Abe in Ahmedabad: India-Japan partnership can transform development paradigm in India and the region

The symbolism of Japanese Prime Minister Shinzo Abe holding parleys with Prime Minister Narendra Modi in Ahmedabad from today cannot be missed. The last Asian leader who was similarly hosted in Ahmedabad was Chinese President Xi Jinping in 2014. Back then Modi had gone out of his way to fete Xi, but considerable water has flown down the Yangtze Kiang since then. India-China ties haven’t proceeded along the expected trajectory, as exemplified by the recent Doklam standoff.

Japanese exports to India rose from Rs 22,900 crore in 2005 to Rs 57,800 crore in 2015, and as of today about 1,305 Japanese companies have branches in India. Japanese investments – both made and proposed – in projects such as the Delhi Metro and the Delhi-Mumbai Industrial Corridor have been or can be transformational. Abe along with Modi will lay the foundation stone for the marquee Rs 1.1 lakh crore Mumbai-Ahmedabad bullet train project which Japan is financing. Understandably, an Indian bullet train has raised eyebrows given the shabby state and unsatisfactory safety record of Indian railways in general. However, it needs to be noted that the bullet train project will have a separate financing stream. Plus the project can be used as a model to upgrade technology, standards and protocols across the railways.

Additionally, India and Japan will sign 10 MoUs – including those for Japanese industrial parks – during Abe’s trip. But what is really grabbing eyeballs is the expected launch of the Asia Africa Growth Corridor. The corridor is meant to build capacity and boost human resource development in Africa, create quality infrastructure, and facilitate people-to-people partnerships. Juxtaposed to China’s top-down investments comprising its ‘One Belt One Road’ initiative, India-Japan’s outreach to the continent seeks to connect different growth poles through local ownership of projects, skill development and transfer of technology.

The strategic dimension of the corridor is clear. With China using its huge foreign exchange reserve to acquire economic depth overseas while trying to muscle aside other Asian powers, India and Japan can work together to buttress a multipolar Asia, as well as to provide an alternative model of development for Asia and Africa that respects sovereignty and democratic principles. In that sense, the India-Japan partnership can be a force that transforms the development paradigm in this part of the world. And Modi and Abe have the personal connect to actualise this.

 Politics, not funds, curbs infrastructure

On Tuesday, this newspaper reported that Morgan Stanley, a merchant banker, was close to mopping up $1billion for a fund to build infrastructure in India. Two other funds, led by IDFC and ICICI, have also raised funds for similar purposes. We wish them the best as they negotiate a vast and varied area of development that is essential to boost growth. But the overriding constraint on infrastructure investment has never been finance. The National Investment and Infrastructure Fund is yet to invest any funds. Infrastructure development in India has moved in fits and starts. Infrastructure accounts for the bulk of bad loans that stymie India’s banking. Timorous politics that shrinks from asking people to pay for the power they consume has crippled the power sector. More money cannot fix it.

Things like roads, power plants, airports, towns and so on require land, a scarce resource in densely populated India. Much infrastructure is held up by disputes over land acquisition, environmental damage, displacement of indigenous people, private contractors looking to cut corners and, of course, graft and sloth in ministries, departments and state undertakings. Periodically, these tensions boil over as political turmoil, paralysing administration and decision making.The way out is not to pump more good money after bad, but redress institutional shortcomings that dog these projects. Central and state governments can assist private developers by speeding up approval processes, cutting red tape and setting up dispute-resolution mechanisms between different stakeholders in projects.

The new fund will receive $150 million from Beijing-based Asian Infrastructure Investment Bank (AIIB). Of around 30 projects approved for investment by AIIB, 11go to Egypt, mostly to solar power in public-private partnerships; India’s share is three projects, the same as Indonesia’s. Clearly, investors like shovel-ready projects, not those whose prospects are shrouded in uncertainty. What infrastructure in India needs is political boldness and institutional deepening, finance is secondary.

 श्रम संगठनों में सुधार की पहल को अंजाम तक पहुंचाना अहम

संतोष कुमार गंगवार ने श्रम एवं रोजगार मंत्रालय का स्वतंत्र प्रभार संभालने के साथ ही यह स्पष्ट कर दिया कि वह श्रम कानूनों में सुधार की प्रक्रिया को तेज करेंगे और इस कवायद में श्रमिक संगठनों को भी शामिल करेंगे।अगर चाहत ही नतीजों को तय करती है तो नए श्रम मंत्री अपने लक्ष्य के अलावा भी काफी कुछ हासिल कर लेंगे। लेकिन हमें यह भी ध्यान में रखना होगा कि गंगवार से पहले भी जो लोग श्रम मंत्रालय का जिम्मा संभाल चुके हैं, वे भी इसी तरह की मंशा जताते रहे हैं। लेकिन गंगवार के पूर्ववर्ती मंत्री अपने मकसद को मनचाहे नतीजों में नहीं तब्दील कर पाए।सच तो यह है कि किसी भी सरकार में श्रम संगठनों का मुकाबला करने का साहस नहीं रहा है। शुरुआती दौर में कुछ खुशनुमा बयानों और कभी-कभार उठाए जाने वाले कदमों के अलावा बात आगे बढ़ती ही नहीं थी। मौजूदा सरकार ने सत्ता में आते ही 44 श्रम कानूनों को समाहित कर चार संहिताओं में सूत्रबद्ध करने की घोषणा की थी। ये संहिताएं औद्योगिक संबंध, मजदूरी, सामाजिक सुरक्षा और पेशागत सुरक्षा, स्वास्थ्य एवं कामकाजी परिस्थितियों पर बनाई जानी थीं। लेकिन मजदूरी विधेयक संहिता के अलावा अन्य संहिताएं अभी धूल ही फांक रही हैं। मजदूरी संहिता को तो संसद में भी रखा जा चुका है। इसकी वजह बड़ी साफ है। कोई भी सरकार नहीं चाहती है कि उसे श्रम-विरोधी माना जाए। इसीलिए लगातार कई सरकारों ने श्रम सुधार के विधेयक तो पेश किए लेकिन जब उनकी वजह से श्रमिकों, नियोक्ताओं और तत्कालीन सरकार के जटिल रिश्तों में तनाव पैदा होने के आसार बनने लगे तो उन्होंने अपने कदम पीछे खींच लिए। इनमें से कई सुधारों से वास्तव में श्रमिकों के हितों की ही पुष्टि हुई रहती लिहाजा इन विधेयकों का पारित नहीं हो पाना दुर्भाग्यपूर्ण है।मोदी सरकार की तरफ से प्रस्तावित एक संहिता का ही उदाहरण लीजिए। इसमें श्रम संगठन में बाहरी लोगों की संलिप्तता में भारी कमी करने की बात कही गई है। इसका मतलब है कि बाहरी लोग अब श्रम संगठनों में कम दखल कर पाएंगे। असंगठित क्षेत्र में पहले आधी हिस्सेदारी की सीमा थी। संहिता में कहा गया है कि श्रम संगठनों में अब केवल दो बाहरी प्रतिनिधि ही रखे जा सकते हैं। अन्य सभी क्षेत्रों के लिए इसमें बाहरी लोगों को पदाधिकारी होने से प्रतिबंधित कर दिया गया है। पहले संगठन में एक-तिहाई या पांच पदाधिकारियों को शामिल होने की इजाजत होती थी। उसकी तुलना में संहिता ने पदाधिकारियों की संख्या में काफी कटौती कर दी है।

श्रम संगठनों के राजनीतिकरण को कम करने के लिहाज से यह काफी अच्छा कदम है क्योंकि इससे बाहरी लोगों को कामकाज का एजेंडा हाइजैक करने का मौका नहीं मिल पाएगा। ये बाहरी लोग अक्सर अपने राजनीतिक एवं आर्थिक लाभों के लिए दखलंदाजी करते हैं। राष्ट्रीय श्रम आयोग ने श्रम संगठनों में बाहरी लोगों के प्रवेश को न्यूनतम करने के लिए कई कारण गिनाए हैं। बाहरी नेतृत्व इन संगठनों के असली मकसद को कमतर करने और उनकी ताकत को कमजोर करने के अलावा व्यक्तिगत लाभों और अपने पूर्वग्रहों के चलते कई बार श्रम संगठनों के हितों के भी पार चला जाता है।यह समझने की जरूरत है कि नेताओं ने ट्रेड यूनियन आंदोलन में अपनी भूमिका को खास सशक्त नहीं किया है। कई साल पहले इंडियन ट्रेड यूनियन कांग्रेस (इंटक) की आम परिषद ने एक प्रस्ताव पारित कर चुनावों में कांग्रेस के सभी उम्मीदवारों का समर्थन करने का फरमान जारी कर दिया था। लगभग वैसे ही हालात अपेक्षाकृत परिष्कृत तरीकों से अब भी बने हुए हैं। कई राज्यों में करीब दर्जन भर राजनीतिक दल किसी कारखाने के मजदूर संगठन पर कब्जे के लिए अपनी मजदूर इकाइयों के जरिये लगे रहते हैं। पिछले दशकों में क्षेत्रीय स्तर के राजनीतिक दलों का उदय होने से ट्रेड यूनियन भी काफी विभक्त हो गई हैं जिसका असर उनकी एकता और एकजुटता पर पड़ा है। इसमें कोई संदेह नहीं है कि श्रम संगठनों का राजनीतिक मकसद से प्रेरित होकर काम करने से श्रमिकों की स्थिति बेहतर करने में कोई मदद नहीं मिल पाती है। असलियत तो यह है कि यह श्रम संगठनों के विभाजन की मूल वजह है। इसके चलते श्रम संगठन कामगारों के हितों के लिए भी काम नहीं कर पाते हैं। इसका परिणाम यह होता है कि श्रमिकों की परेशानी की मूल वजहों और उनकी मांगों का श्रमिक नेताओं की राय से सामंजस्य ही नहीं बन पाता है।

हालांकि केवल कानूनी प्रावधान कर देने भर से बात नहीं बनेगी। प्रबंधन को सबसे पहले यह सुनिश्चित करना होगा कि किसी भी श्रमिक को जानबूझकर परेशान नहीं किया जाए। इसके अलावा अंदरूनी स्तर पर श्रमिक नेतृत्व को उभरने का मौका देने के लिए उनके नेतृत्व कौशल प्रशिक्षण की भी समुचित व्यवस्था की जानी चाहिए।
अंतरराष्ट्रीय श्रम संगठन समेत कई लोगों का मानना है कि किसी भी संगठन को अपना ढांचा तय करने और अपने सदस्यों के चुनाव का बुनियादी अधिकार है। लिहाजा किसी संगठन में बाहरी लोगों को पदाधिकारी बनाए जाने की संख्या को सीमित नहीं किया जाना चाहिए। लेकिन इस तर्क को स्वीकार कर पाना मुश्किल है। आखिरकार श्रम संगठनों का वजूद ही इसलिए होता है कि श्रमिकों के प्रतिनिधि निकाय के तौर पर वे प्रबंधन से बात कर सकें और श्रमिक हितों को प्रभावित करने वाले मसलों को उठा सकें। अगर गंगवार श्रमिक संगठनों को यह समझाने में सफल हो जाते हैं कि अब वह वक्त नहीं रहा जब श्रमिकों को अपने लिए अच्छी बातों की जानकारी ही नहीं होती थी, तो वह काफी कुछ अच्छा कर जाएंगे।

 रोजगार के अवसर बढ़ाने के उपाय

रोजगार सृजन के लिए सरकार ने एक कार्यबल यानी टास्क फोर्स का गठन किया है। कृषि में ट्रैक्टर, हार्वेस्टर और ट्यूबवेल के उपयोग से श्रम की जरूरत कम हो गई है इसलिए सामान्य कृषि उत्पादों जैसे गेहूं और गन्ने का उत्पादन बढ़ाने से रोजगार पैदा नही होंगे, बल्कि इनका उत्पादन बढ़ाने से पर्यावरण का क्षय होगा और रोजगार कम होंगे। जैसे गन्ने की खेती के लिए ट्यूबवेल के अधिक उपयोग से गांव के तालाब सूख जाते हैं और इसके चलते मछली पालन में बन रहे रोजगार समाप्त हो जाते हैैं। हालांकि महंगे कृषि उत्पादों के जरिये जरूरी रोजगार के अवसर बन सकते हैं। जैसे तरबूज को अगर चौकोर आकार का बनाना हो तो छोटे फल को चौकोर डिब्बों में डालना होता है। फल बड़ा होने के साथ क्रमश: बड़े डिब्बे लगाने होते हैं। ऐसे तरबूज का दाम ज्यादा मिलता है और उसके उत्पादन से रोजगार के अवसर भी बनते हैं। अत: उच्च कीमत के कृषि उत्पादों की तरफ बढ़ना चाहिए। हमारे पास हर प्रकार की जलवायु उपलब्ध है। जैसे गुलाब के फूल गर्मी में पहाड़ों पर, बरसात में दक्कन के पठार पर और जाड़े मे उत्तर प्रदेश में उगाए जा सकते है। सरकार को चाहिए कि उच्च कीमत के ऐसे कृषि उत्पादों के निर्यात पर सब्सिडी दे। वर्तमान में जैसे उर्वरक और बिजली पर दी जा रही सब्सिडी को इस दिशा मे मोड़ने से किसान पर कुल भार नही बढ़ेगा, परंतु उसकी दिशा का परिवर्तन होगा।

विनिर्माण में भी कमोबेश ऐसी ही परिस्थिति है। बड़ी कंपनियां ऑटोमेटिक मशीनों से उत्पादन करती हैं। उनके जरिये रोजगार सृजन कम ही हो रहा है। इसलिए बहुराष्ट्रीय कंपनियां जैसे एप्पल द्वारा भारत में आई-फोन बनाए जाने से भारत का तकनीकी उन्नयन अवश्य होगा, परंतु रोजगार के अवसर नहीं बनेंगे। वैश्विक अनुभव बताता है कि विनिर्माण में अधिकतर रोजगार छोटे उद्योगों द्वारा बनाए जाते हैं, लेकिन छोटे उद्योगों का दायरा भी सिकुड़ता जा रहा है। जैसे पहले हर शहर मे डबलरोटी बनाने की फैक्ट्री होती थी। आज बड़े शहरों से डबलरोटी गांवों मे भी सप्लाई हो रही है। अब तक सरकार की सोच थी कि किसी विशेष क्षेत्र में कार्यरत तमाम छोटे उद्योगों को एक समूह में स्थापित किया जाए जैसे तिरुपुर में होजरी फैक्ट्रियों को। इन्हे सामूहिक स्तर पर प्रदूषण नियंत्रण सुविधाएं उपलब्ध कराई जा सकती है जिससे इनकी उत्पादन लागत में कमी आए और ये बड़े उद्योगों के सामने खड़े रह सकें। बहरहाल जमीनी अनुभव बताता है कि छोटे उद्योग पिट रहे हैं। तिरुपुर के एक छोटे होजरी निर्माता ने बताया कि जीएसटी लागू होने के बाद अहमदाबाद के बड़े उद्योगों के सामने वह पिट रहा है। सरकार को इस भ्रम से उबरना चाहिए कि संरक्षण के बिना छोटे उद्योगों का अस्तित्व बचा रहेगा और उनके द्वारा मुफ्त में नए रोजगार अवसर सृजित होंगे। देश को रोजगार का मूल्य अदा करना होगा। इस दिशा में श्रम-सघन छोटे उद्योगों को संरक्षण देने की पुरानी नीति पर वापस जाना होगा। जैसे ऑटोमेटिक मशीनों से बने कागज और पावरलूम से बने कपड़े पर देश में प्रतिबंध लगा दिया जाए तो हस्तनिर्मित कागज एवं हैंडलूम के उत्पादन में रातोंरात करोड़ों रोजगार उत्पन्न हो जाएंगे, परंतु इस कदम को उठाने के लिए सरकार को बड़े कागज एवं कपड़ा निर्माताओं का सामना करने का साहस जुटाना होगा। देश के नागरिकों को भी हस्तनिर्मित महंगा कागज एवं कपड़ा खरीदना होगा।

आने वाले समय में सॉफ्टवेयर, एप्प आदि के बाजार का विस्तार होगा। इन इलेक्ट्रॉनिक वस्तुओं के उत्पादन में भी बड़ी कंपनियों द्वारा रोजगार के अवसर कम ही सृजित होंगे। इनके द्वारा आर्टिफिशियल इंटेलिजेंस का उपयोग बढ़ चढ़ कर होगा, लेकिन स्वतंत्र युवाओं द्वारा इनका उत्पादन किया जा सकता है। जैसे डॉक्युमेंट्री अथवा कंप्यूटर गेम्स को युवा अपने मोबाइल पर बना सकते हैं। इन वस्तुओं के उत्पादन से भारी संख्या में रोजगार बन सकते हैं। जैसे किसी युवा की क्षमता है कि पंचतंत्र की कहानियों का एप्प बना सके। महिलाएं भी ऐसे एप्प खरीदने को तैयार हैं, परंतु एप्प बनाने एवं खरीदने वाले के बीच की खाई को हम पार नही कर पा रहे हैं। सरकार को चाहिए कि इस खाई को पार करने का पोर्टल बनाए। साथ ही साथ अलग पुलिस व्यवस्था बनाए जिससे जालसाजों से परेशान होकर खरीदार भाग न जाए। मैंने 128 जीबी की पेन ड्राइव किसी पोर्टल से खरीदी। मिली 8 जीबी की। पोर्टल ने हाथ खड़े कर दिए। ऐसे में अलग पुलिस होनी चाहिए जो कि मदद करे तभी इस बाजार का विस्तार होगा। आने वाले वक्त में सेवाओं के नए बाजार बनेंगे। इंटरनेट के चलते दुनिया भर के लोग एक दूसरे से जुड़ रहे है। वे दूसरे देशों और भाषाओं की जानकारी चाहते हैं। हमें हिंदी और अंग्र्रेजी से आगे जाना होगा। इसी प्रकार कानूनी रिसर्च, ऑनलाइन सर्वे, ऑनलाइन पोषण की सलाह देना, इत्यादि तमाम नए ई-उत्पादों के बाजार बनेंगे। इन सेवाओं के लिए भी सरकार को ई-पोर्टल तथा ई-पुलिस स्थापित करनी चाहिए। इन बाजारों के विस्तार के लिए लोगों को कौशल यानी स्किल सिखाने की जरूरत नहीं है। युवा स्किल हासिल कर लेंगे। स्किल के नाम पर देश में भारी फर्जीवाड़ा चल रहा है। भूखे को मछली परोसने के स्थान पर मछली पकड़ना सिखाना चाहिए। बेहतर है कि नदी तक पहुंचने का सरकार रास्ता बना दे तो भूखा मछली पकड़ना स्वयं सीख लेगा। सरकार को इन ई-सेवाओं के बाजार के विस्तार को बुनियादी संरचना उपलब्ध करानी चाहिए। मछली पकड़ना सिखाया जाए पर नदी तक पहुंचने का रास्ता उपलब्ध न हो तो वह स्किल बेकार हो जाएगी। ई-सेवाओं का एक बड़ा बाजार स्वास्थ्य एवं शिक्षा सेवाओ का उभर रहा है। इन सेवाओं को ऑटोमेटिक मशीनों से उपलब्ध कराने की एक सीमा है। प्राइमरी स्कूल में बच्चों को रोबोट से कम ही पढ़ाया जा सकता है। भारत में स्वास्थ्य एवं शिक्षा सेवाएं उपलब्ध कराने का वैश्विक केंद्र बन सकता है। जैसे दांत मे रूट कनाल ट्रीटमेंट का दुबई मे चार्ज 2,500 दिरहम अथवा 42,000 रुपये है। तीन दांत में रूट कनाल कराना हो तो भारत आकर इसे कराना सस्ता पड़ता है। इसी प्रकार घुटना बदलने अथवा ओपन हार्ट सर्जरी का खर्च भारत में बहुत कम है, परंतु विदेशी नागरिक भारत आने में हिचकिचाते है। चूंकि यहां उन्हें अक्सर धोखा दिया जाता है। उनके लिए भारतीय पुलिस के मार्फत राहत पाना लोहे के चने चबाना है। इसलिए सरकार को चाहिए कि स्वास्थ्य एवं शिक्षा क्षेत्रों में विदेशी नागरिकों के लिए अलग पुलिस व्यवस्था बनाए जो कि विभिन्न भाषाएं बोलती हो और आगंतुक को त्वरित न्याय उपलब्ध कराए। साथ ही सरकार को स्वास्थ्य एवं शिक्षा सेवाओं के निर्यात के लिए सब्सिडी देनी चाहिए। जैसे विदेशी छात्रों द्वारा अदा की गई फीस को आय कर से मुक्त किया जा सकता है।आने वाला युग बिल्कुल अलग प्रकार का होगा। कंपनियों मे स्थाई नौकरियां बहुत कम होंगी। सेवाओं के व्यक्तिगत स्तर पर उत्पादन एवं खपत में भारी वृद्धि होगी। संगठित क्षेत्र में रोजगार बढ़ाने के ख्वाब देखने के स्थान पर सरकार को इस बाजार के विस्तार को बुनियादी संरचना उपलब्ध करानी चाहिए।

 कुपोषण के शिकार

राष्ट्रीय पोषण कार्यनीति का एलान करते हुए नीति आयोग ने माना है कि कुपोषण देश के विकास में सबसे बड़ी बाधा है। राष्ट्रीय स्वास्थ्य नीति की तर्ज पर बनाई गई इस पोषण रणनीति के तहत पोषण को राष्ट्रीय विकास एजंडे का हिस्सा बनाने की बात है, ताकि कुपोषित बच्चों के लिए जो भी काम हों, उनका फायदा बच्चों तक पहुंचे। 2030 तक देश से हर तरह का कुपोषण खत्म कर देने का संकल्प लेकर तैयार की गई इस कार्यनीति में पोषण को विकास का आधार बताते हुए कहा गया है कि यह गरीबी को नीचे लाने और आर्थिक विकास के लिए महत्त्वपूर्ण है। कुपोषण से मुकाबला करने के इस अभियान में नीति आयोग के साथ देश के सभी राज्यों को बराबर का भागीदार बनाया जाएगा। पर इस चुनौती भरे मिशन पर अमल कराने का जिम्मा नौकरशाही पर ही है, इसलिए इसकी कामयाबी को लेकर संदेह हो सकते हैं।

यह वाकई चौंकाने वाली और बेहद दुखदायी बात है कि 21वीं सदी के भारत में आज भी हर तीसरा बच्चा कुपोषित है। जबकि एकीकृत बाल विकास कार्यक्रम के नाम से दुनिया में कुपोषण निवारण की सबसे बड़ी योजना भारत में ही अरसे से चलाई जा रही है। आखिर इस योजना का हासिल क्या है? 2015 तक जो सहस्राब्दी लक्ष्य प्राप्त करने थे उनमें से भारत एक भी हासिल नहीं कर पाया है। राष्ट्रीय परिवार स्वास्थ्य सर्वे के आंकड़े बताते हैं कि इस वक्त भारत में पांच साल से कम उम्र के 35.7 फीसद बच्चे कुपोषण से ग्रस्त हैं और इस वजह से उनका वजन अपेक्षित औसत वजन से कम है। इतना ही नहीं, 15 से 49 साल के बीच की तिरपन फीसद से ज्यादा महिलाएं खून की कमी से पीड़ित हैं। सोचने वाली बात है कि जब बच्चों की जन्मदात्री खुद कुपोषण का शिकार होगी तो जन्म लेने वाले बच्चे कैसे स्वस्थ होंगे! निश्चित ही यह उस तबके की जमीनी हकीकत है जिसे न साफ पानी पीने को मिल पाता है न भरपेट खाना। पौष्टिक चीजें तो दूर की बात हैं इनके लिए। पर्याप्त भोजन और पीने के साफ पानी के अभाव में बड़ी संख्या में बच्चे बचपन से ही शारीरिक और मानसिक बीमारियों की जद में आ जाते हैं।चाहे महानगर हों या दूरदराज के इलाके, देश के हर हिस्से में संक्रामक बीमारियों की मार सबसे ज्यादा कुपोषितों और वह भी खासतौर से बच्चों पर ही पड़ती है। संक्रामक बीमारियां फैलने की बड़ी और मूल वजह तो कुपोषण ही है। जिस देश में बच्चे ही स्वस्थ नहीं होंगे, वह विकास क्या कर पाएगा! अगर भारत को कुपोषण-मुक्त बनाना है तो पहली जरूरत देश के हर नागरिक को साफ पानी, पर्याप्त पौष्टिक भोजन और स्वास्थ्य सुविधाएं मुहैया कराने का बीड़ा उठाने की है। और यह बड़ा चुनौती भरा काम है जो अपेक्षित संसाधन आबंटन व गहरी राजनीतिक इच्छाशक्ति की मांग करता है। लेकिन मौजूदा हकीकत यह है कि भारत की गिनती दुनिया के ऐसे देशों में होती है जहां स्वास्थ्य के मद में सरकारी खर्च सबसे कम है। जाहिर है, कुपोषण के खात्मे के लिए योजनाओं के कार्यान्वयन में कारगर सुधार के साथ-साथ अपनी प्राथमिकताएं भी बदलनी होंगी।

 Who wields AI, and how

Artificial Intelligence can become an emancipatory agent for the workforce

Automation, a product of recent advances in Artificial Intelligence (AI), has been recognised as a harbinger of a different era of socio-economic relations. Studies by Deloitte in UK and McKinsey in the US are estimating that currently demonstrated technologies will kill from a third to a half of all jobs within a decade. In this scenario, what should be India’s national policy towards AI?

Devoid of an urgent push by the government to frame policy on AI, Indian labour will face a deep crisis. Over 90 per cent of the Indian workforce is organised informally and is vulnerable to sweeping economic upheavals. As AI proliferates, the contractual/gig economy will expand, amplifying precarity and triggering a downward spiral in wages. Construction and manufacturing labour, already atomised and benighted by the contractual system, will not be able to collectively bargain against an industry when it starts adopting 3-D printing technology. Farm labour, already in peril due to pricing, will suffer due to the glut of imported cheap food produced by automated farming and the agricultural robotics industry being conceived in East Asia. Vehicle assembly line production is already being replaced by robots.

In IT, hiring has decreased by more than 40 per cent in the last year with sharper cuts predicted. Large parts of the IT sector are dependent on outsourcing and those jobs are at risk. Job creation figures in the non-farm formal sectors have fallen by half from 2011 to 2016.The impoverished conditions of India present an opportunity for the government to consider public works (works needed to raise living standards) distinct from jobs (work which the market will provide) as a means to ensure employment. The government must invest heavily in large infrastructure and development projects, and liberally use automation to free up sections of the workforce to work on them. Simultaneously, the government must encourage horizontal cooperatives based around AI to ensure knowledge-worker controlled decentralised progress in AI on the ground.

How does this work? Let us start with the complex agriculture question.

For India to transition to a more just, equitable, and sustainable economy, it is considered necessary to shift the workforce out of agriculture. The freed rural workforce is urgently needed to develop the abysmal rural infrastructure and industry. Automation presents an interesting opportunity here since it provides a means to transform agriculture. Even a clunky and awkward farming robot, never needing breaks or nourishment, could keep doing a small action ad infinitum, and thus replace a group of farmers over time, which it cannot individually replace. It is easier to allot land to a smaller farming population (only 10 per cent farmers in India own land), and teach them how to use automated machines to get higher, more consistent yields in conjunction with other improved farming practises.

But freeing of agricultural labour should be done only after launching a national industrial and infrastructure-centric public works programme, augmented with automated machinery and processes, for the benefit of rural communities, which will absorb this labour. This transition cannot be left to the mercies of the market. Recent experiments at reskilling have demonstrated its inadequacy in the absence of a programme to absorb labour. An example of public works that India urgently needs is affordable housing for its huge population. Mass renewable energy generation should be another area of focus. Technologies like 3-D printing, earlier mentioned as a peril for construction workers, could become a catalyst for getting the sort of productivity needed for such ambitious projects.

However, the larger benefit of AI in the Indian context comes not in the domain of productivity but in distribution and management, which opens doors to consider alternate ownership models. Machine learning processes can be used for enhancing logistics and operations. Better distribution and management allows for two things. First, it allows worker run co-operatives to become efficient enough to compete against traditional corporate structures, allowing the government to incentivise such formations, in turn increasing worker prosperity. AI-based cooperatives can be the bedrock of a more just economy. Second, it necessitates creating governmental agencies to use AI, under public oversight, to run PSUs better.Finally, structures of governance could be strengthened and improved with AI. For example, statistical analysis can be used to detect malpractices, fraud, and corruption. Already, AI is being used to combat propaganda and spurious news. Computational linguistics can be used to preserve the vast cultural heritage of our marginalised peoples, and AI could be a boon for understaffed but vital agencies.

Ultimately, AI like every other productive force in the past, is a tool. It will affect social relations depending on who wields it and how.

All of this calls for an enlightened education policy that recognises the paramountcy of quality education in an age of automation. In a future economy dominated by AI, education must be free, universal, and of high quality. AI, in the hands of a visionary Indian government, instead of being an implacable foe of labour, can become its stalwart defender. It can unite the goals of development and public prosperity.
