Reforms, please, not stimulus

Sagging sectors of the economy should not expect bailouts from the government

A common tactic that large corporations in India have learnt to deploy effectively whenever they incur large losses is to impress upon the government that unless they are bailed out, the entire sector, even the whole economy, might run into deep trouble. I witnessed the use of this tactic first hand during my years at the Niti Aayog.

In 2015, a leading industrialist whom I had known for a long time came to see me and made this “too big to fail” argument to me. I smiled and told him, “I am afraid such fear mongering does not impress me.” The industrialist smiled back and said, “You are right [about fear mongering]. But when I make this argument to officials in ministries, it often produces the desired result.”

Unsurprisingly, now that the auto industry is experiencing a slump in sales, its captains can be seen making the “save us or else deluge” argument everywhere. For instance, appearing on a foreign television programme, the vice-president of sales at Suzuki Motorcycle India recently noted that commercial vehicles are the first indicator of the health of the economy and declared that their declining sales should be “a wake up call for … the government of the day”. On the same programme, the director general of Society of Indian Automobile Manufacturers (SIAM) opined, “Government has to come forward and help the industry” and that “We feel that a stimulus package is something that the government should really be looking at.”

It is nobody’s case that the government should never intervene to pull up a sagging economy. But such interventions should be the exception, not the rule. Creative destruction is an integral part of a dynamic economy. If the government implicitly underwrites the losses of private enterprises by offering stimulus any time they suffer large losses, it runs the risk of making them indistinguishable from the numerous inefficient, perpetually loss making public sector enterprises.

Profits and losses are key signals that guide investment flows in a market economy. Losses force entrepreneurs to work harder to innovate and cut costs. If they fail despite this because demand has shifted for good, it is time for them to move their investments to other, more profitable sectors. Government rescues that shortchange this process harm rather than benefit the economy.

In the specific case of the auto industry, the case for a government-led rescue is particularly dubious. It is an industry that has enjoyed absolute protection from foreign competition for the entire post-Independence era. Even when import liberalisation became ubiquitous in all sectors, this sector remained protected by an ultrahigh tariff wall. Today, custom duty is 60% on cars costing less than $40,000, 100% on more expensive cars and 125% on used cars.

High tariff protection has allowed inefficient small auto plants to thrive in India at the cost of the customer. In many cases, she is paying one and a half times the price that the customer elsewhere in the world pays for the same car. If the industry thinks that it is fundamentally competitive and its present problems are temporary, it should use the huge profits it made over the last two decades to offer its own discounts to keep its sales going. Alternatively, if the problems are of a long-term nature reflecting its low productivity, it needs to restructure by closing inefficient plants. Profiting on the back of the taxpayer is not the answer.

Prima facie, it stands to reason that the industry’s problems are of a long-term nature. Had it been genuinely competitive, it could have easily made up for the temporary fall in the domestic demand by diverting sales to the vast export market, which was worth $740 billion in 2017. But with just 0.9% share in this market, Indian auto industry has hardly proved its mettle in the world market.

Before rushing to a stimulus package, the government must ponder two important facts. First, loss making sectors always acquire a disproportionate voice in the media and have a vested interest in representing their plight as the plight of the entire economy. But this masks the reality of many sectors quietly operating profitably and growing healthily alongside. For instance, according to media reports, products such as smartphones, smart speakers, washing machines, refrigerators and air conditioners have seen their unit sales grow faster in the six months ending in June 2019 than the corresponding period in 2018.

Second, there are serious dilemmas in financing any stimulus package. If the government chooses to stay the course on its fiscal deficit target, it would be either diverting funds from more important expenditure items or sending its tax inspectors to extract yet more revenue from already overtaxed taxpayers. If it finances the stimulus by expanding its borrowing in the market, it would undermine yet further productive private investments in profitable sectors to reward inefficiency in the auto sector.

In the short run, India’s best bet is to let the interest rate and exchange rate do the work. In the longer run, we must accelerate structural reforms. Among these, reduction in government stake in listed public sector enterprises in which its current share is 65% or less to 49% should be at the top of the agenda.

अपर्याप्त सबूत और फिर जांच कराने का अदालती अधिकार

यह इतना अहम नहीं है कि पहलू खान के हत्यारे जिले की अदालत से इसलिए छूट गए कि अभियोजन (पुलिस) पर्याप्त सबूत नहीं जुटा पाया। चिंता यह है कि देश की सबसे बड़ी अदालत के बेहद प्रखर न्यायमूर्ति जस्टिस चंद्रचूड़ ने मुंबई के एक सेमिनार में पहलू खान की हत्या के आरोपियों को छोड़े जाने का जिक्र करते हुए कहा, ‘जज के सामने सबसे बड़ी चुनौती यह होती है कि उसके समक्ष जिस तरह के सबूत पेश किए जाते हैं उसी के मुताबिक फैसला करना होता है। अक्सर पुलिस की अयोग्यता के कारण या जानबूझकर जांच अपर्याप्त होती है।

यह भी देखा गया है कि कोर्ट की निगरानी में हुई जांच की गुणवता बेहतर होती है’। एक जनमंच से सुप्रीम कोर्ट के जज की यह स्वीकारोक्ति बेहद चौंकाने वाली है। क्या देश के सेशंस कोर्ट जो हर संगीन मामले सुनते हैं, पुलिस जांच के मोहताज है यानी अगर दरोगा ने पैसे खा लिए हैं, विधायकजी का प्रभाव है या कप्तान का इशारा है तो न्याय व्यवस्था पंगु हो जाती है? क्या इस तरह की अदालतों को पिछले अनेक दशकों में अपने तमाम फैसलों में सुप्रीम कोर्ट ने स्पष्ट रूप से नहीं कहा है कि अपराध प्रक्रिया संहिता की धारा 173 (8) या 156 (3) ट्रायल कोर्ट को यह अधिकार देता है कि पुनर्जांच या ‘और जांच’ के आदेश दे।

लालू यादव के केस में बरी किए जाने के कोर्ट के आदेश के खिलाफ जांच एजेंसी कुछ वर्षों तक अपील में इसलिए नहीं गई कि केंद्र व राज्य में भी सरकार उनकी थी। मुजफ्फरनगर दंगे के सभी आरोपी हाल में ही अदालत ने छोड़ दिए (वही साक्ष्य के अभाव में)। योगी की सरकार फैसले के खिलाफ अपील नहीं कर रही है, जबकि इन दंगों में 65 लोगों की जाने गईं, घर जले और दुष्कर्म हुए। राजस्थान सरकार पहलू खान के मामले में फिर जांच करवा रही है (क्योंकि अब शासन में नई पार्टी है)। क्या न्याय अब इस बात पर तय होगा कि सत्ताधारी दल के बैलंेसशीट में क्या दिखाई देता है?

सुप्रीम कोर्ट ने ही न्याय की प्रक्रिया को महिमामंडित करते हुए धर्मपाल बनाम हरियाणा केस में कहा था ‘अगर जांच में कोई कोताही की जाती है तो वह न्याय की देवी को मूर्छित करना होगा’। फिर अगर ट्रायल कोर्ट को फिर से जांच करने का अधिकार नहीं है तो न्याय कैसे मिलेगा अगर पुलिस ने जांच ठीक नहीं की है। तब क्या सुप्रीम कोर्ट संविधान के अनुच्छेद 142 के तहत हासिल असीमित शक्तियों के बावजूद यह ‘न्यायिक मूर्छा’ देखता रहेगा?

पर्यटन को पहले कोई सरकार अपनी प्राथमिकता में तो रखे

प्रधानमंत्री नरेंद्र मोदी लाल किले की प्राचीर से कहते हैं- देश में पर्यटन की विशाल संभावनाएं हैं। जो लोग पर्यटन के लिए विदेश जाते हैं उनको देश के ही पर्यटन स्थल पर भ्रमण करना चाहिए। जाहिर है, प्रधानमंत्री की मंशा पर कोई शक नहीं। यह भी सही है कि देश के पर्यटन को बढ़ावा मिलना चाहिए लेकिन, हम खड़े कहां हैं, हालात पर जरा गौर तो करिए-

आगरा का ताजमहल भारत आने वाले पर्यटकों के लिए शायद सबसे अहम आकर्षण है। हमारे देश के पर्यटकों के लिए भी। पर क्या कभी इस ओर ध्यान दिया गया कि आगरा जाने वाले ज्यादातर लोग ताजमहल देखने के थोड़ी देर बाद ही आगरा छोड़ने के मूड में आ जाते हैं। ताजमहल और आगरे का किला देखने के बाद उस शहर में लोगों को कुछ खास नहीं मिल पाता है। गंदगी और बाजार की लूट परेशान कर देती है। दिल्ली के कमोबेश सारे पर्यटन स्थल अब अपनी पहचान खाेते जा रहे हैं। लाल किला घूमने के बाद बाकी सारे पर्यटन स्थल लोगों को रोमांचित नहीं कर रहे बल्कि कुतुबमीनार जाने वाले ज्यादातर निराश होकर लौटते हैं।

ये ऐसे उदाहरण हैं, जिनसे पता चलता है कि देश में पर्यटन को बढ़ावा देने के लिए हमारे यहां किस तरह के इंतजाम हैं। सरकारों ने पर्यटन के प्रति कैसा उपेक्षित रवैया अपना रखा है। देश का पर्यटन उद्योग आजादी के बाद से अब तक किसी भी सरकार की प्राथमिकता में नहीं रहा है। टूरिज्म ऑस्ट्रेलिया, स्विट्जरलैंड या यूरोप के पर्यटन स्थलों की तरह हमारे देश की भव्यता को देश और दुनिया में प्रचारित करने के लिए सरकारों ने वैसा काम नहीं किया। नार्थ ईस्ट में घाटी की सेवन सिस्टर्स, दक्षिण की खास प्राकृतिक खूबसूरती या फिर राजस्थान की गौरवशाली विरासत। यहां पर्यटन की अपार संभावनाएं। पर राजस्थान की विरासत और भव्यता को छोड़ दें तो बाकी स्थलों को वह पहचान आज तक नहीं मिल पाई है।

इन पर बारीकी से ध्यान दें तो पता चलता है कि पर्यटन स्थलों पर काम कर रही हैं राज्य सरकारें। और यह देखने में आया है कि इनके प्रचार के लिए जिन तरीकों को एक सरकार ने अपनाया, उसको दूसरी सरकार के आते ही बदल दिया गया। कभी किसी खास मंत्री के नज़दीकी लोगों को यह काम दे दिया गया या फिर किसी दूसरे राज्य या शहर में किसी सरकार के खास संस्थान को प्रचार के लिए भारी भरकम राशि दे दी गई। कभी इसकी समीक्षा नहीं हुई कि वास्तव में इस पर्यटन को बढ़ावा देने के लिए खजाना जितना खाली किया जा रहा है, उतनी आय हुई कि नहीं? वोट बैंक, जातिवाद और कथित विकास की राजनीति हमें इस दिशा में सोचने को कभी मजबूर ही नहीं करती कि पर्यटन भी देश में उद्योग का रूप ले सकता है। रोजगार पैदा कर सकता है। यही वजह है कि हर साल हमारे देश से 4 से 5 करोड़ लोग विदेश की सैर पर जाते हैं। लेकिन बाहर से यहां आने वाले पर्यटकों की संख्या इसकी आधी है। औसतन सालाना दो से ढाई करोड़ के आसपास ही। भारत जैसे विशाल देश के लिए यह सोचने वाली बात है। और प्रधानमंत्री ने सोचा है तो उम्मीद करनी चाहिए कि उनकी सरकार की प्राथमिकता में पर्यटन आएगा। तभी तो लोग नियाग्रा देखने के पहले एक बार बस्तर के चित्रकोट वाॅटरफाल को देखने के बारे में सोचेंगे और जाएंगे।

जनसंख्या और देशप्रेम

स्वतंत्रता दिवस के अवसर पर लाल किले के प्राचीर से देश को संबोधित करते हुए प्रधानमंत्री नरेंद्र मोदी ने जनसंख्या नियंत्रण और देशभक्ति को एक समान बताया। उन्होंने कहा, ‘जनसंख्या विस्फोट हमारी आने वाली पीढिय़ों के लिए कई समस्याएं खड़ी करेगा। परंतु जनता का एक धड़ा जागरूक भी है..उसका परिवार छोटा है और वह इस तरह देश के प्रति अपना प्रेम जाहिर करता है। हमें उनसे सीखना चाहिए।’ प्रधानमंत्री का यह कहना सही है कि देश की भारी-भरकम आबादी ने उसके बुनियादी ढांचे, प्राकृतिक संसाधनों और प्रशासनिक तथा शैक्षणिक क्षमताओं पर दबाव डाला है। परंतु एक तरह से देखा जाए तो जनसंख्या की समस्या आज की नहीं है।

आबादी का बढऩा जारी रहेगा लेकिन इस समस्या का विस्तार नहीं हो रहा है। निश्चित तौर पर संयुक्त राष्ट्र के जनसंख्या प्रभाग के अनुमान के मुताबिक सन 2007 में देश में पांच वर्ष से कम उम्र के बच्चों की तादाद उच्चतम स्तर पर थी। 15 वर्ष से कम उम्र के बच्चों की संख्या 2011 में उच्चतम स्तर पर पहुंची और 25 से कम उम्र की मौजूदा पीढ़ी अब तक की सबसे बड़ी तादाद वाली ऐसी पीढ़ी है। देश के महापंजीयक कार्यालय की नमूना पंजीयन व्यवस्था के अनुसार देश की कुल प्रजनन दर (टीएफआर) के आंकड़े भी जन्मदर में धीमेपन की पुष्टि करते हैं। देशव्यापी टीएफआर 2001 के 3.24 से घटकर 2011 में 2.53 हुई और 2021 तक इसके केवल 2.20 रह जाने की उम्मीद है। भविष्य में जनसंख्या वृद्घि का बड़ा हिस्सा दीर्घजीविता और बेहतर स्वास्थ्य, पोषण एवं देखभाल के कारण 60 से अधिक उम्र के लोगों के कारण होगा। यह वांछित भी है।

यह समग्र सुधार तमाम भौगोलिक और सामाजिक विविधता को छिपाए हुए है। देश के कई हिस्सों मसलन दक्षिण भारत के राज्यों, कश्मीर और पश्चिम बंगाल में टीएफआर खासतौर पर कम है। यह यूरोप के स्तर पर या उससे भी कम है। कई अल्पसंख्यक समुदायों मसलन ईसाइयों, बौद्घों, सिखों और जैनों में टीएफआर की दर 2.1 से भी कम है। परंतु उत्तर प्रदेश में यह 3 और बिहार में 3.2 है। अन्य हिंदीभाषीय प्रदेशों में भी जन्मदर काफी बेहतर है। ऐसे में यदि प्रधानमंत्री आबादी में हो रही बढ़ोतरी के प्रबंधन को लेकर गंभीर हैं तो उन्हें इन क्षेत्रों पर अधिक ध्यान देना होगा। दूसरे शब्दों में कहें तो असली चुनौती विकास की है। जनसंख्या नियंत्रण के कई लाभ हैं। अतीत में परिवार नियंत्रण के तरीकों को अपनाने से जो सबक मिले, उन्हें भी ध्यान में रखना होगा। व्यवहारात्मक बदलाव तो बाहरी प्रोत्साहन से आता है लेकिन सबसे अहम कारक हैं बढ़ता शहरीकरण, आय सुरक्षा तक पहुंच, कम शिशु एवं बाल मृत्यु दर, बेहतर स्वास्थ्य मानक आदि। महिला सशक्तीकरण जिसमें कामकाजी महिलाएं और महिला शिक्षा का प्रभाव शामिल है, वह भी इसमें अहम भूमिका निभा सकता है।

जन्म दर के मसले को देशभक्ति से जोडऩा इस समस्या से निपटने का सही तरीका नहीं है। विभिन्न क्षेत्रों और समुदायों के बीच के अंतर को अन्य विकास सूचकांकों के माध्यम से बेहतर ढंग से परिभाषित किया जा सकता है। जाहिर है इस दिशा में बनने वाली नीति में इन बातों का ध्यान रखा जाना चाहिए। संभव है सरकार दो या कम संतान रखने वालों को कुछ प्रोत्साहन देना चाहे। बहरहाल, फिलहाल राजकोषीय स्थिति ऐसी नहीं है कि ऐसा कोई कदम उठाया जा सके। सरकार के पास अन्य तमाम खर्च भी हैं। ऐसे में इस समस्या से निपटने के लिए नया खर्च करना बुद्घिमानी नहीं होगी। सरकार को स्वास्थ्य सुविधाओं के विस्तार, शहरीकरण बढ़ाने और महिला सशक्तीकरण पर अधिक ध्यान देना चाहिए।

सरकारी व्यय में कटौती से कुछ योजनाओं पर लगेगा ताला?

सरकार के भीतर अब व्यापक स्वीकारोक्ति हो चुकी है कि इसकी वित्तीय स्थिति ठीक नहीं होने से राजकोषीय राहत पैकेज लाने या सरकारी व्यय बढ़ाने की गुंजाइश काफी सीमित रह गई है। यह आभास आने वाले हफ्तों में अर्थव्यवस्था में नई जान फूंकने के लिए घोषित किए जाने वाले उपायों पर असर भी डालेगा। चालू वित्त वर्ष की पहली तिमाही के गैर-अंकेक्षित अनंतिम आंकड़ों से पता चलता है कि इसका सकल कर राजस्व 2018-19 की समान अवधि के मुकाबले केवल 1.3 फीसदी ही बढ़ा है। इस वित्त वर्ष में सकल कर राजस्व में 18 फीसदी की वृद्धि के बजट लक्ष्य को देखते हुए यह वृद्धि काफी कम है। यह तुलना वर्ष 2018-19 में संकलित कर संग्रह के अनंतिम आंकड़ों पर आधारित है, न कि बजट में पेश किए गए संशोधित अनुमानों पर। लिहाजा वृद्धि के ये आंकड़े चालू वित्त वर्ष में किए जाने वाले राजस्व प्रयासों का एक अधिक वाजिब तरीका दिखाते हैं।

इस तरह अप्रैल-जून 2019 तिमाही में कॉर्पोरेट कर संग्रह भी महज छह फीसदी बढ़ा। हालांकि व्यक्तिगत आयकर और सीमा शुल्क से प्राप्त राजस्व में वृद्धि क्रमश: 12 फीसदी और 16 फीसदी रही। पहली तिमाही में संकलित केंद्रीय वस्तु एवं सेवा कर (सीजीएसटी) 28 फीसदी की दर से बढ़ा। लेकिन देश में पेट्रोल एवं डीजल के उपभोग यानी आर्थिक गतिविधियों की रफ्तार का संकेत देने वाला उत्पाद शुल्क संग्रह करीब आठ फीसदी तक गिर गया। यह विरोधाभास हमारे लिए चिंता की वजह है। ऐसे में आश्चर्य की बात नहीं है कि सरकार ने अपने व्यय पर लगाम लगा दी है। चालू वित्त वर्ष के पहले तीन महीनों में भी सरकार का राजस्व व्यय महज छह फीसदी की दर से ही बढ़ा है। यह वृद्धि दर पूरे साल के राजस्व व्यय के लिए अनुमानित 22 फीसदी वृद्धि की तुलना में काफी कम है।

पूंजीगत व्यय की नकेल तो और अधिक कस दी गई है। इसके वर्ष 2019-20 के पूरे साल में करीब 11 फीसदी की दर से बढऩे का अनुमान है। लेकिन अप्रैल-जून की अवधि में पूंजीगत व्यय वर्ष 2018-19 की पहली तिमाही की तुलना में हुए खर्च से 27 फीसदी तक नीचे आ चुका है। अगर वित्त मंत्रालय के मुख्यालय नॉर्थ ब्लॉक का मिजाज ऐसा ही बना रहा तो सरकार विभिन्न मंत्रालयों द्वारा संचालित सभी तरह की योजनाओं एवं परियोजनाओं पर अब करीबी नजर रखेगी। सार्वजनिक वित्त-पोषित योजनाओं एवं परियोजनाओं को मंजूरी एवं उनकी समीक्षा के संबंध में जारी एक पुराने परिपत्र को कुछ हफ्ते पहले ही व्यय विभाग की वेबसाइट पर डाला गया है।

इस अधिसूचना के दो निर्देश खास अहमियत वाले हैं क्योंकि वे किसी खास संदर्भों में उसके निहित मंतव्य को भी उजागर करते हैं। पहला, यह सभी केंद्रीय मंत्रालयों को व्यय विभाग की सैद्धांतिक पूर्वानुमति नहीं मिलने पर कोई भी नई योजना या परियोजना शुरू करने से रोकता है। इस तरह यह निर्देश किसी भी मंत्री या सचिव को अपने क्षेत्राधिकार में कोई भी नई योजना शुरू करने से रोकता है जिससे नया खर्च बढऩे वाला हो। इसी के साथ वित्त मंत्रालय ने केंद्रीय मंत्रालयों को अब बेअसर एवं व्यर्थ हो चुकीं योजनाओं एवं परियोजनाओं के विलय या पुनर्गठन या उन्हें बंद किए जाने पर गंभीरतापूर्वक विचार करने को भी कहा है। यहां पर इस बात का ध्यान जरूर रखा जाना चाहिए कि एक नई योजना शुरू करने के लिए वित्त मंत्रालय की सैद्धांतिक मंजूरी लेनी होगी, वहीं किसी फालतू योजना को बंद करने या उसके पुनर्गठन की शुरुआत किसी भी केंद्रीय मंत्रालय द्वारा नॉर्थ ब्लॉक की पूर्व-अनुमति के बगैर ही की जा सकती है।

दूसरे निर्देश के कई योजनाओं के भविष्य के लिए अहम निहितार्थ हैं। वर्ष 2016 में केंद्रीय क्षेत्र द्वारा संचालित कुल योजनाएं 300 थीं लेकिन उन्हें सरल एवं कारगर बनाने की कवायद पिछले तीन वर्षों से चल रही है। इसी तरह केंद्र द्वारा प्रायोजित एवं उसकी भागीदारी वाली योजनाओं की संख्या घटाकर केवल 30 पर लाई गई थी। ऐसी योजनाओं के भविष्य पर फैसला करने की पहली समयसीमा मार्च 2017 थी जब बारहवीं पंचवर्षीय योजना का भी समापन हो रहा था। ऐसी समीक्षा की दूसरी एवं अंतिम समयसीमा मार्च 2020 होने वाली है। उसी समय 14वें वित्त आयोग की अनुशंसाओं के लागू होने की मियाद भी पूरी होगी।

वित्त मंत्रालय के पास यह तय करने के लिए केवल छह महीने ही रह गए हैं कि केंद्र सरकार की बाकी सभी परियोजनाओं एवं केंद्र द्वारा प्रायोजित योजनाओं की समीक्षा कर उनके निष्प्रभावी या फालतू हो जाने का फैसला किया जाए। दूसरा निर्देश दिखाता है कि मार्च 2020 के बाद भी जारी रखने लायक ऐसी सभी योजनाओं पर समयावधि समीक्षा का प्रावधान लागू होगा। इसके पीछे दलील यह है कि 15वें वित्त आयोग की अनुशंसाएं अप्रैल 2020 से प्रभावी होंगी और केवल वही योजनाएं इस समयावधि समीक्षा से बच सकती हैं जिन्हें फंड उपलब्धता के आधार पर आगे भी जारी रखने को सही ठहराया जा सके।

इस लिहाज से अगले छह महीने ही यह तय करेंगे कि कौन सी केंद्रीय योजना समेट ली जाएगी और किस योजना का वजूद बचा रह जाएगा? ऐसी स्थिति में आने वाले महीनों में हमें इन योजनाओं के पक्ष एवं विपक्ष में गोलबंदी भी तेज होती हुई नजर आएगी।

देश के भीतर पर्यटन को प्रोत्साहन देने के लिए सरकार ने बड़ा कदम उठाया है। सरकार ने एक महीने के लिए ई-वीजा पेश करने और अहम व गैर अहम सीजन के लिए शुल्कों को लचीला बनाने का निर्णय लिया है। केंद्रीय पर्यटन मंत्री प्रहलाद पटेल ने आज छुट्टियां बिताने वाले पर्यटकों के लिए शुल्कों में कमी करने की घोषणा की। ऐसे पर्यटकों से अप्रैल से जून और जुलाई से मार्च के बीच की अवधि में 30 दिनों के ई-वीजा का शुल्क क्रमश: 10 डॉलर और 25 डॉलर वसूला जाएगा। अभी भारत ज्यादातर देशों को एक वर्ष की अवधि के लिए ई-वीजा जारी करने पर 80-100 डॉलर का शुल्क वसूल करता है।

2018 में भारत में 1.05 करोड़ विदेशी पर्यटक आए जो कुछ अन्य एशियाई देशों के मुकाबले बहुत कम है। पिछले वर्ष सिंगापुर में 1.85 करोड़ पर्यटक पहुंचे जबकि थाइलैंड जाने वाले पर्यटकों की संख्या 3.8 करोड़ रही। पर्यटकों के लिए भारत के कम आकर्षक होने की वजह उच्च वीजा शुल्क है और अब उनको लुभाने और विदेशी मुद्रा की आवक बढ़ाने के लिए शुल्कों में कटौती की जा रही है। एक वर्ष और पांच वर्ष के लिए ई-वीजा देने पर जापान, सिंगापुर और श्रीलंका के नागरिकों से 25 डॉलर का शुल्क लिया जाएगा जबकि अन्य देशों के लिए शुल्क क्रमश: 40 डॉलर और 80 डॉलर वसूला जाएगा। लचीले शुल्क के साथ पर्यटकों के लिए एक महीने की अवधि के लिए ई-वीजा जारी करने का निर्णय प्रधानमंत्री कार्यालय में हुई हालिया बैठक में लिया गया था। इसमें ई-वीजा की वैधता को मौजूदा एक वर्ष की अवधि से बढ़ाकर पांच वर्ष करने पर भी निर्णय लिया गया था। विदेश मंत्रालय से मंजूरी मिलने के बाद नए शुल्कों का औपचारिक आदेश जारी कर दिया जाएगा।

विदेशी पर्यटकों के लिहाज से अप्रैल-जून का महीना कमजोर अवधि मानी जाती है और 2017 में कुल विदेशी पर्यटकों में से करीब आधे जनवरी से मार्च और जुलाई से सिंतबर में आए थे। बांग्लादेश, अमेरिका और ब्रिटेन सहित सभी बड़ी जगहों से आने वाले विदेशी पर्यटकों के लिए दिसंबर का महीना अहम होता है। इंडियन एसोसिएशन ऑफ टूर ऑपरेटर्स के पूर्व उपाध्यक्ष राजीव कोहली ने कहा, ‘श्रीलंका और थाइलैंड जैसे देश मुफ्त वीजा के कारण भारतीय पर्यटकों को आकर्षित करने में सफल रहे हैं। सरकार के निर्णय से अब संकेत मिलता है भारत भी पर्यटकों का स्वागत करने के लिए तैयार है।’

थॉमस कुक की घरेलू पर्यटन विभाग टीसीआई के प्रबंध निदेशक दीपक देवा ने कहा, ‘यह बहुत ही अच्छा कदम है। इस कदम के बाद अगले दो से तीन वर्षों में भारत आने वाले पर्यटकों की संख्या दोगुनी हो जानी चाहिए। इस कदम से गोवा जैसे दूर दराज वाले पर्यटन स्थलों को भी लाभ होगा। विदेशी पर्यटकों के लिए भारत हमेशा से आकर्षक पर्यटन स्थल रहा है लेकिन उच्च वीजा शुल्क ने भारत की यात्रा को महंगा बना दिया था।’ पिछले वर्ष जनवरी में पर्यटन मंत्रालय ने 2020 तक विदेशी पर्यटकों की संख्या दोगुनी कर 2 करोड़ करने का लक्ष्य बनाया था। हालांकि 2018 में वृद्घि दर सुस्त पड़ गई और पर्यटकों की संख्या महज 5.2 फीसदी बढ़ कर 1.05 करोड़ पर ही ठिठक गई। 2019 के पहले चार महीनों में वृद्घि दर महज 1.9 फीसदी रही जिसके लिए पिछले वर्ष वीजा शुल्क में किए गए इजाफे को जिम्मेदार माना गया। विगत जुलाई में सरकार ने ज्यादातर देशों के लिए ई-वीजा शुल्क को 50 डॉलर से बढ़ाकर 80 डॉलर कर दिया था और अमेरिका तथा ब्रिटेन के लिए इसे 75 डॉलर से बढ़ाकर 100 डॉलर कर दिया था।

अतिवृष्टि और तबाही

अगस्त का महीना भारत के लिए हमेशा ही बाढ़ का महीना होता है। इस महीने तक अगर बाढ़ की खबरें न आने लगें, तो मान लिया जाता है कि सूखा पड़ गया है। बाढ़ जो विनाश लाती है, वह भी हमारे लिए नया नहीं रहा है। लेकिन इस बार यह सब जिस तरह से और जिस बडे़ पैमाने पर हो रहा है, वह डराने वाला है। कहीं बादल फट रहे हैं, तो कहीं भू-स्खलन हो रहे हैं, कहीं पुल बह रहे हैं, तो कहीं पूरी सड़क ही अतिवृष्टि की भेंट चढ़ रही है। सिर्फ यह कहना कि देश का एक बड़ा हिस्सा बाढ़ की चपेट में है या यह कि बाढ़ के चलते देश के एक बड़े हिस्से में जन-जीवन अस्त-व्यस्त हो गया है, इस समस्या को कम करके आंकना होगा।

समस्या को अगर एक अन्य तरह से देखें, तो यह वह साल है, जब शुरू में मौसम के सारे आकलन कह रहे थे कि इस बार मानसून औसत से कम रहेगा। देश के कई हिस्सों में सूखा पड़ने की आशंकाएं अप्रैल और मई के महीनों से ही गहरा रही थीं। और जून खत्म होते-होते जब मानसून आमतौर पर पूरे देश को भिगो चुका होता है, तब यह सुनने में आ रहा था कि देश के ज्यादातर हिस्सों में सूखे के हालात हैं और इसका असर फसलों की बुवाई पर पड़ा है। कहां औसत के कितनी कम बारिश हुई है, इसके आंकडे़ तक आने लगे थे। फिर मौसम ने अचानक करवट ली और देश का एक बड़ा हिस्सा अतिवृष्टि से जूझता नजर आया।

इस समय हालत यह है कि दक्षिण, पश्चिम और उत्तर भारत तकरीबन हर जगह से अतिवृष्टि के कहर की खबरें आ रही हैं। पहाड़ों पर भू-स्खलन और बादल फटने की वजह से हुए नुकसान की खबरें तो आ ही रही हैं, राजस्थान जैसा सूखा माना जाने वाला प्रदेश भी भीषण बाढ़ से त्रस्त दिख रहा है। देश के सभी जलाशय पहले ही लबालब हो चुके थे और भारी बारिश जारी रहने के कारण बांध के गेट खोल दिए गए हैं, जिसका पानी एक और खतरा बनकर चारों ओर फैल रहा है। जान-माल का नुकसान बहुत बड़ा है, पर शायद यह अभी उसे गिनने का समय नहीं है। अभी जरूरत उन लोगों को बचाने और राहत पहंुचाने की है जो या तो बाढ़ में फंसे हैं या इसकी वजह से बेघर हो चुके हैं।

अतिवृष्टि का यह नया रूप पिछले कुछ साल से हमें परेशान कर रहा है। हर बार पहले से ज्यादा। पिछले साल कुछ ही दिनों की बारिश ने केरल के एक बड़े हिस्से के लिए भारी मुसीबतें खड़ी कर दी थीं, इस साल केरल समेत देश के तकरीबन सभी प्रदेश इस भयावह अनुभव से गुजर रहे हैं। वैज्ञानिक मौसम के इस बदलते मिजाज को जलवायु परिवर्तन के एक लक्षण की तरह देख रहे हैं, जो शायद एक सच भी है। लेकिन इसके साथ एक सच यह भी है कि इस बीच हमने पहाड़ों के गाद-गदेरों और नदियों-नालों के उस रूप को भी काफी बदल दिया है, जो आसानी से बारिश का पानी सहेजकर शेष को समुद्र तक पहुंचा देते थे।

कहीं नदियों के डूब क्षेत्र पर कब्जे हो रहे हैं, तो कहीं उनमें तरह-तरह की संरचनाएं खड़ी हो रही हैं। मकान, दुकान और यहां तक कि कई पर्यटन स्थल भी स्थापित कर दिए हैं। कुदरत ने बारिश को समुद्र तक पहंुचाने का जो रास्ता तैयार किया था, हमने उसमें तरह-तरह की बाधाएं खड़ी कर दी हैं। मौसम विभाग का कहना है कि बारिश अब चंद रोज की मेहमान है। ऐसा हुआ, तो कुछ दिन में बाढ़ भी चली जाएगी, पर क्या हम कोई सबक लेंगे?

सूखे की आशंकाएं, बाढ़ की आपदा

मूसलाधार बारिश और बाढ़ से तबाह केरल-कर्नाटक से अनेक मार्मिक कहानियां सुनने को मिल रही हैं। एक कहानी बूढ़ी ईसाई महिला की है, जिन्होंने पास के मंदिर में शरण लेना मुनासिब समझा, क्योंकि वह जगह उन्हें सबसे सुरक्षित लगी। एक अन्य कहानी केरल के मलप्पुरम जिले के तीन नौजवानों की है, जो बाढ़़ में फंसे लोगों की जान बचाने में जुटे थे, मगर एक भू-स्खलन में उन तीनों की जान चली गई। बलिदान की इस तरह की कहानियां अक्सर चंद सुर्खियों में दम तोड़ देती हैं। एक पशुपालक ने तो अपने 50 मवेशियों की जान बचाने और उन्हें भूखा न छोड़ने की खातिर उनके साथ ही रुकने का जोखिम मोल लिया, हालांकि अपनी जान बचाने के लिए वह उन्हें उनके हाल पर छोड़ भाग सकता था। कर्नाटक के बेलगावी राहत शिविर ने तो अपने यहां पनाह लिए लोगों की इतनी अच्छी देखभाल की कि पानी उतरने के बाद भी लोग वहां से अपने घर जाने को तैयार न थे।

ये वो चंद कहानियां हैं, जो तस्दीक करती हैं कि एक-दूसरे के प्रति गहरे संदेहों से भरे होने और आज के ध्रुवीकृत नफरती माहौल के बावजूद मानवीय मूल्य हमारे भीतर बचे हुए हैं। कोई विद्वेषी से विद्वेषी भी शायद इन कहानियों को नजरंदाज नहीं कर सकता। कर्नाटक में भी स्थानीय विधायक अपने-अपने क्षेत्रों में राहत और बचाव के कार्यों में मदद के लिए उतर आए, भले ही इसकी पहल उनकी प्रतिद्वंद्वी पार्टी के लोगों ने ही क्यों न की हो।

इसके अलावा वहां जिंदगी अपने ढर्रे पर ही आगे बढ़ती दिखी है। राजनेताओं ने नुकसान के आकलन के लिए हवाई दौरे किए और उन इलाकों को नजरंदाज किया, जहां उनकी विरोधी सरकारें हैं। फिर उन्होंने वही पारंपरिक बयान दिए और बचाव व राहत में मदद के वादे किए। मुख्यमंत्रियों ने कुदरती आपदा के आगे अपनी बेबसी का राग अलापा, कभी-कभी उन्होंने केेंद्र सरकार पर उंगली उठाई और अधिक राहत राशि की मांग की। इस समस्या की जड़ तक पहुंचने के लिए क्या उन्हें जमीन पर एक साथ नहीं बैठना चाहिए, ताकि इसका ठोस हल निकल सके? क्या कुदरती आपदाओं पर राष्ट्रीय बैठक की कोई व्यवस्था है, जिसमें सभी सियासी पार्टियां सक्रिय रूप से भाग लें?

केरल में पिछले साल अगस्त में आई बाढ़ ने पूरे प्रदेश को तबाह कर दिया था। 483 लोग उसकी भेंट चढ़ गए थे, जबकि 140 लापता हो गए। इस साल भी अगस्त महीने में ही आई इस आपदा में अब तक 104 लोग मारे जा चुके हैं, जबकि अनगिनत लापता हैं। इस साल केरल के सिर्फ उत्तरी और मध्य हिस्से प्रभावित हुए हैं। पिछले साल अचानक मूसलाधार बारिश के कारण उमड़ते बांधों द्वारा पानी छोड़े जाने को बाढ़ का मुख्य कारण बताया गया था। तब यह भी कहा गया था कि 100 वर्षों में एक बार ऐसा होता है। इस बार तो दो दिनों के भीतर ही 80 भू-स्खलनों ने केरल को हिलाकर रख दिया। मल्लपुरम जिले में हुए भू-स्खलन में आधा गांव दफ्न हो गया। यह पश्चिमी घाट का ही एक हिस्सा है। करीब 45 परिवारों के इसमें मारे जाने का अंदेशा है। 50 फीट से भी ऊंचे मलबे में दबे लोगों की तलाश में प्रशासन में जुटा हुआ है।

इसके पड़ोसी कर्नाटक को तो दोहरी मार झेलनी पड़ रही है। चंद हफ्ते पहले तक इसके 80 फीसदी जिले भीषण सूखे के शिकार थे। यहां तक कि स्कूलों को लंबी अवधि के लिए बंद करना पड़ा था। लोगों की प्यास बुझाने के लिए बड़े स्तर पर टैंकरों की सेवा ली जा रही थी। राज्य के पश्चिमोत्तर और उत्तरी भाग को सूखाग्रस्त घोषित किया जा चुका था। लेकिन कर्नाटक सरकार सूखे की वजह से हुए नुकसान का आकलन कर पाती कि दूसरे इलाकों में भारी बारिश शुरू हो गई। अब केंद्रीय टीम सूखे और बाढ़, दोनों के नुकसान का आकलन करने में जुटी है। लगभग 70 लोग अब तक यहां बाढ़ की भेंट चढ़ चुके हैं।

दूसरी ओर, तमिलनाडु में जल संकट तो इतना गंभीर हो चला था कि निजी दफ्तर बंद करने पडे़ और कर्मचारियों को घर से ही काम करने की इजाजत देनी पड़ी थी, यहां तक कि रेस्टोरेंट्स ने दोपहर का भोजन परोसना बंद कर दिया था, क्योंकि बर्तनों को साफ करने में ज्यादा पानी खर्च होता है। स्थानीय प्रशासन ने स्कूलों-कॉलेजों में ऐसे शौचालयों का विकल्प तलाशना शुरू कर दिया, जिनमें पानी का न के बराबर इस्तेमाल हो सके। बावजूद इसके तमिलनाडु सरकार अपनी आंखें मूंदे बैठी रही और यही दावा किया कि राज्य में ऐसा कोई जल संकट नहीं है।

किसी भी कुदरती आपदा में सबसे ज्यादा नुकसान हाशिए के लोगों को उठाना पड़ता है, क्योंकि उन्हें अपनी दैनिक जरूरतों की पूर्ति के लिए अपनी जगह छोड़नी पड़ती है। ऐसे लोग पिछले साल के नुकसान का मुआवजा भी नहीं ले पाते। दक्षिणी राज्यों में भी सरकारी अधिकारी खाली घरों के दरवाजे पीट लौट गए थे। अब वे फिर नए संकट की गिरफ्त में हैं। जलवायु परिवर्तन और इंसानी ज्यादतियों को सूखे और बाढ़ की मुख्य वजह माना जाता है, और पश्चिमी घाट की संवेदनशील पारिस्थितिकी से जुड़ा विस्तृत अध्ययन हमारे पास पहले से मौजूद है। माधव गाडगिल कमिटी ने अपनी 2011 की रिपोर्ट में इस क्षेत्र में भू-स्खलन और तबाही के कारणों के बारे में विस्तार से कहा है। लेकिन राजनीतिक वर्ग ने उसकी सिफारिशों को पूरी तरह से अनदेखा कर दिया। एक वन-अधिकारी के मुताबिक, कोई भी यदि राज्य में ग्रेनाइट और अन्य खनन गतिविधियों की सूची तैयार करे, तो उसे आसानी से मालूम हो जाएगा कि ज्यादातर भू-स्खलन इनके आस-पास ही हुए हैं।

वनों की कटाई और प्राकृतिक संसाधनों की लूट के कारण पारिस्थितिकीय त्रासदी पैदा हो रही है। यह सबको पता है कि पश्चिमी घाट की पारिस्थितिकी बेहद नाजुक है और भारत के मेट्रोलॉजिक सिस्टम में इसकी अहम भूमिका है। भारत का जून से सितंबर तक का मुख्य मानसून अपनी यात्रा केरल से ही शुरू करता है। जैसे-जैसे इन पर्वतों से गुजरता है, वह मजबूत होता जाता है। वैसे, दक्षिण ही नहीं, उत्तर भारत के भी कई राज्य इस समय भयंकर बाढ़ की त्रासदी झेल रहे हैं। इसलिए बेहद जरूरी है कि नीति-निर्माता इस समस्या के हल के लिए फौरन अपनी सक्रियता दिखाएं। जलवायु परिवर्तन की अनेदखी अब और नहीं की जा सकती।

Direct tax code: Baby steps forward

The reported recommendations of the Akhilesh Ranjan led task force on the Direct Tax Code — to lower the corporate tax rate to 25% for domestic and foreign companies, widen the personal income-tax bands and remove surcharges — are welcome in their direction but fall short of a radical overhaul of the tax system. Corporate tax reduction has been in dribs and drabs, this year’s Budget reducing the rate for companies with a turnover of up to Rs 400 crore to 25%. This could stunt corporate growth. Ideally, India should lower the corporate tax rate below 20%, in sync with global trends, to attract investment and boost growth. But irrational incentives must be dumped. Rightly, many corporate-tax exemptions have already been grandfathered.

The panel’s suggestion to scrap the dividend distribution tax (DDT) on companies and, instead, tax dividends in the hands of shareholders at the rate applicable to their income bracket makes eminent sense. This would be more fair and revenue-efficient. A tax regime that encourages startups is fine. Bold reform calls for scrapping the angel tax. Hopefully, the drafting of the code that will replace the archaic income-tax law would be simple and clear, to maximise certainty and minimise disputes. The report of the task force must be available for public comment at the earliest. The panel’s suggestion to have a negotiated settlement via mediation — between the taxpayer and the Central Board of Direct Taxes — is sensible. This is an efficient and effective way to resolve disputes without moving courts. In tandem, the existing dispute-resolution mechanism must also be strengthened.

Typically, listed companies want to maximise their value on the stock markets and do not achieve anything by concealing incomes. The goods and services tax, with its multiple audit trails, will create a broader base for direct taxes, when its data is mined, and help tap undisclosed incomes by individuals and businesses. Income-tax collections will increase when the level of prosperity rises, and when tax rates hurt less.

Something special

India and Bhutan have a good thing going; each must take the other’s concerns seriously

Prime Minister Narendra Modi’s two day visit to Thimphu affirmed a long-standing tradition between India and Bhutan, where the leaders of both countries have given visiting each other a major priority early in their tenures. Mr. Modi returned a state visit to India by Bhutan Prime Minister Dr. Lotay Tshering in December 2018; this visit was actually delayed to include outcomes such as the inauguration of the 720 MW Mangdechhu hydropower plant. The relationship is indeed built on a traditional closeness, one that is unique in today’s world. Open borders, close alignment and consultation on foreign policy, and regular, open communications on all strategic issues are the hallmark of the relationship that has maintained its consistency for the past many decades. Bhutan’s unequivocal support to India on strategic issues has meant a lot to India on the international stage and at the United Nations. Equally, Bhutan’s leadership has not flinched in opposing threats to India; for instance, the former King’s efforts in 2003 to drive out ULFA rebels or more recently, support for India’s stand against Chinese troops on the Doklam plateau. India’s assistance to Bhutan’s planned economy, to constructing its highest revenue earner of hydropower generated electricity, and then buying the electricity generated has also ensured a symbiotic and mutually beneficial base to the relationship, which has been nurtured by the leaders in both countries, in a manner Mr. Modi called “exemplary”.

It would however, be a mistake for New Delhi to take the relationship with Thimphu for granted. In the past few years, ties came under a strain over India’s sudden change in its power purchasing policy, rigid rates and refusal to allow Bhutan to join the national power grid and trade with third countries like Bangladesh. These issues are being addressed now. Another concern that could create differences is over Bhutan’s worry that too much trade, transport and tourism from India could put its environment at risk. India’s plans for a Motor Vehicles Agreement (MVA) in the Bangladesh-Bhutan-India-Nepal grouping have been held up, and a Bhutanese proposal to levy entry charges on Indian tourists could cause differences with India. Earlier generations of Bhutanese students never looked beyond India, but in recent years young Bhutanese have shown a preference for education destinations in Australia, Singapore and Thailand. There is thus much to repair in the ties. More importantly, New Delhi will have to remain alert to strategic powers which are courting Bhutan assiduously, as is evident from the high-level visits from China and the U.S. In a world of growing options, it remains in India’s and Bhutan’s best interests to make each other’s concerns a top priority.

Can a CDS act as a catalyst for further defence reforms?

In India, a strategic process delivers results only when it is backed by political heft, which this government can provide

Prime Minister Narendra Modi’s announcement from the ramparts of the Red Fort that India will soon have a Chief of the Defence Staff (CDS) is a welcome step and reflects a multi-sectoral urgency within the government to initiate reform. To be honest, this writer had earlier been sceptical about such a measure because of the fear that it would be a piecemeal step without any accompanying change in the Ministry of Defence (MoD).

While the previous dispensations did not display the seriousness and political will needed to view the military as a tool of statecraft, this government’s approach seems to be different. The close involvement of the political leadership, ever since the cross-border strikes into Myanmar, in the military’s operational matters has probably given it a bird’s-eye view of the necessary reforms.

Further, even while acknowledging the military’s contribution to national security, Mr. Modi has often expressed concerns about the lack of synergy within the armed forces — not to the media, but directly to the senior leadership of the forces at the Unified Commanders’ Conference.

The three services, on their part, have been involved in sparring for space in this debate by protecting their respective turfs and trying to orchestrate some middle-level reform. Here again, this writer has repeatedly argued that to be effective, a top-down approach to defence reform is the only forward.

Questions and challenges

So, will the CDS be a glorified Chairman of the Chiefs of Staff Committee, or will he be an empowered bridge between the military and the political leadership? Will the government be bold enough to immediately assign him operational responsibilities in a phased manner, or will it follow an incremental approach of first entrusting him with issues such as acquisitions, training and policy? Will there be an accompanying reform in the MoD? These are among the questions that merit serious reflection. It also needs to be assessed whether the military ecosystem has kept pace with the rapid changes in warfare and geopolitics.

The demands and challenges confronting a CDS will be of the kind that the military leadership has never faced before. Balancing national interests, shedding his own service affiliations, and looking after the interests of all the three services will always be a tough act. He must also have the world view and political awareness necessary to engage with diverse stakeholders. As seen from the Western experience, this will happen only after years of joint-service assignments, an exposure to working with government and educational interludes in a military career.

India currently faces multiple security challenges. Ingrained with a mindset shaped by conflicts and face-offs on its land frontiers and near-continuous internal armed conflicts, India’s security landscape has been naturally dominated by the Indian Army. Balancing this reality with a realisation that both maritime and air power are going to play an increasingly important role in India’s rise as a leading power will be among the initial strategic challenges any CDS faces.

Achieving inter-services synergy

Whether the creation of CDS will lead to the creation of ‘integrated theatre commands’ is too early to predict. However, four of the immediate tasks for the CDS are: improving inter-services synergy and laying the road map for time-bound integration; attaining a seamless integration of the MoD with service headquarters; assuming the operational responsibilities for all tri-service commands and agencies; and steering the creation of integrated battle groups for various contingencies as a precursor to validating the concept of theatre commands.

Cynics will argue that given the difficulties faced by the Chief of Integrated Defence Staff — who had been tasked with a large part of this mandate almost two decades ago — to push for reform at the desired pace, how will the CDS succeed? The simple answer is that, in India, only when political heft is attached to a strategic process will it deliver results.
