The new league of nations

For India, despite a rising China, this is a favourable geopolitical moment which it must seize to assure its place in loosely in a structured multipolar global order.

The year ends with a sigh of relief and anticipated redemption. Scientists the world over have delivered with unprecedented speed a set of vaccines which may deliver us, in time, from the scourge of COVID-19. This news comes appropriately on the eve of Christmas and the turn of the year, traditionally an occasion of renewal, and rekindled hopes for a better year ahead. These sentiments will be more intense, more deeply felt than in recent years with lives having been rudely disrupted, relationships made distant and tinged with yearning and a pall of uncertainty and sense of future dread sweeping across the world.

But while the gloom may be slowly lifting, the world will repair only slowly and there are worrying intimations of other crises looming round the corner. We are at an inflexion point, marking a watershed in human experience. But there are several paths ahead, several choices that beckon, except that there is no path to retrace our steps back to where we were before the pandemic struck — because that world no longer exists. Geopolitics has been transformed and power equations are being altered. There are a new set of winners and losers in the economic sweepstakes. Technological advancement will magnify these changes and India will need to make difficult judgements about the world that is taking shape and find its place in a more complex and shifting geopolitical landscape.

Some trends were already salient before the pandemic struck. They are being accelerated and intensified thanks to the forces unleashed by this crisis. There are also newer trends at play, which demand attention and efficient management. As the pandemic recedes, the world could draw the right lessons and proceed on a more hopeful trajectory. It may equally lurch into another even more serious and damaging crisis or even multiple crises because the lessons remain unlearnt. The latter has been more often the case in history but the implications are more dire now.

The success of scientists in delivering vaccines in record time has masked an ugly reality. COVID-19 has been a global emergency, recognising no national or regional boundaries but it has been dealt with almost entirely within national confines. International cooperation in either developing an effective vaccine or responding to its health impacts has been minimal. The pre-existing trend towards nationalist urgings, the weakening of international institutions and multilateral processes has been reinforced. Even in the distribution of vaccines, we are witnessing a cornering of supplies by a handful of rich nations. Help for the poorer nations of the world is a low priority.

Most challenges the world faces are global, like the pandemic. They are inherent in globalisation driven by rapid technological change. These include climate change, cyber security, space security, which are newer domains. But even extant challenges such as terrorism, drug trafficking, money laundering and ocean and terrestrial pollution have taken on a globalised dimension. They are not amenable to national solutions. They demand collaborative, not competitive solutions. This glaring disconnect between the rising salience of global and cross-cutting issues and the resistance to multilateral and collaborative approaches is likely to intensify in the post-pandemic world, unless there is some display of statesman-like leadership to mobilise action on a global scale. The nation-state will endure but its conduct will need to be tempered by a spirit of internationalism and a sense of common humanity.

How likely is it that there will emerge leadership that is able to orient the world in the right direction? The pre-pandemic shift in the centre of gravity of the global economy and political power and influence, from the trans-Atlantic to the trans-Pacific, has been reinforced under the impact of the crisis. East Asian and South-East Asian countries have managed the crisis more effectively and their economies are the first to register the green shoots of recovery. Ironically, China being the country where the COVID-19 first erupted early this year, has been the first large economy to witness a significant rebound in its growth rate. While trade and investment flows in the rest of the world have declined, they have registered growth in this part of the world. The regional supply chains centred on China have been reinforced rather than disrupted. China will emerge in pole position in the geopolitical sweepstakes commencing in 2021. The power gap with its main rival, the US, will shrink further. The power gap with India, its largest rival in Asia, will expand even more. India is already confronting a more aggressive and arrogant China on its borders. This threat will intensify and demand asymmetrical coping strategies.

Despite China emerging a relative gainer from the disruptions triggered by the pandemic, I believe that the trend towards multi-polarity is here to stay. Neither the US in its relatively diminished state nor China with its enhanced power can singly or as a duopoly manage a much more diffused distribution of economic and military capabilities across the globe. As already noted, most of the challenges we confront demand global and collaborative responses. Even a powerful country cannot coerce other nations to collaborate. This is only possible through multilateral approaches and adherence to the principle of equitable burden-sharing. We may see the emergence of a loosely structured global order with clusters of regional powers, inter-linked and interacting with each other. But such a multipolar order can only be stable and keep the peace with a consensus set of norms, managed through empowered institutions of international governance and multilateral processes. India’s instinctive preference has been for a multipolar order as the best assurance of its security and as most conducive to its own social and economic development. It now has the opportunity to make this its foreign policy priority as this aligns with the interests of a large majority of middle and emerging powers. This will be an important component of a strategy to meet the China challenge. The techniques of mobilisation that were deployed successfully in leading the Non-Aligned Movement in an earlier time and in a different geopolitical context are relevant.

Despite a degree of pessimism about India’s economic prospects, we may be located at a favourable geopolitical moment. This may appear counterintuitive. Thanks to concerns about China’s aggressive posture across the board and its unilateral assertions of power, there is a significant push-back even from smaller countries, for example, in South-East Asia and Africa. China’s blatant “weaponisation of economic interdependence” such as we see in its punitive commercial action against Australia, has made its economic partners increasingly wary. India is seen as a potential and credible countervailing power to resist Chinese ambitions. The world wants India to succeed because it is regarded as a benign power wedded to a rule-based order. India can leverage this propitious moment to encourage a significant flow of capital, technology and knowledge to accelerate its own modernisation. But for this to happen, India needs to position itself as the most open and competitive destination for trade and investment offering both scale and political stability.

The choice is clear and the opportunity for leadership beckons.

Five years since Paris, an opportunity to build back better

We owe it to the next generation who will have to bear the burden of climate change and pay off the debt of the recovery

December 12 marked the five-year anniversary of the Paris Agreement. The international community, including the European Union (EU) and India, gathered at the Climate Ambition Summit 2020 to celebrate and recognise our resolve in working towards a safer, more resilient world with net-zero emissions. A world we can be proud to leave to our grandchildren.

During the past five years, the determination of the global community has certainly been tested and, in the past few months, we have all been hit by a virus with a potentially long-lasting impact on our society and economies.

Green recovery

In the midst of this pandemic, is it realistic to call for stronger global action to fight climate change? We believe that the case is more valid now than ever. Faced with overwhelming scientific evidence, a more pertinent question might be: Can we afford to let things worsen?

The science is irrefutable: for future prosperity, we must invest in greening the global economy. We cannot afford not to do so. Post-COVID-19 recovery needs to be a green recovery.

Back in December 2019, the European Commission launched the European Green Deal — a new growth model and roadmap to achieve climate neutrality in the EU by 2050. Our- “Next Generation EU” recovery package and our next long-term budget earmark more than half a trillion euros to address climate change.

To reach climate neutrality by 2050, on December 11, EU leaders unanimously agreed on the 2030 target of reducing greenhouse gas emissions by at least 55% compared to 1990 levels. This will further accelerate the fast decrease in the costs of low carbon technologies. The cost of solar photovoltaics has already declined by 82% between 2010 and 2019. Achieving the 55% target will even help us to save €100 billion in the next decade and up to €3 trillion by 2050.

No government can tackle climate change alone. We will pursue all avenues to foster cooperation with partners from all around the world. India is a key player in this global endeavour. The rapid development of solar and wind energy in India in the last few years is a good example of the action needed worldwide.

Working with India

The EU and India are committed to the full implementation of the Paris Agreement. India has taken a number of very significant flagship initiatives in this respect, such as the International Solar Alliance, the Coalition for Disaster Resilient Infrastructure and the Leadership Group for Industry Transition. India and Team Europe are engaged to make a success of the forthcoming international gatherings: COP 26 in Glasgow on climate change and COP 15 in Kunming on biodiversity.

There is a sense of global momentum emerging towards keeping the promise of the Paris Agreement and securing our future on this planet. Five years after the signing of the Paris Agreement, it is more important than ever that the international community comes forward with clear strategies for net-zero emissions and to enhance the global level of ambition for 2030.

Together with the delivery of the $100 billion of climate financing to countries most in need, these will be deliverables for the climate negotiations when they resume at COP 26 in Glasgow next November. Team Europe will continue to work closely with India on green investments and the sharing of best practices and technologies.

We can avoid the most dramatic impacts of climate change on our societies. Our global, regional, national, local and individual recovery plans are an opportunity to ‘build back better’. We owe it to the next generation who will have to bear the burden of climate change and pay off the debt of the recovery.

Good public policies are indispensable but not sufficient. We will also need to foster small individual actions to attain a big collective impact. This is the snowball effect we need starting from the Paris Agreement. With climate neutrality as our goal, the world should mobilise its best scientists, business people, policymakers, academics, civil society actors and citizens to protect together something we all share beyond borders and species: our planet.

नेपाली राजनीति में फिर आया उठापटक का दौर

नेपाल के प्रधानमंत्री केपी शर्मा ओली ने अपने पूर्व प्रधानमंत्रियों की परंपरा को एक बार फिर आगे बढ़ा दिया है। नेपाल में पिछले कई साल में किसी प्रधानमंत्री का कार्यकाल पूरा नहीं हुआ। ओली के दो साल बाकी थे, लेकिन उन्होंने संसद भंग कर नए चुनावों की घोषणा कर दी। नेपाली संविधान में संसद भंग करने की सुविधा तभी दी गई है जब कोई सरकार अल्पमत में चली जाए, लेकिन ओली ने वह नौबत ही नहीं आने दी। उनकी कम्युनिस्ट पार्टी के 91 सदस्यों ने उनकी सरकार के खिलाफ अविश्वास प्रस्ताव रखा तो उन्होंने संसद ही भंग करवा दी। संसद के 275 सदस्य परेशान हैं।

नेपाल की सत्तारूढ़ कम्युनिस्ट पार्टी वास्तव में दो कम्युनिस्ट पार्टियों से मिलकर बनी है। एक है मार्क्सवादी-लेनिनवादी और दूसरी माओवादी। पहली के नेता हैं ओली और दूसरी के पुष्पकमल दहल ‘प्रचंड’। ये दोनों पार्टियां 2017 में एक हो गईं। पहले उनमें कड़ा मुकाबला होता था। ओली चाहते थे कि प्रचंड के खिलाफ युद्ध अपराध के मुकदमे चलें, लेकिन 2008 में पहले कम्युनिस्ट शासन में प्रचंड ही प्रधानमंत्री बने। 2017 के चुनाव में कम्युनिस्ट पार्टी को प्रचंड बहुमत मिला और ओली प्रधानमंत्री बन गए।

ओली और प्रचंड, दोनों ही संयुक्त कम्युनिस्ट पार्टी के सह-अध्यक्ष हैं। पार्टी पर प्रचंड का वर्चस्व है और सरकार पर ओली का। शुरुआत में उम्मीद थी कि दोनों नेता और पार्टियां एक होकर शासन चलाएंगी लेकिन शुरू से ही इतना तनाव था कि सत्तारूढ़ होते ही दोनों खेमों ने एक-दूसरे पर आरोप लगाने शुरू कर दिए। बतौर विरोधी दल नेपाली कांग्रेस और मधेसी पार्टियां ओली का जितना विरोध करतीं, उससे ज्यादा प्रचंड-खेमा करने लगा।पार्टी की कार्यकारिणी और पार्टी के संसदीय दल में अक्सर टकराव दिखाई देने लगा। सबसे पहले तो यही मांग उठी कि ओली यदि प्रधानमंत्री बने रहना चाहते हैं तो पार्टी का अध्यक्ष पद छोड़ें। फिर उनकी सरकार पर भ्रष्टाचार के आरोप लगने लगे। अमेरिकी मदद से बनने वाली 50 करोड़ रु. की सड़क पर सत्तारूढ़ दल के नेताओं ने ही सवाल उठा दिए। ओली पर भारतपरस्ती का इल्जाम लगाया गया। यह खुलेआम पार्टी मंचों से कहा गया कि नेपाल के लिपुलेख-कालापानी क्षेत्र में भारत सड़क बना रहा है और ओली ने मुंह पर पट्टी बांध रखी है। कोरोना-काल में सरकारी लापरवाही और चिकित्सा भ्रष्टाचार के मामले भी उजागर किए गए। सरकार और पार्टी के बीच संवाद के कई आयोजन निरर्थक रहे। कई बैठकों में ओली गए ही नहीं। इस बीच चीन की महिला राजदूत हाऊ यांकी ने जबरदस्त सक्रियता दिखाई। दोनों खेमों के झगड़े में वे कभी मध्यस्थ और कभी सरपंच की भूमिका में रहीं। चीन के नेता भी काठमांडू के चक्कर लगाने लगे।

ओली भी कई पैंतरे दिखाने लगे। उन्होंने साफ़-साफ़ कह दिया कि वे पांच साल राज करेंगे। उन्होंने प्रचंड के नहले पर दहला मार दिया। उन्होंने लिपुलेख-कालापानी के मामले में भारत के विरुद्ध आनन-फानन में अभियान छेड़ दिया और संसद में प्रस्ताव रखकर, उस क्षेत्र को नेपाल की सीमा में दिखाकर नया नक्शा जारी कर दिया। विरोधी दलों को भी इस प्रस्ताव को सर्वसम्मति से पारित करना पड़ा। पड़ोसी देशों में जब भी कोई नेता संकट में फंसता है तो वह भारत-विरोध का ब्रह्मास्त्र चला देता है। ओली ने यही किया। 2015 की सीमा बंदी के वक्त भारत के कड़े विरोध ने ही उन्हें बड़ा नेता बनाया था। उन्होंने पहले ही पहल कर दी थी कि संसद में हिंदी बोलने और धोती-कुर्ता पहनने पर प्रतिबंध लगे।अब से लगभग 30 साल पहले मैंने संसद-अध्यक्ष दमन प्रसाद घुंमा ढुंगाना और गजेंद्र बाबू से कहकर यह अनुमति दिलवाई थी। ओली ने अपनी ‘राष्ट्रवादी’ छवि चमकाने के लिए अब ऐसा प्रावधान भी कर दिया कि नेपालियों से शादी करने वाले भारतीय नागरिकों को अब नेपाली नागरिकता लेने के लिए सात साल इंतजार करना पड़ेगा।

इधर भारत सरकार का कड़ा रुख देखकर ओली ने भारत को भी पटाना शुरू कर दिया था। कुछ दिन पहले भारत के विदेश सचिव और सेनापति से काठमांडू में काफी चिकनी-चुपड़ी बातें भी हुई हैं लेकिन भारत का रवैया तटस्थ ही है। भारत के लिए जैसे प्रचंड, वैसे ही ओली। ये दोनों सत्तारूढ़ हुए तब और उसके पहले भी इन दोनों से मेरी काठमांडू और दिल्ली में खूब बातचीत हुई है। दोनों में खास फर्क नहीं है। पांच-छह महीने बाद जो भी जीतेगा, भारत उसके साथ सहज संबंध बनाने की कोशिश करेगा। नेपाल और भारत के संबंध नाभि-नाल की तरह हैं। दुनिया के किन्ही भी दो देशों के संबंध इतने गहरे नहीं हैं। भारत-नेपाल सीमा लगभग 1800 किमी की है। मुश्किल से दो स्थान सुपरिभाषित नहीं हैं। दोनों देशों में आवागमन और व्यापार मुक्त है। नेपाल के लगभग 80 लाख लोग भारत में रहते हैं। भारत की फौज में सात गोरखा रेजिमेंट और 60 हजार नेपाली सैनिक हैं। नेपाल की सरकार अब उसे चाहे ‘हिंदू राष्ट्र’ न कहे लेकिन नेपाल क्या है, यह सभी को पता है। चीन जो कर ले, भारत-नेपाल संबंध अटल हैं।

आत्मनिर्भर हो चीनी उद्योग

सरकार ने चीनी उद्योग को स्पष्ट शब्दों में कह दिया है कि वह अपने बचाव के लिए सब्सिडी और सरकारी मदद के भरोसे रहने के बजाय आर्थिक रूप से व्यवहार्य बनने के वास्ते वैकल्पिक कारोबारी मॉडल अपनाए, अपने उत्पादों में विविधता लाए और क्षमता में सुधार करे। इंडियन शुगर मिल एसोसिएशन (इस्मा) की 86वीं आम बैठक में यह समझदारी भरी सलाह देते हुए खाद्य मंत्री पीयूष गोयल ने चीनी उद्योग की आधार कीमत कम करने की मांग को ठुकरा दिया। यह वह कीमत है किसानों को गन्ने की फसल के लिए उचित एवं लाभकारी मूल्य (एफआरपी) के रूप में मिलती है। परंतु मंत्री की सबसे अहम घोषणा थी रंगराजन समिति द्वारा एफआरपी के विकल्प के रूप में प्रस्तुत राजस्व साझेदारी प्रणाली को लागू करने की संभावना को खारिज करना। इस क्षेत्र को आत्मनिर्भर बनाने की पहल का एक अहम विकल्प इसमें निहित है।

रंगराजन फॉर्मूले में कहा गया है कि मिल को चीनी तथा उसके सह उत्पादों से हासिल होने वाले कुल राजस्व का 70 फीसदी अथवा चीनी से हासिल राजस्व का 75 फीसदी गन्ना किसानों के साथ साझा करना चाहिए। यह गन्ने की कीमतों को चीनी की कीमतों से जोडऩे का तार्किक तरीका है। यह चीनी उत्पादन को बाजार की मांग से भी जोड़ता है। इसका लक्ष्य है अतिशय आपूर्ति को रोकना जो प्राय: चीनी की कीमतों को प्रभावित करती है और यह क्षेत्र नकदी संकट में आ जाता है। इससे भी अहम बात यह है कि चीनी निर्माताओं और गन्ना उत्पादकों समेत इस क्षेत्र के सभी अंशधारक इसे लेकर सहज नजर आते हैं। यह समझना मुश्किल नहीं है कि सरकार की अपनी दिक्कतें हैं जिनके चलते वह फिलहाल गन्ने की कीमतों की मौजूदा व्यवस्था के साथ छेड़छाड़ नहीं कर सकती। एफआरपी हर प्रकार से गन्ने का न्यूनतम समर्थन मूल्य (एमएसपी) है। इसमें कोई भी बदलाव भले ही बेहतरी के लिए हो लेकिन किसान उसका गलत मतलब निकालेंगे। दिल्ली की सीमाओं पर इन दिनों किसानों का विरोध प्रदर्शन कुछ अन्य मांगों के अलावा एमएसपी के लिए भी हो रहा है। परंतु सरकार को विकल्प खुला रखना चाहिए और अधिक अनुकूल समय की प्रतीक्षा करनी चाहिए ताकि वह राजस्व साझेदारी प्रणाली को चीनी क्षेत्र की दीर्घकालिक दिक्कतों के हल के रूप में पेश कर सके।

अच्छी बात यह है कि कई अन्य तरीके उपलब्ध हैं जिनके माध्यम से चीनी उद्योग बिना सरकारी स्रोतों के बचा रह सकता है। उत्पादों की विविधता और उनमें मूल्यवर्धन करना भी ऐसा ही एक तरीका है। इसके साथ ही सह-उत्पादों का बेहतर इस्तेमाल तथा औद्योगिक इस्तेमाल तथा वाहन ईंधन में मिलाने के लिए अल्कोहल का अधिक उत्पादन भी कुछ ऐसे विकल्प हैं जिनकी मदद से चीनी मिलों का राजस्व बढ़ सकता है। सरकार भी उद्योग जगत की मदद के उपाय कर रही है। उसने पेट्रोल में 20 फीसदी या उससे अधिक एथनॉल मिलाने की प्रतिबद्धता जताई है। फिलहाल 10 फीसदी से भी कम एथनॉल का मिश्रण किया जाता है। उसने तेल कंपनियों द्वारा चीनी मिलों से खरीदे जाने वाले एथनॉल की कीमत भी बढ़ाई है। इसके अलावा चीनी मिलों को यह अनुमति भी दी गई है कि वे चीनी के सह उत्पादों के अलावा अन्य उत्पादों से भी एथनॉल बनाएं। इसमें चीनी, गन्ने का रस, शुगर सीरप और राब शामिल हैं। इस दौरान एक तथ्य की अनदेखी कर दी गई है कि इससे गन्ने का रकबा बढ़ सकता है। गन्ने की फसल में बेशुमार पानी लगता है और यह पहले ही भूजल के लिए जोखिम पैदा कर रही है। एक कदम आगे बढ़कर सरकार ने अधिशेष खाद्यान्न से एथनॉल बनाने की भी अनुमति दे दी है। अब तक केवल अमीर देशों में ही यह सुविधा थी। अब यह चीनी उद्योग पर है कि वह इन रियायतों का लाभ उठाए।

राजनीति का अपराधीकरण बनाम मतदाता

उच्चतम न्यायालय राजनीति में बढ़ते अपराधीकरण पर रोक लगाने के लिए सन 2003 से ही लगातार सक्रिय है। सक्रियता के मूल में माननीय न्यायाधीशों का यह मानना भी रहा है कि जनता को उम्मीदवारों का पिछला रिकार्ड जानने का पूरा हक है। तेरह मार्च, 2003 को सुप्रीम कोर्ट ने अपने एक आदेश से विधानसभाओं और संसद के चुनावों में खड़े प्रत्याशियों के लिए अपनी शिक्षा, सम्पत्तियां, बैंक खाते में जमा राशि, देनदारियों के साथ-साथ अपने आपराधिक मामलों से संबंधित विवरणों को स्वयं घोषित कानूनी शपथनामे में बताना अनिवार्य कर दिया था। अदालत के इन निर्देशों के अनुपालन के लिए चुनाव आयोग की ओर से भी बाईस मार्च 2003 को आदेश जारी हो गया था। उम्मीदवारों के शपथनामों को कोई भी प्राप्त कर सकता है।

इस मसले पर उच्चतम न्यायालय ने इसी साल तेरह फरवरी के अपने एक आदेश के तहत राजनीतिक दलों के लिए अपराध के आरोपितों को उम्मीदवार बनाने पर संचार माध्यमों और सोशल मीडिया के मंचों पर भी यह बताना आवश्यक कर दिया है कि उन्होंने अपराध के आरोपित को टिकट के अन्य आकांक्षियों के ऊपर अपना अधिकृत प्रत्याशी क्यों घोषित किया है। केवल ‘जिताऊ उम्मीदवार’ की दलील देना ही पर्याप्त नहीं होगा, बल्कि यह भी स्पष्ट करना होगा कि अपेक्षाकृत स्वच्छ छवि के उम्मीदवार क्यों पार्टी टिकट पाने से वंचित रह गए थे। ऐसे विवरण राजनीतिक दलों को एक से अधिक बार निश्चित अंतराल पर देने की बाध्यता है।

राजनीतिक दलों के लिए फिर उच्चतम न्यायालय के निर्देशों के अंतर्गत ही अपने ऐसे प्रत्याशियों के चुने जाने के बहत्तर घंटे के भीतर इसकी सूचना निर्वाचन आयोग को देने का प्रविधान भी किया गया था। अपराध में संलिप्त लोगों के कानून निर्माताओं के रूप में पहुंच की संभावनाओं को कम करने के क्रम में उच्चतम न्यायालय ने फरवरी 2020 के पहले से ही निर्वाचन आयोग को भी यह जिम्मेदारी दी हुई थी कि वह सुप्रीम कोर्ट को आपराधिक पृष्ठभूमि के विजेता उम्मीदवारों के परिप्रेक्ष्य में यह भी बताएगा कि ऐसे उम्मीदवार ने सुप्रीम कोर्ट के सारे नियमों का पालन किया है या नहीं।

उम्मीदवार अपराधी है या अन्य प्रत्याशियों के ऊपर वरीयता क्यों दी गई, यह जानकारी उजागर करने से भी राजनीतिक दलों को कोई नुकसान पहुंचा हो, कम से कम पिछले महीने संपन्न बिहार विधानसभा के चुनावों के आंकड़ों के विश्लेषणों से तो ऐसा नहीं लगता है। नवनिर्वाचित बिहार विधानसभा में दो-तिहाई से ज्यादा करीब अड़सठ प्रतिशत ऐसे विधायक होंगे, जिनके विरुद्ध आपराधिक मामले दर्ज होने के बावजूद वे जनता की पहली पसंद रहे। खास बात यह भी है कि यह प्रतिशत 2015 की विधानसभा में चुने गए ऐसे उम्मीदवारों से ज्यादा है। जहां चुनावी मैदान में उतरे कुल उम्मीदवारों में आपराधिक पृष्ठभूमि के उम्मीदवारों का प्रतिशत लगभग एक तिहाई था, वहीं कुल विजेता उम्मीदवारों के संदर्भ में यही अनुपात बढ़ कर दो तिहाई हो गया है। बिना आपराधिक रिकार्ड वाले उम्मीदवारों में पत्नी समेत कुछ उनके ही संबंधी होते हैं। इससे साफ लगता कि राजनीतिक दलों की अपराधी या अपराधी रहे उम्मीदवारों की ‘जिताऊ उम्मीदवार’ होने की दलील सही है।

बड़ी संख्या में अपराध आरोपितों का चुना जाना बिहार के मामले में चिंताजनक इसलिए भी है कि कुल हुए मतदान में महिला मतदाताओं का प्रतिशत ज्यादा था। महिलाओं का प्रतिशत मतदान पुरुषों से करीब पांच प्रतिशत ज्यादा था और विजेता उम्मीदवारों में इक्यावन प्रतिशत के खिलाफ कत्ल, हत्या की कोशिश, अपहरण, महिलाओं के विरुद्ध अपराध के मामले हैं। ऐसे में जनता ने विकास को वोट दिया या जंगल राज के विरुद्ध वोट दिया, ऐसी दलीलें खोखली लगती हैं।

बिहार से आगे अब दिल्ली की भी बात कर लें। उच्चतम न्यायालय के 2018 में दिए गए इस निर्देश के बाद भी कि राजनीतिक दल अपने उम्मीदवारों के आपराधिक रिकार्ड सार्वजनिक करें, दिल्ली विधान सभा के 2020 के चुनाव में लगभग इकसठ फीसद विधायकों पर आपराधिक मामले दर्ज हैं। इनमें हत्या और बलात्कार जैसे मामले भी हैं। जबकि विजेता पार्टियां शुचिता की घोषित पक्षधर ‘आप’ और भाजपा हैं। राजनीतिक दल भी अपराध आरोपित उम्मीदवारों के पक्ष में उनके जिताऊ होने की दलीलें इसीलिए प्रस्तुत करते हैं कि कई बार वे जनता के भी पसंद होते हैं।

आज उच्चतम न्यायालय को भी मालूम है है कि इसकी सख्ती का ज्यादा असर नहीं पड़ रहा है। लेकिन अगर सब काम न्यायालय ही करेंगे तो जनता क्या करेगी! अदालत के लगातार प्रयासों का राजनीतिक दलों और मतदाताओं पर अपेक्षित असर न होना भी सिद्ध करता है कि अगर अपराधी विजेता बने हैं तो माना यह भी जाएगा कि जनता ने उनकी आपराधिक पृष्ठभूमि जान कर भी उनको चुना है। क्या हमें इस पर आत्मचिंतन नहीं करना चाहिए कि मतदाताओं की पसंद ऐसे उम्मीदवार क्यों बन रहे हैं? इसके लिए चुनाव पूर्व के मतदाता जागरूकता अभियानों की ही तरह चुनाव बाद जन-सुनवाई भी आयेजित की जा सकती हैं। कई सामाजिक कार्यकर्ता और संगठन उम्मीदवारों के शपथनामों के विवरणों से जुटाई गई जानकारियों से मतदाताओं को जागरूक करने का अभियान चलाते हैं।

दुखद यह भी है कि नई पीढ़ी के युवा भी अपने अपनी संबद्धता वाले दलों द्वारा अपराधियों को टिकट देने पर आपत्ति या विरोध का स्वर उठाते हुए नहीं दिखते हैं। बल्कि वे राजनीति में रहने के लिए उसी रीति-नीति के पोषक हो जाते हैं। जब एक तरफ सोशल मीडिया प्लेटफार्मों को या मीडिया समूहों को इतना मजबूत समझा जाता है कि वे मीडिया ट्रायल कर मुकदमों के निर्णयों को प्रभावित कर सकते हैं तो वे अपराधी उम्मीदवारों के विरुद्ध स्थानीय स्तर पर जनमत बनाने मे क्यों सक्रिय नहीं दिखते हैं? लगता है कि जनता के लिए नैतिकता का सवाल भी बहुत मायने नहीं रखता है। दल बदलू विधायक या जिन विधायकों के विरुद्ध ऐसे आरोप लगते हैं कि उन्होंने पैसे लेकर दलीय निष्ठा बदली, वे भी चुनाव जीत जाते हैं। आदर्श आचार संहिता तो कोई मायने ही नहीं रखती।

इसके बावजूद कहा जा सकता है कि सुप्रीम कोर्ट यह सब हर स्तर पर रोकना चाहता है। लेकिन जनता क्यों यह सवाल अपने-अपने विधानसभा संसदीय नगर निकाय या ग्राम पंचायत क्षेत्रों में नहीं करती है कि वहां चुनाव में अपराधी उम्मीदवार क्यों खड़ा किया जा रहा है, क्यों उसे समर्थन दिया जा रहा है। किसी आपराधिक पृष्ठभूमि के उम्मीदवार के जीत जाने के बाद यही कहा जाता है कि जनता की अदालत ने उसे बरी कर दिया है। एक बादशाह ने अपने मंत्री की सलाह पर लोगों को परखने का एक नायाब तरीका अपनाया। उसने एक बड़े हौज में सुबह रोशनी से पहले ही एक-एक लोटा दूध डालने को कहा। सुबह हौज में उसे पानी ही पानी दिखा। सबने या जनता के भारी बहुमत ने यही सोचा कि मेरे एक के पानी डालने से क्या फर्क पड़ेगा।बाकी सब तो बादशाह के डर से दूध ही डालेंगे। सवाल है कि क्या किसी अपराधी का साथ देने वालों को अपराधी नहीं माना जाता है? ऐसे में जब हम जानते-समझते हुए भी किसी अपराधी को वोट देते हैं, उसे जिताते हैं तो क्या हमें खुद को भी जिम्मेदार नहीं मानना चाहिए? आखिर ‘नोटा’ का विकल्प तो है ही! अगर कभी ‘नोटा’ को पड़े वोटों का प्रतिशत ज्यादा हो गया तो दलों को अपने उम्मीदवार तय करने से पहले सोचना पड़ेगा। यह कितने अफसोस की बात होगी कि सभी पार्टियां मिल कर भी जनता के सामने ऐसा उम्मीदवार नहीं दे पाई , जो अपराध की दुनिया से मुक्त छवि रखता हो और मजबूर होकर जनता को अपना वोट ‘नोटा’ को देना पड़े। सार यह है कि चुनावों में साफ-सुथरे उम्मीदवारों को आगे लाने के लिए साफ-सुथरे मतदाता भी चाहिए।

मुश्किल समय में जीवन की गुणवत्ता घटाता भ्रष्टाचार

भारत में विभिन्न सर्वेक्षण और आंकड़े गवाही दे रहे हैं, हमारे यहां जीवन की गुणवत्ता में वांछित सुधार नहीं हो रहा है। हमें वास्तव में बहुत गंभीरता से सोचना होगा कि जीवन को कैसे खुशहाल या बेहतर बनाया जा सकता है। विगत वर्षों में एक बड़ी समस्या उभरी है नशे की। शराब, तंबाकू से लेकर डिजाइनर मादक द्रव्य तक, जिस तरह से नशे का फैलाव हुआ है, उसमें कहीं न कहीं भ्रष्टाचार की भी बड़ी भूमिका है। खतरनाक बीमारियों को फैलाने वाले जो उत्पाद आ गए हैं, कैंसर के जो ज्यादा मामले इधर आ रहे हैं, उसमें तरह-तरह के रसायन की भूमिका है। इसमें भी बहुत भ्रष्टाचार होता है। उत्पादों को बेचते हुए उनके दुष्परिणामों को छिपा लिया जाता है। इस वजह से जो बीमारियां फैल रही हैं, उससे भी जीवन की गुणवत्ता प्रभावित हो रही है। लोगों को यह भी सही से पता लगने नहीं दिया जा रहा है कि वे क्या खा रहे हैं?

जीवन की गुणवत्ता बनाए रखने में पोषण का बड़ा हाथ होता है, लेकिन विगत वर्षों में पोषण को बहुत नुकसान पहुंचा है। जंक फूड में किस-किस तरह के रसायन डाले जा रहे हैं, उसकी जानकारी फैलने से रोकने में भ्रष्टाचार की बड़ी भूमिका है। जहां तक मिलावट का सवाल है, तो यह एक स्थापित तथ्य है कि हम अपनी इस कमी को रोकने में नाकाम रहे हैं। भारत जैसे देश में कुपोषण रोकने के लिए जो व्यवस्थाएं हैं, उनमें समय-समय पर भ्रष्टाचार के मामले सामने आते रहते हैं।

भारत ही नहीं, विश्व के स्वास्थ्य क्षेत्र में भ्रष्टाचार बढ़ना बहुत महंगा सिद्ध हुआ है और इसे दूर करने के लिए व्यापक प्रयास जरूरी हैं। अमेरिका की राष्ट्रीय विज्ञान अकादमी के एक प्रकाशन में ऐसे अध्ययनों की जानकारी दी गई है, जो इस बढ़ती समस्या की ओर ध्यान दिलाते हैं। इन अध्ययनों में बताया गया है कि 0-5 वर्ष आयु के एक लाख चालीस हजार बच्चों की मौत में भ्रष्टाचार की प्रमुख या आंशिक भूमिका है। जिन देशों में भ्रष्टाचार अधिक है, उनकी तुलना कम भ्रष्टाचार वाले देशों से की जाए, तो पहली श्रेणी के देशों में बाल मृत्यु दर लगभग दो गुना अधिक है। भ्रष्टाचार के कारण विश्व स्तर पर एक ही वर्ष में स्वास्थ्य क्षेत्र में 455 अरब डॉलर की क्षति होती है, जबकि एक अन्य अध्ययन में केवल संयुक्त राज्य अमेरिका में ही इस क्षति को 100 से 170 अरब डॉलर के बीच आंका गया है।

विश्व के स्वास्थ्य क्षेत्र में भ्रष्टाचार पहले से बहुत अधिक था और इस बीच कोविड-19 का आगमन हो गया। विश्व स्तर पर भ्रष्टाचार विरोध और पारदर्शिता की पहचान रखने वाले संगठन ट्रांसपेरेंसी इंटरनेशनल ने अपनी हालिया रिपोर्ट ‘कोविड-19 और भ्रष्टाचार’ में यह बताया है कि इस दौर में कई निर्णय मजबूरीवश बहुत जल्दबाजी में लिए गए हैं और इस स्थिति का लाभ कुछ संकीर्ण स्वार्थों ने अपने हितों को आगे बढ़ाने के लिए उठाया है। इस रिपोर्ट में बताया गया है कि आरंभ में ब्रिटेन में बहुत पैसा खर्च करके जो कोविड टेस्ट किट खरीदे गए थे, वे इतने गैर-विश्वसनीय थे कि उनका उपयोग हो ही नहीं सकता था।

जरूरी बात है कि इस स्थिति में बेहतर साजो-सामान की उपलब्धता में विश्व स्तर पर कमी आई है। इसकी पुष्टि जर्मन संस्था नेमेक्सिस के एक अध्ययन से भी हुई है। नेमेक्सिस ने दुनिया के 58 देशों में इस विषय पर सर्वेक्षण किया, जहां पर विश्व के लगभग 76 प्रतिशत लोग रहते हैं। यह अध्ययन मुख्य रूप से भ्रष्टाचार के विरोध में सक्रिय व्यक्तियों और संस्थानों के सहयोग से किया गया। इस अध्ययन में पाया गया कि सबसे अधिक भ्रष्टाचार पीपीई या पर्सनल प्रोटेक्टिव इक्विपमेंट की खरीद में हुआ है।

कोविड रिस्पांस में भ्रष्टाचार का अंदाजा इस तथ्य से भी लगता है कि इस सर्वेक्षण में जिन व्यक्तियों से संपर्क किया गया, उनमें से 80 प्रतिशत ने कोविड से जुड़े कार्यों में भ्रष्टाचार को महत्वपूर्ण मुद्दा बताया, जबकि 59 प्रतिशत ने इसे अति महत्वपूर्ण माना। चिंता यह भी है कि जीवन में ईमानदारी बढ़ाने के लिए संघर्ष करने वाले लोगों को निशाना बनाया जा रहा है। कोई आश्चर्य नहीं कि नेमेक्सिस ने ऐसे भ्रष्टाचार का विरोध करने वाले व्यक्तियों की सुरक्षा पर जोर दिया है। जीवन और जन-जीवन में यदि ईमानदारी को नहीं बढ़ाया गया, तो जीवन की गुणवत्ता घटती चली जाएगी।
