end to nuclear arms but also a “moral revolution”, as mankind increasingly possesses the means to destroy itself. That moral revolution could start with America itself, not only because it is one of the most technologically innovative nations on earth but also because it is in love with the idea of technology as the solution to all problems. If mankind is to survive, however, technologies must not be developed just for their own sake but should be subjected first to an ethical and social audit.

Obama may have been on solid ground in not offering an apology for the US atomic bombing of Hiroshima; even the Japanese did not appear to expect one. The exigencies of wartime are such that there may have been more human casualties had the bomb not been dropped. Besides the Soviet Union was poised to invade Japan; in the event of a Soviet takeover the Japan we see today – democratic, prosperous and peaceful – would never have emerged.

The point, though, is that every development in destructive warfare since the nuclear bomb has demonstrated that once the genie is out of the bottle, it cannot be put back in. The American security establishment suffers from the delusion that it will be able to control every new military technology it develops; the reality is that other nations inevitably catch up and eventually terrorists will acquire it too. Today, even as the US retains thousands of atomic weapons, Pakistan and North Korea have acquired them too and turned into nuclear outlaws. Nuclear weapons have become central to North Korea’s identity, while Pakistan uses them to blackmail the world into permitting it to continue as a launch pad for global terror.

Now an even graver threat has appeared on the horizon: military robots that act like soldiers and kill people. Over a thousand artificial intelligence experts, including luminaries such as Stephen Hawking, Elon Musk and Skype founder Jaan Tallinn, have signed a letter calling for a ban on the development of such weapons. This is a no-brainer and should be accepted by the world’s major nations. Anything else would be moral idiocy, firmly committing mankind to the path of collective suicide.

Not smart: If private players solve urban transport problems, governments shouldn’t get in the way

The furore over surging pollution levels in our cities which have made them among the worst in the world on air pollution – and the perilous impact this has on citizens’ health – do not seem to have significant impact on getting governments to address this growing crisis, apart from the tokenist odd-even scheme in Delhi. Governments, both at the Centre and states, continue to quibble and nit-pick on petty issues ignoring the enormity of the problem. The red flags raised by Delhi lieutenant governor Najeeb Jung to the Aam Aadmi Party (AAP) government’s proposal to flag off an app based premium bus service – on the lines of app based taxi services – to boost the rapidly buckling public transport system in the capital city, is only the latest instance of government culture steeped in bureaucracy and political infighting.

The LG’s grouse seems to be that the ruling dispensation in Delhi did not seek his prior approval before planning to roll out the premier bus service, which could persuade affluent classes to move to public transport and relieve the pressure on roads and the city’s air. However, it is not the case that Delhi chief minister Arvind Kejriwal has been accommodative in other instances. In April the Delhi government clamped down on surge pricing by taxi service aggregators, which reduced the supply of taxis and placed the travelling public at great inconvenience.

Earlier state governments in Maharashtra and Karnataka had also resorted to similar steps and drawn up new rules to fix fares charged by such service aggregators, when cheaper fares would have benefited the travelling public. Such interventions only reduce or delay private investments in our public transport system, and what the public gets is the opposite of smart cities. When tech-driven solutions come up on their own, it would be much smarter for governments not to get their nose in.

Creeping to Our Plates

India could wipe out $49 billion from its GDP if global food prices double, says new research by the United Nations Environment Programme (UNEP) and the Global Footprint Network. China could lose $161 billion in GDP. The two countries will be the worst affected among 110 countries in terms of absolute loss of GDP.

The next global food shock will be created by the lethal combination of rising consumer demand and fluctuating supply, thanks to climate change, water scarcity and environmental degradation. And it will likely result in India’s GDP dropping 2.4%, the consumer price index (CPI) rising 13.8% and the sovereign credit rating plummeting by three notches, the report says.

Runaway food inflation will force households to spend even more on food from the present 44% of their income. Imported food staples will become expensive, distorting the trade balance. Government subsidies to make food affordable will widen the budget deficit. Together, these will emerge as material risks to our creditworthiness.

The UNEP study underlines two facts. One, food inflation has the potential to sink the entire economy. Second, India and China are enormous players within the global food system, accounting for more than a third of the world cereal, cooking oil, soya bean, sugar and meat consumption. This means that the biggest threat could be brewing at home and not overseas.

India’s average food inflation during 2006-13 was one of the highest among emerging market economies, and nearly double the inflation we saw during the previous decade. Indeed, food inflation beat non-food inflation by about 3.5 percentage points on aver- age during 2006-13. Higher incomes have increased consumer demand.

But inflation is also the result of inefficiencies in the food supply chain: agriculture, the food processing industry and the food wholesale and retail distribution sectors.

Can we prevent the crisis forecast by the UNEP report? Here are five steps that the government can take to reduce food inflation:

Take tech seriously: GoI should accelerate technology dissemination, especially relating to environmental sustainability, climate change, crop yields and mechanisation. This will reduce dependence on costly inputs, labour and chemicals, and stimulate food supply. The Indian Council of Agricultural Research estimates that each of its Krishi Vigyan Kendras transfer on an average 7.5 technologies annually. Government extension workers have been able to reach only 7% of farm households. The private sector is, therefore, important. Around 120 million hectares is suffering from soil, wind and water erosion, and chemical and physical degradation.

Info supply chain: The government should invest in a market information system for accurate and timely data of crop production, trade and prices. This will send right price signals from consumers to the supply chain, improve bargaining power and reduce business risk and response time. Research shows that information raises net income per hectare by more than12%.

Real competition: GoI should end rent-seeking in the food supply chain by encouraging competition through efficient markets. Removing barriers such as mandi licences and state taxation laws will puncture marketing margins. Consumers rarely benefit from any crop price fall because of the marketing margin commanded by the biggest players. A rise in crop prices, however, is quickly passed through to protect profits. The case of onions shows how both farmers and consumers are exploited by powerful cartels. The more intense the competition, the lower price levels are likely to be.

Calm volatility: GoI should encourage strengthening of the supply pipeline by the private sector to reduce price volatility. There is an inverse relationship between stocks in the pipeline and prices. Smaller the stocks lying in godowns, higher the prices shoot. Since there is virtually no chana left over from last season, price of the new crop harvested in March 2016 is spiking. Instead of treating stockists as criminals under the Essential Commodities Act (ESA), a transparent online mechanism to track commodities lying in warehouses should be introduced.

Don’t keep poking: The government should stop market interventions in its zeal to balance consumer and farmer interests. Last year, import duty was raised and an export subsidy was announced to raise sugar prices so that mills could pay sugarcane farmers. Now, GoI is hurrying to protect consumers by removing the subsidy, imposing stock limits and lowering import duty. Ultimately, both farmers and consumers were left dissatisfied while business risk has heightened.

Rising food prices are the outcome of farm costs, business risk premium and market concentration. We can lower all three through a smarter mix of technology, institutions and policies. The consumer is more prosperous and demanding. But the hand that feeds her is shaky. Unless we act urgently, our economy is in double jeopardy. The value of corporate M&A activity in Asia is substantially less than in the US and, until recently, also lagged behind Europe. Equating experience with ability, many Asian companies assumed that their meagre track record relative to western companies would lead the capital markets to take a sceptical view of their deals.

It’s an assumption we often still encounter among Asian dealmakers who hesitate around M&A decisions — and it’s unwarranted. Deal-making experience has grown with the hectic volume of activity in the region since 2012. Volume in Asia virtually matched that of Europe in 2015, comprising nearly a third of global M&A activity. And a closer look at announcement effects finds that capital markets have long ago put aside their scepticism about Asian deals.

For one, they have more consistently rewarded Asian acquirers, on average, than western ones for the value their deals are expected to create. In 10 of the16 years since the turn of the millennium, the average deal value added (DVA) for Asian acquirers was positive, compared with six of the 16 years for acquirers in Europe and only three for those in the US.

For another, differences in the market’s response to deal announcements in different regions reflect how deals are funded as much as expected performance. Deals in the US have, overall, enjoyed a 9.7% increase in DVA since 2010, which is far higher than the 2.9% increase in Europe and the 1.7% increase in Asia.

बीमारी बढ़ाने वाला आहार

 विज्ञान एवं पर्यावरण केंद्र (सीएसई) ने एक बार फिर खाने-पीने के सामान बनाने में बरती जाने वाली लापरवाही को उजागर किया है। सीएसई ने बाजार में बिकने वाले ब्रेड, बन्स और बर्गर-पीजा के 38 प्रसिद्ध ब्रांडों की जांच-पड़ताल की तो 84 फीसद सैंपल खरे नहीं उतरे। अध्ययन के मुताबिक ज्यादातर ब्रांडों में कैंसर पैदा करने वाले रसायन पोटैशियम ब्रोमाइड व आयोडेट का इस्तेमाल किया जाता है। गौरतलब है कि इन रसायनों का इस्तेमाल आटे को ठीक से गूंथने और उसे बेकिंग के समय ज्यादा फूलने के लिए मिलाया जाता है। विशेषज्ञों के मुताबिक इनका इस्तेमाल यदि सही आंच पर और सही समय तक किया जाए तो यह खाद्य उत्पाद से पूरी तरह खत्म हो जाता है, लेकिन यदि उत्पाद ठीक तरीके से नहीं पकाया जाए तो ये रसायन उनमें छूट जाते हैं। खाद्य पदार्थों के साथ इन रसायनों के शरीर में जाने से कैंसर, थॉयरायड जैसी खतरनाक बीमारियां हो सकती हैं। ये रसायन टू बी कार्सिनोजेन श्रेणी में आते हैं। कई देशों ने पोटैशियम ब्रोमाइड व आयोडेट पर प्रतिबंध लगा रखा है, क्योंकि इन्हें जनस्वास्थ्य की दृष्टि से खतरनाक की श्रेणी में सूचीबद्ध किया गया है। सीएसई के सनसनीखेज खुलासे के बाद स्वास्थ्य मंत्री ने भारतीय खाद्य सुरक्षा एवं मानक प्राधिकरण (एफएसएसएआइ) से इसकी जांच करने को कहा है।

देखा जाए तो खाने-पीने के सामानों में खतरनाक रसायनों का इस्तेमाल कोई नई बात नहीं है। इससे पहले भी सीएसई ने कई बार सनसनीखेज खुलासे किए हैं लेकिन कुछ दिनों के बाद सब कुछ पहले जैसा हो जाता है। तकरीबन चार साल पहले सीएसई ने अपनी अध्ययन रिपोर्ट में खुलासा किया था कि अधिकांश जंक फूड में खतरनाक स्तर के ट्रांसफैट, नमक और चीनी की मौजूदगी है। अध्ययन में सबसे हैरान करने वाली बात यह पाई गई थी कि बड़े ब्रांडों के जिन उत्पादों के पैकेज पर शून्य ट्रांसफैट लिखा था उनमें भी काफी अधिक मात्रा में ट्रांसफैट व अन्य नुकसानदेह पदार्थ पाए गए। उस समय भारतीय खा़द्य सुरक्षा एवं मानक प्राधिकरण (एफएसएसएआइ) ने ट्रांस फैटी एसिड्स (टीएफए) के इस्तेनमाल और खपत की सीमा तय करने की बात कही थी लेकिन बाद में मामला ठंडा पड़ गया। इसी तरह एक दशक पहले सीएसई ने शीतलपेय में खतरनाक कीटनाशकों के पाए जाने की सनसनीखेज रिपोर्ट प्रकाशित की थी। उस समय यह मामला बहुत चर्चित हुआ था और इस पर संसदीय समिति का भी गठन किया गया था, लेकिन आगे चलकर यह मामला भी ठंडा पड़ गया।

दरअसल खाने-पीने का सामान बनाने वाली कंपनियां देश के लचीले कानून का फायदा उठाकर मिलावट का कारोबार कर रही हैं, लेकिन यह हमारी सेहत को भारी नुकसान पहुंचा रहा है। गौरतलब है कि जो जंक फूड शहर से लेकर गांव तक अपनी पैठ बना चुका है वह लोगों की सेहत को गंभीर नुकसान पहुंचा रहा है। इसका कारण है कि जंक फूड में चिकनाई, चर्बी, नमक, मीठे की मात्रा बहुत ज्यादा और फल, सब्जी व रेशा लगभग अनुपस्थित रहता है। इसीलिए जंक फूड के सेवन से बहुत ज्यादा मात्रा में कैलोरी शरीर में जमा हो जाती है। चूंकि शरीर उतनी कैलोरी की खपत नहीं कर पाता इसलिए अतिरिक्त कैलोरी शरीर में चर्बी के रूप में जमा होने लगती है। यहीं से मोटापा और तरह-तरह बीमारियां शरीर में घर करने लगती हैं। चिंताजनक पहलू यह है कि जंक फूड का सबसे अधिक सेवन बच्चे व युवा करते हैं जो कम उम्र में ही मोटापे, डायबिटीज, हृदय रोग और हड्डी की कई बीमारियों का शिकार हो रहे हैं।

देखा जाए तो जंक फूड के तेजी से बढ़ते प्रचलन के पीछे बहुआयामी कारणों का योगदान रहा है। संयुक्त परिवारों के टूटने के कारण अस्तित्व में आए एकल परिवार में बच्चों के खान-पान में पौष्टिकता का ध्यान रखना आसान नहीं है। फिर महिलाओं के कामकाजी होने, समय की कमी, आक्रामक विज्ञापन, स्वास्थ्य की तुलना में स्वाद को प्राथमिकता मिलने आदि के कारण जंक फूड से बचना मुश्किल है। गहराई से देखें तो उदारीकरण-वैश्वीकरण के चलते विकासशील देशों के खानपान में अनाज व ताजी सब्जियों के बजाय फास्ट फूड संस्कृति को बढ़ावा मिला। विकासशील देशों में पहले मौसम के अनुसार भोजन की थाली विविधतापूर्ण होती थी जिसमें रेशेयुक्त पदार्थ पाए जाते थे। लेकिन अब उसकी जगह फैक्ट्रियों में बनने वाले वसा युक्त एकरस भोजन (फास्ट फूड) ने लिया है। चूंकि फास्ट फूड कंपनियों का लक्ष्या मुनाफा कमाना होता है इसलिए ये कंपनियां सस्ते कच्चे) माल का इस्तेमाल करती हैं और बड़े पैमाने पर खाने की वस्तुएं बनाकर लागत मूल्य को नियंत्रित करती हैं। आसानी से तैयार होने और आम तौर पर पौष्टिक भोजन से स्वादिष्ट होने के चलते जंक फूडतेजी से लोकप्रिय होता जा रहा है। शहरों विशेषकर महानगरों में लोगों के पास समय के अभाव ने भी फास्ट फूड संस्कृति बढ़ाने में आग में घी का काम किया है। यही कारण है कि नुकसानदेह होने के बावजूद इसकी आदत नहीं छूट रही है।

यह जंक फूड का ही कमाल है कि जिन विकासशील देशों में मोटापा कभी समृद्धि की निशानी समझा जाता था उन्हीं देशों में अब यह लोगों की समृद्धि छीन रहा है। जैसे-जैसे जंक फूड का इस्तेमाल बढ़ रहा है वैसे-वैसे मोटापे से जुड़ी बीमारियों (डाइबिटीज, हाइपरटेंशन, हृदय रोग, गाल ब्लैडर व कई प्रकार के कैंसर) के खतरे भी बढ़ रहे हैं। इन बीमारियों का तीन चौथाई हिस्सा विकासशील देशों के खाते में जा रहा है। चूंकि विकासशील देशों में स्वास्थ्य ढांचा निजी क्षेत्र में है इसलिए लोगों की आमदनी का एक बड़ा हिस्सा इन नई-नवेली बीमारियों के इलाज में खर्च हो रहा है। फिर इन देशों में लाखों लोग ऐसे हैं जो आर्थिक तंगी के कारण निजी अस्पतालों तक पहुंचने का साहस भी नहीं जुटा पाते हैं। ऐसे लोग अकाल मौत का शिकार बन रहे हैं।

चलो चलें अब पूरब की ओर

अभिषेक प्रताप सिंह (पूर्वी एशियाई मामलो के जानकर ) “मोदी की सूझ-बूझ और नेक भावनाओं के बावजूद एशिया में अपनी पूर्व की ओर देखें नीति को फलीभूत करने के लिए भारत को अभी काफी कुछकरना है। बेहतर ‘‘कारोबार-हितैषी माहौल’बनाने से लेकर ‘‘सीमापारीय परियोजनाओं के त्वरित कार्यान्वयन’ से लेकर वीजा संबंधी उदारीकरण से लेकर रक्षा सहयोग तक के मामलों में बहुत कुछकिया जाना है। तभी भारत एशिया में अपनी विश्वसनीयता बना और बढ़ा सकेगा”

पूरब का भारत के लिए मायने

  • ‘‘पूर्व की ओर चलें’ नीति के तीन अहम आयाम हैं : आर्थिक, राजनीतिक राजनय तथा सुरक्षा सहयोग

  • दक्षिण पूर्व एशिया के साथ भारत के संबंधों/संधियों में भारतवंशी तीसरा महत्त्वपूर्ण पहलू हैं। मलयेशिया व सिंगापुर में मोदी के संबोधन की बड़ी वजह यही है

  • पूर्व खुली बाहों से मोदी की ‘‘पूर्व की ओर चलें’ नीति का स्वागत करने को तैयार है, लेकिन दिल्ली को भी अपनी राजनीतिक और राजनयिक प्रतिबद्धताओं को पूरा करने में तत्परता दिखानी होगी। तभी भारत एशिया में अपनी विश्वसनीयता बना और बढ़ा सकेगा। इसके फायदे भी भारतीय खाते में आएंगे

मोदी सरकार ने भारत की पूर्व की ओर देखें नीति को सर्वोच्च प्राथमिकता दी है। 12वें आसियान शिखर सम्मेलन में प्रधानमंत्री मोदी ने आर्थिक विकास, व्यापार, निवेश और औद्योगीकीकरण के नये युग में 10 राष्ट्रों के समूह आसियान के महत्त्व को रेखांकित किया। विश्व को जतलाया कि भारत ने अपनी नीति में बदलाव करके इसे ‘‘पूर्व की ओर चलें’ नीति कर लिया है। न केवल इतना बल्कि ‘‘पूर्व’ की परिभाषा का विस्तार करते हुए ऑस्ट्रेलिया से चीन तक को इसमें शुमार कर लिया है। इस नीति से भारत के पूर्वोत्तर क्षेत्रके सामरिक महत्त्व का भी पता चलता है। पूर्वोत्तर क्षेत्र में ‘‘पूर्व की ओर देखें-पूर्व की ओर चलें’ नीति को नये आयाम देने की क्षमता है। हालांकि भारत की ‘‘पूर्व की ओर देखें’ नीति राष्ट्रीय हितों को गहराई से समाए थी, लेकिन बदलते अंतरराष्ट्रीय संबंधों को इसने तेजी से आत्मसात भी किया। आसियान और उसके बदलते तकाजों से इस तय की पुष्टि होती है। ‘‘पूर्व की ओर चलें’ नीति के तीन आयाम हैं, और इनमें से कोई भी कमतर नहीं है। ये आयाम हैं : आर्थिक, राजनीतिक राजनय तथा सुरक्षा सहयोग। तीनों में आर्थिक और सुरक्षा सहयोग स्पष्टत: सर्वाधिक महत्त्वपूर्ण हैं। राजनीतिक राजनय भी इनसे अभिन्न जुड़ा है।

आसियान और जापान

आसियान और जापान भारत के आसियान के साथ तालमेल में प्रमुख कारक बुनियादी रूप से आर्थिक संदभरे में महत्त्वपूर्ण हैं। वर्ष 2014 में भारत का आसियान के साथव्यापार 76.52 बिलियन अमेरिकी डॉलर के स्तर पर पहुंच गया था, जबकि दोनों पक्षों के बीच दुतरफा व्यापार के 100 बिलियन अमेरिकी डॉलर के स्तर पर जा पहुंचने की क्षमता है। भारत सक्रियता से भारत-आसियान के मध्य ज्यादा से ज्यादा सहयोग करने की दिशा में काम कर रहा है। मोदी सरकार ने इस दिशा में कुछ उल्लेखनीय पहल की हैं, ताकि कारोबारी माहौल के साथ संभावनाओं से लबरेज वृहद् आर्थिक संकेतकों में भी सुधार हो सके। इसके अलावा, जापान के साथ कंप्रिहेंसिव इकनॉमिक पार्टनरशिप एग्रीमेंट (सीईपीए) के तहत दोनों देशों के बीच सहयोग बढ़ाने के लिए योजनाओं पर काम हो रहा है। कोरिया के साथसीईपीए पहले ही हो चुकी है, और ऑस्ट्रेलिया के साथऐसी संधि की दिशा में कार्य प्रगति पर है। जहां तक इंडोनेशिया का प्रश्न है, तो दोनों देशों के बीच अनेक ऐतिहासिक समानताएं हैं, सार्थक कारोबारी संपर्क भी हैं। हालांकि दोनों देशों के मध्य दुतरफा व्यापार (16 बिलियन अमेरिकी डॉलर) क्षमता से काफी कम है। चीन, भारत का सबसे बड़ा व्यापार एवं निवेश सहयोगी बना हुआ है। दोनों देश ब्रिक्स बैंक तथा एआईआईबी जैसे नये ‘‘बहुपक्षीय वित्तीय ढांचे’का हिस्सा हैं। इस प्रकार पूर्वी एशियाईपड़ोस देशों और भारत के बीच पूर्व की ओर देखें नीति ज्यादा प्रगति, सहभागिता और सहयोग की दृष्टि से महत्त्वपूर्ण कदम है, जिसमें यकीनन आर्थिक पहलू सर्वोच्च है।

दूसरी ओर, आसियान के साथ भारत के संबंधों में सामरिक मुद्दे भी समाहित हैं, जो केवल आसियान देशों ही नहीं बल्कि अमेरिका, जापान और चीन-ये सभी आसियान में महत्त्वपूर्ण भागीदार हैं-से भी संबद्ध हैं। इनमें सर्वाधिक महत्वपूर्ण दक्षिण चीन सागर में ‘‘नौवहन की स्वतंत्रता’ और इस विवाद के शांतिपूर्ण समाधान का मुद्दा है। भारत इस क्षेत्रमें अधिक ‘‘सामरिक सामंजस्य’का हामी है, और पूर्व की ओर चलें नीति के माध्यम से समस्या के नीर-क्षीर समाधान को तत्पर है। खासकर फिलीपींस के साथ तो सोच के धरातल पर भारत की स्पष्ट सामरिक समानता है, जो दक्षिण चीन सागर में चीन की सक्रियता को लेकर खासा आशंकित है। मोदी ने एशिया में आर्थिक, राजनीतिक और सुरक्षा क्षेत्रों में भारत की तरफसे प्रयासों में नई जान फूंकने का म्यांमार, ऑस्ट्रेलिया और फिजी को मध्यस्थों के जरिए भरोसा दिलाया है।

दक्षिण पूर्व एशिया के साथ भारत के संबंधों/संधियों में भारतवंशी तीसरा महत्त्वपूर्ण पहलू हैं। प्रधानमंत्री मोदी ने मलयेशिया और सिंगापुर, दोनों जगहों पर भारतवंशियों को संबोधित किया है। मलयेशिया में भारतीय समुदाय (जिसमें ज्यादातर तमिल हैं) वहां की कुल जनसंख्या का करीब 8 प्रतिशत हिस्सा है। भारतीय ब्रिटिश काल में उस देश में पहुंचे थे। इसके विपरीत, सिंगापुर में भारतवंशियों का बड़ा हिस्सा उन लोगों का है, जो 1980 और 1990 के दशकों में पेशेवरों के रूप में वहां पहुंचे। भारत इन भारतीयों को विशेषज्ञता, तकनीक और निवेश के मद्देनजर भारत की प्रगति में हिस्सेदार बनाने की योजना बना रहा है। विदेश में रह रहे भारतवंशियों के साथ प्रगाढ़ता बढ़ाने की दिशा में नये सिरे से प्रयास की कड़ी के रूप में मोदी ने भारत की वीजा संबंधी नीतियों को उदार बनाने का आश्वासन दिया है।

पूर्वी एशियाई देशों को तरजीह

रोचक बात यह कि भारत के राज्य भी अपने विकास के लिए पूर्वी एशियाई पड़ोसियों के साथ सहयोग करने की दिशा में अग्रसर हैं। मलयेशिया के साथ सहयोग करके आंध्र प्रदेश अपने यहां ढांचागत क्षेत्र, सूचना प्रौद्योगिकी और फार्मा उद्योग में निवेश हासिल करने के लिए सक्रियता से प्रयास कर रहा है। सिंगापुर भी अमरावती में विश्वस्तरीय ढांचागत सुविधाओं के विकास में भागीदारी कर रहा है।

इन तमाम प्रयासों के बावजूद भारत की पूर्व की और चलें नीति के भविष्य को लेकर कुछ शंकाएं हैं। शंकाएं इस बात को लेकर भी हैं कि क्या भारत मनमाफिक नतीजे हासिल कर पाएगा। भारत का त्वरित संपर्क परियोजनाओं संबंधी दावा स्वागत योग्य पहल है, लेकिन एशिया भी इस प्रकार की घोषणाएं करने में देर नहीं लगा रहा। ऐसे में जब चीन ने मैरिटाइम सिल्क रोड जैसा महत्त्वाकांक्षी प्रस्ताव पेश किया तो मोदी द्वारा संपर्क की किसी नई घोषणा या साहसिक प्रस्ताव का असर ज्यादा नहीं होना था। मोदी की सूझ-बूझ और नेक भावनाओं के बावजूद एशिया में अपनी पूर्व की ओर देखें नीति को फलीभूत करने के लिए भारत को अभी काफी कुछकरना है। बेहतर ‘‘कारोबार-हितैषी माहौल’बनाने से लेकर ‘‘सीमापारीय परियोजनाओं के त्वरित कार्यान्वयन’ से लेकर वीजा संबंधी उदारीकरण से लेकर रक्षा सहयोग तक के मामलों में बहुत कुछकिया जाना है। तभी भारत एशिया में अपनी विश्वसनीयता बना और बढ़ा सकेगा। पूर्व खुली बाहों से मोदी की ‘‘पूर्व की ओर चलें’ नीति का स्वागत करने को तैयार है, लेकिन दिल्ली को भी अपनी राजनीतिक और राजनयिक प्रतिबद्धताओं को पूरा करने में तत्परता दिखानी होगी।
