The Skyroot Of Our Final Frontier

Vikram-S’s successful launch will boost both private Indian space firms and Isro’s ambitions

Three years ago, if you walked up to a space enthusiast and told them that a private space company would launch a rocket from an Isro facility in the near future, they would probably laugh at you and tell you that your space prognostication would never take off, let alone rockets.

Fast forward to the present – Skyroot Aerospace, a space startup based in Hyderabad, conducted the first test of its Vikram-S rocket from the Satish Dhawan Space Centre yesterday. Soon to follow is AgniKul Cosmos, based out of Chennai, who will launch their first rocket by the end of the year. Both of the rockets are tech demonstrators. This is a milestone for India and its space sector, as less than three years ago, one could not fathom that these small startups would have the freedom and support to achieve their ambitions.

Small is beautiful

Small rockets akin to those built by Skyroot and AgniKul open up the opportunity to gradually increase India’s launch capacity.

● Currently, Isro manages to launch less than ten rockets each year.
● India must hit double-digit launches each year to stay competitive with its peers and use its launch capability to place both commercial and government payloads into orbit.
● The benefits of small rockets are well-known. They allow light payloads (weighing 500 kg or less) to be placed precisely in preferred orbits rather than share rides with larger payloads and be placed in less optimal orbits.
● More importantly, the production of small launch vehicles can increase over time, allowing them to be launched quickly.
● If India’s private sector succeeds in delivering consistent launch services, then India’s spaceinstitutions can take advantage of the capability to launch payloads on short notice.

The advantage of rapid launch capabilities

A decade ago, rapid and tactical space launch capabilities were considered extremely difficult to acquire due to the high costs of constructing rockets. They are now a reality thanks to several innovations, such as 3D printing of components and carbon-fibre body construction. The miniaturisation of satellite capabilities has also made it possible to pack more functionality into small satellites.

The primary use case for rapid launch is in the military. As space assets have become more prominent in the armed forces, they also become prime targets for an adversary. Consider the following example. During a conflict with an adversary, India’s communications and reconnaissance asset functions might be disrupted or destroyed by an adversary’s offensive cyberattacks, kinetic kill capabilities or directed energy weapons. This would leave one or more of India’s capabilities dysfunctional, requiring replacement. Assuming that redundancies would be absent, replenishing damaged or dead satellites will be essential to maintain military effectiveness. In such cases, accessing reliable rockets launched on short notice becomes a strategic necessity.
Other use cases could include the deployment of small satellites for surveillance of borders during a crisis. Similarly, the country’s intelligence agencies might also find it helpful to have inspector satellites in orbit to verify suspicious activities by other actors in space.

● At present Isro’s Small Satellite Launch Vehicle (SSLV) is the only rocket in the small launch vehicle range capable of delivering a payload of up to 500 kg into orbit that is at an advanced stage of becoming operational.
● But its tech demonstration mission earlier this year failed.
● SSLV is a three-stage rocket powered by solid rocket motors. But having a solid propellant rocket for quick response comes with limitations.
● First, solid propellant rockets require climatecontrolled storage facilities to ensure that the propellant does not develop cracks over time.
● Second, solid-fuel rockets are prone to cause higher vibrations than their liquid-fuelled counterparts, and therefore, they might not be suitable for carrying payloads with sensitive instruments.
● Thus, the success of private launch providers inIndia will lie in moving to liquid-fuelled rockets built using innovative manufacturing techniques suited for on-demand production.

Planning for the long term

The Indian National Space Promotion and Authorisation Centre (IN-SPACe) was set up in 2020 to function as an independent body that overlooks the regulation of all space activities in the country. Chief among the regulatory activities performed by IN-SPACe is to authorise private space launches. The Defence Space Agency must work closely with IN-SPACe to create a separate track for launching defence payloads.

Using commercial services for launching defence payloads is not a new phenomenon. In fact, it is common practice in the US for the department of defence to award commercial contracts for defence missions. The US Space Force is currently awarding contacts for performing “responsive space” missions. Acquiring similar capabilities might be easier in India as the IN-SPACe structure is more conducive to publicprivate cooperation.

India’s space sector has come a long way in the past three years. But it has a long way to go. Tapping into the private sector’s capacity is imperative in making India a thriving space power, and GoI must remain consistent with its current policy to achieve its goals.

Revenge Travel Has Limits, Not Tourism

Now make domestic travel bloom and boom

Revenge travel across the world has caught up with preCovid levels by value, but not by volume. People are travelling in larger groups, farther away from home, to more luxurious locations. This is being aided by revival of capacity in the travel industry, higher transport costs and facilities upgraded over the course of the pandemic. Essentially, inflation is shoring up leisure travel numbers while business travel remains muted. Spillovers are expected into the next summer holiday season. But rapidly cooling economies will find it difficult to sustain the tempo once pent-up vacation savings are whittled down. India is likely to remain an outlier here because of its strong recovery, tourism capacity constraints and its overwhelming dependence on budget travellers.

The spike in international travel provides the domestic industry an extraordinary opportunity to promote India as a destination. Upscaling travel and hospitality infrastructure can cater to a new-found demand for more luxurious holidays. Indian tourism could also seek to exploit lingering Covid restrictions in big pockets of inbound and outbound travel like China.

The bigger theme, though, is about Indians travelling within the country. Domestic demand is expected to remain strong, emerging as it is from restrictions on pilgrimage. There is also the context of large social gatherings for weddings. These provide a layer of cushioning for the Indian tourism industry that it had lost during the pandemic. Keeping cultural aspects aside, connectivity through investments in road, rail and air infrastructure is improving. India is also likely to remain the fastest-growing major economy in the near term, propping up business travel although some pandemic-era interactions like virtual meetings are here to stay. Revenge tourism is self-limiting. But India can expect secular growth in the tourism industry based on its inward-looking economy. This would be an interesting juncture to create the trajectory for its growth based on the learnings of a once-in-a-lifetime event.

Time to Put On City Fiscal Lights

Indian cities are financially emaciated. They are unable to generate the resources needed to provide quality infrastructure and services to their citizens. Thus spake RBI’s maiden report on municipal finances (bit. ly/3TKuXHs). India’s urban population is estimated to reach 80 crore in 2050 from 37. 7 crore in 2011. Plenty of funds are needed, to put it mildly. But municipal revenues and expenditures have stagnated at around 1% of GDP for over a decade. Today, municipalities rely on grants and loans from the Centre and states, and borrowings from financial institutions. Their total revenue receipts stood at ₹1,41,517 crore (2019-20 BE), or 0. 72% of state GDP, with less than a third of the funds locally raised. Innovative financing is desperately needed.

Municipalities need a proper fiscal base and the political will to make use of the base. RBI believes that municipal bonds (munis) could be a credible option for sustainable resource mobilisation. Preferably, munis must become an asset class for longterm investors such as pension and insurance funds looking for stable returns. Property taxes are a lucrative source against which municipalities can issue bonds to raise resources. Raising property tax rates will shore up revenues. Property owners and politicians must realise there are no free lunches. Electricity tax is in order, but as part of GST.

Creating and running efficient towns calls for fixing urban planning and governance — improved planning to build infrastructure that is resilient and administration that does away with ad hocism. Civic bodies must be empowered to make decisions and have the necessary personnel and finances to make the city liveable. In other words, they must be made accountable for the state of their city.

Malady and remedy

Holding back names is not the right response to flaws in collegium system

The collegium system of making appointments to the higher judiciary has come under focus, largely due to critical remarks made by Union Law Minister Kiren Rijiju. A lawyer has now formally approached the Supreme Court for reconsideration of its 2015 judgment striking down the Constitution amendment and the law creating a National Judicial Appointments Commission (NJAC). While the petition will be “listed in due course”, there is another aspect that flags the tension between the Government and the judiciary over judicial appointments. A Bench of the Court voiced its displeasure over the Government delaying its recommendations for appointment, as well as ignoring names that had been reiterated twice or even thrice. The result was that lawyers whose names had been recommended for appointment had withdrawn their consent to be judges. The Bench was forced to observe that keeping the recommendations on hold was “some sort of a device to compel these persons to withdraw their names”. The Government’s keenness to wrest back the power to make judicial appointments from the judiciary is clear. However, it is doubtful whether this can be achieved by a review petition. The 4:1 verdict can only be reviewed by a Bench of equal strength, and the Government has not sought a review all these years. Mr. Rijiju did say, as part of his series of comments critical of the collegium system, that the Government had accepted the decision, but added that it could not be silent forever over the opaqueness and lack of accountability in the system.

Much of the criticism heaped upon the collegium system is not unfounded. It is opaque, it does limit the zone of consideration to those known to its members and judges who are consulted on appointments, and there is no indication that it is conducive to attracting the best legal talent. Some maladies it was supposed to remedy — mainly, the perception about the executive’s influence over the judiciary — persist. Even the judgment that struck down the 99th Constitution Amendment and the NJAC Act accepted that there were flaws, but the majority chose to retain the collegium system until it was improved. The exercise to improve it was also abandoned soon. However, if the Government is really keen to bring about a change, the petulant response of stalling appointments is not the way. It has to work towards an alternative mechanism, one that does not have the perceived infirmities that led to the invalidation of the earlier law. The NJAC mechanism enabled the outnumbering of judicial members by executive nominees. A better system than the present one should avoid such pitfalls in the name of executive primacy in judicial appointments.

The Governor is under the Constitution, not above it

In recent years, there has been a grave erosion of constitutional provisions, constitutional morality, and constitutional ethos being witnessed among various constitutional bodies. If the manner of functioning by institutions such as the Election Commission of India and the Comptroller and Auditor General of India has left much to be desired, the conduct of the Governors of some States (especially where there are non-Bharatiya Janata Party governments) has made a complete mockery of the Constitution and its limitations.

Article 153 provides a Governor for each State, and by virtue of Article 154, the executive power of the State shall be vested in the Governor (“Shall be exercised by him directly or through officers subordinate to him in accordance with this Constitution”). However, Article 154(2)(a) prohibits the Governor from exercising any function “conferred by existing law on any other Authority”. Article 163 categorically provides that “there shall be a council of ministers with the Chief Minister at the head to aid and advise the Governor… except in so far as he is by or under this Constitution required to exercise his function or any of them in his discretion”.

Acting in harmony

The Supreme Court, in Shamsher Singh vs State of Punjab and Anr., decided on this issue in 1974: The Governor exercises “all his powers and functions” by making rules for the convenient transactions of the business of the government of the State in accordance with Article 166 of the Constitution. These are called Rules of Business. The Court however amplified that “wherever the constitution requires satisfaction of the President or the Governor for the exercise of any power or function by the President or the Governor, as the case may be, as for example in Articles 123, 213, 311(2) proviso (c), 317, 352(1), 356 and 360. The satisfaction required by the Constitution …. is the satisfaction of the President or of the Governor in the Constitutional sense under the Cabinet system of the Government”. The Court went on to hold that “the discretion conferred on the Governor means that as the Constitutional or the formal head of the State, the power is vested in him” and that it is only in the exercise of the power under Article 356 that the Governor will be justified in exercising his discretion even against the aid and advice of his council of ministers as per his discretionary power but, in all other matters where the Governor acts in his discretion, he will act in harmony with his Council of Ministers. The Constitution does not aim at providing a parallel administration….” The basic philosophy is that in a democracy, the elected Ministers must accept responsibility for every executive act and that the Council of Ministers alone represents a responsible form of government in the States.

Debates in the past

The Constituent Assembly debates are a clear pointer. In 1949, Prof. K.T. Shah debating Article 130 (now Article 154) said: “… the Constitution should make it imperative upon the Governor to use its power in accordance with the Constitution and the Law, that is to say, on the advice of his Ministers as provided for in the subsequent clauses and in other parts of the Constitution.” It was hotly debated whether the Governor should be appointed by the President of India or should be elected. Fearing that this would create a parallel State leadership, the Assembly instead adopted appointment by the President. B.G. Kher said: “… a Governor can do a great deal of good if he is a good Governor and he can do a great deal of mischief, if he is a bad Governor, in spite of the very little power given to him under the Constitution…..” P.K. Sen said, “… The question is whether by interfering, the Governor would be upholding the democratic idea or subverting it. It would really be a surrender of democracy… We have decided that the Governor should be a constitutional head… he would be the person really to lubricate the machinery and to see to it that all the wheels are going well by reason not of his interference, but his friendly intervention.”

Vishwanath Das said, “I have my bitter experiences in this regard. I was the Prime Minister of a province and I know how the Governor of my province was out to break my party… You cannot have democracy and autocracy functioning together.” K.M. Munshi said, “… All things considered, it would be better to have a Governor nominated by the Centre, who is free from the passions and jealousies of local party politics.”

B.R. Ambedkar, who rose to respond on May 31, 1949, said, “The Drafting Committee felt as everybody in this House knows, that the Governor is not to have any kind of functions — to use a familiar phraseology, no functions which he is required to discharge either in his discretion or in his individual judgment. … According to the principles of the New Constitution, he is required to follow the advice of his ministry in all matters… Therefore… the real issue before the House is not nomination or election, but what powers you propose to give to your Governor. If the Governor is a purely constitutional Governor with no more powers than what we contemplate expressly to give him in the Act… I personally do not see any very fundamental objection to the principle of nomination.”

While debating Article 143 (now Article 163) on June 1, 1949, Prof. K.T. Shah said, “Whatever may be the procedure or convention within the Cabinet itself, however, the decisions of the Cabinet may be taken, so far as the Governor is concerned, I take it that the responsibility would be of the Chief Minister who will advise also about the appointment of his colleagues or their removal if it should be necessary.” Defending the discretionary power given to the Governor under this Article, B.R. Ambedkar amply clarified the position by saying, “The clause is a very limited clause. It says: ‘except in so far as he is by or under this Constitution’. Therefore, Article 143 will have to be read in conjunction with such other articles which specifically reserve the power to the Governor. It is not a general clause giving the Governor power to disregard the advice of his ministers in any matter in which he finds he ought to disregard.”

Repealing the doubts of a Member on the powers of the Governor (Article 147, now Article 167) Dr. Ambedkar, “I cannot see what sort of interference that would constitute in the administration of the affairs of the Government… All that the Article does is to place the Governor in a position to enable him to perform what I say … but the duties which every good Governor ought to discharge.” T.T. Krishnamachari, the member of the drafting Committee said, “… If my honourable friend understands that the Governor cannot act on his own, he can only act on the advice of the Ministry, then the whole picture will fall clearly in its proper place before him…”

The reality today

These debates give us sufficient indication of the role, the powers, and the duties of the Governor. Certainly, the Governor has no powers to interfere with the administration in day-to-day affairs including to refuse assent to Bills passed by the Assembly. But what is happening today, especially in Opposition-ruled States is a shocking disregard by Governors for the Constitution. Surprisingly, the Governors in BJP-ruled States are singularly silent on any issues demanding the discharge of their duties. While it is perhaps understandable why the Central Bureau of Investigation, the Enforcement Directorate and other investigative agencies are functioning the way they do, it is difficult to understand at all how some Governors are functioning as they are now.

कृषि उत्पादन बढ़ाने के विकल्पों पर सोचना होगा

एक सतर्क समाज को हर परिवर्तन अपनाने के पहले उसकी छानबीन, तुलनात्मक अध्ययन और लघु व दीर्घ-कालिक प्रभावों को गौर से परखना चाहिए। लेकिन कई बार यह सतर्कता जरूरत से ज्यादा हो जाती है और दशकों तक नई तकनीकी का लाभ समाज को नहीं मिल पाता । कृषि में बीज के जीन को संशोधित (जीएम) करने की टेक्नोलॉजी का एक वर्ग विरोध करता रहा जबकि अमेरिका, ब्राजील, अर्जेंटीना और कनाडा इसे अपनाकर बहुत तेजी से आगे निकलते रहे। वाजपेई सरकार ने जय जवान, जय किसान के नारे में जय विज्ञान का नारा जोड़ते हुए सन् 2002 में कपास में जीएम बीज बोने की अनुमति देकर एक क्रांति का आगाज किया। नतीजा यह रहा कि कपास का उत्पादन अगले दस वर्षों में कुलांचे मारता हुआ तीन गुना बढ़कर लगभग चार करोड़ बेल्स तक पहुंच गया। गुजरात इसका सबसे बड़ा लाभ लेने वाला राज्य बना और भारत दुनिया का दूसरा सबसे बड़ा निर्यातक बन गया। दूसरा उदाहरण कृषि में अग्रणी देशों का है, जिन्होंने जीएम बीजों को सोयाबीन, आलू, फलों और मक्के में अपनाकर कई दशक पहले एक बड़ी क्रांति को जन्म दिया। चूंकि भारत के पास ये सकारात्मक उदाहरण हैं लिहाजा केवल एक खास लॉबी के लगातार इसका विरोध करने को नजरंदाज करना होगा। उत्पादन बढ़ाने के लिए सारे पहलुओं पर विचार करना होगा।

वक्त की जरूरत है रुपये में व्यापार

हाल में जारी अंतरराष्ट्रीय मुद्रा कोष ने अपनी रिपोर्ट में कहा है कि विश्व की अर्थव्यवस्था मंदी की ओर बढ़ रही है। डालर के निरंतर मजबूत होने से महत्वपूर्ण मुद्राएं कमजोर पड़ने लगी हैं। विभिन्न देशों के विदेशी मुद्रा भंडार घटने लगे हैं, जिसके चलते वैश्विक वृद्धि दर घट रही है। आर्थिक परिदृश्य बदलने से वैश्विक भू-राजनीति भी बदल रही है। भारत सरकार ने इस पर गंभीरता से विचार करना प्रारंभ किया है कि इन बदलते वैश्विक हालात के लिए जिम्मेदार अमेरिकी डालर पर निर्भरता को कैसे कम किया जाए? इस संदर्भ में आरबीआइ ने एक नई शुरुआत करते हुए यह घोषणा की कि निर्यातक एवं आयातक रुपये में भी व्यापार कर सकेंगे। इस योजना का प्रमुख उद्देश्य वैश्विक व्यापार में भारत की हिस्सेदारी बढ़ाना एवं डालर में होने वाली व्यापार निर्भरता को कम करना है। रुपये में होने वाले पारस्परिक लेनदेन के लिए आरबीआइ ने एक प्रणाली विकसित की है। इससे निर्यात और आयात की कीमत और चालान सभी कुछ रुपये में ही होगा।

विश्व की बदलती आर्थिक परिस्थितियों में बहुत से देश न चाहते हुए भी अपना व्यापार डालर में करने को मजबूर हैं। भारत 86 प्रतिशत व्यापार डालर में करता है। भारत के आयात, निर्यात से ज्यादा होने के कारण अधिक डालर की आवश्यकता होती है। अप्रैल से सितंबर 2022 के दौरान भारत का कुल निर्यात 229.05 अरब डालर एवं आयात 378.53 अरब डालर का हुआ। रुपये-डालर की विनिमय दर को बनाए रखने के लिए आरबीआइ 50 अरब डालर से अधिक व्यय कर चुका है। भारत की तरह दुनिया का भी अधिकांश व्यापार डालर में ही होता है। विश्व के सभी देश डालर के सापेक्ष अपनी-अपनी विनिमय दर को स्थिर करने के प्रयासों में लगे हुए हैं। बढ़ती महंगाई को नियंत्रित करने के लिए अमेरिका के फेडरल रिजर्व ने ब्याज की दर को बढ़ा दिया है, जिससे विश्व के धन का प्रवाह अमेरिका की तरफ होने लगा है। इससे डालर और मजबूत होता जा रहा है। इन परिस्थितियों में डालर के दबदबे को कम करने के लिए भारत सरकार ने सही समय पर सही पहल की है। रुपये में व्यापार करने का फैसला ऐसे समय में आया है, जब दुनिया के अधिकतर देश न सिर्फ मुद्रा भंडार में कमी का सामना कर रहे हैं, बल्कि अंतरराष्ट्रीय वित्तीय निपटान में कठिनाइयों से भी जूझ रहे हैं। इन विपरीत परिस्थितियों में भारत की यह व्यवस्था विनिमय दर में होने वाले उतार-चढ़ाव के जोखिमों से भी सुरक्षा प्रदान करेगी। यह उन भारतीय निर्यातकों की समस्या को कम करेगी, जिनका भुगतान युद्ध के कारण अटका हुआ है। यह रूस और ईरान जैसे देश के साथ हमारे व्यापारिक संबंधों को बेहतर बनाने में मददगार होगी, जिन पर अमेरिकी प्रतिबंध है। रुपये में व्यापार से विश्व भर में न सिर्फ इसकी स्वीकृति बढ़ेगी, बल्कि विश्व में भारत का अर्थिक स्तर भी बढ़ेगा।

विदेश मंत्रालय के सार्थक प्रयासों का ही नतीजा है कि अनेक देशों विशेष रूप से श्रीलंका, मालदीव, विभिन्न दक्षिण पूर्व एशियाई देश, अफ्रीकी और लैटिन अमेरिकी देशों ने भी रुपये में व्यापार करने में अपनी सहमति व्यक्त की है। भारत के साथ रुपये में व्यापार करने के लिए रूस सहर्ष तैयार है। रुपये-रूबल में व्यापार के बाद रुपया-रियाल एवं रुपया-टका में व्यापार की दिशा में कार्य प्रारंभ हो चुका है। यदि इन सभी देशों को किया जाने वाला भुगतान रुपये में होगा तो इसका सीधा लाभ भारतीय अर्थव्यवस्था को होगा। श्रीलंका की आर्थिक स्थिति ठीक न होने से वह भी भारत के साथ रुपये में व्यापार करने के लिए तैयार है। स्पष्ट है कि आने वाले समय में रुपया अंतरराष्ट्रीय स्तर पर अपनी पहचान स्थापित करेगा।

कुछ अर्थशास्त्रियों का मत है कि यह व्यवस्था उन देशों में ही सफल हो पाएगी, जहां आयात और निर्यात लगभग बराबर है। वे यह भी प्रश्न करते हैं कि यह व्यवस्था उन देशों में कैसे लागू होगी, जिन देशों के पास बैलेंस शेष रह जाएगा। भारत सरकार इसके लिए कई क्षेत्रीय समूहों जैसे ब्रिक्स के साथ एक रिजर्व मुद्रा की व्यवस्था बना सकती है, जिससे जुड़े हुए देश पारस्परिक रूप से आपसी मुद्राओं में व्यापार कर सकते हैं। इसमें कोई दो राय नहीं कि इस व्यवस्था के सफल होते ही विश्व का आर्थिक खेल ही बदल जाएगा। इस प्रणाली का सबसे महत्वपूर्ण उद्देश्य किसी अंतरराष्ट्रीय मुद्रा के महत्व को कम करना नहीं, बल्कि अंतरराष्ट्रीय बाजार में भारतीय रुपये को बेहतर बनाने की एक शुरुआत करना है। यह समय की मांग भी है कि भारतीय और अंतरराष्ट्रीय बाजार एक-दूसरे के लिए अधिक खुले विकल्प रखें एवं विभिन्न प्रकार के वित्तीय साधनों के संबंध में रुपये को अधिक उदार बनाएं। इसके लिए आवश्यक है कि रुपये के संदर्भ में एक मजबूत विदेशी मुद्रा बाजार बनाया जाए। बैंकिंग क्षेत्र की सुदृढ़ता के लिए आवश्यकतानुसार सुधार निरंतर जारी रहने चाहिए।

पिछली सदी के नौवें दशक में जब भारत एक बंद अर्थव्यवस्था थी, विदेशी मुद्रा दुर्लभ थी और डालर ‘भगवान’ था। बदलते समय के साथ रूस एवं चीन ने हमारे समक्ष उदाहरण पेश किया कि डालर के बिना भी अर्थव्यवस्था को चलाया जा सकता है। यह उम्मीद की जानी चाहिए कि भारतीय रुपया अंतरराष्ट्रीय बाजार में अन्य मुद्राओं के मुकाबले मजबूत और स्थिर बनेगा। रुपये को वैश्विक मान्यता दिलाने के लिए भारतीय अर्थव्यवस्था के आकार में भी वृद्धि करनी होगी, जिसके लिए भारत को एक मैन्यूफैक्चरिंग हब बनाना होगा। रुपये में निवेश एवं व्यापार को बढ़ाने से रुपये के मूल्य में भी वृद्धि होगी, जो वैश्विक व्यापार में भारत की भागीदारी के नए आयाम स्थापित करेगी।

चिप निर्माण की चुनौती से निपटने की तैयारी करे भारत

इंटीग्रेटेड सर्किट या ‘सिलिकन चिप’से जुड़ी लड़ाई एक नए दौर में दाखिल हो गई है। अमेरिका के राष्ट्रपति जो बाइडन के प्रशासन की एक हालिया घोषणा ने इस युद्ध का ताजा बिगुल बजाने का काम किया है। अमेरिका प्रशासन ने चीन को अत्याधुनिक चिप की आपूर्ति पर प्रतिबंध लगा दिया है। दरअसल, चीन के पास अभी ऐसी चिप को डिजाइन करने और उनके विनिर्माण की क्षमताओं का अभाव है।

ये प्रतिबंध बड़े व्यापक हैं, जो न केवल चीन को नई पीढ़ी की चिप की बिक्री पर प्रतिबंध लगाते हैं, बल्कि अमेरिकी कंपनियों और अमेरिकी तकनीक पर निर्भर इकाइयों को उन लाइसेंसिंग सॉफ्टवेयर, उपकरण एवं तकनीकों की चीन को बिक्री करने पर भी प्रतिबंधित करते हैं, जो चिप निर्माण के लक्ष्य पूर्ति में चीन के लिए आवश्यक हैं। इसके अतिरिक्त, ये अमेरिकी नागरिकों और यहां तक कि ग्रीन कार्ड धारकों को भी तकनीक से जुड़ी किसी चीनी कंपनी के लिए या उसके साथ काम करने को लेकर भी रोकने वाले हैं।

इन प्रतिबंधों का दायरा अमेरिकी सहयोगियों और उनकी कंपनियों पर भी लागू होता है, यह देखते हुए कि वे किसी न किसी तरह से अमेरिकी तकनीक पर ही निर्भर हैं। इससे ताइवान की टीएसएमसी या दक्षिण कोरिया की सैमसंग के लिए चीन को अत्याधुनिक चिप की बिक्री करना या फिर उसकी इस क्षेत्र में मदद करना तक मुश्किल हो जाएगा। चीन हमेशा से टीएसएमसी और सैमसंग का बड़ा ग्राहक रहा है।

यह घटनाक्रम चीनी राष्ट्रपति शी चिनफिंग के लिए बड़ा झटका है, जिन्होंने ऐसी योजना तैयार की थी, जिसमें चीन के लिए तमाम तकनीकों में अमेरिका को पछाड़ने और पश्चिम पर महत्त्वपूर्ण बढ़त बनाने की संकल्पना की गई थी। नई पीढ़ी की चिप तक पहुंच के बिना आर्टिफिशियल इंटेलिजेंस (एआई) के साथ-साथ 5जी और ब्लॉकचेन में चीनी महत्त्वाकांक्षाओं को बड़ा झटका लगेगा।

ऐसा कतई नहीं है कि चीन को ऐसी परिस्थितियों का कोई आभास नहीं था, लेकिन संभवतः उसने यही सोचा होगा कि एकाएक ऐसे हालात नहीं बनेंगे और इस क्षेत्र में अपनी क्षमताएं विकसित करने की तैयारी में उसे कुछ वर्षों का समय और मिल जाएगा। यही कारण है कि चीन ने संबंधित तकनीकी शोध के लिए भारी मात्रा में वित्तीय संसाधन झोंके हैं, ताकि पश्चिम और टीएसएमसी या सैमसंग पर अपनी निर्भरता को घटाया जाए, जो अत्याधुनिक चिप निर्माण में अग्रणी हैं।

फिलहाल 3-एनएम (नैनोमीटर) प्रोसेसर सबसे अत्याधुनिक और शक्तिशाली चिप हैं। टीएसएमसी ने इसके निर्माण में महारत हासिल की है और वही इस मोर्चे पर अग्रणी है। वहीं सैमसंग और इन्टेल भी अपनी क्षमताएं विकसित कर रही हैं। ये तीनों कंपनियां अब 2-एनएम चिप पर काम कर रही हैं। इसके उलट, चीनी चिप निर्माण क्षमताएं अभी कई पीढ़ी पीछे हैं। यहां तक कि चीन की सबसे प्रमुख चिप निर्माण कंपनी एसएमआईसी अभी तक 7-एनएम चिप बनाने में सफल हो पाई है, जबकि अन्य कंपनियां तो उससे भी गई-गुजरी और पुरानी चिप ही बना पा रही हैं। कुल मिलाकर कहानी यही है कि भले ही चीनी कंपनियां लंबे समय से चिप निर्माण के प्रयासों में लगी हैं, लेकिन अमेरिका और उसके सहयोगी ही अभी भी इस मोर्चे पर बढ़त बनाए हुए हैं।

ऐसे में यह सवाल उठना स्वाभाविक है कि क्या यह चीन को चिप में स्थायी रूप से पिछड़ा बना देगा या फिर वह बराबरी कर सकता है? चीन की अधिकांश तकनीकी क्षमताओं का निर्माण उन लोगों ने किया है, जो स्वदेश में उनकी स्थापना और विकास से पहले पढ़ने के लिए अमेरिका गए और वहां बेहतरीन इंजीनियरिंग कॉलेजों में दाखिला लिया और दिग्गज अमेरिकी या पश्चिमी तकनीकी कंपनियों में कार्य करते हुए अनुभव अर्जित किया। उनमें से अधिकांश उद्यमी जन्म से तो चीनी हैं, लेकिन तबसे उन्होंने अमेरिकी नागरिकता प्राप्त कर ली है। अमेरिकी प्रशासन के प्रतिबंधों के कारण उन्हें अब कोई एक पक्ष चुनने पर बाध्य होना पड़ेगा। इसके अतिरिक्त, चीनी तकनीकी कंपनियों में तमाम इंजीनियर महत्त्वपूर्ण क्षेत्रों में अमेरिकी नागरिकों या ग्रीन कार्ड्स पर निर्भर हैं। वहीं यह भी जगजाहिर है कि तकनीकी क्षेत्र में चीन की अधिकांश वर्तमान क्षमताएं पश्चिमी डिजाइन और तकनीकों की नकल पर ही आधारित हैं।

चीन ने कुछ समय से अपने विश्वविद्यालयों और प्रौद्योगिकी संस्थानों में तकनीकी शोध-अनुसंधान को तेजी से बढ़ावा दिया है, लेकिन कई क्षेत्रों में वह अमेरिकी और यूरोपीय शोध-अनुसंधान से पीछे है। इसका अर्थ यह भी नहीं कि चीन इस मोर्चे पर बराबरी नहीं कर सकता। असल में मौजूदा प्रतिबंधों से उसके लिए यह कवायद जरा कठिन हो जाएगी और उसमें समय भी ज्यादा लगेगा।

अधिकांश यूरोपीय देशों और ऑस्ट्रेलिया के साथ-साथ जापान और कोरिया व्यापक रूप से अमेरिका का समर्थन कर रहे हैं। हालांकि वे अपनी क्षमताओं को भी विकसित करने में लगे हैं। जापान और तमाम यूरोपीय देश, जो चिप फैब्रिकेशन के लिए ताइवान पर निर्भर रहे हैं, अब अपनी क्षमताओं को धार देने में लगे हैं, ताकि अमेरिका, दक्षिण कोरिया और ताइवान पर निर्भरता घटाई जा सके।

जहां तक भारत की बात है तो एक बड़ी अर्थव्यवस्था होने के बावजूद वह इस महत्त्वपूर्ण क्षेत्र में बहुत पिछड़ा हुआ है। हम इस दिशा में छोटे-छोटे कदम उठा रहे हैं। अभी तक वेदांत-फॉक्सकॉन साझेदारी में चिप निर्माण की योजना ही सामने आई है, जिसमें अभी उतनी उन्नत चिप नहीं बनाई जाएगी। हालिया रिपोर्टों के अनुसार चिप निर्माण में हमारी यात्रा 28-एनएम चिपसेट्स से शुरू होगी। न ही हम शीर्ष वैश्विक चिप कंपनियों में से किसी को देश में बिक्री के लिए लाने में सफल हो पाए हैं।

प्रधानमंत्री नरेंद्र मोदी ने घरेलू चिप क्षमताओं को प्राथमिकता बनाया है। सरकार ने इस दिशा में कई कदम भी उठाए हैं। इसमें उत्पादन-आधारित प्रोत्साहन (पीएलआई) से लेकर भारत में संयंत्र स्थापना में सहायता और विदेश से 28-एनएम फैब्रिकेशन तकनीक के लाइसेंस जैसी पहल शामिल हैं। ये निश्चित रूप से बढ़िया कदम हैं, लेकिन भारत की आकांक्षाओं को देखते हुए पर्याप्त नहीं होंगे। देश के लिए अगला कदम यही होना चाहिए कि वह चिप वैल्यू चेन की दिशा में देखे। इसके लिए या तो उन्हें पूरी तरह से खरीद लिया जाए या स्वतंत्र चिप डिजाइन में महत्त्वपूर्ण हिस्सेदारी हासिल की जाए। बिक्री के लिए उपलब्ध दुनिया भर की फाउंड्री फर्म्स पर भी दांव लगाया जा सकता है। परंतु इसके लिए निजी क्षेत्र की सक्रिय भागीदारी आवश्यक होगी। अभी तक तो भारत के सबसे बड़े कारोबारी चिप-निर्माण के बजाय हरित ऊर्जा क्षमता विकास पर अधिक ध्यान केंद्रित किए हुए हैं। जब तक कि सरकार उन्हें चिप निर्माण के मोर्चे पर बड़ा दांव लगाने को लेकर रजामंद कर इस दिशा में उन्मुख नहीं करती, तब तक कोई आसार नहीं कि इस मामले में हमारी कमजोरी दूर हो पाएगी।

उम्मीद का अंतरिक्ष

भारत अंतरिक्ष अनुसंधान के क्षेत्र में लगातार तरक्की कर रहा है। पहले उसे अपने अंतरिक्ष यानों के प्रक्षेपण के लिए दूसरे देशों की मदद लेनी पड़ती थी, मगर अब उसने स्वदेशी प्रक्षेपण यानों का निर्माण कर न सिर्फ आत्मनिर्भरता हासिल कर ली है, बल्कि उपग्रह प्रक्षेपण के बाजार में अमेरिका, रूस और चीन से प्रतिस्पर्धा भी करने लगा है। भारत में उपग्रह प्रक्षेपण का शुल्क बाकी देशों की तुलना में काफी कम होने की वजह से अनेक देश अब यहीं से अपने उपग्रहों का प्रक्षेपण कराना उचित समझते हैं। इस मामले में एक नया कीर्तिमान रचा है, स्काईरूट नाम की एक निजी कंपनी ने पहली बार राकेट प्रक्षेपित करके। यह पहला मौका है, जब कोई निजी कंपनी उपग्रह प्रक्षेपण के क्षेत्र में उतरी है। हालांकि भारत सरकार ने दो साल पहले ही निजी क्षेत्र की कंपनियों के लिए भी अंतरिक्ष अनुसंधान का क्षेत्र खोल दिया था, उसी के तहत विक्रम एस नाम का यह निजी कंपनी का राकेट तैयार किया गया। इस राकेट ने दो घरेलू और एक विदेशी कंपनी के उपग्रह पृथ्वी की कक्षा में स्थापित करने का बीड़ा उठाया। यह प्रक्षेपण भारतीय अंतरिक्ष अनुसंधान केंद्र के दिशा-निर्देशों के तहत ही किया गया।

हालांकि जब अंतरिक्ष अनुसंधान के क्षेत्र में निजी कंपनियों के लिए छूट का प्रस्ताव पारित हुआ था, तब तरह-तरह के संदेह जाहिर किए गए थे। कई लोगों का मानना था कि इससे इसरो की गोपनीयता भंग होगी और यहां की तकनीक चोरी होने का खतरा बना रहेगा। मगर स्काईरूट के पहले राकेट प्रक्षेपण से वे तमाम आशंकाएं निर्मूल साबित होती नजर आ रही हैं। दरअसल, अंतरिक्ष अनुसंधान के क्षेत्र में अभी असीम संभावनाएं हैं और अनेक वैज्ञानिक निजी स्तर पर बहुत कुछ करना चाहते हैं, मगर उन्हें इसरो और दूसरे देशों के अंतरिक्ष अनुसंधान केंद्रों की तरफ से उचित मदद नहीं मिल पाती। अब ऐसे वैज्ञानिक अंतरिक्ष को अपने ढंग से खंगाल सकेंगे और नई संभावनाओं के मार्ग खोलने में मदद कर सकेंगे। जिन तीन कंपनियों के उपग्रह अभी छोड़े गए हैं, वे स्टार्ट-अप कंपनियां हैं और वे अंतरिक्ष में कचरा प्रबंधन जैसे कार्य करने को उत्सुक हैं। दरअसल, अंतरिक्ष अनुसंधान के क्षेत्र में सरकारी स्तर पर हो रहे कार्यों में कई तरह की वैधानिक जटिलताएं होती हैं, जिसके चलते उनमें अनावश्यक देर होती रहती है या फिर वैज्ञानिक कई परियोजनाओं पर आगे नहीं बढ़ पाते। निजी क्षेत्र के अनुसंधान में ऐसी अड़चनें नहीं आतीं। इसलिए इस क्षेत्र में निजी कंपनियों के आने से निस्संदेह अंतरिक्ष अनुसंधान की दिशा में उल्लेखनीय काम हो सकेंगे।

आज जिस तरह हर काम डिजिटल तकनीक पर निर्भर होता गया है, उसमें उपग्रहों की भूमिका महत्त्वपूर्ण हो गई है। इसलिए उपग्रह प्रक्षेपण का कारोबार ही काफी बड़ा होता गया है। फिर अंतरिक्ष के अनेक रहस्य अभी बहुत उलझे हुए हैं। अभी तक ज्यादातर जानकारियां सौरमंडल से ही जुड़ी हुई प्राप्त हो पाई हैं, जबकि इसके पार भी बड़ा संसार है। वहां तक पहुंचना बहुत बड़ी चुनौती है। ऐसे में अगर निजी कंपनियां अपने संसाधनों के जरिए इस दिशा में कुछ वैज्ञानिक योगदान देने और संभावनाओं के दोहन में मदद करती हैं, तो उन्हें प्रोत्साहन मिलना ही चाहिए। दुनिया में कुछ कंपनियां अब दूसरे ग्रहों और अंतरिक्ष की सैर की योजनाएं भी बनाने लगी हैं। अंतरिक्ष में पर्यटन का खाका तैयार है। इसलिए अगर भारत निजी कंपनियों को अंतरिक्ष में होड़ करने से रोकता, तो उसकी तरक्की में भी बाधा उपस्थित होती। इस लिहाज से इस पहले प्रक्षेपण ने उम्मीद का नया क्षितिज खोला है।

बढ़ती आबादी, बढ़ती चुनौतियां

संयुक्त राष्ट्र जनसंख्या कोष (यूएनएफपीए) ने इसकी व्याख्या करते हुए कहा भी है कि, ‘आठ अरब उम्मीदें, आठ अरब स्वप्न और आठ अरब संभावनाएं’। इसका सीधा अर्थ यही है कि दुनिया में जो भी बच्चा जन्म लेता है, उसके साथ उम्मीदें, स्वप्न और संभावनाएं जुड़ी होती हैं। इसीलिए यूएन दुनिया की आबादी आठ अरब हो जाने को मानवता के लिए एक अहम पड़ाव मानता है, जिसमें घटती गरीबी, लैंगिक समानता, स्वास्थ्य सेवाओं में सुधार और शिक्षा का विस्तार जैसी उपलब्धियां शामिल हैं। ज्यादा महिलाएं जीने में सक्षम हैं, ज्यादा बच्चे जीवित रह पा रहे हैं और लोग दशकों तक स्वस्थ जीवन जी रहे हैं। दुनिया की आबादी आठ अरब हो जाने को मानव सभ्यता के विकास के दृष्टिकोण से खुशी का पल इसलिए भी माना जा रहा है, क्योंकि यह सार्वजनिक स्वास्थ्य, पोषण, व्यक्तिगत स्वच्छता आदि में दुनिया के देशों द्वारा सुधार किए जाने के कारण ही संभव हुआ। संयुक्त राष्ट्र के मुताबिक तीन दशक पहले की तुलना में लोग अब ज्यादा जी रहे हैं। 2019 में जहां लोगों की जीवन प्रत्याशा 72.8 वर्ष हो गई, वहीं 1990 में लोग नौ वर्ष कम जीते थे और उम्मीद जताई जा रही है कि 2050 तक जीवन प्रत्याशा 77.2 वर्ष हो जाएगी।

हालांकि भारत का दुनिया का सर्वाधिक आबादी वाला देश बनना कोई उपलब्धि नहीं, बल्कि यह आबादी देश के लिए आने वाले वर्षों में गंभीर चुनौती न बन जाए। भारत को जनसंख्या नियोजन के लिए अभी से ठोस कदम उठाने होंगे। भारत में फिलहाल दुनिया की सबसे ज्यादा युवा आबादी है, लेकिन इसका देश के विकास में भरपूर लाभ कैसे लिया जाए, यह हमारे तंत्र के लिए गंभीर चुनौती है। इसके लिए ऐसे विशेष उपायों पर ध्यान केंद्रित करना होगा, जहां उनके लिए समुचित शिक्षा तथा रोजगार के पर्याप्त अवसर उपलब्ध हों। इसके अलावा उद्योग-व्यापार को बढ़ावा देने के भी विशेष उपाय करने की दरकार है, ताकि देश में कृषि क्षेत्र में जरूरत से ज्यादा आबादी की निर्भरता को कम कर उसकी उत्पादकता का सही इस्तेमाल किया जा सके। माना जा रहा है कि भारतीयों की अस्सी फीसद समस्याओं का बड़ा कारण जनसंख्या पर अंकुश न हो पाना है। बढ़ती आबादी की विस्फोटक परिस्थितियों के कारण ही संविधान में जिस उद्देश्य से प्राथमिक शिक्षा का लक्ष्य निर्धारित किया गया था, वह भी गौण हो गया है।

हालांकि विगत दशकों में विभिन्न योजनाओं के माध्यम से नए रोजगार जुटाने के कार्यक्रम चलाए गए, लेकिन बढ़ती आबादी के कारण ये सभी कार्यक्रम ‘ऊंट के मुंह में जीरा’ ही साबित हुए। बढ़ती जनसंख्या के कारण ही देश में आबादी और संसाधनों के बीच असंतुलन बढ़ रहा है। तेजी से बढ़ती आबादी के कारण ही हम सभी तक शिक्षा और स्वास्थ्य जैसी बुनियादी जरूरतों को पहुंचाने में पिछड़ रहे हैं। इसलिए जनसंख्या नियंत्रण कार्यक्रमों की सफलता के लिए सर्वाधिक जरूरी यही है कि घोर निर्धनता में जी रहे लोगों को परिवार नियोजन कार्यक्रमों के महत्त्व के बारे में जागरूक करने की ओर खास ध्यान दिया जाए, क्योंकि जब तक इन कार्यक्रमों में लोगों की भागीदारी नहीं होगी, तब तक लक्ष्य की प्राप्ति संभव नहीं है।

‘पीपुल्स कमीशन’ की अध्ययन रिपोर्ट में हाल ही में यह चौंकाने वाला खुलासा हुआ है कि देश में चार प्रकार की बेरोजगारी है, ढूंढ़ने के बावजूद काम नहीं मिल पाने वाले लोग, निराश होकर काम ढूंढ़ना बंद कर देने वाले, सप्ताह में केवल एक दिन काम पाने वाले और ऐसा छद्म रोजगार पाने वाले, जिनका काम उत्पादकता बढ़ाने में मददगार नहीं होता। देश में ऐसे लोगों की तादाद करीब 27.8 करोड़ है। इस रिपोर्ट में यह भी बताया गया है कि देश में प्रतिवर्ष करीब 2.4 करोड़ नए किशोर श्रम बाजार में उतरते हैं, लेकिन उनमें से महज पांच लाख को ही संगठित क्षेत्र में रोजगार मिल पाता है। अर्थशास्त्रियों के अनुसार अगर देश में 27.8 करोड़ बेरोजगारों को पर्याप्त कार्य मिल जाए तो इससे देश की जीडीपी में करीब पंद्रह फीसद की बढ़ोतरी होगी।

आज दुनिया के अनेक देश अपने नागरिकों की न्यूनतम जरूरतों को पूरा करने में भी कठिनाई महसूस करने लगे हैं। संयुक्त राष्ट्र के एक आकलन के मुताबिक दुनिया की करीब नौ फीसद आबादी यानी 69 करोड़ लोग अत्यधिक गरीबी के शिकार हैं और दुनिया की 71 फीसद आबादी भारत सहित कई ऐसे देशों में रहती है, जहां आर्थिक असमानता बहुत ज्यादा है। दुनिया के बयासी करोड़ लोगों को दो वक्त का खाना भी उपलब्ध नहीं होता, 1.4 करोड़ बच्चे गंभीर कुपोषण के शिकार हैं और 45 फीसद बच्चे भूख या अन्य कारणों से मर जाते हैं। 2019 से 2022 के दौरान करीब पंद्रह करोड़ लोग भुखमरी के शिकार हो गए। बढ़ती आबादी की जरूरतें पूरी करने के लिए प्राकृतिक संसाधनों के दोहन का पर्यावरण पर बहुत बुरा प्रभाव पड़ रहा है। इसी के चलते गर्मी के मौसम में अनेक इलाकों में भयानक जल संकट झेलना पड़ता है। अगर आबादी इसी प्रकार बढ़ती रही तो यह प्राकृतिक संसाधनों के और ज्यादा दोहन का दबाव बढ़ाएगी और ऐसे में कल्पना की जा सकती है कि पर्यावरण पर इसके कितने गंभीर प्रभाव होंगे।

हालांकि अधिकांश विशेषज्ञ यही मानते हैं कि बढ़ती जनसंख्या चुनौती है, तो अवसर भी। दरअसल, अगर यही आबादी साधन बन जाए तो एक देश के लिए इससे बड़ा अवसर और कोई नहीं, लेकिन अगर यह आबादी जिम्मेदारी या बोझ बनने लगे तो चुनौती साबित होती है। स्वास्थ्य, शिक्षा, पोषण युक्त भोजन आदि उपलब्ध करा कर ही इसे अवसर में बदला जा सकता है। कुछ विशेषज्ञों के मुताबिक भारत को खाद्य सुरक्षा से धीरे-धीरे पोषण सुरक्षा की ओर बढ़ना होगा। दरअसल, परिवारों को अगर पोषण सुरक्षा सुनिश्चित होने लगे तो उसकी आय का एक हिस्सा स्वास्थ्य और शिक्षा पर खर्च होगा और सशक्त श्रमबल योगदान के लिए आगे आएगा।

अर्थशास्त्रियों के मुताबिक भारत में विरोधाभासी नीतियों के कारण जनसंख्या भार हो चली है और अगर हम अपनी बड़ी आबादी का इस्तेमाल वरदान के रूप में करना चाहते हैं तो हमें अपनी आर्थिक नीतियों तथा विकास माडल की समीक्षा करनी होगी। उनके अनुसार विकास का जो माडल हमने अपनाया है, उसमें संगठित क्षेत्रों, मशीनीकरण, स्वचालन आदि पर तो पूरा ध्यान दिया जाता है, लेकिन असंगठित क्षेत्र को छोड़ दिया जाता है। हमारी आर्थिक नीतियां रोजगार सृजन को महत्त्व देने के बजाय निवेश पर जोर देती हैं और करीब अस्सी फीसद निवेश संगठित क्षेत्र में होता है, जहां नए रोजगार पैदा होने की संभावना बहुत कम होती है। करीब पैंतालीस फीसद आबादी कृषि कार्यों में लिप्त है, लेकिन वहां महज पांच फीसद निवेश ही होता है। जनसंख्या के समुचित नियोजन के लिए हमारे नीति-नियंताओं को शिक्षा की गुणवत्ता बढ़ाने के साथ युवाओं को किसी न किसी कौशल से लैस करने पर विशेष ध्यान देना होगा, जिससे उद्योग जगत की जरूरत के अनुरूप सक्षम युवा तैयार करने में मदद मिलेगी। बहरहाल, संयुक्त राष्ट्र का यह कहना ठीक ही है कि यह पल मानवता के लिए संख्याओं से परे देखने और लोगों तथा पृथ्वी की रक्षा के लिए अपनी साझा जिम्मेदारी को पूरा करने का एक स्पष्ट आह्वान है और शुरुआत सबसे कमजोर लोगों के साथ होनी चाहिए।

टेरर फंडिंग पर रोक जरूरी

आतंकवाद को लेकर पाकिस्तान की संजीदगी कितनी है‚यह हर मुल्क जान और समझ चुका है। यही वजह है कि आतंकी फंडिंग के खिलाफ वैश्विक सम्मेलन में पड़़ोसी देश पाकिस्तान और अफगानिस्तान को आमंत्रित नहीं किया गया है। दो दिवसीय अंतरराष्ट्रीय सम्मेलन शुक्रवार को शुरू हुआ‚जिसमें 73 देशों व छह संस्थाओं के प्रतिनिधि भाग ले रहे हैं। ‘नो मनी फॉर टेरर’ सम्मेलन में वैसे तो चीन को भी न्योता गया था मगर उसकी रजामंदी की आधिकारिक पुष्टि नहीं हो सकी है। बहरहाल‚चीन की भी फितरत आतंकवाद के पोषण और समर्थन की रही है। चीन ने तो एक नहीं बल्कि सैकड़़ों बार विश्व मंच और बिरादरी में पाकिस्तान का बचाव किया है। जबकि उसके यहां उइगर मुस्लिम समुदाय को लेकर यह धारणा है कि चीन खुद आतंकवाद से पीडि़त है। खैर‚भारत में आतंकी फंडिंग के स्रोत के बारे में एजेंसियों की ओर से तैयार रिपोर्ट में पाकिस्तान की ओर से कश्मीर‚खालिस्तान समर्थक आतंकवाद को वित्तीय मदद की बात कही गई है। तफ्तीश में इस बात के पर्याप्त सबूत मिले हैं कि पाकिस्तान इन तीन क्षेत्रों में आतंकी संगठनों को फंडिंग करता है। साफ है कि पाकिस्तान का आचरण आतंकवाद को लेकर बेहद लचर‚ लापरवाही भरा और साजिशपूर्ण है। दरअसल‚आतंकवाद का मसला सिर्फ भारत से जुड़़ा नहीं है। यह तो दुनिया भर के लिए नासूर बन चुका है और कमोबेश हरेक देश इससे किसी–न–किसी रूप में प्रभावित हैं। इस नाते फंडिंग रोकने के लिए अंतरराष्ट्रीय स्तर पर सहयोग बढ़ने की जरूरत है। साथ ही सभी देशों को समग्र रूप से ब्लू प्रिंट बनाकर इस भयावह खतरे से निपटने की दरकार आन पड़़ी है। खासकर भारत की एकता और अखंड़ता को इससे बड़़ा खतरा है। मसलन पिछले आठ वर्षों में कश्मीर‚नक्सल‚इस्लामिक आतंकवाद और पूर्वोत्तर भारत के सभी क्षेत्रों में आतंकी घटनाओं में कमी आई है‚लेकिन यहां सक्रिय संगठनों को फंडिंग जारी रहना निश्चित तौर पर भविष्य के लिए बड़़ा खतरा साबित हो सकता है। आतंकवाद और नक्सलवाल को समूल नष्ट करने के लिए उसकी फंडिंग जुटाने के लिए इंटरनेट मीडि़या प्लेटफार्म का इस्तेमाल किया जा रहा है। यानी अगर अमन की स्थापना जरूरी है तो समय रहते इस समस्याओं से पार पाना होगा और सभी देशों को ईमानदारी से आतंकवाद का जड़़–मूल से नाश करने का संकल्प लेना होगा।

‘प्रारंभ’ से आगाज

भारत में अंतरिक्ष विज्ञान के क्षेत्र में एक नए अध्याय की शुरुआत सुखद और प्रेरक है। शुक्रवार को भारत में पहला निजी रॉकेट विक्रम- एस सफलतापूर्वक लॉन्च कर दिया गया। आंध्र प्रदेश के सतीश धवन अंतरिक्ष केंद्र से सुबह 11:30 बजे लॉन्च किया गया रॉकेट एक संकेत है कि भारत में अंतरिक्ष विज्ञान के क्षेत्र में सरकारी और निजी क्षेत्र के बीच परस्पर सहयोग किस स्तर पर चल रहा है। आज से कुछ साल पहले यह कल्पना से भी परे था कि कोई कंपनी भी एक निजी रॅकिट बनाएगी, जिसे सरकार अपने प्रक्षेपण केंद्र से मंजिल तक पहुंचने देगी। प्रसिद्ध वैज्ञानिक विक्रम साराभाई की अथक बुनियादी कोशिशों के चलते आज इस मुकाम पर पहुंचा अंतरिक्ष अभियान पूरे देश के लिए प्रेरणास्त्रोत है। इस अभियान को प्रारंभ नाम दिया गया, तो कोई आश्चर्य नहीं । निजी रॉकेट के सफल होने की सूचना इसरो ने स्वयं दी है। केंद्रीय मंत्री डॉक्टर जितेंद्र सिंह ने विक्रम-एस के लॉन्च से पहले स्टार्टअप स्काईरूट एयरोस्पेस की टीम के साथ एक तस्वीर पोस्ट की है। इस सफलता से भारत में अंतरिक्ष विज्ञान के क्षेत्र में सक्रिय स्टार्ट अप को बहुत बल मिलेगा। यह कंपनी स्काईरूट एयरोस्पेस वाकई विशेष प्रशंसा की हकदार है, जिसने अपने ‘मिशन प्रारंभ’ को इसरो की मदद से साकार कर लिया है।

अब यह सफलता इतिहास में दर्ज हो गई है। छह मीटर लंबा विक्रम – एस कुछ ही पलों में जमीन से 81 किलोमीटर दूर पहुंच गया और अब अपनी सेवा से धरती पर लोगों को लाभान्वित करेगा। विक्रम-एस रॉकेट अपने साथ दो भारतीय और एक विदेशी पेलोड को पृथ्वी की कक्षा तक ले गया है। चेन्नई स्थित स्टार्टअप स्पेसकिड्ज, आंध्र प्रदेश स्थित एन-स्पेसटेक और अर्मेनियाई बाजूमक्यू स्पेस रिसर्च लैब के उपकरण विक्रम एस के साथ अंतरिक्ष में गए हैं। भारत, अमेरिका, सिंगापुर और इंडोनेशिया के छात्रों द्वारा विकसित 2.5 किलोग्राम पेलोड भी साथ गया है।

इसका मतलब यह है कि अगर कोई कंपनी अंतरिक्ष संबंधी किसी भी प्रकार का शोध करना चाहे या अंतरिक्ष में अपना कोई उपकरण स्थापित करना चाहे, तो भारत की निजी कंपनी भी इस सेवा के लिए उपलब्ध है। यह दौर छोटे उपग्रहों या सैटेलाइट का भी, जिनके जरिये कंपनियां अपने-अपने ग्राहकों या यूजर्स तक पहुंच सकती हैं। मिसाल के लिए, अगर भारत का कोई शिक्षा संस्थान अपनी ऑनलाइन पढ़ाई को विकसित करने के लिए अलग से सैटेलाइट लॉन्च करना चाहे, तो यह अब निजी तौर पर संभव है। भविष्य में अलग-अलग सेवाओं के लिए अलग-अलग सैटेलाइट की जरूरतें बढ़ेंगी। अलग-अलग उपकरणों को अंतरिक्ष में ले जाने वाला विक्रम- एस ट्रैकिंग, जीपीएस, ऑन-बोर्ड कैमरा, डाटा अधिग्रहण और पावर सिस्टम से लैस है।

वैसे स्काईरूट एयरोस्पेस कंपनी अपने आप में एक प्रेरणा है। इस कंपनी की स्थापना 2018 में हैदराबाद में हुई थी और यह इसरो के साथ समझौते पर हस्ताक्षर करने वाला पहला स्टार्टअप है । इस कंपनी ने अपने स्तर पर क्रायोजेनिक हाइपरगोलिक- तरल और ठोस ईंधन आधारित रॉकेट इंजन का सफलतापूर्वक निर्माण और परीक्षण किया है, लेकिन यह तो महज शुरुआत है, अभी भारत में 40 से अधिक कंपनियां अपने-अपने अभियान में जुटी हैं। अभी विश्व अंतरिक्ष बाजार में भारत की हिस्सेदारी महज दो प्रतिशत है. हमने निजीकरण की शुरुआत कुछ देर से की है, लेकिन हमें दूर तक जाना है।
