Unclogging Credit

Financial sector is the fulcrum of government’s economic revival plan. It needs fixing

India’s exit from the lockdown has been happening in fits and starts. State governments continue to alternate between easing restrictions and reimposing them. This week, Bengaluru, India’s technology capital, will go back to an intense lockdown. This trend will further undermine economic recovery. Also, it makes policy making difficult. It’s in this backdrop that we must locate observations on the financial sector made last week by RBI governor Shaktikanta Das. His message is salient as the financial sector is the fulcrum of the economic revival package announced by the Centre.

RBI believes that the economic impact of Covid-19 may result in an increase in bad loans. In relative terms, the bad loan situation improved last financial year. Overall bad loans of commercial banks were 8.3% of advances at the end of March 2020 against 9.1% a year earlier. If there is an increase from this level, government as the primary shareholder in the banking system needs to think of ways to infuse more capital. This will be in addition to the Rs 3.08 lakh crore it’s infused over the last five years.

It’s important for government and RBI to work harmoniously to get the financial system working better. The weakness here acted as a drag on the economy even before Covid-19. The fallout of the pandemic comes at a time when it is already shaky. But unless the financial sector weathers the storm, India is unlikely to witness a meaningful economic recovery. Therefore, the 2.5 percentage point reduction in RBI’s policy rate since February 2019 and the Rs 9.57 lakh crore liquidity measures, 4.7% of GDP, unveiled in the last five months need to be complemented by other steps.

The financial sector today is very risk averse when lending and parts of it are dealing with reputational damage when it comes to mobilising savings. Two reforms are needed to deal with these challenges. Governance reforms in financial firms are necessary to both improve the capital allocation process and avoid scandals which undermine the confidence of savers. Government, as the major shareholder in 70% of the banking system, needs to play a proactive role. Separately, RBI and government need to transition to a better resolution process of distressed financial intermediaries – although it’s not prudent to experiment now with measures which can spook savers. We are in a situation which has no precedent. It requires government and RBI to chart a new course.

Make America Brain Drain

What if Sundar Pichai was deported while studying at Stanford? Would he have become Google CEO? We can ask this question honestly because, right now, if there are any future Pichais at Stanford or elsewhere, they are likely packing their bags after the US government passed a draconian rule mandating that all foreign students unable to attend classes in person must leave the US.

Eight years ago, in our book, The Immigrant Exodus: Why America Is Losing the Global Race to Capture Entrepreneurial Talent, we presented copious data detailing how immigrants had made outsized contributions to the US economy, in general, and to the entrepreneurial and innovation economy, in particular. We spoke to dozens of entrepreneurs who were either contemplating leaving the US, or had already left, due to visa issues and other challenges caused by the byzantine, capricious and myopic immigration system.

We never imagined it could possibly get worse. We were wrong.

First, the US moved to freeze the H-1B worker visa programme. Yes, the programme had many problems. But millions of productive US citizens came in via H-1B, including many from the Indian subcontinent. Then on July 6, the US Immigration and Customs Enforcement ruled that foreign students at US universities must take classes in person for the coming school year, or leave the country.

Innovation Nation

Foreign students have made up a larger and larger percentage of graduate students in the hard science and mathematical disciplines, most closely related to patents and innovation, over the years. According to the US National Science Foundation, in 2018, over 50% of doctoral students at US universities in computer science, engineering and mathematics were foreign students. At first this dynamic drew criticism from some in countries like India and China. These critics feared that these developing countries were losing their best and brightest to the US. Many would remain in the US to pursue opportunities not available to them in their countries.

But in the past decade, the ‘brain drain’ has become more like a brain recirculation. Indians who went to graduate school in the US not only continue to launch companies in higher percentages than native-born Americans, but they are also more likely to provide direct benefits to the Indian economy as they hire software engineers, partner with Indian research universities and set up R&D centres in India. Technology and ideas developed in US institutions are often moved to India for R&D and productisation due to the expense and bureaucratic hurdles of the US.

This type of virtuous circle and fluid exchange of ideas and innovation is an inevitable consequence of the tangled, two-way, free-flowing communication webs that lock the US and India into mutually beneficial embrace. China has, similarly, benefitted from students educated in the US, who return home to start, or advise and support, companies in the Chinese market.

Freed From Fees?

For their part, US academic institutions benefit from what is essentially low-cost talent that staffs its PhD and Master’s programs, and ultimately populate the growing ranks of foreign-born US Nobel laureates. According to research by the New America foundation, 76% of patents at the top 10 patent-producing universities had at least one immigrant discoverer. And let’s not forget that foreign-born individuals, many of them coming to the US as students, could be counted among the founders of 51% of American ‘unicorns’. A notable example includes Elon Musk, founder of SpaceX and co-founder of Tesla and PayPal, who was born in South Africa, and came to the US via Canada to study at the University of Pennsylvania.

Now comes Covid-19, which has already put many US universities on life-support. Many foreign students want to stay in the US, even if they are attending school online. The fluid school reopening schedules — all of which are subject to infection rates in the US — means they don’t know when in-person classes will start or research laboratories will reopen. With US immigration and entry far more unpredictable than in recent memory, students rightly fear that if they leave, they will not be able to re-enter the US.

The net effect of pushing them out will likely be an exodus of academic talent to schools in Europe or elsewhere. With this exodus, the US could experience a generational loss of talent and expertise, an intellectual catastrophe of historic proportions with long-term economic ramifications. Replicating the conditions that created Silicon Valley and the other great research-driven startup meccas of the US is challenging, and the world as a whole will suffer when this innovation well-spring is plugged.

The ruling could also mortally wound already hurting US academic institutions. Even famous academic institutions are staring down fiscal catastrophes. Foreign students are epic cash cows, paying the full list price for their schooling and subsidising the cost of education for US students. Losing even a quarter of them could force US universities to raise prices, or cut financial aid for US students.

While most of the large research universities are unlikely to shutter, they could spend decades clawing back from the fiscal cliff. In that regard, the ruling to evict them could result not only in those students switching to institutions in other countries, but also in robbing the coffers of US schools just when they need the money the most.

But the most compelling argument probably lies elsewhere. Almost all foreign students in the US become cultural ambassadors for America. Sending them home sends the message to the world that ‘You are no longer welcome in America’ — a message that benefits no one, least of all, the US.

Malabar Moment

Inviting Australia into Malabar exercise can be part of larger strategy to address strategic consequences of China’s rise

Delhi’s reported openness to Australia’s participation in India’s annual naval exercises with the US and Japan hopefully marks the end of its incredibly slow adaptation to a rapidly changing maritime environment in the Indo-Pacific littoral. In inviting Australia, Delhi is also hopefully putting away its needless defensiveness on choosing its partners for security cooperation. Way back in 2007, the Indian Navy invited the maritime forces of Japan, Australia and Singapore to join its annual bilateral Malabar naval exercises with the United States. On the face of it, having a five-nation naval exercise in the Bay of Bengal seemed sensible, to optimise the costs of conducting so many separate bilateral exercises with India’s partners. It turned out to be anything but.

In Delhi, all hell broke loose as China objected to the exercises and its media began to describe them as the first step towards the creation of an “Asian NATO”. The defence minister of the UPA government, AK Antony, got hot under the collar at the political storm the Bay of Bengal exercises had triggered. The Left parties, which were a major part of the Congress-led UPA coalition, who were generally opposed to engagement with the West, announced street protests. An angry Antony pulled the plug on any multilateral naval exercises, but also applied political and bureaucratic brakes on the ambitious defence cooperation agenda that Prime Minister Manmohan Singh and his predecessor in the defence ministry, Pranab Mukherjee, had agreed to in 2005. It was only the advent of the NDA government in 2014 that saw renewed momentum to India-US defence cooperation and more broadly India’s naval and military diplomacy. It green lighted the participation of Japan in the Malabar exercises in 2015 and will now welcome Australia.

India, however, has lost much valuable time in the 13 years since the Bay of Bengal exercises. Today China is far more powerful and its navy now maintains a permanent feature of the Indian Ocean. It has acquired its first military base in Djibouti in the Horn of Africa. Karachi and Gwadar are already de-facto naval facilities for the PLA Navy. There is mounting speculation that Iran is about to let China develop port facilities at the mouth of the strategic Hormuz Strait in the Gulf. Meanwhile, China’s political and military influence is growing in the island states of the Indian Ocean and the PLA has emerged as a major strategic actor in the east coast of Africa. Delhi had bet that deference to Chinese sensitivities would limit Beijing’s potential threats to India. The opposite has happened. As China turns more assertive in the Great Himalayas as well as the Indian Ocean, Delhi is now scrambling to find answers. The decision to invite Australia into the Malabar exercise can only be a small part of a much larger strategy that Delhi needs to address the long term strategic consequences of China’s rise and its impact on India’s security.

The Good News

With India headed for a bumper kharif harvest, agriculture continues to hold out hope amid crisis

Farmers have completed sowing of kharif crops in nearly 55 per cent of the season’s normal area by the first week of July. Last year at this time, they had achieved hardly 38 per cent coverage, while undertaking the bulk of plantings after mid-July and all through August. The primary reason has been the southwest monsoon’s timely onset and the country receiving 14 per cent above-normal rains so far. With water levels in major reservoirs at 146 per cent of the last 10-years’ average for this time and groundwater tables recharged from the good pre-monsoon showers as well, farmers have sought to capitalise on the excellent soil moisture conditions. Not surprisingly, every crop — from paddy and pulses to maize, bajra, jowar, small millets, soyabean, sesamum, groundnut and cotton — has posted a significant acreage jump over last kharif. Fertiliser sales registering high double-digit growth every month from November is further proof of farmers’ inclination to plant and also invest in their crop.

Simply put, India is headed for a bumper kharif harvest on top of the recent rabi or winter-spring crop. This is, of course, subject to the monsoon not playing truant in the second half (August-September) and also no locust attacks. Last year, there was very little rainfall till the last week of July, after which it poured so much that 2019 ended up as the wettest year in a quarter of a century. The opposite happening — good rains now giving way to extended dry spells — cannot be ruled out this year. One needs to equally watch out for locust swarms: The Food and Agricultural Organisation has warned about breeding already occurring along the Indo-Pakistan border. These could lead to “substantial hatching and band formation” this month and cause the first-generation of inbred swarms to form by mid-August. That is when the kharif crop, too, would be in the vegetative growth stage. Government agencies need to be on high alert during the next 4-5 weeks and take preemptive control measures, including aerial spraying operations in the main scheduled desert breeding areas.

As things stand, agriculture is one sector that seems to hold out hope, even as manufacturing, retail and other services continue to grapple with uncertainty from rising COVID cases and localised lockdowns. The Narendra Modi government did well to ensure smooth harvesting of the rabi crop and also minimum support price-based procurement in respect of wheat, paddy, chana, rapeseed-mustard and tur. No major reports have come of shortage of fertiliser, seed and other inputs for the current kharif season either. The recent reforms involving removal of stockholding limits on foodstuffs and allowing farm produce to be traded outside regulated mandis may not have any substantial immediate impact. But they send out the right signals about a sector whose growth, employment and value creation potential, both on- and off-farm, hasn’t really been realised.

A Universal Benefits Regime

Digitisation makes welfare schemes possible. It can be discontinued when pandemic ends

In a welcome move, the Pradhan Mantri Garib Kalyan Yojana, which targets 800 million people for free rations through the Public Distribution System, has been extended until November. As the COVID-19 pandemic rages on, a massive effort is being undertaken to minimise the economic impact on our most vulnerable population. Schemes such as Jan Dhan, PM Kisan and PM Ujjwala aim to transfer Rs 532 billon to 420 million people. These efforts have proved to be reasonably successful. With this success, and with so many people now in danger of slipping into poverty, it is imperative to create a regime, even with a sunset clause, of universal benefits.

We have commissioned a multi-round survey of 47,000 households, mostly below poverty line, across 15 states. The surveys explore whether relief schemes have been working as intended, who is missing out and what more is needed. Our data revealed the immediate, and likely long-lasting ,nature of the economic shock. Primary income earners in two-thirds of the households have lost their jobs or wages. The average family has lost more than 60 per cent of its pre-crisis income and is now making just Rs 4,000/month. Twenty four per cent of low-income households have run out of money and supplies. Forty per cent families are in debt. In some states, as many as one in five primary income earners do not expect to find work in the near future.

In this dire situation, government relief has been an important lifeline. Ninety four per cent of eligible families had received extra PDS rations by end May and 80 per cent had received cash entitlements averaging close to Rs 2,000. Our data also suggests that about five million households could have both run out of savings and not received any cash transfer from the government.

We estimate that over 55 million workers, who were earning above poverty line incomes, have lost jobs, temporarily or permanently, during this crisis. Many such workers would not show up as eligible under standard lists. The scale of current urban-rural migration makes this challenge worse. If we shift to universal benefits we can minimise a situation where millions miss out on critical relief. Whoever turns up to a ration shop needing free/subsidised rations should be able to get it. People should be able to sign up for a cash relief transfer with minimal paperwork. The good news is that now it’s more possible than ever before.

Digitisation has created efficiencies that can be leveraged to expand the welfare net. The vast amount of leakage in the welfare system was not due to fraud by citizens, but because of fraud and inefficiency by those delivering the benefits. Successive governments should be applauded for the steep reduction in such problems. Implementing the JAM trinity has helped lower transaction costs, reduce leakages and reach beneficiaries quickly. Aadhaar can prevent identity frauds. Our sophisticated payments infrastructure enables direct benefit transfers. The speed at which MGNREGA payments are made to beneficiaries has improved more than threefold since 2015. Pilots for the One Nation-One Ration Card project have shown that inter-state portability is possible.

Several states have experimented with a more universal approach with positive results. Tamil Nadu’s PDS system has strong coverage and equitable pricing, delivering 20 kg of rice at Rs 1/kg every month to all families who need it. More recently, Chhattisgarh universalised PDS to provide for their returning migrants with encouraging results. MGNREGA has always been open to all rural households.

We could factor in voluntary opt-outs. The “Give up LPG Subsidy” campaign offers many lessons. By highlighting the real intended targets of the relief effort and the adverse impact on millions of people, others could be inspired to give up their own benefits. This could reduce some of the burden on the exchequer.

We are in a marathon when it comes to this pandemic. People will need support for longer than anticipated. During a crisis, the emphasis needs to be on including those who really deserve the help rather than making sure the wrong people are kept out. It’s precisely because the current systems are largely working that we can contemplate a universal benefits approach. This approach can be discontinued once the pandemic ends and the economic shocks abate. The PM’s recent announcement is a strong starting point. Let’s extend that further by making it universal — free basic rations to whoever claims to need it.

Justice with a twist

Verdicts seem more sympathetic to causes of Muslim women, than of Hindu women

Indian judges are independent of the executive and unlike in the US, do not represent a political ideology. Generally, the religion, caste or economic status of litigants has no bearing on judgments. Though our judges attach no importance to litigants’ religion or caste, yet, a recent study by Anup Surendranath found that the poor, Dalits and minorities constitute 76 per cent of the people on death row. There is one strange and notable side of the judiciary, which has not yet been fully researched. It seems that at least some Indian judges are far more sympathetic to Muslim women’s causes compared to those of Hindu women. For instance, a recent judgment of the Guwahati High Court treated the refusal to put on sindoor (vermillion) and conch shell bangles (shaka) as a sufficient basis to grant a divorce to the husband.

Some judges appear not to believe in the independent agency of women. In a recent order granting bail to a rape accused, Justice Krishna Dixit of the Karnataka HC had made some disturbing observations about the reaction of Indian women when they are assaulted. Subsequently, he had to expunge his controversial statement. A few years ago, the Madras High Court gave a strange order directing “divorcees too should maintain sexual purity to claim alimony”.

Even a liberal judge like Justice Markandey Katju in D Velasamy (2010) had termed a second Hindu wife as “mistress” and “keep” and thus not entitled to maintenance. Justice Anil Dave and Adarsh Goel in Prakash (2015) had refused to give retrospective effect to the 2005 Amendment to Hindu Succession Act under which a daughter was for the first time recognised as coparcener and entitled to ancestral property. The pro-women judgment of the Karnataka HC was reversed by the apex court. Strangely, in the second part of the same judgment, Justice Goel expressed concerns about Muslim women and the discriminatory nature of Muslim Personal Law, though he did accept the matter was not in dispute before them. Why did the court did not consider discriminatory provisions of the Hindu Succession Act, which were very much before it? That is a Hindu mother, Hindu wife and Hindu daughter-in-law are still not coparcener. Similarly, if a childless Hindu couple dies, the property of the husband goes to his parents. But strangely, even the wife’s goes to the husband’s parents rather than her own.

Shayra Bano (2017) or the triple divorce case basically originated from the orders of the apex court in the above case where the Court gave judgment against a Hindu woman but seemed more concerned about Muslim women. Interestingly, Shayra Bano’s husband Rizwan Ahmad was keen to retain her as his wife and it was she who had asked for separate house and Rizwan rented one for her. Not satisfied, she was asking him to live with her parents. Her father left the children at Allahabad Railway station. Rizwan was interested in sustaining the marriage and had filed a case of restitution of conjugal rights. When she applied for the transfer of this case from Allahabad to Kashipur, Rizwan sent a written divorce deed along with a draft of dower and maintenance. It was not the case of instant triple divorce.

The facts of Narender (2016) were similar to Shayra Bano. In this case, too, a high court had ruled in favour of the wife. The SC bench of Justice Anil Dave and L Nageshwar Rao held that “Hindu wife is expected to be with the family of the husband after the marriage. She becomes integral to and forms part of the family …she would never insist that her husband should get separated from the family and live only with her.” This would amount to “cruelty” and the husband would be entitled to divorce her. The judgment overlooks the fact that marriage is a union of two individuals, not two families. The Court also used Indian and Hindu ethos interchangeably.

In Daniel Latifi (2001) too, ignoring the legislative history of 1986 law, that is Muslim Women’s (Right on Divorce) Act that was brought in to undo Shahbano (1985), the SC gave a big relief to Muslim women by saying that the infamous law brought in by Rajiv Gandhi in no way dilutes Shahbano.

In Rajesh Sharma (2017), a bench of Justice Adarsh Goel and U U Lalit, after noting the misuse of Section 498A of the IPC, which punishes cruelty, observed that there should be no automatic arrests on charges of cruelty and each district should have a Family Welfare Committee. The order was in favour of the husband and in-laws. In this case, a dowry of Rs 3,00,000 and a car was demanded, which the wife’s family was unable to meet. The pregnant wife was dropped in a pathetic condition outside her parents’ house, leading to the termination of pregnancy. She was allegedly tortured, as was noted by the lower court. Unlike Prakash, the plain language of the statute and legislative intent were not a problem in this case. Yet the Court did not hesitate to dilute the statutory provision and give a number of directions in favour of the accused. Subsequently, the matter was referred to a three-judge bench.

Decades ago, in Harvinder Kaur (1983), Justice AB Rohtagi of the Delhi HC had observed that the “introduction of constitutional law in the home is most inappropriate. It is like introducing a bull in a china shop. It will prove to be the ruthless destroyer of the marriage institution and all that it stands for. In the privacy of home and the married life, neither Article 21 nor Article 14 have any place.” Fortunately, a few months ago, the apex court had agreed to revisit the constitutionality of the restitution of conjugal rights provision.

Hardly smart about urban health care

Despite the renewed policy focus on cities, the pandemic has exposed the weaknesses in handling a public emergency

The novel coronavirus pandemic has largely been an urban crisis so far, with megacities such as Delhi, Mumbai, Bengaluru and Chennai accounting for most of the COVID-19 positive cases. Indian cities are not only facing a public health crisis but also a larger emergency of economic issues and livelihoods. A high percentage of urban residents have lost employment during the lockdown and continue to face an uncertain future. So, are Indian cities equipped to deal with the pandemic and its aftermath?

Still an urban dream

Over the last decade-and-a-half, cities have started receiving more policy attention from the government, with dedicated national-level programmes on urban development. The ‘Smart Cities Mission’, a flagship programme of the Narendra Modi-led National Democratic Alliance (NDA) government, completed five years, in June 2020. The Mission had sought to make 100 selected cities “smart”, primarily through an “Area-Based Development” model under which a small portion of the city would be upgraded by retrofitting or redevelopment.

Five years after its launch, the enthusiasm regarding Smart Cities seems to have waned. While “smart cities” and “bullet trains” were buzzwords in the initial years of the first term of the NDA government, over the last few years there has hardly been any mention about them by the top political leadership. Many of the projects undertaken under the ‘Smart Cities Mission’ are behind schedule. According to the Ministry of Housing and Urban Affairs, of the 5,151 smart city projects across the 100 cities, while around 4,700 projects have been tendered, only 1,638 projects have been completed. In terms of expenditure, of the total investment of ₹2,05,018 crore, only projects worth ₹26,700 crore have been completed. Hence, the idea of completely transforming India’s derelict cities into “smart cities” within five years now seems a pipe dream.

A blind spot

Most of these Smart Cities are now reeling under the devastation caused by COVID-19. Some cities have been using the Integrated Command and Control Centres created under the ‘Smart Cities Mission’ as “war rooms” for monitoring real time data regarding the spread of the virus. However, tackling the larger public health and economic fallout remains a more difficult challenge.

In fact, the ‘Smart Cities Mission’ has given short shrift to basic services such as public health. An analysis of the smart city projects under the Mission shows that only 69 of over 5,000 projects undertaken under the Mission were for health infrastructure. These projects are for an estimated cost of ₹2,112 crore, amounting to just around one per cent of the total mission cost. Hence, public health seems to be a major blind spot in India’s smart city dreams.

While one could argue that health infrastructure is not a core element of a “smart” city, the ‘Smart Cities Mission’ was never focused merely on technology; it had the stated aim of improving the quality of life of urban residents. Further, public health is an essential local government function in India’s constitutional scheme. As per the 12th Schedule of the Constitution, introduced by the 74th Amendment, “public health” is one of the 18 functions that are to be devolved to the municipalities. However, public health infrastructure of cities has often been neglected over the years and new programmes such as the ‘Smart Cities Mission’ have further driven local governments away from their core responsibilities.

Strengthening local capacities

The COVID-19 crisis has exposed the weaknesses in the institutional and human capacity of Indian cities to handle a public health emergency. Despite the renewed policy focus on cities, India’s urban local bodies continue to be financially and administratively weak and heavily understaffed. There is also high level of vacancy of Accredited Social Health Activist (ASHA) workers, the frontline public health workers carrying out contact tracing, in urban areas, especially in COVID-19 hotspot cities such as Mumbai.

The relative success of Kerala in containing the pandemic has shown how a decentralised political and administrative system with strong local governments and high investment in local public health care can be effective. In the absence of such participative local government institutions, authorities in some cities have roped in resident welfare associations to monitor COVID-19 cases. In this process, resident welfare associations have become emboldened and are often imposing draconian rules as they exercise a form of private authoritarianism in their neighbourhoods.

To tackle the COVID-19 crisis, it is important to strengthen local government capacities, invest heavily in urban public health systems, and promote programmes that improve the livelihoods of urban vulnerable communities. The ‘Smart Cities Mission’, with its skewed priorities and parallel governance structures of Special Purpose Vehicles, offers little hope in this regard. Instead, programmes such as the National Urban Livelihoods Mission and National Urban Health Mission, which have lately received limited focus and resources, need to be strengthened.

Think jobs too

Further, it is time to consider the introduction of a national urban employment guarantee programme that assures jobs for urban residents and strengthens the capacities of urban local bodies. Kerala has been running such a scheme since 2010 and States such as Odisha, Himachal Pradesh and Jharkhand have also recently launched similar initiatives in the wake of the COVID-19 crisis. As Indian cities face an unprecedented challenge, it is important to get the priorities of urban development right and invest in programmes that improve the health and livelihoods of its residents.

Nurturing citizens in social studies

The proposed move of rationalising the syllabus strikes at the target of training good citizens

The list of jettisoned subjects is comprehensive; the apprehension that it is purposeful is unavoidable; the conclusion that a ‘happening’ has been converted into a ‘penalty goal’ is inescapable. These thoughts cross the mind while reading about the decision of the Ministry of Human Resource Development to exclude certain subjects from the list of topics of study in the social science curriculum for Classes 9 to 12 with the objective of reducing by 30% the “load” while retaining “core concepts”. The stated rationale of the move is the disruption caused by COVID-19 to the academic year. The exercise covers other subjects too, but the focus of this analysis is on the social sciences only for reasons that will become evident in this essay.

The argument for disruption and the resultant load is self-evident and valid. The phenomenon is universal and applies to all stages of education and to all lands across the globe. Not all have reacted the same way and pedagogues would argue that there could be more than one method of lightening the academic load that in any case predates the pandemic. Democratic societies the world over have developed methodologies of nurturing young citizens in essential values and procedures and none have so far abandoned them on account of the pandemic.

Salient features of curriculum

The Central Board of Secondary Education (CBSE) on its website indicates nine salient features of the senior secondary school curriculum for Classes 11 and 12 for the years 2020-2021. It mentions that the curriculum strives to “provide ample scope for physical, intellectual and social development of students”. The curriculum also strives to “uphold Constitutional values such as Socialism, Secularism, Democracy, Republican character, Justice, Liberty, Equality, Fraternity, Human Dignity of Individual and Unity and integrity of the Nation by encouraging value-based learning activities.” With some abridegments, therefore, the features reiterate the values mentioned in the Preamble of the Constitution of India. Item 4 of the salient features says the curriculum strives to “nurture Life-Skills by prescribing curricular and co-curricular activities to help improve self-esteem, empathy towards different cultures etc.” There is, however, no mention of Fundamental Duties (Article 51A of the Constitution); of the duty “to value and preserve the rich heritage of our composite culture” and of the duty “to develop the scientific temper, humanism and the spirit of enquiry and reform”. The wording here is curious. Are “different cultures” synonymous with our “composite culture”? Is it an admission that ours is a land of “different cultures”?

It would be argued in defence of abridgements that the CBSE curriculum for Classes 9 and 10 has identical wording for items 3 and 4 and that the themes are therefore covered at an earlier stage of school education. This is to presume that levels of student comprehension between Classes 9 and 11 or 10 and 12 remain static and do not need upgradation either in teaching or in understanding.

Being ‘politically conscious’

Our system of democratic governance is based on the Constitution that prescribes universal adult suffrage with the voting age now being 18, after the 61st Amendment of 1988. It was then argued formally in Parliament that “the present-day youth are literate and enlightened and the lowering of the voting age would provide to the unrepresented youth of the country an opportunity to give vent to their feelings and help them become a part of the political process. The present-day youth are very much politically conscious. It is, therefore, proposed to reduce the voting age from 21 years to 18 years.’

In other words, and since the general average school-leaving age after Class 12 is 16-17 years, this objective of being “politically conscious” is to be attained suddenly at the age of 17 and without the benefit of formal instruction on fundamental principles of our polity. And if this formal instruction on the principles of the Constitution is not available to the young person at that age, she or he has no option but to resort to informal knowledge acquired through hearsay and media or social media with all the tilt or prejudice of demagogy and propaganda that go with it. Would the young person exercising franchise for the first time then be an informed voter?

In this context, it is useful to examine the relevant portions of the Draft National Education Policy 2019 with a Message from the Minister of Human Resource Development. It has on page 96 a section on ‘Development of Constitutional Values’. It states that “the process and the content of education at all levels will also aim to develop Constitutional values in all students, and the capacities for their practice… Some of these Constitutional values are: democratic outlook and commitment to liberty and freedom; equality, justice, and fairness; embracing diversity, plurality, and inclusion; humanness and fraternal spirit; social responsibility and the spirit of service; ethics of integrity and honesty; scientific temper and commitment to rational and public dialogue; peace; social action through Constitutional means; unity and integrity of the nation, and a true rootedness and pride in India with a forward-looking spirit to continuously improve as a nation.” The same document, on page 231, reiterates the objective of developing “an understanding of our Constitutional values, and the disposition and capacities for their practice, amongst all their students.” The other objectives mentioned in this section are diversity, plurality humanness, fraternal spirit, scientific temper and commitment to rational dialogue.

Focus on the next generation

Will these virtues and constitutional values and capacities for their practice be developed without formal instruction? Would this necessarily be the best training for citizenship? Could the objective be to lessen the instruction in constitutional values and their impact on perceptions and practices of the next generation?

The BJP’s Sankalp Patra for the 2019 general election mentions in several places the objective of good governance and of putting in place for it “a framework of governance which will yield rich dividends over the next generation”. This focus on the next generation requires good citizens who in turn need to be educated in good governance. This is precisely what the objective of the jettisoned items of the curriculum was intended to be. The proposed move of load-shedding goes counter to this and strikes at the target of training good citizens and teaching them civility. Would a sceptic be justified in suspecting that the objective may be to have a less literate young voter?

आस्था बनाए रखिए, हो सकता है ईश्वर हमें तैयार कर रहा हो

एक बार एक व्यक्ति ने सपना देखा कि वह ईश्वर के साथ समुद्र किनारे चल रहा है। उसकी जिंदगी के कई दृश्य आसमान पर नजर आ रहे हैं। हर दृश्य में उसने देखा कि रेत में पैरों के निशान हैं। कभी-कभी निशानों के दो जोड़े भी दिखे। तो कभी-कभी एक। इससे व्यक्ति परेशान हो गया क्योंकि उसने देखा कि जब वह जीवन में परेशान था, तब उसे पैरों के निशानों का एक ही जोड़ा दिख रहा था। इसलिए उसने ईश्वर से कहा, ‘आपने मुझसे वादा किया था कि मैं हमेशा तुम्हारे साथ रहूंगा। लेकिन मैंने देखा कि जब मैं मुश्किल में था, तब रेत में निशानों का एक ही जोड़ा था। जब मुझे सबसे ज्यादा जरूरत थी, तब क्या आप मेरे साथ नहीं थे?’ ईश्वर ने जवाब दिया, ‘उस समय जब तुम्हें पैरों के निशानों का एक ही जोड़ा दिख रहा है, तब मैंने तुम्हें अपनी गोद में उठा लिया था।’

आस्था वह विश्वास है कि ईश्वर या तो हमारे साथ चलेगा या गोद में लेकर। आस्था का स्थान आपका हृदय है, जिसे आप खुद ही बनाते हैं। आपकी पांचों इंद्रियों से जाने वाला कुछ भी आपकी आस्था को नहीं छू सकता क्योंकि इंद्रियों की पहुंच दिल तक नहीं है। आस्था हृदय की बुद्धिमत्ता है, जबकि विश्वास मन की।

हृदय को किसी सबूत की आवश्यकता नहीं है। हृदय हर अनुभव से अपनी आस्था की जड़ें मजबूत करता है। जबकि मन हर अनुभव का इस्तेमाल अपने विश्वास के आधार को कमजोर करने के लिए करता है।

आस्था विज्ञान विरोधी नहीं है, यह बस विज्ञान की समझ के परे है। हर सफर की शुरुआत एक आस्था है। यह आस्था कि हम पहुंचेंगे, सफल होंगे। आस्था उसपर विश्वास करने की क्षमता है, जिसे हम देख नहीं सकते, जो अभी हुआ नहीं है, जिसे अभी साबित नहीं किया जा सकता। अगर आस्था का मतलब वह है, जिसे आप देख नहीं सकते, तो उसका इनाम यह होगा कि एक दिन आप उसे देखेंगे, जिसपर आपको हमेशा से विश्वास था।

एक बार हनुमान ने श्रीराम से कहा, ‘हे भगवान, ऐसा कुछ है, जो आपसे भी श्रेष्ठ है।’ श्रीराम ने चकित होकर हनुमान से पूछा, ‘वह चीज क्या है?’ हनुमान बोले, ‘हे प्रभु, आपने नाव की मदद से नदी पार की। लेकिन मैंने आपके नाम की शक्ति से पूरा समुद्र पार कर लिया। आपके नाम से ही समुद्र में पत्थर तैरे। इसलिए आपसे श्रेष्ठ आपका नाम है।’

‘आस्था का विषय’ (व्यक्ति, ईश्वर, वस्तु, विचार आदि) नहीं, खुद ‘आस्था’ ही चमत्कार करती है। आस्था का विषय जरिया मात्र होता है। जीसस के लिए ‘अब्बा’ थे, मदर टेरेसा के लिए ‘जीसस’, द्रौपदी के लिए ‘कृष्ण’, पैगंबर के लिए ‘अल्लाह’, एकलव्य के लिए ‘द्रोण’, हनुमान के लिए ‘राम’ थे। फिर भी सभी ने अपने जीवन में आस्था की चमत्कारिक शक्ति का अनुभव किया, जिससे साबित होता है कि ‘आस्था का विषय’ नहीं, उस ‘विषय में आस्था’ से चमत्कार होते हैं।

जैसे विचार, उन्हें जन्म देने वाले मन से ज्यादा शक्तिशाली होते हैं, उसी तरह आस्था भी ‘विषय’ से ज्यादा शक्तिशाली है। हालांकि इंसान यह समझने में गलती करता है। जब भी उसे कुछ चमत्कारिक अनुभव होता है, वह श्रेय ‘आस्था के विषय’ को दे देता है, जबकि वे चमत्कार उसकी ‘विषय में आस्था’ की वजह से होते हैं। समझ में इस चूक की वजह से वह ‘आस्था के विषय’ को खुश करने के लिए अनुष्ठान करता है। वह अपना ‘आस्था का विषय’ भी बदल लेता है। ईश्वर के एक स्वरूप से कोई दूसरा…। वह हर चीज पर ध्यान देता है, सिवाय आस्था के। सवाल यह नहीं है कि आपका ‘ईश्वर’ कौन है, सवाल यह है कि ईश्वर में आपकी ‘आस्था’ कितनी मजबूत है।

बिना आस्था के आप में डर होगा। लेकिन जब आप आस्था को जानेंगे तो कोई डर नहीं होगा। आस्था और डर एक साथ नहीं रह सकते। विकल्प इंसान की बुद्धिमत्ता से पैदा होते हैं और नतीजे उस ईश्वर की बुद्धिमत्ता से। आस्था यह जानना है कि कभी-कभी हमारी योजना असफल होगी, ताकि वह आपके लिए अपनी योजना लागू कर सके। उसकी योजना आपके लिए हमेशा सही होगी। इसलिए आप आस्था में यह नहीं पूछते, ‘मेरे साथ यह क्यों हो रहा है?’ लेकिन आप आस्था के साथ यह पूछते हैं, ‘मेरे ईश्वर, मुझे इस सबमें डालकर आप मुझे किस चीज के लिए तैयार कर रहे हैं? इसके पीछे आपका बड़ा उद्देश्य क्या है, जो मैं अब तक नहीं देख पा रहा हूं?’ जो परमशक्ति आपको इस परिस्थिति में लाई, वही बाहर भी निकालेगी।

निरर्थक आदर्शवाद का परित्याग

सरहद से जुड़े हालिया मामलों में मोदी सरकार की दृढ़ता से यही स्पष्ट होता है कि वह अनुपयुक्त आदर्शवाद के बजाय धारदार चाणक्य नीति पर चल निकली है

हमारी सरहदों पर बीते कुछ दिन खासे हलचल भरे रहे। प्रतीत होता है कि भारत की बढ़ती शक्ति को चुनौती देने के लिए हमारे विरोधियों ने हाथ मिला लिए हैं। वैसे तो आजादी के बाद से ही चीन और पाकिस्तान के साथ हमारा संघर्ष होता आया है, लेकिन अब काफी कुछ बदल गया है। मोदी सरकार अनुपयुक्त आदर्शवाद के बजाय चाणक्य नीति पर ही चलती दिख रही है। लद्दाख में चीनी सेना की हरकत के बाद प्रधानमंत्री नरेंद्र मोदी ने यह स्पष्ट कर दिया कि भारत किसी भी दबाव के आगे नहीं झुकेगा। उनके इस दृढ़ रुख के परिणामस्वरूप चीनी सेना को अपने कदम पीछे खींचने पड़े। दोनों देशों के राजनयिक तनाव घटाने के लिए वार्ता में जुटे हैं। यह दृढ़संकल्पित आचरण नए दौर की चाणक्य नीति का जीवंत प्रमाण है। चाणक्य जिन्हें कौटिल्य के नाम से भी जाना जाता है, संभवत: समग्र संसार के पहले राजनीतिक रणनीतिकार थे। राष्ट्रीय हितों की पूर्ति के लिए उन्होंने स्वयं को शक्तिशाली बनाने के साथ ही पड़ोसियों पर नजर बनाए रखने की वकालत की। इसके उलट आजादी के बाद से ही भारत आदर्शवादी विदेश नीति का पालन करता रहा जो वैश्विक राजनीति के वास्तविक परिदृश्य के खांचे में कभी उपयुक्त नहीं रही।

स्वतंत्रता के 70 साल बाद मोदी सिद्धांत के तहत भारतीय कूटनीति में नया अध्याय शुरू हुआ है। इसमें भारत के हितों से समझौते का कोई प्रश्न ही नहीं उठता। चीन ने द्वितीय विश्व युद्ध के पश्चात स्वतंत्रता हासिल कर शुरुआत से ही अपना ध्यान औद्योगीकरण और आंतरिक वृद्धि पर केंद्रित किया। अब अधिकांश देश और वैश्विक अर्थव्यवस्था आपूर्ति शृंखला के लिए चीन पर निर्भर है। इससे वह दुनिया की दूसरी सबसे बड़ी अर्थव्यवस्था बन बैठा। बड़ी आबादी, मजबूत अर्थव्यवस्था और सक्षम सेना ने चीनी नेताओं को यह गुंजाइश दी कि वे आर्थिक एवं सैन्य, दोनों मोर्चों पर अपनी दबंगई दिखा सकें। खासतौर से दक्षिण चीन सागर में उन्होंने यह किया भी है।

भारत के प्रति चीन की नीति हमेशा नियंत्रण की रही है। जब 1940 के दशक से दोनों ही देशों ने औपनिवेशिक समाप्ति के नए युग में प्रवेश किया तबसे चीन ने भारत को अपना दीर्घकालिक प्रतिस्पर्धी ही माना और इस नाते उस पर अंकुश लगाने की मंशा रखी। इसीलिए वह भारत पर दबाब बनाए रखने की कोशिश में लगा रहता है। वह भारत के उभार को दबाने का प्रयास करता है और इसके लिए हरसंभव तिकड़म आजमाता है। भारत के खिलाफ चीन की इस रणनीति के संकेत 1950 के दशक से ही मिलने लगे थे जब उसने पाकिस्तान को संरक्षण देना शुरू किया। उसने इस कंगाल देश को अपने पिट्ठू के तौर पर इस्तेमाल करना शुरू कर दिया। उसका मुख्य मकसद पाकिस्तान के जरिये अपना उल्लू सीधा करना था।

चीन ने काफी पहले ही अपनी तेजी से बढ़ती अर्थव्यवस्था का अनुचित फायदा उठाना शुरू कर दिया था। भारत की घेराबंदी के लिए उसने दक्षिण पूर्व एशिया से लेकर अफ्रीका तक ‘मोतियों की माला’ नाम की रणनीति बनाई। बेल्ट एंड रोड इनिशिएटिव के तहत श्रीलंका में हंबनटोटा और पाकिस्तान में ग्वादर बंदरगाह और गुलाम कश्मीर में चीन-पाकिस्तान आर्थिक गलियारे जैसी परियोजनाओं के जरिये हाल के वर्षों में ये गतिविधियां और तेजी से बढ़ी हैं। ऐसे में कोई हैरानी की बात नहीं कि चीन ने भारत के पड़ोस में अपने पिट्ठू बनने लायक देश तलाशने के प्रयास तेज कर दिए। नेपाल के हालिया घटनाक्रम से यह बखूबी जाहिर भी होता है। चीन केवल एशिया ही नहीं, बल्कि गरीब अफ्रीकी देशों को भी अपने कर्ज के जाल में फंसाकर वैश्विक मामलों में अपना प्रभाव बढ़ा रहा है। बीते कुछ वर्षों में भारत का रवैया भी बदला है। इसमें संदेह नहीं कि इससे पहले हमने कई दशक व्यर्थ ही गंवा दिए, जबकि इस दौरान हमें अपनी सीमाओं और सैन्य क्षमताओं को और मजबूत बनाना चाहिए था ताकि सरहदों की सुरक्षा को लेकर सुनिश्चित हो सकते। यह तब और आवश्यक हो जाता है जब हमारे पड़ोस में ऐसे देश हों जो कभी भी उन्मादी हो सकते हैं।

मोदी सरकार के कार्यकाल में सीमावर्ती राज्यों में बुनियादी ढांचे के विकास को खासी तेजी दी गई है। तमाम जानकारों का मानना है कि चीन की हालिया आक्रामकता की एक वजह यह भी थी। चीनी सेना की यह हरकत भारत को उकसाने की भी कोशिश हो सकती है, क्योंकि वह बराबरी का ओहदा हासिल करने के लिए प्रयासरत है। भारत केवल अपनी सीमा के दायरे में नहीं, बल्कि दूसरे देशों में भी बुनियादी ढांचा विकसित कर रहा है। ईरान का चाबहार बंदरगाह इसकी उम्दा मिसाल है। हालांकि भारत-ईरान द्विपक्षीय रिश्तों को धार देने के लिए इस पर सहमति तो 1970 के दशक में ही बन गई थी, लेकिन पूर्ववर्ती सरकारों के दौर में काम लगातार टलता गया। 2018 में जाकर ही भारत ने इस बंदरगाह का परिचालन अपने नियंत्रण में लिया। तबसे वह होर्मुज जलसंधि जैसे रणनीतिक स्थान पर अपना प्रभाव बढ़ा रहा है। हमारी विदेश नीति में इन घटनाओं के विश्लेषण से चाणक्य की रीति-नीति के मूलतत्व को तलाशा जा सकता है। एक चतुर रणनीतिकार के रूप में चाणक्य ने राजा को यही सलाह दी कि कोई भी देश अलग-थलग नहीं रह सकता और उसके लिए अपनी सीमाओं के परे भी अपने हितों की पूर्ति आवश्यक होती है। उसे चाहिए कि वह स्वयं को सामर्थ्यवान बनाकर लगातार पड़ोसियों पर ध्यान देता रहे।

हाल में जब एलएसी पर चीनी सैनिकों की ओर से हिंसा हुई तो हमारे सैनिकों ने अद्भुत साहस और प्रतिरोध का परिचय दिया। पूरे देश ने पीएम मोदी में अपना विश्वास व्यक्त किया, क्योंकि उनमें उन्हें ऐसा नेता नजर आता है जो भारत की क्षेत्रीय अखंडता को लेकर कोई समझौता नहीं करेगा। अपने पूर्ववर्तियों से इतर मोदी ने बिगड़ैल पड़ोसियों के प्रति दृढ़ता दिखाई। वह शांति के भ्रामक संदेशों से संतुष्ट होने वाले नहीं। सीमा पर तनाव के दौरान उनके दो-टूक संदेश हों या फिर सैनिकों का हौसला बढ़ाने के लिए लद्दाख दौरे से यह स्पष्ट भी है। पीएम मोदी की प्रखर कूटनीतिक रणनीति ने स्पष्ट कर दिया कि भारत एक बड़ी ताकत है जिसे सम्मान देना होगा। भारत शांति चाहेगा और उसके लिए प्रयास भी करेगा, परंतु अपनी सीमाओं और संप्रभुता की रक्षा भी करेगा।

उत्तर प्रदेश को खोखला करता उसका आकार

आखिरकार उत्तर प्रदेश ने हमेंं कोरोनावायरस और चीन से निजात दिला दी। लेकिन दिक्कत यह है कि हमें इसके लिए उसका शुक्रिया करना चाहिए अथवा नहीं?

इसलिए क्योंकि इसका संदर्भ भी उतना ही परेशान करने वाला है जितना कि तेजी से पांव पसारती महामारी का या घुसपैठ करते पड़ोसी का। एक व्यक्ति को कथित मुठभेड़ में मारा गया। इस मुठभेड़ को इतने खराब तरीके से अंजाम दिया गया कि ऐसा करने वाले पुलिसकर्मियों और उनके राजनीतिक आकाओं को अगर गैर न्यायिक हत्या के आरोप मेंं जेल नहीं भी होती तो भी कम से कम उनकी नौकरी तो जानी ही चाहिए।

अगर आपको इस कहानी पर यकीन है तो आप विक्रम-बेताल की कहानी को भी सच मानेंगे। बल्कि मुझे तो उनमें से कुछ कहानियां ज्यादा विश्वसनीय लगती हैं।

बहरहाल हम न्यायिक विज्ञान को एक क्षण के लिए परे हटाकर इसमें निहित राजनीतिक संदेश को पढऩे की कोशिश करते हैं। यह वह प्रदेश है जिसकी आबादी देश के 36 राज्यों और केंद्रशासित प्रदेशों की आबादी का 15 फीसदी है, जिसने देश के सत्ताधारी दल को उसके कुल सांसदों का पांचवां हिस्सा तो दिया ही है, साथ ही प्रधानमंत्री और रक्षा मंत्री भी दिए हैं। वह प्रदेश हमसे कह रहा है-भाड़ में जाओ और अपना संविधान, कानून का शासन और अदालतें भी अपने साथ ले जाओ। हम अपना कानून बनाएंगे, और फिर अपनी खुशी से उसे तोड़ेंगे। क्यों? क्योंकि हमारे पास संख्या बल है। उत्तर प्रदेश देश का सबसे शक्तिशाली राज्य है लेकिन यह सबसे खराब शासन वाला राज्य भी है। यह राज्य कई माफियाओं के चंगुल में है जो एक दूसरे से होड़ ले रहे हैं। राज्य सरकार भी उन माफियाओं में से एक है। वह वायरस जो उत्तर प्रदेश को अंदर से खाये जा रहा है वह है उसका आकार। इसका असर भारत पर भी पड़ रहा है। पहले उत्तर प्रदेश नामक इस समस्या के आकार का आकलन करते हैं। इस राज्य में 75 जिले हैं जो देश के 739 जिलों के दसवें हिस्से से अधिक हैं। इस राज्य का प्रबंधन कितना मुश्किल है इसे समझने के लिए उन राज्यों के बारे में सोचिए जिनकी आबादी कमोबेश उत्तर प्रदेश के बराबर है। पाकिस्तान और ब्राजील दोनों की आबादी 20 करोड़ से अधिक है। पाकिस्तान में चार संपूर्ण प्रांत और दो स्वायत्त संघीय इकाइयां हैं जबकि ब्राजील में 26 राज्य हैं। उत्तर प्रदेश के मुख्यमंत्री को सबकुछ स्वयं संभालना पड़ता है। यह असंभव है और राज्य के शासन की गुणवत्ता और सामाजिक संकेतकों से यह पता चलता है। हमने एक बार द प्रिंट पर यह रिपोर्ट प्रकाशित की थी कि आबादी के लिहाज से पाकिस्तान की बराबरी करने वाला उत्तर प्रदेश खराब सामाजिक संकेतकों के मामले में भी उसके आसपास ही नजर आता है। शिशु मृत्युदर जैसे संकेतकों मेंं यह उससे बेहतर और प्रति व्यक्ति आय और लिंगानुपात में यह उससे खराब स्थिति में है। परंतु आबादी में वृद्धि जैसी अहम कमी के मामले में वह उसके साथ बराबरी से होड़ कर रहा है।

बाद के दिनों में उत्तर प्रदेश की आबादी मेंं इजाफे की दर कम हुई है लेकिन यह पाकिस्तान की दर के बराबर है यानी करीब 2 फीसदी। यह दर शेष भारत के दोगुना से भी अधिक है। उत्तर प्रदेश की प्रति व्यक्ति आय राष्ट्रीय औसत के आधे से भी कम है। उसकी अपराध दर, माफिया की पैठ, राजनीति का अपराधीकरण आदि फिल्मों में चित्रण करने लायक हैं। ऐसा इसलिए क्योंकि यह राज्य बहुत बड़ा है और इसकी राजनीति जाति और धर्म के नाम पर इतनी अधिक बंटी हुई है कि सत्ताधारी ढांचे से बाहर रह गए लोग जातीय माफिया और बाहुबलियों के पास संरक्षण, न्याय और समानता की बाट जोहते हैं। आइए देखते हैं यह कैसे काम करता है। यदि एक यादव पिता या बेटा सत्ता में है तो यादवों के पास सत्ता होगी जबकि वे कुल आबादी का महज 9 फीसदी हैं। वे मुस्लिमों और अक्सर ठाकुरों के साथ गठजोड़ करते हैं। इस प्रकार सत्ता के ढांचे में उनको वैधता मिलती है। उन्हें हर तरह के शासन, कल्याण योजनाओं के वितरण, ट्यूबवेल और नलकूप खुदवाने से लेकर अहम पदोंं पर नियुक्तियों तक में तरजीह दी जाती है। जो इससे बाहर रह जाते हैं वे माफिया नेताओं की ओर रुख करते हैं। ऐसे में प्राय: सबसे सक्रिय माफिया उस जाति के होते हैं जो सत्ता से बाहर हो।

सन 1980 तक जब अगड़ी जाति के मुख्यमंत्री हुआ करते थे तब आपराधिक गिरोह और डकैतों के गिरोह प्राय: पिछड़ी जाति से होते थे। सन 1981-82 में विश्वनाथ प्रताप सिंह ने बतौर मुख्यमंत्री पहली बार उत्तर प्रदेश में मुठभेड़ की संस्कृति को जन्म दिया और महज एक महीने से कुछ अधिक समय में 299 डकैतों को मार दिया गया। यह सिलसिला तब बंद हुआ जब बदले की कार्रवाई में उनके भाई और इलाहाबाद उच्च न्यायालय के न्यायाधीश चंद्र शेखर प्रसाद सिंह और उनके बेटे की हत्या कर दी गई। जल्दी ही सिंह ने इस्तीफा दे दिया।

इससे संबद्ध राजनीतिक कथा यह है कि उसी समय एक युवा पूर्व पहलवान मुलायम सिंह यादव बतौर मानवाधिकार कार्यकर्ता इन मुठभेड़ों का विरोध करते हुए लोकप्रिय हो रहे थे। मुठभेड़ के शिकारों में कई पिछड़ी जातियों के थे और वे मुलायम सिंह के समर्थक हो गए। एक बार जब सत्ता निचली और यादव समेत मध्यम जातियों के हाथ में आ गई तो अगड़ी जातियों के लोग संगठित अपराध में लिप्त हो गए। ब्राह्मणों और ठाकुरों के गिरोह बन गए और पश्चिमी उत्तर प्रदेश में कानून का राज समाप्त ही हो गया। फिलहाल शाासन कानपुर मेंं जिस माफिया से उलझा हुआ है वह ब्राह्मण है। याद रहे इस प्रदेश में अंतिम ब्राह्मण मुख्यमंत्री नारायण दत्त तिवारी थे और वह सन था 1989। उससे पहले गोविंद बल्लभ पंत से लेकर कमलापति त्रिपाठी तक कई कद्दावर ब्राह्मण प्रदेश पर शासन कर चुके थे। यह समुदाय 31 वर्ष से सत्ता से बाहर है। ऐसे में विकास दुबे कानपुर में रॉबिनहुड बन गया वैसे ही जैसे अतीत में गोरखपुर में हरिशंकर तिवारी।

आज कानून व्यवस्था कुशासन का एक अहम पहलू है और हमने इस पर विस्तार से बात की। बाकियों पर आप तेजी से नजर डाल सकते हैं। सात दशकों में राज्य नई उद्यमिता तैयार करने मेंं नाकाम रहा। दिल्ली के निकट नोएडा को छोड़कर कोई औद्योगिक परिसंपत्ति नहीं विकसित हुई। जबकि उत्तर प्रदेश में देश के कुछ सबसे पुराने और बेहतरीन शहर रहे हैं। वे कानपुर और इलाहाबाद की तरह मृतप्राय भले न हों लेकिन उन सभी का पराभव हो रहा है। पश्चिम के हरित क्रांति वाले जिलों को छोड़कर वह खेती में भी पिछड़ गया है। 75 से अधिक जिलों और 2.43 लाख वर्ग किलोमीटर क्षेत्र में रहने वाली 20 करोड़ की आबादी पर शासन करना एक सरकार के लिए बहुत बड़ा काम है। खासकर तब जबकि उसे केवल एक व्यक्ति चला रहा हो। हमारे प्रदेशों में यह एक नया मानक बन गया है। इसी तरह एक संघीय गणराज्य में 80 लोकसभा सीटों का एक राज्य में होना भी बहुत ज्यादा है। यह तादाद गुजरात, राजस्थान और कर्नाटक की कुल सीटों से अधिक है। यह राजनीतिक रूप से विसंगतिपूर्ण है। खासकर तब जबकि इसकी आंतरिक राजनीति इतनी विभाजक और जाति-धर्म पर आधारित है। वहीं सामाजिक संकेतकों पर यह पीछे है। उत्तर प्रदेश को पांच नहीं तो कम से कम चार राज्यों में बांटा जाना चाहिए। पश्चिमी जिलों में काफी समय से हरित प्रदेश की मांग हो रही है। दक्षिण में बुंदेलखंड को अलग राज्य बनाया जाना चाहिए और मध्य प्रदेश के तीन-चार जिलों को इसमें शामिल किया जाना चाहिए। पूर्वांचल प्रांत में नेपाल और बिहार की सीमा से लगने वाले पूर्व के सभी जिलों को शामिल करना चाहिए और गोरखपुर को राजधानी बनाना चाहिए। मध्य प्रांत जिसे अवध प्रदेश या कुछ और नाम दिया जा सकता है उसका शासन लखनऊ से चलना चाहिए। इस तरह चार नए राज्य बनेंगे।

हालांकि अपनी पुस्तक में मैंने पांच राज्यों की बात कही है क्योकि पूर्वांचल बहुत बड़ा और बहुत कम विकसित राज्य होगा। उसे दो हिस्सों में बांटना और वाराणसी को दूसरे राज्य की राजधानी बनाना बेहतर होगा। कोई राजनेता ऐसा नहीं चाहता। पूर्ण बहुमत वाले नेता का हित राज्य को एक रखने में ही सधता है। जो चीज कारगर है उसमें क्या बदलाव करना, भले ही हालत कितनी भी खस्ता क्यों न हो? परंतु जब तक कोई यह चुनौती नहीं लेता तब यह राज्य जहां हर छह में से एक भारतीय रहता है, उसके सामने कोई आशा नहीं।

चिकित्सा सेवा क्षेत्र को भी बेहतर इलाज की जरूरत

रक्षा अनुसंधान एवं विकास संगठन ने 5 जुलाई को कोविड-19 के मामलों के लिए 1,000 बिस्तरों वाली एक चिकित्सा इकाई शुरू की। कहा गया कि इसे रिकॉर्ड 11 दिन में तैयार किया गया है। उसी दिन दिल्ली सरकार ने 10,000 बिस्तरों वाले चिकित्सा केंद्र का उद्घाटन किया। हमें बताया गया कि यह दुनिया में अपनी तरह का सबसे बड़ा चिकित्सा सेवा केंद्र है। इसमें दो राय नहीं कि कांग्रेस नेता सरदार पटेल जिन्हें संघ परिवार ने अपना नायक बनाया है, वह इस बात से बेहद प्रसन्न होते कि दोनों अस्पताल उनके नाम पर हैं।

इतना ही नहीं हमने भारतीय भूमि पर अतिक्रमण कर रहे चीन को भी दिखा दिया है कि हम हर काम जो वह करता है, उससे बेहतर कर सकते हैं। मिसाल के तौर पर सप्ताह भर में अस्पताल तैयार करना।

बहरहाल, अपनी पीठ थपथपाने के अलावा दिल्ली में बनी इन दो बड़ी चिकित्सा इकाइयों से जुड़ी अन्य बातों पर विचार करना आवश्यक है। पहली बात: प्रतिक्रिया देने में देरी। यह निर्णय लेने में इतनी देर क्यों की गई? दिल्ली अप्रैल से ही कोविड-19 महामारी का हॉटस्पॉट बना हुआ है। यही कारण है कि पड़ोसी राज्यों से लगने वाली उसकी सीमाएं जून तक कमोबेश बंद रहीं। तब तक अस्पतालों में बिस्तरों की कमी जाहिर हो चुकी थी। दिल्ली के मुख्यमंत्री ने एक विचित्र आदेश दिया था कि दिल्ली के निवासियों के अलावा अन्य लोगों का सरकारी अस्पताल में इलाज नहीं होगा। हालांकि इसे बाद में वापस ले लिया गया। इन दोनों केंद्रों को लेकर मचे हो हल्ले से इतर महामारी से सर्वाधिक प्रभावित राज्य महाराष्ट्र ने बांद्रा-कुर्ला, महालक्ष्मी रेसकोर्स, गोरेगांव और मुलुंड में बड़े चिकित्सा केंद्र शुरू कर दिए थे।

संकट का पूर्वानुमान लगाने के मामले में हमारे सरकारी प्रतिष्ठानों की कोई खास प्रतिष्ठा नहीं है। यदि ऐसा होता तो सेना की मदद से ऐसी सुविधाएं देश के दूरदराज इलाकों में भी स्थापित की जा सकती थीं। ये वे जगहें हैं जहां जरूरत के समय समुचित चिकित्सा सुविधा नहीं मिल पाती।

यहां एक बड़ा मसला उठता है। अल्पावधि में बेहतरीन परिसंपत्ति निर्माण के इस मॉडल को देश भर में स्वास्थ्य नीति के मानक परिचालन प्रक्रिया के रूप में क्यों नहीं अपनाया जाता? सच तो यही है कि विपरीत परिस्थितियों में अस्पताल बनाने और उन्हें चलाने की सेना की क्षमता का इस्तेमाल कोविड-19 के आक्रमण से बहुत पहले शुरू कर देना चाहिए था।

कोविड-19 ने मृत्यु के मामले में तपेदिक के सिवाय सभी संक्रामक बीमारियों को पीछे छोड़ दिया है। परंतु इस महामारी से पहले भी भारत में चिकित्सा की स्थिति ऐसी थी जिसे किसी भी विकसित देश में संकट ही माना जाता। करीब 30 लाख भारतीय तपेदिक के शिकार हैं और देश की 40 फीसदी आबादी में छिपी हुई टीबी है। इसके अलावा श्वसन से जुड़ी तमाम बीमारियां हैं मसलन निमोनिया, रहस्यमयी फ्लू जिसका इलाज नहीं हो पाता, पुराने संचारी रोग मसलन मलेरिया, दिल की बीमारी और मधुमेह आदि भी हर वर्ष बड़ी तादाद में भारतीयों को प्रभावित करते हैं। अगर देश में बेहतर स्वास्थ्य व्यवस्था होती तो इनमें से कई बीमारियों और उनसे होने वाली मौतों को टाला जा सकता था। देश की प्रति 1,000 आबादी पर अस्पताल के बिस्तरों के आंकड़े ग्रामीण इलाकों में बेहद खराब हैं। इस विषय पर दशकों से टीका टिप्पणी हो रही है लेकिन कोई नतीजा नहीं निकला।

वर्ष 2017 की स्वास्थ्य नीति के मुताबिक प्रति 1,000 आबादी पर कम से कम दो बिस्तर होने चाहिए, हालांकि यह भी विश्व स्वास्थ्य संगठन के तीन बिस्तरों के मानक से कम है। बहरहाल, इसके मुताबिक भी अगले दो दशक में 20 लाख बिस्तर वाले अस्पताल तैयार करने होंगे। जबकि सरकारों ने सन 1960 के दशक से ही स्वास्थ्य व्यय कम रखा है। यह जीडीपी एक फीसदी से जरा सा अधिक है। इसका सबसे अधिक नुकसान गरीबों को ही उठाना पड़ता है। आयुष्मान भारत चिकित्सा बीमा योजना ने निस्संदेह चिकित्सा सुविधा का विस्तार किया है लेकिन कोविड-19 महामारी ने यह दिखा दिया है कि बेहतरीन बीमा योजना भी चिकित्सा क्षेत्र के बुनियादी ढांचे या चिकित्सकों, नर्सों तथा बुनियादी उपकरणों का विकल्प नहीं हो सकती। यह संदेश शायद अब तक सरकार नहीं समझ सकी है। विशेषज्ञों के अनुसार कोविड-19 हमें दूसरे दौर के सुधार का अवसर देता है। परंतु अब तक सुधार के नाम पर ऋण को स्थगित करने और ब्याज दरों में कमी जैसे कदम ही देखने को मिले हैं। सड़कों और राजमार्गों के निर्माण के जरिए रोजगार उत्पन्न करने के नाम पर भारी व्यय की योजना बनाई जा रही है। अगर उतना ही धन वंचित इलाकों में प्राथमिक, द्वितीयक या तृतीयक चिकित्सा सुविधाएं तैयार करने में लगाया जाए तो भी उतने ही रोजगार पैदा होंगे। महामारी ने ग्रामीण और दूरदराज इलाकों में चिकित्सा सुविधा विकसित करने का भी अच्छा अवसर दिया है। हम जानते हैं कि अधिकांश चिकित्साकर्मी दूरदराज इलाकों में जाकर काम नहीं करना चाहते। इसमें भी राह निकाली जा सकती है जैसे केरल का बेयरफुट डॉक्टर नेटवर्क। परंतु सरकार को हल तलाशने के लिए सुदूर दक्षिण में जाने की जरूरत नहीं। हर बारह वर्ष में आयोजित होने वाले कुंभ मेले में भी चुनौतीपूर्ण हालात में गुणवत्तापूर्ण स्वास्थ्य सुविधाएं देने का दृश्य नजर आता है। गत वर्ष प्रयागराज अद्र्धकुंभ में 100 बिस्तरों वाले एक अस्पताल में रोजाना 50,000 लोगों का इलाज कुंभ अवधि तक किया गया। इस अस्पताल में पैथ लैब, अल्ट्रासाउंड, एक्सरे और आईसीयू आदि सभी थे और आसपास के लोगों ने भी इसका लाभ लिया।

कुंभ प्रशासन ऐसी नागरिक सुविधाएं मुहैया कराईं जो आम भारतीय सामान्य दिनों में केवल सपनों में ही देख सकता है। इसे हार्वर्ड के अध्ययन में शामिल किया गया है। बड़ा सवाल यह है कि आखिर क्यों इसे अपवाद के बजाय नागरिक प्रशासन और चिकित्सा ढांचे का मानक नहीं बनाया जाता। दूसरे शब्दों में देश की संचालन संस्थाओं की क्षमता अल्पावधि के उपायों में क्यों खपाई जाती है।

मानसून और अर्थव्यवस्था

कोविड-19 की चुनौतियों के बीच देश की अर्थव्यवस्था में सुधार से संबंधित जो अध्ययन रिपोर्टों और सर्वेक्षणों के नतीजों में मोटे तौर पर दो बातें उभर कर आई हैं। एक, अप्रैल और मई 2020 में पूर्णबंदी के कारण उद्योग-कारोबार ठप होने से अर्थव्यवस्था में तेज गिरावट आई है। और दूसरा यह है कि जून में उद्योग-धंधों के फिर से शुरू होने से सुधार के संकेत मिलने लगे हैं और सुधार की यह प्रवृत्ति आगे बनी रहेगी। हाल ही में उद्योग संगठन फिक्की के सर्वेक्षण में यह सामने आया है कि पूर्णबंदी हटाने के पहले चरण की घोषणा के बाद करीब सत्तावन फीसद उद्योग-कारोबार पचास फीसद या इससे अधिक क्षमता से काम कर रहे हैं और अब इस क्षमता में इजाफा हो सकेगा। सर्वेक्षण में यह बात भी सामने आई है कि उद्योग-कारोबार क्षमता में वृद्धि हेतु आत्मनिर्भर भारत अभियान के तहत घोषित योजनाओं के कारगर क्रियान्वयन की अपेक्षा रखते हैं।

यदि हम देश की अर्थव्यवस्था में सुधार आने के संकेतों की ओर देखें, तो पाते हैं कि अप्रैल-मई 2020 की तुलना में जून 2020 में बिजली की मांग और रेल माल ढुलाई में तेजी से सुधार हुआ है। आठ बुनियादी उद्योगों के सूचकांक के आंकड़ों से भी सुधार दिखा है। आईएचएस मार्केट इंडिया मैन्युफैक्चरिंग पर्चेजिंग मैनेजर्स इंडेक्स (पीएमआई) का परिदृश्य बताता है कि जून 2020 में यह संकेतक 47.2 पर रहा, जबकि मई में यह 30.8 और अप्रैल में 27.4 था। हालांकि इससे तेजी से उत्पादन विस्तार के संकेत नहीं मिलते हैं, लेकिन सुधार की स्थिति का संकेत जरूर मिलता है। यह भी महत्वपूर्ण है कि भारत में पीएमआई में सुधार कई देशों की तुलना में बेहतर है। इसी तरह वस्तु एवं सेवा कर (जीएसटी) संग्रह अप्रैल 2020 में महज बत्तीस हजार करोड़ रुपए था, जो मई में बढ़ कर बासठ हजार करोड़ और अब जून में और सुधर कर नब्बे हजार करोड़ रुपए के स्तर को पार कर गया है।

शहरी अर्थव्यवस्था की तुलना में देश की ग्रामीण अर्थव्यवस्था में सुधार ज्यादा तेजी से हो रहा है। इसकी वजह कृषि है। देश में रबी की बंपर पैदावार के बाद फसलों के लिए किसानों को लाभप्रद न्यूनतम समर्थन मूल्य (एमएसपी) मिला है। सरकार द्वारा किसानों को दी गई पीएम किसान सम्मान निधि, गरीबों के जनधन खातों में नकदी डालने जैसे कदमों से किसानों के पास पैसा पहुंचा है। इसका परिणाम ग्रामीण परिवारों की आय बढ़ने से ग्रामीण क्षेत्रों में उपभोग प्रवृत्ति बढ़ने के रूप में सामने आया है। ग्रामीण क्षेत्रों में उर्वरक, बीज, कृषि रसायन, ट्रैक्टर एवं कृषि उपकरण जैसी कृषि क्षेत्र से जुड़ी हुई वस्तुओं के साथ-साथ उपभोक्ता वस्तुओं की मांग में भी तेजी से वृद्धि दिखाई दे रही है। यदि हम आंकड़ों की भाषा में बात करें तो मार्च 2020 में पूर्णबंदी के बाद से जून अंत तक किसानों के पास करीब 1.33 लाख करोड़ रुपए पहुंच चुके हैं। इसी अवधि में मनरेगा के तहत करीब 17, 600 करोड़ रुपए का भुगतान हो चुका है। लेखा महानियंत्रक (सीजीए) के मुताबिक अप्रैल-मई 2020 के दौरान कृषि एवं ग्रामीण विकास मंत्रालय का संयुक्त व्यय 91,355 करोड़ रुपए रहा, जो अप्रैल-मई 2019 की अवधि के दौरान 44,054 करोड़ रुपए ही था। निसंदेह ग्रामीण अर्थव्यवस्था सुधार की डगर पर आगे बढ़ी हैं।

इसके अलावा इस बार मानसून अच्छा रहने की संकेत हैं। भारतीय मौसम विभाग और अन्य वैश्विक मौसम एजेंसियों के द्वारा वर्ष 2020 में बहुत अच्छे मानसून के अनुमान देते हुए कहा है कि मानसून के महीनों में देश में छियानवे से सौ फीसद के बीच बारिश हो सकती है। इससे कृषि क्षेत्र में पैदावर अच्छी रहेगी और अर्थव्यवस्था को भी फायदा मिलेगा। हमारे देश में अच्छा मानसून आर्थिक-सामाजिक खुशहाली का प्रतीक माना जाता है। देश में मानसून अच्छा रहता है तो अर्थव्यवस्था अच्छी रहती है और कमजोर मानसून अर्थव्यवस्था की मुश्किलें बढ़ा देता है। देश में आधे से ज्यादा खेती सिंचाई के लिए बारिश पर ही निर्भर होती है। चावल, मक्का, गन्ना, कपास और सोयाबीन जैसी फसलों के लिए बारिश बेहद जरूरी होती है। देश के सकल घरेलू उत्पाद (जीडीपी) में कृषि का योगदान करीब सत्रह फीसद है, लेकिन देश के साठ फीसद से ज्यादा लोग खेती पर आश्रित हैं। खेती ही ग्रामीण अर्थव्यवस्था का मुख्य आधार है और इसमें कृषि की हिस्सेदारी करीब पचास फीसद है।

अच्छे मानसून और कोविड-19 के बीच किसानों और ग्रामीण भारत के लिए दिए गए आर्थिक प्रोत्साहनों के साथ-साथ खरीफ फसलों के न्यूनतम समर्थन मूल्य (एमएसपी) किसानों के लिए लाभप्रद होंगे। पिछले दिनों सरकार ने सत्रह खरीफ फसलों के न्यूनतम समर्थन मूल्य (एमएसपी) में दो से साढ़े सात फीसद के दायरे में बढ़ोतरी की घोषणा की है। खासतौर से खरीफ की मुख्य फसल धान के लिए 2.89 से 2.92 फीसद, दलहनों के लिए 2.07 से 5.26 फीसद और बाजरे के लिए 7.5 फीसद एमएसपी में बढ़ोतरी की गई है। नई एमएसपी बढ़ोतरी में किसानों को फसल लागत से पचास फीसद अधिक दाम देने की नीति का पालन किया गया है। नई कीमतें उत्पादन लागत से पचास से तिरासी फीसद अधिक होंगी।

ऐसे में अर्थव्यवस्था की खुशहाली के लिए अच्छे मानसून का लाभ लेने के साथ-साथ कई बातों पर विशेष ध्यान देना होगा। सरकार द्वारा कृषि उपज का अच्छा विपणन सुनिश्चित किया जाना चाहिए। इससे ग्रामीण इलाकों में मांग में वृद्धि की जा सकेगी। ग्रामीण मांग बढ़ने से ग्रामीण क्षेत्रों में विनिर्माण और सेवा क्षेत्र में तेजी आएगी। किसानों को खरीफ सीजन के लिए मद्देनजर कृषि उत्पादन के लिए जरूरी सामान खरीदने के लिए पर्याप्त नकदी उपलब्ध करानी होगी। पीएम गरीब कल्याण रोजगार अभियान के माध्यम से गांवों में लौटे श्रमिकों के लिए रोजगार मुहैया कराने के लिए अतिरिक्त कोष का आबंटन किया जाना होगा। यह बात भी महत्त्वपूर्ण है कि सरकार ने आत्मनिर्भर भारत अभियान के तहत उन्नत कृषि, शीत भंडार गृह, पशुपालन, डेयरी उत्पादन और खाद्य प्रसंस्करण उद्योगों से संबंधित जो घोषणाएं की हैं, उन्हें जल्द ही कारगर तरीके से लागू किया जाना चाहिए। खासतौर से देश में पहली बार कृषि सुधार के जो तीन ऐतिहासिक निर्णय लिए गए हैं, उनके क्रियान्वयन को सर्वोच्च प्राथमिकता देनी होगी।
गौरतलब है कि आवश्यक वस्तु अधिनियम 1955 में संशोधन करने के फैसले से अनाज, दलहन, तिलहन, खाद्य तेल, आलू और प्याज की कीमतें प्राकृतिक आपदाओं की स्थिति को छोड़ कर भंडारण सीमा से स्वतंत्र हो जाएंगी। ऐसे में जब किसान अपने छोटे-छोटे खेतों से निकली फसल को तकनीक व वितरण नेटवर्क के सहारे देश और दुनिया भर में कहीं भी बेचने की स्थिति में होंगे, तो इससे उन्हें उपज का बेहतर मूल्य मिलेगा। कृषि सुधार का एक बड़ा फायदा यह भी होगा कि जहां एक ओर बंपर फसल होने पर भी फसल की बबार्दी या फसल की कम कीमत मिलने की आशंका नहीं होगी, वहीं दूसरी ओर फसल के निर्यात की संभावना भी बढ़ेगी। इसी तरह किसानों को अनुबंध पर खेती की अनुमति मिलने से किसान बड़े खुदरा कारोबारियों, थोक विक्रेताओं और निर्यातकों के साथ समन्वय करके अधिकतम और लाभप्रद फसल उत्पादित करते हुए दिखाई दे सकेंगे।

यह उम्मीद की जानी चाहिए कि इस साल अच्छे मानसून और कोविड-19 के बीच सरकार ने अर्थव्यवस्था में जान फूंकने के लिए आत्मनिर्भर भारत अभियान के तहत जो कदम उठाए हैं, वे अर्थव्यवस्था को गति देने में कारगर साबित होंगे। बस जरूरत इस बात की कि प्राथमिकताओं के साथ इन पर ईमानदारी से अमल हो।

विज्ञान में आत्मनिर्भरता

देश का विज्ञान और प्रौद्योगिकी के क्षेत्र में आत्मनिर्भर होना जितना जरूरी है, लगभग उतनी ही जरूरी है, इससे संबंधित संसदीय समिति की बैठक। इस बैठक में 30 सदस्यों की मौजूदगी की बजाय महज छह सदस्यों की उपस्थिति कुछ निराश करती है, लेकिन तब भी ऐसे स्पष्ट संकेत हैं, जो इशारा करते हैं कि बैठक में चिंतन की दिशा कारगर रही है। कांग्रेस सांसद जयराम रमेश की अध्यक्षता वाली इस समिति की बैठक का आयोजन पहले ही होना था, लेकिन 23 मार्च के बाद न तो संसद बैठी है और न संसदीय समितियों को बैठक का मौका मिला है। अत: लगभग साढे़ तीन महीने बाद संसदीय समिति की बैठक और उसमें कोरोना की चर्चा स्वागतयोग्य है। समिति की बैठक में अगर चीन पर भारत की निर्भरता को लेकर चिंता जताई गई है, तो कोई आश्चर्य नहीं। ऐसा पहली बार हो रहा है, इस विषय पर देश, सांसद व अधिकारी चिंतित हैं। यह सोचना यथोचित है कि किन मामलों में हमें जल्दी से जल्दी आत्मनिर्भर हो जाना चाहिए।

पिछले दिनों यह बात कई बार उठी ही है कि दवा उद्योग कच्चे माल के लिए बहुत हद तक चीन पर निर्भर है। क्या हम कच्चे माल को भारत में ही तैयार नहीं कर सकते? पिछले साल संसद में एक लिखित जवाब में सरकार ने बताया था कि 2016 से 2019 के बीच भारत के 65 प्रतिशत से अधिक थोक दवाओं और दवा की कच्ची सामग्रियों का आयात चीन से हुआ। 15 जून को गलवान घाटी में जो हुआ है, उसने हमें चेता दिया है कि निर्भरता उसी देश पर सही है, जिस पर हम पूरा विश्वास कर सकते हैं। हमें सोचना होगा, विज्ञान व तकनीकी के मामलों में कोई देश हमें निर्भर बनाकर लाचार तो नहीं कर रहा। संसदीय समिति में यह प्रश्न अगर ईमानदारी से उठा है, तो यह आत्मनिर्भर होने की दिशा में एक शुरुआत है। विकसित होते किसी भी देश के पास जरूरत के हर सामान होने ही चाहिए। विशेष रूप से भारत जैसे जैव विविधता संपन्न देश में आत्मनिर्भरता असंभव नहीं है। घरेलू फार्मा उद्योग को सशक्त बनाने के लिए हरसंभव प्रयास सरकार को करने चाहिए। यह एक ऐसा क्षेत्र है, जिससे पूरी दुनिया को उम्मीद है, क्योंकि भारत सस्ती जेनेरिक दवाओं के उत्पादन में महारत रखता है। संसदीय समिति की तीन घंटे से अधिक समय तक चली बैठक में देश के शीर्ष वैज्ञानिक भी शामिल थे। इसमें वेंटिलेटर सहित कम लागत वाले तमाम स्वास्थ्य उपकरण बनाने की जरूरत पर भी चर्चा हुई है। चर्चा हुई कि क्या वेंटिलेटर भी 25,000 से 30,000 रुपये की कीमत पर बनाया जा सकता है?

विज्ञान और प्रौद्योगिकी मामलों की ऐसी उच्च स्तरीय बैठकें अगर लगातार होती रहें, तो एक-एक कर तमाम कमियां सामने आएंगी और उनको दूर करने के उपायों पर भी चर्चा हो सकेगी। समिति की बैठक में विगत तीन महीनों में अर्जित कामयाबियों को भी सामने रखा गया। एक और खास संकेत उभरा है कि कोरोना की दवा आने में वक्त लगेगा। 15 अगस्त की जो तारीख बताई गई थी, वह संभवत: उत्साहवद्र्धन के लिए थी। सचमुच, देश को ऐसी बैठकों की जरूरत है। साथ ही, ऐसी बैठकों में ज्यादा से ज्यादा सांसदों की भागीदारी सुनिश्चित होनी चाहिए। इसके लिए संसदीय नियमों में परिवर्तन कर ऑनलाइन बैठकों को बढ़ावा देना समय की मांग है।
