We’re all in this together

Aadhaar isn’t building a surveillance dystopia, it asserts your individual identity vis-à-vis the state

John F Kennedy popularised an important idea from one of GK Chesterton’s books, known as Chesterton’s Fence. Imagine a fence in the middle of a road. Chesterton postulated that the modern reformist who sees no point of the fence, must first figure out why it is there, before proposing to destroy it. If you don’t know why the fence exists, you should be humble enough to admit you don’t know enough to change it. Self-regulating communities such as Wikipedia uphold Chesterton’s fence as a way to temper ugly debates and encourage empathy for opposing views.

When we started the Aadhaar project in 2009, we had a clean slate. Instead of jumping right in, we spent a lot of time understanding how ID systems work around the world, the trade-offs between a central database and a smart card, how ration cards are being used in India, models for enrollment, etc. We recruited some of the brightest in the world to help us research the possibilities, challenges and opportunities of building Aadhaar. In other words, we studied the fence. The quality of the debate on Aadhaar today would be a lot better, if all of us could do the same.

First of all, the need for Aadhaar arose because Indians did not have a universally acceptable, portable, unique identification. Ration cards, the most popular ID before Aadhaar, varied from state to state. Many included a photo only of the head of the household. This meant dependents didn’t have their own individual ID. This particularly impacted women and minor children. Aadhaar promised to be a unique, individual identification to empower every individual – woman, child or man – and who were increasingly migrant and mobile.Second, getting an ID and its associated entitlements was rife with corruption. The state relied on the use of BPL (below poverty-line) cards issued by its own offices. Since these cards became the de facto passport to many entitlements, they also became a focus point for corruption. To get a BPL card usually meant a bribe of Rs 5,000 or more. In India, the sad irony was that you had to be rich enough to get a BPL card. Aadhaar promised to be free for every individual, and enrollments would not be restricted to government operators only.

Third, Aadhaar was designed for inclusion – it included transgender as an option, did not ask women for their husband’s or father’s name, it didn’t need an address proof in case you were homeless or even a proof for your age. The express objective was to give an ID to as many residents as possible. Enrollment could be done anytime, anywhere. The inclusion mandate has driven many decisions within UIDAI. The latest fusion face matching authentication demonstrates UIDAI’s continued commitment to evolve solutions that include, not exclude.

Fourth, inclusive IDs serve no purpose if they are not verifiably unique. India’s many ID systems before Aadhaar were plagued with fake records and duplicates. Developed nations have a robust birth registry system, predicated on the fact that almost all their births take place inside a hospital. India, unfortunately, does not have this. Hence, centralised biometrics was the only option to deduplicate and increase trust in Aadhaar. The use of the yes/no only biometric authentication through registered devices, provides a safe and privacy protecting way of authenticating identity.

Fifth, not just inclusion, privacy by design was another guiding tenet for Aadhaar. We built this into the architecture, and to this day, UIDAI will only know that you used your Aadhaar for authentication. It won’t know why or where. Linking to Aadhaar is not a two-way process. When you link your bank account to your Aadhaar, for example, UIDAI gets no data back from your bank. Further, UIDAI responded to the needs of the public and introduced mandatory tokenisation and Virtual IDs. This is a first for any national ID system, and a giant leap for protecting user privacy.

Sixth, the government’s push to link Aadhaar is often oversimplified as simply removing ‘ghosts’ from the system. Most experts wrongly project their simplistic understanding of Aadhaar on to the UIDAI’s intention. Aadhaar is not just about removing ghosts, it is the backbone of digitisation of old systems, that brings numerous benefits. Consider a ration shop. If every end transaction is linked to an Aadhaar number and verified by authentication, suddenly the entire backward supply chain becomes transparent and auditable and rations are accessible from any shop. Neither the shopkeeper nor the wholesaler can fudge the digitally signed authentication from UIDAI.

The problem with the discourse today is that some modern reformists either don’t or don’t want to understand the history and context within which Aadhaar was conceived. Moreover, they are eager to paint UIDAI as either thoroughly incompetent – unable to keep its ship from leaking – or alternatively, a sinister organisation eager to build a surveillance dystopia.

I want to emphasise that it is neither. UIDAI is a hard working group of committed individuals doing their best to evolve an empowering identity solution for 1.3 billion Indians without compromising user privacy or excluding them from services. Aadhaar is not a surveillance tool by the state, on the contrary, it is an assertion of your individual identity vis-à-vis the state. Like it or not, we’re all in this together to achieve opportunity, development and empowerment of our billion people, even if we disagree on how exactly to get there.

Haj: A subsidy that did more harm than good

The government’s move to withdraw the subsidy for Haj pilgrims and, instead, use the funds for educational empowerment of girls and women is welcome. The Rs 600 crore yearly Haj subsidy, that entails discounted fares on Air India, along with assistance for domestic travel to reach specially designed Haj departure airport terminals, medical care and lodging assistance, effectively ends up as subsidy for the ailing national carrier. Reports say that Air India inflates India-Jeddah tickets during the Haj season. This is unacceptable.

Given that about 1.75 lakh Muslims are expected to go on Haj this year, it makes sense for them to hire charter planes and book bulk tickets to obtain discounted, rather than inflated, rates. This will bring down the cost of travel, and eliminate the scope for padding of costs by the airline. There have also been allegations over the misuse of the Haj subsidy, and that will end.

The abolition of Haj subsidy is in adherence to the Supreme Court’s directive in 2012 to gradually reduce and abolish the Haj subsidy in 10 years. The court had cited the Quran to say that the Haj pilgrimage was mandatory only for those who could afford the expenses for travelling, food and accommodation. The minimal benefit that Muslim pilgrims get is more than offset by the harm popular perceptions of state cosseting of minorities produce. Modern ship travel might take longer but would slash costs, as compared to travel by air. That possibility is being explored as well.

The Muslim minority occupies a rung just above the plains tribes and the Dalits in socioeconomic indices. State outlays on them should help improve their educational and economic advance, not try to pretend to care for them by being targeted at a religious pilgrimage — that, too, to offset inflated costs.

आधार के सत्यापन में होगी चेहरे की भी भूमिका

अच्छी बात है कि भारतीय विशिष्ट पहचान प्राधिकरण का ध्यान मीडिया की रपटों के माध्यम से जनता की शिकायतों की ओर गया है और आधार के सत्यापन के लिए उंगलियों के निशान, आंख की पुतली के साथ इनसान के चेहरे को भी शामिल कर लिया गया है। यह फैसला निश्चित तौर पर देश की बुजुर्ग, बीमार और मेहनतकश जनता के पक्ष में है। उंगलियों के निशान के बारे में ऐसा पाया गया है कि खेत-खलिहान और कारखाने में काम करने वालों किसानों और मजदूरों और एलर्जी पीड़ितों व बूढ़े लोगों की उंगलियों की छाप बदल जाती है और रेखाएं उस रूप में नहीं रह पातीं जैसी आधार कार्ड बनवाते समय थीं। ऐसी स्थिति में बैंक, दूरसंचार, बीमा, आयकर और दुकानों पर सामान खरीदते समय समस्या आती है। सत्यापन के लिए चेहरे को वरीयता देने के साथ एक सुविधा यह भी दी गई है कि आधार कार्ड बनवाते समय जो फोटो खिंचवाई गई थी प्राधिकरण का काम उसी से चल जाएगा, बस कार्ड धारक को सत्यापन के समय पर चेहरे पर कोई भाव लाना होगा ताकि पहचान पूरी हो सके।

इससे पहले सरकार ने एक आभासी आईडी बनाने का भी फैसला किया था ताकि एक बार के उपयोग के लिए पैदा होने वाला 16 अंकों का नंबर किसी भी दफ्तर में काम चलाने के लिए पर्याप्त रहे। उस नंबर से कोई भी कर्मचारी सिर्फ उतनी ही जानकारी प्राप्त कर सकेगा, जितनी उस विभाग या कंपनी के काम के लिए जरूरी हो। आधार के बारे में तमाम सवालों से घिरे प्राधिकरण का यह कदम स्वागत योग्य है लेकिन, सवाल यह है कि साइबर अपराध और युद्ध के बढ़ते खतरे के समक्ष क्या इतने उपायों पर हमेशा के लिए विश्वास किया जा सकता है? हम न तो इंस्टीट्यूट फॉर डेवलपमेंट एंड रिसर्च इन बैंकिंग टेक्नोलाॅजी के एडजंक्ट फैकल्टी एस. अनंत के शोध प्रपत्र को पूरी तरह से खारिज कर सकते हैं और न ही अमेरिकी कंप्यूटर विशेषज्ञ एडवर्ड स्नोडेन की चेतावनी को। अनंत ने अक्टूबर 2017 में प्रकाशित स्टाफ पेपर्स में दावा किया है कि आधार ने साइबर अपराधियों और देश के दुश्मनों को भारतीय व्यापार और प्रशासन को पंगु बनाने का ऐसा एकल लक्ष्य प्रदान किया है। इन चेतावनियों के मद्‌देनजर प्राधिकरण को एक भरोसेमंद गतिशील सुरक्षा व्यवस्था बनानी होगी और आधार में केंद्रित होती जा रही सभी सुविधाओं को विकेंद्रित करना होगा।

सबसिडी के बजाय कल्याण

किसी धर्मनिरपेक्ष राज्य का ये बुनियादी सिद्धांत होता है कि उसमें न तो किसी धर्म को प्रोत्साहित किया जाता है, न ही किसी को हतोत्साहित। सबको अपना मजहब मानने की आजादी होती है। साथ ही ये अपेक्षित होता है कि कोई अपने धर्म के पालन अथवा उसके प्रचार-प्रसार के लिए राज्य से सहायता की अपेक्षा न रखे। न ही राज्य को ऐसी मदद देनी चाहिए। भारतीय संविधान ने अपने देश में धर्मनिरपेक्ष राज्य की स्थापना की है। लेकिन अफसोसनाक है कि आरंभ से ही सरकारों ने इसकी भावना के मुताबिक आचरण नहीं किया। वोट की तलाश में राजनीतिक दलों ने विभिन्न् धर्मावलंबियों को राजकोष से ऐसी मदद दी, जो सैद्धांतिक रूप से उचित नहीं थी। हज यात्रा के लिए मुस्लिम समुदाय के लोगों को दी गई सबसिडी भी ऐसी ही एक सहायता रही है। अतीत में इस पर न्यायपालिका ने भी सवाल उठाए।

लेकिन सरकारें इसे खत्म करने से हिचकती रहीं। आखिरकार सुप्रीम कोर्ट ने 2012 में सरकार को निर्देश दिया कि वह सबसिडी को चरणबद्ध ढंग से 2022 तक समाप्त कर दे। इसकी रोशनी में अल्पसंख्यक मामलों के मंत्री मुख्तार अब्बास नकवी का ये एलान बेहद अहम है कि हज यात्रियों को इस साल से सबसिडी नहीं मिलेगी। सरकार ने कोर्ट के दिशा-निर्देश के मुताबिक अपनी हज नीति तैयार की है। नकवी ने कहा- यह बिना तुष्टीकरण किए अल्पसंख्यकों का गरिमामय सशक्तीकरण की हमारी नीति का हिस्सा है। यह दोहरे हर्ष का विषय है कि हज सबसिडी खत्म करने से बचने वाले धन को सरकार ने अल्पसंख्यक समुदाय की लड़कियों की शिक्षा एवं उनके कल्याण पर खर्च करने का निर्णय लिया है। स्पष्टत: ये फैसला प्रधानमंत्री नरेंद्र मोदी की ‘सबका साथ-सबका विकास की नीति के अनुरूप है। फिर सबसिडी खत्म करने से मुस्लिम समुदाय के लोगों को अपनी सबसे महत्वपूर्ण धार्मिक यात्रा करने में दिक्कत न आए, सरकार ने उसे सुनिश्चित करने की भी कोशिश की है। जलमार्ग से सऊदी अरब जाने का विशेष प्रबंध करने का इरादा उसने जताया है।

इससे वे लोग आसानी से हज करने जा सकेंगे, जो हवाई यात्रा का खर्च उठाने की स्थिति में नहीं हैं। सरकार ने हज कमेटी ऑफ इंडिया और प्राइवेट टूर ऑपरेटरों के बीच हज कोटा के बंटवारे को विवेकसम्मत बनाने की पहल कीहै, जिससे निहित स्वार्थी तत्वों की मिलीभगत से हज यात्रा के लिए जरूरत से ज्यादा शुल्क वसूलने की परिपाटी रुक सकेगी।

इन प्रयासों को देखते हुए आशा की जा सकती है कि हज सबसिडी खत्म होने का हज यात्रा के इच्छुक मुस्लिम धर्मावलंबियों पर कोई खास प्रतिकूल प्रभाव नहीं पड़ेगा। इस वर्ष सऊदी अरब हज के लिए 5000 अधिक भारतीयों को अपने यहां आने की इजाजत देगा। इससे 1.75 लाख लोग वहां जा सकेंगे। 1,300 महिलाओं के भी वहां जाने की संभावना है। यानी कहा जा सकता है कि सरकार ने एक ऐसा फैसला लिया है, जिससे हज यात्रियों पर कोई उल्टा असर नहीं पड़ेगा और कुल मिलाकर मुस्लिम समुदाय को लाभ होगा तथा भारतीय राज्य की धर्मनिरपेक्ष छवि भी उज्ज्वल होगी।

प्रवासी भारतीयों से बांधी गई आर्थिक उम्मीदें

दुनिया के करीब 200 देशों में रह रहे तीन करोड़, 80 लाख प्रवासी भारतीयों से एक बार फिर उम्मीदें बांधी जा रही हैं। यह कोई छोटी बात नहीं है कि दुनिया के तीन देशों में भारतीय मूल के प्रधानमंत्री हैं। आयरलैंड में भारतीय मूल के लियो वरदाकर, पुर्तगाल में एंटोनियो लुईस द कोस्टा और मॉरिशस में प्रविंद जगनाथ प्रधानमंत्री हैं। अमेरिका, कनाड़ा, गुयाना, पुर्तगाल में प्रवासी भारतीय कैबिनेट मंत्री सहित उच्च प्रशासनिक पदों पर भी हैं। पूरी दुनिया में प्रवासी भारतीयों और विदेश में कार्य कर रही भारत की नई पीढ़ी की श्रेष्ठता को स्वीकार्यता मिली है। दुनिया के कई राष्ट्र प्रमुखों ने अपनी अर्थव्यवस्थाओं में प्रवासी भारतीयों के योगदान का कई बार उल्लेख किया है। विदेश में प्रवासी भारतीय कितने प्रभावशाली हैं, इसका अंदाज इसी जनवरी 2018 में अमेरिका में एच-1बी वीजा पर सख्ती के प्रस्ताव और फिर उस पर रोक से लगाया जा सकता है।

अमेरिका के एच-1बी वीजा के नियमों के भारतीय प्रोफेशनल्स के लिए हानिकारक प्रस्तावों को रुकवाने में कुछ प्रभावशाली अमेरिकियों की अहम भूमिका थी। डेमोक्रेटिक सांसद तुलसी गाबार्ड सहित अनेक प्रवासी भारतीय सांसदों ने अमेरिकी सरकार को आगाह किया कि इस बदलाव के कारण बड़ी संख्या में भारतीय एच-1बी वीजाधारकों को अमेरिका छोड़कर जाना पड़ सकता है। इनमें बड़ी संख्या में ऐसे कारोबारी हैं, जो अमेरिकी उद्योग-कारोबार को आगे बढ़ा रहे हैं और बड़ी संख्या में अमेरिकी लोगों को रोजगार भी दे रहे हैं। ये वीजाधारक अमेरिकी अर्थव्यवस्था को मजबूत करने में भी मदद कर रहे हैं। ऐसे में इनका जाना अमेरिकी अर्थव्यवस्था के लिए हानिप्रद होगा। भारतीय सॉफ्टवेयर उद्योग संगठन नासकॉम द्वारा भी अमेरिकी सीनेटरों और कांग्रेस सदस्यों से बातचीत की गई थी, जिससे 9 जनवरी को अमेरिकी सरकार द्वारा एच-1बी वीजा के सख्त बदलाव प्रस्तावों के कार्यान्वयन पर रोक लगाई गई। इससे अमेरिका में रह रहे करीब साढे़ सात लाख भारतीय आईटी प्रोफेशनल्स को भारी राहत मिली। इतना ही नही, 11 जनवरी को ट्रंप प्रशासन ने यह भी घोषणा की कि वह ग्रीन कार्ड कोटे में 45 फीसदी वृद्धि करने जा रहा है।

प्रवासी अपने कार्यरत देशों में रहते हुए भारत के विकास में निवेश करते रहे हैं। संयुक्त राष्ट्र के कृषि विकास कोष द्वारा जारी रिपोर्ट 2017 के मुताबिक, दुनिया भर के विभिन्न देशों में कार्यरत प्रवासियों द्वारा अपनी कमाई को अपने-अपने देश भेजने के मामले में प्रवासी भारतीय पहले क्रम पर हैं। विदेश में रहने वाले प्रवासी भारतीयों ने वर्ष 2016-17 में भारत में 62.7 अरब डॉलर की धनराशि भेजी है। इसमें से 40 फीसदी धनराशि ग्रामीण क्षेत्रों में भेजी गई है, जिसका एक बड़ा हिस्सा स्वास्थ्य सेवा, बेहतर शिक्षा और जीवन स्तर ऊपर उठाने में खर्च किया गया है। प्रवासियों से प्राप्त धनराशि मेें 61 अरब डॉलर के साथ चीन दूसरे क्रम पर है।यदि हम चाहते हैं कि प्रवासी भारतीय सांसद और प्रवासी भारतीय भारत की ओर विदेशी मुद्रा के प्रवाह में भारी वृद्धि करें, तो हमें प्रवासियों से निवेश का आग्रह करने के साथ-साथ इस बात पर भी ध्यान देना होगा कि हम प्रवासी भारतीयों की समस्याओं पर भी ध्यान दें। जिस तरह चीन प्रवासी चीनियों के हितों की रक्षा करता है, हमें भी भारतीय प्रवासियों की हित-रक्षा में आगे आना चाहिए।

आने वाले समय में भारत को विकसित देश बनाने में प्रवासी भारतीय सांसदों और विभिन्न क्षेत्रों में विशिष्ट योगदान दे रहे प्रवासी भारतीयों की भूमिका महत्वपूर्ण होने की उम्मीद है। यही नहीं, अमेरिका और अन्य विकसित देशों में लगातार बढ़ रही भारतीय पेशेवरों की वीजा संबंधी चिंताओं से निपटने के लिए भी प्रवासी भारतीयों की अहम भूमिका दिखाई देती रहेगी। हम आशा करें कि प्रवासी भारतीय सांसद और प्रवासी भारतीय दुनिया के कोने-कोने में अपनी नेतृत्व शक्ति और अपने ज्ञान का परचम फहराते हुए विदेशी मुद्राओं का ढेर स्वदेश भेजकर जहां एक ओर भारत की बढ़ती विदेशी पूंजी की जरूरत में मददगार साबित होते रहेंगे, वहीं दूसरी ओर वे अपने परामर्श व कौशल के सहयोग से भारतीय युवाओं के लिए भी नए दौर की शुरुआत कर सकते हैं।

A new weapon in the carbon fight

The ability of soils to sequester carbon as a win-win strategy must be recognised by policymakers

It is not usual to think of soils in the context of climate change. Policy is usually focussed on reducing greenhouse gas (GHG) emissions from the electricity sector, transport and industry. There has, however, been a renewed interest in understanding how soils can serve as a sink for carbon dioxide since atmospheric concentrations of carbon dioxide have crossed 410 parts per million and oceans are already turning acidic. Besides, increasing soil carbon offers a range of co-benefits and this would buy us time before other technologies can help us transition to a zero-carbon lifestyle.

Significant carbon pools on earth are found in the earth’s crust, oceans, atmosphere and land-based ecosystems. Soils contain roughly 2,344 Gt (1 gigatonne = 1 billion tonnes) of organic carbon, making this the largest terrestrial pool. Soil organic carbon (SOC) comes from plants, animals, microbes, leaves and wood, mostly found in the first metre or so. There are many conditions and processes that determine changes to SOC content including temperature, rainfall, vegetation, soil management and land-use change.

Many benefits

Increasing SOC through various methods can improve soil health, agricultural yield, food security, water quality, and reduce the need for chemicals. Changing agricultural practices to make them more sustainable would not just address carbon mitigation but also improve other planetary boundaries in peril such as fresh water, biodiversity, land use and nitrogen use.

Currently, the world is on a path to be about 3ºC warmer than pre-Industrial times even if there was follow through on all the commitments made at the Paris climate conference in 2015. The aim of the global community is to try and stay below 1.5ºC, which is a very tall order since current average temperatures are already about a degree higher.

Approaches to increase SOC include reducing soil erosion, no-till-farming, use of cover crops, nutrient management, applying manure and sludge, water harvesting and conservation, and agroforestry practices. Rattan Lal from Ohio State University estimates that an increase of just 1 tonne of soil carbon pool of degraded cropland soils can increase crop yield by several kilograms per hectare. Moreover, carbon sequestration in soils has the potential to offset GHG emissions from fossil fuels by up to 15% annually. In contrast, it has been estimated that SOC in India has reduced from 30% to 60% in cultivated soils compared with soils that are not disturbed.

Soil and agriculture

After the changes undertaken as part of the Green Revolution, crop yields increased for several decades, but there has also been a dramatic increase in the use of chemicals — pesticides, herbicides and fertilizers. Still, agricultural yields have begun to drop in many places for a variety of reasons primarily related to degraded soils. Industrial changes to agriculture have led to a range of adverse effects: loss of biodiversity, elimination of beneficial microbes and insects, reduction in yield, contamination of water bodies and soils, and increasing toxicity and deaths from chemical use in farm households.

India has a large number of successful sustainable agricultural practices that are consistent with ecological principles. These include natural farming (or as the Japanese farmer Masanobu Fukuoka calls it, ‘do-nothing farming’), permaculture and organic farming. Personal and online reports indicate that the improvements to soil health and profits occur rapidly. But the knowledge and innovations of farmers who have successfully experimented with these methods must be considered in research and policy.

The number of farmers in organic farming has been increasing steadily, but many are simply deploying regular agriculture with natural substitutes for chemicals. Up to a third of rainfed farmers simply do not have the means to add chemicals, and are organic by default. Many States have some sustainable farming, with Madhya Pradesh reportedly having the highest acreage.

Lessons for India

Many of these practices have come into their own over several decades — through the efforts of farmers and sometimes with support from local groups — and the time is long past where these are regarded as outlandish alternative methods. Given that these techniques can contribute to relieving a range of challenges, State-level policy makers need to understand better the successes on the ground in India’s different agro-climatic zones

They also need to identify what kinds of support are needed by farmers with small holdings to transition from existing practices. Not paying attention to the successes of our own farmers has partly contributed to the agrarian crisis the country now faces.

India’s population will continue to increase through at least the middle of the century and we need to be able to grow more food, grown in less land and in more severe weather conditions. We ignore our own farmers’ successes at our own peril.

The Parliamentary Standing Committee on Agriculture in its 2016 report in fact recommended “revision of the existing fertiliser subsidy policy and promotion of organic fertilizers”. The government has been promoting a Soil Health Card scheme to measure the health of the soils in different parts of the country and in each farm. There is little policy support for natural farming and the alternatives. The fertilizer lobby, extension services, and the many agricultural scientists — unschooled in agroforestry and ecological methods — would oppose changes but these practices that integrate good management of soil, water and land provide a host of benefits. The ability of soils to sequester carbon is a win-win strategy for farmers, people and for climate change and it is time we stopped ignoring these at the policy levels.

Social security still a raw deal for many

The goal of comprehensive social security coverage remains a mere slogan in many parts of the world

A recent global report on social security could serve as a useful starting point to understand the appeal of populism across the world. The World Social Protection Report 2017-19 of the International Labour Organisation could also be viewed as a blueprint for action by political parties of the mainstream.

A vast majority of people (4 billion) live without any safeguard against the normal contingencies of life, according to the study. Less than half (45.2%) have guaranteed access to only one social protection benefit in the face of a whole gamut of risks such as ill health, unemployment, occupational injuries, disability, and old age. More than half the population in rural areas are not covered by universal health programmes, as compared to less than a quarter in urban locations. The goal of comprehensive coverage evidently remains a mere slogan in several parts of the world.

Yet, there is growing political support for the idea that public investment in social security is critical to eradicate poverty, boost economic growth, and reduce inequality. About 29% of the population enjoy comprehensive social protection. There has been a 2% increase in coverage in the last two years — a sign that the commitment is woefully inadequate given the magnitude of the challenge. Major obstacles in this regard are fiscal austerity measures. The report reinforces the alternative approach it has advocated for long, of economic stimulus and productivity-enhancing growth. Targets under the 2030 Sustainable Development Goals lay out the framework for concerted efforts in this respect.

An earlier ILO study documented the challenges facing countries, at their current rate of progress, to meet the 2025 target of eradicating child labour. The latest report sheds some light on why the task seems almost elusive. Nearly two-thirds of children are not covered by any form of social protection, meaning that their education is unlikely to rank as a priority among households. Furthermore, 41% of mothers of newborns receive no maternity benefits. Only 27.8% of persons with severe disabilities worldwide receive appropriate support, says the report. This precludes effective interventions to alleviate the impact of different impairments on daily living.

The expansion of old-age pensions to include 68% of people in the retirement age is a move in the right direction. However, the levels of support are not adequate enough even to lift people out of poverty, the report says. A trend away from the privatisation of pension protection in Poland, Argentina, Hungary, among others, is perhaps a moment for other countries to rethink.

A highlight in the report is the practical tools and guidance on calculating the cost of different social benefits. It thus dispels the notion that universal coverage is beyond the reach of poor countries.

अनियमित विकास के नतीजे

यकीनन देश में 1991 में आर्थिक सुधारों के लागू होने के बाद से सकल घरेलू उत्पाद (जीडीपी) की वृद्धि दर, बेरोजगारी की गिरावट और विदेशी मुद्रा भंडार में बढ़ोतरी जैसे कुछेक लाभ हमें प्राप्त हुए हैं.

लेकिन अनेक अवसर दरपेश थे, जिन्हें गंवा दिया गया. बिना विचारे, उदारीकरण की अनियोजित प्रक्रिया और जल्दबाजी के चलते हम बेहद बेतरतीब आर्थिक वृद्धि हासिल कर सके. यही कारण रहा कि चुनिंदा क्षेत्रों में उद्योग बेहद केंद्रित हो गए. जनसंख्या का विस्तार समान रूप से नहीं हो पाया. नगर-शहरों में भीड़-भाड़ बढ़ी. गंदी-मलिन बस्तियां मशरूम की भांति उग आई. शहरों में रहने का व्यय लोगों की पहुंच से बाहर हो गया. भूमि पर दबाव बढ़ने से भूजल का स्तर गिरा. वायु प्रदूषण जैसे जीवन की गुणवत्ता से जुड़े गंभीर मुद्दों की अनदेखी हुई.

सरकार के हस्तक्षेप बिना उदारीकरण की राह पर बढ़ने से उद्योग एक ही स्थान पर केंद्रित हो गए. दरअसल, नियंत्रण न रहने से उद्योग उन्हीं जगहों पर लगाए जाने को तरजीह मिलने लगती है, जहां पहले से ही जमे-जमाए कारोबारों की मौजूदगी होती है. जाहिर है कि स्थानीय संसाधन ऐसे स्थानों पर पर्याप्त होते हैं, जिनसे उद्यमियों के मन में अच्छा कारोबारी माहौल मिलने की उम्मीद बढ़ जाती है. उद्योगों के लिए जिन महत्त्वपूर्ण संसाधनों की बेहद जरूरत होती है, उनमें सतत विद्युत एवं जलापूर्ति, सड़क आदि जैसी ढांचागत सुविधाओं, वित्त की उपलब्धता और स्थानीय स्तर पर श्रम की प्रचुरता आदि शामिल हैं. चूंकि जमे-जमाए उद्योग केंद्रों पर ये तमाम संसाधन प्रचुरता में होते हैं, इसलिए नये खिलाड़ी के लिए ऐसे क्षेत्रों में अपनी मौजूदगी दर्ज कराना आसान रहता है. जहां ऐसी प्राथमिकता संबद्ध कंपनी के लिए माकूल रहती है, वहीं जरूरी नहीं कि चयनित स्थान या प्राथमिकता से बाहर कर दिए गए स्थानों के लिए भी यह फायदेमंद रहे. इसका भी स्पष्ट कारण है. कारोबारी मौजूदगी से रोजगार बढ़ता है, और स्थानीय जीवन का स्तर ऊंचा उठता है.

इससे उपभोक्तान्मुख कारोबारों का विकास होता है, और ज्यादा से ज्यादा रोजगार-सृजन होता है. लेकिन किसी एक स्थान पर उद्योगों के केंद्रित हो जाना, उस स्थान विशेष के लिए हानिकर भी हो सकता है. इससे भूमि पर दबाव पड़ता है. स्थानीय लोगों के लिए भूमि बेहद महंगी हो जाती है. ज्यादा से ज्यादा लोगों के आते जाने से वाहन प्रदूषण, जलाभाव और बिजली आपूर्ति जैसे मुद्दे भी प्रभावित होते हैं. 1991 से पूर्व सरकार उन स्थानों की संख्या नियत कर देती थी, जहां कोई फैक्टरी स्थापित की जा सकती थी. कितना उत्पादन किया जा सकता था. एक दूसरे से कितने खिलाड़ी प्रतिस्पर्धा कर सकते थे. उत्पादों के दाम कितने रखे जा सकते थे, जैसी तमाम बातें तय कर दी जाती थीं. 1991 के पश्चात अर्थव्यवस्था का उदारीकरण होने के साथ ही लाइसेंस-परमिट राज अंशत: ध्वस्त हो गया. इस कारण ऐसी बंदिशों का कोई मतलब नहीं रहा. उद्योगों पर बंधन नहीं रह गए. हालांकि उद्योग लगाने संबंधी नियंत्रण सरकार के पास अब भी है, लेकिन उतना नहीं है जितना कि पहले होता था. गौरतलब है कि सरकार के नियंत्रण के बावजूद भारत में भौगोलिक विस्तार काफी असमान था. लेकिन उदारीकरण के पश्चात यह और भी खराब हो गया. ज्यादातर उद्योग सोलह राज्यों-उदारीकरण से पूर्व और पश्चात भी-में ही केंद्रित हैं. अलबत्ता, उदारीकरण के बाद से तीन दक्षिणी राज्यों-तमिलनाडु, कर्नाटक और आंध्र प्रदेश-में उद्योग इकाइयां तेजी से बढ़ीं.

महाराष्ट्र, गुजरात, उत्तर प्रदेश, प. बंगाल और बिहार में उदारीकरण के बाद से उद्योगों की भागीदारी में खासी कमी दर्ज की गई. इस प्रकार से औद्योगिक इकाइयों के केंद्रीकरण से लोगों पर पहला तो इस रूप में प्रभाव पड़ता है कि आवास महंगे से महंगे होते चले जाते हैं. बाहर से आने वाले गरीबों के लिए महंगे आवासों में रहना संभव नहीं रह जाता. नतीजतन, स्लम बस्तियां उगने लगती हैं, जहां स्वच्छता और साफ-सफाई नहीं होती. पुणो और बेंगलुरु जैसे तेजी से बढ़ते शहरों में जलापूर्ति जैसी समस्या सतत बनी रहती है. उच्च औद्योगिकीकरण और वाहनों की जरूरतें बढ़ने से शहरी बसावटों में आबाद लोगों को बढ़ते प्रदूषण के रूप में एक और दिक्कत पेश आती है. चूंकि हर कोई अपने कार्यस्थल के पास ही रहने का जुगाड़ नहीं कर पाता इसलिए लंबी-लंबी दूरियां तय करके कार्यस्थल पर पहुंचना पड़ता है. बहरहाल, उदारीकरण के बाद हुए अनियमित विकास ने गंभीर नतीजे हमारे सामने पेश कर दिए हैं. इनके मद्देनजर कहा जा सकता है कि हमारे हाथ से कुछ बेहतरीन अवसर फिसल गए हैं.

भारत-इस्राइल : रिश्तों का नया नक्शा

जैसी कि आशा थी इस्राइल के प्रधानमंत्री बेंजामिन नेतन्याहू की छह दिवसीय भारत यात्रा का अत्यंत भव्य शुभारंभ हुआ है.

प्रधानमंत्री नरेन्द्र मोदी ने नेतन्याहू को उनके लोकप्रिय नाम ‘बीबी’ कहकर उन्हें पुकारा तो उन्होंने भी मोदी को ‘नरेन्द्र’ कहा. इस औपचारिक संबोधन ने दोनों नेताओं में पनपी घनिष्ठता को परिलक्षित किया है. ‘बीबी’ ने मोदी को क्रांतिकारी नेता बताया तो मोदी ने भी ‘बीबी’ की तारीफों के पुल बांध दिए. इसके अलावा, दोनों देशों ने नौ समझौतों पर दस्तखत किए. दोनों देशों ने फिल्म-निर्माण, साइबर सुरक्षा, तेल और ऊर्जा, कृषि अंतरिक्ष और सामरिक मामलों में सहयोग के संकल्प किए.

दोनों नेताओं ने द्विपक्षीय व्यापार को पांच बिलियन डॉलर से कहीं ज्यादा आगे बढ़ाने पर भी विचार किया. आतंकवाद के विरु द्ध दोनों राष्ट्रों के समान संघर्ष को भी याद किया गया. नेतन्याहू राजघाट भी गए और तीन मूर्ति चैराहे को अब तीन मूर्ति हाइफा चौक कहा जाएगा, उन भारतीय सिपाहियों की याद में जो 100 साल पहले इस्राइल में शहीद हुए थे. यह भारत-इस्राइल मैत्री का नया प्रतीक है. गत वर्ष जैसे नेतन्याहू ने तेल अवीव का स्वागत एक हिंदी वाक्य बोलकर किया था, इस बार मोदी ने हिब्रू भाषा में अपने मित्र नेतन्याहू का स्वागत किया.

किसी इस्राइली प्रधानमंत्री की यह दूसरी भारत-यात्रा है. पहली यात्रा 2003 में प्रधानमंत्री एरियल शेरोन ने की थी. इन पिछले 14-15 वर्षो में भारत-इस्राइल संबंधों का नक्शा ही बदल चुका है. इस बीच भारत के राष्ट्रपति और विदेश मंत्री भी इस्राइल हो आए हैं. कई मंत्री और सांसद भी इस्राइल जाते रहे हैं. इस्राइल के राष्ट्रपति रु वेन रिवलिन भी 2016 में भारत आ चुके हैं. नरेन्द्र मोदी भारत के ऐसे पहले और एक मात्र प्रधानमंत्री हैं, जो पिछले साल इस्राइल गए थे. जवाहरलाल नेहरू ने 1950 में इस्राइल को मान्यता दी थी, क्योंकि मिस्र ने उस समय हैदराबाद के सवाल पर पाकिस्तान का समर्थन कर दिया था वरना 1948 में बने इस्राइल को भारत संयुक्त राष्ट्र संघ का सदस्य बनाने के भी विरु द्ध था. 1992 में प्रधानमंत्री नरसिंहराव ने पहल की और इस्राइल के साथ राजनयिक संबंध स्थापित किए.

उस समय इस्राइल से घनिष्ट संबंध बनाने में भारत को कई तरह के संकोच थे. सबसे पहला तो यही कि इस्राइल के नजदीक जाने का अर्थ होगा दुनिया के दर्जनों मुस्लिम देशों से अपने संबंधों में खटास पैदा करना. दूसरा, गुट-निरपेक्ष आंदोलन के नेता बनना और साथ-साथ उसके सबसे बड़े विरोधी,अमेरिका, के संपोषित राष्ट्र के करीब जाना. तीसरा, इस्राइल की घनिष्ठता भारत-सोवियत संबंधों के भी अनुकूल नहीं होती. चौथा, उन दिनों इस्राइल स्वयं अस्तित्व के संकट में फंसा हुआ था.

उसकी दोस्ती के फायदों के बारे में अनिश्चय बना हुआ था. पांचवां, न तो भारत में यहूदी लॉबी इतनी तगड़ी थी और न ही इस्राइल में भारतीयों की संख्या इतनी अधिक और वजनदार थी कि दोनों देशों में घनिष्ठता बनाने का दबाव बढ़ता. उन दिनों इस्राइल से भारत इतना परहेज करता था कि भारतीय पासपोर्ट पर इस्राइली वीजा भी नहीं लग सकता था. अब से लगभग पचास साल पहले जब मैं न्यूयार्क की कोलंबिया यूनिर्वसटिी में पढ़ता था तो मेरा भाषण सुनने के बाद इस्राइली राजदूत ने मुझे इस्राइल-यात्रा का निमंतण्रदिया. हमारे दूतावास ने मुझे एक नया विशेष पासपोर्ट दिया, जिस पर इस्राइली वीजे का ठप्पा लगाया गया था. वह पासपोर्ट मेरे पास आज भी है.यह स्थिति बदली कैसे? इसका मूल कारण इस्राइल ही है. भारत ने कई मुद्दों पर इस्राइल का विरोध किया. लेकिन इस्राइल ने हमारे हर संकट में हमारा साथ दिया. संयुक्त राष्ट्र में जब-जब कश्मीर का सवाल उठा, इस्राइल ने भारत के पक्ष में वोट किया. पाकिस्तान के साथ हुए 1965 और 1971 के युद्धों में इस्राइल ने सिर्फ भारत का कूटनीतिक समर्थन ही नहीं किया अपितु सैन्य-सहायता भी की. इसके विपरीत, अरब राष्ट्रों के साथ भारत की घनिष्ठता के बावजूद उन्होंने पाकिस्तान का समर्थन किया. करगिल के समय पश्चिम एशिया के ज्यादातर राष्ट्रों ने पाकिस्तान का समर्थन किया, लेकिन इस्राइल ने भारत का साथ दिया.

इस्राइल की इस लगातार भारत-समर्थक नीति का असर भारत के नीति-निर्माताओं पर बढ़ता गया. मोरारजी देसाई के प्रधानमंत्री-काल में इस्राइल के जगत प्रसिद्ध रक्षामंत्री मोशे दयान गोपनीय यात्रा पर भारत आए थे. प्रधानमंत्री चौधरी चरणसिंह ने अपने लाल किले के एक मात्र भाषण में इस्राइल की तारीफों के पुल बांध दिए थे. भारत-इस्राइल के बीच व्यापारिक, सामरिक और गुप्तचरीय सहयोग बढ़ता गया. 1962 में चीनी हमले के समय इस्राइल ने सामरिक सहयोग की जो पहल की थी, वह चुपचाप आगे बढ़ती रही. 2003 में प्रधानमंत्री अटल बिहारी वाजपेयी ने इस्राइल प्रधानमंत्री शेरोन को भारत आमंत्रित करके यह संदेश दे दिया कि अब इस्राइल से भारत के संबंध खुले आम बढ़ेंगे.

भारत ने इस्राइल के विरुद्ध पारित कई अंतरराष्ट्रीय संगठनों के प्रस्तावों पर तटस्थता भी प्रकट की. नरेन्द्र मोदी मुख्यमंत्री के तौर पर पहले इस्राइल जा चुके थे, लेकिन प्रधानमंत्री के तौर पर इस्राइल जाने के पहले उन्होंने कई अरब देशों की यात्राएं कीं और फिलिस्तीन के राष्ट्रपति महमूद अब्बास को भारत का मेहमान बनाया. लेकिन मोदी ने पिछले साल हुई अपनी इस्राइल-यात्रा के दौरान वह काम कर दिखाया, जिसे करने की हिम्मत इस्राइल के परम मित्र डोनाल्ड ट्रंप में भी नहीं है. ट्रंप मई 2017 में इस्राइल के साथ-साथ फिलीस्तीन भी गए लेकिन मोदी ने सिर्फ और सिर्फ इस्राइल की यात्रा की.

गत वर्ष मोदी की इस्राइल-यात्रा ने नरसिंहरावजी की इस्राइल नीति को शिखर पर तो पहुंचाया ही, उसने जनसंघ और भाजपा की इस्राइल-नीति को अमली जामा पहनाया. नरसिंहरावजी स्वयं इस्राइल जाना चाहते थे लेकिन उन दिनों छिड़े सांप्रदायिक विवादों के कारण उन्हें अपना इरादा बदलना पड़ा था. इस्राइल से हम खुले-आम संबंध दो कारणों से नहीं बना रहे थे. एक तो हमारे मुसलमान मतदाताओं के नाराज़ होने के डर से और दूसरा अरब देशों के साथ तनाव बढ़ जाने की आशंका से ! लेकिन ये दोनों कारण खोखले हैं.
