Dubey’s death raises hard questions

In typical ham-handed fashion, police have attempted to woo the court of public opinion after a massive law and order failure. If it was Telangana police last November after failing to prevent a gangrape-murder, this time it’s Uttar Pradesh police. Questions about gangster Vikas Dubey’s reign of impunity weren’t even answered before the narrative shifted to his sudden encounter killing. The amateurishness of his arrest and subsequent proceedings – failure to handcuff a notorious criminal, a suspicious looking accident, and Dubey’s improbable attempt to flee before being gunned down – would put even a bad Bollywood drama to shame.

This narrative closure shouldn’t be used to duck inconvenient questions, such as on the role played by criminals in politics, or on the political patronage available to bahubalis. It’s an open secret that bahubalis raise or help to park unaccounted money required for political campaigns, bring out voters in elections, and silence opposing voices. In return, they demand protection from authorities and servitude of masses, both obtained easily in a dysfunctional state. When they cross the line and invite national dismay – Dubey certainly did so by killing eight policemen – they become dispensable. That seems to be the most plausible explanation for Dubey’s long run of impunity, starting from when he shot dead a BJP minister in broad daylight, inside a police station, in 2001.

There are many who defend encounter killings, pointing to the broken justice system in exoneration. It’s important to recognise, however, that encounter killings too contribute to the breakdown of justice. That way we never get to know who the political patrons of powerful criminals are, nor how many moles they have within the police force. Dubey’s interrogation, subsequent investigation and prosecution in a court of law could have netted the big fish. With control of UP’s home ministry, this one lands at chief minister Yogi Adityanath’s door.

Misogyny hits gold

Crime is crime. Gender shouldn’t matter

Kerala is now rocked by a new scandal – four people are accused of smuggling 30 kilos of gold as diplomatic baggage. The prime suspect, Swapna Suresh, was formerly employed at the UAE consulate, and earlier as a marketing officer for a company linked to the state’s IT department. Chief minister Pinarayi Vijayan’s principal secretary has resigned, for being seen to be associated with her.

Whatever the facts of the case, Kerala’s patriarchal society is following its own familiar script – avidly digging out details of her personal life, displaying its prurient fascination in her choices. Once women are perceived as being outside the cage of ‘respectability’, they are fair game. It becomes impossible to separate the moralising from the facts of the crime or women’s sexual agency from its political implications. The constant associating of a woman’s rapid success with her seductive hold over men, the ‘natural’ wielders of power, is a reflection of patriarchal logic, and entrenches it further.

Any woman who does well in the world can be automatically dismissed through this lens, and men are encouraged to keep a careful distance, harming all women. A crime is a crime – whether it is smuggling gold or cheating investors with false claims. When the alleged criminal is a woman, it remains just that mundane crime. It should not be an occasion for lewd speculation.

Big boost to India’s solar power dreams

PM Narendra Modi dedicating to the nation the 750-MW Rewa Ultra Mega Solar Project, Asia’s biggest, is a notable milestone for renewable energy. By gainfully transforming our massive solar potential and stepping up clean power, we are rightly boosting energy security. Notice that by reaping scale economies in over 40 solar parks nationwide, and via competitive bidding, solar tariffs have tumbled to as low as ₹2.36 per kWh recently.

However, several policy challenges loom, as we strive to meet the 2015 target of 100 GW of solar power by 2022. Solar power capacity is now over 37 GW, and a welcome complement to conventional power plants, true. But we have thoroughly neglected solar rooftop capacity, with its sub-target of 40 GW. In fact, the rampant revenue leakage in power distribution across the land essentially precludes the distribution companies (discoms) from going ahead with solar rooftop capacity. Barely 2 GW of rooftop solar capacity has seen the light of day, given financially moribund discoms. It is a double whammy. As a recent Reserve Bank of India working paper points out, state government guarantees for rising off-budget borrowings, mostly by the concerned state power utilities, have hugely increased the risks of debt sustainability. The paper notes that, on average, power utilities account for 60% of total outstanding guarantees provided by the states. But, for large states like Uttar Pradesh, Tamil Nadu and Rajasthan, guarantees for extra-budgetary funding for the respective discoms are 80% of the total! For other states, like Maharashtra and Bihar, the figure is fast rising too. If the guarantees are invoked, state finances would gravely deteriorate.

Hence the pressing need for distribution reforms to put paid to runaway populism in power and the levy of reasonable user charges. The political patronage of routine theft and reckless giveaways simply must stop. As we phase out imports of solar panels from China, it’s clear that distribution reforms can no longer remain on the policy backburner. Green power will remain elusive, without discoms’ financial health.

Vikas Dubey: Argument for radical reform

Vikas Dubey, dead or alive, is a symptom of malignancy in the polity — of criminalisation of politics and democracy being subjugated to the power of money and muscle. The killing of a father-son duo in Tamil Nadu in police custody might seem far removed from the death in police custody of a notorious criminal whose men had gunned down eight policemen. But they are interlinked by a common failure of politics and of the police system.

Dubey, the symptom, has died, but the disease thrives. Santosh Shukla was a minister in the BJP-led government headed by Rajnath Singh when, in 2001, Shukla was shot dead, allegedly by Vikas Dubey, inside a police station at Shivli. No policemen came forward to testify, Dubey was eventually discharged. Uttar Pradesh and Bihar have a history of Bahubali — musclemen who become local extortionists, criminals and champions of their caste’s social power — turning into political leaders and using the levers of state power to further their criminal enterprise and suppress rivals. Bahubalis continue to be fielded as candidates by all parties, some win. When the police are expected to function according to the whims of political leaders, rather than the law, they lose accountability and gain arbitrary power over the citizenry. Deaths in police custody are a corollary.

India cannot evolve as a polity or as an economy when extra-legal power holds sway in many parts of the country. The people must stop electing criminals as their representatives and parties must stop relying on them to muster support. At the same time, the recommendations of multiple Police Commissions must be implemented, to professionalise the force. The police must be accountable to a committee of the legislature and the human rights watchdog, apart from the executive, to give it autonomy.

The creation of Vikas Dubey

Vikas Dubey’s life, and death, point to the undermining of the authority of state, politicisation of police force.

Vikas Dubey was a Frankenstein waiting to happen. When I joined the police in 1953, I could not have dreamt that such a criminal would be created in India. There were criminals in those days also, and there were gang lords. But they were afraid of the police and respected their authority. No criminal would dare to attack the police, least of all ambush and decimate a police party led by a senior officer.

How did Vikas Dubey, a local hoodlum whose territory did not extend beyond a couple of districts in Uttar Pradesh, lose all respect for the police and authority of the state? The answer is not difficult to formulate. All the classical signs of decay of the judicial system, because of the politicisation of the institutions of governance, were long visible to even those outside this system.

The police is the first port of call for any citizen who wants to put the criminal law in motion. The prosecutor, defence lawyers and judges come next in the chronological order. If the first stakeholder in the system is influenced by money or by political pressure, the complaint itself is jinxed. The SHO will hum and haw, offer 20 or more reasons for avoiding registering the FIR that is needed to put the law in motion.

If the FIR is indeed registered, the fate of the investigation is doomed from the start. Statements of witnesses will not be recorded correctly or enough lacunae will be left for the defence to exploit. The SHO and investigation officers often decide to protect the offender due to monetary inducement or because they feel that it is in their interests to please their political masters. If an officer has secured his posting through a patron with political interests, as is routinely happening these days, you can be assured that the culprits will get away if they approach the right person for protection.

The politicians in charge soon after Independence did not interfere in crime investigations. The change happened four or more decades later, at least in Maharashtra of which I have personal experience. I am not sure of the states in north India. Perhaps, the process of political meddling and patronage afforded to corrupt officials may have started earlier there. But in Mumbai, I can affirm that the nexus between criminals, the police and the politicians was visible only in the Eighties. Even then, the political class was not brazen about patronage.

The criminals offer not only money to fight elections, they also provide muscle power. The temptation to accept their services is so great that most political parties gratefully accept their help. Since they control the appointments and postings, they oblige police officers who seek their intervention. Once the officers are posted through the political route they are obliged to their patron. The politicisation of the force is complete if lobbying plays a role in the appointment of the police chief.

This is what is happening in all the states of the country. In my home state, the politicians still respect officers with integrity and self-respect — the ones who keep corruption in check. Criminals have less scope to operate when one leg of the three-legged stool is wobbly. If the police is led by self-respecting individuals, there is a much greater chance that criminals will not be so emboldened. But if politicians are powerful personalities who have their way in all aspects of policing, the political class decides postings and transfers, and ultimately the performance of the force.

It is necessary to elaborate this process of politicisation of the police force to explain how principles of good governance are discarded and policemen become marauders themselves or simply allow marauders to operate. Vikas Dubey, who did not give a tuppence for the men in khaki and flourished all these years because of political and police patronage, would not have risen in the hierarchy of criminals if he had been bottled up in the infancy of his chosen career.

The National Police Commission had seen the signs on the wall. In the early Eighties, it had recommended a process of selecting top officers to man the cutting-edge leadership jobs in the force. The Supreme Court had given its imprimatur to its suggestions. But no political party is willing to loosen its stranglehold on policing. And until this stranglehold is loosened, Vikas Dubeys will appear on the scene more frequently.

The end of Dubey came in a manner many people had apprehended. He died while trying to escape from a vehicle in which he was being transported, which toppled over and yet allowed Dubey to emerge unhurt. Nobody will accept this explanation but even then, a lot of people are likely to applaud the police and the UP Chief Minister Yogi Adityanath, who had openly boasted of controlling crime by the encounter method. He forgets that by using this shortcut he is ensuring the rise of enterprising policemen, who have become law breakers instead of law keepers.

Court must rule

Otherwise, police, often at behest of their masters, will continue to kill the accused — and continue to get away

In the Vikas Dubey case, the sequence of events casts the onus on the Uttar Pradesh police to prove its innocence. A day after the dreaded gangster, on the run since the killing of eight policemen in an ambush in Kanpur last Friday, was arrested in a temple in Ujjain, he was shot by the police as he purportedly tried to escape from custody. Just like five of his alleged accomplices in the past few days. Dubey died later in hospital, but grave questions remain. The official narrative of the events of Friday morning — a car accident, an attempted escape and a police firing in self-defence — invites distrust. This was a drama starring a criminal who, by all accounts, knew too much. There are signs of police complicity in the gangster’s success in evading the law so far, and loud murmurs of his connections to politicians in high places. There is, also, a thriving “encounter culture” and police impunity in UP. It is sanctioned by the ruling regime, and shored up by the apparent lack of popular outrage at extra-judicial killings, if not outright popular support for such summary executions, and impatience with fundamental principles of criminal justice. Indeed, in a country governed by the rule of law, the UP Police has much to explain. But if it resists and refuses — as police forces in these situations do — the court must step in.

In the past, the court has spoken on encounters and extra-judicial killings in which there is a perverse inversion of the norm — the FIR is usually filed against the killed, not the killers. In 2009, a five-judge bench of the Andhra Pradesh High Court, a state that has a bloody record of encounter killings, made it mandatory for the police to register an FIR against police officers after every “encounter” death and held that a judicial magistrate would decide the next steps. The Supreme Court framed guidelines to be followed in “encounter” cases in People’s Union for Civil Liberties v State of Maharashtra, (2014). But ambiguity in wording, and a hard-to-get requirement of government sanction to prosecute police officers have conspired to ensure that police impunity is not dented. Other countervailing institutions have not lived up to their role. The National Human Rights Commission, for instance, laid out guidelines of its own in such cases in 1997, but these have not been taken seriously. The culprit, in part, is the NHRC’s inadequate infrastructure, and partly institutional listlessness. Almost 27 years after it came into existence, it fits the cliche most often used to describe it — “toothless tiger”.

It falls on the Court, therefore, to follow through. The SC already has a template — in cases of corruption, the court stepped in to direct systemic overhaul, and to mandate judicial oversight of prosecution. Its decision in Vineet Narain vs Union of India in 1998 set an example. It has asserted its power to monitor investigations, pass interim orders, appoint amicus curiae, continually hold investigative agencies accountable. This should be emulated in the case of the extra-judicial killing and police excess. Otherwise, each encounter death is, effectively, the police — and the state — thumbing their nose at the court and the rule of law.

Do we need a fiscal council?

An institutional behemoth with such a wide job chart will likely add more to the noise than to the signal

The government needs to borrow and spend more now in order to support vulnerable households and engineer economic recovery. But that will mean a steep rise in debt which will jeopardise medium-term growth prospects, an issue prominently flagged by all the rating agencies in their recent evaluations. It is possibly the fear of market penalties that is holding the government back from opening the money spigots.

Many economists have faulted the government’s fiscal stance, arguing that this is no time for restraint; the government should spend more to stimulate the economy by borrowing as may be necessary, but at the same time come out with a credible plan for fiscal consolidation post-COVID-19 in order to retain market confidence. But will the market be persuaded by the government’s assurance of future good conduct? Like St. Augustine who prayed, “god, give me continence, but not yet!,” will the markets instead see the government as asking, “god, give me fiscal rectitude, but not yet?” Not necessarily, say the commentators. The government can signal its virtue by establishing some new institutional mechanism for enforcing fiscal discipline, such as for example a fiscal council. The suggestion of a fiscal council actually predates the current crisis. It was first recommended by the Thirteenth Finance Commission and was subsequently endorsed by the Fourteenth Finance Commission and then by the FRBM (Fiscal Responsibility and Budget Management) Review Committee headed by N.K. Singh.

Present in 50 countries

According to the International Monetary Fund (IMF), about 50 countries around the world have established fiscal councils with varying degrees of success. Abstracting from country-level differences, a fiscal council, at its core, is a permanent agency with a mandate to independently assess the government’s fiscal plans and projections against parameters of macroeconomic sustainability, and put out its findings in the public domain. The expectation is that such an open scrutiny will keep the government on the straight and narrow path of fiscal virtue and hold it to account for any default.

Do we really need a fiscal council? Sure, we do have a chronic problem of fiscal irresponsibility, but is a fiscal council the answer? Recall that back in 2003 when FRBM was enshrined into law, we thought of that as the magic cure for our fiscal ills. The FRBM enjoins the government to conform to pre-set fiscal targets, and in the event of failure to do so, to explain the reasons for deviation. The government is also required to submit to Parliament a ‘Fiscal Policy Strategy Statement’ (FPSS) to demonstrate the credibility of its fiscal stance. Yet, seldom have we heard an in-depth discussion in Parliament on the government’s fiscal stance; in fact the submission of the FPSS often passes off without even much notice. If the problem clearly is lack of demand for accountability, how will another instrumentality such as a fiscal council for supply of accountability be a solution? It can be argued that a fiscal council will in fact be a solution because it will give an independent and expert assessment of the government’s fiscal stance, and thereby aid an informed debate in Parliament. A fair point, but do we need an elaborate permanent body with an extensive mandate for this task?

The council’s mandate

Consider for example the model suggested by the FRBM Review Committee. As per that, the fiscal council’s mandate will include, but not be restricted to, making multi-year fiscal projections, preparing fiscal sustainability analysis, providing an independent assessment of the Central government’s fiscal performance and compliance with fiscal rules, recommending suitable changes to fiscal strategy to ensure consistency of the annual financial statement and taking steps to improve quality of fiscal data, producing an annual fiscal strategy report which will be released publicly.

An institutional behemoth with such a wide job chart will likely add more to the noise than to the signal. For example, the fiscal council will give macroeconomic forecasts which the Finance Ministry is expected to use for the budget, and if the Ministry decides to differ from those estimates, it is required to explain why it has differed. As of now, both the Central Statistics Office (CSO) and the Reserve Bank of India (RBI) give forecasts of growth and other macroeconomic variables, as do a host of public, private and international agencies. Why should there be a presumption that the fiscal council’s forecasts are any more credible or robust than others? Why not leave it to the Finance Ministry to do its homework and defend its numbers rather than forcing it to privilege the estimates of one specific agency? Besides, forcing the Finance Ministry to use someone else’s estimates will dilute its accountability. If the estimates go awry, it will simply shift the blame to the fiscal council.

Another argument made in support of a fiscal council is that in its role as a watchdog, it will prevent the government from gaming the fiscal rules through creative accounting. But there is already an institutional mechanism by way of the Comptroller and Auditor General (CAG) audit to check that. If that mechanism has lost its teeth, then fix that rather than create another costly bureaucratic structure.

Starting it small

Let us, despite my arguments above, grant that a fiscal council will indeed add value. Then the way forward is to start small and scale it up if it proves to be a positive experience. I would suggest the following low cost and reversible start-up.

A week before the scheduled budget presentation, let the CAG, a constitutional authority, appoint a three-member committee for a five-week duration with a limited mandate of scrutinising the budget after it is presented to Parliament for its fiscal stance and the integrity of the numbers, and give out a public report. The CAG’s office will provide the secretarial and logistic support to the committee from within its resources. The Finance Ministry, the RBI, the CSO and the Niti Aayog will each depute an officer to serve in the secretariat. The committee will be wound up after submitting its report leaving no scope for any mission creep.

Bureaucratic expansion is a one way street. It is wise to cross the river by feeling the stones.

In the name of ‘cooperative federalism’

There is a huge gap between what the 14th Finance Commission promised to States and what they have received

India is in the midst of the Bharatiya Janata Party (BJP)’s decade of governance. The previous time one party dominated for nearly 10 years was four decades ago, when the Congress had brute majorities between 1980 and 1989. In that period, the tussle for the rights of States was focused on Article 356. Using pliant Governors, regional party governments were politically destabilised. There was lip service paid to the report of the Justice R.S. Sarkaria Commission on Centre-State relations, but its spirit was twisted.

History is repeating itself but much more cripplingly. The principal tool of combating State governments is no longer Article 356. Once more a well-meaning report, the report of the 14th Finance Commission, is being cited, but it is also being sabotaged step by step. And all this is being done while supposedly upholding “cooperative federalism”. This began well before COVID-19, but the pandemic and its economic disruption have brought things to an edge.

Delayed payments

The 14th Finance Commission report was accepted in 2015 with the promise that it would devolve more finances to the States. As part of the process, States would have new responsibilities, especially in the social sector. Two years later, the introduction of the Goods and Services Tax (GST) regime was also justified as a grand bargain that would eventually leave all States better off.

In reality, tax devolution to States has been consistently below 14th Finance Commission projections. One reason for this has been the economic slowdown, caused primarily by the Central government, and lower-than-expected GST collections. The shortfall in GST collection for 2018-2019 was 22% when compared to projections. Payments have been delayed as well. For example, Centre owed States about ₹35,000 crore as GST compensation for December 2019 and January 2020, which was only paid in June 2020 after a delay of more than five months.

The Centre has imposed a series of cesses, which are not part of the divisible pool and not shared with the States. There are now rumours of a COVID-19 cess as well. According to a study by the Centre for Policy Research, there is a ₹6.84 lakh crore gap between what the 14th Finance Commission promised to States and what they have received. And while this has happened, the nature of public spending in India has undergone a massive shift. In 2014-2015, States undertook programmes and projects spending 46% more than the Central Government; today the figure is 64%. Despite this, the Centre’s fiscal deficit exceeds the consolidated State deficit by 14%! India is paying for a profligate Centre.

The COVID-19 situation has deepened the crisis. According to a

State Bank of India report, the collective loss to GSDP due to the pandemic is ₹30.3 lakh crore or 13.5% of GSDP. States are being required to spend more to help common citizens and save livelihoods. The Centre is providing almost negligible support. In West Bengal, as of June 30, the State government had spent ₹1,200 crore in fighting COVID-19. The Centre has given ₹400 crore under the National Health Mission and to the State Disaster Response Mitigation Fund, but absolutely nothing specifically for the pandemic.

Cyclone Amphan, the worst cyclone in Bengali memory, devastated 2.8 million houses and 1.7 million hectares of farm land. The loss was estimated at ₹1.02 lakh crore. The Mamata Banerjee government in Kolkata immediately released ₹6,250 crore; the Centre has offered just ₹1,000 crore.

Following the pandemic, the Ministry of Finance has asked all Union Ministries to cut expenditure. The immediate impact is being felt by States, and grants-in-aid are drying up. Crucial rural development programmes have come to a standstill.

The Union Rural Development Ministry is supposed to transfer Rs. 4,900 crore to West Bengal in 2020-21 for projects to be undertaken by panchayati raj institutions. A quarter of the financial year has passed but not a single paisa has come. Around 70% of this money is meant for gram panchayats and 30% for panchayat samitis and zilla parishads. This formula came after a recommendation from Chief Minister Mamata Banerjee, which the Prime Minister accepted. The funds are meant for building roads, culverts and bridges, local drinking water projects and similar schemes that create jobs and help village economies. All this has come to a halt.

Overall if one considers dues for Centrally-supported schemes (₹36,000 crore); the cut in devolution of funds (₹11,000 crore); outstanding GST receipts (₹3,000 crore); and dues for food subsidies and other heads (₹3,000 crore), the Centre owes West Bengal ₹53,000 crore. I can’t speak for all States but for West Bengal this is a huge burden, especially in a calamity-hit year such as 2020.

FRBM provisions

As they put more money into people’s hands, governments across the world are struggling to meet fiscal deficit targets this year. In India, even States that have maintained fiscal discipline in recent times have had to cope with needs of suffering citizens and spend more under essential, social sector heads. The fiscal deficit for States, collectively, is inevitably going to breach the projection of 2.04%.

As per provisions of the Fiscal Responsibility and Budget Management (FRBM) Act, the Gross State Domestic Product (GSDP) can actually accommodate a fiscal deficit of 3%. The States have respected the limit for years and the projection for 2020-21 reflected this. Now, post-pandemic, this limit will be crossed. The FRBM has an “escape clause” that allows for a one-time relaxation of the fiscal deficit threshold upto 0.5% in a time of exigency. The escape clause has been utilised by the Centre but it has proven woefully insufficient in addressing the current crisis.

Fiscal policymakers and technocrats agree that the rigidity of the FRBM has to be revisited. It should allow for greater flexibility and consultation as to when and how the “escape clause” can be applied. This goes beyond the current COVID-19 situation, but has come to light because of it — and because the Centre has gone in for subjective interpretation, imposing conditions that are outside the scope of the FRBM.

In theory, the Centre has raised the fiscal deficit limit for States, under the FRBM, from 3% to 5%. But only 0.5% of this rise is unconditional. The remaining 1.5% is dependent on fulfilling certain unrealistic and impractical measures — including privatisation of power distribution, and enhancing revenues of urban local bodies.

States are being set up for failure. This is the true picture of the BJP’s “cooperative federalism”.

Crime as punishment

The state must get tough on crime, but the police should not be allowed to break the law

The Uttar Pradesh Police’s account of the killing of Kanpur gangster Vikas Dubey on Friday, even if taken at face value, is a startling admission of serious ineptitude. But the official narrative, as it stands, stretches the bounds of credulity to an astonishing extent. The possibility that his death is officially sanctioned retribution for the murder of eight policemen who were part of the team that went to arrest him on July 3 is hard to dismiss out of hand. Without a doubt, Dubey’s death in an ‘exchange of fire’ while he was ‘trying to flee’ after the police vehicle in which he was being taken ‘met with an accident’ is also extremely convenient for many; it puts a lid on the sordid tale of his violent rise to power and influence, which was nourished by a wider network of patrons, including some in the police force. A hardened criminal, who had 62 cases against him before his gang allegedly shot dead eight policemen last week, was supposedly being transported without handcuffs; he snatched weapons from those escorting him, according to the police version of the incident. Indeed, this is no more than a self-indictment of the state police, whose conduct has raised far too many questions in the recent past. There is no good explanation for driving such a suspect through the night across more than 600 km from Ujjain in Madhya Pradesh where he was arrested on Thursday. The brutal last episode of Dubey’s serial crimes should be no defence if the shooting turns out to be an extra-judicial killing.

Any demand of probity and accountability in police and military is often contested on the supposed ground that it emerges from a support for criminals, terrorists or enemies of the state by influential political and public figures. There is no question that crimes such as those Dubey was involved in must be met with exemplary punishment. The process of establishing guilt and executing punishment is not an incidental part of justice, but its integral soul. A fair and transparent trial cannot be dispensed with in order to satisfy cries for vengeance. Social sanction of instant justice by state agents might have leached into institutions that are mandated to enforce the rule of law. Last year, when the Cyberabad police shot dead four people accused in a case of gang rape and murder, people celebrated in the streets. The courts and the National Human Rights Commission have also shown a lenient approach in such cases. Goading the police on to deliver instant justice, or even tolerating such behaviour, creates an atmosphere of impunity that could lead to murder of innocent people as happened with the custodial deaths in Tamil Nadu. Support for such killings by the police will not make a society more just. Mob justice is no justice at all. When law enforcers short-circuit due process, the damage to state institutions is severe and long-lasting.

लोकतांत्रिक भारत और चीन की वैचारिक जंग

खबरों के मुताबिक भारत और चीन वास्तविक नियंत्रण रेखा के करीब से अपनी सेनाएं वापस बुलाने को तैयार हो गए हैं। यह सकारात्मक खबर है। हालांकि दोनों देशों में अविश्वास बना रहेगा और भारत आने वाले दिनों में चीन के संभावित कदमों को लेकर सतर्क रहेगा। चीन अतिरिक्त जमीन के दावे को बार-बार दोहराता रहा है। आर्थिक और कारोबारी मोर्चे पर संभव है कि कोविड-19 के कारण आई मंदी से आगे और गिरावट आएगी। भारतीय और चीनी कंपनियों का एक दूसरे के यहां निवेश रुक जाएगा। आत्मनिर्भर भारत की नीति इस रुझान को और गति प्रदान करेगी। यह स्पष्ट है कि पिछले कुछ दशकों के दौरान भारत-चीन रिश्तों को परिभाषित करने वाला तालमेल अब भंग हो चुका है। इस मतैक्य के प्रमुख तत्त्व क्या थे?

पहली बात, भारत चीन के लिए खतरा नहीं था और न ही चीन भारत के लिए। दूसरा, एशिया और समूचे विश्व में दोनों देशों की प्रगति के लिए पर्याप्त गुंजाइश थी। तीसरा, भारत चीन के लिए और चीन भारत के लिए आर्थिक अवसर समेटे था। और चौथा, भारत और चीन के रिश्तों का सामरिक और वैश्विक पहलू थे। ऐसे में मजबूत और सहयोगात्मक रिश्तों की अहमियत बढ़ी। इन बातों के चलते दोनों देश सीमा विवाद का राजनीतिक हल चाह रहे थे ताकि वे साझा हितों वाले तमाम वैश्विक मुद्दों पर मिलकर काम कर सकें। दोनों देशों की यह एकता सन 2005 में चीन के प्रधानमंत्री वेन च्यापाओ की भारत यात्रा के दौरान साफ नजर आई लेकिन 2009 के बाद से यह लगातार छीज रही थी। आखिरी बार भारत और चीन जिस वैश्विक आयोजन में साथ काम करते नजर आए थे वह थी सन 2009 में कोपनहेगन में आयोजित जलवायु परिवर्तन शिखर बैठक। सन 2010 में च्यापाओ की भारत यात्रा के समय यह बदलाव तब नजर आया जब उन्होंने कहा कि सीमा विवाद हल होने में लंबा समय लगेगा। सन 2015 में पेरिस जलवायु परिवर्तन सम्मेलन के दौरान अमेरिका और चीन की बातें समझौते का आधार बनीं। भारत उतना अहम नहीं रहा था। चीन ने खुद को अमेरिका के समक्ष मानक के रूप में पेश करना शुरू कर दिया और अन्य उभरते देशों के साथ अपने रिश्ते कायम करने लगा। अब एशियाई तथा विश्व स्तर पर भी चीन के लिए भारत के साथ रिश्ते उतने अहम नहीं रहे थे। वह मानता है कि एशिया में केवल चीन के विस्तार और उभार की गुंजाइश है भारत के लिए नहीं। ताजा घटनाओं के बाद उस मतैक्य का पूरी तरह अंत हो गया है। हालांकि इस बीच भारतीय प्रधानमंत्री नरेंद्र मोदी और चीनी राष्ट्रपति शी चिनफिंग के बीच शिखर बैठकों के कई दौर हुए। दरअसल चीन अपने इरादे छिपाने में कामयाब रहता है और विरोधियों को आश्वस्त होने देता है। परंतु अगर ठीक से पढ़ा जाता तो संकेत तो नजर आ ही रहे थे।

चीन की भारत को नीचा दिखाने की कोशिशों का एक अतिरिक्त वैचारिक पहलू भी है। वह भारत की लोकतांत्रिक राजनीति को अस्तव्यस्त और नाकाम दिखाने के साथ-साथ यह दिखाना चाहता है कि चीन का सत्ता का मॉडल अधिक श्रेष्ठ है। अमेरिका सहित पश्चिम के तमाम लोकतांत्रिक देशों की ओर से चीन की उपेक्षा को इसी क्रम में देख सकते हैं। जबकि डॉनल्ड ट्रंप के अधीन अमेरिका भी उदार लोकतंत्र का बहुत अच्छा उदाहरण नहीं पेश करता। उसके लिए भी राजनीतिक असंतोष का प्रबंधन और चीन के साथ असहमति अहम है। चीन का अधिनायकवादी शासन महामारी के उभार को चिह्नित करने में नाकाम रहा और उसने दुनिया को पारदर्शी तरीके से इसके खतरों से अवगत नहीं कराया। एक उदार लोकतांत्रिक देश में ऐसा करने के बारे में सोचा भी नहीं जा सकता था। परंतु चीन ने अत्यंत कड़ाई से इस समस्या से निपटते हुए अपनी इस नाकामी को ढक दिया। जिसे दुनिया को चीन के बेहतरीन मॉडल की एक खतरनाक नाकामी के रूप में देखना था वह महामारी से निपटने की शानदार सफलता के प्रदर्शन में बदल दिया गया। इतना ही नहीं इस चूक में केवल चीन के लोगों के लिए खतरा नहीं है बल्कि शेष विश्व भी इसका शिकार हो सकता है। यह मॉडल अन्य देशों को जितना अधिक लुभाएगा, भविष्य में ऐसे संकट के समय दुनिया उतने ही अधिक जोखिम में होगी।

मैंने अब तक वैचारिक पहलू पर उपयोगितावाद के आधार पर नजर डाली है। लोकतांत्रिक देश बुनियादी आजादी, विधि के शासन और राज्य शक्ति की जवाबदेही के रूप में जो आधार तैयार करते हैं वे ज्यादा अहम हैं। चूंकि वैश्विक शक्ति का केंद्र लगातार एशिया की ओर स्थानांतरित हो रहा है इसलिए चीन न केवल सैन्य और आर्थिक आधार पर दबदबा कायम करना चाहता है बल्कि वह वैचारिक स्तर पर भी ऐसा ही करना चाहता है। इस क्षेत्र का दूसरा सबसे बड़ा देश होने के नाते भारत जो भी कदम उठाएगा वे यह निर्धारित करने में अहम होंगे कि यह नई शक्ति कहीं अधिक ताकतवर शत्रु के वैचारिक रंग में तो नहीं रंगी जाएगी। यदि भारत एशिया में चीन के दबदबे का मुकाबला करने के लिए प्रतिबद्ध है तो उसे ऐसा न केवल सैन्य और आर्थिक क्षेत्रों में करना होगा बल्कि वैचारिक क्षेत्र में भी यही दोहराना होगा।

चीन का मुकाबला करने के लिए यह आवश्यक है कि हमारे उदार लोकतंत्र और भारतीय संविधान में उल्लिखित मूल्यों के प्रति भरोसा कायम किया जाए। यह खेद की बात है कि हमारे देश में चीन को मॉडल मानकर उसका अनुकरण करने की प्रवृत्ति रही है। लगातार ऐसा सुनने में आता है कि लोकतंत्र होने के नाते भारत पीछे रह गया। मोदी की भी इसलिए सराहना की जाती है क्योंकि वे शी चिनफिंग की तरह मजबूत नेता हैं।

बगैर व्यक्तिगत स्वतंत्रता को त्यागे देश के बहु-सांस्कृतिक, बहुभाषीय, बहुधार्मिक और बहुजातीय समाज का बेहतरीन प्रबंधन करना हमारी बहुत बड़ी सफलता है। यह हमारी बहुत बड़ी ताकत है। चीन बनने की आकांक्षा में हमने इन गुणों का सही मोल नहीं लगाया। चीन का भविष्य एकरंगा है। भारत को कभी वैसा बनने की कामना नहीं करनी चाहिए। यदि एशिया में चीन का दबदबा हो जाता है तो ऐसा इसलिए तो होगा ही कि भारत न केवल आर्थिक रूप से मुकाबला नहीं कर सका बल्कि इसकी एक वजह यह भी होगी कि भारत अपने लोकतांत्रिक मूल्यों पर खरा नहीं उतर पाया। एशिया में और विश्व में लोकतंत्र का भविष्य इस पर निर्भर करता है कि भारत आगे कौन सी राह चुनता है।

आबादी की उपयोगिता बढ़ाने में देरी

कोविड-19 महामारी ने हमें आर्थिक पुनर्संरचना की एक नई सोच दी है। इसके साथ ही आत्मनिर्भरता का मंत्र हमें विकास की एक नई दिशा दिखा रहा है। ऐसे में यदि आर्थिक नीतियों को जनसांख्यिकीय लाभांश के साथ समायोजित कर दिया जाए तो देश को विकसित देशों की श्रेणी में सम्मिलित होने से कोई नहीं रोक सकता। अंतरराष्ट्रीय श्रम संगठन के अनुसार आने वाला समय भारत का होगा, क्योंकि भारत के पास सशक्त लोकतंत्र, मांग और जनसांख्यिकीय लाभांश जैसी संपत्तियां हैं। आर्थिक विकास को बढ़ावा देने, गरीबी को खत्म करने तथा समावेशी समाज के निर्माण में मानव पूंजी ने हमेशा ही महत्वपूर्ण भूमिका निभाई है, परंतु प्रश्न यह है कि क्या बेहताशा बढ़ती जनसंख्या भारत को जनसांख्यिकीय लाभांश दिलाने की स्थिति में है? 2011 की जनगणना के अनुसार भारत में 15 से 64 वर्ष आयु की कार्यशील जनसंख्या 76.1 करोड़ थी, जो 2020 में बढ़कर लगभग 86.9 करोड़ हो गई। इतनी अधिक श्रमशक्ति को हम एक अवसर के रूप में कैसे बदलते हैं, यह हमारे नीति निर्धारकों की सोच पर निर्भर करेगा। आज जब विश्व के तमाम देश मानव संसाधन की समस्या से जूझ रहे हैं, तब भारत जनसांख्यिकीय लाभांश की स्थिति में है, जो अगले कुछ दशकों में भारत के विकास के इंजन के रूप में कार्य कर सकता है।

कोरोना महामारी के बाद श्रमशक्ति की विश्व में मांग बढ़ेगी, इसके लिए हमें अभी से तैयारी करनी होगी। संयुक्त राष्ट्र जनसंख्या कोष की 2019 की रिपोर्ट की मानें तो देश के दक्षिणी और पश्चिमी राज्यों में अधिक उम्र के लोग बढ़ रहे हैं, इसलिए जनसांख्यिकीय लाभांश लेने के लिए वहां पांच साल ही बचे हैं। दूसरी ओर जनसांख्यिकीय लाभांश अधिकांशत: उत्तर-मध्य राज्यों में संकेंद्रित है जिनमें बिहार, झारखंड, मध्य प्रदेश, राजस्थान और उत्तर प्रदेश प्रमुख हैं। कुल युवा आबादी की आधी से अधिक तादाद इन्हीं पांच राज्यों में है। स्पष्ट है कार्यशील जनसंख्या का अनुपात सबसे ज्यादा गरीब राज्यों में केंद्रित है। इन राज्यों में जनसांख्यिकीय लाभांश तभी उठाया जा सकता है, जब सरकारें कार्यशील जनसंख्या के लिए रोजगार के अवसर उत्पन्न् करने में सक्षम होंगी। वर्तमान में नौकरियां जा रही हैं और बेरोजगारी की दर उच्चतम स्तर पर है। कृषि क्षेत्र में अदृश्य बेरोजगारी के रूप में 50 प्रतिशत कार्यशक्ति अनुत्पादक कार्यों में अपनी बहुमूल्य क्षमता नष्ट कर रही है। 1991 के बाद से संगठित क्षेत्र में रोजगार लगातार घट रहा है। तकनीकी विकास निरंतर मानव श्रम को प्रतिस्थापित कर रहा है।

भारत को जनसांख्यिकीय लाभांश लेना है तो प्रतिवर्ष कार्यशील जनसंख्या में होने वाली अनुमानित वृद्धि के अनुरूप समानांतर रोजगार को बढ़ाने के लिए सुनियोजित निवेश और संरचनात्मक विकास के मॉडल को अपनाना होगा। हर सेक्टर के लिए यूनिक डेवलपमेंट मॉडल विकसित करना होगा। इसके साथ ही प्रत्येक राज्य की आवश्यकताओं, उसके संसाधनों एवं बेरोजगार युवाओं में सामंजस्य बैठाने के लिए आयु एवं लैंगिक संरचना के अनुसार सामाजिक-आर्थिक नीतियों का निर्माण करना होगा। भारत के उत्तरी राज्यों को दक्षिणी राज्यों से सीख लेते हुए महिलाओं की साक्षरता, स्वास्थ्य और कार्यबल में भागीदारी जैसे कुछ बुनियादी सुधार करने होंगे। अपने संसाधनों को कुशल एवं योग्य बनाकर उसका रचनात्मक तरीके से इष्टतम प्रयोग करने के लिए मैन्युफैक्चरिंग क्षेत्र पर अधिक बल देना होगा। इससे भारत की लगभग 30 से 35 प्रतिशत कार्यशील जनसंख्या के लिए रोजगार के नए अवसर पैदा होंगे। लघु, कुटीर एवं मध्यम उद्योग, हस्तशिल्प, आइटी, पर्यटन आदि पर अत्यधिक फोकस करने पर जहां एक तरफ आत्मनिर्भरता का उद्देश्य पूरा होगा, वहीं दूसरी ओर अत्यधिक रोजगार के अवसरों का सृजन भी होगा।

विश्व स्तर पर चीन के खिलाफ बन रहे माहौल को एक अवसर के रूप में बदलने के लिए अंतरराष्ट्रीय बाजार में भारत के उत्पादों की मांग पैदा करनी होगी। इसके लिए उत्पादन की मात्रा एवं गुणवत्ता को बढ़ाने के साथ-साथ लागत को कम करने की दिशा में सरकार को विशेष प्रोत्साहन एवं ध्यान देना होगा। इसके साथ ही चीन से व्यवसाय समेटने वाली कंपनियों को आकर्षित किया जा सकता है। हमारी अर्थव्यवस्था एक उपभोग आधारित अर्थव्यवस्था है, इसलिए निर्यात आधारित अर्थव्यवस्था बनाने के लिए नए क्षेत्रों की पहचान करनी होगी, ताकि युवा बेरोजगारों को नियोजित करने के साथ-साथ आर्थिक विकास को भी बढ़ावा दिया जा सके।

2019 में प्रकाशित यूनिसेफ की एक रिपोर्ट के अनुसार 2030 में भारत के 47 प्रतिशत युवाओं के पास बाजार के अनुकूल जरूरी शिक्षा एवं कौशल नहीं होगा। किसी भी देश की युवा आबादी न सिर्फ देश के आर्थिक विकास में महत्वपूर्ण भूमिका निभाती है, बल्कि उत्पादन, उपभोग, निवेश, नवाचार एवं अनुसंधान और निर्यात के अवसर भी पैदा करती है। यदि काम लायक हाथों को काम नहीं मिलता तो फिर युवा आबादी एक समस्या भी बन जाती है। देश में 21-35 आयु वर्ग की लगभग 10 करोड़ आबादी ऐसी है, जिसके पास कोई कौशल क्षमता नहीं है या कम कौशल क्षमता है इसलिए वह अर्थव्यवस्था के लिए अनुपयुक्त साबित हो रही है। अकुशल एवं रोजगारविहीन कुंठित युवा सामाजिक सद्भाव एवं कानून व्यवस्था और आर्थिक विकास के मार्ग में बाधा बन जाते हैं।

भारत में कौशल विकास की कई योजनाएं चलाई जा रही हैं, किंतु बाजार के अनुकूल प्रशिक्षण और कौशल विकास की कमी के कारण अभी भी उसका सुनियोजित लाभ नहीं मिल पा रहा है। जिला कौशल प्रशिक्षण कार्यक्रमों की गुणवत्ता के स्तर को बनाए रखने और लघु, कुटीर एवं मध्यम उद्योगों में आवश्यक श्रमशक्ति के बीच तालमेल के लिए एक नोडल अधिकारी अथवा डीएम को जिम्मेदार बनाया जाना चाहिए। आइटीआइ में आज भी ऐसे पाठ्यक्रमों का प्रशिक्षण दिया जा रहा है, जिनकी प्रासंगिकता खत्म हो चुकी है। ऐसे पाठ्यक्रमों को समयानुकूल बनाना हमारी पहली आवश्यकता है। विश्व के अन्य देशों में बुजुर्गों की संख्या बढ़ने से नर्सों एवं पैरामेडिकल सेवाओं की मांग आने वाले समय में अत्यधिक बढ़ जाएगी। इसके लिए युवाओं को अभी से कौशल विकास का प्रशिक्षण देकर तैयार किया सकता है।

ऋण की उपलब्धता को आसान बनाने एवं व्यवसाय को प्रोत्साहन देने के लिए बैंकों की कागजी प्रक्रिया को सरल बनाना होगा। यह प्रक्रिया जितनी आसान होगी, उतने ही अधिक लोग स्वरोजगार व्यवसाय के लिए अधिक जोखिम लेने के लिए भी तैयार होंगे। इस सबके साथ ही सरकार को लोगों के साथ मिलकर एक जनसंख्या नीति बनानी होगी, जिससे आर्थिक विकास की दर एवं बढ़ती आबादी के बीच तालमेल कायम हो सके, अन्यथा आने वाले समय में हमारे पास इतने संसाधन नहीं होंगे कि हम बढ़ती जनसंख्या का भार उठा सकें।

भारतीय जनमानस का गंगा नदी से गहरा जुड़ाव रहा है। सिर्फ धार्मिक नजरिए से नहीं, बल्कि जल संसाधन, बिजली उत्पादन और खेती के जरिए भी अर्थव्यवस्था में योगदान के लिए गंगा का सतत प्रवाहित होना देश की सबसे अहम जरूरत है। गंगा में जल निरंतर बहे और वह निर्मल भी हो- इस बेमिसाल नारे के साथ गंगा का सफाई अभियान वर्षों से चल रहा है और पिछले छह साल में तो इसमें काफी सक्रियता भी दिखाई गई। लेकिन यह किसी से छिपा नहीं है कि सरकार के इस जोश के बावजूद बीते छह साल में गंगा कितनी साफ हुई है। बीते कई दशकों में गंगा की सफाई के लिए कई योजनाएं बनीं और उनमें हजारों करोड़ रुपए बहाए गए, लेकिन ठोस नतीजों का अकाल बना रहा। इधर विश्व बैंक ने भी पंचवर्षीय योजना के तहत केंद्र की नमामि गंगे परियोजना के लिए तीन हजार करोड़ रुपए (चालीस करोड़ डॉलर) का भारी-भरकम कर्ज देना मंजूर किया है। विश्व बैंक से इस परियोजना को साढ़े चार हजार करोड़ रुपए (साठ करोड़ डॉलर) की रकम पहले ही मिल चुकी है। शायद ही किसी को इसका अहसास हो कि अब तक नमामि गंगे या फिर नेशनल मिशन फॉर क्लीन गंगा (एनएमसीजी) के तहत तीन सौ तेरह विभिन्न परियोजनाओं के लिए पच्चीस हजार करोड़ रुपए की व्यवस्था की जा चुकी है, लेकिन नतीजा सिफर ही रहा। ऐसा क्यों है। आखिर गंगा और देश की अन्य नदियों की दुर्दशा के वे ठोस-जमीनी कारण क्या हैं, जिनका निराकरण किए बगैर उनकी स्वच्छता-निर्मलता संभव नहीं हो पा रही है। हमारे देश में गंगा-यमुना दुनिया की उन नदियों में से हैं जिनके अस्तित्व पर लंबे समय से खतरा मंडरा रहा है। छह साल पहले यानी 2014 में पर्यावरण संरक्षण से संबद्ध वैश्विक संस्था डब्ल्यूडब्ल्यूएफ (वर्ल्ड वाइड फंड फॉर नेचर) ने खुलासा किया था कि निरंतर बढ़ते प्रदूषण, पानी के अत्यधिक दोहन, सहायक नदियों के सूखने, बड़े बांधों के निर्माण और वातावरण में परिवर्तन से इन बड़ी नदियों के लुप्त होने का संकट पैदा हो गया है। गंगा की हालत से अन्य नदियों के सामने मौजूद चुनौतियों का अंदाजा हो जाता है। तीन साल पहले केंद्रीय प्रदूषण नियंत्रण बोर्ड (सीपीसीबी) ने आंकड़े जारी कर बताया था कि गंगा का जल आचमन लायक क्यों नहीं है। सीपीसीबी के मुताबिक हरिद्वार से लेकर कानपुर, इलाहाबाद और बनारस तक इसमें कोलीफार्म बैक्टीरिया की मात्रा काफी ज्यादा है, जो इंसानों को विभिन्न रोगों की गिरफ्त में ला सकता है। आमतौर पर गंगा के प्रति सौ मिलीलीटर जल में कोलीफार्म बैक्टीरिया की तादाद पांच हजार से नीचे होनी चाहिए, पर हरिद्वार में यह मात्रा प्रति सौ मिलीलीटर जल में 50917, कानपुर में 1,51,333 और बनारस में 58000 पाई गई थी। बनारस में तो कोलीफार्म बैक्टीरिया की संख्या सुरक्षित मात्रा से 11.6 गुना ज्यादा है। गंगा में बैक्टीरिया की इतनी अधिक मौजूदगी की वजह उसमें मिलने वाला बिना उपचारित किए गए सीवेज का गंदा पानी है, जो इसके तट पर मौजूद शहरों से निकलता है। गंगा के किनारे मौजूद शहरों से रोजाना औसतन 2.7 अरब लीटर सीवेज का गंदा और विषैला पानी निकलता है। हालांकि इन सभी शहरों में सीवेज का पानी साफ करने के लिए शोधन संयंत्र लगे हुए हैं, पर उनकी क्षमता काफी कम है और ये संयंत्र सिर्फ 1.2 अरब लीटर यानी पचपन फीसद सीवेज की सफाई कर पाते हैं। इसका अर्थ यह है कि बाकी पैंतालीस फीसद सीवेज गंगा में यूं ही मिलने दिया जाता है। देश की दूसरी नदियां भी गंगा की तरह ही सीवेज का गंदा पानी बिना शोधन संयंत्र के मिलने के कारण भयानक प्रदूषण झेल रही है। इसके अलावा नदियों को दो और मुख्य प्रदूषणों का सामना करना पड़ रहा है। ज्यादा बड़ा खतरा नदी किनारे मौजूद कारखानों से निकलने वाले औद्योगिक कचरे और विषैले रसायनों का है। साथ में, नदियों के समीप स्थित खेतों में इस्तेमाल होने वाले रासायनिक खाद और कीटनाशकों के उपयोग ने भी बड़ी समस्या पैदा की है, जिनके अवशेष रिस कर नदियों में मिल जाते हैं और उसके पानी को जहरीला बना देते हैं। इन प्रदूषणों की स्थिति क्या है, इसका एक आकलन गंगा के किनारे स्थित शहरों से इसमें मिलने वाले प्रदूषण के जरिए हो सकता है। गंगोत्री से निकलने के बाद हरिद्वार आते-आते गंगा में उत्तराखंड राज्य की बारह नगरपालिकाओं के अंतर्गत पड़ने वाले नवासी नाले सारा सीवेज इस नदी में उड़ेल देते हैं। हरिद्वार में सीवेज से पैदा प्रदूषण से निपटने के लिए तीन शोधन संयंत्र हैं, लेकिन वे इस शहर के सीवेज को संभालने में नाकाम साबित हो रहे हैं। हरिद्वार के बाद कानपुर में गंगा की स्थिति सबसे ज्यादा दयनीय हो जाती है, क्योंकि यहां बेशुमार औद्योगिक कचरा इसमें प्रवाहित किया जाता है। कानपुर में तमाम फैक्ट्रियां हैं और इसके जाजमऊ नामक इलाके में साढ़े चार सौ चमड़ा शोधन इकाइयां हैं। इनके निकलने वाला औद्योगिक कचरा गंगाजल को जहरीला बनाने के लिए पर्याप्त है। औद्योगिक शहर कानपुर में पैदा होने वाले प्रदूषण से गंगा को बचाने का एकमात्र उपाय यह पाया गया है कि यहां के सारे नालों को गंगा से दूर ले जाया जाए और उनका गंदा पानी किसी भी सूरत में इसमें न मिल पाए। औद्योगिक विकास के जोर पकड़ने के साथ ही गंगा-यमुना आदि नदियां इसलिए और ज्यादा मैली होती जा रही हैं, क्योंकि यह सिलसिला प्रदूषण रोकने की तमाम सरकारी कवायदों के बावजूद रुकने का नाम नहीं ले रहा। बीते अरसे में सुप्रीम कोर्ट गंगा एक्शन प्लान की राशि के दुरुपयोग पर गहरी नाराजगी जता चुका है। एक मौके पर सर्वोच्च अदालत ने केंद्र सरकार से पूछा था कि प्रदूषण दूर करने के नाम पर गंगा एक्शन प्लान में करीब नौ सौ करोड़ खर्च करने के बावजूद गंगा में औद्योगिक प्रदूषण क्यों बदस्तूर जारी है? पर सरकार बगलें झांकने के अलावा और कुछ नहीं कर सकी। सच तो यह कि इतना कुछ होने के बाद भी गंगा को स्वच्छ बनाने का नीतिगत अभियान नीयत में खोट के कारण सरकार की प्राथमिकताओं में नहीं आया। यह इससे स्पष्ट होता है कि कुछ वर्ष पूर्व नियंत्रक और महालेखा परीक्षक (कैग) ने इस संबंध में जो रिपोर्ट पेश की थी, उसे वन एवं पर्यावरण मंत्रालय तक ने गंभीरता से लेने की जरूरत नहीं महसूस की। कैग की रिपोर्ट में गंगा एक्शन प्लान के क्रियान्वयन की खामियों की ओर इशारा किया गया था और वन एवं पर्यावरण मंत्रालय की कार्यप्रणाली पर सवाल उठाए गए थे। रिपोर्ट में कहा गया था कि हमारे पास ऐसा कोई तंत्र नहीं है जो यह निगरानी रख सके कि कार्रवाई योजना के तहत राज्यों को दिए गए पैसे का सही इस्तेमाल हो रहा है या नहीं। सरकारी रवैये से यह संदेह गहराता है कि गंगा का प्रदूषण दूर करने के नाम पर अब तक पैसे की बंदरबांट ही होती रही है। दुनिया में कई ऐसे उदाहरण मौजूद हैं जब सरकार और समाज ने मिल कर नदियों को पुनर्जीवन दिया है। लंदन की टेम्स की स्वच्छता की मिसाल देने वाली सरकार और जनता को यह जानने की जरूरत है कि नदियों को बचाने के लिए आखिर कितनी कड़ी प्रतिबद्धताओं की जरूरत होती है। सरकारें अपने स्तर पर नदियों की सफाई के लिए जो कुछ करेंगी, उनकी सार्थकता इससे तय होगी कि सरकार और समाज ने नदियों की किन दिक्कतों को गंभीरता से लिया है। नदियों को नया जीवन देने के लिए पहले हमें अपनी उन समस्याओं को जानना जरूरी है जिनकी वजह से हमारी नीयत में नदियों के लिए खोट बनी हुई है।

बढ़ती आबादी घटते साधन

भारत में जनसंख्या विस्फोट का असर अब दिखाई देने लगा है। हमारी सुविधाएँ सिकुड़ने लगी हैं और दैनंदिन जीवन मुश्किल में पड़ने लगा है। भारत की राजधानी जनसंख्या विस्फोट से उबलने लगी है। देश के मेट्रो शहरों का हाल भी बहुत खराब है। दिल्ली में आये दिन लगने वाले ट्रैफिक जाम ने जीना हराम कर दिया है। वाहन रेंगने की स्थिति में पहुँच गए हैं। लोगों को पैदल चलना अधिक मुनासिब लग रहा है। अभिनेत्री और सांसद हेमामालिनी ने यह कहकर आग में घी डाल दिया कि बाहर के लोग मुंबई छोड़ दें। वह यह भूल गईं कि मुंबई वाले लोग अन्यत्र चुनाव लड़कर दुनिया को क्या सीख देना चाहते हैं। बहरहाल बढ़ती जनसंख्या की दुश्वारियां सिर चढ़कर बोलने लगी हैं। भूखों की संख्या निरंतर बढ़ रही है। विकास कार्य सिकुड़ रहे हैं। रोटी, कपड़ा और मकान की बुनियादी सुविधाओं की बात करना बेमानी हो गया है। विकास का स्थान विनाश ने ले लिया है।

आज विश्व की जनसंख्या सात अरब से ज्यादा है। अकेले भारत की जनसंख्या लगभग 1 अरब 35 करोड़ के आसपास है। भारत विश्व का दूसरा सबसे अधिक जनसंख्या वाला देश है। आजादी के समय भारत की जनसंख्या 33 करोड़ थी जो आज चार गुना तक बढ़ गयी है। परिवार नियोजन के कमजोर तरीकों, अशिक्षा, स्वास्थ्य के प्रति जागरूकता के अभाव, अंधविश्वास और विकासात्मक असंतुलन के चलते आबादी तेजी से बढ़ी है। संभावना है कि 2050 तक देश की जनसंख्या 1.6 अरब हो जायेगी। फिलहाल भारत की जनसंख्या विश्व जनसंख्या का 17.5 फीसद है। भूभाग के लिहाज के हमारे पास 2.5 फीसद जमीन है। 4 फीसद जल संसाधन है। जबकि विश्व में बीमारियों का जितना बोझ है, उसका 20 फीसद अकेले भारत पर है। वर्तमान में जिस तेज दर से विश्व की आबादी बढ़ रही है उसके हिसाब से विश्व की आबादी में प्रत्येक साल आठ करोड़ लोगों की वृद्धि हो रही है और इसका दबाव प्राकृतिक संसाधनों पर स्पष्ट रूप से पड़ रहा है। इतना ही नहीं, विश्व समुदाय के समक्ष माइग्रेशन भी एक समस्या के रूप में उभर रहा है क्योंकि बढ़ती आबादी के चलते लोग बुनियादी सुख−सुविधा के लिए दूसरे देशों में पनाह लेने को मजबूर हैं।

जनसंख्या वृद्धि पर काबू पाना किसी भी सरकार के लिए सरल नहीं होता। हमारे देश भारत की जनसंख्या सन् 1947 में लगभग तैंतीस करोड़ थी। आज विश्व की जनसंख्या लगभग 7 अरब से भी ज्यादा है। भारत की पिछले दशक की जनसंख्या वृद्धि दर 17.64 प्रतिशत है। विश्व की कुल आबादी का आधा या कहें इससे भी अधिक हिस्सा एशियाई देशों में है। चीन, भारत और अन्य एशियाई देशों में शिक्षा और जागरूकता की कमी की वजह से जनसंख्या विस्फोट के गंभीर खतरे साफ दिखाई देने लगे हैं। स्थिति यह है कि अगर भारत ने अपनी जनसंख्या वृद्धि दर पर रोक नहीं लगाई तो वह 2030 तक दुनिया की सबसे बड़ी आबादी वाला देश बन जाएगा। सम्पूर्ण विश्व में चीन को अपनी 1.3 अरब जनसंख्या के चलते विश्व में प्रथम स्थान हासिल है। वहीं दूसरी ओर भारत भी अपनी 1.35 अरब जनसंख्या के साथ विश्व में दूसरे नंबर पर है। विशेषज्ञों ने चिंता जताई है कि अगर भारत की जनसंख्या इसी दर से बढ़ती रही तो 2030 तक उसे विश्व में प्रथम स्थान हासिल हो जायेगा। विभिन्न अध्ययनों से यह पता चला है कि सन् 2025 तक भारत चीन को भी पछाड़ देगा और विश्व का सबसे ज्यादा आबादी वाला देश बन जाएगा। इस तथ्य के बावजूद कि यहां जनसंख्या नीतियां, परिवार नियोजन और कल्याण कार्यक्रम सरकार ने शुरु किए हैं और प्रजनन दर में लगातार कमी आई है पर आबादी का वास्तविक स्थिरीकरण केवल 2050 तक ही हो पाएगा। उच्च जन्मदर और बेहतर सफाई व स्वास्थ्य व्यवस्था के चलते घट रही मृत्यु दर उच्च जनसंख्या वृद्धि दर की मुख्य वजहें हैं।

हमारी आबादी में अभी भी हर दिन पचास हजार की वृद्धि हो रही है। इतनी बड़ी जनसंख्या को भोजन मुहैया कराने के लिए यह आवश्यक है कि हमारा खाद्यान्न उत्पादन प्रतिवर्ष 54 लाख टन से बढ़े जबकि वह औसतन केवल 40 लाख टन प्रतिवर्ष की दर से ही बढ़ पाता है। जनसंख्या वृद्धि के दो मूल कारण अशिक्षा एवं गरीबी है। लगातार बढ़ती आबादी के चलते बड़े पैमाने पर बेरोजगारी तो पैदा हो ही रही है, कई तरह की अन्य आर्थिक और सामाजिक समस्याएं भी पैदा हो रही हैं। भारत के सामने अनेक समस्याएँ चुनौती बनकर खड़ी हैं। जनसंख्या−विस्फोट उनमें से सर्वाधिक है। एक अरब भारतीयों के पास धरती, खनिज, साधन आज भी वही हैं जो 50 साल पहले थे, परिणामस्वरूप लोगों के पास जमीन कम, आय कम और समस्याएँ अधिक बढ़ती जा रही हैं। भारत के पास विश्व की समस्त भूमि का केवल 2.4 प्रतिशत भाग ही है जबकि विश्व की जनसंख्या की 16.7 प्रतिशत जनसंख्या भारत वर्ष में निवास करती है। जनसंख्या में वृद्धि होने के साथ−साथ प्राकृतिक संसाधनों पर और भार बढ़ जाएगा। जनसंख्या दबाव के कारण कृषि के लिए व्यक्ति को भूमि कम उपलब्ध होगी जिससे खाद्यान्न, पेय जल की उपलब्धता पर प्रतिकूल प्रभाव पड़ेगा, इसके अलावा लाखों लोग स्वास्थ्य और शिक्षा के लाभों एवं समाज के उत्पादक सदस्य होने के अवसर से वंचित हो जाएंगे। आधे बिलियन से अधिक भारतीय 25 वर्ष से कम आयु के हैं।

जनसंख्या वृद्धि एक नयी चुनौती बनकर हमारे सामने आई और आज भी इस पर काबू पाने में सरकार को कठिनाई हो रही है। जनसंख्या वृद्धि के दुष्परिणाम देश को भोगने पड़ रहे हैं। अधिक जनसंख्या के कारण बेरोजगारी की विकराल समस्या उत्पन्न हो गयी है। लोगों के आवास के लिए कृषि योग्य भूमि और जंगलों को उजाड़ा जा रहा है। यदि जनसँख्या विस्फोट यूँ ही होता रहा तो लोगों के समक्ष रोटी कपड़ा और मकान की विकराल स्थिति उत्पन्न हो जाएगी। इससे बचने का एक मात्र उपाय यही है की हम येन केन प्रकारेण बढ़ती आबादी को रोकें। अन्यथा विकास का स्थान विनाश को लेते अधिक देर नहीं लगेगी।

सबके साझे अपराध

यह तो पहल से ही निश्चित था कि उत्तर प्रदेश पुलिस गैंग्स्टर विकास दुबे का फैसला अदालत पहुंचने से पहले ही कर देगी‚ लेकिन जब विकास दुबे ने उज्जैन के महाकाल मंदिर में अपने आप को गिरफ्तार करवाया तो सभी को लगा था कि इस तरह गिरफ्तारी देकर उसने अपना एनकाउंटर टाल दिया है। एक समवेत आकलन यह था कि विकास ने उप्र पुलिस को मात दे दी है और मीडि़या के एक हिस्से में उप्र पुलिस की विफलता पर व्यंग्य और मजाक का स्वर भी दिखाई दिया था। इसका आशय यही था कि पुलिस को अब विकास दुबे को अदालत में प्रस्तुत करना पड़े़गा‚ लेकिन यह स्थिति सभी के लिए लगभग अकल्पनीय थी कि जो विकास दुबे महाकाल मंदिर परिसर में चंद निहत्थे पुलिस वालों के बीच से नहीं भागा‚ वह उत्तर प्रदेश पुलिस के चंगुल से रास्ते में भाग खड़़ा होगा और उसे भागने का अवसर पुलिस की गाड़ी पलटने से मिलेगा‚ जिसमें वह खुद सवार था। बहरहाल‚ एनकाउंटर हुआ और विकास का किस्सा खत्म हो गया। अब हर तरफ सवाल उठ रहे हैं कि यह एनकाउंटर प्रायोजित था। पुलिस की भूमिका पर भी सवाल उठाए जा रहे हैं कि पुलिस को कानून इस तरह हाथ में न लेकर न्यायालय की शरण में जाना चाहिए था। एकाध नेता ने तो टिप्पणी भी कर दी कि सभी जजों को घर में बैठ जाना चाहिए क्योंकि जब पुलिस फैसला करने लगी हो तो उनकी अब क्या जरूरतॽ लेकिन जो भी पुलिस की भूमिका की निंदा करते हुए न्याय व्यवस्था की दुहाई दे रहे हैं‚ उन्हें यह भी जानना चाहिए कि इस न्याय व्यवस्था के बावजूद ६० गंभीर अपराधों का आरोपित न्याय व्यवस्था के सहारे ही छुट्टा घूम रहा था। वस्तुस्थिति यह है कि पुलिस की कार्यप्रणाली‚ न्याय व्यवस्था की कार्यप्रणाली और विधायी व्यवस्था की कार्यप्रणाली‚ इन तीनों में ही सड़़ांध पैदा हो गई है। ये तीनों ही व्यवस्थाएं एक दूसरे से सांठगांठ करती हुइ या एक दूसरे के कृत्यों पर चुप्पी मारती हुई दिखाई देती हैं‚ या फिर अपनी नियति के साथ यथावत रहने में ही अपनी भूमिका का समापन मान लेती हैं। बड़े़ अपराध में अपराधियों का छूट जाना‚ बदले की भावना से पुलिस का फर्जी एनकाउंटर जैसा कृत्य करना और अपराधियों को राजनेताओं का खुला संरक्षण; ऐसी स्थितियां हैं‚ जिनमें समग्र सुधार किए जाने की जरूरत है। इसलिए न्याय व्यवस्था की दुहाई देकर उप्र पुलिस की निंदा का कोई परिणामदायी अर्थ नहीं है।

कानून के साथ चलने की चुनौती

उज्जैन से कानपुर लाते समय विकास दुबे के एनकाउंटर से सवाल जरूर उठे हैं, लेकिन इसने एक ऐसे मुकदमे का पटाक्षेप भी कर दिया, जो कम से कम पांच-छह साल चलता और उसका क्या हश्र होता, कुछ कहा नहीं जा सकता। देश की पुलिस एक कानून के दायरे में रहकर काम करती है। कानून के तहत काम करने का एक ढांचा या फ्रेमवर्क तय किया गया है, जिसमें रहते हुए पुलिस को अपना काम करना होता है। यदि पुलिस अपराधियों को पकड़कर मारने लग जाएगी, तो यह पुलिस को देखना होगा कि वह पुलिसमैन कहलाना पसंद करेगी या कुछ और। यह बिल्कुल सही है कि विकास दुबे एक दुर्दांत अपराधी था, हर तरह से भ्रष्ट था, और डकैत था। उसका दुस्साहस इतना बढ़ गया था कि उसने पुलिस को भी घात लगाकर मारना शुरू कर दिया था। पुलिस पर घात लगाकर किया गया हमला निस्संदेह देश की सार्वभौमिकता पर हमला था, लेकिन ऐसा था, तो फिर हमने मुंबई पर 26 नवंबर, 2012 को भीषण हमला करने वाले पाकिस्तानी आतंकी अजमल कसाब को क्यों जिंदा पकड़ा था? प्रधानमंत्री इंदिरा गांधी के हत्यारे सतवंत सिंह को जिंदा क्यों पकड़ा गया था? मुख्यमंत्री बेअंत सिंह के हत्यारे को जिंदा क्यों पकड़ा गया था? उन्हें वहीं पकड़कर गोली क्यों नहीं मार दी गई थी? क्या उन पर मुकदमा नहीं चला, क्या उन्हें फांसी की सजा नहीं मिली? हां, यह जरूर है कि उनकी सुनवाई लंबी चली। जो कानूनी प्रक्रिया है और कानून के तहत जो अधिकार अभियुक्तों को मिले हुए हैं, उनके अनुसार, उन्हें कुछ कानूनी संरक्षण हासिल है, इनका जब पुलिस सही-सही इस्तेमाल करती है, तो किसी अपराधी को सजा दिलाने में थोड़ा वक्त लगता है।

दरअसल, समस्या कानून के शासन यानी ‘रूल ऑफ लॉ’की है। ऐसा देखा गया है कि कई बार रूल ऑफ लॉ के तहत कोर्ट चलते ही नहीं हैं। मान लीजिए, अगर विकास दुबे को अदालत में पेश किया जाता, तो उसका केस चलता। संभव है, उसका केस पांच साल तक खत्म ही नहीं होता। यह भी संभव है कि कोई गवाह नहीं मिलता। बचने के लिए वह कभी रिट कोर्ट में जाता, तो कभी कहीं और प्रयास करता। कभी उत्तर प्रदेश में राज्यमंत्री का दर्जा प्राप्त नेता की हत्या में यह बात साबित हुई थी कि विकास दुबे के खिलाफ कोई जुबान खोलने वाला नहीं है। यहां तक कि उस मामले में पुलिस भी चुप्पी साध गई थी। जब कभी-कभी कोर्ट में रूल ऑफ लॉ नहीं चलता, तो पुलिस क्या करे, पुलिस भी कानून के दायरे में है।

मैंने देखा है कि जब भी कोई गवाह मुकरता है, तो निचली कोर्ट में न्यायिक अधिकारी सिर हिलाता रहता है और दूसरे गवाह को बुला लिया जाता है। वह यह नहीं देखता कि गवाह क्यों मुकर गया? क्या हालात थे, जिन्होंने उसे बयान बदलने पर मजबूर कर दिया? सवाल है कि कई बार ट्रायल जज के पोस्ट ऑफिस की तरह से काम करने से कानून का राज कैसे चलेगा? उसे सक्रिय होना पड़ेगा, लेकिन उसकी भी समस्याएं हैं। उसके पास असीमित केस हैं, जिनके बोझ से वह या कोई न्यायिक अधिकारी दबा हुआ है। वह गवाहों पर सवाल उठाएगा, तो केस आगे नहीं बढ़ पाएंगे। ऐसे में, पुलिस का भी क्या दोष है, उसे पता है कि गवाह सामने नहीं आएंगे। ‘विटनेस प्रोटेक्शन सिस्टम’ पूरी तरह से काम नहीं कर रहा है। यह इतना जटिल है कि सुरक्षा मांगते-मांगते गवाह पूरी तरह से ‘एक्सपोज’ हो जाता है। फिर अपराधी यदि ताकतवर हो, रसूख वाला हो, तो पुलिस के सामने कोई चारा नहीं रहता। विकास दुबे का मामला ऐसा ही था।

साल 1999 में दिल्ली की चर्चित मॉडल जेसिका लाल की हत्या के मामले में क्या हुआ था, सबको पता है। ट्रायल कोर्ट ने मुख्य अभियुक्त को, जो एक शक्तिशाली नेता का बेटा था, सुबूतों और गवाहों के अभाव में हत्या के आरोप से बरी कर दिया था। केस मेरे सामने अपील में दिल्ली हाईकोर्ट आया। मैंने फैसला पलटा, उसे सजा दी और जेल भेजा। इस मामले में मैंने 30 लोगों को झूठी गवाही देने के आरोप में नोटिस भेजा और उन्हें तलब किया। यह अलग बात है कि वे ऊपरी अदालत से छूट गए, लेकिन उससे समाज में एक संदेश तो चला गया। यदि इस मामले के दोषी को सजा नहीं दी जाती, तो वह आज कहीं नेता बनकर घूम रहा होता।

इसी प्रकार, दिल्ली विश्वविद्यालय में कानून की छात्रा प्रियदर्शिनी मट्टू बलात्कार और हत्या के मामले में किया गया था। अभियुक्त पुलिस विभाग के आईजी का बेटा था। दिल्ली के ट्रायल कोर्ट ने उसे बरी कर दिया था, क्योंकि उसके खिलाफ कोई सुबूत नहीं मिला था, लेकिन सुनवाई चली और हाईकोर्ट से उसे जेल भेजा गया।

यदि न्यायपालिका उचित प्रकार से चले, तो कानून के राज का पालन हो सकता है, लेकिन यह काम इतना आसान नहीं है। सबको अपनी सुरक्षा की चिंता रहती है। पुलिस को भी यह देखना होगा कि वह अपनी प्रणाली को दुरुस्त रखे। अपराधियों पर नकेल कसने में कानून की प्रक्रिया का पालन करे, अपनी निष्ठाओं को मजबूत रखे और सही व बेखौफ रिपोर्ट करे। गवाहों को सुरक्षा दे और उनकी गोपनीयता बनाए रखे, लेकिन यह बात कहना जितना आसान है, पालन करना उतना ही कठिन है। इस रास्ते में अड़ंगा लगाने वाले तमाम कारक हैं, उनका नाम लेने की जरूरत नहीं है, यह सर्वविदित है।

अदालतों के लिए भी जरूरी है कि जब किसी केस में गवाह न मिले या वह मुकर जाए, तो उन पर सवाल जरूर किए जाएं। यह जज को ही देखना होगा, क्योंकि आखिरकार कानून का राज अदालत में आकर ही ठहरता है। खतरनाक अपराधी और आठ पुलिसकर्मियों के हत्यारे विकास दुबे के एनकाउंटर ने कोर्ट और पुलिस व्यवस्था पर जितने सवाल खड़े किए हैं, उनके उतने ही जवाब भी सामने लाकर रख दिए हैं। सिर्फ हमें उन्हें देखना है और समझना है।

सदा के लिए बदलती पर्यटन और सत्कार की दुनिया

अब पर्यटन कोविड-19 से पहले की तरह कतई नहीं होगा। अपने इन शब्दों पर जोर देते हुए अमेरिकी उद्यमी और औद्योगिक डिजाइनर ब्रायन चेसकी आगे कहते हैं, कुछ महीने ऐसे होते हैं, जिनमें दशकों के बदलाव हो जाते हैं। चेसकी एयरबीएनबी के सह-संस्थापक और सीईओ हैं। सैन फ्रांसिस्को के अपने घर से वह ऑनलाइन मुखातिब थे। वाकई, शायद ही किसी अन्य उद्योग पर महामारी की इतनी मार पड़ी होगी, जितनी पर्यटन और सत्कार उद्योग पर। होटलों ने हर वक्त खुले रहने वाले अपने दरवाजों पर सांकलें चढ़ा दी हैं, जबकि रेस्तरां बंद कर दिए गए हैं और हवाई व ट्रेन सेवाएं भी सामान्य नहीं हो रही हैं। भारत में इस उद्योग पर विनाशकारी प्रभाव पड़ा है। फेडरेशन ऑफ एसोसिएशन इन इंडियन टूरिज्म ऐंड हॉस्पिटैलिटी के मुताबिक, करीब 5.50 करोड़ लोगों को रोजगार देने वाले इस क्षेत्र में 70 फीसदी हाथ बेरोजगार हो सकते हैं। तो फिर, आतिथ्य उद्योग का भविष्य क्या है? और, कोरोना संक्रमण काल के वे कौन-से परिवर्तन हैं, जिन्हें ‘दशकों वाला बदलाव’ कहा जा रहा है?

मेरा मानना है कि महामारी और लॉकडाउन ने कई उद्योगों का ‘व्यापक विकेंद्रीकरण’ किया है। आतिथ्य उद्योग भी अपवाद नहीं बनेगा। यह सही है कि यात्राएं करना मानव की नैसर्गिक आदत है, और यह बदलेगी नहीं, मगर उनके गंतव्य जरूर बदल सकते हैं। हम बड़े-बड़े होटलों में जाना शायद ही पसंद करेंगे, जो सैकड़ों पर्यटकों के बसेरे होते थे। इसकी बजाय हमारी प्राथमिकता छोटे-छोटे कॉटेज होंगे, जहां दूसरों से दूर हम सिर्फ अपने परिवार के साथ वक्त बिता सकेंगे। ये छोटे-छोटे होम स्टे, लॉज और सराय अनगिनत कमरों वाले होटलों की दर पर मिला करेंगे। इतना ही नहीं, बडे़ और भीड़-भाड़ वाले शहरों की बजाय हम छोटी-छोटी जगहों, खेत-खलिहानों, गांवों और खुले इलाकों वाले हिल स्टेशन को पसंद करेंगे। चूंकि यात्राएं अब तय क्षेत्रों से बाहर होंगी, इसलिए उसमें विकेंद्रीकरण होगा।

हालांकि, हॉस्पिटैलिटी या सत्कार उद्योग के लिए विकेंद्रीकरण उन पांच ‘एंटीबॉडी’ में से एक है, जिसके निर्माण की जरूरत इस उद्योग को अपना अस्तित्व बचाने व अगले बड़े संकट से लड़ने के लिए है। इसको कोरोना बाद की दुनिया के अनुकूल बनना ही होगा। अब तक लोग अनुभव हासिल करने के लिए पर्यटन करते रहे हैं। वे यात्राओं में खास-खास जगहों को महसूस भी करते हैं, मगर अब महसूस करने का यह चलन बदल जाएगा। लोग यथासंभव संपर्क-रहित, अलग-थलग और आत्म-नियंत्रित यात्रा पसंद करेंगे। वे आसपास के इलाकों में ही जाना चाहेंगे। जाहिर है, अब इस बिजनेस मॉडल पर पर्याप्त चिंतन करना होगा। रेस्तरां को खाने-पीने की ऐसी व्यवस्था बनानी होगी, जिसमें शारीरिक दूरी का पूरा ख्याल रखा जाएगा। उन्हें खाना परोसने के तौर-तरीके भी बदलने होंगे। बडे़-बडे़ होटल आलीशान होटलों की चेन बनाने की बजाय सोशल डिस्टेंसिंग संभव कर सकने वाले छोटे लॉज पर ध्यान दे सकते हैं। वैसे, लोगों के काम-काज की शैली में आए बदलाव से भी हॉस्पिटैलिटी के लिए उम्मीदें जग रही हैं। चूंकि काम अब ऑफिस में एक जगह बैठकर नहीं, बल्कि कई जगहों से हो रहा है और ‘वर्क फ्रॉम एनीवेयर’ (किसी भी स्थान से काम) का चलन बढ़ रहा है, इसलिए लोग महानगरों में घर से काम निपटाने की बजाय अलग-अलग जगहों पर अलग-अलग समय में काम करना पसंद करेंगे।

आतिथ्य क्षेत्र को नई-नई प्रौद्योगिकी और ऑटोमेशन (ऑटोमेटिक मशीनों के इस्तेमाल) की तरफ भी तेजी से बढ़ना होगा। ऑनलाइन बुकिंग बढ़ेंगी, तो जाहिर तौर पर ऑनलाइन ‘चेक-इन’ भी लगभग अनिवार्य हो जाएगा। स्मार्टफोन के एप नए रिसेप्शनिस्ट और दरबान बन जाएंगे, क्योंकि वे हमें होटलों तक पहुंचाएंगे, चेक-इन की प्रक्रिया पूरी करेंगे और हमारे कमरों के दरवाजे खोलेंगे; और ये सभी काम संपर्क-रहित होंगे। इसी तरह, पेपर मैन्यू गायब हो जाएंगे और क्यूआर कोड उनकी जगह ले लेंगे। निस्संदेह, मानव यात्रा के बिना नहीं रह सकता। उसमें इसका बीज आनुवंशिक रूप से होता है। इसीलिए आगे भी हम पर्यटन करते रहेंगे, मगर यह रॉबर्ट फ्रॉस्ट की तरह होगा, जो अनजान राहों के हिमायती हैं। आतिथ्य उद्योग को भी ऐसा ही करना चाहिए। अब तक के चलन से इतर उसे कोई रास्ता ढूंढ़ना ही होगा।
