‘In our past lies our future … Indian tourism hasn’t marketed the precious assets embedded in our heritage to full potential’

The outbreak of the pandemic last year singed all areas of business. Arguably, the worst affected has been the tourism and hospitality industry, which had to bear the brunt of lockdowns and social distancing. This area of business also happens to be one where India has inherent competitive advantages and absorbs a large number of job seekers. Nakul Anand, Executive Director, ITC, and Chairman of the Federation of Associations in Indian Tourism & Hospitality (FAITH), lays out the scenario and the industry’s expectations to Amin Ali:

What are the lessons learnt from one of the toughest years for the tourism industry ?

According to the UN World Tourism Organization (UNWTO) this is by far the worst crisis international tourism has faced since records began in 1950. It is most important that tourism, travel and hospitality industry stay united as they were during the crisis. Tourism contributes an estimated 10% to the Indian economy and is our biggest ambassador to the world. It can thus also be an engine to revive growth as it offers great opportunities for employment and showcases brand India to the world.

What are the opportunities ?

Out of 140 countries, India ranked 8th on cultural resources and business travel, 13th on price competitiveness and 14th on natural resources in World Economic Forum’s Travel & Tourism Competitiveness Report 2019. Despite these superb rankings, India’s overall tourism competitiveness ranking at 34 reveals that we have not monetised or marketed the precious assets embedded in our heritage to their full potential, as other countries do.

In our past lies our future. This is not about just the hotel industry but about reimagining ‘Tourism India’ in its entirety. Yoga, ayurveda, knowledge of balanced and healthy life recorded in Vedas, ancient wisdom of healthy eating and our cuisine’s evolution have the potential to make us the holistic wellness hub of the world.

What’s your estimate of business and job losses in tourism over the last year ?

FAITH estimates Rs 15 lakh crore impact to the economy on direct and indirect basis. Rough estimate is full-time job losses could be between 3.5 to 4 crore. The travel and tourism industry provided 8.75 crore jobs and accounted for 12.75% of the total jobs created in the country in 2019.

What areas will lead the revival ?

Domestic tourism is rising, especially in the form of ‘staycations’ and leading the partial recovery. Wellness and nature holidays, Back to Roots, rural tourism and short road trips have emerged as popular travel choices. Domestic travel will continue to be the big driver all the way till summer. We are blessed to have ‘seasonal joy’ all through the year and this may well bring the much-needed spring in our steps.

Driving is the new flying! The quest for open air experiences is driving nature and rural tourism with an increasing rise in spiritual/ religious travel at domestic destinations. Adventure tourism, ski and snow destinations are other new emerging areas.

What is your expectation from the Budget for the tourism industry ?

Tourism encompasses multiple ministries and takes place in and within states. It thus requires a National Tourism Council, an empowered legislative body that will enable fast tracking of Centre-state level tourism matters and will create a ‘One India One Tourism’ approach.

Our vision is to increase the intensity of high-quality hotel accommodation in India which is low as compared to global tourism leaders. Hotels across the country thus require to be declared as an infrastructure sector so that long term funds are accessible at suitable interest rates to attract private capital hospitality, to create all-India jobs and build quality accommodation supply. To truly ensure a seamless tourist transportation experience we need to standardise all interstate road taxes and make them payable at a single point which will facilitate the ease of doing business.

There needs to be an income tax exemption on travelling within India. Indian citizens should get income tax credits for up to Rs 1.5 lakh when spending with GST registered domestic tour operators, travel agents, hoteliers and transporters anywhere within the country. We also need to incentivise Indian corporates, offer a 200% weighted income tax expense benefit, to undertake domestic meetings, incentives, conferences & events and to prevent Indian MICE events from going abroad.

To create structured global awareness of multiple Indian tourism verticals – Indian MICE, Indian adventure, Indian heritage under the Incredible India main brand – at least Rs 2,500 crore of global branding budget must be allocated.

Saving The Republic

The secular, inclusive character of the country is under threat

In a few days, the nation will commemorate the birth of the republic. This year, Republic Day falls in the shadow of the wreckage caused by the COVID-19 pandemic and protests by thousands of farmers on the borders of the national capital against laws that seek to further corporate interests. It is also a time to reflect on the health of the nation and ask ourselves if all’s well with the republic.

Some days ago, while launching a book on Mahatma Gandhi, RSS supremo Mohan Bhagwat said: “If you are a Hindu then you will be an automatic patriot. You may be an unconscious Hindu, you may need awakening, but a Hindu will never be anti-India.” The divisive intent behind this statement is self-evident. For the RSS and BJP, religion is the axis around which the nation constitutes itself.

The environment of hate the RSS had created around the Partition of the country claimed the life of the Father of the Nation, Mahatma Gandhi. Nathuram Godse, who murdered Gandhi, continues to be hailed as a great patriot by many RSS-BJP supporters. As per Bhagwat’s definition of patriotism, a Godse will qualify as a patriot but not a Babasaheb Ambedkar, who chose Buddhism after rejecting a discriminatory Hinduism.The RSS chief’s remark is also intended at downplaying the contributions of people from other religions, secularists and atheists in the freedom movement and the development of the republic. According to Bhagwat, a Maulana Azad would not be a patriot because he was a non-Hindu. Dadabhai Naoroji and Homi Jehangir Bhabha too would not qualify. A revolutionary patriot like Bhagat Singh, because of him being an atheist, would have his patriotism questioned, ironically, by those who stayed away from the freedom movement.

Our freedom movement was the confluence of many streams of thoughts and actions. The communists raised the issue of liberation not only from foreign rule but also from all forms of exploitation. Gandhi, after his return from South Africa, during the same period emerged as the leader of the anti-imperialist freedom movement. He raised the issue of Hindu-Muslim unity. Ambedkar, who returned from London in 1920, called for the annihilation of caste.

The communists, Gandhi and Ambedkar had differences but they worked together to unite the people and to end colonial rule. After India gained Independence in 1947 and the Constituent Assembly was convened, these three streams engaged with each other to consolidate the ideals of equality, liberty and fraternity in the Constitution.

At the same time, the Hindu right-wing, namely the RSS and Hindu Mahasabha under V D Savarkar, was trying to sabotage the national movement. When the whole country was getting united for a decisive struggle against colonialism, the RSS and Mahasabha were trying to divide the country in the name of religion. It is ironic that the RSS, which never took part in the freedom struggle, and its affiliate, the BJP, are distributing certificates of patriotism today.

Long ago, Ambedkar had warned that “it is perfectly possible to pervert the Constitution, without changing the form by merely changing the form of administration and to make it inconsistent and opposed to the spirit of Constitution”.

The communists, Ambedkarites and Gandhians need to take up the challenge to save the republic and the Constitution.

India-Nepal relations in a new transition

New Delhi is comfortable with some changes as its Nepal policy is heading towards deeper engagement with all sections

As a unique characteristic, Nepal’s internal political fundamentals continue to shape its foreign policy choices. In the process, what gets lost is the scope of pursuing ‘enlighted self-interest’. In such a scenario, any inbound or outbound delegation is seen from a different prism, and anything discussed or not equally gives ample space to interpretation and misinterpretation. The year 2020 marked China’s unprecedented aggression, with an aim to counter India’s conventional edge in Nepal and South Asia at large. Accordingly, China’s geo-strategic, economic and infrastructural drives were made tempting to a precarious Nepal with its fragile democracy and the adulterated ideological standing of the ruling Communist Party of Nepal (CPN).

The CPN is a divided house, and publicly, this was known when Nepal’s Prime Minister K.P. Sharma Oli dissolved the House of Representatives in late December 2020. The move was termed ‘unconstitutional’ by the experts and the country’s Supreme Court is hearing writ petitions against Mr. Oli. In fact, the Court has called for ‘serious constitutional interpretation’. This merits to be seen even as a moral denial of the Oli government’s stature as a ‘caretaker government’.

Amidst the domestic political chaos, the Minister for Foreign Affairs of Nepal, Pradeep Kumar Gyawali (picture), visited New Delhi for the sixth meeting of the India-Nepal Joint Commission on January 15, 2021(https://bit.ly/3bTMniG), that was co-chaired by the External Affairs Minister S Jaishankar.

Business as usual

The keenly awaited meeting proved to be more focused on confidence-building measures such as exchanges of courteous remarks on significant and concrete progress made since the last meeting of the Joint Commission in taking forward several bilateral initiatives, and the close cooperation between the two sides in combating the COVID-19 pandemic. An early provision of vaccines to Nepal was positively considered by India. On the development partnership front, the expansion of the Motihari-Amlekhganj petroleum products pipeline to Chitwan and the establishment of a new pipeline on the eastern side connecting Siliguri to Jhapa in Nepal formed a part of the discussions. For the upgraded first passenger railway line between India and Nepal from Jaynagar to Kurtha via Janakpur, the elusive operating procedures for commencement of train services have been discussed. Other “cross-border rail connectivity projects, including a possible Raxaul-Kathmandu broad gauge railway line”, were also discussed.

The Joint Commission laid emphasis on the need for facilitating cross-border movement of people and goods, thus giving the sub-regional cooperation, its actual due. The recently inaugurated Integrated Check Posts (ICPs) at Birgunj and Biratnagar have helped in the seamless movement of people and trade between the two countries. The construction of a third integrated check post at Nepalgunj has already commenced, while the new integrated check post at Bhairahwa would begin shortly. Since Nepal relies on India’s seaports in a big way for trading, and goods are transported by road, the integrated check posts are expected to ease trade and transit.

The joint hydropower projects, including the proposed Pancheshwar Multipurpose Project, should get positive momentum following this round of meeting. India’s support to two more cultural heritage projects in Nepal, namely, the Pashupatinath Riverfront Development and the Bhandarkhal Garden Restoration in Patan Durbar is significant in the times when China is exploring all avenues to disrupt Nepal’s natural choice in policy-making. Moving away from the recent hiatus, Nepal expressed support for India’s permanent membership of an expanded UN Security Council (UNSC) to reflect the changed balance of power. The next meeting of the Joint Commission in Nepal should be crucial in giving a new direction to the bilateral ties, keeping a balance between change and continuity.

Stirrings for change

Notwithstanding the Nepali side’s demand to include the boundary in the Joint Commission Meeting, India made it clear to find a fresh mechanism to resolve any such crucial long-pending issue. Apparently, this was not something surprising, however, as Kathmandu had seen certain signals about this. The growing disenchantment among the Nepali masses over the increased centralisation of power, failure of the Provincial System in addressing the developmental issues, misuse of Presidential authority by Nepal’s President Bidya Devi Bhandari, and unprecedented corruption provide ample room for a re-setting of Nepal’s democracy. Worryingly, a large section of the people want the ‘cultural Monarchy’ back to substitute the Presidential system and a re-establishment of certain traditional ways to governance. While the unusual developments are taking place in Nepal, there are many who still think that India is comfortable with some changes as its Nepal policy is heading very clearly towards deeper engagement with all sections.

The timing of the high-profile visit was strategically important as in the last few months, as Mr. Oli had categorically placed conditions before engaging with India at the top decision-making level. With a possibility of surviving the self-created political stalemate feeble, Mr. Oli is believed to be receptive towards unexpected changes. This is not something unfounded as one of the key centres of the pro-monarchy agitation is his constituency in eastern Nepal, Jhapa. In the time of transition, his outreach to India is being seen in such contexts. A great survivor so far, he is believed to be open to gaining a new ground of support from different quarters including India. His China connection has been artificial and failed him at times, and he knows this better than anyone else. It is equally true that he has failed China too at times; by breaking even the cosmetic ‘Communist unity’ in Nepal, he has finally made China’s hyper-interventionism a wasted effort.

Democracy in Nepal is achieved, not ascribed, and Nepal and its people deserve a better deal than what has been offered by the Oli-Bhandari duo. Like many other democracies across the world, Nepal’s democracy has been affected with an extreme rise in majoritarian sentiments. Nepal cannot afford to enter in another round of political instability, and those who have commanding authority to spearhead India-Nepal bilateral relations must give a humane consideration to it. At the crossroads, Nepal needs action and to come to term with realities.

भूगर्भीय जल का गहराता संकट

पिछले दिनों राजस्थान सरकार ने शहरी क्षेत्रों में भी भूगर्भीय जल के दोहन की प्रक्रिया प्रारंभ करने के पूर्व स्वीकृति के उपबंध को समाप्त कर दिया। इससे जगह-जगह जमीन में नलकूप खोदने का काम शुरू हो गया। जो लोग मानवता के भविष्य के लिए जल संरक्षण के प्रति प्रतिबद्ध हैं, उन्हें यह स्थिति डराती है, क्योंकि भूगर्भीय जल के अनियंत्रित दोहन ने उपलब्ध जल भंडारण की स्थिति को भयावह कर दिया है। स्थिति यह है राजस्थान के केवल तीस उपखंडों को भूगर्भीय जल की दृष्टि से सुरक्षित माना जा सकता है, बाकी दो सौ तीन उपखंड डार्क जोन में हैं और छह उपखंड संवेदनशील स्थिति में हैं। राजस्थान का एक बड़ा हिस्सा मरुस्थलीय है। लेकिन प्रदेश के जिन हिस्सों को नदियों के सानिध्य का सुख प्राप्त है, उन हिस्सों में भी पिछले डेढ़ दशक में भूगर्भीय जल के स्तर में तेजी से गिरावट आई है। हर साल गर्मी के मौसम में देश के विविध हिस्सों से जल-संकट की डरावनी तस्वीरें सामने आती हैं। कुछ साल पहले शिमला में लोगों ने जल संकट के कारण पर्यटकों की आवाजाही का विरोध किया था और चेन्नई में लोगों को सलाह दी गई थी कि वे घर से काम करें क्योंकि दफ्तरों में सबके लिए पीने का पानी जुटा पाना संभव नहीं हो पा रहा था।

मनुष्यता के लिए पानी के संरक्षण की चिंता आज भी सबसे ज्वलंत मुद्दों में एक है। इसका एक बड़ा कारण यह है कि अपनी जल संबंधी आवश्यकताओं की पूर्ति के लिए मनुष्य आज भी या तो प्रकृति पर निर्भर है या भूगर्भीय जल-भंडारण पर। ऐसे में जरूरी है कि हम प्राकृतिक जल भंडारण के स्रोतों के संरक्षण के प्रति संवेदनशील होते। लेकिन हमने परंपरागत जल स्रोतों के साथ बहुत ही स्वार्थ भरा बर्ताव किया। पुराने तालाबों, कुओं, झीलों, बावड़ियों, कुंडों को उपेक्षित छोड़ दिया और नदियों को प्रदूषित कर दिया। स्थिति यह है कि देश की अधिकांश नदियों का पानी कई जगहों पर पीने योग्य तक नहीं पाया गया है। इस सूची में वह पवित्र गंगा नदी भी है, जिसकी एक छुअन को मनुष्य का उद्धार करने वाला बताया जाता है। ये प्राचीन जल-स्रोत न केवल अपने अस्तित्व में पर्याप्त मात्रा में जल भंडारण करते थे, बल्कि भूगर्भ के जल स्तर को बनाए रखने में भी महत्त्वपूर्ण भूमिका अदा करते थे। इनकी सतह से जमीन में रिस कर गया पानी लंबे समय तक पीढ़ियों की जरूरतों को पूरी करने का आश्वासन देता था। दुर्भाग्य से तरक्की के आधुनिक मानदंडों ने प्रकृति की इस संपदा पर दोहरा प्रहार किया। न केवल परंपरागत जल स्रोतों को नष्ट किया गया, बल्कि मनमाने तरीके से भू-गर्भीय जल का दोहन भी किया गया। सत्तर के दशक में हालात तब और खराब हुए जब सरकारों ने बिना भविष्य की संभावनाओं पर विचार किए देश भर में बड़े पैमाने पर नलकूप खुदवा डाले। इससे लोगों की तात्कालिक जरूरत तो पूरी हो गई, लेकिन भविष्य के लिए भंडारण की स्थिति भयावह हो गई।

केंद्रीय भू-जल बोर्ड की रिपोर्ट के अनुसार देश में सन 2007 से 2017 के बीच भूगर्भ जल के स्तर में इकसठ प्रतिशत की गिरावट आई। हालत यह हो गई कि कई नदियों के किनारे बसे गांवों में भी लोगों को पेयजल की किल्लत का सामना करना पड़ रहा है। महत्त्वपूर्ण यह है कि सारी दुनिया में भूगर्भ जल का प्रयोग करने के मामले में भारत अव्वल है। चीन और अमेरिका का स्थान क्रमश: दूसरा और तीसरा है। भारतीय प्रोद्यौगिकी संस्थान (आइआइटी), खड़गुपर और कनाडा के अथाबास्का विश्वविद्यालय की एक साझा शोध रिपोर्ट में कहा गया है कि भारतीय औसतन प्रतिवर्ष दो सौ तीस घन किलोलीटर जल का उपयोग करते हैं। यह आंकड़ा वैश्विक एजेंसियों द्वारा मनुष्य के लिए आवश्यक माने गए जल उपयोग के मापदंडों से अधिक है। माना यह भी जाता है कि एक निश्चित सीमा के बाद यदि जल का उपयोग किया जाता है तो वह वस्तुत: उपयोग नहीं होता, दुरुपयोग होता है। हम हमारे दुरुपयोग को तार्किकता की कसौटी पर सही बताने के उपाय भले ही ढूंढ़ लें, लेकिन यह स्थिति डराने वाली है। खासकर तब, जब नीति आयोग के केपिटल जल प्रबंधन सूचिका का यह आंकड़ा पढ़ते हैं कि देश के पचहत्तर प्रतिशत घरों में आज भी जलापूर्ति की समुचित व्यवस्था नहीं है। स्पष्ट है कि इसमें अधिक संख्या वंचित तबके की है। संपन्न वर्ग की सुविधाभोगी आदतों से जन्मे संकट का सामना इसी वर्ग को करना होता है।

भूगर्भीय जल महत्त्वपूर्ण है क्योंकि यह न केवल आबादी के एक बड़े हिस्से की प्यास बुझाने के काम आता है और सिंचाई के सबसे अहम स्रोतों में एक है, बल्कि यह पर्यावरण के संरक्षण में भी प्रमुख भूमिका निभाता है। जंगलों के लिए जीवन-जल का बंदोबस्त इसी से होता है। नदियों में प्रवाह बनाए रखने और अन्य जल स्रोतों में जल स्तर बनाए रखने में भी भूजल की भूमिका को नजरअंदाज नहीं किया जा सकता। भूगर्भीय जल पृथ्वी की ऊपरी सतह और अंदरूनी सतह की चट्टानों के बीच दबाव का संतुलन भी बनाए रखता है। ऐेसे में यदि भूगर्भीय जल का अस्तित्व स्वयं संकट में आता है तो समूची मानवजाति को किन-किन परेशानियों का सामना करना पड़ेगा, इसका अनुमान सहज ही लगाया जा सकता है। फिर भूगर्भीय जल के संरक्षण की दिशा में एक मात्र चिंता यही नहीं है कि उसका अंधाधुंध दोहन हो रहा है, बल्कि पृथ्वी की सतह के कई रासायनिक प्रदूषक चट्टानों के माध्यम से पृथ्वी के अंदर रिस कर भूगर्भ जल की शुचिता को भी प्रभावित कर रहे हैं। चूंकि यह जल भंडार पृथ्वी की सतह के अंदर छिपा होता है, इसलिए इसके प्रदूषण का सहजता से अनुमान भी नहीं लग पाता। हालांकि भारत के अधिकांश हिस्सों में भूजल की अपेक्षा सतही जल की उपलब्धता अधिक है, लेकिन भूजल की उपलब्धता सभी क्षेत्रों में सहज होने के कारण भूजल पर हमारी निर्भरता पिछले कुछ सालों में बहुत बढ़ी है। जमीन की कोख से निकाले गए जल का अस्सी प्रतिशत हिस्सा सिंचाई के काम आता है। लेकिन नलकूपों के अंनियंत्रित उपयोग ने अन्य क्षेत्रों में भी भूजल के उपयोग को बढ़ाया है। एक अध्ययन में भारत में कुल जल की वार्षिक उपलब्धता 1869 अरब घन मीटर प्रतिवर्ष पाई गई, जिसमें 433 अरब घन मीटर प्रति वर्ष जल भूगर्भीय है। ये आंकड़े ही सामान्य जीवन में भूगर्भीय जल के महत्त्व को रेखांकित करते हैं। शायद यही कारण था कि सन् 2015 में जल संसाधनों पर गठित संसद की स्थायी समिति ने भी भूजल उपयोग और उसके संरक्षण की स्थिति की समीक्षा की थी और अपनी रिपोर्ट में कुछ इलाकों में भूजल के अत्यधिक दोहन व कुछ उद्योगों द्वारा भूजल के प्रदूषण पर चिंता जताई थी।

ऐसे में जरूरी है कि हम जितने भूगर्भ जल का उपयोग करें, उसी मात्रा में भूगर्भ जल को रिचार्ज करने के प्रति भी संवेदनशील हों, क्योंकि विपरीत स्थितियां पीढ़ियों के सम्मुख जीवन का संकट खड़ा कर देंगी। जल संरक्षण के लिए जहां परंपरागत जल स्रोतों का जीर्णोद्वार करना, पुराने तालाबों और कुओं की मरम्मत करना शामिल है, वहीं हमें बरसाती पानी के संग्रह के प्रति भी संवेदनशील होगा। यों तो राजस्थान में भी बड़ी ईमारतों के लिए ‘रूफ वाटर हार्वेस्टिंग’ का कानून है, जिसके तहत बरसात के दिनों में छत पर बरसे पानी को एक निश्चित प्रक्रिया द्वारा जमीन में संग्रहित करना अनिवार्य है। लेकिन यदि कानून बनाने से ही समस्याओं का समाधान हो जाता तो शायद जीवन को अनेक दुविधाओं का सामना नहीं करना होता। भूगर्भ जल संरक्षण के लिए जरूरी है कि हम लोगों को जल संरक्षण और जल के सदुपयोग के प्रति जागरूक करें और जिम्मेदार तंत्र मौजूद कानूनों की अनुपालना सुनिश्चित करने के प्रति संवेदनशील हो।

वेब सीरीज ‘तांडव’ पर मचा घमासान लगता है जल्द थमने वाला नहीं है। जिस तरह से मुंबई से लेकर दिल्ली फिर नोएडा और उत्तर प्रदेश के तमाम शहरों में इस वेब सीरीज के निर्माता, निर्देशक, कंटेठ हेड और लेखक के खिलाफ मुकदमे दर्ज हो रहे हैं, उससे एक बात तो तय है कि इसके कलाकारों और अन्य कर्मचारियों को भी मुश्किलों का सामना करना पड़ सकता है। इस वेब सीरीज पर हिंदुओं की भावनाओं को आहत करने का गंभीर आरोप है। हालांकि यह पहला मामला नहीं है जब ओवर द टॉप (ओटीटी) प्लेटफॉर्म और अन्य डिजिटल मंचों पर अभिव्यक्ति की आजादी के नाम पर आमजन की भावनाओं को भड़काने के बेहद गंभीर आरोप लगे हैं। ‘मिर्जापुर’ वेब सीरीज में नाजायज पारिवारिक संबंध और गाली-गलौज को फिल्माया गया था। इस वेब सीरीज के निर्माता समेत चार लोगों के विरुद्ध मुकदमा दर्ज कर जांच शुरू भी हो चुकी है। मगर हर बार हल्के-फुल्के अंदाज में हंगामा और प्रदर्शन के बाद सबकुछ फिर से यथावत हो जाता है। वैसे सरकार पहले ही साफ कह चुकी है कि ओटीटी प्लेटफॉर्म पर दिखाए जाने वाले फिल्म या कंटेट को लेकर सेल्फ रगुलेशन कोड बनाएं। अगर ओटीटी प्लेटफॉर्म अपने लिए सेल्फ रेगुलेशन कोड नहीं बनाते हैं तो फिर सरकार कोड बनाने पर विचार कर सकती है। अभिव्यक्ति की स्वतंत्रता के साथ-साथ जिम्मेदारियां भी तय किए जाने कर बात है। क्रिएटिव फ्रीडम के नाम पर कानून-व्यवस्था को बिगाड़ने की अनुमति नहीं दी जा सकती, किंतु तकलीफ की बात है कि बार-बार की नसीहत, सख्ती के बावजूद ओटीटी पर इस तरह की गलत और आपत्तिजनक चीजों को परोसा जाता है। यह भी बहस का विषय है कि क्या थियेटर और ओटीटी के लिए अलग-अलग मानक होने चाहिए? शायद नहीं। हर कंटेट के लिए गाइडलाइन तय किया जाना इसलिए भी जरूरी है कि कोरोनाकाल के दौरान अधिकांश फिल्में ओटीटी पर रिलीज हो रही है। ऐसे में अगर कंपनियां रेगुलेशन न होने का फायदा उठाकर समाज में वैमनस्यता या तनाव फैलाएगी तो यह किसी भी दृष्टिकोण से अच्छा नहीं होगा। ऐसे मामलों में खुद कंपनियों को अनुशासित होना होगा। अगर वो बार-बार एक ही तरह की गलती करेंगे तो सरकार को ऐसे लोगों के खिलाफ बेहद कड़ा रुख अख्तियार करना चाहिए।

औरतों से खनखनाती किसानी

देश में तीन कानूनों के खिलाफ किसानों का आंदोलन छिड़ा है और अब महिलाओं ने भी ट्रैक्टर रैली के जरिए दुनिया को अपना दमखम दिखाने की सोची है। कलम और कैमरे उसे किसान कहकर पुकारें या नहीं, इस बात से बेखबर वो मैदान में डटी हैं तो इसलिए कि उसे अपने घर-बार के साथ ही उन खेतों की भी खासी फिक्र है, जिनकी सार संभाल में उसकी भरपूर हिस्सेदारी रही है।

वैसे औरतें इस बात की परवाह कब का करना छोड़ चुकी कि उनकी पूछ कोई करे। दुनिया भले ही उसे ‘आधी दुनिया’ कहकर पुकारती हो, मगर उसकी अपनी दुनिया में वो भरी-पूरी है। परिवार और नवाचार सब में उसकी अपनी छाप रही है। कला, विज्ञान, अर्थ और समाज के पनपने में औरत के हुनरमंद हाथ और धारदार दिमाग लगा है, इसके सारे सुबूत हैं हमारे पास। जेंडर भेद के शर्मनाक पायदान पर खड़ी दुनिया की नई नीतियां इस ओर देखने लगी हैं कि वे कहीं दरकिनार न रहे। सभ्यताओं का इतिहास ये भी बताता है कि उसके लिए बने कपड़ों में कभी जेबें नहीं रहीं। यानी उसके हाथ खुले रहे और हमेशा कुछ-न-कुछ नया करने को कुलबुलाते रहे। आदमी बाहर की दुनिया की दौड़ धूप में रहा तो चूल्हा-चारा सबका इंतजाम करती हुई, वो हर बहस में भी शामिल होती रही। फिर भी दुनिया के बारे में उसका अपना नजरिया जो बना उसे कहा भी कम गया और सुना-समझा भी कम गया। आज मीडिया और बाकी मंचों की बहस में, खेती-किसानी के तजुर्बे बांटते हुए कहीं उसका चेहरा जेहन में नहीं आता। हां, किसान महिलाओं पर एक-आधा खास कार्यक्रम तैयार कर उसकी अनदेखी की भरपाई जरूर मान ली जाती है।

देहात में खेत-खलिहानों की बुवाई-कटाई के दौरान भरी गर्मी या ठिठुरती सर्दी को मात देती हुई वो खटती हुई दिखेगी। उसके ऐतराज की सुनवाई में हमारे ही कान कच्चे रहे हैं हमेशा। किसान नहीं कहकर उसे कामगार कहकर ही पुकारते रहे, ये गफलत तब तक जारी रहेगी जब तक हम पूरे मन से इसे खारिज नहीं करेंगे। देश में खालिस खेती में लगी औरतें करीब 32 फीसद हैं, लेकिन खेती से जुड़े बाकी कामों में करीब 8-10 करोड़ से ज्यादा औरतें जुटी हैं। 70-80 फीसद काम उसके भरोसे ही होता है खेती में। कानूनन उसे खेत और जमीन के अधिकार हासिल हैं मगर सिर्फ 12 फीसद को ही नसीब है ये हक अब तक। खेत में चूड़े-घाघरे-पल्लू में काम करती हुई किसान के लिए हमारी फिक्र के मुद्दे ये हों कि खेती के औजार उसकी सहूलियत और पहनावे के मुताबिक बने हैं कि नहीं? खेत में उगाने और बाजार में बेचने तक की सारी कड़ियां उसे मालूम होने के बावजूद नीतियां और कार्यक्रम उसके मुताबिक हैं कि नहीं? आदिवासी हों या छोटे किसान, हम उनसे मिल लें तो ऐतबार जरूर कर पाएंगे कि खेती से मिलने वाले लोन की अड़चनों, सरकारी फायदों, योजनाओं, खेतों में पानी की जरूरतों से लेकर बीज-मिट्टी की परख और फसल की कीमत, जैविक खेती के नफे-नुकसान तक के सारे मसलों पर अपनी गहरी समझ रखती हैं। देसी बीजों की तिजोरियां भी यही किसान हैं, जो खेती के नवाचारों और तकनीक को अपनाने में भी पीछे नहीं रहती।

राष्ट्रीय कृषि नीति के सातवें लक्ष्य में औरतों को मुख्यधारा में रखने के लिए खेती-किसानी के लिए बनी नीतियों-कार्यक्रमों में ‘जेंडर’ संतुलन की बात कही गई। देश में 70 के दशक में भारतीय महिलाओं की स्थिति पर पहली बार तैयार हुई राष्ट्रीय रिपोर्ट ‘टुर्वड इक्वलिटी’ में खेती को सबसे बड़े रोजगार की तरह पहचाना गया। इसमें कहा गया कि खेती के काम में लगी औरतें फसल कटाई के वक्त काम की दोहरी मार झेलती हैं। इसी तरह नब्बे के दशक में ‘श्रम शक्ति’ रिपोर्ट में असंगठित क्षेत्र में महिला कामगारों के हाल बयां करते हुए कहा कि खेती से जुड़ी औरतें कामकाज का भार ज्यादा सहती हैं। पिछले सालों में पद्मश्री पुरस्कारों की फेहरिस्त में दर्जन भर किसानों में दो महिलाओं को भी शामिल किया गया तो ये उनके जीवन भर की मेहनत की कमाई पूंजी ही थी। बिहार की राजकुमारी देवी अपने खेत और कुटीर उद्यम के सामान को साइकिल पर बेचकर ‘किसान चाची’ कहलाई तो ओडिशा की आदिवासी किसान कमला पुजारी ने देसी फसल को सहेजने और जैविक खेती का हुनर बांटने के लिए शोहरत हासिल की। राजस्थान की कोता बाई की कामगार से फिर किसान बनने और सैकड़ों गांवों की तकदीर बदलने की कहानी संयुक्त राष्ट्र ने अपने पन्नों में दर्ज की है। ऐसी लाखों किसानों, उनके सरोकारों को हम कहां देख-सुन पाए अभी।

साल 2007 में किसानों के लिए बनी ‘राष्ट्रीय नीति’ में किसान कहलाये जाने का दायरा बढ़ा दिया। यहां ‘जेंडर’ आड़े नहीं आता कहीं। फिर भी जब तक औरत को जमीन का हक नहीं मिलता तब तक न वो गिनती में रहेगी, ना ही हिसाब की किताबों में। महिला किसान एनटाइटलमेंट बिल-2011 में संसद में पेश हुआ। पारित भले नहीं हुआ, मगर इस बारे में खेती से जुड़ी औरतों को शामिल करते हुए खुली बहस तो होनी ही चाहिए अब। साल 2011 की जनगणना के मुताबिक देश में करीब साढ़े तीन करोड़ से ज्यादा महिलाएं खेतिहर थीं। मगर समाज के भीतर के सवाल ये भी हैं कि जमीन के हक के बगैर किसानी में लगी औरतों के कई मसले छिपे रह जाएंगे। राष्ट्रीय अपराध रिकॉर्ड ब्यूरो कहता है कि 2019 में पहले के मुकाबले छह फीसद ज्यादा यानी कुल 42,480 किसानों, खेतिहर मजदूरों और खेती में दिहाड़ी करने वाले मजदूरों ने खुदकुशी की। किसानों में 5563 आदमी थे और 394 औरतें, खेतिहर मजदूरों में 3749 आदमी, 575 औरतें और दिहाड़ी पर काम करने वालों में 29,092 के मुकाबले 3467 औरतों ने मुश्किलों के आगे दम तोड़ा। साल 2020 में आए सर्वे के आईने में नजर आ रहा है कि देश के 11 राज्यों में औरतों की जमीन की खातेदारी में गिरावट है।

औरतों के लिए बन रहे हमारे नजरिए का आभास देने वाले ये आंकड़े बता रहे हैं कि कर्नाटक और तेलंगाना में 67 फीसद के आस-पास औरतों के हक में जमीन है बाकी जगह इसके नीचे की लकीर ही है। ताजा कृषि जनगणना का इशारा ये भी कि किसानी में औरतें 10.36 फीसद के मुकाबले 11.57 फीसद हो गई हैं। इस वक्त जरूरी ये है कि आंदोलनों से इतर भी वो अपनी सोच जाहिर करे। अपने हक की आवाज बुलंद करे। बिना ट्रैक्टर चलाए तो खेत की मिट्टी भी सांस नहीं लेती, लेकिन उसकी नजीर अपनी खुद की सोच से उपजी हो, उबलते हुए दिमागों से नहीं।

तांडव पर तांडव

वेब सीरीज तांडव  के निर्देशक और इसकी पूरी टीम ने उन दर्शकों से माफी मांग ली है, जिनकी भावनाएं इसके कुछ दृश्यों से आहत हुई हैं। आरोप है, इसमें हिंदू देवताओं का उपहास उड़ाया गया है। बहरहाल, इस माफी के बाद अब विवाद का पटाक्षेप हो जाना चाहिए। लेकिन वेब धारावाहिकों के नियमन पर भी गौर करने की जरूरत है। यह पहली बार नहीं है, जब किसी फिल्म या धारावाहिक को लेकर हंगामा खड़ा हुआ हो और सियासी लोग इसमें उतर आए हों। हम गारंटी के साथ यह भी नहीं कह सकते कि तांडव  विवाद के निपटारे के बाद कोई और बखेड़ा खड़ा नहीं होगा। आखिर करोड़ों भारतीयों की भावनाएं किसी के सृजन कर्म से आहत न होंगी, इसकी गारंटी कोई सेंसर बोर्ड या नियामक संस्था कैसे दे सकती है? तब तो और, जब भारत विभिन्न धर्मों, जातियों और भाषा-भाषियों का एक विराट समुच्चय है ?

सोशल मीडिया के इस दौर में किसी भी विवाद को व्यापक बनते देर नहीं लगती। ऐसे में, शासन-प्रशासन ही नहीं, कला-संस्कृति से जुडे़ लोगों के लिए भी चुनौतियां काफी बढ़ती जा रही हैं। खासकर, धार्मिक विषयों और प्रतीकों के इस्तेमाल को लेकर अतिरिक्त सावधानी बरतने की जरूरत है। इन दिनों विवादों से कमाई की प्रवृत्ति धार्मिक उदारता का फायदा उठाने को उकसाने लगी है, लेकिन इससे अहित ईमानदार कलाकारों व कला प्रेमियों का हो रहा है। उनकी रचनाधर्मिता भी निशाने पर आ जाती है। यह अच्छी बात है कि तांडव  के विवाद में सूचना-प्रसारण मंत्रालय तुरंत हरकत में आ गया। वेब सीरीज को लेकर शिकायतें तो पहले भी मिलती रही हैं, मगर वे हिंसा और अश्लीलता परोसने को लेकर थीं। उन शिकायतों का संज्ञान लेते हुए ही मंत्रालय ने हिदायत दी थी कि ओवर द टॉप मीडिया सर्विसेज यानी ओटीटी प्लेटफॉर्म स्व-नियमन के कायदे बनाएं, वरना सरकार यह काम करेगी। निस्संदेह, अभिव्यक्ति की आजादी एक बड़ा लोकतांत्रिक मूल्य है, और इससे कोई समझौता नहीं किया जा सकता, पर हर आजादी जिम्मेदारियों से पोषित होती है। यह बात कला जगत के लोगों को भी समझनी पड़ेगी।  आने वाले दिनों में स्मार्टफोन और इंटरनेट का दायरा जैसे-जैसे बढ़ता जाएगा, ओटीटी प्लेटफॉर्म की लोकप्रियता भी बढे़गी। इसलिए सरकार को इस पर प्रसारित सामग्रियों को लेकर गंभीर होना पडे़गा।

इसी तरह, हरेक सफल लोकतंत्र अपने नागरिकों से भी कुछ अपेक्षाएं रखता है। उसकी सबसे बड़ी अपेक्षा यही होती है कि संवाद के जरिए हरेक विवाद सुलझाएं जाएं, ताकि कानून-व्यवस्था के लिए कोई मसला न खड़ा हो और समाज के ताने-बाने को नुकसान न पहुंचे। भारत जैसे बहुलवादी देश में तो संवादों की अहमियत और अधिक है। फिर असहमति और मुखर विरोध किस कदर प्रभावी हो सकते हैं, तांडव टीम का माफी मांगना इसका ताजा सुबूत है। मगर देश के रचनात्मक माहौल को ऐसे विवादों से कोई नुकसान न पहुंचे, यह सुनिश्चित करना सरकार से अधिक नागरिक समाज की जिम्मेदारी है। एक खुले,और विमर्शवादी देश-समाज में ही ऐसी संभावनाएं फल-फूल सकती हैं। उदारता किसी धर्म की कमजोरी नहीं, बल्कि उसका सबसे बड़ा संबल होती है, यह बात उससे बेजा लाभ उठाने की धृष्टता करने वालों, और उसके रक्षकों, दोनों को समझने की जरूरत है।

नेपाल को संदेश और सहयोग

नेपाल के विदेश मंत्री प्रदीप ज्ञावाली काठमांडू के त्रिभुवन अंतरराष्ट्रीय विमान स्थल पर शनिवार को जैसे ही उतरे, पत्रकारों का सबसे पहला सवाल था, प्रधानमंत्री नरेंद्र मोदी आपसे मिले क्यों नहीं? ज्ञावाली ने इसका जवाब न देकर 15 जनवरी, 2021 को भारत-नेपाल संयुक्त आयोग की छठी बैठक में क्या कुछ हुआ, उसकी प्रमुख बातें बताकर पत्रकारों से पीछा छुड़ाया। नेपाली विदेश मंत्री ने यह जरूर जोड़ा कि भारतीय रक्षा मंत्री राजनाथ सिंह से मैं मिला, और सुरक्षा सहयोग पर चर्चा के साथ कालापानी पर भी मैंने नेपाल का पक्ष रखा।

इतना बयान दे देने भर से यह विषय नेपथ्य में नहीं गया है। विक्रम और वेताल की तरह बात वहीं आ जाती है कि प्रधानमंत्री मोदी मिले क्यों नहीं? नेपाली अखबारों के संपादकीय, वहां का सोशल मीडिया, समवेत स्वर में यह टिप्पणी कर रहे हैं, ‘21 अगस्त, 2019 को भारतीय विदेश मंत्री एस जयशंकर जब पांचवीं बैठक के वास्ते काठमांडू आए थे, तब प्रधानमंत्री ओली से भेंट हुई थी। प्रधानमंत्री मोदी ने समय न देकर नेपाल के राष्ट्राभिमान को आहत किया है।’ इससे यही प्रतीत होता है कि सातवीं बैठक काठमांडू में हुई, तो वहां के राष्ट्रवादियों का प्रयास होगा कि नेपाल के प्रधानमंत्री भारतीय विदेश मंत्री को मिलने का समय न दें।

लेकिन क्या यह प्रोटोकॉल का अनिवार्य हिस्सा है कि नेपाली विदेश मंत्री संयुक्त बैठक के वास्ते पधारें, तो प्रधानमंत्री से मिलें ही? इसे कूटनीतिक शिष्टाचार का निर्वाह कह लीजिए कि प्रधानमंत्री विदेश से पधारे बड़े नेताओं से मिल लेते हैं। 23 साल से मुर्दा पडे़ इस संयुक्त आयोग को विदेश मंत्री सुषमा स्वराज के रहते फिर से जिंदा किया गया था। सुषमा स्वराज और उनके तत्कालीन समकक्ष महेंद्र बहादुर पांडे ने काठमांडू में 26 जुलाई, 2014 को पहली ‘जेसीएम’ अर्थात ज्वॉइंट कमीशन मीटिंग की थी। मोदी काल में भारत-नेपाल संयुक्त आयोग की बैठकों को पुनर्जीवित करना अच्छा फैसला था, जिससे दोनों पक्षों की शंकाओं के निवारण और सहयोग के नए आयाम ढूंढे़ जाते हैं।

इस समय नेपाल को तत्काल कोविड वैक्सीन की आवश्यकता है। भारत से वैक्सीन नेपाल पहुंच जाएं, तो इसे विदेश मंत्री प्रदीप ज्ञावाली को अपनी दिल्ली यात्रा की उपलब्धि माननी चाहिए। 15 जनवरी, 2021 की बैठक में स्वयं विदेश मंत्री प्रदीप ज्ञावाली ने कोविशील्ड व कोवैक्सीन के लिए भारत को बधाई दी है, और वह वैक्सीन की एक करोड़ 20 लाख डोज भेजने का आग्रह कर गए हैं। उधर चीन भी नेपाल में वैक्सीन कूटनीति खेलने के प्रयास में है। ज्ञावाली यह भी प्रस्ताव दे गए हैं कि नेपाल को इसके निर्माता सीरम इंस्टीट्यूट से वैक्सीन खरीदने की अनुमति दी जाए। भारत को इस पर त्वरित कार्रवाई करने की जरूरत है।

संयुक्त आयोग की बैठक में ज्ञावाली के साथ उपस्थित विदेश मंत्री एस जयशंकर, विदेश सचिव हर्षवद्र्धन शृंगला, उनके नेपाली समकक्ष भरत राज पौडेल ने कनेक्टिविटी, अर्थ-व्यापार, ऊर्जा, तेल और गैस, जल संसाधन, सुरक्षा, सीमा प्रबंधन, पर्यटन, शिक्षा, संस्कृति के क्षेत्र में आदान-प्रदान जैसे विषयों पर विस्तार से चर्चा की। मोतिहारी से अमलेखगंज तक पेट्रोलियम पाइपलाइन को चितवन तक विस्तार देने, इससे इतर पूर्वी क्षेत्र में सिलीगुड़ी से झापा तक ऐसी ही पाइपलाइन लगाने पर चर्चा हुई। जयनगर से नेपाल के कुर्था तक बड़ी रेल लाइन लग जाने से इस इलाके का कायाकल्प होना है, इसे नेपाली पक्ष भी महसूस करता है। रक्सौल से काठमांडू ब्रॉड गेज रेल पर यदि काम शुरू होता है, तो यह सबसे बड़ी उपलब्धि मानी जाए। साझा बैठक में पशुपतिनाथ रिवर फ्रंट बनाने, ऐतिहासिक पाटन दरबार का भंडारखाल बगैचा के कायाकल्प समेत पंचेश्वर बहुउद्देश्यीय परियोजना पर भी चर्चा हुई।

मुश्किल यह है कि नेपाली मीडिया का पूरा ध्यान नकारात्मक खबरों पर केंद्रित रहा है। वहां इस बात की खोज होती रही कि कालापानी-लिपुलेख मुद्दे को विदेश मंत्री प्रदीप ज्ञावाली ने कितने पुरजोर तरीके से उठाया, और भारतीय पक्ष की ओर से क्या उत्तर मिला? मगर, भारतीय विदेश मंत्रालय ने इस बैठक पर जो प्रेस विज्ञप्ति जारी की है, उसमें कालापानी-लिपुलेख की चर्चा नहीं है। ज्ञावाली शायद ऐसा सोचकर दिल्ली आए थे कि प्रधानमंत्री नरेंद्र मोदी से मुलाकात में इस विषय पर चर्चा करूंगा। संभवत: यही वह बिंदु है, जिसकी वजह से प्रधानमंत्री भेंट को टाल गए। नेपाल के लिए यह राजनीतिक संक्रमण काल है। संसद भंग है और सड़क पर शीर्ष नेता हिसाब-किताब कर रहे हैं। प्रचंड ने आरोप लगाया कि ओली की कुरसी प्रधानमंत्री मोदी की वजह से टिकी हुई है, वरना वह  निपट गए होते। ऐसे संदेह वाले माहौल में नरेंद्र मोदी का ज्ञावाली से न मिलना, कूटनीतिक विवेक और गंभीरता को ही दर्शाता है।

कालापानी-लिपुलेख से भी बड़ा विषय भारत-नेपाल के बीच 1950 की संधि को बनाए रखना है। ओली और प्रचंड का राष्ट्रवाद समय-समय पर इस विषय को लेकर जगता रहा है। इसमें पलीता लगाने में भूगोलवेत्ता, राष्ट्रीय जनसंख्या आयोग के अध्यक्ष डॉक्टर हर्क गुरूंग की बड़ी भूमिका थी। 23 सितंबर, 2006 को गुरूंग हेलीकॉप्टर दुर्घटना में मारे गए, मगर अपने जीवनकाल में यह निष्कर्ष दे गए कि 1950 संधि की धाराएं बदली जाएं। नेपाली कम्युनिस्टों को आपत्ति 1950 संधि के अनुच्छेद 2 पर है, जिसमें क्षेत्रीय अखंडता की चर्चा है, अनुच्छेद 5 को बदलकर नेपाल तीसरे मुल्क से हथियारों का अबाध आयात चाहता है, अनुच्छेद 6 में आर्थिक बाध्यताएं हैं, और अनुच्छेद 7को संशोधित करने के बाद भारतीय मूल के लोग वर्क परमिट के आधार पर ही नेपाल में काम कर सकेंगे। इन अनुच्छेदों में बदलाव दोनों देशों के नागरिकों के लिए परेशानियों से भरा होगा।

1950 की संधि को दुरुस्त करने के वास्ते, जुलाई 2016 में भारत-नेपाल के प्रसिद्ध लोगों का आठ सदस्यीय समूह बना, जिसका नाम रखा था ईपीजी (इमीनेंट पर्सन्स ग्रुप)। नेपाल की ओर से इस समूह के संयोजक हैं राजदूत भेख बहादुर थापा और भारत में भगत सिंह  कोश्यारी इसका नेतृत्व कर रहे हैं। ‘ईपीजी’ की रिपोर्ट अब तक सार्वजनिक नहीं हुई है, मगर नेपाली मीडिया पूरे विश्वास से कह जाता है कि भारत 1950 की संधि बदलने को तैयार है। ईपीजी की अवधि 2018 में पूरी हो गई, पर प्रधानमंत्री मोदी को रिपोर्ट अभी सौंपी नहीं गई है। रिपोर्ट चाहे जब भी सार्वजनिक हो, मानकर चलिए कि बर्र के छत्ते में हाथ डालने के बराबर है।
