Brain Drain To Brain Gain

Union home minister argues education in native languages will fully unlock india’s potential

In this year of Azadi Ka Amrit Mahotsav, October 16 will be written down with golden letters. This day marked the renaissance of India’s education system when the Madhya Pradesh government launched medical education in Hindi, thereby writing the first chapter of PM Modi’s efforts towards education in native languages.

Gurudev Rabindranath Tagore had said, “ Indian culture is like a fully bloomed lotus, each petal of which is like our regional languages. Destroying any one petal will destroy the beauty of the lotus. I want regional languages to remain queens of states and Hindi should be at the centre.” In these words, Gurudev beautifully described the richness of India’s cultural and linguistic diversity.

Similarly, Bhartendu Harishchandra ji’s description of Nij Bhasha, is all-inclusive in its connotation, encompassing all Indian languages from the south to north and from the east to west as our own. Languages are deeply embedded, culturally and historically, in the essence of India and Indianness. It is the language that connects an individual with the essential spirit and being of the nation and its culture.

It is in this context that we need to understand, without any prejudice, that Hindi is not at conflict with any other Indian language. Sometimes a misconception that Hindi runs counter to other Indian languages is spread. Nothing can be further from the truth. Hindi is India’s Rajbhasha and has no inherent conflict with any other Indian language. Hindi is a friend and comrade of all Indian languages.

However, in my view, Hindi and all other Indian languages need to be a little flexible. The flexibility will help address differences among languages, if any, with a spirit of accommodation and assimilation. This will further enable languages to flourish and expand in a cohesive sense of progressive culture-linguistic companionship.

Some people attach a sense of superiority to those who are accomplished in the English language. The truth is that language has nothing to do with an individual’s wisdom or intellectual capabilities. Language is only a medium of articulation and expression.

In fact, a person’s intellectual capability has a better chance of sparkling brighter if education is imparted in one’s native language. Education imparted in a language other than the native language can limit intellectual progress of a child because thinking abilities are the most compelling in his or her native language. Therefore, in my view, there is a deep connection between educational progress of a child and the medium of instruction.

Due to the lack of options in studying in native languages, we have so far been able to exploit not more than 5% of our nation’s potential in research, science, humanities and other academic fields. Therefore, India’s goal for Atmanirbharta will receive a big push when education is imparted in native languages, enabling us to take full advantage of our intellectual capabilities.

That is the reason why educationists across the world are increasingly giving greater primacy to native languages as the main medium of teaching that emboldens people’s intellectual thinking, research and analytical abilities.

The father of the nation Mahatma Gandhi always favoured making technical and specialised knowledge more accessible to India’s masses by connecting these with Indian languages. Gandhi ji said, “ We should have an army of chemists, engineers and other experts who will be real servants of the nation … all these experts will speak, not a foreign tongue, but the language of the people. The knowledge gained by them will be the common property of the people.”

Following Gandhi ji’s thoughts, the Modi government, under the New Education Policy, is working towards imparting education in native languages – from primary to technical, to engineering to law and medical education. The government is unwavering in its focus on this. Under this, MP has become the first state to introduce MBBS courses in Hindi.

India is firmly marching on the path of Atmanirbharta as envisioned by PM Modi. It is important to keep in mind that Atmanirbharta is not just about business, commerce and services but also about our languages. It is vital to make our languages strong to achieve the goal of Atmanirbharta. Under NEP, Indian languages are being accorded the deserved importance in the country’s education system.

Initiatives have been taken to impart engineering education in eight Indian languages – Tamil, Telugu, Malayalam, Gujarati, Marathi, Bengali, Hindi and Assamese – by translating books into these languages. Examinations under NEET and UGC are now also being conducted in 12 languages. All these exemplify the Modi government’s efforts and initiatives to strengthen Indian languages.

In the 19th century, Dadabhai Naoroji had described the repatriation of resources from India as “drain of wealth”. There is a “drain of brain” that we are witnessing in the 21st century. The same forces that oversaw the “drain of wealth” are now involved in “brain drain” from India by inducing India’s youth through education in foreign languages.

This situation of “brain drain” will turn into a position of “brain gain” when India’s youth start receiving education in their native languages. Today, measures are being taken to impart education in Indian languages that will prevent India’s youth from getting subjugated by foreign languages and cultures. Instead, they will be empowered to think and stoke their intellectual curiosity in their native languages.

BJP, whenever presented with an opportunity, has always worked towards strengthening and emboldening Indian languages. Even after the era of colonisation ended, successive governments in India, for long periods, had subjected Indian languages to a sense of inferiority.

While most leaders from India used to speak in English on overseas and multilateral platforms, Atal Bihari Vajpayee, as the country’s foreign minister, spoke in Hindi at the United Nations, marking an occasion of great honour for Indian languages.

Today, PM Modi also speaks in Hindi in overseas forums, carrying forward the legacy of Vajpayee. The PM’s speeches in Hindi have not only served to establish the honoured identity of Indian languages, but also raised the self-confidence of Indians.

PM Modi’s focus on imparting education in native languages will not only bolster Indian languages, but also qualitatively raise the intellectual capabilities of our students. I am fully confident that for generations to come Indian languages will thrive and evolve, promote public interest and development, and do this by being continuously and progressively adaptable.

Colonialism and its discontents today

A popular theme at seminars this autumn is de-colonisation. The concept notes explaining the theme treat it like a new deodorant — much required, of course, and expected to cure a chronic problem for good. Not that earlier generations had ignored it, but perhaps they lacked determination and propitious circumstances. The urge to undo the various legacies of colonisation was always there. Why the previous struggles failed arouses little curiosity in today’s crusaders against the colonial mindset. There is something about the idea of fighting colonialism that it excites each time the call is made.

As an ideology, colonialism has an inbuilt device to deal with reactive moods of the colonised. These moods vary according to economic and political seasons. Citizens of former colonies typically feel more comfortable when they are passing through a good phase of their collective economic life. Conversely, they get twitchy when growth slows down. Another mood swinger is politics. The colonial phase of history is a great political resource. In a multi-party system, it is easy to invoke the ghost of colonial legacy. Once aroused, the ghost performs reliable tricks to attract public attention.

Stances and politics

The young often wonder why the freedom struggle did not suffice to de-colonise. Good history teachers know how to explain that the legacies of colonial rule include the strategies that helped attain freedom and some of the rights we enjoy today. It is a complex idea and its absorption depends on whether history is taught in order to develop historical sense rather than to demarcate periods. In a recent official presentation at an international forum, India tried to make a distinction between foreign attacks and colonisation. Though it is probably the first time that India took this position, the idea itself is not new. The temptation to privilege one historical phase over another is part of an urge to use the past as a political resource. And this urge is not confined to the colonised nations. India’s coloniser, Britain, has been doing this quite avidly in the recent years.

De-colonisation received a major official push in several African colonies after they attained freedom. In education, language was a focus area, but the choice did not prove wise. Entrenched social inequalities came in the way of ideal goals. In India, we have experienced this trajectory several times over, but the fascination of radical stances has not diminished. Removal of English is a big draw among political parties which promise to exorcise India’s mind, body and soul from the ghost of colonialism. Alas, among the youth, English shows no sign of becoming unpopular. As Snigdha Poonam has documented in her remarkable study of provincial youth culture, ‘spoken English’ has emerged as a major component of the coaching industry.

Macaulay’s ghost

Several years ago, a colleague wrote an article, ‘De-Macaulaying Indian Education’ and asked me to comment on it. The title was a bit awkward, but that was hardly a problem, I assured him. What he did not appreciate was the critical point that Macaulay contributed little to the British policy on education in India. It would have been just the same even if Macaulay had not written his poisonous note. My colleague was not amused. Most people feel quite disappointed when they learn that the history of education in colonial India was not much affected by Macaulay’s famous minute. His racist ideas and the policies implied in his analysis of the Indian situation were far too flat to be of much use for British administrators in charge of education in different regions. Nevertheless, it is a fact that Macaulay resides in the hearts of examination paper setters for the B.Ed. degree. Take him out, and the syllabus of colonial education loses its favourite sting. Not just students, all lovers of simplified history depend on Macaulay to show off their shooting skills.

Colonisation was experienced differently across regions, classes and castes. That is a prime reason why de-colonisation remains so elusive. The various Indian discourses of the latter half of the 19th century show why it is difficult to paint colonial education in any single colour. Majoritarian nationalism has picked up English as a de-colonisation plank. Phule’s appreciation of English education was grounded in its potential to wipe out discrimination against the lower castes.

Nationalism is a fine guiding spirit of progress, but seldom proves accommodative enough to denounce the diverse legacies of colonialism. They evolved regionally in different time frames, creating complex contours of public perception. When a clarion call is made to overcome the ‘colonial mindset’, it seems inspired by colonialism itself.

Since Independence, enormous change has occurred in every social sphere, and some of it demonstrates the continued legacy of colonial history. No one-dimensional theory of colonialism and modernity can explain the changes that have occurred in different regions. Within education too, anti-colonial voices have taken so many twisted turns that a school-going child’s parent or teacher does not quite know whom to believe or follow. This is certainly one reason why valid, sincere calls to abandon English receive little attention from young parents.

Its stamp remains

Colonial rule is a faint collective memory now. Though many of its icons have been removed or replaced, its stamp on governance remains intact. The colonial citizen was an object of suspicion. The core pedagogy of colonial rule consisted of reaching out to the citizen with the state’s moral rhetoric. Colonial civics assumed that average citizens are docile and ignorant, that it is the state’s job to enlighten — and not just serve — them. That they must participate is a popular political and official rhetoric. It has become a lot louder in the digital age, without making much of an impact on the everyday reality of the citizenry.

It is never a good idea to fight with the past, no matter how old it is. Maturity lies in learning to live with the past, not in it — under the illusion that it can be changed. The past is the past, therefore inaccessible for human intervention. To study it with curiosity is a preferable option to quarrelling with it or harming the few tangible relics it has left behind. Colonised societies suffered similar consequences, such as drainage of wealth and the emergence of a state apparatus that the common people found difficult to identify with. Their fear of the state and the state’s distrust of the citizen ought to be the prime agenda for anyone pursuing de-colonisation.

कुंठित सोच को अपने तक हावी होने से बचाना होगा

सदियों तक रंगभेद और दुनिया के बड़े भू-भाग पर शासन-शोषण करने वाले ब्रिटेन का समाज अगर आज खुद को इतना बदल सकता है कि सरकार के मुखिया के रूप में एक भूरी चमड़ी वाले हिन्दू को चुने तो यह उन तमाम समाजों के लिए, जो नस्ल, चमड़ी के रंग, धर्म, जाति या क्षेत्र के आधार पर विभेद करते हैं, एक बड़ी सीख है। शपथ के बाद जिस दिन सुनक संबोधन दे रहे थे, उसी दिन उत्तर भारत की एक यूनिवर्सिटी में स्थानीय छात्रों ने वहां पढ़ रहे नाइजीरियन छात्रों पर हमला कर दिया। विवाद का आधार विदेशी होना नहीं, धार्मिक था। उत्तर भारत के ही एक अन्य राज्य में दबंगों ने तीन दलितों की गोली मारकर हत्या कर दी। उधर एनसीआरबी की ताजा रिपोर्ट बताती है कि दलितों पर अत्याचार की घटनाएं बढ़ रही हैं। हमें सोचना होगा कि जहां दुनिया के देश लगातार अपनी सोच को उदार और प्रगतिशील बना रहे हैं, क्या हमें फिर से सैकड़ों-हजारों साल पुरानी कुंठित सोच को अपने ऊपर हवी होने देना होगा? और तब क्या हम अपने को प्राचीनतम संस्कृति वाला समाज कह सकेंगे? आज दुनिया के सात देशों में भारतवंशी राष्ट्रपति या प्रधानमंत्री हैं। अगर हम बाहर निकलकर उन समाजों के मुखिया बन सकते हैं और वे समाज हमें अपने शासन की बागडोर दे सकते हैं तो हम अपने ही लोगों से जाति या धर्म के आधार पर विभेद क्यों रखें?

गरीबी घट रही है तो भला कुपोषण कब तक रहेगा

पाच साल से कम उम्र के बच्चों के लिए पोषण का सवाल एशिया और अफ्रीका के कई विकासशील देशों में बहुत बड़ा है। इसके चलते कद और वजन का कम रह जाना, रोग प्रतिरोधक क्षमता घटना, असमय मृत्यु जैसी समस्याएं होती हैं। लेकिन छोटे बच्चों में कुपोषण की समस्या का आकलन कितना सटीक है और इसके आधार पर पूरे देश के भुखमरी से ग्रस्त होने का निष्कर्ष कैसे निकाला जा सकता है? कन्सर्न वर्ल्डवाइड एक आइरिश एनजीओ है, वहीं वेल्थंगरहिल्फे जर्मन एनजीओ है। वे 2006 से ग्लोबल हंगर इंडेक्स प्रकाशित कर रहे हैं। 2022 के इंडेक्स में भारत को 107वां स्थान दिया गया है, जबकि तालिका में 121 देश थे। इसमें शक नहीं कि भारत को पांच या उससे कम उम्र के बच्चों में कुपोषण की स्थिति के प्रति सचेत रहना चाहिए, लेकिन ग्लोबल हंगर इंडेक्स के लिए भी यह कम चिंता का कारण नहीं होना चाहिए कि वे कुपोषण की व्याख्या भुखमरी की तरह करके दुनिया को गुमराह करने का प्रयास कर रहे हैं।

इंडेक्स का निर्माण जिन चार मानदंडों पर किया जाता है, उनमें से केवल एक ही पूरे देश के लिए है, बाकी के तीन पांच साल से कम उम्र वाले बच्चों के लिए हैं। तब इसे ग्लोबल हंगर इंडेक्स क्यों कहा जा रहा है? वास्तव में यह ग्लोबल चिल्ड्स न्यूट्रिशन इंडेक्स है। इसके जिस एक मानदंड में सभी वयस्कों का आकलन किया जाता है, वह भी दोषपूर्ण है। सर्वे की सेम्पल साइज मात्र 3000 है और उसके आधार पर सवा अरब आबादी वाले देश के बारे में निष्कर्ष निकाले जा रहे हैं। क्या बच्चों में कुपोषण को सम्पूर्ण आबादी में भुखमरी की तरह प्रदर्शित किया जा सकता है? इंडेक्स में इस बात का उल्लेख नहीं किया गया कि देश की सकल आबादी के लिए प्रति व्यक्ति कितनी मात्रा में अनाज की उपलब्धता है। अगर वह आंकड़ा जुटाया जाता तो दूध का दूध और पानी का पानी हो जाता।

इसमें संदेह नहीं है कि बच्चों में कुपोषण के कारण उनका कद और वजन बढ़ नहीं पाता और वे असमय मृत्यु के शिकार होते हैं। लेकिन भूख के पैमाने इससे अलग हैं। भारत जैसे देश में भूख का आकलन करना सरल नहीं। हमारे यहां खाद्य सामग्रियों पर सबसिडी दी जाती हैं, मुफ्त राशन दिया जाता है और खाने-पीने की चीजों की किल्लत को कम करने के लिए कैश ट्रांसफर है। अनेक वर्षों से भारत खाद्य सामग्रियों का निर्यातक है तो भोजन की किल्लत का तो प्रश्न ही नहीं उठता। मुख्य समस्या है उन परिवारों तक किफायती दरों पर भोजन पहुंचाना, जिन्हें सबसिडी के द्वारा कवर नहीं किया गया है। पूर्व प्रधानमंत्री राजीव गांधी ने कांग्रेस पार्टी की 100वीं वर्षगांठ पर 1985 में कहा था कि एक रुपए में से केवल 15 पैसे गरीब तक पहंच पाते हैं। बीच के 85 पैसे बिचौलियों के द्वारा हजम कर लिए जाते हैं। डायरेक्ट बेनेफिट ट्रांसफर और भुगतान की इस जैसी अन्य डिजिटल रीतियों से यह स्थिति बदल गई है। अब प्राप्तकर्ता तक पूरे रुपए पहुंच रहे हैं, उनमें बीच में सेंध नहीं लगाई जा रही है।

यही कारण है कि भुखमरी से होने वाली मौतों में बीते कुछ सालों में तेजी से गिरावट आई है। सरकार के मुताबिक, भारत दुनिया का सबसे बड़ा खाद्य सुरक्षा कार्यक्रम चला रहा है। इसके बावजद बच्चों में कुपोषण की समस्या पर कोई कार्रवाई करना जरूरी हो गया है। इसका सम्बंध बौद्धिक विकास और सीखने की क्षमता में क्षति से भी है, जिसके परिणामस्वरूप जीवन जीने की स्थितियों में सुधार नहीं आ पाता। यह एक दुष्चक्र है। बचपन में कुपोषित और बड़े होने पर अल्पशिक्षित होने के कारण एक बड़ी आबादी गरीबी से बाहर नहीं आ पाती है। ग्लोबल हंगर इंडेक्स के बाद यूएन ने एक और सर्वेक्षण प्रकाशित किया था, जिसके मुताबिक भारत में 2005-06 में 55.1 प्रतिशत आबादी गरीब थी, लेकिन 2019-2021 तक यह आंकड़ा घटकर 16.4 प्रतिशत हो गया है। भारत में गरीबी घटने को यूएन ने एक ऐतिहासिक परिवर्तन निरूपित किया है। युएन डेवलपमेंट प्रोग्राम और ऑक्सफोर्ड पावर्टी एंड ह्यूमन डेवलपमेंट इनिशिएटिव ने एक मल्टीडायमेंशनल पॉवर्टी इंडेक्स बनाया है। उसकी रिपोर्ट स्वीकार करती है कि भारत ने गरीबों को उनकी दशा से उठाने के लिए बड़ी प्रतिबद्धता और नेतृत्वशीलता का परिचय दिया है। चूंकि कुपोषण का सीधा सम्बंध गरीबी से है, इसलिए आप मान सकते हैं कि कुपोषण के आंकड़ों में भी देर-सबेर सुधार होगा ही। ग्लोबल इंडेक्स को भारत में भूख के बजाय पोषण की वस्तुस्थिति के बारे में निष्कर्ष निकालने चाहिए।

मातृभाषा में खुलतीं शिक्षा की राहें

मातृभाषा में शिक्षा के प्रधानमंत्री नरेन्द्र मोदी के संकल्प को साकार करने की दिशा में इस महीने की 16 तारीख को एक ऐतिहासिक अध्याय लिखा गया। इस दिन मध्य प्रदेश सरकार ने हिंदी में मेडिकल शिक्षा की शुरुआत की। आजादी के अमृत महोत्सव वर्ष में यह तिथि भारत की शिक्षा व्यवस्था के पुनर्जागरण के रूप में याद रखी जाएगी। राष्ट्रपिता महात्मा गांधी ने कहा था, ‘भारतीय भाषाओं में पढ़े विज्ञानी और विशेषज्ञ देश के सच्चे सेवक होंगे और वे विदेशी नहीं, बल्कि आम जनता की भाषा बोलेंगे। जो ज्ञान वे प्राप्त करेंगे, वह आम लोगों की पहुंच के अंदर होगा।’मोदी सरकार द्वारा प्रवर्तित नई शिक्षा नीति बापू के इसी सोच के अनुरूप है, जिसमें प्राथमिक से लेकर तकनीकी और मेडिकल शिक्षा तक को मातृभाषाओं में उपलब्ध कराने का प्रयास किया जा रहा है। इसके अंतर्गत अपनी भाषा में एमबीबीएस की पढ़ाई शुरू करने वाला मध्य प्रदेश देश का पहला राज्य बना है। राष्ट्रीय शिक्षा नीति के तहत प्रधानमंत्री मोदी का लक्ष्य मेडिकल, इंजीनियरिंग और कानून की उच्च शिक्षा सभी भारतीय भाषाओं में उपलब्ध कराना है। इस दिशा में मोदी सरकार पूरी निष्ठा और समर्पण के साथ प्रयास कर रही है।

मोदी जी के नेतृत्व में आज देश आत्मनिर्भरता की राह पर बढ़ रहा है। ऐसे में हमें इस शब्द के मर्म को समझना आवश्यक है। आत्मनिर्भर शब्द सिर्फ उत्पादन और वाणिज्यिक संस्थाओं के लिए ही नहीं, बल्कि भाषाओं के बारे में भी उतना ही महत्व रखता है। आत्मनिर्भर भारत का सपना तभी साकार होगा, जब हमारी भाषाएं मजबूत होंगीं। इसे ध्यान में रखते हुए ही सरकार ने नई शिक्षा नीति में भारतीय भाषाओं में शिक्षा पर विशेष बल दिया है। आज आठ भाषाओं तमिल, तेलुगु, मलयाली, गुजराती, मराठी, बांग्ला, हिंदी और असमिया में इंजीनियरिंग की पढ़ाई के प्रयास हो रहे हैं। नीट और यूजीसी द्वारा आयोजित परीक्षाएं भी 12 भाषाओं में देने की व्यवस्था की गई है।

19वीं शताब्दी में दादाभाई नौरोजी ने अंग्रेजों द्वारा भारतीय धन-संपदा विदेश ले जाने को ‘ड्रेन आफ वेल्थ’ कहा था। आज 21वीं सदी में स्थिति ‘ड्रेन आफ ब्रेन’ यानी प्रतिभा पलायन की हो गई है। यदि हमारे बच्चों को मातृभाषा में शिक्षा के अवसर मिलेंगे तो ‘ब्रेन ड्रेन’ की यही स्थिति ‘ब्रेन गेन’ में बदलने लगेगी। भारतीय भाषाओं में शिक्षा से उनका दिमाग किसी विदेशी भाषा का गुलाम होने के बजाय अपनी भाषा में अभिव्यक्ति और अनुसंधान शक्ति को बढ़ाते हुए अपना विकास कर सकेगा। गुरुदेव रवींद्रनाथ टैगोर ने कहा था, ‘भारतीय संस्कृति एक विकसित शत दल कमल की तरह है, जिसकी प्रत्येक पंखुड़ी हमारी प्रादेशिक भाषाएं हैं। किसी भी पंखुड़ी के नष्ट होने से कमल की शोभा नष्ट हो जाएगी। मैं चाहता हूं कि प्रादेशिक भाषाएं रानी बनकर प्रांतों में विराजमान रहें और उनके बीच हिंदी मध्यमणि बनकर विराजे।’

देश की सभी भाषाएं हमारी अपनी भाषाएं हैं। भारत और भारतीयता की जड़ों में इन भाषाओं की महान परंपरा है। भाषा ही व्यक्ति को अपने देश, संस्कृति और मूल के साथ जोड़ती है। ऐसे में हिंदी को लेकर भी हमें किसी पूर्वाग्रह के बिना यह समझना चाहिए कि हिंदी का किसी स्थानीय भाषा से कोई मतभेद नहीं है। हिंदी को लेकर अक्सर यह भ्रांति फैलाई जाती है कि यह स्थानीय भारतीय भाषाओं की विरोधी है। इसमें जरा भी सच्चाई नहीं। हिंदी भारत की राजभाषा है और सभी भारतीय भाषाओं की सखी है। मेरा मानना है कि हिंदी और सभी भारतीय भाषाओं को थोड़ा लचीला होना पड़ेगा। यदि अन्य भाषाओं से कोई अंतर आता है तो उससे परहेज करने के स्थान पर उसे अपनी भाषा में समाहित करने का प्रयास होना चाहिए। इससे सभी भाषाओं में अंतर्विरोध दूर होकर परस्पर समागम के साथ उनका विकास हो सकेगा।

कुछ लोगों में अंग्रेजी को लेकर श्रेष्ठताबोध का ऐसा भाव ऐसा है कि अंग्रेजी जानने वाले व्यक्ति को अमूमन ज्ञानी मान लिया जाता है। सच यह है कि किसी भी भाषा ज्ञान का बौद्धिक क्षमता से कोई संबंध नहीं होता। भाषा केवल अभिव्यक्ति का माध्यम होती है। यदि मातृभाषा में शिक्षा मिले तो बौद्धिक क्षमता बेहतर ढंग से निखरती है। अन्य भाषा में शिक्षा होने पर बौद्धिक क्षमता का संपूर्ण लाभ व्यक्ति को नहीं मिल पाता, क्योंकि कोई भी बच्चा अपनी मातृभाषा में ही सबसे अच्छा चिंतन कर सकता है। जब प्राथमिक शिक्षा मातृभाषा से इतर किसी और भाषा में होती है तो उसके मौलिक चिंतन के विकास में बाधा उत्पन्न होती है। आज हम शोध, विज्ञान और कला इत्यादि में अपनी क्षमता का सिर्फ पांच प्रतिशत दोहन कर पा रहे हैं। वर्तमान प्रयासों से जब शिक्षा मातृभाषा में होगी और देश अपनी संपूर्ण बौद्धिक क्षमता का उपयोग कर पाएगा तो आत्मनिर्भर भारत की यात्रा को महत्वपूर्ण बल मिलेगा। इसीलिए दुनिया भर के शिक्षाविदों ने मातृभाषा में शिक्षा को महत्वपूर्ण माना है, क्योंकि सोच, विश्लेषण, अनुसंधान और निष्कर्ष की प्रक्रिया हमारा मन मातृभाषा में ही संपादित करता है।

भाजपा को जब भी अवसर मिला है, उसने भारतीय भाषाओं को आगे बढ़ाने का काम किया है। गुलामी का कालखंड बीतने के बाद भी हमारे सत्ता प्रतिष्ठानों में लंबे समय तक भारतीय भाषाओं को लेकर हीनता की ग्रंथि पनपती रही। देश के नेता विदेशी मंचों पर अंग्रेजी में भाषण देते थे, परंतु अटल जी ने संयुक्त राष्ट्र में हिंदी में भाषण देकर भारतीय भाषा को गौरव प्रदान किया। आज प्रधानमंत्री मोदी भी अटल जी की इस परंपरा को आगे बढ़ाते हुए वैश्विक मंचों पर हिंदी में भाषण देते हैं। हिंदी में भाषण देने से वैश्विक स्तर पर तो भारतीय भाषा को पहचान मिलती ही है, भारतीयों के आत्मविश्वास में भी वृद्धि होती है।

आज मोदी जी के नेतृत्व में भारतीय भाषाओं में उच्च शिक्षा की नई राहें खुल रही हैं, जो कि हमारी भाषाओं के विकास में तो लाभप्रद होंगी ही, इससे छात्रों की अनुसंधान क्षमता में भी गुणात्मक वृद्धि होगी। मुझे पूर्ण विश्वास है कि युगों-युगों तक भारत अपनी भाषाओं को संभालकर और संजोकर रखेगा तथा उन्हें लचीला एवं लोकोपयोगी बनाते हुए हम उनके विकास को नए आयाम देते रहेंगे।

अक्षय ऊर्जा की संभावनाएं

ऊर्जा जरूरतें पूरी करने के लिए अधिकतर परंपरागत स्रोतों का इस्तेमाल किया जाता है, जिनमें पेट्रोलियम उत्पाद, कोयला, गैस, लकड़ी, गोबर, खेती की घास-फूस आदि ऊर्जा के गैर-नवीकरणीय स्रोत शामिल हैं। जीवाश्म र्इंधन, जो हजारों सालों तक पृथ्वी के नीचे दबे पेड़-पौधों और जीव-जंतुओं के जीवाश्म से प्राप्त होते हैं, उनके भंडार सीमित हैं। समय के साथ-साथ ऊर्जा जरूरतें बढ़ती और इन स्रोतों के समाप्त होने की स्थिति पैदा होती जा रही है। ऐसे में भारत सहित विश्व भर में ऊर्जा संकट गहरा रहा है। साथ ही जीवाश्म र्इधन से पर्यावरण दूषित हो रहा है। पारंपरिक संसाधनों से प्राप्त होने वाली बिजली की कीमतें लगातार बढ़ने और विश्व भर में पर्यावरण संरक्षण के प्रति जागरूकता पैदा होने के चलते अब अक्षय ऊर्जा (रिन्यूएबल एनर्जी) या हरित ऊर्जा (ग्रीन एनर्जी) की मांग बढ़ती जा रही है।

भारत की बढ़ती जनसंख्या के मुताबिक ऊर्जा जरूरतें पूरी करना एक बड़ी चुनौती बन गया है। विकासशील अर्थव्यवस्था वाले भारत के औद्योगिक विकास और कृषि कार्यों हेतु शहरी और ग्रामीण क्षेत्रों में बिजली की मांग निरंतर बढ़ती जा रही है। इसलिए अब बिजली की नियमित आपूर्ति के लिए भारत को न्यूनतम लागत के साथ विद्युत उत्पादन में आत्मनिर्भर होने की आवश्यकता है, जिससे औद्योगिक विकास और अर्थव्यवस्था को बढ़ाने में मदद मिलेगी। पर्यावरण प्रदूषण कम करने और स्वच्छ ऊर्जा को बढ़ावा देने की दिशा में सौर ऊर्जा एक महत्त्वपूर्ण विकल्प के रूप में मौजूद है। सौर ऊर्जा के प्रति लोगों में जागरूकता पैदा करने के लिए सरकार द्वारा विभिन्न प्रकार की योजनाएं चलाई जा रही हैं। भारत ने वर्ष 2030 तक साढ़े चार सौ गीगावाट नवीकरणीय ऊर्जा क्षमता स्थापित करने का लक्ष्य रखा है। इस साल तक 175 गीगावाट नवीकरणीय ऊर्जा स्थापित करने का प्रयत्न है, जिसमें खासतौर पर सौर ऊर्जा पर ध्यान केंद्रित किया गया है। अभी तक लगभग सत्तर गीगावाट सौर ऊर्जा भारत में स्थापित हो चुकी है और लगभग चालीस गीगावाट विभिन्न चरणों में बनाई जा रही है। इस तरह 175 गीगावाट नवीकरणीय ऊर्जा क्षमता विकसित करने के महत्त्वपूर्ण लक्ष्य को प्राप्त करने की दिशा में भारत लगातार आगे बढ़ रहा है और साथ ही दुनिया के दूसरे देशों का सहयोग भी कर रहा है।

आधुनिक विकास ने प्रकृति और पर्यावरण को बहुत हानि पहुंचाई है। इसलिए अब सूर्य के प्रकाश के साथ जुड़ कर ही हम इस बिगड़े हुए प्राकृतिक संतुलन को साध सकते हैं। सूर्य कभी अस्त नहीं होता, उसकी रोशनी दुनिया के किसी न किसी कोने में हर समय पहुंचती रहती है। विश्व के कई ऐसे देश हैं, जहां सूर्य का प्रकाश भरपूर मात्रा में पहुंचता है, लेकिन प्रौद्योगिकी और संसाधनों की कमी के कारण वहां सौर ऊर्जा का उपयोग नहीं हो पा रहा। उन्नत तकनीक की उपलब्धता, आर्थिक संसाधन, कीमतों में कमी, भंडारण तकनीक का विकास, बड़े पैमाने पर निर्माण और नवोन्मेष जैसे सभी जरूरी संसाधन सौर ऊर्जा को बढ़ावा देने के लिए बहुत आवश्यक हैं। पूरे विश्व में सौर ऊर्जा की आपूर्ति करने वाला एक राष्ट्रपारीय बिजली ग्रिड विकसित करने के उद्देश्य से, दुनिया भर के सभी देशों को एक साथ लाने का प्रयास ‘वन सन, वन वर्ल्ड, वन ग्रिड’ प्रोजेक्ट के माध्यम से किया जा रहा है। भारत की इस महत्त्वाकांक्षी सौर ऊर्जा परियोजना का उद्देश्य सामान्य संसाधनों का उपयोग करके बुनियादी ढांचे और सौर ऊर्जा के लाभों को वैश्विक सहयोग के माध्यम से साझा करना है। यह अंतरराष्ट्रीय ग्रिड विश्व भर में उत्पन्न सौर ऊर्जा को विभिन्न केंद्रों तक पहुंचाएगी।

नवीकरणीय ऊर्जा, खासकर सौर ऊर्जा के लिए विश्व के अन्य देशों के साथ सहयोग बहुत जरूरी है और इसी के लिए अंतरराष्ट्रीय सौर गठबंधन की स्थापना की गई है। अंतरराष्ट्रीय सौर गठबंधन एक संधि-आधारित अंतरराष्ट्रीय अंतर-सरकारी संगठन है, जिसका प्रमुख उद्देश्य सदस्य देशों को सस्ती दरों पर सौर तकनीक का प्रबंध कराना और इस क्षेत्र में अनुसंधान और विकास को बढ़ावा देना है। अब तक एक सौ दस देश इस समझौते पर हस्ताक्षर कर चुके हैं और नब्बे देशों ने इस पर हस्ताक्षर की सहमति दी है। भारत सरकार, ब्रिटेन और अंतरराष्ट्रीय सौर गठबंधन ने विश्व बैंक के सहयोग से वर्ष 2021 में अंतरराष्ट्रीय जलवायु परिवर्तन सम्मेलन काप-26 के दौरान वैश्विक ग्रीन ग्रिड इनीशिएटिव वन सन, वन वर्ल्ड, वन ग्रिड का शुभारंभ किया था। इस परियोजना में सदस्य देश प्रौद्योगिकी, वित्त और कौशल के जरिए नवीकरणीय ऊर्जा के स्रोतों में निवेश आकर्षित करने पर ध्यान केंद्रित कर रहे हैं। सभी देशों के सहयोग से इस परियोजना की लागत में कमी आएगी, इसकी क्षमता में बढ़ोतरी होगी और सभी को इसका लाभ प्राप्त होगा। ‘वन सन, वन वर्ल्ड, वन ग्रिड’ के तहत क्षेत्रीय और अंतरराष्ट्रीय स्तर पर एक दूसरे से जुड़े हुए ग्रीन ग्रिड के माध्यम से विभिन्न देशों के बीच ऊर्जा साझा करने और ऊर्जा आपूर्ति में संतुलन स्थापित करने का प्रयास किया जा रहा है। इस परियोजना के तीन चरण हैं, जिनमें से पहले चरण में मध्य एशिया, दक्षिण एशिया और दक्षिण पूर्व एशिया के बीच हरित ऊर्जा स्रोतों, जैसे कि सौर ऊर्जा को जोड़ने का लक्ष्य रखा गया है। दूसरे चरण में एशिया में जोड़े हुए ग्रिडों को अफ्रीका से जोड़ा जाएगा और तीसरे चरण में वैश्विक स्तर पर विद्युत ग्रिडों को जोड़ने का लक्ष्य रखा गया है।

सौर ऊर्जा स्वच्छ ऊर्जा होने के साथ-साथ सबसे सस्ती है। साथ ही संयुक्त राष्ट्र के अंतरराष्ट्रीय श्रम संगठन और अंतरराष्ट्रीय नवीकरणीय ऊर्जा एजेंसी की रिपोर्ट के अनुसार, यह पूरे विश्व में बड़ी संख्या में रोजगार के अवसर भी मुहैया करा रही है। नवीकरणीय ऊर्जा और रोजगार वार्षिक समीक्षा 2022 नामक इस रिपोर्ट में बताया गया है कि पिछले वर्ष करीब एक करोड़ सताईस लाख लोगों को नवीकरणीय ऊर्जा के क्षेत्र में रोजगार के अवसर प्राप्त हुए। कोविड महामारी और ऊर्जा संकट के बावजूद लगभग सात लाख लोगों को नई नौकरियां प्राप्त हुर्इं। 2021 में इस क्षेत्र में लगभग तैंतालीस लाख रोजगार के अवसर उत्पन्न हुए। दरअसल, सौर ऊर्जा का क्षेत्र बहुत तेजी से वृद्धि करने वाला क्षेत्र माना जाता है।

तेल के सीमित भंडार के कारण पेट्रोल-डीजल से चलने वाले वाहनों की जगह अब इलेक्ट्रिक वाहन ले रहे हैं और इस दिशा में लगातार नए प्रयोग किए जा रहे हैं। विभिन्न कंपनियां डीजल-पेट्रोल पर निर्भरता कम करने और इनके प्रदूषण से पर्यावरण को बचाने के लिए सौर ऊर्जा से चलने वाले वाहन बना रही हैं। हालांकि सौर ऊर्जा के क्षेत्र में विश्व के सामने कई बड़ी चुनौतियां भी हैं। जैसे इसके कार्यान्वयन के लिए बड़ी चुनौतियों में से एक बड़े भौगोलिक क्षेत्र में स्थित ग्रिड बनाए रखना होगा। बिजली ग्रिड दुर्घटनाओं, साइबर हमलों और मौसम की चपेट में आ सकता है। इसके सदस्य देशों में अमीर और गरीब दोनों देश शामिल हैं, जिससे लागत साझाकरण का तंत्र भी चुनौतीपूर्ण होगा। सौर परियोजनाओं के वित्तपोषण के लिए मजबूत वित्तीय उपायों को अपनाने की आवश्यकता है, हरित बांड, संस्थागत ऋण और स्वच्छ ऊर्जा निधि जैसे अभिनव प्रयास महत्त्वपूर्ण भूमिका निभा सकते हैं। अक्षय ऊर्जा क्षेत्र में अनुसंधान और विकास को बढ़ावा देने की जरूरत है, विशेषकर भंडारण प्रौद्योगिकी के क्षेत्र में। सौर अपशिष्ट प्रबंधन और विनिर्माण हेतु भारत को एक मानक नीति अपनाने की जरूरत है। उम्मीद है कि अंतरराष्ट्रीय सौर गठबंधन तथा ‘वन सन, वन वर्ल्ड, वन ग्रिड’ जैसे कदम और सभी देशों के आपसी सहयोग तथा प्रयासों के चलते हम अगली पीढ़ी को एक बेहतर भविष्य दे सकते हैं, जिसमें सूर्य के प्रकाश से मिलने वाली असीमित सौर ऊर्जा का लाभ सबको मिलता रहे।

राजनीति में मुद्राएं

राजनीति जब जनसेवा से इतर अपने लिए प्रतीक या मुद्दे खोजने लगती है, तो न केवल चिंता होती है, बल्कि अफसोस का भाव भी जागता है। क्या भारतीय मुद्रा पर किसी देव या देवी की मूर्ति का होना जरूरी है? क्या ऐसा होने से देश की अर्थव्यवस्था को बल मिलेगा? क्या ऐसा होने से देश में माहौल दैवीय हो जाएगा? अब ऐसे कई सवाल उठाए जाने लगे हैं, जिनके लिए हमारे लोकतंत्र में न जगह है और न समय। देश के संविधान की यही भावना है कि कोई भी राजनीतिक दल वोट के लिए धर्म या उसके प्रतीकों का इस्तेमाल न करे। भारत एक धर्मनिरपेक्ष राष्ट्र है, यहां शासन-प्रशासन या राजनीति को किसी एक धर्म के प्रति विशेष झुकाव नहीं रखना चाहिए। मुद्रा पर महात्मा गांधी के फोटो का औचित्य समझा जा सकता है, लेकिन अगर वहां देवताओं की तस्वीरें लगेंगी, तो एक नया सिलसिला शुरू होगा। अन्य धर्मों की ओर से भी ऐसी ही मांग उठेगी और शायद मुद्रा का धार्मिकीकरण हो जाएगा। जो दल मुद्रा पर देव-देवी की तस्वीरों के पक्षधर हैं, उन्हें संविधान की रोशनी में व्यावहारिक तर्क के साथ ही अपने दावे को बल देना चाहिए।

भारत में डाक टिकट जारी करते हुए भी बहुत सावधानी बरती गई है। रामायण शृंखला के टिकट जारी हुए करीब पांच साल बीते हैं। धार्मिक संतों पर टिकट जारी हुए हैं, पर इसमें भी काफी सावधानी से काम लिया गया है, लेना भी चाहिए। थाईलैंड या इंडोनेशिया जैसे देशों की बात अलग है, जहां कुछ धर्मों को आधिकारिक रूप से मान्यता मिली हुई है और उन धर्मों के प्रतीकों वाली मुद्रा भी चलन में रही है। वैसे भारत में देवताओं की तस्वीर वाली मुद्राओं की मांग नई नहीं है। यह तर्क पुराना है कि ज्ञान, कला और विज्ञान के देवता के रूप में भगवान गणेश के फोटो को भारतीय मुद्रा पर चित्रित किया जा सकता है। धन की देवी लक्ष्मी को भी मुद्राओं पर दर्शाया जा सकता है। लेकिन हम अच्छे से जानते हैं कि भारत में एक समुदाय की धार्मिक भावना दूसरे समुदाय को आहत कर देती है और इसीलिए ऐसे किसी फैसले से बचना चाहिए। एक मांग तो यह भी है कि नोटों पर किसी इंसान की तस्वीर न रहे, यह भी विमर्श का विषय है।

बहरहाल, क्या हमें इंडोनेशिया सरकार से सीखना चाहिए? ध्यान रहे कि आधिकारिक तौर पर वहां छह धर्मों को मान्यता मिली हुई है, जबकि भारत में किसी धर्म को आधिकारिक मान्यता नहीं है। विवाद से बचने के लिए ही संविधान निर्माताओं ने न तो ईसाई परंपरा का ग्रेगोरियन कैलेंडर अपनाया और न सनातन परंपरा का विक्रम संवत। हमने शक संवत को आधिकारिक मान्यता दी। हां, इंडोनेशिया का हमें अध्ययन करना चाहिए, क्योंकि वहां की राजनीति या नीतियां कट्टरता को पोषित नहीं करती हैं। वहां लगभग 87 प्रतिशत आबादी मुस्लिम है, वह सबसे अधिक आबादी वाला मुस्लिम राष्ट्र है। वहां महज 1.7 प्रतिशत आबादी हिंदू है। फिर भी उस देश की मुद्राओं पर शिव, गणेश इत्यादि के चित्र मिल जाते हैं। पर ध्यान रहे, भारत और इंडोनेशिया में अंतर है। यहां विभिन्न धर्मों में लोगों की सोच परस्पर उस तरह मेल नहीं खाती, जिस तरह इंडोनेशिया में हम देखते हैं। अगर भारत को अपनी मुद्राओं पर धार्मिक प्रतीक चाहिए, तो सभी दलों को मिल-बैठकर विचार करना होगा। साथ ही सांविधानिक प्रावधानों को परखते हुए आगे बढ़ना होगा। अगर हम केवल राजनीतिक गणित देखकर चलेंगे, तो सांप्रदायिक राजनीति के दलदल में उतरते चले जाएंगे।
