Key takeaway of foreign university draft norms is domestic: Excellence needs autonomy

 The draft UGC regulations for setting up campuses of foreign higher educational institutions are first of all a reminder of the snail’s pace at which this reform has been moving, one government to another. When a bill to this end was introduced in the Rajya Sabha in 1995, liberalisation had just begun feeding Indian students’ appetite for a world-class education. As knowledge of the opportunity gains of such an experience has spread across the country, the longing for it has grown manifold. So second, the question is how the new draft regulations are different from the oft-repeated, failed and fuzzy promises of bringing Yale or Harvard to India.

The only ‘infrastructure’ reference in the regulations is that “institutions should arrange for adequate physical infrastructure. ” This is in sharp contrast to how foreign university campuses in China and the Gulf countries have been facilitated by a lot of funding and public works by the host country.

Perhaps the most notable advance is to allow the foreign institutions “repatriation” per the Fema rules – hitherto the disallowance of for-profit education in India has been a deal-breaking disincentive. Also welcome is the concession of autonomy to these institutions in recruiting faculty and staff from India and abroad – whether it be qualifications, salary structure or other conditions of service. But by simple logic, whatever is a necessary condition of excellence for a foreign institution must also be so for a domestic one. If the regulator has accepted how much educational gains are tied to universities’ financial and academic autonomy, it seems quite self-defeating to deny this autonomy to the thousand universities that are educating Indian youth today but promise it to a select few who may do this tomorrow.

A timely halt

SC must lay down rehabilitation norms for eviction from public spaces

The Supreme Court’s timely intervention has halted the forcible eviction of some 50,000 people from Haldwani in Uttarakhand, where the occupants are accused of squatting on railway property for decades. The Uttarakhand High Court had taken a tough stand against the residents, and passed a slew of directions that would have entailed their eviction within a week, backed by force, including the deployment of paramilitary forces. It is significant that the Bench underscored the human angle to the issue and spoke about the need for rehabilitation before eviction while staying the order. In an earlier round of litigation over the same land, which adjoins the Haldwani Railway Station, court orders had allowed proceedings against individual occupants under the Public Premises (Eviction of Unauthorised Occupants) Act, 1971, to be completed. This time, too, it was on a PIL that the High Court had passed its orders. The High Court’s detailed judgment shows that the residents’ claim is traceable to a 1907 Office Memorandum that says the area be managed under rules pertaining to ‘nazul land’. The court has ruled that it was not a government order but only a communication on how to manage the land, and it does not amount to declaring it as ‘nazul land’, that is, land that has fallen into the hands of the state by escheat. As one of the nazul rules is that there cannot be sale or lease, the court rejected all claims made by occupants based on purported documents for lease, sale, and, in some cases, purchase through auction.

Conflicts between occupants of public land and the state that wants to reclaim the land are a never-ending saga in the country. A shortage of housing, as well as inadequate recognition of the right to shelter, means that large masses of people encroach on vacant land, be it on the bed of water bodies or government property. This often leads to attempts to evict the occupants and spawns litigation. Invariably, there are claims to occupancy rights based on long years of stay at the same location. There are court judgments that stress rehabilitation measures and consultation with the oustees before eviction. Some courts have also recorded the view that mandatory rehabilitation may prove to be an incentive for encroachment. The Haldwani eviction effort has unfortunately taken communal overtones, and there appears to be a clamour for the early eviction of the Muslim residents. India does not have a good record on rehabilitation of those evicted from public spaces, and this case presents an opportunity to the Supreme Court to lay down the law on meaningful rehabilitation as well as effective prevention of encroachments.

A participatory mapping exercise

Buffer zone mapping should be inclusive and involve local inhabitants

The demarcation of a 1-km buffer zone around the protected forests in Kerala on the direction of the Supreme Court has raised serious concerns in society. While the creation and maintenance of buffer zone around ecologically sensitive areas are considered essential, the exercise is often beset by a paucity of reliable ground-level data. In its special report on Climate Change and Land- Summary for Policy Makers (2019), the International Panel for Climate Change (IPCC) stressed on improving sustainable land management ‘by increasing the availability and accessibility of data’ and termed it one of the near-term actions to address the issue of climate change and adaptation. However, micro-level land use statistics in Kerala, or for that matter of the entire country, is mostly conjectural with marginal ground input.

According to official statistics, Kerala has 11,525 km2, or 29.7% of its total geographical area under forest cover. The category of dense and degraded forest accounts for 78.7% of the total forest area. The rest of the area is allotted for forest plantations, leased to other department or used to accommodate other non-forest activities. Protected forests cover 26.6% of the total forest area and a 1-km buffer zone is proposed around these protected forest areas. Due to the dominance of tree crops and plantations like rubber, there are technical limitations in isolating natural forest vegetation using satellite images at a finer scale. This is evident from the report of the Forest Survey of India (2021), according to which Kerala has 21,253km2 or 54.7% of the total area under forest. The difference in figures has arisen because of the inclusion of plantations.

The mismatch between the area under forest and the area under actual natural vegetation cover was highlighted in the early 1980s when the Centre for Earth Science Studies brought out a report on deforestation in Kerala. Forest areas are being used for various non-forestry purposes, including the expansion of human settlements, leading to the fragmentation of forest patches. The forest-settlement boundary is pushed deep into the Western Ghats, exposing trails of wildlife movement, and aggravating human-wildlife conflicts. In 2021, there were instances of 8,107 human-wildlife conflicts.

Fixing the boundary between natural forest vegetation and humanised landscape is necessary. It warrants a detailed land use survey on a cadastral scale at the plot level. Participation of local people is imperative. Such an exercise was first attempted in the U.K. where students provided the bulk of the manpower. The entire country was covered through plot level-land use survey from 1928 to 1932 under the leadership of Sir Dudley Stamp of Department of Geography, London School of Economics. This survey vastly improved the land use statistics of U.K. The same exercise was repeated in the 1960s.

Kerala experimented with plot-level land use documentation in 1975. However, being a departmental exercise, the data were not assimilated to the desired level.

In 1991, the Centre for Earth Science Studies, in collaboration with the Kerala State Land Use Board, and the Kerala Shastra Sahitya Parishad introduced participatory panchayat resource mapping in the State. The programme envisaged land use and asset mapping on a cadastral scale by trained local volunteers. Subject experts were involved in mapping land and water resources and assimilating the data through environmental appraisal. All the panchayats in the State were covered.

Specific requirements

In the present context of buffer zone mapping, the requirement is specific. Land use and asset survey are necessary for 115 panchayats bordering the protected forests. It is not possible for the government department to complete the task in a reasonable time frame. Drawing from past experiences, local panchayat and residents can be mobilised to undertake the programme. Students from schools and colleges, along with teachers can be involved. Scientific institutes and departments may be mandated to extend technical support. The entire database will be on a digital platform and be made available to the public. This could perhaps help in a big way in resolving conflicts. Similar exercises will be required to preserve the ecosystem. The ownership of the maps and local action must rest with the local inhabitants.

विमान में अभद्रता

टाटा समूह के स्वामित्व वाली एयर इंडिया के विमान में महिला यात्री पर पेशाब करने के मामले में टाटा संस के चेयरमैन एन. चंद्रशेखरन ने भी खेद जता दिया, लेकिन यह प्रश्न अभी भी अनुत्तरित है कि आखिर इतनी शर्मनाक घटना को विमान के चालक दल ने इतने हल्के में क्यों लिया? इस प्रश्न का उत्तर एयर इंडिया के मुख्य कार्यकारी अधिकारी के पास भी नहीं, जिन्होंने कुछ दिन पहले इस घटना के लिए माफी मांगी थी। विमान के चालक दल ने सहयात्री महिला के साथ अभद्रता करने वाले यात्री से लिखित माफीनामा लेकर जिस तरह मामले को रफा-दफा कर दिया, वह हैरान करने वाला है। यह समझना भी कठिन है कि घटना के बाद पीड़ित महिला को वैकल्पिक सीट देने की जहमत क्यों नहीं उठाई गई? चूंकि ऐसा करने से इन्कार किया गया इसलिए बुजुर्ग महिला को उसी गंदी सीट पर बैठे रहने के लिए विवश होना पड़ा। इतना ही नहीं दिल्ली पहुंचने पर उन्हें ग्राउंड स्टाफ से किसी तरह का सहयोग नहीं मिला। एक तरह से चालक दल बेहद अप्रिय प्रसंग को न तो हवा में सही ढंग से संभाल सका और न ही जमीन पर। इस कारण बुजुर्ग महिला यात्री के साथ जो कुछ हुआ, वह मानसिक उत्पीड़न ही है। यह तो अच्छा हुआ कि इस मामले को लेकर हंगामा खड़ा हुआ। इस हंगामे के बाद एयर एंडिया ने पुलिस में शिकायत की और अभद्रता के आरोपित को एक महीने के लिए प्रतिबंधित किया। अब आरोपित को गिरफ्तार कर लिया गया है, लेकिन इतना ही पर्याप्त नहीं। उन कारणों की तह तक जाना चाहिए, जिनके चलते एयर इंडिया के चालक दल ने आरोपित को सबक सिखाने वाली कोई कार्रवाई नहीं की।

नवंबर माह में न्यूयार्क से दिल्ली आ रही एयर इंडिया की उड़ान में जो कुछ हुआ, उसे लेकर नागरिक उड्डयन महानिदेशालय का हस्तक्षेप करना आवश्यक था। उसके हस्तक्षेप के बाद ही घटना का गवाह बने विमान के चालक दल को एक माह के लिए ड्यूटी से हटाया गया। एयर इंडिया ने इस घटना को लेकर जिस तरह यह कहा कि अनियंत्रित यात्रियों से निपटने की नीतियों के बारे में चालक दल को जागरूक करने के लिए एक व्यापक शिक्षा कार्यक्रम शुरू किया गया है, उससे यही साबित होता है कि अभी जो भी नीतियां हैं, वे कागजी ही अधिक हैं और उन्हें लेकर स्पष्टता नहीं। यदि ऐसा नहीं होता तो उक्त मामले से इतने भद्दे तरीके से नहीं निपटा गया होता। चूंकि जैसी घटना एयर इंडिया के विमान में घटी, वैसी घटनाएं घटती ही रहती हैं, इसलिए उनसे सख्ती से निपटने के बारे में स्पष्ट नियम बनाने और उनका पालन करना अनिवार्य है। यह इसलिए होना चाहिए, क्योंकि एयर इंडिया का स्टाफ इसलिए शांत होकर बैठ गया था, क्योंकि पीड़ित महिला मामले को आगे नहीं बढ़ाना चाह रही थी।

भूजल का गहराता संकट

पिछले दिनों संसदीय समिति की एक रिपोर्ट में भूजल के गिरते स्तर पर चिंता जताई गई। ऐसा नहीं है कि इस मसले पर चिंता पहली बार जताई गई हो, लेकिन हर बार किसी जिम्मेदार व्यक्ति, संस्था या समिति द्वारा जताई गई चिंता यह तो साबित करती है कि भूजल बचाने के लिए गंभीर प्रयासों की आवश्यकता है। कहने को दुनिया के दो तिहाई हिस्से में पानी है, फिर भी पानी को लेकर हर तरफ अफरातफरी का माहौल है। हालांकि पृथ्वी की सतह पर मौजूद जल का केवल दो फीसद हिस्सा ही मनुष्य अपनी रोजमर्रा की जरूरतों के लिए काम में ला सकता है। बाकी जल लवणीय है। इसलिए मनुष्य अपनी आवश्यकता के लिए उस पानी की उपलब्धता पर निर्भर है, जो जमीन की सतह के नीचे पाया जाता है।

मीठे पानी के स्रोत के रूप में सबसे ज्यादा इस्तेमाल भूजल का ही होता है। एक अध्ययन के अनुसार दुनिया में दो सौ करोड़ से ज्यादा लोग अपनी रोजमर्रा की जरूरतों और सिंचाई के लिए भूजल पर निर्भर हैं। आंकड़े यह भी बताते हैं कि दुनिया की बीस फीसद से ज्यादा आबादी भूजल से सिंचित फसलों पर निर्भर है। ऐसे में भूजल के संवर्द्धन और संरक्षण की दिशा में विशेष प्रयास होने चाहिए थे। लेकिन दुर्भाग्य से भूजल के अधिकाधिक दोहन की संभावनाओं को तो तलाशा गया, लेकिन उन परंपराओं और साधनों को नजरअंदाज कर दिया गया जो भूजल स्तर को बनाए रख सकते थे।

भूजल संरक्षण में सबसे अधिक योगदान वर्षा का होता है। पुराने जमाने में वर्षा जल संग्रहण के लिए तालाब, कुएं, बावड़ी और कुंड होते थे। इन जल स्रोतों में सहेजा गया वर्षा जल न केवल लोगों की सालभर की जरूरतें पूरी करता था, बल्कि उनमें संचित पानी धरती में रिस कर भूजल का स्तर भी बढ़ाता था। लेकिन आजादी के बाद कथित विकास के नाम पर अधिकांश परंपरागत जल स्रोतों को तोड़ दिया गया। आज हालत यह है कि मिथिला, उत्तराखंड और दक्षिण- पूर्वी राजस्थान जैसे क्षेत्र जहां बहुत-सी क्षेत्रीय नदियां बहती हैं, भूजल की कमी से जूझ रहे हैं। भारत में ही नहीं, सारी दुनिया में यही स्थिति है। एक रिपोर्ट के अनुसार दुनिया के सैंतीस प्रमुख जल स्रोतों में से एक दर्जन से अधिक का जलस्तर चिंतनीय स्थिति तक गिर गया है। रिपोर्ट के मुताबिक भूजल के दोहन की गति ऐसी ही रही और जमीन के अंदर के पानी को सहेजने पर ध्यान नहीं दिया गया तो सन 2050 तक दुनिया के आधे से अधिक भूजल स्रोत सूख जाएंगे।

भारत में भूजल का सर्वाधिक दोहन किया जाता है। आंकड़ों के अनुसार भारतीय हर वर्ष दो सौ तीस घन किलोमीटर से अधिक जल जमीन से खींच लेते हैं। सारी दुनिया में उपयोग किए जाने वाले भूजल का यह एक चौथाई हिस्सा है। उत्तर भारत में भूजल 5400 करोड़ घन मीटर सालाना की दर से घट रहा है। भूजल के गिरते स्तर पर नीति आयोग भी चिंता जता चुका है। नीति आयोग की एक रिपोर्ट में चेतावनी दी गई थी कि भूजल में गिरावट का यही क्रम बना रहा तो सन 2030 तक भारत में बड़ा जल संकट खड़ा हो सकता है, क्योंकि दिल्ली, बंगलुरु, चेन्नई, हैदराबाद सहित देश के इक्कीस प्रमुख शहरों में भूजल खत्म होने के कगार पर पहुंच जाएगा। चंडीगढ़, पंजाब, पुदुचेरी, उत्तर प्रदेश, तमिलनाडु, जम्मू-कश्मीर, कर्नाटक, केरल और मेघालय में भी भूजल की स्थिति बहुत अच्छी नहीं पाई गई।

पर्यावरण परिवर्तन से जुड़े विविध प्रसंगों का अध्ययन करने और तदनुसार नीति बनाने के लिए अपनी सिफारिशें देने वाले ‘इंटरगवर्नमेंटल पैनल आन क्लाइमेट चेंज’ ने कुछ समय पहले अपनी रिपोर्ट में आगाह किया था कि सन 2050 तक दुनिया की आबादी दस अरब के करीब हो जाएगी। ऐसे में स्वाभाविक तौर पर अधिक उत्पादन के लिए उद्योगों और कृषि पर दबाव बढ़ेगा और लोग अपनी जरूरतों के लिए अधिक जल का उपयोग भी करेंगे। ऐसे में यदि नीतियों में बदलाव नहीं किया गया और प्राकृतिक संसाधनों के उपयोग की मर्यादा को नहीं समझा गया तो भूजल संकट और गहरा जाएगा। इस रिपोर्ट में दक्षिण-पूर्व एशिया के मेकांग डेल्टा के कुछ हिस्सों की खेती का उदाहरण दिया गया, जहां सिंचाई के लिए अधिक पानी की जरूरत होने पर धान की फसलों की खेती को छोड़ दिया गया था और वैकल्पिक तौर पर नारियल की खेती शुरू कर दी गई थी। इसके उलट भारत में सत्तर के दशक के बाद से ही लोगों को जल उपलब्ध कराने के लिए नलकूप खुदवाए गए और भूजल का असीमित दोहन किया जाने लगा। यह आज भी जारी है। इसी का नतीजा है कि जिन इलाकों में केवल चार-पांच फुट की खुदाई पर ही पानी मिल जाता था, उन इलाकों में भी पानी के लिए पाताल की सीमाओं को खंगालना पड़ रहा है।

भूजल के दोहन की प्रक्रिया से एक और बड़ा संकट खड़ा हो गया है और यह है कार्बन उत्सर्जन का बढ़ना। जबकि दुनिया भर में पर्यावरणविद सरकारों पर शून्य कार्बन उत्सर्जन नीति को बढ़ावा देने के लिए दबाव डाल रहे हैं। भूजल दोहन के लिए जिस पंप का उपयोग किया जाता है, उसके इस्तेमाल के लिए चाहे बिजली का उपयोग हो या जैविक र्इंधन का, वह कार्बन उत्सर्जन का कारक होता है। इसके अलावा अधिकांश भूजल स्रोतों में रेत, बजरी, मिट्टी और कैल्साइट होते हैं। हाइड्रान आयन केल्साइट के साथ क्रिया करके बाईकार्बोनेट और कैल्शियम बनाते हैं। भूजल जब वायुमंडल के संपर्क में आता है तो कार्बन डाईआक्साइड उत्सर्जित होती है और कैल्साइट गाद के रूप में जमा हो जाता है। देश में होने वाले कार्बन डाईआक्साइड के कुल उत्सर्जन में भूजल दोहन प्रक्रिया का भी बड़ा हिस्सा है। दुनिया भर में भूजल दोहन से होने वाले कुल कार्बन उत्सर्जन की मात्रा 3.2 करोड़ टन प्रतिवर्ष से 13.1 करोड़ टन प्रतिवर्ष आंकी गई है।

सत्तर के दशक के अंतिम वर्षों में हरित क्रांति योजना को बढ़ावा देने के लिए नलकूपों की खुदाई का काम शुरू हुआ और फिर बस्तियों में बिना किसी नियंत्रण के नलकूप खोदे जाने लगे। पानी का स्तर पाताल तक पहुंच जाने के बावजूद लोग धरती के अंदर का पानी उलीचते रहे हैं। जबकि जीवन में पानी के महत्त्व के कारण ही उसे बहुत पवित्र माना गया है। लेकिन हमारा दौर पानी के सदुपयोग के प्रति बहुत लापरवाह हो गया है। महाभारत में एक स्थान पर कहा गया है कि अत्यधिक परिचय के बाद व्यक्ति की अवज्ञा होने लगती है (अति परिचयाद् अवज्ञा भवति)। जमीन के अंदर का पानी सरलता से उपलबध होने लगा तो लोग उसका महत्त्व ही भूल गए। इसीलिए आज भूजल दोहन पर नियंत्रण की जरूरत बताई जा रही है। जिन स्थानों पर स्थानीय निकाय नलों द्वारा जल आपूर्ति करते हैं, उन इलाकों में नलकूप प्रतिबंधित होने चाहिए। जहां नलकूप लगाना जरूरी लगे, वहां भी नलकूपों के उपयोग पर नियंत्रण की एक प्रभावशाली प्रणाली होनी चाहिए। सरकारों को वर्षा जल संरक्षण, भूजल संवर्द्धन और भूजल संरक्षण के संबंध में प्रभावशाली नीतियां बनानी चाहिए और उन नीतियों/ नियमों का अनुपालन सुनिश्चित करने के लिए एक उत्तरदायी तंत्र विकसित करना चाहिए। यदि अब भी हम भूजल संरक्षण के प्रति सजग और संवेदनशील नहीं हुए तो हमें पंचतंत्र की एक कहानी के उसी नायक की तरह पछताना होगा, जिसने ज्यादा से ज्यादा संपत्ति अर्जित करने के लालच में रोज सोने का एक अंडा देने वाली मुर्गी का पेट चीर दिया था। अपने स्वार्थ के चाकू से धरती के गर्भ को चीर कर सभ्यता के विकास का ढोल कब तक पीटेंगे?

मानव निर्मित त्रासदी

अर्वतीय प्रदेश उत्तराखंड में स्थित जोशीमठ की त्रासदी मानव निर्मित कारणों और सरकार की अदूरदर्शिता–लापरवाही को उजागर करती है‚ जिसके कारण इस हादसे का प्रभाव कई गुना बढ़ गया। जोशीमठ गढ़वाल क्षेत्र के अंतर्गत आता है। यह भारत का सबसे अधिक संवेदनशील क्षेत्र है। हालांकि समूचा उत्तराखंड कच्चे और नये पहाड़ों वाला है। यह क्षेत्र भूकंप‚ भूस्खलन‚ भारी वर्षा‚ बादल फटने जैसी प्राकृतिक आपदाओं से प्रभावित रहता है‚ लेकिन बेतरतीब विकास की दौड़ में प्रकृति के साथ छेड़छाड़ की घटनाओं के कारण अक्सर जोशीमठ की तरह आपदाएं आती रहती हैं। जोशीमठ में भू–धंसाव की घटना कोई नई नहीं है। लोगों को याद होगा जब 1970 में उत्तरखंड की पेड़ों की कटाई के विरुद्ध चिपको आंदोलन की शुरुआत हुई थी। प्रसिद्ध पर्यावरणविद सुंदरलाल बहुगुणा‚ सामाजिक कार्यकर्ता और गांधीवादी पर्यावरणविद चंड़ी प्रसाद भट्ट‚ कामरेड गोविंद सिंह रावत और श्रीमती गौरा देवी के नेतृत्व में चिपको आंदोलन की शुरुआत हुई थी। उसी दौरान चंड़ीप्रसाद भट्ट जोशीमठ में भू–धंसाव के मामले को तब की प्रधानमंत्री इंदिरा गांधी के संज्ञान में लाए थे। 1976 में मिश्रा कमेटी की रिपोर्ट आई थी‚ जिसमें इस प्राचीन शहर के धंसने का खुलासा किया गया था‚ लेकिन सरकार की ओर से इसकी रोकथाम करने की कोई पहल नहीं की गई। चार–धाम यात्रा के कारण जोशीमठ का पूरी तरह व्यावसायीकरण हुआ। यहां आज करीब 20–25 हजार की आबादी है‚ लेकिन जल–निकासी के लिए ड्रे़नेज सिस्टम नहीं है। इसके कारण उपयोग में लाया जाने वाला पानी धरती के अंदर जा रहा है। विशेषज्ञों का मानना है कि बिजली परियोजनाओं और सड़कों के निर्माण के लिए विस्फोटकों का जिस तरह से इस्तेमाल किया जा रहा है‚ उसके कारण भी भू–धंसाव में तेजी आई है। भू–धंसाव के कारण यहां के प्रायः सभी घरों में दरारें पड़ गई हैं। गौर करने वाली बात है कि भूस्खलन जाड़े में हो रहा है। बरसात में क्या होगा इसकी कल्पना से रोंगटे खड़े हो जा रहे हैं। विशेषज्ञों को भी समझ नहीं आ रहा है कि जमीन से कीचड़युक्त पानी का रिसाव क्यों और कहां से हो रहा है। सरकार ने इसका पता लगाने के लिए कमेटियों का गठन किया है। लेकिन महत्वपूर्ण बात यह है कि हमें विकास के मॉडल पर पुनर्विचार करने की जरूरत है। विकास कार्यों पर प्रतिबंध तो नहीं लगाया जा सकता‚ लेकिन प्राकृतिक संसाधनों को क्षति पहुंचाए बिना विकास का मॉडल अपनाया जा सकता है।

बिहार में शनिवार को जाति आधारित जनगणना की शुरुआत कर दी गई। मुख्यमंत्री नीतीश कुमार ने वैशाली जिले के गोरौल प्रखंड अंतर्गत हरसेर गांव में मनोज पासवान के घर जाति आधारित गणना की शुरुआत की। इस अवसर पर नीतीश ने कहा कि सभी पार्टियों की सहमति से यह काम शुरू हुआ है। नीतीश ने कहा कि केंद्र सरकार के सामने जाति आधारित गणना की मांग रखी गई थी‚ लेकिन वे लोग तैयार नहीं हुए। इसलिए राज्य सरकार अपने स्तर पर इसे करवा रही है। खास बात यह कि जाति की गणना के साथ ही लोगों की आर्थिक स्थिति का भी अध्ययन करवाया जा रहा है ताकि पता चल सके कि समाज में कितने लोग गरीब हैं‚ और उनके कैसे आगे बढ़ाना है। माना जा रहा है कि बिहार में महागठबंधन सरकार का यह कदम ऐतिहासिक है। बिहार में जाति आधारित जनगणना प्रमुख मुद्दा रही है। सत्तारूढ़ जद (एकी) और उसके महागठबंधन में शामिल सभी घटक लंबे समय से इस बाबत मांग करते रहे हैं। गौरतलब है कि केंद्र में कांग्रेस के नेतृत्व वाली यूपीए सरकार ने 2010 में राष्ट्रीय स्तर पर जाति आधारित गणना कराने पर सहमति जताई थी‚ लेकिन जनगणना के दौरान एकत्रित आंकड़ों को संकलित करके रिपोर्ट का रूप कभी नहीं दिया गया। यकीनन यह बड़ी चूक थी। ऐसी चूक कर्नाटक में भी की गई थी जब 2014 में जाति गणना तो की गई पर रिपोर्ट सार्वजनिक की गई। गणना में 192 नई जातियां चिह्नित की गई और 80 ऐसी थीं जिनमें मात्र 10 लोग थे यानी नई जातियों के लिए उत्थान के लिए जो कुछ भी जरूरी था‚ वह नहीं हो पा रहा था। बिहार में जो शुरुआत हुई है‚ इसके तमाम लाभ गिनाए जा रहे हैं। वार्डवार जाति और कुशल लोगों की संख्या एक जगह उपलब्ध हो सकेगी। तद्नुसार कल्याणकारी नीति बनाई जा सकेगी। आर्थिक–सामाजिक रूप से वंचितों और पिछड़ों के लिए जो विशेष प्रबंध होने चाहिए वे किए जा सकेंगे। इससे सामाजिक ऊंच–नीच तथा आर्थिक खाई को पाटने में मदद मिलेगी। लेकिन कुछ लोग इस समूची कवायद को राजनीति की नजर से भी देख रहे हैं। उन्हें लग रहा है कि मंडल कमीशन के बाद एक बार फिर से राज्य में जातीय भावना फैल सकती है। बेशक‚ राजनीतिक ध्रुवीकरण होगा लेकिन समाज बंट सकता है। बहरहाल‚ इस दृष्टि से लाभ जरूर होगा कि एक विश्वसनीय आकड़ा बैंक हमारे पास होगा।
