Manifesto for a liberal Hindu

It’s time for secular Hindus to say: Garv se kaho hum liberal hain

You’re out there. Even though your voices are muted. You know that today you’re being outrageously misrepresented. The strident voices who claim to speak for you, the war-like fundamentalists who have captured the “Hindu” space and call for a holy war against other religions, are not voices you identify with. Your faith is subliminal, ever-present but hardly domineering. You’ve sung qawaalis, bhajans and Christmas carols, enjoyed your kababs without guilt. You’ve never been ruled by a religious police or been asked to prove your Hinduness through political loyalty.

But suddenly you’re being ironed into a vegetarian, Muslim-hating, puritanical uniformity. You’re being asked to hate when your religion teaches love. You’re being asked not to question when your traditions are full of vaad, vivaad, samvaad. You’re being asked to be perpetually angry when your gods have always been playful and genial. Krishna, Ganapati, Saraswati – were they full of hatred and rage? The mark of a true Hindu, as the Mahatma, is above all a generosity towards others.

Liberal Hindus, yours has always been a merry, amiable religion, entwined with family folklore, each god almost a family member whose story often mirrored an identifiable human drama. Yes, caste and superstition created terrible injustice. But from within the ranks of Hinduism itself rose the great social reformers who challenged these evils: Phule and Rammohan Roy, Vivekananda and Tagore.Your faith is about a culture-soaked joie de vivre, of sindoor, jasmine and marigolds: What a feast for the senses and a balm for the soul! So when did this joyful aesthetic religion turn into a force that rages about insults, sedition, blasphemy, re-conversion, love jihad and bloodshed in the name of the cow? When did it become a doctrine that inspires fear and a quaking acceptance of mob rule? When did a fountain of spirituality become a fountain of unending FIRs?

Liberal Hindus, you don’t recognise this new angry, religion. Why should you? You’re the legatees of Kabir and Mira, of Krishna Chaitanya and Ramakrishna and you know Hinduism has always stood for an open embrace of diversity and pluralism. Those who killed Mohammad Akhlaq in Dadri or Pehlu Khan in Alwar, those attacking lovers, movie directors, meat-eaters, artists or writers or rationalists, can those attackers really represent a religion which places individual freedom at the very centre of spirituality? No, liberal Hindus, you’re repelled by those who kill in your name. You’re appalled at what the world will think of Hinduism if the gau warriors are its only face.

Hinduism is a belief in an individual pursuit of moksha: The seeker meditates alone and finds his own way. Why did Hinduism never need to proselytise? Because every path to god was seen as valid, Hinduism respects all. As Ramakrishna Paramahamsa said: Jato math tato path (There are as many paths as there are opinions).

A true Hindu thus has no reason to be fearful or to be threatened. Because you can even be an atheist and still be a Hindu. The Upanishads do not speak of god. At the Kumbh Mela there are no priests to mediate between the individual and his relationship with sun and river. No wonder Hinduism didn’t seek to capture political power. There was no reason to wield the sword for a religion that was simply unconquerable precisely because it was so undefined and varied. Who would a Hindu take up the sword for? For the shaivite? For the vaishnavite? For the tantric? Whoever ruled on earth, whether British or Mughal, Hinduism has always been indestructible. It has survived and always will. It has never felt threatened because its domain is within.

But today the advocates of Hindutva are seeking political power and destroying precisely that quality of inwardness that makes Hinduism so enduring. The Christian world struggled for centuries to separate church from state. The Islamic world has been beleaguered by theocrats who used religion for legitimacy. Now modern Hindutva vaadis want India to repeat the same tragedies that befell Christian and Muslim societies who have had to wage bloody battles to separate political chieftains from holy men. Paradoxically, by politicising Hinduism, zealots are taking away its unique power.

Why has Hinduism thrived and survived for so many centuries in spite of the fact that it only rarely enjoyed political patronage? Precisely because of its plurality, the fact that it has never had a single established church, no single set of beliefs, no one spiritual authority. Hinduism has never needed state power.Liberal Hindus, it’s time to reclaim your religion. It’s time to create a Manifesto of the Liberal Hindu and live by it. Assert that the Hindu inheritance is far greater than the building of a Ram Mandir at a particular spot. In Hinduism after all god resides in puja rooms in almost every Hindu home.

The attempt to create a homogeneous religious loyalty to only one set of deities, the insistence on a single form of worship, a single set of dietary preferences, a single racial type, a single language, a single temple is a repudiation of the faith of your ancestors who lived in ease with dizzying diversities. Liberal Hindus, it’s time for you to show there’s more to Hinduism than lynchings and police complaints and abusive language on social media. Haven’t generations of Hindus heard the muezzin’s call without feeling remotely threatened? Step up and assert that you are members of a religion that the whole world, from scholars to hippies to the Beatles once fell in love with, and that you do not approve of it being now ruined by petty politics. Liberal Hindus, your time is now.

Sukma attack

Beefing up security and addressing <ep,1>tribal grievances must go together

The deadly Maoist attack on a CRPF platoon in Chhattisgarh’s Sukma – that has seen 25 jawans die in combat – again highlights the threat that leftist ultras pose. This attack is one of the three biggest attacks on security forces in seven years. The CRPF jawans had been deployed to secure an under-construction road in the Maoist stronghold when they were ambushed by around 300 to 400 insurgents. That only last month 12 CRPF jawans were killed in a similar fashion barely 20km from Monday’s attack site shows two things. There is a clear failure of intelligence among security forces and Maoists desperately want to halt road construction projects in the area.

It’s shocking that of the more than 1,100 casualties among security forces recorded on the Maoist front in Chhattisgarh since the state was formed in 2000, around 550 are from Sukma alone. Attacks like the one in 2010 that killed 76 CRPF personnel or the one in 2013 when 27 people including Congress leaders VC Shukla, Mahendra Karma and Nand Kumar Patel were killed in a Maoist ambush, should have led to a comprehensive review of standard operating procedures and better coordination among security agencies. Not only has this not been the case, security forces are literally walking into death traps in this region which lies on the tri-junction of Maoist activities in three states.

There’s no denying that development is a crucial component in defeating the Maoist propaganda. And building of roads in Maoist-affected areas will facilitate the establishment of schools, hospitals and basic amenities for the locals. This of course requires a modicum of security. But tribal grievances too can’t be ignored. Unfortunately, there has been a stream of reports of human rights abuses perpetrated by both security forces and Maoists in Chhattisgarh’s red zone. Alienation of tribals needs to be addressed if long-term development and peace are to prevail.

Approaches to tackling Maoism are inevitably stuck in a security-human rights binary, but this doesn’t have to be the case. In fact, government needs to deploy the right mix of security, development and human rights protection to root out the Maoist problem. This can be done by bringing Adivasi groups, civil society organisations and political parties together, while simultaneously improving intelligence and operational coordination for security forces. It’s time to cast aside old shibboleths and adopt a fresh approach.

Big isn’t beautiful

Splitting universities spanning hundreds of colleges will improve education quality

Previously home to 700 odd colleges, Bengaluru University has been trifurcated. The same is the case with Rajasthan University with its cumbersome 792 affiliated colleges. Actually bifurcation and trifurcation of elephantine universities is the new trend in higher education. While status quoists criticise this as a breakdown, the fact is that the trend promises greater academic quality and better governance. When too many colleges are affiliated to a university, the latter tends to deteriorate into an exam factory instead of an institution imparting quality education or pursuing research.

Chhatrapati Shahuji Maharaj University in Kanpur has an astounding 1,276 colleges and about 1.5 million students. Across the country there are 17 universities that have 500 or more colleges attached to them. Together India’s 268 affiliating universities have 39,071 colleges. These are extraordinarily unwieldy numbers. While the rising count of colleges makes sense because of young India’s rising hunger for higher education, too many of them seeking the shelter of one university is counterproductive. The relationship becomes colonial rather than democratic, where colleges do not get any freedom to set syllabi or start new courses, but just carry out orders like lower-ranking clerks.

These days high-ranking colleges like St Stephen’s in Delhi University are seeking autonomy. Presidency College of Kolkata and Ravenshaw College of Cuttack have been upgraded into universities. This trend needs to be speeded up and colleges helped into adulthood instead of being under the tutelage of somebody else. Because it’s right that strong colleges devise their own courses and syllabi, assess students’ performance and conduct examinations themselves, pursue research activities freely – rather than all this being dictated by a remote leviathan with little appreciation for individual colleges’ strengths and specific needs. Let competition, rather than bureaucratic centralisation and hierarchy, be the preferred mode for ushering in desperately needed improvements in the quality of education.

APMC Act revamp: A sound initiative

The Centre has reportedly recommended a new model law to replace the restrictive Agricultural Produce Market Committee (APMC) Act that makes it mandatory for farmers to sell only to designated middlemen, who then control trade in farm produce and corner the benefit of higher prices. An overhaul of the law to create a barrier-free single market is long overdue. State APMC Acts have created thousands of fragmented and inefficient markets. Bihar scrapped the law. Some states have modified it, but changes have been patchy because of the political influence of the middlemen. Reform would enable organised retail to procure directly from farmers, giving them better incomes and the incentive to produce more.

The new model law suggests single-point levy of a market fee and single registration or licence for trade in more than one market and delisting fruit and vegetables from the APMC Act. This makes sense. It also proposes to cap mandi taxes at 1% for food grain and 2% for vegetables, and pegs the commission agents’ levy at 2% of the total transaction cost. At present, mandi taxes vary from 14.5% in Punjab to 10.5% in Haryana, driving the private trade out and eating up the Centre’s food subsidy subvention. The procurement price must subsume all taxes and the Food Corporation of India must stop paying such huge levies. Rightly, the model law also has provisions to declare warehouses and cold storages as market sub-yards to provide better access and linkages to farmers. This is welcome, and investments must be stepped up. A vast network of regulated warehouses, whose receipts are negotiable instruments, will also make middlemen redundant. The need is to develop marketing infrastructure and make the supply chain that links the farmer and the consumer efficient

Sukma attack: Lest CRPF men’s ultimate sacrifice go in vain

We condemn the killing of 25 men of the Central Reserve Police Force (CRPF) by Maoists at Sukma, Chhattisgarh. They were providing protective cover for building a road through and into the Maoist heartland. Such road-building activity must continue, with security forces taking extra care and deploying the best machinery to expedite construction. The experience of Andhra Pradesh under the late Y S R Reddy’s chief ministership, when the state virtually eliminated the local Maoist problem, shows that what is required to contain the Maoist threat is a combination of targeted force against Maoist rebels and sustained development work to make the presence of the state tangible and permanent in the areas from where the rebels have been driven out. Building roads, police stations, schools and healthcare centres is part and parcel of the strategy of defeating Left-Wing Extremism.

The present attack comes a little over a month after 13 policemen of the CRPF were killed in a similar attack close by. The loss of lives and the effrontery of the Maoists together work up passion among the public, many of whom demand retribution. Revenge is not the business of the state. Its job is to secure law and order and deliver justice. This calls for restraining the urge to retaliate against just about anyone who can be considered to be a Maoist sympathiser, if not a Maoist. If the security forces attack ordinary villagers, that would play into the hands of the Maoists and reinforce their narrative of an exploitative state out to rob tribal people of their land, dignity and lives. Internal strife cannot be tackled by the use of force alone. Force is necessary and must be deployed with precision and intelligence, but has to be accompanied by politics that counters the Maoist strategy of creating enmity between local people and the state machinery. Maoist combatants give no quarter and should expect none from the security forces. The challenge is in handling so-called Maoist sympathisers. They must be treated in accordance with the constitutional process the Maoists disdain, dealing the Maoists a double defeat.

नक्सलियों पर कड़ी कार्रवाई करके समर्पण कराना होगा

छत्तीसगढ़ के सुकमा जिले में केंद्रीय रिजर्व सुरक्षा बल(सीआरपीएफ) के जवानों पर नक्सलियों का क्रूर और कायराना हमला न तो वहां के आदिवासियों के हित में है और न ही इससे राज्य की आक्रामकता किसी तरह से कम होने वाली है। उल्टे इस घटना के बाद राज्य और संगठित होकर ऑपरेशन चलाएगा तथा वे आदिवासी और नुकसान उठाएंगे, जिनकी आड़ लेकर उस इलाके में माओवाद चलाया जा रहा है। माओवाद कार्ल मार्क्स के क्रांतिकारी सिद्धांत का ऐसा खतरनाक विचलन है जो अपने मूल देश में समाप्त होकर उस देश में पनप रहा है, जहां की राजनीति माओ की बंदूक की नली से नहीं बल्कि महात्मा गांधी की अहिंसक लाठी से निकलती है। इसके बावजूद अगर इस देश में अतिवामपंथी हिंसा के लिए जगह बनी है तो उसकी वजहें उस राजनीतिक और आर्थिक व्यवस्था में हैं जहां अलगाववादी व दक्षिणपंथी हिंसा भी उतनी ही तेजी से पैर पसार रही है।इस दक्षिणपंथी हिंसा का एक रूप कश्मीर में इस्लामी उग्रवाद के रूप में दिखाई देता है तो दूसरी तरफ देश के भीतर राष्ट्रभक्त संगठनों की हिंसा के रूप में। निश्चित तौर पर इस हिंसा का सीधा और तात्कालिक उत्तर सुरक्षा संबंधी सख्ती है और वह लोकतांत्रिक दायरे में सरकार से जितना बन रहा है वह कर रही है। लेकिन नक्सलियों के जिस हमले में दिनदहाड़े सीआरपीएफ के 25 जवान शहीद हुए हैं उनके घायल साथियों का कहना है कि सरकार को सुरक्षा बलों को विशेष अधिकार देने चाहिए।
गृहमंत्री राजनाथ सिंह ने शहीद जवानों को श्रद्धांजलि देते हुए इस दिशा में संकेत भी किए हैं। अब देश के तमाम लोकतांत्रिक संगठनों के सामने यह यक्ष प्रश्न है कि किस तरह इन क्रूर और भटकी हुई ताकतों को खत्म किया जाए, कमजोर किया जाए और समझौते के रास्ते पर लाया जाए? माओवादी समस्या पर लिखने-बोलने वाले लोगों का मत है कि माओवादी उग्रवाद का विस्तार आदिवासी इलाकों में इसलिए हुआ है, क्योंकि वहां विकास नहीं हुआ। लेकिन मौजूदा हमला तो सड़क निर्माण को रोकने के लिए हुआ है जो दुर्गपाल से चिंतागुफा के बीच बन रही है। सरकार को एक तरफ हिंसक लोगों पर कार्रवाई करनी होगी, वहीं उग्रवादियों के समर्पण और वार्ता के रास्ते पर भी आगे बढ़ना होगा। इस बारे में जो भी समझौता हो उससे मुकरने की बजाय उसे दृढ़ता से लागू करना चाहिए। शायद देश के भीतर की राजनीतिक बीमारी का यही इलाज है।

जनता का विरोध और सरकार का हस्तक्षेप

जनता हर परेशानी में सरकारी हस्तक्षेप की मांग करती है और सरकार खुशी-खुशी दखल देती है। यह सिलसिला अंतहीन समस्याओं का पिटारा खोलता है। इस संबंध में विस्तार से जानकारी दे रहे हैं देवाशिष बसु

खबरों के मुताबिक गुडग़ांव और फरीदाबाद में तकरीबन 40 शिक्षण संस्थानों द्वारा शुल्क में जबरदस्त इजाफा किए जाने के बाद तगड़ा प्रतिरोध देखने को मिल रहा है। ये शुल्क तो खूब बढ़ाते हैं लेकिन बेहतर शिक्षा व्यवस्था में किसी तरह का निवेश नहीं करते हैं। वे अपने निर्धारित विक्रेताओं से सामान और सेवाएं खरीदने के लिए मां-बाप पर दबाव बनाते हैं। इन सबसे बढ़कर माता-पिता पर अक्सर यह दबाव बनाया जाता है कि वे स्कूल के शिक्षकों से अपने बच्चों को निजी ट्यूशन दिलवाएं। अगर वे ऐसा नहीं करते हैं तो इसका दंड उनके बच्चों को भुगतना पड़ता है। शिक्षा का पूरा कारोबार बहुत गड़बड़ है। मां-बाप बच्चों की खातिर इसे सहन करते हैं। अब जब यह सब बरदाश्त के बाहर होने लगा तो वे सड़कों पर उतर आए। जनता का गुस्सा जायज है लेकिन यह कोई समाधान नहीं है। हमारी तात्कालिक प्रतिक्रिया यही होती है कि वे सरकार से इसे हल करने को क्यों नहीं कहते। हमें यह अहसास ही नहीं होता है कि असल समस्या तो सरकार खुद है।
इस आलेख में हम शिक्षा के कारोबार से जुड़ी नैतिकता के बारे में बात नहीं करेंगे। हर समस्या में हम एक ही हल के बारे में ही सोचते हैं। चाहे वह कृषि ऋण का मसला हो, बिल्डरों द्वारा किए जाने वाले शोषण का, कमजोर स्वास्थ्य सुविधाओं का खराब बुनियादी ढांचे का, हमें हमेशा लगता है कि सरकार का ठोस कदम हमें दिक्कतों से निजात दिला देगा। यह एक सहज स्वाभाविक मांग है लेकिन यह याद करना भी श्रेयस्कर होगा कि सरकार ने ही ये सारी परिस्थितियां पैदा की हैं और उसी के कारण हम बेहतर विकल्पों से वंचित हैं।अगर शिक्षा की बात करें तो यह अपने आप में उच्च नियमन वाली गतिविधि है। शिक्षा विभाग के पास स्कूलों को मंजूरी देने, वहां क्या पढ़ाया जाएगा यह तय करने और स्कूल की परिस्थितियां कैसी हों यह सब देखने का अधिकार है। वह किसी भी समय किसी भी स्कूल को बंद कर सकता है। लेकिन हकीकत में स्कूलों को कुछ नहीं होता है और यही बात बच्चों के विकास के पूरे दौर में उनको खुशी देने के बजाय उनके और माता-पिता के निराशा का सबब बनती है जो दरअसल स्कूल के ग्राहक भी हैं।
प्राइवेट कॉलेज और स्कूल इस कदर शुल्क इसलिए वसूल कर पाते हैं क्योंकि अच्छे विद्यालयों की तादाद बहुत कम है। ऐसा इसलिए क्योंकि शैक्षणिक संस्थान शुरू करने के लिए जो भी संसाधन जरूरी हैं उन पर या तो सरकार का नियंत्रण है या सरकार उनको प्रभावित करती है। जमीन और इमारत बहुत महंगी हैं, कुछ ही लोग इतने प्रभावशाली हैं कि वे स्कूल शुरू करने की इजाजत हासिल करने के लिए नियम कायदों में बदलाव करा सकें। स्कूल चलाते रहने में एक हद तक सरकारी भ्रष्टïाचार की अहम भूमिका है। यही वजह है कि सक्षम और विचारशील शिक्षाविद इस पूरी प्रक्रिया में नहीं नजर आते। यह कारोबार इतना बुरा है कि केवल राजनेता और उनसे जुड़े लोग ही इसमें दखल देने की हिम्मत कर पाते हैं। देश के अनेक हिस्सों में खासतौर पर महाराष्टï्र में शिक्षण संस्थानों पर राजनेताओं का प्रभुत्व है। इनकी स्थापना चैरिटेबल ट्रस्ट के रूप में की जाती है ताकि इनको सस्ती जमीन मिल सके और इसके बाद वे विशाल कारोबारी साम्राज्य खड़ा कर लेते हैं।
कोलकाता में राजनीतिक इकाइयां कॉलेज में दाखिला लेने वाले हर व्यक्ति की समीक्षा करती हैं। वहां मेरिट सूची का कोई मतलब नहीं होता है। आपको इन राजनीतिक दलों को भुगतान करना होता है। शिक्षा विभाग को भी यह बात पता है। ऐसे में उनसे दिक्कत के हल की अपेक्षा करना बेमानी है। परंतु इसके बावजूद जब हालात बेकाबू होने लगते हैं तो हम सरकार से यह उम्मीद करते हैं कि वह दखल दे। हमें इन चीजों को लेकर सावधान रहना चाहिए। सरकार से हस्तक्षेप की उम्मीद करना दरअसल मुसीबत को न्योता देना है। जन विरोध के हर गंभीर मामले में सरकार अंतत: एक समिति बना देती है और अंत में कानून व्यवस्था और सख्त हो जाती है। हम दहेज और बलात्कार के मामलों में ऐसा होते देख चुके हैं। सवाल यह है कि क्या जमीन पर हालात बदलते हैं? इसका एक अनचाहा परिणाम यह है कि विरोध करने वालों से अलग देश के जो भी नागरिक हैं वे या तो इन कानूनों से पीडि़त होते हैं या वे पीड़क बन जाते हैं। इसके बाद अदालतों की बारी आती है। खासतौर पर निचली अदालतें समय-समय पर अपने निर्णय देती रहती हैं जिनमें ऐसे ही कानूनों का सहारा लिया जाता है। यह तो सभी जानते हैं कि पुलिस अथवा न्याय प्रक्रिया के चक्कर में पडऩे वाला व्यक्ति वित्तीय मोर्चे पर टूट जाता है।
एक ओर जहां जनता सरकारी कदम की मांग करती है वहीं सरकार खुद हर रोज अलग-अलग तरह से हस्तक्षेप करती है। ये सारे कदम उसके हित में होते हैं जबकि आम जनता को नुकसान पहुंचाते हैं। हमारा देश है ही कानून और नियमों का देश है। नए कानून पुराने कानूनों का स्थान लेते जाते हैं। हमारे जीवन का हर पहलू अब नियंत्रित है। एक नागरिक के रूप में अगर आप हर नियम का पालन करते हैं तो आप काम ही नहीं कर पाएंगे। यह बात उद्यमियों के लिए खासतौर पर सही है। जब भी कोई नई सरकार बनती है तो वह तय करती है कि कैसे उसे जनता के लिए काम करना है। लेकिन विधायिका की रुचि पहले से चली आ रही व्यवस्था को भंग करने में नहीं होती है क्योंकि वे मुद्दों को धीमी आंच पर चढ़ाए रखना चाहते हैं। यह उनके हित में होता है। जब समस्या लगभग उबलने लगती है तो हम सरकार से मांग करते हैं कि वह कोई कदम उठाए। सरकार खुशी-खुशी उस मामले में दखल देती है और कोई फौरी हल सुझाती है। हम इस बात को लेकर प्रसन्न होते हैं कि चलो कुछ तो हो रहा है। इसके बाद हम देखते हैं कि कोई नया संकट हमारे सामने है।
हमारी सरकार के लगातार विस्तार और रोज ब रोज नए नियम आने के बावजूद हमारा जीवन कतई आसान नहीं है। श्रेष्ठïता के कोई खास मायने नहीं हैं और न्याय व्यवस्था ध्वस्त हो चुकी है। कोई भी सरकार जो वास्तव में लोगों का जीवन सुधारने की तमन्ना रखती है, उसे अपने हर कदम की एक साधारण जांच करनी चाहिए। उसे सोचना चाहिए कि क्या इससे अपेक्षित शांति, न्याय, कम लागत और न्यूनतम तनाव पैदा होगा? इन प्रश्नों के उत्तर हमें कई चौंकाने वाले विकल्पों की ओर ले जाएंगे। चतुर राजनेता इन पर विचार कर सकते हैं।

शुभ संकेत है कर्ज की घटती मांग

पिछले कई वर्षों से बैंकों द्वारा कर्ज दिए जाने में ढील जारी है। एक रपट के अनुसार दिसंबर 2014 से दिसंबर 2015 के बीच बैंकों द्वारा दिए गए कर्ज में 10.6 प्रतिशत की वृद्धि हुई थी। इसकी तुलना में दिसंबर 2016 से दिसंबर 2017 के दौरान यह वृद्धि सिकुड़कर महज 5.1 प्रतिशत रह गई। दूसरी रपट के अनुसार बैंकों द्वारा दिए जाने वाले ऋण में पिछले छह वर्षों से लगातार संकुचन हो रहा है। ऐसे में स्पष्ट है कि यह समस्या नोटबंदी के कारण नहीं, बल्कि ढांचागत है। बैंकों द्वारा दिए जाने वाले कर्ज की मांग कम होने से यही नजर आता है कि मौजूदा दौर में सेवा क्षेत्र आर्थिक विकास का प्रमुख आधार बना हुआ है। वित्त मंत्रालय के आंकड़ों के अनुसार 2015 से 2017 के बीच सेवा क्षेत्र में 51 प्रतिशत की वृद्धि हुई है जबकि विनिर्माण क्षेत्र महज 31.8 प्रतिशत की वृद्धि दर्ज कर पाया।
आर्थिक विकास का इंजन अब सेवा क्षेत्र हो गया है। सेवा क्षेत्र मे पूंजी निवेश की जरूरत कम होती है। जैसे 2,000 रुपये प्रतिमाह किराये के कमरे में 10 कंप्यूटर लगाकर एक उद्यमी लाखों रुपये के सॉफ्टवेयर तैयार करा सकता है। इसी तरह एक कंप्यूटर पर बैठकर शिक्षक छात्रों को ऑनलाइन कोचिंग दे सकता है। पर्यटन, स्वास्थ्य पर्यटन और अंतरिक्ष यात्रा जैसी सेवाओं में तुलनात्मक रूप से अधिक पूंजी की दरकार होती है, फिर भी इनमें विनिर्माण की तुलना में कम ही पूंजी की जरूरत पड़ती है। सेवा क्षेत्र में ऋण की जरूरत मुख्य रूप से चालू खर्चों को पोषित करने के लिए होती है जिसे वर्किंग कैपिटल कहा जाता है। मान लीजिए किसी उद्यमी ने सॉफ्टवेयर बनाकर किसी कंपनी को आपूर्ति किया। कंपनी द्वारा भुगतान करने में समय लगने पर उद्यमी बैंक से उस बिल को डिस्काउंट करा सकता है। दूसरी ओर विनिर्माण में जमीन, इमारत, मशीनरी के साथ-साथ वर्किंग कैपिटल की भी जरूरत होती है। विनिर्माण क्षेत्र में आई ढील भी इस समय बैंकों द्वारा दिए जाने वाले कर्ज की मांग में कमी की एक बड़ी वजह है।
कर्ज की मांग में कमी का दूसरा कारण बड़े उद्योगों के लिए पूंजी के वैकल्पिक स्नोतों का उपलब्ध होना है। पिछले कुछ समय से कंपनियों द्वारा भारी मात्रा में बांड जारी कर बाजार से सीधे वित्त जुटाया जा रहा है। उद्यमी अपनी फैक्टरी को गिरवी रखकर बैंक से ऋण लेता है। इसी प्रकार फैक्टरी या परिसंपत्ति को गिरवी रखकर बांड जारी किए जाते हैं। कंपनी सीधे बाजार में बांड बेचती है और निवेशक उन्हें सीधे कंपनी से ही खरीद लेते हैं। बैंक की बिचौलिये की भूमिका के लिए कोई गुंजाइश नहीं रह जाती है। मिसाल के तौर पर सामान्य निवेशक बैंक में सावधि जमा यानी फिक्स्ड डिपाजिट कराता है जिस पर उसे सात प्रतिशत ब्याज मिलता है। उसी रकम को बैंक किसी उद्यमी को ऋण के रूप में देता है और 11 प्रतिशत का ब्याज वसूलता है। इसमें निवेशक और उद्यमी को चार प्रतिशत की चपत लगती है। इसलिए उद्यमी नौ से दस प्रतिशत के ब्याज पर बांड की पेशकश करते हैं। इससे निवेशक और उद्यमी दोनों को बचत होती है। एक रपट के अनुसार बीते चार वर्षों में पूंजी निवेश में बांड का हिस्सा 22 प्रतिशत से बढ़कर 33 प्रतिशत हो गया जबकि बैंकों का हिस्सा 45 प्रतिशत से घटकर 22 प्रतिशत रह गया। यह परिवर्तन बताता है कि अर्थव्यवस्था की बैंकों पर निर्भरता घटती जा रही है।

काले धन का निवेश भी बैंक ऋण की मांग में कमी का एक और कारण है। मान लीजिए किसी उद्यमी को नई फैक्टरी लगानी है और उसके पास काली कमाई मौजूद है। वह सीमेंट और लोहे जैसी चीजें इस काली कमाई से खरीदकर इमारत खड़ी कर सकता है। मशीनरी आपूर्ति के लिए भी आधी रकम नंबर दो की कमाई से देकर कम रकम का बिल बनवा सकता है। ऐसे में इमारत और मशीनरी के लिए उसे बैंक कर्ज की जरूरत नहीं रह जाती है। स्पष्ट है कि विनिर्माण क्षेत्र में आई शिथिलता, कंपनियों द्वारा भारी मात्रा में बांड जारी करना और काले धन की दस्तक बैंकों द्वारा दिए जाने वाले ऋण की मांग कम होने का मूल कारण है। विनिर्माण क्षेत्र में आई सुस्ती की भरपाई सेवा क्षेत्र से हो रही है और देश की आर्थिक वृद्धि दर सात प्रतिशत के सम्मानजनक स्तर पर बनी हुई है। विनिर्माण में आई यह शिथिलता भी शुभ संकेत है। विनिर्माण क्षेत्र की बड़ी कंपनियों से फिलहाल रोजगार के कम ही अवसर सृजित हो पा रहे हैं। इनमें स्वचालित मशीनों के उपयोग का चलन जोर पकड़ रहा है। इसके उलट सेवा क्षेत्र में श्रम की ज्यादा जरूरत पड़ती है जैसे होटल में कर्मियों की संख्या कम करने के लिए स्वचालित मशीनों का सहारा नहीं लिया जा सकता। लोहे एवं कोयले के हमारे भंडार सीमित ही हैं। विनिर्माण की खातिर हम कोयले के लिए अपने जंगलों और पनबिजली के लिए नदियों को अनायास ही नष्ट कर रहे हैं।

देश से होने वाले निर्यात में सेवाओं का हिस्सा बढ़ रहा है। सेवाओं के निर्यात से मिलने वाली रकम का उपयोग हम विनिर्मित माल के आयात के लिए कर रहे हैं। लिहाजा चीन में विनिर्माण में पूंजी निवेश अधिक हो रहा है। हम कम पूंजी निवेश से अधिक आय अर्जित कर रहे हैं। अर्थव्यवस्था की यह दिशा सुखद है। सेवा क्षेत्र में रोजगार के अवसर बन रहे हैं। ऐसे में बैंकों द्वारा दिए जाने वाले ऋण की मांग को हमें शुभ संकेत के तौर पर देखना चाहिए। हमारी स्थिति उस चरवाहे जैसी है जो शाम को वापसी के समय गाय को गलत रास्ते ले जाना चाहता है, परंतु गाय मानती नहीं और सही रास्ते घर की तरफ चलती है। हम बैंकों द्वारा दिए जाने वाले ऋण को बढ़ाना चाहते है, लेकिन अर्थव्यवस्था मानती ही नहीं और सेवा क्षेत्र के सही रास्ते को पकड़े हुए बढ़ती जा रही है। दिक्कत छोटे एवं मझोले उद्योगों की रह जाती है। इंडिया इन्फोलाइन न्यूज सर्विस की विज्ञप्ति के अनुसार पिछले साल बैंकों द्वारा बड़े उद्योगों को दिए जाने वाले कर्ज में 4.4 प्रतिशत की गिरावट दर्ज हुई। छोटे उद्यमों के लिए यही गिरावट 10.2 प्रतिशत और मझोले उद्योगों के लिए 4.4 प्रतिशत रही। इनमें बड़े उद्योगों के पास बांड जैसे पूंजी के दूसरे बड़े स्नोत भी उपलब्ध हैं।

विनिर्माण में सुस्ती का सबसे बड़ा नुकसान छोटे एवं मझोले उद्यमों को हो रहा है। सबसे ज्यादा रोजगार सृजन भी यही उद्योग करते हैं। यह जरूर भविष्य में खतरे की घंटी है। इसके चलते आने वाले दिनों में रोजगार का संकट गहरा सकता है। इस परिप्रेक्ष्य में भविष्य में सेवा क्षेत्र हमारे आर्थिक विकास का इंजन होगा। इसे बढ़ावा देने के उपाय किए जाने चाहिए। मसलन विदेश से इलाज के लिए आने वाले मरीजों और उनके तीमारदारों के अलावा पर्यटकों के साथ होने वाली बेईमानी पर लगाम लगनी चाहिए। इसके लिए अलग पुलिस जैसे इंतजाम किए जाने चाहिए। अगर विनिर्माण की हिचकोले खाती नैया किनारे नहीं लगती तब भी छोटे एवं मझोले उद्यमों पर आए संकट को दूर करने के उपाय किए जाने चाहिए। उन्हें संरक्षण देकर सस्ते आयातित माल और बड़े उद्योगों के खतरे से भी महफूज रखना होगा। जैसे आंधी-तूफान में भी समझदार गृहिणी चूल्हे की रक्षा करती है उसी तरह विनिर्माण में आई शिथिलता के बावजूद छोटे एवं मझोले उद्यमों की रक्षा करनी चाहिए।

नक्सलवाद को पस्त करने की चुनौती

अप्रैल का यह महीना केंद्रीय रिजर्व पुलिस बल (सीआरपीएफ) के लिए बेहद बुरा रहा है। इस माह इसे इतनी जनहानि उठानी पड़ी, जो बीते सात वर्षों में सर्वाधिक है। पिछले 11 मार्च को भी माओवादी हमले में सीआरपीएफ के 12 जवान शहीद हुए थे, लेकिन वो घटना इसलिए सुर्खियों में नहीं आई, क्योंकि उसी दिन उत्तर प्रदेश समेत पांच राज्यों के विधानसभा चुनाव नतीजे आए थे और सारा देश उसी की चर्चाओं में डूबा था।

पहले भी माओवादी हमले में बड़ी संख्या में सीआरपीएफ के जवान शहीद हो चुके हैं और सुकमा में हुआ हालिया हमला बताता है कि स्थितियां अब भी बदली नहीं हैं। आखिर माओवादी हमलों में हमारे जवानों को यूं अपनी शहादत क्यों देनी पड़ रही है? साफ है कि पहले के हमलों से सबक नहीं सीखा गया और कहीं न कहीं हमारे अर्धसैनिक बलों द्वारा ऐसे अशांत इलाकों में मानक संचालन प्रक्रियाओं के अनुपालन में चूक हो रही है। सवाल यह भी है कि क्या सीआरपीएफ की यूनिट को उस इलाके में हमले की ताक में बैठे नक्सलियों की इतनी बड़ी तादाद में मौजूदगी की खुफिया सूचना मिली थी? यदि नहीं, तो यह बड़ी चिंता का विषय है। दूसरी ओर, प्रत्यक्षदर्शियों का कहना है कि जहां पर सीआरपीएफ के जवान रुके हुए थे, वहां आकर ग्रामीणों ने अपने मवेशियों को चराने की इजाजत मांगी। घायल जवानों का मानना है कि इस तरह ग्रामीणों ने उनके दस्ते की मौजूदगी की थाह ली और यह भी देखा कि जब जवान खाना खाने के लिए वापस लौटते हैं तो उनकी सुरक्षा कितनी तगड़ी होती है।सीआरपीएफ की यह यूनिट रोड ओपनिंग पार्टी (आरओपी) का हिस्सा थी, जिसका काम यह पता लगाना होता है कि सड़क पर कोई बारूदी सुरंग (आईईडी) तो नहीं बिछाई गई है। ऐसी संवेदनशील जगहों पर सड़कों से वाहनों की आवाजाही तभी होती है, जब रोड ओपनिंग पार्टीज द्वारा जांच के बाद इन्हें सुरक्षित पाया जाता है। सुकमा के मामले में सीआरपीएफ की यूनिट घने जंगलों के बीच एक अहम सड़क के निर्माण में मदद कर रही थी, ताकि यहां के दुर्गम इलाकों में रह रहे आदिवासियों को सड़कमार्ग से जोड़ा जा सके। छत्तीसगढ़ के मुख्यमंत्री रमन सिंह के मुताबिक नक्सली इस सड़क निर्माण का विरोध कर रहे थे, क्योंकि वे नहीं चाहते कि आधुनिक ताकतें और सुरक्षा एजेंसियां इन दूरदराज के इलाकों और यहां के रहवासियों तक पहुंचें।

नक्सली बेहद शातिर हैं। पुलिस सूत्रों के मुताबिक वे भलीभांति जानते हैं कि सीआरपीएफ किस तरह अपनी गतिविधियां चलाता है। वे जानते हैं कि सीआरपीएफ के ज्यादातर जवानों को न्यूनतम संसाधनों के साथ विकट परिस्थितियों में रहना पड़ता है। इन दुर्गम वन्यक्षेत्रों में इन जवानों के लिए माओवादी गतिविधियों की अनिश्चितता के अलावा मच्छर भी बड़ी चुनौती पेश करते हैं, जिनसे मलेरिया जैसी बीमारियां फैलती हैं। वे इसलिए भी आशंकित रहते हैं क्योंकि उन्हें पता होता है कि लोग हर वक्त उन पर निगाह रख रहे हैं, लेकिन उन्हें ये पता नहीं होता कि ऐसे लोग उनके शुभचिंतक हैं या माओवादी! उनके इसी डर का फायदा ये माओवादी उठाते हैं। पहले के मुकाबले आज उनकी तकनीक तक कहीं ज्यादा पहुंच है। अब वे पेड़ों के नीचे प्रेशर बम भी लगाने लगे हैं। जैसे ही कोई जवान इन पेड़ों की छांव तले विश्राम के लिए रुकता है, इनमें विस्फोट हो जाता है। इसके अलावा वे पुलिस वाहनों को विस्फोट से उड़ाने के लिए बड़े पैमाने पर आईईडी विस्फोटकों का भी इस्तेमाल करते हैं। यहां बारूदी सुरंगों की टोह लेने वाले उपकरण भी कई बार निष्प्रभावी साबित होते हैं, क्योंकि ये इलाका लौह अयस्क से समृद्ध है और इस वजह से यहां जमीन के नीचे किसी बम या विस्फोटक की पहचान करने में मुश्किल होती है। इसके अलावा गर्मी के सीजन में ये इलाका काफी शुष्क हो जाता है और स्नानादि के लिए पानी उपलब्ध नहीं होता। दूसरे शब्दों में कहें तो जवानों को यहां ना सिर्फ माओवादियों, बल्कि प्रकृतिजन्य मुश्किलों से भी जूझना होता है।

गौरतलब है कि सत्तातंत्र के खिलाफ माओवादी संघर्ष की शुरुआत एक किसान आंदोलन के रूप में हुई थी और आगे चलकर यह उनके पहचान, आजीविका और प्राकृतिक संसाधन बचाने की लड़ाई में तब्दील हो गया। यह सवाल अक्सर पूछा जाता है कि सरकारों को क्या करना चाहिए? आदिवासियों को अभावग्रस्त स्थिति में रहने दें या फिर वेदांता, राष्ट्रीय खनिज विकास निगम (एनएमडीसी) और टाटा जैसी खनन कंपनियों को यहां विभिन्न् धात्विक खनिजों के उत्खनन की इजाजत देते हुए ऐसी परिस्थितियां बनाई जाएं कि इनके लिए रोजगार की राह खुले? ये ऐसे सवाल हैं, जिनके जवाब आसान नहीं। हालांकि इसकी वजह से हमने देखा कि स्थानीय आदिवासियों और सरकार के बीच एक तरह का संघर्ष छिड़ गया है, जहां पर आदिवासी लगातार अपनी आजीविका और सम्मान खोते जा रहे हैं। खनन कंपनियों के कर्मचारी तथा फॉरेस्ट कांट्रैक्टर्स इनके प्रतिरोध को खत्म करने के लिए बाहुबल का इस्तेमाल करते हैं। छत्तीसगढ़ व झारखंड जैसे प्रदेशों में रेप और हत्या के ऐसे कई किस्से हैं, जिनकी कभी रिपोर्ट दर्ज नहीं हुई। जाहिर है, जब उन्हें न्याय नहीं मिलता तो उनका गुस्सा बढ़ता है। विकास-प्रक्रिया के ऐसे भुक्तभोगियों को त्वरित न्याय पाना आसान लगता है, जो उन्हें माओवादी अपने कंगारू कोर्ट्स में ‘दोषी को ताबड़तोड़ सजा देते हुए मुहैया कराते हैं। हमारे न्याय तंत्र की सुस्त चाल के लिहाज से उन्हें यह मुफीद लग सकता है, किंतु हकीकत तो यह है कि ये लोग वास्तव में सत्तातंत्र की मनमानियों और माओवादियों की क्रूरता के बीच फंसकर रह गए हैं। उनकी सीधी-सादी जिंदगी को हिंसा ने बर्बाद कर डाला है।

बहरहाल, इन इलाकों में हमारे जवान जिस तरह अपनी जान गंवा रहे हैं, वह गंभीर चिंता का विषय है। यदि आप शहीद जवानों की सूची पर नजर डालें तो आपको इसमें पूरे भारत की तस्वीर नजर आएगी। इनमें देश के पूरब, पश्चिम, उत्तर, दक्षिण सभी इलाकों से आए जवान शामिल हैं। इन्हें इसलिए अपनी शहादत देनी पड़ी, क्योंकि अर्धसैन्य बलों के आकाओं ने उनकी सुरक्षा के प्रति पर्याप्त ध्यान नहीं दिया। आखिर इन इलाको में ड्रोन आदि की तैनाती क्यों नहीं की गई? हैलिकॉप्टरों से निगरानी या इंसानी खुफियागिरी जैसी बुनियादी चीजों के मामले में भी कहां कसर रह गई? निश्चित ही, शीर्ष पर बैठे लोगों के पास इसके लिए भी कई तर्क होंगे, पर सच तो यह है कि हमारे पुलिस/अर्धसैनिक बल का पर्याप्त ख्याल नहीं रखा जाता। कश्मीर में हम देखते हैं कि वे किस तरह पत्थरबाजों के आक्रोश को झेल रहे हैं। इन सबसे हमारे इन जवानों के मनोबल पर भी असर पड़ता है। हालांकि बेहतर पुलिस तंत्र व तकनीक से हमें मदद मिलेगी, किंतु दीर्घकालिक समाधान के लिहाज से जरूरी है कि आपराधिक न्याय तंत्र को मजबूत किया जाए व ऐसी नीतियां तैयार की जाएं, जिससे स्थानीय समुदाय खुद को अलग-थलग महसूस न करे।

New India?

If unchecked, vigilantism in the name of the cow could render meaningless all vision documents and development plans.

 When Prime Minister Narendra Modi met chief ministers of several states at the Niti Aayog’s governing council meet in the capital on Sunday, the conversation ranged from the GST, which the PM called “a great illustration of cooperative federalism”, to a 15-year vision document, a seven-year National Development Agenda and a three-year Action Plan to transform India. At another meeting of the PM with chief ministers of BJP-ruled states the same day, presentations were made of the best-functioning state-level schemes. Going by the tweets of Rajasthan CM Vasundhara Raje and UP CM Yogi Adityanath after the latter event, there was talk of “antyodaya” as well. By all accounts, including theirs, neither Raje, nor Adityanath brought up an important and troubling issue on their watch — of growing cow vigilantism in UP and Rajasthan respectively. In UP, the new CM’s fast-tracking of the election promise to shut down “illegal slaughter houses” has emboldened minority-baiting lumpenism. In Rajasthan, dairy farmer Pehlu Khan died after an assault by self-styled “gau rakshaks” at Behror in Alwar district on April 1. Reports of the Niti Aayog meeting earlier point to a similar silence across the high table on the chilling pattern forming after attacks in other states like the one that killed Pehlu Khan — three nomadic families were assaulted on the suspicion they were cattle smugglers in Reasi district of J&K and three men transporting buffalos were beaten up in South Delhi over the last week.

The pattern is made up not just of the rampaging “gau rakshaks” who target Muslims in the guise of cow-protection. It also, and crucially, features the policemen who then file FIRs against the attackers as well as the victims. This — the taking of the law into its own hands by the mob, and the inaction or effeteness or complicity of the law enforcer — must worry the chief ministers in whose states such events have already taken place. It must also concern CMs of other states to which, in a climate of impunity, this contagion of bigotry and lawlessness could spread. Chief ministers of all states, ruled by the BJP or by non-BJP parties, must be apprehensive that such incidents, captured on video, are stoking fears and insecurities among ordinary, law-abiding citizens of the minority community.

Today, there is an elephant in the room at any gathering of chief ministers, or forum of exchange of good governance ideas between the Centre and states. “Development” is a meaningless catchword unless it is seen to be indivisible from the acknowledgement of the state’s primary assurance to its citizens — all of them — that their right to safety, security and dignity will be protected. In a country where the “gau rakshak” enjoys, or is seen to enjoy, immunity from the law, amid a political silence maintained by ruling parties but also unbroken by parties of the opposition, the vision document or three- or seven-year plan isn’t worth the paper on which it’s written.

Election Commission’s proposals to deal with problem of bribing of voters could upend principles of natural justice.

 The Election Commission’s proposal to have the Representation of People Act (RPA) amended to disqualify legislators charge-sheeted for bribing voters is well-intentioned but bad in principle. It attempts to turn the dictum of any justice system — that a person is innocent until proven guilty — on its head. The EC has drawn its recommendation from a proposal the Law Commission mooted in 2014. The Commission had called for including a new section in the RPA to expand the ambit of the disqualification provision to include a person against whom “a charge has been framed by a competent court for an offence punishable by at least five years imprisonment” for a period of six years or “till the date of quashing of charge or acquittal, whichever is earlier”. The call for such a drastic measure evidently stems from the failure to curb corruption in elections. Indeed, democracy needs to be cleansed of electoral malpractices, but that must be done by the patient labour of improving processes and reforming institutions.In the past one year, the EC has countermanded three assembly elections in Tamil Nadu — in the R.K. Nagar seat most recently — after it found evidence that voters were being offered bribes by candidates. In the Aruvakurichi and Thanjavur seats, where the EC rescinded elections in 2016 after finding evidence of cash distribution by candidates, the parties renominated the same persons. The RPA, indeed, has a provision to disqualify and bar a legislator if convicted for poll graft. The keyword here, however, is conviction. It is said that the RPA provisions have failed to act as a deterrent against electoral malpractices since trials extend for years and rarely result in convictions. The way out is to reform the judicial process and ensure early and time-bound trial and closure in cases. Surely, there must be effective deterrence to prevent the subversion of due process, but the onus for ensuring that must to be on institutions.The EC has also sought to make bribery a cognisable offence under the Code of Criminal Procedure (CrPC), which would bestow on the police the authority to arrest an accused without a warrant. These are draconian measures, which violate the principles of natural justice. The EC had used provisions of the existing legal framework in the past to end violent acts like booth capturing. It is surely capable of inventive, but fair, methods to curtail the use of money in elections.

The best laid plans: On NITI Aayog

NITI Aayog’s shift away from five-year plans requires more substance

 Narendra Modi is not the first Chief Minister to have gone on to become Prime Minister. But given his well-known disdain for the erstwhile Planning Commission’s control-and-command approach towards States and his oft-repeated emphasis on ‘cooperative federalism’, there were great expectations from the successor organisation, the NITI Aayog. The Five Year Plans — the last one ended on March 31 — were relegated to history, to be replaced by a three-year action plan. This was to be part of a seven-year strategy that would in turn help realise a 15-year long-term vision. When the Aayog’s Governing Council that includes the Prime Minister and all Chief Ministers met, it was hoped that the fine print as well as the big picture of the new planning approach had been worked out. However, all that was handed out was a draft action agenda for the three years till 2019-20, with 300 specific action points. This agenda is meant to be the first step towards attaining the envisioned outcomes by 2031-32. This ‘New India’, as NITI Aayog Vice Chairman Arvind Panagariya put it, will ensure housing for all, with toilets, LPG, power and digital connections; access to a personal vehicle, air conditioner and white goods for ‘nearly all’; and a fully literate population with universal health care.

 Assuming that the economy grows at 8% annually hereon, the Aayog has presented estimates about the size of the economy and per capita incomes by 2031-32, though juxtaposing these with China’s performance in the last 15 years is a bit odd. India’s GDP will rise by rs.332 lakh crore in the next 15 years, the Aayog reckons. The bare details of the 15-year vision that have been shared seem like motherhood statements with some optimistic numerical guesswork. But even that is more than we know about the seven-year strategy. Without the larger strategy and vision in place, the three-year action plan is likely to be more of an abstract wish list that Chief Ministers will now evaluate and revert on. Effectively, till it is ratified by the Council, there is a vacuum in India’s policy framework — similar to the delayed starts of past Five Year Plans. It is not yet apparent if the 12th Plan’s innovation of painting alternative scenarios (of actions and outcomes) — a more useful tool for longer-term planning — has been adopted. Meanwhile, the PM’s message to States to speed up capital expenditure and infrastructure development is important as pump-priming the economy is not only the Centre’s task. All the same, asking the States to take the initiative on switching India’s financial year to match the calendar year is unusual as it requires the Centre to take the lead by making public the report of the committee that has recommended this. To make cooperative federalism truly effective, the Council, or Team India as Mr. Modi calls it, must meet more often — a nearly two-year gap in doing so is a recipe for communication breakdown.

नये भारत का सपना

नीति आयोग में प्रधानमंत्री नरेंद्र मोदी ने मुख्यमंत्रियों के सामने नये भारत के सपने को साकार करने के आह्वान के साथ कई व्यवस्थागत और नीतियों में परिवर्तन की बातें कीं.

इनमें कुछ की विशेष राजनैतिक अहमियत है तो कुछ नई व्यवस्था बनाने के लिए जरूरी बताई गई.

मसलन, उन्होंने विधान सभाओं और लोक सभा के चुनाव एक साथ कराने की बात की, जिसकी हमारी राजनैतिक और संसदीय व्यवस्था के लिए खास अहमियत है. गौरतलब है कि आजादी के बाद लगभग डेढ़ दशक तक विधान सभाओं और लोक सभा के चुनाव नियत समय पर एक ही साथ हुआ करते थे लेकिन 1967 में अल्पकालिक संविद सरकारें और बाद में इंदिरा गांधी के उदय के साथ कांग्रेस विभाजन के बाद मध्यावधि चुनाव का दौर शुरू हुआ तो यह क्रम गड़बड़ा गया.

हालांकि तब के इन चुनाव और अब एक साथ चुनाव कराने की राजनीति में एक खास फर्क यह है कि पहले विधान सभाओं में स्थानीय मुद्दे हावी रहते थे लेकिन अब शायद सोच यह है कि केंद्र की नीतियों और केंद्रीय नेतृत्व की छवि से राज्य चुनाव को प्रभावित किया जा सके. फिर भी, एक साथ चुनाव से बहुत सारा समय और पैसे की बचत हो सकती है. प्रधानमंत्री ने वित्त वर्ष का कैलेंडर मार्च-अप्रैल के बदले दिसम्बर-जनवरी की अवधि के मुताबिक करने की बात की. यह अंग्रेजों की बनाई व्यवस्था को बदलकर अंतरराष्ट्रीय व्यवस्था के अनुरूप बनाने का मामला है.

हालांकि, इससे यह भी कहा जा रहा है कि मानसून की भविष्यवाणी के अनुसार कृषि पैदावार के आकलन में सुविधा होगी और अर्थव्यवस्था का आकलन अधिक सटीक की जा सकती है. प्रधानमंत्री ने तीन साल की कार्ययोजना की भी बात की. लेकिन सवाल यह है कि या इन योजनाओं के लिए सभी राज्य सरकारों और राजनैतिक दलों के बीच सहमति बनाने के लिए भी कुछ किया जा रहा है? नीति आयोग की गवर्निग काउंसिल की इस अति महत्त्वपूर्ण बैठक में भाजपाई मुख्यमंत्रियों की ही ज्यादा आमद हुई. पचिम बंगाल, दिल्ली और मेघालय के मुयमंत्री भी अनुपस्थित रहे.

यानी राजनैतिक प्रतिद्वंद्विता का वातावरण जब सबसे तीखा हो तब इतने बड़े मसले पर सहमति कैसे बन पाएगी? मामला सिर्फ राजनैतिक प्रतिद्वंद्विता की ही नहीं है, सवाल यह है कि दूसरे दलों को नये भारत के सपने के लिए कितना आस्त किया जा सकता है, जिसमें उन्हें अपनी भूमिका स्पष्ट दिखाई दे. ऐसा माहौल बनाए बिना सिस्टम को पटरी पर नहीं लाया जा सकता. प्रधानमंत्री इस दिशा में भी बढ़ें तो बात बनेगी.
