For growth, quality of human resources is key

Well after the rest of the world has discarded Covid-era restrictions, China has embarked on another round of shutdowns in some large urban centres to suppress a wave of infections. The economic fallout of endless curbs in the world’s second largest economy will ripple out into 2023, a year IMF forecast will witness a continuing global slowdown in economic momentum. The global economy is estimated to grow 2. 7% in 2023, with the three powerhouses, US, China and euro area, struggling. The bright spot will be India, expected to grow at 6. 1%, with some pundits predicting a higher rate.

India’s heft as the fastest growing major economy in 2023 fits in neatly with its presidency of the G20. Economic might does provide a country leverage to realise other goals for collective welfare. Independently, it will also help India’s negotiators push for better terms in the ongoing free trade talks. But notwithstanding bright economic prospects in the immediate future, policy makers should not lose sight of structural weakness.

GoI’s urban jobs report for July-September showed that even in the country’s most dynamic areas, the unemployment rate was 7. 2%. In contrast, slowing down US and economically stagnant UK are seeing high employment. A deeper challenge for India is that only 46% of the eligible population was in the workforce in 2021 compared to a global average of 59%. It’s a symptom of challenges we face in terms of quality of human resources, the single most important factor in determining our long-term economic potential. India’s short term is bright. The long term needs a lot of work.

Welcome Assurance on Uniform Civil Code

Speaking at the Times Now Summit on Thursday, home minister Amit Shah said that GoI would move ahead in bringing about a Uniform Civil Code (UCC) in the country. He added that GoI would be open to discussions and debates with stakeholders being consulted. This is reassuring. Over the years, personal laws have become hitched to the issue of religious freedom, making any conversation on UCC contentious. What India needs is open discussion on the issue rooted in facts, evidence and law. Shah’s commitment makes this conversation possible.

The idea of a UCC is enshrined in the Constitution — Article 44 in the chapter on Directives Principles of State Policy. It makes it a desirable goal not enforceable or justiciable. The framers of the Constitution imagined a UCC to be a set of common laws on matters such as marriage, divorce, adoption and inheritance that would apply to all Indians, irrespective of their religion. It would replace the personal laws of each religion, some of which have already undergone some sort of amalgamation or streamlining. Apart from the obvious egalitarian and unifying nature of the code, the biggest beneficiaries of UCC would be women. Religion-specific personal laws often run counter to the fundamental right of equality guaranteed by the Constitution. Wide discussions and consultations will help bring out in the open real and imagined concerns, as well as the benefits of the move.

Laws governing the arena of personal relationships are observed and enforced when people seek recourse from courts. It is possible, as B R Ambedkar had suggested, for people who wish to observe their religious personal law if they so desire. The UCC is an enabler. And, hopefully, sooner than later, it will be the option of choice.

COP27 and the ambiguity about responsibility

With the new Loss and Damage fund, the line between victim and perpetrator has been blurred

This year, at COP27 in Egypt, a dizzying array of topics was on the table for discussion — from the more familiar emissions reductions to the more detailed rules to govern carbon markets. But of significance to developing countries, India included, are the stories to do with climate finance. As developing countries have rising energy needs and vulnerable populations, they need financial support for low-carbon transformations, building resilience to inevitable climate impacts, and other steep challenges, important among these being loss and damage (L and D) from climate-induced impacts. Possibly the biggest headline after COP27 was the establishment of a new L and D fund.

The main L and D agendas for developing countries since the Paris Agreement (2015) have been to change the existing narrative of averting L and D to addressing losses that have already occurred, and to start holding developed countries morally responsible and financially liable for the same.

Widespread droughts in Africa, floods in Pakistan, and wildfires globally were the prelude to this COP. Given these climate events are rampant, developing countries have been trying to separate L and D from adaptation. They argue that losses from these events have not and likely cannot be adapted to. And as scientists today are able to attribute these events to climate change, and derivatively, to greenhouse gas emissions, developing countries maintain that developed countries should inherit the resultant responsibility and liability.

L and D in ratified UN texts has mostly entailed prevention and pre-disaster preparation, thus conflating L and D with adaptation. This is in the interest of developed countries that do not want any new responsibilities. The decision text accompanying the Paris Agreement even took liability and compensation for L and D off the table — and developing countries were only able to get L and D on the COP27 agenda by once again foregoing conversation about liability.

The L and D burden and responsibility

Against this backdrop, the new L and D fund introduced at COP27 seems a narrative failure, save the distinction between adaptation and L and D. Following the recommendation of the G77+China, the text finally frames L and D as post-event “rehabilitation, recovery, and reconstruction”. But it excludes mention of historic responsibility and the principle of Common but Differentiated Responsibilities (CBDR). What is more, there is no clear indication that the fund will be paid for by developed countries. The decision explores a “mosaic” of solutions, encouraging a miscellany of actors to contribute, which might simply mean a slow shift of the L and D burden onto the private sector, and perhaps even to richer developing countries such as China.

The ambiguity about responsibility is in fact carefully phrased to dilute the notion that there are distinct victims and perpetrators in the case of L and D. Once liability and CBDR are removed from L and D — in essence, an adversarial notion to hold developed nations morally and financially accountable — it risks becoming toothless: more voluntary reward than recompense.

On climate finance

COP27 also focussed on avenues for increasing finance flows to support positive climate action in developing countries.

In 2009, developed countries had promised developing countries $100 billion in climate finance annually by 2020, which still remains unmet. Developing countries expected this amount to come from public sources, though the sources were never clearly defined. And although it is a fraction of what developing countries need, it is an important symbol of trust. Much deliberation around finance has focused on assessing progress towards this goal, which developed countries now aim to meet by 2023. Lessons learned from this progress should also inform ongoing discussions around a new, enhanced developed country target that is meant to replace this $100 billion commitment by 2025. Meeting the current pledge and developing a meaningful new pledge – based on developing countries’ needs – will be important trust-building exercises encouraging greater cooperation towards climate action.

With this track record, developing countries have been keen to maintain focus on developed country obligations. Consequently, there was no discussion on Article 2.1c of the Paris Agreement, which seeks to make all finance flows compatible with low-carbon development. Developing countries feared a dilution of attention to developed country obligations, while developed countries argue that this Article can play a transformative role in mobilising the trillions actually needed to respond to climate change. Consequently, this element of the finance agenda was deferred, but is likely to be raised next year. With a growing sign that developed country public finance will, in reality, fall very short of meeting developing country needs, COP27 also saw momentum build towards encouraging finance through other channels.

Multilateral system and carbon markets

For the first time, the COP27 decision text included a call for reforming the global financial system, particularly multilateral development banks (MDBs), to make them more supportive of climate action. This, importantly, entreated MDBs to reduce the costs of borrowing for climate projects, increase finance for adaptation, and better align their operations with the Paris Agreement. In parallel, carbon markets emerged as more prominent vehicles for channelling private finance. In carbon markets, some entities sell credits by reducing their emissions below a threshold, while others buy these credits to offset emissions they are unable to reduce. Under Article 6 of the Paris Agreement, two types of markets will allow countries and companies to trade in emissions reductions. Although many questions regarding the design of these markets were addressed at COP26, discussions on unresolved issues raised concerns about whether these markets would be transparent, lead to actual emissions reductions, and risk reductions being counted twice — by the buyers and the sellers of credits. Such lack of transparency and double-counting can open the door to greenwashing.

Carbon markets are also increasingly featuring in just energy transition partnerships (JETP), which are emerging as avenues for developed countries to quickly channel finance to developing countries transitioning towards clean energy systems. As India explores such partnerships for its own energy transition, plans for using carbon credits to enable private investments raise similar risks about the sufficiency and predictability of finance; whether it can reach sectors that need more support, and whether this is an attempt by developed countries to offload responsibility.

While developing countries at COP27 wanted to focus on the public finance that developed countries should provide, the finance conversation is becoming multi-stranded and spreading to arenas outside formal negotiating channels. India will need to carefully watch these trends, and what they might imply for amounts, sources, predictability, impacts, and equity.

With the new L and D fund, the line between victim and perpetrator has been blurred. But given that all the practical mechanisms of the fund are yet to be decided, it will be interesting to see if developing countries can, in future negotiations, redraw the lines of responsibility, and perhaps even liability.

घरेलू बचत को बाहर लाने में मिलती सफलता

कई बार आर्थिक सर्वे के निष्कर्ष को गहराई से देखने पर सामाजिक बदलाव के संकेत दिखाई देते हैं। एक संस्था के ताजा देशव्यापी सर्वे में पाया गया कि पहली बार भारतीयों की पहली पसंद अब फिक्स्ड डिपॉजिट (एफडी) से ज्यादा म्युचुअल फंड हो चुका है। तीन दशक पहले एक वित्त आयोग ने सलाह दी थी कि अगर देश की विकास योजनाओं के लिए सरकार को पैसे की जरूरत है तो घरेलू बचतों को बाहर लाना होगा। गांवों के किसान और कस्बों-शहरों का मध्यम वर्ग भी बैंकों में अपना पैसा जमा करने से घबराता है और चोरों के डर से मटके में या जमीन के नीचे पैसा छुपाकर रखता है। अगर राष्ट्रीय बचत योजनाएं बेहतर ब्याज दरों के साथ शुरू की जाएं तो सरकार को नई योजनाओं के लिए पैसों की किल्लत नहीं होगी । तब सरकार ने एनएससी, किसान विकास पत्र आदि योजनाएं शुरू की थीं और राज्यों के मुख्यमंत्रियों को टारगेट दिया जाता था। लेकिन आज आम जनता भी शेयर बाजार के एक अपेक्षाकृत सुरक्षित इंस्ट्रूमेंट म्युचुअल फंड के जरिए उद्योगों के विस्तार में भूमिका निभाने लगी है और यह भी सच है कि इसमें औसत तौर पर लाभ भी एफडी जैसी अन्य योजनाओं से ज्यादा है। रिटायरमेंट प्लान और बच्चों की शिक्षा के लिए बचत करना प्रमुख ध्येय होता है। पिछले चार वर्षों में म्युचुअल फंड्स में निवेश करने वाली महिलाओं की संख्या भी दूनी हुई है।

अंतरिक्ष में भारत के निजी क्षेत्र की छलांग; 25 हज़ार करोड़ रु. का कारोबार, 155 कंपनियां आगे आईं

अंतरिक्ष में 90 किलोमीटर की उड़ान तो चंद मिनटों में खत्म हो गई। लेकिन 18 नवंबर को स्काईरूट एरोस्पेस का रॉकेट लॉन्च भारत की प्राइवेट कंपनियों के लिए बहुत बड़ी कामयाबी है। यह किसी भारतीय निजी कंपनी का पहला स्पेस मिशन था। आने वाले महीनों में कई अन्य उड़ानें इंडस्ट्री के लंबी छलांग मारने का संकेत देंगी। भारतीय स्पेस एजेंसी 26 नवंबर को दो कंपनियों द्वारा निर्मित सैटेलाइट अंतरिक्ष में छोड़ेगी। एक का निर्माण बेंगलुरू स्थित नई कंपनी पिक्सल ने किया है। यह धरती की विस्तृत इमेज भेजेगा। ध्रुव स्पेस हैदराबाद के दो सैटेलाइट बताएंगे कि कंपनी उपग्रहों को बनाने और भेजने के साथ उन्हें सफलता से चला सकती है। दिसंबर में अग्निकुल कॉस्मॉस कंपनी दूसरा प्राइवेट रॉकेट लॉन्च करेगी। अंतरिक्ष अभियानों में भारत की भागीदारी नई नहीं है। सबसे पहले 1960 के दशक में रॉकेट भेजे गए । उपग्रह प्रक्षेपणों की शुरुआत 1975 में हुई थी। चंद्रमा के लिए पहला खोजी मिशन 2008 में लॉन्च किया गया। कम लागत पर स्पेस रिसर्च के क्षेत्र में देश की प्रतिष्ठा 2013 में लॉन्च मंगल मिशन से बढ़ी है। इसका खर्च उस समय एक नाकाम स्पेस मिशन पर आई हॉलीवुड फिल्म की लागत से कम था। भारत में अंतरिक्ष अभियानों से हर साल लगभग 25 हजार करोड़ रुपए की आय होती है। यह वैश्विक आय का केवल 2% है। 155 कंपनियों ने स्पेस बिजनेस की विभिन्न गतिविधियों से जुड़ने के लिए सरकार को आवेदन दिए हैं।

गतिविधियां बढ़ने से भारत की रैंकिंग बेहतर होगी। यह 2020 में सरकारी नीति में बदलाव का नतीजा है। इससे पहले प्राइवेट कंपनियां भारतीय अंतरिक्ष अनुसंधान संगठन (इसरो) को केवल सामान की सप्लाई कर सकती थीं। अब इसरो निजी कंपनियों को रिसर्च, टेक्नोलॉजी, सुविधाएं और अनुभवी पूर्व कर्मचारी उपलब्ध कराएगा। बदलाव पर अमल के लिए एक नई स्पेस एजेंसी बनाई गई है। इससे अंतरिक्ष कारोबार में हिस्सेदारी के लिए उत्सुक कंपनियों की भीड़ लग गई है। 68 कंपनियां सैटेलाइट के पेलोड (कैमरे सहित अन्य डिवाइस) बनाना चाहती हैं, 30 अन्य कंपनियों ने रॉकेट बनाने का इरादा जताया है। 57 कंपनियां जमीनी स्टेशन बनाने या स्पेस से आई जानकारी का विभिन्न कामों में इस्तेमाल करना चाहती हैं।

भारतीय प्राइवेट सेक्टर की सफलता से निवेशक आश्वस्त लगते हैं। दुनियाभर में स्टार्टअप के लिए पैसे की कमी जैसी स्थिति भारत में भी महसूस की जा रही है लेकिन स्पेस बिजनेस इसका अपवाद है। नवंबर में सिंगापुर के सोवरीन वेल्थ फंड जीआईसी ने स्काईरूट में 400 करोड़ रुपए से अधिक निवेश किया है। = अग्निकुल को 160 करोड़ रुपए का निवेश मिल चुका है। ध्रुव का कहना है, उसने अभी हाल में अपना निवेश दोगुना बढ़ाया है। स्पेस बिजनेस में अग्रणी इंडस्ट्रियल ग्रुप महिन्द्रा एंड महिन्द्रा के शीर्ष पद से 2021 में रिटायर होने वाले पवन न गोयनका कहते हैं, स्पेस बिजनेस में ज्यादा पैसा और नई कंपनियां आ रही हैं। भारत ने अंतरिक्ष के निजी कारोबार में देर से प्रवेश किया है पर अब वह ऊंची कक्षा में जाने के लिए तैयार है।

इतिहास लेखन

मुगल सेना को धूल चटाने वाले अहोम साम्राज्य के सेनापति लचित बरफुकन की जयंती पर प्रधानमंत्री ने यह जो कहा कि हमें स्वतंत्रता के बाद भी एक षड्यंत्र के तहत गुलामी का इतिहास पढ़ाया गया, वह कितना सही है, यह इससे ही सिद्ध होता है कि पहली बार इतने बड़े पैमाने पर असम के इस योद्धा का स्मरण किया जा रहा है। आखिर इसके पहले लचित बरफुकन को इस तरह स्मरण क्यों नहीं किया गया? कोई भी समझ सकता है कि ऐसा इसीलिए हुआ, क्योंकि लचित बरफुकन और इन जैसे अन्य योद्धाओं को जानबूझकर न केवल विस्मृत किया गया, बल्कि इनमें से कुछ को तो इतिहास में भी स्थान नहीं दिया गया। यदि दिया भी गया तो एक साजिश के तहत उसे पाठ्यक्रम से बाहर रखा गया। यह किसी से छिपा नहीं कि भारत में इतिहास के नाम पर जो कुछ पढ़ाया जाता है, वह मूलतः दिल्ली का इतिहास है। इसमें भी मुगलों के इतिहास की बहुलता है। यह मानने के अच्छे-भले कारण हैं कि ऐसा एकपक्षीय इतिहास एक साजिश के तहत लिखा और पढ़ाया गया। इसके चलते देश उस गौरवशाली और उल्लेखनीय इतिहास से अनभिज्ञ रहा, जो देश के दूसरे हिस्सों में घटित हुआ।

क्या यह किसी से छिपा है कि विदेशी और बर्बर आक्रमणकारियों को तहस-नहस करने वाले सुहेलदेव, मार्तंड वर्मा, ललितादित्य जैसे वीरों के बार में भारत की नई पीढ़ी मुश्किल से ही कुछ जानती है। इसी तरह चोल, चालुक्य, काकतीय समेत दक्षिण भारत के अनेक प्रतापी वंशों की गाथा से भी हमारी पीढ़ी अनभिज्ञ ही अधिक है। राजा दाहिर जैसे शासक तो इतिहास में कहीं नजर ही नहीं आते। समस्या केवल यह नहीं कि हमें एक सीमित कालखंड का खास तरह का इतिहास पढ़ाया गया, बल्कि यह भी है कि ऐसा करते हुए ऐसे कुछ आक्रमणकारियों का महिमामंडन तक किया गया, जिन्होंने देश की अस्मिता और स्वाभिमान पर आघात किए। क्या इससे अधिक लज्जा की बात और कोई हो सकती है कि ऐसे कुछ आक्रमणकारियों के नाम पर देश की राजधानी की प्रमुख सड़कों का नामकरण भी किया गया? ऐसे नामकरण गुलामी के इतिहास को प्राथमिकता दिए जाने की पुष्टि करते हैं। कोई देश अपनी सभ्यता और संस्कृति के ऐतिहासिक नायक-नायिकाओं का गर्व से स्मरण तभी कर सकता है, जब उन्हें इतिहास में समुचित स्थान दिया जाए। भारत का इतिहास भारतीयता की जैसी अनदेखी और उपेक्षा करता है, उसकी मिसाल मिलना कठिन है। यह अच्छा हुआ कि प्रधानमंत्री ने इतिहास लेखन की विसंगतियों का उल्लेख किया। इसके पहले गृहमंत्री अमित शाह ने भी कहा था कि तोड़-मरोड़कर लिखे गए गलत इतिहास को सही करने से कोई नहीं रोक सकता। उचित यह होगा कि इस दिशा में ठोस कदम उठाए जाएं, क्योंकि इतिहास पर गौरव का बोध करके ही भविष्य को संवारने का काम सही तरह किया जा सकता है।

आधुनिकता की ओर कदम बढ़ाता सऊदी अरब

वैश्विक साइबर सुरक्षा सम्मेलन को संबोधित करने के लिए कुछ दिन पहले सऊदी अरब की राजधानी रियाद जाना हुआ। पश्चिम एशिया के इस महत्त्वपूर्ण देश की यह मेरी पहली यात्रा थी, जिसके साथ पिछले कुछ वर्षों के दौरान भारत के संबंधों का व्यापक विस्तार हुआ है। सऊदी अरब न केवल भारत का प्रमुख तेल आपूर्तिकर्ता है, बल्कि वहां बड़ी संख्या में भारतीय प्रवासी आबादी भी रहती है, जो पेशेवर और श्रमिक दोनों श्रेणियों में कार्यरत है। चूंकि इसी देश में मक्का और मदीना जैसे पवित्र स्थल हैं तो यह भारतीय मुस्लिमों के लिए हमेशा से एक पाक जगह रही है और वे हज के लिए निरंतर वहां जाते रहे हैं।

हाल के वर्षों में संबंधों के स्तर पर उसने एक भू-राजनीतिक बढ़त हासिल की है, क्योंकि यह देश तेल से इतर अपनी अर्थव्यवस्था के विविधीकरण की संभावनाएं तलाशने पर जोर दे रहा है, पश्चिम एशियाई क्षेत्रों में व्यापक प्रभाव बढ़ा रहा है और अधिक प्रगतिशील एवं आधुनिक देश बनने की राह पर है। यह एक एकाकी, द्वीपीय, गहन रूढ़िवादी और यहां तक कि एक कट्टरपंथी इस्लामिक देश की अपनी छवि से तेजी से पीछा छुड़ा रहा है। मध्यकालीन प्रथाओं, सख्त पितृसत्तात्मक प्रावधानों से बनने वाली वह सामंती राज्य की धारणा जो सशंकित एवं उल्लासरहित परिवेश बनाती है, उससे मुक्ति के सचेत प्रयास जारी हैं।

सम्मेलन में सत्रों के दौरान और उसकी संचालन गतिविधियों में बड़ी संख्या में महिलाओं की भागीदारी देखकर अचरज हुआ। हालांकि, उनमें से अधिकांश ने हिजाब पहना हुआ था तो तमाम ऐसी भी थीं, जिन्होंने हिजाब नहीं पहना था। सऊदी साइबर सुरक्षा मंत्री और संचार मंत्री दोनों ने इस बात पर गर्व किया कि इस हाइ-टेक क्षेत्र में सऊदी महिला पेशेवरों की संख्या लगातार बढ़ने पर है। उन्होंने दावा किया कि यह उनकी नीति का हिस्सा है कि महिलाओं को इनमें और ऐसे ही अन्य क्षेत्रों में बराबर भागीदारी के लिए प्रोत्साहन दिया जाए।

सम्मेलन के दौरान जिन सऊदी प्रतिभागियों से मेरी जान-पहचान हुई, उन्होंने स्वीकार किया कि देश में बड़े बदलाव मौजूदा युवराज और अब प्रधानमंत्री बन चुके मोहम्मद बिन सलमान (जो आम तौर पर एमबीएस के उपनाम से लोकप्रिय हैं) के दौर में हुए हैं, जिन्होंने 2017 में अपने पिता किंग सुलेमान से सत्ता संभाली। उन्होंने कहा कि सबसे उल्लेखनीय परिवर्तन महिलाओं के दर्जे में आया है। बुर्का या हिजाब पहनने की कोई अनिवार्यता नहीं रह गई और परिधान को लेकर सख्ती बरतने वाली बेहद डरावनी मॉरल पुलिस इकाई को भंग कर दिया गया है। न ही किसी महिला के लिए यह आवश्यक रह गया है कि सार्वजनिक स्थल पर वह किसी पुरुष रिश्तेदार के साथ ही नजर आए। सऊदी महिलाएं शहर में गाड़ी चलाते हुए रेस्तरां और कॉफी शॉप में अकेले या अन्य महिला और पुरुष साथियों के साथ जा रही हैं। सार्वजनिक प्रतिष्ठानों में लैंगिक आधार पर कोई अलगाव नहीं रह गया है। शहर को मनोरंजन एवं सुकूनदेह गतिविधियों के केंद्र के रूप में स्थापित करने के सुनियोजित-सुविचारित प्रयास हो रहे हैं। मैं बुलवार्ड भी गया। यकीनन यह दुनिया के सबसे बड़े मनोरंजन पार्कों में से एक होगा। वहां डिजाइनर दुकानें, रेस्तरां एवं गेम और ओपन-एयर पॉपुलर म्यूजिक कंसर्ट्स की व्यवस्था थी। वहां सऊदी परिवारों का भारी जमावड़ा था। महिलाओं और पुरुषों के उत्साही समूह थे, जो वहां उपलब्ध गतिविधियों का पूरा लुत्फ उठा रहे थे, जैसा कि दुनिया में कहीं भी देखने को मिल सकता है। अब सालाना रियाद फेस्टिवल भी आयोजित होने लगा है, जिसमें तमाम अंतरराष्ट्रीय सितारे और कलाकार-फनकार भाग लेते हैं, जिनमें हमारे देसी सलमान खान भी शामिल हैं। पुराने घिसे-पिटे तौर-तरीकों से सोच-समझकर पीछा छुड़ाया जा रहा है।

वैश्विक साइबर सुरक्षा सम्मेलन भी देश को अंतरराष्ट्रीय सम्मेलनों के लिए एक मंच के रूप में प्रस्तुत करने का पड़ाव था। सम्मेलन का बुनियादी ढांचा आधुनिक एवं सक्षम था, जिसमें अद्यतन ऑडियो-विजुअल एवं डिजिटल तकनीक का उपयोग किया गया। सऊदी अरब साइबर सुरक्षा में एक अनपेक्षित अग्रणी देश के रूप में उभरा है। अंतरराष्ट्रीय दूरसंचार संघ (आईटीयू) के वैश्विक साइबर सुरक्षा सूचकांक में अमेरिका के बाद दूसरा स्थान उसी का है। सऊदी अरब ने भारी पैमाने पर वित्तीय एवं मानव संसाधन इस दिशा में लगाए हैं, विशेषकर अपने महत्त्वपूर्ण तेल उत्पादन और आपूर्ति श्रृंखला पर हुए हैकिंग और मैलवेयर हमलों के बाद उसने इस मोर्चे को और मजबूत बनाया है। आईटीयू के जिस सूचकांक में सऊदी अरब दूसरे पायदान पर है, उसमें भारत अभी दसवें स्थान पर है। मुझे उद्घाटन पैनल में बोलने के लिए कहा गया। उसमें मेरे साथ सुविख्यात भौतिकशास्त्री एवं विज्ञान को लोकप्रियता दिलाने वाले मिशियो काकू और एक साइबर मनोवैज्ञानिक मैरी ऐकेन भी मौजूद रहे। मैरी ऐकेन ने ‘द साइबर इफेक्ट’ नाम से बहुप्रशंसित किताब भी लिखी है।

मिशिओ काकू को सुनना बड़ा दिलचस्प था, जिन्होंने तर्क दिया कि सिलिकन एवं डिजिटल तकनीकों का दौर अब अंत के पड़ाव की ओर है और हम कहीं रोमांचक एवं अथाह शक्तिशाली क्वांटम कंप्यूटिंग की दहलीज पर हैं। उन्होंने भविष्यवाणी की कि एक दशक के भीतर अमेरिका में सिलिकन वैली बिल्कुल उसी प्रकार से अपनी आभा खो देगी, जैसे नए डिजिटल दौर के उभार में औद्योगिक विनिर्माण की गति हुई। आधुनिक कंप्यूटर पुराने जमाने की डिवाइस जैसे हो जाएंगे।

दूसरी ओर प्रोफेसर ऐकेन ने अत्यंत भाव-प्रवण अंदाज में कहा कि कैसे सम्मेलन में तकनीक के संचालन को लेकर तो बात हुई, लेकिन इस पर बमुश्किल ही कोई चर्चा हुई कि तकनीक कैसे उन पहलुओं का अवमूल्यन एवं विरूपण कर रही है, जो मूलभूत रूप से मानवीय हैं। उन्होंने कहा कि तीन से पांच वर्ष की आयु में सोशल मीडिया और वर्चुअल संसार तक पहुंच से एक ऐसी पीढ़ी का निर्माण हो रहा है, जो मानव से मानव संपर्क एवं संवाद करने में अक्षम है। अधिकांश मामलों में अभिभावक ही बच्चों को नई डिवाइस एवं मीडिया को अपनाने के लिए प्रोत्साहित करते हैं, जिसके पीछे यही मिथ्या धारणा होती है कि ऐसा करके वे अपने बच्चों को नए दौर के लिए आवश्यक कौशल प्रदान करने की दिशा में उनका सशक्तीकरण कर रहे हैं। उन्होंने मनोवैज्ञानिक प्रभावों की तुलना महामारी से की।

सम्मेलन में साइबर क्षेत्र से जुड़े विभिन्न पहलुओं पर चर्चा हुई। स्पष्ट है कि यह एक अराजक क्षेत्र बना हुआ है और जो फिलहाल इससे जुड़ी क्षमताओं में अग्रणी हैं, उनकी भी इसमें अनुरूपता स्थापित करने की तैयारी कम है। इसमें किसी कानूनी ढांचे को तो छोड़ ही दीजिए प्रावधान बनाने और आचार-संहिता निर्माण पर भी सहमति कम है। साइबर क्षेत्र में तकनीक उद्दीपित होकर असंगत परिणामों के साथ प्रभावों की गति बढ़ाती है। राजनीति धीरे-धीरे पीछे छूट रही है। नीति-निर्माताओं और नीति-नियंताओं के स्तर पर पर्याप्त साइबर साक्षरता का अभाव है और मानवता के समक्ष इस चुनौती के अनुपात में जागरूकता की कमी को केवल वैश्विक सामूहिक प्रयासों से दूर किया जा सकता है। अफसोस की बात है कि हम अभी भी एनालॉग लड़ाई लड़ रहे हैं, वह भी तब जबकि डिजिटल क्वांटम की राह प्रशस्त करता है।

राजनीति में अपराधी

राजनीति में धनबल और बाहुबल के बढ़ते प्रभाव को लेकर लंबे समय से चिंता जताई जाती रही है। इस पर सर्वोच्च न्यायालय ने भी रोष प्रकट किया था। निर्वाचन आयोग ने इसे रोकने के लिए राजनीतिक दलों से उपाय करने की अपील की थी, मगर इसका कोई असर नजर नहीं आया। हर बार लोकसभा और विधानसभाओं के चुनाव में प्रत्याशियों और निर्वाचित होकर आने वालों में आपराधिक पृष्ठभूमि के लोगों की संख्या कुछ बढ़ी हुई ही दर्ज होती है। इसका ताजा उदाहरण गुजरात विधानसभा के चुनाव हैं। अभी इसके पहले चरण के लिए पर्चे भरे गए हैं, जिसमें नवासी सीटों पर इक्कीस फीसद प्रत्याशी आपराधिक छवि के उतरे हैं। पिछले चुनाव में इनकी संख्या पंद्रह फीसद थी। अभी दूसरे चरण की प्रक्रिया शुरू होगी तो इस संख्या में कुछ कमी-बेशी हो सकती है। हैरानी की बात है कि कोई भी राजनीतिक दल ऐसा नहीं है, जिसने आपराधिक पृष्ठभूमि के प्रत्याशियों से परहेज किया हो। यहां तक कि राजनीतिक शुचिता का दम भरने वाली आम आदमी पार्टी ने सबसे अधिक, तेरह फीसद प्रत्याशी, आपराधिक पृष्ठभूमि के खड़े किए हैं। खुद प्रत्याशियों ने अपने हलफनामे में यह बात स्वीकार की है। उसके बत्तीस में से छब्बीस उम्मीदवारों पर गंभीर अपराध के मुकदमे दर्ज हैं। इसी तरह कांग्रेस के अठारह और भाजपा के ग्यारह उम्मीदवारों पर गंभीर अपराध के मुकदमे चल रहे हैं।

राजनीति में कई बार प्रतिद्वंद्वी दलों द्वारा रंजिश के चलते या सबक सिखाने की गरज से नेताओं पर मुकदमे थोप दिए जाते हैं। आंदोलनों आदि के दौरान भी उन पर मुकदमे दर्ज होते हैं। ऐसे मामलों को राजनीति से प्रेरित मान कर प्राय: नजरअंदाज कर दिया जाता है। मगर हत्या, बलात्कार, सार्वजनिक धन का गबन, चुनाव संबंधी अपराध, जिनमें पांच साल से अधिक कैद का प्रावधान है, गंभीर अपराध की श्रेणी में आते हैं। राजनीतिक दलों से अपेक्षा की जाती है कि ऐसे लोगों को चुनाव मैदान में उतारने से परहेज करें। मगर आजकल राजनीतिक दलों का जोर प्रत्याशियों के चरित्र पर नहीं, उनके जीतने की संभावना पर रहता है, इसलिए वे दबंग किस्म के लोगों को ज्यादा अनुकूल पाते हैं। यही हाल धनबल वालों का है। जिसके पास अधिक धन है, जो किसी भी राजनीतिक दल को आर्थिक रूप से अधिक मदद करने में सक्षम हैं, उन्हें राजनीतिक दल चुनाव का टिकट पकड़ा देते हैं। अक्सर गंभीर आपराधिक पृष्ठभूमि वालों के पास धनबल भी अधिक होता है और राजनीतिक संरक्षण पाने की मंशा से जीत की संभावना वाले राजनीतिक दल का दामन थाम लेते हैं। उनमें से बहुत सारे चुनाव जीत भी जाते हैं।

राजनीति में आपराधिक छवि के लोगों की बढ़ती पैठ इसलिए चिंता का विषय है कि उनके सत्ता में आने से न सिर्फ उन पर चल रहे मुकदमों में न्याय प्रभावित होता, बल्कि भ्रष्टाचार पर अंकुश लगाना चुनौती बना रहता है। फिर सबसे बड़ा लोकतांत्रिक सैद्धांतिक सवाल सदा अनुत्तरित रह जाता है कि जिन लोगों को खुद कानून की परवाह नहीं, उन्हें कानून बनाने का अधिकार ही क्यों दिया जाना चाहिए। मगर चूंकि साफ-सुथरी छवि वालों की अपेक्षा धनबल और बाहुबल वाले मतदाताओं पर दबाव बनाने और उन्हें रिझाने में अधिक कामयाब देखे जाते हैं, इसलिए राजनीतिक दल उनसे निकटता रखने में परहेज नहीं करते। कुछ तो राजनीति में दबंगई एक बड़े मूल्य की तरह स्थापित होती गई है, इसलिए भी राजनीतिक पार्टियां ऐसे लोगों को अपने साथ जोड़े रखती हैं। मगर इस प्रवृत्ति से लोकतंत्र को कितना नुकसान पहुंचता है, इस पर सोचने का मौका किसी दल के पास नहीं है।
