Accident Prone

After lethal Kanpur derailment, government must show requisite will to improve rail safety

The precise cause of derailment has not yet been identified, but rail authorities believe a fracture in the track is the likely reason. This catastrophe should not be allowed to become just another statistic in India’s appalling rail safety record. Such accidents can be prevented if the government and rail minister Suresh Prabhu act with requisite will. Railway safety has been subject to intense scrutiny by government appointed expert bodies. A plan of action to improve safety exists and must be acted upon.

A lot of problems, including lax safety norms, can be traced to financial mismanagement. Railways cuts corners when it comes to replacing overused assets. Safety takes a back seat to other priorities. On occasions, even funds collected specifically for augmenting safety remain unspent. This situation is worsened by an administrative structure riddled with conflicts of interest. The railway board is rule-maker, operator and regulator at the same time. On the safety front an independent and empowered regulator, designed to be free of the organisation’s influence, must audit rail safety. This idea has been discussed for years and brooks no delay.

Ironically, the accident happened at the time railways was winding down its development meet “Rail Vikas Shivir”. Before such things as transformation or bullet trains can even be talked about, rail minister Suresh Prabhu must focus on fundamentals such as track maintenance. The NDA government is good at big visions, but the devil lies in details and implementation where it often falls short. Indian railways transports more than 23 million passengers and 3 million tonnes of freight a day. This makes it an economic lifeline. Enhancing standards of this lifeline should be first priority. Derailments account for about 50% of rail accidents, with civil engineering defects being the main culprit.A start needs to be made on taking safety seriously and allocating adequate funds and personnel for it. An ad hoc, jugaad-oriented approach compromises safety. NDA started off on the right note and avoided populist gestures on railways, but since then its performance has been disappointing. Prabhu needs to get railways to do better.

Don’t wait for the magician

SMART policing can only happen if the neta-babu stranglehold is released

cops-raidedThe friendly neighborhood policewoman and policeman is often seen as not so friendly – but corrupt, insensitive, inefficient, beyond any accountability, partisan. Of course there are also several examples of police displaying the highest standards of probity and professionalism. But in the absence of robust systems and processes, coupled with the ability of unscrupulous persons to manipulate, subvert and even criminalise the system, the good work that gets done is easily eclipsed. Only the bad cop stands out.Ahead of Prime Minister Narendra Modi’s next meeting with the Directors-General of all state and central police organisations, it must be said that over the years this conference has remained by and large ritualistic, with very little strategising content or impact. But Modi’s vision of a SMART police, articulated at the 2014 Guwahati meeting of the DGPs, raised hopes of reform.

SMART stands for a strict but sensitive, modern and mobile, alert and accountable, reliable and responsive, techno-savvy and trained body of professionals. But i wonder if the real dimensions of this vision have been fully understood by the police brass and the bureaucracy responsible for implementing this vision. I say this because the discussions at many of the meetings on SMART policing have been primarily around acquiring technologies and smart phone applications which apparently would make the police SMART.

What is missing is a discourse on how to prepare the field policewoman and policeman to undergo attitudinal transformation and skill-development. What is missing is how the police should base its core values on integrity, rule of law, respect for human rights and accountability to the citizens. Only a strict adherence to these values will address issues of violence against women, protection of Dalits and the socially excluded and disadvantaged sections.Those in charge should realise that a strategy based purely on technology cannot make the police sensitive, values-driven and people-friendly. This conceptual confusion and the general ‘chalta hai’ attitude to reform have kept us where we have always been.

Who is responsible for smartening the police? No one expects Modi to wield a magic wand to materialise a SMART police tomorrow morning. Our police officers should know that no outsider will come and reform the police. Police reform has to be conceived and driven by serving police officers themselves. Thus, the only way of realising the SMART police vision would be by making the police leadership fully empowered and responsible for its implementation.This will mean politicians and bureaucrats giving up their stranglehold over the police. While political oversight is an integral part of democracy, there should be no interference in day-to-day police operations, postings and transfers. There should be zero tolerance for police officers abdicating their legal and constitutional responsibilities, ‘waiting for orders from above’, as has been happening in many states.

A nationwide action plan for modernising police recruitment and training and a well thought out action plan for leveraging technology must be at the core of the transformation. Nobody can expect honest service delivery from someone who has paid a bribe to become a policeman! Reforming police recruitment therefore must be the first step. As for training, it is a sad reflection of the state of neglect that in some of the states the syllabus of police training has not been revised for several decades now.Another necessary step in police reform is improving the abysmal working and living conditions of our subordinate police personnel. Compensation to next of kin of police personnel who make the supreme sacrifice in the line of duty and rehabilitation of their dependents also demands more attention.

The huge elephant in the room is that the prime minister’s passion for change is not shared by some of those who have the responsibility to make the SMART vision a reality. The point i want to reiterate on the eve of the DGPs’ conference is that transformational change in the police can happen only if the police leadership passionately feels the need for a transformation. They should realise that SMART police is a carefully envisioned project in statecraft and not an empty slogan in stagecraft.

Clean Air To Breathe

How NCR authorities must move to provide this most basic of human rights

Over the past month, 20 million residents of the National Capital Region have shaved off at least some part of their life expectancies by breathing in this region’s poisonous air. Not only is this one of the most pressing public health disasters of our time, it can also chokehold major initiatives of this government such as the “Make in India” campaign and the Ease of Doing Business rankings being promoted internationally. Which rational international player would want to put his or her health in jeopardy to come to the most polluted place on Earth to do business?

Air Quality Index (AQI) measures the concentration of fine particulate matter (PM 2.5) in the air. As a benchmark, the US Environmental Protection Agency considers any value between 0 and 50 to represent good air quality. But this season areas in the NCR have seen record breaking values of as high as 1,000 on the index – 20 times the prescribed limit for dignified human existence.

What makes PM 2.5 particles extremely dangerous is their cancerous ability to penetrate the human body and stick onto the insides of the lungs. In my own experience, 1 in 5 people at my company in Gurgaon have reported sick within a week alone. My child’s school had to be closed as a precaution; when it did reopen, the setting of mask-clad children in smoke made the school seem less like a place of study, and more like an apocalyptic Hollywood movie set. As a parent, i feel awful that my child has to breathe this air because i made Delhi my home.As much as a hundred immediate deaths would rightfully demand national attention as a disaster, millions of slow deaths form an even more urgent disaster. What is making this problem invincible?

A large part of the answer ties into Delhi’s geography. The cold fronts that originate from the north of the city “lock in” pollutants close to the ground and within the region. Lack of wind speed and low temperatures stagnate and solidify the pollutants that intensifies their effect. It is as if you kept releasing pollutants inside a house with very poor ventilation.

According to a recent study carried out by IIT Kanpur, the mix of sources responsible for PM 2.5 changes seasonally in the region. In winters vehicular emissions account for 25% of PM 2.5; 30% is accounted for by sulphur and nitrogen oxide emissions from vehicles, industry and power generation facilities; 26% comes from the burning of wood, cow dung, and agricultural waste for cooking and heating; 8% comes from the burning of garbage primarily in East Delhi; 5% from the burning of coal and fly ash; 4% from agricultural and road dust; and 2% from construction dust.Long term strategies need to be implemented to prevent this from becoming a matter of annual recurrence. Here is how that can be done.

First, by the creation and institutionalisation of an independent taskforce not directly answerable to either Delhi or central governments. Such a taskforce should be singularly responsible for and have the authority to enforce measures to manage air pollution in the region. Policy makers often tend to pass the buck onto each other when they are not directly responsible for a project or have interlayered responsibilities. Assigning a single manager responsible for a clear action item drastically improves execution.

Second, we need to fundamentally prioritise clean air as a basic human right. To do this, the Swachh Bharat Abhiyan should incorporate clean air as one of its core tenets. A budget for clean air programmes should be allocated from the receipts collected from the Swachh Bharat tax. That money should be used to improve vehicle emissions standards, subsidise alternatives to fuelwood, and subsidise effective crop burning techniques in north Indian states.Third, increase the renewable purchase obligations of commercial and industrial buyers of power, as well as of state-run distribution companies, in and around Delhi and Haryana. Such increases in obligations, combined with the growth of renewable energy sources, will phase out dependence on coal in the region.

Fourth, smarter management of cold fronts. While we cannot control cold fronts per se, we can control the activities that exacerbate the intensity of pollution during these periods. Reduction in construction activity, odd-even for example, during the winters can reduce the concentration of PM 2.5.

Newspapers from around the world – from the Washington Post, Wall Street Journal, and the New York Times, to the Korean Herald, Haaretz, and the Daily Mail – have taken notice and highlighted the severity of the problem here in India. Thousands of citizens on Twitter have shared as many dreadful visuals of the palpability of the pollution and trended #DelhiSmog on the social media website for days. The negative publicity has certainly dulled our ability to attract foreign investment, expatriate, non-resident Indian, and out-of-state Indian talent to the region.This crisis imposes costs on society as a whole as well on the progressive policies that we hope will deliver to us a better economic future. At the base level, the state needs to provide the most basic of human rights – clean air to breathe. Without this, the economic development vision will not have much meaning.

Here’s how to really fix the black economy

black-moneyDemonetisation targets only a small portion of the black economy. Most untaxed income is in circulation, making yet more untaxed income; and of the small bit that is stashed away, the bulk lies as gold, real estate and overseas assets. Of the remainder that is stored as cash, a small part alone will fail to get converted into new notes. Precisely how much we will get to know after December 30, and will be measured by the value of the notes that fail to come back to the banking system. This is the only black money that would be destroyed by the ‘new notes for old’ scheme. How do we tackle the rest of the black economy? Through reform of politics, governance and taxation.

Without collusion by the state machinery, it is difficult to generate or sustain untaxed incomes and wealth. That collusion entails corruption. The elected political executive is supposed to, but does not, manage the civil service to make sure it works for the people. The political class finances the democratic process and builds its own fortunes through extortion from the public, loot of the exchequer and sale of patronage, all of which require collusion by the civil service. This makes the political leadership incapable of holding the civil service to account. If political parties are funded openly and transparently by the public and no longer require misuse of the state machinery to generate funds, the political leadership would be able to restore accountability to the civil administration. Governance reforms could follow, so that citizens do not have to pay bribes for the state to perform its obligations.The most direct impact on the black economy would be of taxation reform. India has high rates and low collections, because of evasion and avoidance. The aim should be to have low rates and efficient administration, which together keep the cost of compliance at least on par, if not below, the cost of non-compliance including the likelihood of being penalised when evasion is detected. GST is a great start. It should cover real estate, registration deemed a taxable service, so that stamp duty can be scrapped. Such reform is hard, but will actually work.

Reform now, to make travel by rail safer

train-accident-ptiAt least 120 people died during the early hours of Sunday in India’s worst train accident since 2010. The Patna-Indore Express went off track, while travelling at a speed of 100 km per hour. Several policy and execution failures underlie this tragedy. The first is the failure to lay new high-speed rail (HSR) tracks across the country since then-railway minister Madhavrao Scindia first mooted them in the mid-1980s. The Railways, instead, tries to boost speed on ageing tracks.Construction of HSR tracks is expensive, about 10 times current costs. Instead of trying to push speed limits on existing tracks — the government prides itself on the 160-km-per-hour run of the Gatimaan Express between Delhi and Agra — it would be wiser to restrict speed limits at 100-120 km per hour and focus on safety, first.

Second, maintenance of existing tracks is shoddy. Initial reports on the reasons for Sunday’s accident say that the train was pushing the limits of old tracks that have repeatedly expanded in summer and contracted in winter, weakening them structurally. The country is pushing trains to run at speeds that can be accommodated on tracks that are of 60-kg-permetre specification, while actually our system uses tracks that are 52 kg per metre. The technology for building tracks, using improved alloys and modern beds for railway lines, has moved ahead globally. Cash-starved Railways is running dangerously late in this respect.

Finally, signalling and tracking of trains must be modernised, to incorporate satellite positioning, commonplace even in taxis. Train drivers should have access to displays with real-time data and maps. Computerised coordination will do away with clearing of tracks excessively in advance for high-speed trains and enable better utilisation of track capacity.

सुरक्षा के लिए अलार्म है यह भयावह रेल हादसा

इंदौर-पटना एक्सप्रेस की दुर्घटना रेल सुरक्षा की उपेक्षा करने वालों के लिए कड़ी चेतावनी है और एक बार फिर यह रेखांकित करती है कि किसी भी सरकार और शासक के लिए उसके नागरिकों की जान-माल की सुरक्षा से बड़ी कोई जिम्मेदारी नहीं होती। अगर सरकार अपने नागरिकों की बलि चढ़ाकर तरक्की का दावा करती है तो वह खोखला दावा है। इस बारे में अगर सरकार को यह चेतावनी दी जा रही है कि उसे एक लाख करोड़ खर्च करके बुलेट ट्रेन चलाने की बजाय डेढ़ लाख करोड़ रुपए खर्च करके रेलवे को सुरक्षित बनाने के उन सारे उपायों को तत्काल लागू करना चाहिए, जिसका सुझाव अनिल काकोड़कर कमेटी ने दिया था, तो वह गलत नहीं है।
सुरक्षा के लिए बनाई गई रेलवे समिति ने अगर यह सुझाव दिया था कि रेलवे की दोषपूर्ण लाइनों को तुरंत ठीक करना चाहिए और उसके डिब्बों में ऐसी प्रौद्योगिकी का उपयोग किया जाए, जिससे हादसे जानलेवा न हों तो उसे लागू करने में किसी भी सरकार की तरफ से होने वाली देरी अक्षम्य अपराध है। वह देरी चाहे यूपीए सरकार की तरफ से रही हो या एनडीए सरकार की तरफ से दोनों समान रूप से दोषी हैं। हाफमैन बुश कोच यानी एचबीसी डिब्बे अगर सुरक्षित हैं और उन्हें कुछ ट्रेनों में लगाया गया है तो उनकी सुविधा देश की सभी ट्रेनों को प्राप्त होनी चाहिए। इसी तरह ट्रैक मैंटेनेंस सर्विस सॉफ्टवेयर भी सभी गाड़ियों में लगना चाहिए। लेकिन इसी के साथ ट्रेनों को चलाने से पहले उनके दोषों की विधिवत जांच की जानी चाहिए और अगर उनमें दोष है तो उन्हें या तो नहीं चलाना चाहिए या फिर दोष ठीक करके ही हरी झंडी दिखानी चाहिए।ऐसा न होने पर ही ऐसी मानव निर्मित दुर्घटनाएं होती हैं। किंतु रेलवे के बजट और उसकी प्रशासनिक संरचना में बदलाव की तैयारी कर चुकी सरकार के साथ कुछ सुझाव नागरिकों को भी दिए जाने चाहिए, जो आवश्यकताओं से मजबूर होकर ट्रेनों में भीड़ बन जाते हैं और बाद में हताहतों की सूची में शामिल होते हैं। इस लाचार जनता से यह कहना भी अप्रासंगिक नहीं है कि वह ई-टिकट लेते समय बीमा कराना भी न भूले जो महज एक रुपए में होता है और उस पर किसी यात्री को दस लाख रुपए तक का मुआवजा मिलता है, लेकिन यह सब हादसे हम तभी रोक सकते हैं जब देश के एक-एक नागरिक के जीवन की कीमत समझें और उसकी क्षति को राष्ट्रीय क्षति मानें।

हादसे की पटरी

ऐसी दुर्घटनाएं आमतौर पर पटरियों के उखड़ने या फिर पहियों में खराबी आने की वजह से होती हैं!

इंदौर-पटना एक्सप्रेस ट्रेन के दुर्घटनाग्रस्त हो जाने से एक बार फिर रेल सुरक्षा को लेकर गंभीर सवाल उठे हैं। इसमें करीब सवा सौ लोग मारे गए और दो सौ से ज्यादा घायल हो गए। यह हादसा रात के करीब साढ़े तीन बजे हुआ। उस वक्त ज्यादातर मुसाफिर सो रहे थे। रात का घना अंधेरा था और जिस जगह यह हादसा हुआ वह सुनसान इलाका था। ऐसे में अफरातफरी का अंदाजा लगाया जा सकता है। अभी दुर्घटना की असली वजह पता नहीं चल पाई है। इसकी जांच के आदेश दे दिए गए हैं और अगले दो दिनों में इसकी जानकारी मिलने की उम्मीद है। मगर दुर्घटना की प्रकृति को देखते हुए सहज ही कुछ खामियों का अनुमान लगाया जा सकता है। गाड़ी के बीच के डिब्बे बुरी तरह क्षतिग्रस्त हुए हैं और ज्यादातर इन्हीं डिब्बों में सवार लोग मारे गए या घायल हुए। आगे और पीछे के डिब्बे ठीकठाक हालत में हैं। इसलिए आशंका जताई जा रही है कि बीच के डिब्बों में से किसी में कोई गंभीर खराबी रही होगी। कुछ मुसाफिरों का कहना है कि एक डिब्बे के पहियों में कुछ आवाज आ रही थी, जिसकी तरफ उन्होंने रेलकर्मियों को ध्यान भी दिलाया, मगर उसे नजरअंदाज कर दिया गया।

ऐसी दुर्घटनाएं आमतौर पर पटरियों के उखड़ने या फिर पहियों में खराबी आने की वजह से होती हैं। रेल महकमा इससे अनजान नहीं है। मगर इस मामले में प्राय: लापरवाही बरती जाती है। स्टेशनों के आसपास की पटरियों की नियमित जांच तो होती रहती है, पर दूर-दराज की जगहों पर मुस्तैदी प्राय: नहीं दिखाई जाती। तेज रफ्तार गाड़ियों के गुजरने से अक्सर पटरियों की फिश-प्लेटें खिसकने की शिकायत मिलती है। वैसे भी यात्रियों का दबाव कम करने के लिए देश की ज्यादातर रेल लाइनों पर क्षमता से अधिक गाड़ियों का बोझ रहता है। इसलिए उनकी देखभाल, मरम्मत आदि में अधिक सतर्कता की जरूरत होती है, मगर इस मामले में अक्सर लापरवाही देखी जाती है। इसी का नतीजा है कि रेल हादसों पर रोक लगाना मुश्किल बना हुआ है।

हर साल बजट में रेल सुरक्षा के पुख्ता इंतजाम करने और यात्री सुविधाएं बढ़ाने का संकल्प दोहराया जाता है। मगर रेल हादसों पर अंकुश लगाने संबंधी जरूरी कदम अब तक नहीं उठाए जा सके हैं। गाड़ियों में टक्कररोधी उपकरण लगाने की योजना बरसों पहले बनी थी, पर अभी तक वह कागजों पर ही सिमटी हुई है। इसी तरह गाड़ियों में आधुनिक संचार उपकरण लगाने की योजना बनी थी, पर इस दिशा में अभी तक पहल नहीं हो पाई है। समझना मुश्किल है कि आज जब हर काम कंप्यूटरीकृत प्रणाली पर निर्भर होता जा रहा है, रेल महकमा गाड़ियों की सुरक्षा के मामले में इसे अपनाने पर गंभीरता से ध्यान क्यों नहीं दे रहा। अगर गाड़ियों में कंप्यूटरीकृत प्रणाली लगाई जाए तो किसी प्रकार की खराबी की स्थिति में तुरंत संकेत प्राप्त किए और सावधानी बरती जा सकती है। इंदौर-पटना एक्सप्रेस के डिब्बों के पहियों या फिर पटरियों में कोई खराबी थी, तो इस प्रणाली से समय रहते पहचान लिया जाता। मगर समझना मुश्किल है कि रेलवे आज भी क्यों पुरानी तकनीक और तौर-तरीकोंपर भरोसा करता है। ताजा रेल हादसे में एक बार फिर जांच के आदेश और मुआवजे वगैरह देकर जिम्मेदारियां पूरी समझ ली जाएंगी, पर जब तक सुरक्षा के आधुनिक उपाय नहीं किए जाते, ऐसे हादसों पर अंकुश का भरोसा दिलाना संभव नहीं होगा।

साफ हवा के लिए समयबद्ध और गंभीर प्रयासों की जरूरत

हर साल ठंड के मौसम में मीडिया और सरकार एक ही सवाल से दो-चार होते हुए नजर आती हैं। उनके मन में धुंध को लेकर काफी सवाल कौंध रहे होते हैं। हालात लगातार बदतर होते जाने के बाद भी हम इस सवाल से परिचित नहीं हो पाए हैं। साल 2014-15 की सर्दियों के करीब 34 फीसदी दिनों में वायु प्रदूषण गंभीर स्तर तक पहुंच गया था। सरकार के अपने सूचकांकों के मुताबिक इस तरह की स्थिति न केवल कमजोर बल्कि सभी लोगों के स्वास्थ्य के लिहाज से चुनौतीपूर्ण है। उसके अगले साल की सर्दियों में तो करीब 68 फीसदी दिनों में वायु प्रदूषण गंभीर स्तर पर था। साल 2016-17 की सर्दियों की तो अभी शुरुआत ही हुई है और हमें कई दिनों तक छाई रही धुंध के रूप में वायु प्रदूषण की गंभीरता का आभास बखूबी हो चुका है।ऐसा तब है जब हमें पता है कि हालात सुधारने के लिए क्या-क्या किया जाना चाहिए? इनमें से कुछ कदम तो तत्काल उठाए जाने की जरूरत है जबकि कुछ कदम दीर्घकालिक होंगे। सभी मामलों में हमें यह सुनिश्चित करने की जरूरत है कि जो भी कदम उठाया जा रहा है वह तय समय के भीतर पूरा हो। लेकिन हर कोई दूसरे पर आरोप लगाने में लगा हुआ है। ऑटोमोबाइल उद्योग सड़कों पर उड़ती धूल को दोषी बताता है तो दिल्ली सरकार धान के पुआल जलाने को इसके लिए जिम्मेदार बताता है। कुछ लोग कचरा जलाने को इस समस्या की वजह बताने में लगे हैं।

अब समय आ गया है कि हम दोषारोपण करना बंद कर दें। प्रदूषण के स्रोतों और उसकी रोकथाम के लिए उठाए जाने वाले कदमों के बारे में तो सभी जानते हैं लेकिन उस पर अमल करने की दरकार है। निस्संदेह अधिक जानकारी आने के साथ ही हमें अधिक जानने को मिलेगा लेकिन हमारी नजरें एकदम लक्ष्य पर ही टिकी रहनी चाहिए तभी हम नतीजे हासिल कर सकते हैं। इसलिए हमारा ध्यान प्रदूषण के हर स्रोत और हर कदम पर होना चाहिए। हमें यह तय करना होगा कि किसे क्या करना है और कब तक पूरा करना है? एक बार के लिए सारे मतभेदों को किनारे रखकर इसके लिए सहमत होना होगा। हमें प्रदूषण के बारे में सरकार और न्यायपालिका से सभी जरूरी दिशानिर्देश मिले हुए हैं लेकिन हमें उन्हें लागू करना होगा। अब थोड़ी-सी भी देरी बर्दाश्त नहीं की जा सकती। आखिरकार हमारे लिए यह जीवन और मरण का सवाल बन गया है।हम सभी जानते हैं कि वाहनों, उद्योगों और थर्मल पावर प्लांट के उत्सर्जन के अलावा कचरा जलाना वायु प्रदूषण के प्रमुख कारक हैं। धूल भी इसका अहम स्रोत है और इस पर लगाम के लिए सड़कों पर गाडिय़ों की आवाजाही को नियंत्रित करने की जरूरत है। इसके लिए ईंधन की गुणवत्ता, वाहनों की उत्सर्जन तकनीक सुधारने की जरूरत है ताकि वाहनों से होने वाले प्रदूषण को सीमित दायरे में लाया जा सके। हमें कूड़े-कचरे के ढेर को बेहतर तरीके से ठिकाने की तकनीक भी अपनाने की जरूरत है। हम कूड़े को जला नहीं सकते हैं और इसे समझने के लिए किसी रॉकेट विज्ञान की समझ की दरकार नहीं है।

अपनी सहयोगी अनुमिता रॉयचौधरी के साथ मिलकर मैंने अपनी पत्रिका डाउन टू अर्थ के विशेष अंक में इसका उल्लेख किया है कि वायु प्रदूषण से निपटने की भारत की कोशिशें हमेशा सवालों के घेरे में रही हैं। उदाहरण के लिए, वाहन उत्सर्जन और ईंधन मानकों की प्रगति के मुद्दे पर ही नजर डालिए। उच्चतम न्यायालय ने 1999 में ऑटो कंपनियों की चाहत के विपरीत जाते हुए ईंधन मानकों को लागू करने का आदेश दिया था। इन कंपनियों के वकीलों ने लगातार यह साबित करने की कोशिश की कि इस गैरजरूरी कदम से न केवल लोगों को असुविधा होगी बल्कि कोई खास फायदा भी नहीं होगा। लेकिन तमाम विरोध के बावजूद ईंधन मानक लागू किए गए और शहरों में उत्सर्जन स्तर कम करने में मदद भी मिली।केंद्र सरकार ने अक्टूबर 2016 में बीएस-6 स्तर के ईंधन मानक को वर्ष 2020 तक लागू करने का ऐलान किया है। पहले इस ईंधन मानक को वर्ष 2028 तक लागू किया जाना था लेकिन सरकार ने ऑटो उद्योग की राय और आपत्तियों को दरकिनार करते हुए इसे पहले ही लागू करने की घोषणा कर दी है। माना जा रहा है कि इस कदम में वाहनों से होने वाले प्रदूषण को कम करने में काफी मदद मिलेगी लेकिन इसमें अभी वक्त लगेगा।इस बीच बीएस-4 मानक वाला ईंधन देश भर में अगले साल अप्रैल से मिलना शुरू हो जाएगा। बीएस-3 मानक ईंधन में जहां सल्फर के 350 पीपीएम कणों को मंजूरी है वहीं बीएस-4 मानक वाले ईंधन में सल्फर की मात्रा 50 पीपीएम ही होगी। बीएस-4 मानक वाले ईंधन से उत्सर्जित कणों की मात्रा बीएस-3 मानक ईंधन की तुलना में 80 फीसदी कम होगी। हालांकि वाहनों को बीएस-4 ईंधन के अनुकूल बनाने की चुनौती अपने-आप में बड़ी होगी।ऑटो जगत के आंकड़े बताते हैं कि वह अपने सभी वाहनों को 1 अप्रैल 2017 से बीएस-4 ईंधन के मुताबिक ढालने के लिए तैयार नहीं है। ऑटो कंपनियों का कहना है कि वाहनों की भारी तादाद को देखते हुए इसे अमल में लाने में 6-8 महीने और लग सकते हैं। दोपहिया वाहन निर्माताओं को इसके लिए पूरे एक साल का समय दिया गया था लेकिन वे अनबिके वाहनों का हवाला देते हुए इसमें असमर्थता जता रहे हैं। हालांकि हमारा मानना है कि ऑटो जगत के इस रवैये को स्वीकार नहीं किया जा सकता है। हमें एक सुर में यह कहना होगा कि बस बहुत हो गया। आज के समय में दूषित और जहरीले परिवेश से फायदा केवल मास्क और एयर प्यूरीफायर बनाने वाली कंपनियां को ही हो रहा है। हमें अपने बच्चों के लिए जहरीली हवा से भरा माहौल नहीं चाहिए। हमें केवल सर्दियों में ही नहीं बल्कि हरेक मौसम में इस बात को बुलंद आवाज में कहने की जरूरत है। तभी इस दिशा में काम होगा और हवा भी साफ होने लगेगी।

बड़े नोट बंद करने के हैं फायदे अनेक

सरकार ने कुछ मुद्राएं बंद करने का जो साहसी कदम उठाया है, उससे वित्तीय क्षेत्र की किफायत बढ़ेगी और अर्थव्यवस्था को कई लाभ होंगे। विस्तार से बता रहे हैं जैमिनी भगवती

सरकार ने 8 नवंबर को अचानक यह घोषणा कर दी कि मध्य रात्रि के बाद 500 और 1,000 रुपये के नोट चलन में नहीं रह जाएंगे। सरकार का यह कदम अवैध नकदी को खत्म करने के लिए उठाया गया। अगले ही दिन से देश भर में नकदी की जबरदस्त कमी देखने को मिलने लगी। जबकि उधर स्तब्ध पश्चिम मीडिया ने यह घोषणा की कि डॉनल्ड ट्रंप ने अमेरिकी राष्ट्रीयपति चुनाव जीत लिया। इसके पश्चात 13 नवंबर को प्रधानमंत्री नरेंद्र मोदी ने संकेत दिया कि सरकार अब जमीन और सोने के बेनामी मालिकों पर कार्रवाई करेगी।देखा जाए तो विमुद्रीकरण प्रणालीगत रूप से जीएसटी से भी अधिक लाभदायक हो सकता था। खासतौर पर यह देखते हुए कि जीएसटी के प्रस्तावित विभिन्न दरों वाले ढांचे ने उसकी मूल आत्मा को ही क्षति पहुंचाई है। लंबी अवधि के दौरान कई तरह की समस्याएं सामने आएंगी लेकिन विमुद्रीकरण में यह क्षमता है कि वह मौजूदा सरकार द्वारा कार्यभार संभालने के बाद अब तक का सबसे अहम आर्थिक निर्णय बनकर उभरे।पहली बात करते हैं विमुद्रीकरण से जुड़ी शंकाओं और उसके अनचाहे नकारात्मक प्रभाव की। आतंकवादियों को होने वाली फंडिंग को रोक देना कोई विश्वसनीय दलील नहीं है क्योंकि आतंकी और चरमपंथी तो नए नोटों की नकल भी छाप सकते हैं। चूंकि नकदी की उपलब्धता में अचानक भारी कमी आई है इसलिए रोजदारी पर काम करने वाले श्रमिकों और उन तमाम लोगों को जिनके पास पहचान के कागजात नहीं हैं, अपने दैनिक खर्च चलाने में खासी मुसीबत का सामना करना पड़ेगा। इसकी वजह यह है कि कागजात के अभाव में वे बैंकों का रुख भी नहीं कर सकते। ये निराशाजनक हालात तब तक बने रहेंगे जब तक बैंक और पोस्ट ऑफिस मांग पर नकदी मुहैया कराने की स्थिति में नहीं आ जाते। होना यह चाहिए कि अगले करीब दो महीने तक केंद्र और राज्य सरकारों को खाद्यान्न और आवागमन की सुविधा मुफ्त उपलब्ध करानी चाहिए, जैसे प्राकृतिक आपदा के दिनों में किया जाता है।नकदी की मौजूदा कमी मुद्रास्फीति पर असर डालेगी कि लेकिन इसकी वजह से आर्थिक गतिविधियां और नए रोजगार पैदा होने की गति में भी धीमापन आ सकता है। अचल संपत्ति की और परिसंपत्तियों के मूल्य में गिरावट आने के अनुमान जताए जा रहे हैं। अगर ऐसा होता है तो ऋण की गुणवत्ता और खराब होगी। क्योंकि ऋण लेने वालों के लिए मौजूदा देनदारियों को निपटाना ही मुश्किल हो जाएगा। जहां तक बाहरी स्रोतों से उभर रहे जोखिम की बात है तो कहा जा सकता है कि ट्रंप की भविष्य की नीतियां अमेरिका में ब्याज दरों में इजाफा कर सकती हैं और इससे पूंजी देश से बाहर जा सकती है। अंतरराष्ट्रीय पूंजी बाजार से मिल रहे संकेत यही कह रहे हैं कि फेडरल रिजर्व दिसंबर में दरों में इजाफा कर सकता है। ऐसी स्थिति में पोर्टफोलियो पूंजी उभरते बाजारों से बाहर का रुख करेगी।हकीकत यह है कि कई भारतीयों के पास भारी मात्रा में बेनामी नकदी है और कर देने से बचने के लिए ऐसी रकम को सोने या आभूषण, अचल संपत्ति के रूप में या विदेशों में कर चोरी वाले ठिकानों पर रखा जाता है। शंका तो यही है कि देश में जमा करके रखी गई भारी भरकम रकम सामने नहीं आएगी। क्योंकि अगर भारी पैमाने पर नकदी बैंकों में जाती है तो अतीत के अपराध भी सिद्घ होंगे। एक आशावादी अनुमान के मुताबिक करीब तीन लाख करोड़ रुपये की राशि 30 दिसंबर, 2016 तक बैंकों में जमा नहीं होगी। यह प्रचलन में रहे 500 और 1,000 रुपये की मुद्रा का 30 प्रतिशत है। इसके अलावा एक लाख करोड़ रुपये की राशि कर और जुर्माने के रूप में सरकार के पास आएगी यानी कुल चार लाख करोड़ रुपये।वहीं नकारात्मक बात यह है कि सरकार और आरबीआई को वैध मुद्रा के मुद्रण पर धन खर्च करना होता है। फिलहाल आम जनता (संस्थान नहीं) के पास 10 लाख करोड़ रुपये की राशि 500 और 1,000 के नोट में है। ऐसे में यह दावा किया जा सकता है कि अगर एक साल के लिए रुपये पर सरकारी प्रतिभूति की ब्याज दर 6.4 फीसदी हो तो सालाना 64,000 करोड़ रुपये तो मुद्रण खर्च होगा। तुलनात्मक रूप से देखा जाए तो सरकार के पास जो चार लाख करोड़ रुपये की राशि आएगी वह वर्ष 2016-17 के जीडीपी के 2.7 फीसदी के बराबर होगी। इस वर्ष के लिए राजकोषीय घाटा 3.9 फीसदी रहने का अनुमान जताया गया है। इसके अतिरिक्त कर अंतराल की बात की जाय तो कर प्राप्ति और कम कर संग्रह के बीच का अंतर घट सकता है।तथ्य यह भी है कि विमुद्रीकरण से भविष्य में अवैध धन संग्रह पर अंकुश नहीं लगाया जा सकता है।

इस पर असर डालने वाले अन्य कारक हो सकते हैं उन वेंडरों पर भारी भरकम जुर्माना जो 25,000 रुपये से अधिक वाले अपने ग्राहक का पैन नंबर नहीं देते। पैन या आधार संख्या न होने पर कोई अन्य पहचान चिह्नï आवश्यक किया जाना चाहिए। नकद लेनदेन के लिए 25,000 रुपये की अधिकतम सीमा का इस्तेमाल वैध लेनदेन करने वालों को तंग करने के लिए नहीं होना चाहिए।अगला अहम कदम यह होना चाहिए कि सरकार चुनाव खर्च की सीमा बढ़ाए और यह तय करके कि राजनीतिक दलों का चंदा केवल चेक से आए। इन दलों के बैंक खातों का स्वतंत्र अंकेक्षण भी हो। कृषि आय पर कर लगाने का भी यह सही वक्त है क्योंकि तमाम बेनामी आय को इसकी आड़ में छिपाया जाता है। सभी छोटे बड़े शहरों में सराफा कारोबारियों के बही खातों की जांच की जानी चाहिए।उच्च मूल्य वाले नोट में होने वाला लेनदेन करवंचना को आसान बनाता है। इसलिए अगले दो सालों तक सरकार को 500, 1,000 और 2,000 रुपये के नोट हटा लेने चाहिए। उच्च मूल्य वाले नोट आर्थिक गतिविधियों को बल नहीं देते बल्कि बेनामी संपत्ति जमा करने में ही मदद करते हैं।

विमुद्रीकरण का पारदर्शी और साफ-सुथरा क्रियान्वयन इस बात पर निर्भर करेगा कि बैंक और नियामकीय संस्थाओं के लोग कैसे काम करते हैं और वरिष्ठ एवं कनिष्ठ आईआरएस, आईएएस, आईपीएस अधिकारी किस तरह की भूमिका निभाते हैं। न्यायपालिका को भी इस प्रक्रिया में सहयोगी भूमिका निभानी होगी। तभी देश की अर्थव्यवस्था से जुड़ी इस प्रक्रिया को बिना किसी भय या पक्षपात के अंजाम दिया जा सकेगा।लब्बोलुआब यह कि 100 रुपये से अधिक मूल्य वाली मुद्रा का विमुद्रीकरण आम लोगों और कारोबारियों को अपना नकद लेनदेन सीमित करने के लिए प्रेरित करेगा। इसकी वजह से वित्तीय क्षेत्र में जो किफायत आएगी वह देश की अर्थव्यवस्था के लिए कई तरह से लाभप्रद होगी।

बना रहे विधि का शासन

विधि का शासन बड़ी नाजुक चीज है। यह शासितों की सहमति पर निर्भर करता है। इसके लिए संवैधानिक औचित्य के स्वरूपों का अनुपालन और विधि-सम्मत ढंग से गठित प्रतिष्ठानों के प्रति सम्मान की जरूरत होती है। अगर विधि के शासन को मजबूती देने वाले दायित्वों और विभिन्न संगठनों के समस्त अंतर्संबंधों को चोट पहुंचती है तो इसका विखंडन शुरू हो जाता है। सतलज-यमुना लिंक नहर पर उच्चतम न्यायालय के आदेश की अवहेलना कर पंजाब सरकार ने संविधान की महत्ता कम करने की दिशा में बड़ा कदम बढ़ाया है। अब केंद्र सरकार को सुनिश्चित करना होगा कि पंजाब ऐसा रवैया आगे भी न बरकरार रखे और विधि का शासन बना रहे।

पिछले सप्ताह उच्चतम न्यायालय ने पंजाब विधानसभा में वर्ष 2004 में पारित उस कानून को असंवैधानिक घोषित कर दिया जिसमें लिंक नहर के निर्माण की जिम्मेदारी से मुंह मोडऩे और इसका पानी अन्य राज्यों खासकर हरियाणा के साथ बांटने पर रोक लगाने का जिक्र था। पंजाब इसके जरिये 1981 के उस करार से मुंह मोडऩा चाह रहा था जिसमें हरियाणा और राजस्थान के साथ पानी का बंटवारा करने पर सहमति जताई गई थी। न्यायालय पहले ही तीनों राज्यों के बीच हुए जल बंटवारा समझौते पर अपनी मुहर लगा चुका है। सर्वोच्च अदालत ने अपने फैसले में कहा कि किसी समझौते को न्यायालय की तरफ से वैध ठहराए जाने के बाद संबंधित पक्ष एकतरफा ढंग से उससे पीछे नहीं हट सकते हैं। पंजाब सरकार ने इस फैसले को स्वीकार करने के बजाय अपना पुराना रवैया बरकरार रखा है। विपक्ष के दबाव और विधानसभा चुनावों को ध्यान में रखते हुए राज्य सरकार इस मामले से जुड़े तथ्यों को बदलने की भी कोशिश कर रही है। कुछ दिन बाद ही पंजाब सरकार ने कह दिया कि वह किसी दूसरे राज्य को पानी की एक बूंद भी नहीं देगी।

इस पर हरियाणा सरकार ने जब उच्चतम न्यायालय का दरवाजा खटखटाया तो पंजाब सरकार ने आनन-फानन में ही अपने अधिकारियों को कह दिया कि लिंक नहर के लिए अधिग्रहीत की गई जमीन उनके मालिकों को लौटा दी जाए। इसके बाद पंजाब के राजस्व मंत्री बिक्रम सिंह मजीठिया ने यह ऐलान कर दिया कि चार जिलों के 202 गांवों में अधिग्रहीत की गई 4,261 एकड़ जमीन किसानों को लौटाई जा चुकी है। पंजाब सरकार के इन कदमों को उच्चतम न्यायालय के आदेश की अवज्ञा नहीं तो और क्या माना जाए? यह इकलौता मौका नहीं है जब राज्य सरकारों ने अदालती फैसलों को मानने से इनकार किया हो। लेकिन यह इस तरह का सबसे खराब वाकया जरूर है। हाल ही में दिल्ली के उपराज्यपाल नजीब जंग भी राष्ट्रीय हरित अधिकरण के उस आदेश को पलटने पर आलोचना के घेरे में आए थे जिसमें राजधानी के भीतर निर्माण कार्यों पर रोक लगा दी गई थी। हालांकि यह सच है कि कई बार न्यायपालिका भी अपनी सीमा से आगे बढ़ी है और कई ऐसे आदेश दिए हैं जिन पर फैसला करना कार्यपालिका का अधिकार रहा है। राजधानी में ट्रकों की आवाजाही को प्रतिबंधित करना इसी तरह का एक मामला है। इस तरह के हालात में अदालती आदेशों की अवमानना की आशंका बढ़ जाती है।

लेकिन पंजाब का मौजूदा मामला तो एकदम अलग है। अंतरराज्यीय जल विवादों के निपटारे की जिम्मेदारी उच्चतम न्यायालय को दी गई है। अगर एक राज्य शीर्ष अदालत के फैसले की अवहेलना करता है तो केंद्र सरकार के पास मामले में दखल देने के सिवाय कोई विकल्प नहीं बचता है। केंद्र सरकार को लिंक नहर के निर्माण का मामला पंजाब सरकार से अपने हाथ में लेकर पूरा कराना चाहिए। विवाद से संबंधित सभी जगहों पंजाब, हरियाणा, राजस्थान और केंद्र में भारतीय जनता पार्टी की सरकारें होने के बाद इस संवैधानिक संकट का राजनीतिक समाधान निकालने को लेकर उसके पास कोई बहाना नहीं रह गया है।

Getting real on climate

The UN conference on climate change held in Marrakech, with an emphasis on raising the commitment of all countries to reduce greenhouse gas (GHG) emissions, is particularly significant as it provided an opportunity to communicate concerns about the future climate policy of the U.S. It would be untenable for the U.S., with a quarter of all cumulative fossil fuel emissions, to renege on its promise to assist vulnerable and developing nations with climate funding, technology transfer and capacity-building under Donald Trump’s presidency.

As the Marrakech Action Proclamation issued at the close of the conference emphasises, the world needs all countries to work together to close the gap between their intended reduction of carbon emissions and what needs to be done to keep the rise of the global average temperature well below 2°C in this century. The Paris Agreement on climate change was forged on the consensus that man-made climate change does have a scientific basis, that the developed countries are responsible for accumulated emissions, and that future action should focus on shifting all nations to a clean energy path. Not much progress was made at Marrakech on raising the $100 billion a year that is intended to help the poorer nations. Political commitment and resource mobilisation will be crucial to meet targets for mitigation of emissions and adaptation.India is in a particularly difficult situation as it has the twin challenges of growing its economy to meet the development aspirations of a large population, and cutting emissions. National GHG levels are small per capita, but when added up they put India in the third place, going by data from the Carbon Dioxide Information Analysis Center in the U.S. As a signatory to the Paris Agreement, which has provisions to monitor emissions and raise targets based on a review, pressure on India to effect big cuts is bound to increase.

The UN Framework Convention on Climate Change will hear from the Intergovernmental Panel on Climate Change in 2018 on what impact an additional warming of 1.5°C could have on the planet and what can be done to ensure it is pegged at this level. The pledges made so far are well short of this target, and even if they are all implemented, a minimum rise of 2.9°C is forecast by the UN Environment Programme. India has no historical responsibility for accumulated GHGs, but smaller, more vulnerable countries such as island states and Bangladesh are demanding action to cut emissions. A strategy that involves all State governments will strengthen the case for international funding, and spur domestic action.
