The Quad’s Debutante Ball

With Australia joining, for the first time, the Malabar naval exercises organised by India in the Indian Ocean, the Quad has announced itself as a real security grouping. It is a demonstration of the seriousness with which these four free democracies — India, US, Japan and Australia — view the need to ensure an open and prosperous Indo-Pacific region.

Chinese aggression — the expansionism and rogue behaviour demonstrated by Beijing in a time of global crisis — has helped coagulate the Quad. Beijing’s role as catalyst notwithstanding, the Quad, bar the US, see the strategic partnership as much more than an effort to counter China. It is critically about building a close partnership based on shared values and interests such as the rule of law, freedom of navigation, respect for territorial integrity and sovereignty, peaceful dispute resolution, and free market and trade. These interests are also shared by other powers such as the UK, France and Germany, who have all stepped up their engagement to protect and ensure a free and open Indo-Pacific region. Germany, which currently hold the EU presidency, is working on an Indo-Pacific strategy for the Union.

The future success of the Quad rests with India: it is the only country that has a long land border with China, with parts of its territory under illegal Chinese occupation for decades and dealing with continued aggression. There are some indications that New Delhi is rethinking its decade-long approach to Beijing, recognising the threat that China poses. But as the critical player in the Quad, New Delhi must set its sights beyond Beijing. A rules-based Indo-Pacific is central to peace and security in the region, and this is India’s opportunity to make it possible.

Australia’s return shows Delhi is reconsidering deference to Beijing’s interests, giving primacy to its own.

In a major move coming after years of deliberation, Delhi has invited Australia to participate in this year’s Malabar naval exercises. The decision marks an important inflexion point not only in India’s bilateral relations with Australia but also in the geopolitics of the Indo-Pacific, the new strategic geography stretching from the east coast of Africa to the waters of East Asia. The naval exercise, which is scheduled to take place next month in the Bay of Bengal and the Arabian Sea, imparts a military dimension to the so-called Quadrilateral Dialogue Framework, involving India, US, Japan and Australia. Despite the eagerness of Australia to join Malabar, Delhi held back and limited it to India, US and Japan. The main reason behind Delhi’s hesitation was the concern that including Australia into the Quad might offend China’s rather fragile political sensitivity. Something, then, has clearly changed India’s calculus on China. As China’s muscular unilateralism rises and undermines India’s core interests across a broad range of issues — from territorial integrity to regional and multilateral interests — Delhi has had no option but to reconsider its strategic deference to Beijing. China’s Ladakh aggression this spring was possibly the last straw. The reluctance to turn the Quad into a military coalition, Delhi could not but note, produced no Chinese consideration for India’s concerns. The die is now cast.

The last time Australian naval ships joined Malabar was back in 2007, when it was a five-nation exercise involving India, US, Japan, Singapore and Australia. Until 2007, Malabar was an annual bilateral exercise with the US Navy that was launched in 1992. The Indian Navy’s decision to convene the five-nation exercise was probably more administrative than geopolitical. Rather than have separate exercises with each of these partners, it was considered sensible to combine them into one. But the multilateral exercise in the Bay of Bengal produced vehement protests from China, which dubbed it as an “Asian NATO”. The external Chinese opposition found an internal political echo. The CPI(M) and the Left parties, which formed a sizeable part of the UPA coalition, demanded an end to the exercise. A flustered UPA government ordered an end to multilateral Malabar. This policy endured until 2015, when the NDA government invited Japan to join the annual Malabar exercises. It has now taken the next step towards quadrilateral military engagement.

Although the decision to welcome Australia into Malabar has come in the middle of the continuing confrontation with China in Ladakh, the naval exercise is not about changing the military equation in the Himalayan theatre. Delhi has no interest in bringing its Quad partners into India’s territorial battles against Beijing. It is about expanding India’s bilateral security ties with Australia, whose potential is immense. The military Quad is, above all, an important part of building a sustainable Indo-Pacific coalition that is capable of addressing the massive strategic imbalance generated by the rise of an aggressive Chinese party-state.

The many bright spots on India’s innovation horizon

Recognising the potential, the government is putting in place a framework of collaboration, facilitation and regulation

Innovation rearranges existing elements into permutations and combinations that benefit society. In his Brāhmaphutasiddhānta, Brahmagupta’s marvellous take on his innovation of zero was, “A debt minus zero is a debt. A fortune minus zero is a fortune. A debt subtracted from zero is a fortune. A fortune subtracted from zero is a debt. The product of zero multiplied by a debt or fortune is zero.” The Indian innovation of zero fundamentally reordered history. The novel coronavirus pandemic provides an opportunity for similar reordering for posterity.

Realistic potential

India is a fertile ground to be a technology-led innovation garage. It is the fastest growing country in terms of Internet usage, with over 700 million users and the number projected to rise to 974 million by 2025. The JAM trinity (Jan Dhan, Aadhaar, Mobile) trinity has 404 million Jan Dhan bank accounts with 1.2 billion Aadhaar and 1.2 billion mobile subscribers. There is a potential to add over $957 billion to India’s GDP by 2035 with artificial intelligence (AI), according to a recent report by Accenture.

Innovation in India is being structured around the triad of collaboration, facilitation and responsible regulation. It is advanced by cross-disciplinary collaboration. In his famous essay, ‘I Pencil’, Leonard Read brings forward the wonder of collaboration between people cutting trees, mining graphite, working in factories, marketing, designing and managing, just to produce a single pencil.

Innovation is a recombinant and brings tangential benefits through products and services that may not even have been its initial purpose. The founders of Twitter had set out to make a platform for people to find podcasts; Instagram was first intended to be a sign-in application; CRISPR, or the clustered regularly interspaced short palindromic repeats, which is the transformative gene editing tool, was partly being researched for fixing problems in the yoghurt industry. It won this year’s Nobel Prize in Chemistry. The realistic potential of technology for India resonates in the ‘Amara law’ named after Roy Amara, a Stanford computer scientist, who said that “People tend to overestimate the impact of a new technology in the short run, but to underestimate it in the long run.”

October 2020 saw two disruptive events that were organised by the Government of India for collaborative knowledge creation. At the Vaishvik Bharatiya Vaigyanik (VAIBHAV) summit (https://bit.ly/35aC3O8), which was inaugurated on October 2, more than 3,000 overseas Indian-origin academicians and scientists from 55 countries, and about 10,000 Indians participated to ideate on innovative solutions to our challenges. The Prime Minister articulated this spirit of knowledge sharing while inaugurating the summit; he called it “a true sangam or confluence of great minds” where “we sit to form our long-lasting association for empowering India and our planet”. The concluding session has been planned on October 31. This has been concomitant to the Responsible AI for Social Empowerment (RAISE) 2020 summit (https://bit.ly/2IN0Dx4), which was from October 5-9. It was to charter a course to effectively use AI for social empowerment, inclusion, and transformation in key sectors such as health care, agriculture, finance, education and smart mobility.

Start-up disruptions

This focus on celebrating innovation has led to several start-ups disrupting the Indian market. The recent winners of the ‘Digital India AatmaNirbhar Bharat Innovate Challenge’ (https://bit.ly/3jer2QV) Chingari with its video communication tools and MapMyIndia with its elaborative maps, ‘Logically’, with its news delivery features are becoming household names. Furthermore, Setu, true to its name, is building a bridge to bring banks to people. It has built an application programming interface which allows customers to make small ticket payments without going to the bank. Yelo is offering neo-banking payment and money transfer services online for workers in the gig economy. Niramai (or Non-Invasive Risk Assessment with Machine Intelligence) uses an AI-based thermal imaging portable tool that carries out non-invasive breast cancer screening for women for early detection. This intervention is of great importance as an estimate suggests that one in two affected women in India die due to late detection. Qure.ai uses AI for health-care diagnostics in rural India, tackling challenges such as tuberculosis and now COVID-19. Gramophone offers pricing information from mandis, advice on soil and crop health and access to agricultural inputs via micro-entrepreneurs to farmers in Madhya Pradesh, aiding their operation efficiency. Vernacular.ai offers a voice-based AI product that can understand up to 10 Indian languages and around 160 dialects. It is helping build virtual, smart, responsive and effective chat assistants suitable for diverse Indian consumers.

Many incentives

Innovation needs risk capital in terms of resources and psychological security for researchers. It needs an environment where it is safe to fail. The government has been building a comprehensive framework to this end. It is incentivising research and development with several schemes such as Innovation in Science Pursuit for Inspired Research (INSPIRE) scholarships, the Ramanujan Fellowship, the Knowledge Involvement in Research Advancement through Nurturing (KIRAN) scheme, Smart India Hackathons (SIH), Atal Innovation Mission (AIM), the Biotechnology Ignition Grant (BIG) scheme, setting up of the Future Skills PRIME (Programme for Reskilling/Upskilling of IT Manpower for Employability) capacity building platform and also the triad of Scheme for Transformational and Advanced Research in Sciences (STARS), Scheme for Promotion of Academic and Research Collaboration (SPARC) and Impactful Policy Research in Social Science (IMPRESS). The National Mission on Interdisciplinary Cyber-Physical Systems aims to ‘catalyse translational research across “Al, IoT or the Internet of Things, Machine Learning, Deep Learning, Big Data Analytics, Robotics, Quantum Computing, Data Science”.

Furthermore, the government has been actively facilitating collaborative and light touch regulatory practices to promote innovation and incentivise risk-taking. It has increasingly relied on collaboration, communication and creativity, taking the route of standard and principles adherence. The Reserve Bank of India, Securities and Exchange Board of India (SEBI) and the Insurance Regulatory and Development Authority of India allow for regulatory sandboxes for piloting new ideas. The Telecom Regulatory Authority of India (TRAI) has recently introduced recommendations for regulating cloud services in India, suggesting a light-touch regulation in collaboration with industry, balancing commercial freedom and principles adherence.

A better life

Walter Isaacson once cited this: “Advances in science when put to practical use mean more jobs, higher wages, shorter hours, more abundant crops, more leisure for recreation, for study, for learning how to live without deadening drudgery which has been the burden of the common man for past ages.” Innovation has the potential to build a future where AI will transform education and health care, machine learning and blockchain will make commerce robust and resilient, clean energy will drive our economy, gene-drives would exterminate invasive and harmful species, gene-editing would help us bring back extinct species and reinvigorate depleted ecosystems, quantum computing will raise our processing capability to resolve challenges which seem insurmountable and augmented, and virtual reality will optimistically change the way we interact with the physical world.

Steam engines made us understand thermodynamics, flights made us understand aerodynamics. There is ‘in-deed’ merit in relentless focus on innovation as it essentially augments ease of living for citizens, dematerialising and democratising products and services.

लड़कियों के लिए शादी की सही उम्र

बीते दिनों प्रधानमंत्री नरेंद्र मोदी ने एक बार फिर बेटियों की शादी की न्यूनतम आयु दोबारा तय करने की बात कही। इससे पूर्व उन्होंने लाल किले से दिए भाषण में भी इस संबंध में अपना वक्तव्य दिया था। दरअसल इस सोच के पीछे कुछ महत्वपूर्ण कारणों की भूमिका रही है। केंद्र सरकार का मानना है कि कम आयु में विवाह बेटियों के आत्मसम्मान पर अप्रत्यक्ष रूप से आघात पहुंचाता है। अनेक अध्ययन इस तथ्य को उद्घाटित करते आए हैं कि किशोर आयु में ब्याही गई लड़कियां दुर्व्यवहार और घरेलू हिंसा की शिकार उन लड़कियों की अपेक्षाकृत कहीं अधिक होती हैं, जिनका विवाह देर से होता है और जो अधिक शिक्षित होती हैं। जल्द विवाह बेटियों की शिक्षा और आत्मनिर्भरता, दोनों को ही बाधित करता है। कम आयु में विवाह और मां बनने पर लड़कियों के जीवन का जोखिम बहुत अधिक बढ़ जाता है। विश्व स्वास्थ्य संगठन भी इस तथ्य की पुष्टि करता है कि किशोरावस्था में गर्भधारण से एनीमिया, मलेरिया, एचआइवी और अन्य यौन संचारित संक्रमण, प्रसवोत्तर रक्तचाप और मानसिक विकार जैसी कई स्वास्थ्य समस्याएं हो सकती हैं।

विश्व बैंक के साथ इंटरनेशनल सेंटर फॉर रिसर्च ऑन वूमेन की एक रिपोर्ट बताती है कि वैश्विक स्तर पर आठ देशों में वर्ष 2030 तक अरबों डॉलर की बचत हो सकती है, यदि वे किशोरावस्था में विवाह पर रोक लगा दें। इन देशों में भारत भी है, जिसे अगले आठ वर्षों में स्वास्थ्य देखभाल और संबंधित लागतों में 33 हजार पांच सौ करोड़ रुपये खर्च करने पड़ेंगे। यह अध्ययन बताने के लिए काफी है कि एक सामाजिक बुराई किस प्रकार संपूर्ण अर्थव्यवस्था के विकास को भी अवरुद्ध कर देती है। विभिन्न संगठन निरंतर यह सुझाव दे रहे हैं कि मां बनने के लिए महिला का कम से कम 20 साल का होना जरूरी है। विश्व स्वास्थ्य संगठन के एक अध्ययन के मुताबिक दुनिया भर में एक बड़ी संख्या में 15 से 19 साल की लड़कियों की मौत गर्भावस्था में होने वाली जटिल स्थितियों के कारण होती है। इसके अलावा 20 साल की उम्र से पहले मां बनने वाली महिलाओं के बच्चों में जन्म के समय मृत्यु का खतरा सबसे ज्यादा होता है। केंद्र सरकार के लिए एक ओर जहां देश की महिलाओं का स्वास्थ्य चिंता का सबब बना हुआ है, वहीं बात लैंगिक समानता की भी है। 1978 में हिंदू विवाह अधिनियम में संशोधन करके लड़कों के लिए कानूनी रूप से विवाह की न्यूनतम आयु 21 साल और लड़कियों के लिए 18 वर्ष निर्धारित की गई थी, परंतु विगत दशकों में सामाजिक-सांस्कृतिक स्तर पर अनेक परिवर्तनों के पश्चात विवाह की वैधानिक आयु में लड़के और लड़कियों के मध्य अंतर का कोई तार्किक कारण दृष्टिगोचर नहीं होता। किसी भी वैधानिक व्यवस्था को चिरस्थायी स्वीकार कर लेना तर्कसम्मत नहीं है, क्योंकि सामाजिक व्यवस्थाएं कभी भी स्थिर नहीं होतीं। जब समाज में परिवर्तन होता है तो उससे जुड़ी हुई वैधानिक व्यवस्थाओं की उपयोगिता का विश्लेषण आवश्यक हो जाता है। यही कारण है कि केंद्र सरकार ने जून 2020 में एक टास्क फोर्स का गठन किया। यह गर्भावस्था, प्रसव और उसके पश्चात मां और बच्चे के चिकित्सीय स्वास्थ्य एवं पोषण के स्तर के साथ विवाह की आयु और मातृत्व के सहसंबंध की जांच कर रही है। प्रधानमंत्री ने यह स्पष्ट किया है कि टास्क फोर्स की रिपोर्ट आते ही सरकार इस विषय में निर्णय लेगी। लड़कियों की विवाह की न्यूनतम आयु में अगर परिवर्तन होता है तो यह लैंगिक सुदृढ़ता की ओर मजबूत कदम होगा। उल्लेखनीय है कि वर्ष 2018 में समान नागरिक संहिता के संदर्भ में केंद्र सरकार ने विधि आयोग से विभिन्न कानूनों पर जब विचार करने का अनुरोध किया था, तब आयोग ने अपने परामर्श पत्र में विवाह की समान आयु के विषय में भी अपनी राय दी थी। मानवाधिकार आयोग ने भी अक्टूबर 2018 में लड़के और लड़कियों की विवाह की आयु एक समान निर्धारित करने की संभावनाओं पर विचार करने की केंद्र से सिफारिश की थी।

भारत में विवाह की न्यूनतम आयु खासकर महिलाओं के लिए विवाह की न्यूनतम आयु सदैव ही एक विवादास्पद विषय रही है। प्राय: लोग तर्क देते हैं कि 18 साल तक लड़कियां विवाह योग्य परिपक्व हो जाती हैं, परंतु इसके पीछे का वास्तविक कारण कुछ और है। दरअसल समाज के एक बड़े वर्ग में आज भी बेटियां संबल नहीं, बल्कि दायित्व मानी जाती हैं। उस दायित्व से यथाशीघ्र मुक्ति का सहज मार्ग उनका विवाह ही प्रतीत होता है। आज भी अधिकांश भारतीय माता-पिता लड़कियों की शिक्षा पर ध्यान देना आर्थिक अपव्यय समझते हैं, क्योंकि उनकी दृष्टि में लड़कियों के जीवन का अंततोगत्वा लक्ष्य घर बसाना है, जिसके लिए उच्च शिक्षित होना आवश्यक नहीं है, परंतु ये तमाम कारण उस समय अर्थहीन हो जाते हैं जब बात लड़कियों के अधिकारों की आती है। किशोरावस्था में लड़कियों का विवाह उनकी शिक्षा के मार्ग का सबसे बड़ा रोड़ा है। हमें यह समझना होगा कि शिक्षा सिर्फ आर्थिक स्वावलंबन का मार्ग ही नहीं खोलती, अपितु अधिकारों के प्रति चेतना भी उत्पन्न करती है। अगर लड़कियों की विवाह की न्यूनतम आयु में बढ़ोतरी होती है तो घरेलु हिंसा की दर में भी स्वाभाविक रूप से कमी आएगी। यदि केंद्र सरकार लड़कियों की विवाह की न्यूनतम आयु बढ़ाने का निर्णय सभी धर्मों को मानने वालों पर एक समान लागू करना सुनिश्चित करती है तो विरोध के स्वर सुनाई दे सकते हैं, परंतु विचारणीय बिंदु यह है कि कोई भी धर्म मानव जीवन की रक्षा से विमुख नहीं हो सकता और अगर जल्द विवाह लड़कियों के जीवन हनन का एक प्रमुख कारण है तो इसका विरोध करना मानवीय जीवन को मृत्यु के मुंह में धकेलना होगा। क्या यह स्वीकारोक्ति किसी भी धर्म में है?

हिंद-प्रशांत में चीन से मिलती चुनौती का जवाब

हिंद-प्रशांत यानी इंडो-पैसिफिक के लिए चुनौती दिनोंदिन बढ़ती जा रही है। उस पर हमला चीन की तरफ से हो रहा है, जो चाहता है कि ‘इंडो-पैसिफिक’ शब्द अपना अर्थ खो दे, लेकिन इसमें वह सफल होता नहीं दिख रहा। ऑस्ट्रेलिया, जापान और भारत से लेकर यूरोपीय संघ व आसियान के सदस्य देशों तक इंडो-पैसिफिक को पर्याप्त महत्व देने लगे हैं, और अब यह उनकी विदेश नीति का हिस्सा बन चुका है। नतीजतन, बीजिंग के पास सिर्फ यही उपाय बचा है कि वह इसके खिलाफ डर का माहौल बनाकर क्षेत्रीय देशों को अपने पाले में करे। चीन के शीर्ष राजनयिक वांग यी ने कंबोडिया, मलेशिया, लाओस, थाइलैंड और सिंगापुर की अपनी हालिया यात्रा में कुछ ऐसा ही करने की कोशिश की। वांग यी ने अमेरिकी योजनाओं को लेकर न सिर्फ तमाम देशों को सावधान रहने के लिए कहा, बल्कि वाशिंगटन की ‘इंडो-पैसिफिक’ रणनीति को पूर्वी एशिया की सुरक्षा के लिए ‘खतरा’ भी बताया। दक्षिण पूर्व एशियाई देशों के लिए उनका संदेश स्पष्ट था कि बीजिंग और आसियान को मिलकर दक्षिण चीन सागर में ‘बाहरी दखल’ को दूर रखने के लिए काम करना चाहिए।

चीन-अमेरिकी संबंधों के बिगड़ने और इस क्षेत्र में एक विश्वसनीय साझीदार के रूप में उभरने की वाशिंगटन की योजना के मद्देनजर वांग यी अपने तईं उन तमाम विकल्पों की चर्चा कर रहे थे, जिन पर इस क्षेत्र को गौर करना चाहिए, जबकि उनके आने से पहले अमेरिकी विदेश मंत्री माइक पोम्पिओ टोक्यो की यात्रा कर चुके थे और भू-राजनीतिक तनाव को हवा भी दे चुके थे। वह ‘क्वाड’ की बैठक में भाग लेने यहां आए थे। क्वाड, दरअसल अमेरिका, जापान, ऑस्ट्रेलिया और भारत का एक रणनीतिक समूह है। चीन की मंशा पर संदेह जताते हुए इस समूह को 2017 में पुनर्जीवित किया गया था। चूंकि ये देश इस क्षेत्र में एक नए व अत्यधिक स्थिर संतुलन की तलाश में हैं, इसलिए सभी एक-दूसरे के साथ इस तरह काम कर रहे हैं, जिसकी कल्पना कुछ साल पहले भी नहीं की जा सकती थी। यदि इनमें जब कभी घनिष्ठ सहयोग की नौबत आएगी, तो इनके बीच कायम कई तरह के द्विपक्षीय और त्रिपक्षीय रिश्ते वाकई उसे मजबूती से साकार करेंगे। सभी देशों में यह सहमति भी बनती जा रही है कि क्षेत्रीय शांति व स्थिरता के लिए एक स्वतंत्र हिंद-प्रशांत एकमात्र व्यावहारिक आधार है।

अमेरिका के लिए इंडो-पैसिफिक चीन के साथ उसकी भू-राजनीतिक तनानती का किस तरह से केंद्र-बिंदु बन गया है, इसका पता इसी से चलता है कि माइक पोम्पिओ की यात्रा राष्ट्रपति चुनाव के बीच हुई। इसीलिए, वाशिंगटन इसकी विश्वसनीयता बनाए रखने के लिए हरसंभव उपाय करेगा। वहीं, जापान का जोर बुनियादी ढांचे और साइबर सुरक्षा जैसे मुद्दों को आगे बढ़ाने पर है, तो ऑस्ट्रेलिया मानवाधिकार की वकालत कर रहा है। भारत क्षेत्रीय संप्रभुता का सम्मान करने की जरूरत पर बल देता रहा है। भारत-जापान, ऑस्ट्रेलिया-जापान और भारत-ऑस्ट्रेलिया के आपसी रिश्ते गति पकड़ रहे हैं और विभिन्न मुद्दों पर आपसी सहयोग बढ़ाने पर जोर दिया जा रहा है। हालांकि, अभी ‘क्वाड प्लस’ के बारे में सोचना बहुत जल्दबाजी मानी जाएगी, लेकिन प्रमुख शक्तियां व्यक्तिगत स्तर पर और दूसरों के साथ मिलकर भी समान सोच वाले देशों के साथ रिश्ते बढ़ाने को लेकर गंभीर हैं। जापान जहां इसी हफ्ते अपने प्रधानमंत्री की यात्रा के दौरान वियतनाम से रक्षा उपकरण व प्रौद्योगिकी निर्यात को लेकर समझौता करेगा, तो वहीं वह इंडोनेशिया से अपने सुरक्षा संबंधों को मजबूत बनाने के लिए गंभीर है।

वैसे, भारत के बिना इंडो-पैसिफिक की अवधारणा शायद ही मूर्त रूप ले पाती। बेशक जापान ने इस विचार पर बल दिया हो, ऑस्ट्रेलिया ने इसे बौद्धिक खुराक दी हो और वाशिंगटन ने इसे रणनीतिक रूप से आगे बढ़ाया हो, पर यह नई दिल्ली ही थी, जिसने अपनी सक्रिय विदेश नीति से इस संकल्पना को स्वीकार करने और अपनी सुरक्षा में इसे शामिल करने को मजबूर किया। भारत ने ही क्षेत्रीय देशों को भरोसा दिया कि यह चीन के नेतृत्व वाली एशियाई व्यवस्था की काट है। लिहाजा, चीन के नकारात्मक प्रयासों को देखते हुए भारत को ‘इंडो-पैसिफिक’ संकल्पना की मजबूती की अपनी कोशिशों को और गति देनी होगी।
