It’s a War Economy, Forget Fiscal Deficit

It is welcome that the prime minister has, in his video conference with some (why only some?) chief ministers, called for planning to exit from the lockdown in a rational fashion, minimising the health risk and maximising economic momentum. In the very short run, the Union government would have to spend a lot of money, to beef up healthcare, to fiscally empower the states to pull their weight in battling the virus and economic rehabilitation, to provide relief to the people and companies, and to kickstart massive investment in shovel-ready or ongoing projects, to revive an economy that runs the risk of going into a coma. Where is the money to come from? By borrowing — abroad, and from RBI.

Borrow from the IMF’s Covid-19 facility, not because it can offer a lot of money. Drawing on Fund credit would help India lower the cost of other external borrowing, ideally a Corona bond issuance in dollars. Panic flowing into the dollar has overvalued the currency steeply, proportionately lowering the currency risk premium for India. Borrow from RBI. Let India’s central bank do its own version of quantitative easing, buying government bonds in the main, but also bonds of private companies and non-banking financial companies. The government could set up a special purpose vehicle (SPV) to take funds from RBI and invest in corporate bonds. The SPV could take over a portion of bank loans to companies struggling to service them, and convert them into equity. The government should procure, at scale, the output of companies that alter their production lines for emergency supply of Covid-19 medical kit: respirators, ambu bags, personal protective equipment, testing kits.

Let symptom-free migrants stopped en route to their natal villages proceed, after the lockdown. Transfer NREGA wages to all existing NREGA accounts, without waiting for work. Offer new work. Implement the relief package already announced. Pay all outstanding dues of the government, PSUs and NHAI. Make special, liberal assistance to states conditional on their clearing all dues. Complete stalled projects.CMK

Making the private sector care for public health

As India enters the second week of a national lockdown imposed in response to COVID-19, it is still unclear how well prepared the healthcare system is in dealing with the pandemic. Given the resource constraints of both the Central and State governments, it is clear that government hospitals alone will not be able to manage the fallout. Moreover, even within the government system, tertiary care and public health are the weakest links.

A preparedness plan has to address all levels of care in terms of infrastructure, equipment, testing facilities and human resources in both the public and private sectors. However, so far, the Central and State governments have given little indication of bringing an increase in public expenditure on health. So, an already overburdened public health system will be unable to meet the increase in moderate and severe cases of COVID-19 that would require hospitalisation. While some individual private sector companies have come forward with offers of creating capacity and making it available to COVID-19 patients, there is a need for a comprehensive national policy to ensure that private healthcare capacity is made available to the public. Some States like Chhattisgarh, Rajasthan, Madhya Pradesh and Andhra Pradesh have already roped in the private sector to provide free treatment.

The government’s silence

The governments at the Centre and in States have to take responsibility for providing universal health services free of charge and accessible to all. This will require governments to not just expand the capacity within the public sector, but also to tap into the available capacity in the private sector. Faced with a serious health emergency, the silence of the government on the expected role of the private sector is intriguing.

The National Health Authority has recommended that the testing and treatment of COVID-19 be included in the PM-Jan Arogya Yojana (PM-JAY) but this proposal is still awaiting clearance. The governance of the health service system is clearly fragmented and has created anxiety among the public. There is lack of a visible central command, which should be created under the supervision of the Union Health Minister, aided by a team of experts. They should be tasked to make policies as and when required and communicate them to State governments, taking into account an evolving situation.

There have been some tentative measures taken by States to allow individuals seeking testing for COVID-19 to access private laboratories at subsidised rates. At present, the government has put a cap on the cost at ₹4,500 per test, which is a burden for even a middle class patient. The poor will clearly have no access to this and the government itself does not have adequate facilities to meet the increasing demand. It is here that the government needs to ensure that there is no cost to the patient.

At this point, and certainly before the lockdown is lifted, it is absolutely essential that adequate testing and quarantine facilities are created. The Central government has already taken over some private hotels to accommodate persons quarantined for COVID-19. One way of expanding such facilities would be for the government to ‘take over’ private corporate laboratories and hospitals for a limited period. A graduated approach to this is possible by asking tertiary private hospitals to create ICU facilities and isolation wards to care for the moderate and severe cases under the supervision of the government. The political directive for such a move needs to come from the Central government while ensuring that the Ministry of Health provides standard treatment protocols for health personnel.

The Spanish parallel

This may not be as impossible as it sounds. Consider the experience in Spain. The Spanish government issued an order bringing hospitals in the large private corporate sector under public control for a limited period. This tough decision was taken with the understanding that existing public healthcare facilities would not be able to cope with the sudden, if short-term, rise in COVID-19 cases.

In Britain, given the rise in the number of COVID-19 cases, the health workforce in the National Health Service has been under a lot of pressure. British trade unions have demanded that the government make the 8,000 beds in 570 private hospitals in the country available. They have argued that while beds in private hospitals are lying empty, there is severe shortage of beds in the public hospitals. The unions have also been critical of the U.K. government decision to rent these beds at an exorbitant cost to the exchequer.

In India, private corporate hospitals have, in the past, received government subsidies in various forms and it is now time to seek repayment from them. They are also well poised to provide specialised care and have the expertise and infrastructure to do so. So, why is it that the government does not deem it fit to bring them under public control? Does less government mean no accountability even amidst this humanitarian crisis? Is it that the overburdened public health service should be made to care for the rising number of needy patients, while most private hospitals remain reserved only those who can afford to pay?

The government may argue that treatment for COVID-19 has been included under Ayushman Bharat, and this will take care of the poor. But, what about the large, differentiated middle class, many of whom are employees in the services sector? They do not have secure employment, nor do they have insurance cover. Crisis situations help reveal deeper realities to societies. Universal public healthcare is essential not only to curb outbreaks, but also to ensure crisis preparedness and the realisation of the promise of right to health.

Safe forests, safe people

Destruction of forests sends wild animals, and the deadly viruses they carry, closer to humans

The rapid spread of the SARS-CoV-2 virus across the world has focused attention on the seemingly invisible processes that help pathogens originally found in wild animals make the leap to humans. Diseases of animal origin such as Ebola, HIV, Severe Acute Respiratory Syndrome, Middle East Respiratory Syndrome, bird flu and swine flu have raised alarm over potential pandemics in recent years, and the COVID-19 pandemic has confirmed the worst fears of scientists. The contagion, thought to have originated in a wet market that kept live animals in Wuhan, China, points to many underlying factors: the destruction of forests and trapping or farming of wild species has brought these animals closer to humans, and the viruses they harbour find ready hosts in domestic animals, moving to humans. There is concern also about rising economic activity, such as road building and mining cutting through forests, bringing more people in close contact with animals. Another dimension is the global trade in wild species — in Wuhan, they reportedly ranged from wolf pups to rats, civets and foxes, among others — and their sale in markets along with domestic animals. The well-documented histories of the lethal Nipah and Hendra viruses, involving transfer from bats to pigs in the former, and bats to horses in the latter, underscore the value of maintaining viable ecosystems, and eliminating the need for wild bats to colonise human surroundings.

Biodiversity in forests harmlessly retains dangerous viruses and other pathogens among a vast pool of wild animals, away from people. What this phenomenon makes clear is that governments should stop viewing undisturbed landscapes as an impediment to economic growth. As COVID-19 has proved, these short-term high growth trajectories can come to an abrupt halt with a pandemic. Such a terrible outcome could be witnessed again, potentially caused by reckless exploitation of the environment. In spite of repeated warnings of crippling pandemics waiting in the wings, governments paid little attention. Now, a novel virus that can move effortlessly from human to human has found a large reservoir of hosts in a globalised world. Unlike previous epidemics, the latest one has extracted a staggering toll, killing people, forcing a lockdown and causing economic devastation. This should serve as a dire warning to the government that hasty permissions granted for new roads, dams, mines and power projects in already enfeebled forests can unleash more scourges. It would do well to roll back its dilution of the environmental clearance system, strengthen it with a mandate to the States, and leave protected areas to scientific experts. There is mounting evidence that environmental protection confers health protection. Pristine forests with diverse species keep viruses virtually bottled up, out of man’s way. They should be left undisturbed.

Policing a lockdown

Every day brings challenges, heartbreaks, acts of inspiration

May you live in interesting times. Though this oft-repeated English expression is perhaps wrongly attributed to the Chinese, these are certainly interesting times — with a controversial Chinese connection. At the time of writing, the COVID-19 virus, widely believed to have originated in China, has infected more than 7,75,000 people across the world and killed more than 37,000. In India, it has mercifully had a slow start, with more than 1,600 infections and less than 50 casualties till April 2, despite the first case being detected two months ago on January 30.

Quite rightly, the government of India has paid heed to the devastation abroad, and imposed a 21-day lockdown across the country beginning March 23. Nothing of this scale has ever been attempted in human history. In the second week of the lockdown, it is hard to predict its effect on arresting the impact of the COVID-19 by April 14. For all those entrusted with enforcing the lockdown, and catering to the infected patients, the next two weeks are sure to stretch and challenge us in unimaginable ways. There was never a scarier time to be in uniform. There was never a more inspiring time to be in uniform.

Today, the health and well being of our 1.3 billion citizens literally depend on how well we in the police forces work with our colleagues in healthcare, civil administration and other essential services to ensure that this lockdown achieves its intended goal. Namely, to arrest the rate of transmission, and the number of infections and keep the number of casualties to the minimum possible till April 14. These are truly morbid parameters to judge the performance of any state agency. Interesting times, indeed.

The experience of the last one week has been a steep learning curve for all of us, apart from also being a deeply stressful and humbling experience. To take credit for anything at this stage would be sheer hubris. It is largely the support and cooperation that we have received from our citizens in enforcing this lockdown that has got us this far. True, there have been stray instances of reckless non-compliance with lockdown guidelines. Equally, there have been more than a few instances of high-handedness by the police. But, by and large, the lockdown has become a reality for 1.3 billion Indians. Not by force, but primarily by consent.

Frankly, nothing in our training and our practical experience as police officers has prepared us for a task of this magnitude. How do you begin to protect others, when the air you breathe, the hands you shake, the loved ones you hug, all become a potentially lethal source of infection for yourself? And vice versa, how do we know that we aren’t already infected, and instead of helping, we are in fact harming all those who come into proximity seeking our help? The psychological impact of the virus is as insidious as its biological impact. We are having to learn completely alien tactics and protocols on the fly. Every day brings new challenges, new heartbreaks and new acts of inspiration.

The lockdown has, of course, eased some of the daily challenges of policing India. Crime is down, of course. As are daily challenges of law and order. But these have been replaced by larger challenges. Ensuring that our citizens stay indoors as required is the biggest task. No less difficult is ensuring the uninterrupted supplies of a host of essential services. Add to that the task of tracing the contacts of all positive cases and ensuring that they observe strict quarantine guidelines. However, all these have been dwarfed by the migration of over 10 million citizens, largely from the cow belt, most of whom worked as daily wage labour across most of our major cities and states. The recent acts of the Tablighi Jamaat that have fed a new wave of infections across the country are a grim reminder of the challenges we face.

Our police forces have seldom enjoyed high levels of trust and support from civil society – largely due to our own failings. However, now is not the time to remind us of all these things. It is the time to appreciate that even though the COVID-19 can’t tell a uniformed Indian from a civilian, we are not turning our backs on what is expected of us. We want you to trust us to do the right thing. We will not hesitate to repeatedly expose ourselves to this sinister menace, if it can ensure your safety. We will ensure that the elderly and the sick receive due assistance. We will ensure that there are no shortages of critical items of food and medicines.

However, we can’t do it alone. We require unprecedented levels of forbearance, trust and support from our citizens. We require them to listen and follow instructions. We require them to stop hoarding essential items. We require them to stop spreading rumours, because the fear and panic they create will be as deadly as the virus. We require them to stop seeking frivolous exemptions from the lockdown. We require them to put on hold the many murderous faultlines of religion, region and caste. We require elite segments of our society in business and industry to work in close partnership with us to ensure that wherever there are gaps in our capabilities, they step up to shoulder some of our responsibilities.

This virus is deadly and infectious enough. We don’t need to add to its lethal prowess by holding onto our past legacy of mutual distrust. For all the threat it represents, this epidemic is also an opportunity for police forces in India to redeem themselves in the eyes of their fellow citizens by exemplary standards of courage, professionalism and service. You have cheered enough for men wearing khaki on celluloid. We want to earn your applause this time. This lockdown is only the beginning of a long struggle. There will be many unknown challenges that will surely follow.

Despite our best efforts to protect our men and women in uniform from getting infected by the virus, it would be foolish to expect that none of us will fall ill doing our duty, or even worse. We will do all we can for those unfortunate colleagues, even as we will soldier on. This epidemic is an hour of collective reckoning and we can only survive it by coming together. Even if some of us fall by the wayside, we will not let you down.

Life and Death

The criminal negligence by Tablighi Jamaat organisers undermines fight against the virus, hurts people — of all faiths.

Over 400 Covid-19 positive cases, almost a fifth of the national count, at least 15 dead, and counting — this has been wrought by the coronavirus and the criminal negligence of those who helped organise a gathering of the Tablighi Jamaat in mid-March in New Delhi. The Jamaat is no local neighbourhood residents’ group, it has a well-established organisational infrastructure, a sprawling international membership and a reach across over 100 countries. Many of the estimated 3,000 participants came from countries that had, weeks earlier, already become COVID-19 hotspots — most notably, Indonesia and Malaysia, where an earlier Tabligh meet was linked to more than 600 cases. The WHO, on March 11, had declared the outbreak as a pandemic. Yet, the Tablighi Jamaat’s organisers went ahead with their three-day meet, on March 13, disregarding a Delhi government order issued the same day prohibiting the assembly of more than 200 people. They also flouted a Delhi government notification on March 12 asking people with a travel history from COVID-19-affected countries to self-isolate. The local police station, within shouting distance of the venue, merrily looked on as hundreds poured in. The Jamaat’s representatives say that their meeting was held days before the janata curfew and that the Delhi Government itself didn’t seem serious about social distancing norms. That’s little more than an excuse.

What the Nizamuddin spread underlines, tragically, is how easy it is to unravel and undermine any multi-pronged, public health campaign against a virus that has no antidote. While the government’s role cannot be overstressed, it is incumbent upon civil society to follow the norms of responsible behaviour. The flouting of protocols by communities, even individuals, hobbles the entire country’s battle. The Jamaat’s organisers aren’t the only violators — even as, so far, their violation certainly is the most egregious. But their actions, in particular, threaten to fuel another spectre — as attempts are made by some, amid this shared crisis, to use their example to deepen mistrust, taint and tarnish an entire community.

It must be recognised that the collective battle against COVID-19 — as AIIMS Delhi’s director, Randeep Guleria, underlined in an interview to this newspaper on Thursday — “has to be won at the community level, rather than the hospital level”. Religious leaders should use their social clout, an invaluable resource in times of fear and anxiety, to empower their community and, thus, the nation. In Indore on Thursday, for instance, Muslim clerics appealed to residents of a neighbourhood to cooperate with health officials after a mob allegedly pelted stones and chased them away. The Tablighi Jamaat’s organisers, in contrast, endangered the lives of hundreds — of all faiths. The least they can do is to use their formidable network to cooperate with those who are now working to heal the damage they helped inflict.

How coronavirus crisis can be converted to opportunity to fundamentally strengthen Indian economy

A common thread to many of these actions — indeed prerequisites for their success — is cooperation between the Centre and states.

Rising public expenditures to help tens of millions of workers and their families alongside plummeting resources will inevitably force hard choices. Appropriately, much of the policy discussion and the government’s first response have focussed on addressing the immediate imperatives. But this crisis is also an opportunity to do things that are not only good for now but for the medium term as well. We discuss a few.

Revamp macro-fiscal framework: If the pandemic follows the exponential trajectory seen in other countries, the crisis is going to entail massive fiscal expenditures, perhaps up to 4-5 per cent of GDP, much more than what the government has announced. Consequently, the basic macro-fiscal framework — for example, the Centre’s FRBM target of 3.5 per cent of GDP, and the revenue and deficit estimates for 2020-21 — has been fundamentally overtaken by events. The Centre should immediately announce that even the states will be allowed to exceed their fiscal responsibility legislation targets because they will be in the front line of taking action against the pandemic. The crisis is an opportunity to revisit the entire framework. The focus on unattainable targets, the fact that the FRBM has been honoured only in the breach, and the consequences in terms of loss in budgetary integrity and transparency need serious review, even overhaul. Once the crisis ebbs, India might be looking at overall deficits well in excess of 10 per cent and debt levels much greater than those today. If the starting point is going to be so different, do the old goals and targets retain meaning?

Remake finance: Going into the crisis, India’s corporate and financial sector were under severe stress — the so-called Four Balance Sheet problem. This crisis will unfortunately add consumers and small and medium enterprises to that list. This will be an extremely hard — but critical — problem to address. To allow banks to revert to normalcy, a largescale takeover of their bad loans will be unavoidable not least because the current bankruptcy process will be severely inadequate. In addition, this crisis opens the door for the new lending model proposed by Nandan Nilekani — technology-driven lending that uses data rather than collateral, allowing the 10 million-odd businesses with deep digital footprints (for example, based on GST invoices), to get loans from the thriving ecosystem of new financial players.

Complete JAM: One of the major achievements of this government was to create the plumbing — Jan Dhan, Aadhaar, and Mobile (JAM) — to augment weak state capacity. The state could now make cash transfers swiftly, with reduced leakages, whether as income support, scholarships or pensions, and potentially eventually implementing a Universal Basic Income. In the current crisis, it is proving to be an important part of the social safety net that is helping to cushion the most adversely affected groups. But the JAM plumbing is still incomplete because there is a “last mile problem”. Not all those with bank accounts can access money either because of difficult geography or because bank functionaries give incomplete or misleading information. This crisis is an opportunity not just to leverage JAM to enhance cash transfers, but to empower citizens. This will require the government to identify remaining weaknesses on a war footing and fix them.

Re-shape Indian agriculture: The need to preserve supply chains in agriculture in times of crisis reinforces the need to create one market for agriculture across India. This requires eliminating legislation like the Essential Commodities Act and the panoply of resulting restrictions. Second, the crisis has shown the possibilities created by JAM and direct transfers. Building on PM-Kisan and various state level schemes, pernicious subsidies, especially for fertilisers and power, could be phased out over 5-6 crop cycles. This could be done through small but frequent increases in fertiliser prices (the technique used to eliminate fuel subsidies). Advance communication to farmers along with compensating cash transfers can help build trust and confidence.

Make in India: A macabre joke referring to the origins of the coronavirus was that everything, even death, was Made in China. But the critical source for almost all the essential Active Pharmaceutical Ingredients (API) used to manufacture drugs, the ability also to fight death, is largely made in China. India was once a major producer of such APIs but lost ground to China. The crisis should be the opportunity to go on war footing to do intelligent industrial policy — incentives, regulatory help, trade policy — that would resurrect India’s manufacturing capability. Previous Make in India attempts have shown lackadaisical results. The crisis creates the momentum to focus the effort on one sector, pharmaceuticals. As a result, the ability to save lives could be Made in India, again.

Establish migrants as full citizens: The crisis has highlighted the travails of migrant labour and their second-class status. It reflects a broader chasm between the few securely employed in the organised sector and the vast majority subject to the vicissitudes of the unorganised sector. Differences not just in the levels of income but in their volatility as well as differential access to social insurance (heathcare, pensions) distinguish these two classes.

The plight of migrant workers reinforces the need to move from immobile place-based benefits to mobile person-based benefits, which is possible as the JAM infrastructure is strengthened. This will require portability of benefits, including access to the PDS, Ujjwala and Ayushman Bharat.

Upgrade Health: State capacity over 70 years in India has been weakest in the areas of education and health. The COVID-19 pandemic must lead to a serious strengthening of the health infrastructure for dealing with pandemics. To start with, India needs an apex institution like the US’ Centers for Disease Control with a network across all the states. They should invest in disease surveillance systems, set up diagnostics labs, be able to gather real-time data and analyse them etc. The Taiwan model, which has been so successful in this pandemic, could be studied. More fundamentally, the crisis is a wake-up call to address India’s severe limitations in the provision of basic health. Creating tertiary health facilities must be subservient to strengthening basic public health and early childhood care.

Build National Solidarity Fund: The severe downturn in economic activity ahead will savagely hit the informal poor. But it will also reveal how much they are central to the comfortable lives of the salaried classes and wealthy. If there was ever a time for the latter to demonstrate their solidarity with those providing the essential services they so depend on — from maids to drivers and farmers to construction workers — it is now.

The government should consider a Solidarity Fund with a one-time annual contribution coming from the wealthy and the employees in the organised sector. This contribution can take the form of taxes or elimination of middle-class subsidies identified in the Economic Survey of 2016. The wealthy could contribute via a wealth tax with thresholds set by property values say above Rs 5 crore. Salaried employees in the public and private sectors could contribute via a small, progressive tax on salaries and pensions. Middle class subsides that could be eliminated include interest and tax deductions for small savers, favourable taxation of gold and other luxuries. Wealth taxes and elimination of subsidies for the rich should in any event be part of the long run reform agenda to reduce growing inequality.

These examples illustrate how crisis can be converted to opportunity to fundamentally strengthen the Indian economy, and protect the vulnerable. A common thread to many of these actions — indeed prerequisites for their success — is cooperation between the Centre and states. Central direction combined with flexibility and nimbleness in the states and local bodies is India’s way through the crisis and beyond.

ऐसे में हमारे पास एक ही विकल्प है कि अंधेरे में धैर्य और मानसिक संतुलन खोने की बजाय एक छोटी सी मोमबत्ती जलाकर रोशनी की सच्चाई पर भरोसा बनाए रखें। दुनिया में लाखों नर्सें, डाॅक्टर व अन्य स्वास्थ्यकर्मी, पुलिस, सफाई कर्मचारी और जरूरी सेवाएं मुहैया कराने वाले ऐसी मोमबत्तियां नहीं तो और क्या हैं? आज कोरोना के अंधेरे को करुणा के उजाले में बदलने की जितनी जरूरत है, उतना ही उपयुक्त समय भी है। शायद पहली बार हर देश, मजहब, नस्ल और वर्ग के लोग एक साथ, एक वक्त में एक ही तरह के डर से ग्रसित हैं। मजबूरी में ही सही, यह शाश्वत सत्य फिर उजागर और महसूस हो रहा है कि हमारी समस्याएं और समाधान साझा हैं। इसलिए राष्ट्रों के बीच आपसी निर्भरता का भाव और सहयोग की जरूरत बढ़ी है।

छोटे-छोटे प्रयासों से हम खुद में, परिवार में और समाज में करुणा का उजाला फैला सकते हैं। पहला, अपने बच्चों से दोस्ती करें। बात जरूर अटपटी है, लेकिन असलियत यही है कि ज्यादातर मां-बाप बच्चों से लाड़-प्यार तो करते हैं, लेकिन उनके दोस्त नहीं बन पाते। बच्चे स्कूल में छेड़खानी, बढ़ती उम्र के होने वाले शारीरिक-मानसिक बदलावों की परेशानियों, यहां तक कि यौन उत्पीड़न तक की घुटन को किसी से साझा नहीं कर पाते। माता-पिता से उनका रिश्ता एकतरफा होता है। अब आपके पास इतनी फुरसत है कि बच्चों के साथ बैठकर उनकी हर छोटी-छोटी बात रुचि और धैर्य से सुनकर उन्हें अपना दोस्त बनाएं। दूसरा, पति-पत्नी एक-दूसरे की कमियों पर छींटाकशी करने के बजाय खुद की कमजोरियों पर बातें करने का साहस जुटाएं और अपने साथी से मदद मांगें। एक-दूसरे की मजबूरियों, परेशानियों और तकलीफों को अपनी तकलीफ की तरह महसूस करके समाधान ढूंढने से करुणा जागेगी। घर में माता-पिता और दूसरे बुजुर्गों के पास बैठना विनम्रता और कृतज्ञता सिखाता है।

कुछ देशों में जीवन की अंतिम घड़ियां गिन रहे ‘सफल’ कहे जाने वाले कई महानुभावों पर हुए अध्ययनों से पता चला कि उन्हें सबसे बड़ा अफसोस है कि वे अपनों के साथ ज्यादा वक्त नहीं गुजार पाए और किसी से दिल की बातें साझा नहीं कर सके, क्योंकि वे कॅरियर और दौलत बनाने में ही जुटे रहे। इसके विपरीत, पिछले 80 सालों से हार्वर्ड विश्वविद्यालय में ‘हार्वर्ड स्टडी ऑफ एडल्ट डेवलपमेंट’ नामक शोध से कई तथ्य निकल रहे हैं। तीन पीढ़ियों के इस अध्ययन से उद््घाटित हुआ कि जो लोग अपने माता-पिता, भाई-बहनों, जीवनसाथी, बच्चों और निकट के मित्रों के साथ ज्यादा वक्त गुजारकर खुशनुमा और दोस्ती के संबंध रखते हैं, वे न केवल लंबी उम्र जीते हैं, बल्कि हृदय रोगों, अल्जाइमर्स व पार्किंसन जैसी गंभीर बीमारियों से बचे रहते हैं।

सोशल मीडिया पर और फोन आदि वार्तालाप में सिर्फ प्रेरणास्पद और सकारात्मक घटनाओं का जिक्र करने के साथ ही कोरोना से बचने के उपायों की जागरूकता फैलाने से समाज में आशा का वातावरण बनेगा। अपने सहयोगियों, मातहतों, किराएदारों आदि की परेशानियों को अपनी परेशानी की तरह समझते हुए उनकी मदद करने से करुणा का दायरा बढ़ेगा। अगले कुछ हफ्ते पूरी मनुष्यता के लिए अत्यंत महत्वपूर्ण हैं। हमारे नेता जो भी फैसले लेंगे, हम दूसरों के साथ जो भी बर्ताव या व्यवहार करेंगे और जैसा सामाजिक वातावरण बनाएंगे, वही वैश्विक राजनीति, आर्थिकी, स्वास्थ्य नीति आदि के अलावा भविष्य की सभ्यता, संस्कृति और नैतिकता का पुनर्निर्माण करेगा। उसी से निजता, मानवाधिकार, विकास आदि पुनर्परिभाषित होंगे। इसलिए यह आवश्यक है कि हम सामूहिक भय के अंधेरे में से वैश्विक करुणा का सूरज उगाएं, जो मानवता को सुरक्षित रखकर और भी उज्ज्वल बना सके।

नए शोधों से कोरोना संकट से लड़ने की उम्मीद जागी

पिछले 72 घंटों की तीन खबरों ने दुनिया में भय की बढ़ती काली छाया को कुछ कम किया है और ये भारत के लिए खासतौर पर उत्साहवर्धक रही हैं। एक अप्रकाशित ताजा अमेरिकी शोध कहता है कि भारत में कोरोना का असर कम रहेगा, क्योंकि यहां 1948 से ही टीबी निरोधक टीका, बीसीजी लगाने का अभियान चल रहा है। इस टीके का प्रमाण आपकी बांह पर एक निशान के रूप में ताउम्र विद्यमान रहता है। ब्राजील, जापान और चीन सहित अन्य कई मुल्कों ने भी इस टीकाकरण अभियान को लागू किया, जबकि यूरोप के देशों और अमेरिका ने यह अभियान नहीं चलाया। शोधकर्ताओं का मानना है कि कोरोना वायरस की संहारक क्षमता के तमाम देशों के आंकड़े इस अवधारणा की पुष्टि करते हैं। उधर, ह्यूस्टन मेथोडिस्ट हॉस्पिटल ने एक प्रयोग किया, जिसकी सफलता की संभावनाएं देखते हुए अमेरिकी खाद्य एवं औषधि प्रशासन (एफडीए) ने इसे देशभर में लागू करने की अनुमति दी है। लांसेट इन्फेक्शंस डिसीजेज के एक अध्ययन में भी इसे सही कदम माना गया है। दरअसल, इस अस्पताल ने पाया कि कोरोना से जो मरीज ठीक हो रहे हैं, उनके शरीर में एक किस्म का एंटीबॉडी (उन रोगाणुओं से लड़ने वाला प्रोटीन) विकसित हो रहा है। अस्पताल के शोधकर्ताओं ने सोचा कि अगर ठीक हुए व्यक्ति का खून या प्लाज्मा लेकर कोरोना से पीड़ित को चढ़ाया जाए तो रोगी ठीक हो सकता है। पिछले सप्ताह कुछ मरीजों पर यह प्रयोग किया गया जिसके परिणाम उत्साहवर्धक थे। इस चिकित्सा पद्धति को ‘रोग-मुक्त प्लाज्मा थैरेपी’ कहते हैं। हांगकांग ने सार्स के खिलाफ 2005 में और स्वाइन फ्लू (एच1एन1) के इलाज़ के लिए अनेक मुल्कों ने इस थैरेपी का प्रयोग किया था। ऑक्सफ़ोर्ड यूनिवर्सिटी की शोध पत्रिका ने पाया कि इस थैरेपी से रोगी के सांस की नली में वायरल लोड काफी नीचे आ जाता है और मौत की दर कम हो जाती है। तीसरी उत्साहवर्धक खबर संयुक्त राष्ट्र वाणिज्य एवं व्यापार संगठन (अंकटाड) की रिपोर्ट से है, जिसमें पूरी दुनिया के लिए कोरोनाजनित आसन्न आर्थिक संकट का जिक्र है, लेकिन कहा गया है चीन और भारत इस संकट से ज्यादा प्रभावित नहीं होंगे। हालांकि, संस्था ने इस आशावादिता का कारण तो नहीं बताया, लेकिन माना जा रहा है कि अंतरराष्ट्रीय बाजार में क्रूड तेलों के लगातार गिरते दाम भारत की अर्थव्यवस्था की गिरावट में गद्दे का काम करेगा।

दांव पर है यूरोपीय आदर्शवाद

विश्व स्वास्थ्य संगठन (डब्ल्यूएचओ) भले ही यह बता रहा हो कि यूरोप में कोविड-19 के प्रकोप में स्थिरता आने के संकेत मिल रहे हैं, लेकिन तीस हजार से ज्यादा मौतों के साथ यूरोप इस महामारी का केंद्र बना हुआ है। इसी सप्ताह की शुरुआत में डब्ल्यूएचओ में स्वास्थ्य आपात स्थिति के प्रमुख माइक रयान ने कहा था कि इटली और स्पेन चरम पर पहुंच रहे हैं, लेकिन हमें बड़ी उम्मीद है कि अब यूरोपीय लॉकडाउन अपना फल देना शुरू कर देगा। हालांकि उनका यह कहना असलियत कम और उम्मीद ज्यादा है। अभी यह महज उम्मीद है कि इस महामारी की चपेट में आए दुनिया के सबसे अमीर हिस्सों में चीजें नियंत्रण में आने लगी हैं।

द्वितीय विश्व युद्ध के बाद किसी भी अन्य संकट के विपरीत यूरोप में कोरोना वायरस से जो विनाश हुआ है, वह इस महाद्वीप और यूरोपीय संघ (ईयू) के लिए एक अवसर होना चाहिए था, ताकि क्षेत्रीय एकजुटता दिखाई जा सके। एक अवसर था, जब यूरोप के एकीकरण को प्रभावी बनाने और लाभ लेने की स्थिति बनती, लेकिन इसकी बजाय अपनी-अपनी राष्ट्रीय सीमाओं के भीतर ही यूरोप के राष्ट्र अपने-अपने कदम उठा रहे हैं। महामारी के खिलाफ कोई सुसंगत क्षेत्रीय पहल करने में यूरोपीय संघ की शायद ही कोई भूमिका रही है। यूरोपीय संघ के अधिकांश क्षेत्रीय नेताओं में इस संकट की घड़ी में बचाव की अलग-अलग पहल करने की होड़-सी मची है। चिकित्सा के क्षेत्र में दुनिया के कुछ सबसे अमीर देशों की कमजोरियां उजागर हो गई हैं।

कोरोना से जंग में संपूर्ण यूरोप की ओर से दुनिया को शायद ही कोई मिली-जुली कार्रवाई देखने को मिली है। यूरोप की राष्ट्रीय सरकारों ने अपनी-अपनी सीमाओं को बंद करके कोरोना संक्रमण पर नियंत्रण के निर्णय लिए हैं। कभी जो लोग दक्षिणपंथी लोक-लुभावन भावनाओं को भड़काने का काम करते थे, आज उन्हीं के नेतृत्व में यूरोप के राष्ट्र चल रहे हैं। हंगरी के प्रधानमंत्री विक्टर ऑर्बन, महामारी के लिए ‘विदेशियों’ को दोष देने वाले पहले नेताओं में एक हैं। उनका यह दावा यूरोप में एक बड़ी प्रवृत्ति का लक्षण हो सकता है। इस प्रवृत्ति की वजह से ही उस यूरोपीय उद्यम के भविष्य को लेकर बड़े सवाल खड़े होने लगे हैं, जो यूरोप में बाहरी लोगों को आजादी या अवसर देने पर आधारित है। यूरोपीय परियोजना के लक्ष्य डगमगाने लगे हैं।

आर्थिक दृष्टि से भी अगर देखें, तो यूरोपीय परियोजना को अपनी कुछ मौलिक मान्यताओं को भूलना पड़ा है। अभी यूरोपीय आयोग को कोरोना वायरस से लड़ने के लिए संघ के सदस्य देशों को विशेष प्रावधान के तहत रियायत देनी पड़ी है, ताकि वे अभी बडे़ घाटे की चिंता न करते हुए महामारी से लड़ने में धन खर्च कर सकें। यह एक आपातकालीन आर्थिक उपाय है, जिसका उपयोग यूरोपीय संघ के इतिहास में पहली बार किया गया है। यूरोप के देश अत्यधिक ऋण लेकर भी इस संकट से उबर आएंगे, पर उनका ऐसा करना यूरोपीय संघ के विखंडन को बढ़ा सकता है।

यूरोपीय राष्ट्रों में चल रही व्यापक भू-राजनीति भी यूरोपीय संघ के भविष्य पर कुछ गंभीर सवाल उठाने लगी है। पिछले महीने इटली के विदेश मंत्री लुइगी डि माइओ ने सार्वजनिक रूप से चीन की प्रशंसा कर दी थी, जब कोरोना वायरस से लड़ने में मदद करने के लिए चिकित्सा उपकरणों और डॉक्टरों के साथ चीन से एक विमान इटली पहुंचा। उन्होंने उन यूरोपीय राष्ट्रों के रवैये के प्रति अपनी नाराजगी भी खुलकर व्यक्त की, जिन्होंने सिर्फ जुबानी मदद की पेशकश की थी। उन्होंने कह दिया, कई विदेश मंत्रियों ने एकजुटता की पेशकश की थी और कहा था कि हम मदद के हाथ आगे बढ़ाना चाहते हैं,… लेकिन आज शाम मैं आपको दिखाना चाहता हूं कि चीन से प्राथमिक सहायता पहुंच गई है।

इस बीच सर्बियाई राष्ट्रपति अलेक्जेंडर वूसिक ने तो यूरोपीय संघ को मानो निर्वस्त्र ही कर दिया। उन्होंने कहा कि यूरोपीय एकजुटता नदारद है,… यह महज एक कागजी परीकथा है। वुसिक ने लगे हाथ यह भी घोषणा कर दी कि उन्होंने अपने ‘भाई और दोस्त’ शी जिनपिंग को पत्र लिखा है, उनसे चिकित्सकीय सहायता मांगी है, क्योंकि इस वक्त चीन ही अकेला ऐसा देश है, जो हमारी मदद कर सकता है।

कुछ यूरोपीय देशों का ऐसा रवैया फ्रांस जैसे देशों के विपरीत है। इन दिनों संकट की घड़ी में भी फ्रांस जैसे देश यह आकलन कर रहे हैं कि चीन पर यूरोपीय संघ की निर्भरता संघ को नुकसान पहुंचाने की दिशा में काम कर रही है। फ्रांसीसी वित्त मंत्री, ब्रूनो ले मायेर ने देशों के बीच टूटी हुई आपूर्ति शृंखलाओं को फिर से जोड़ने की जरूरत बताई है, ताकि राष्ट्रों की स्वतंत्रता और संप्रभुता को फायदा हो। आज इस संकट के समय चीन के उस शुरुआती रवैये के कारण भी व्यापक असंतोष है, जिससे यह संकट इतना बढ़ गया है। स्पेन, चेक गणराज्य और नीदरलैंड जैसे देश चीन से आए कोरोना वायरस के दोषपूर्ण टेस्ट किट लौटाने को मजबूर हुए हैं।

एक पक्ष यह भी है कि अमेरिका के बाद यूरोपीय संघ आज चीन का दूसरा सबसे बड़ा व्यापारिक साझीदार है, दुनिया की दिग्गज आर्थिक शक्तियों के बीच कितना अलगाव हो सकता है, इसकी भी अपनी सीमाएं हैं। इसके अलावा यह तथ्य यूरोपीय संघ के भी संज्ञान में होगा कि महामारी से पैदा संकट थम जाए और उसके बाद यूरोप के लिए आर्थिक सुधार प्राथमिकता बन जाएं, तब भी चीन को नजरंदाज नहीं किया जा सकता।

द्वितीय विश्व युद्ध के अंत के बाद से यूरोपीय संघ दुनिया में इस बात की एक मिसाल रहा है कि राष्ट्र परस्पर लड़ाने वाले अपने हितों को कैसे दूर कर सकते हैं और सामूहिक रूप से समग्र क्षेत्रीय इच्छाओं के अनुरूपकैसे काम कर सकते हैं। लेकिन आज दुनिया के एकमात्र महा-स्वाभाविक संगठन का आदर्श बुरी तरह से खत्म होता लगता है, क्योंकि यूरोपीय संघ के सदस्य देश अपने स्वयं की राष्ट्रीय सहूलियत के लिए पीछे हट गए हैं। वैसे कोरोना वायरस की महामारी फैलने के पहले से ही यूरोपीय आदर्शवाद मर रहा था। यह ताजा संकट उस आदर्शवाद की बहाली को नामुमकिन न सही, तो पहले से कहीं ज्यादा मुश्किल तो बना ही देगा।

केंद्र, राज्य और महामारी

पूर्ण लॉकडाउन का एक सप्ताह पूरा होने के बाद प्रधानमंत्री नरेंद्र मोदी ने वीडियो कांफ्रेंसिंग के जरिए सभी प्रदेशों के मुख्यमंत्रियों के साथ बैठक की। ऐसी ही एक बैठक उन्होंने 22 मार्च को जनता कफ्र्यू से पहले की थी। भले ही इन दोनों बैठकों के बीच सिर्फ 12 दिन का फासला है, पर कोरोना वायरस का संक्रमण जिस तेजी से फैल रहा है, यह फासला बहुत लंबा लग सकता है। इस अंतराल में ऐसी बहुत सी चीजें हो गई हैं, जो बताती हैं कि संकट के इस समय में केंद्र व राज्यों के बीच लगातार समन्वय कितना जरूरी है। पहली घटना वह थी, जब पूर्ण लॉकडाउन लागू होने के बाद देश भर के प्रवासी मजदूरों ने अपने गांवों की ओर पलायन शुरू कर दिया था। यातायात पूरी तरह बंद था, पर उनमें से न जाने कितने पैदल ही चल पडे़ थे। उन्हें सैकड़ों मील लंबे फासले तय करने थे और इस बीच उनकी भूख-प्यास बुझाने के इंतजाम बहुत कम थे। उनका सड़कों पर होना लॉकडाउन के मकसद और उससे बांधी गई उम्मीद को ही ताक पर रख रहा था। ज्यादा बड़ा खतरा यह था कि वे संक्रमण के शिकार हो सकते हैं और अपने जिले या गांव पहुंचते-पहुंचते उसके वाहक भी बन सकते हैं। यह डर सबके मन में था कि उनमें से एकाध भी संक्रमण गांव तक ले गया तो? ऐन वक्त पर केंद्र सरकार ने राज्यों को विश्वास में लेकर हस्तक्षेप किया और स्थिति को बिगड़ने से बचाया। यह आदेश दिया गया कि जो जहां पर है, वहीं रहेगा और वहीं पर उसके खाने-रहने का इंतजाम किया जाएगा। यदि केंद्र और राज्यों के बीच पहले ही अच्छा समन्वय हुआ होता, तो शायद इस तरह की नौबत ही नहीं आती।

पिछले तीन दिनों में जो हुआ, उससे केंद्र और राज्यों के बीच बेहतर समन्वय की जरूरत और बढ़ गई है। दिल्ली में तबलीगी जमात के मरकज में भाग लेने विदेशियों के अलावा देश भर से लोग आए थे। इस कार्यक्रम में बड़ी संख्या में लोगों को कोरोना वायरस का संक्रमण हुआ। ये लोग अपने साथ संक्रमण लेकर अपने-अपने प्रदेश में चले गए। अब इन सब लोगों की फेहरिस्त तैयार करना, फिर उन सबको खोजना और उन्हें क्वारंटीन में डालना बहुत बड़ी चुनौती है। इनमें से कई लोगों का पता तो अब तक नहीं चल सका है और पिछले चार दिनों में ही यह खतरा बहुत बड़ा हो चुका है। ऐसे मामलों में केंद्र और राज्यों का अच्छा तालमेल ही हालात को अब ज्यादा बिगड़ने से रोक सकता है।

प्रधानमंत्री की मुख्यमंत्रियों के साथ बैठक इसलिए भी उम्मीद बंधाती है कि अभी तक देश में केंद्र और राज्यों की राजनीति चलती आई है, मगर फिलहाल उस पर विराम लग गया है। महामारी के खिलाफ एकजुट लड़ाई की जरूरत को सभी ने समझा है, और यह उसे मात देने की सबसे जरूरी शर्त भी थी। हालांकि सिर्फ प्रधानमंत्री और मुख्यमंत्रियों की बैठक से सारा समन्वय हो जाएगा, ऐसी भी उम्मीद नहीं की जानी चाहिए। इसे पूरी तरह जमीन पर उतारने के लिए विभिन्न मंत्रालयों और नौकरशाही के स्तर पर लगातार बडे़ प्रयासों की जरूरत पड़ेगी। लेकिन अब जब राजनीतिक अवरोध नहीं हैं, तो इसकी उम्मीद भी बढ़ जाती हैै। संक्रमण कोई सीमा नहीं जानता, न देशों की, न प्रदेशों की। यह लड़ाई पूरे मानव समुदाय को मिलकर लड़नी है। फिलहाल बड़ी जरूरत यह है कि हम अपने देश के स्तर पर तो मिलकर इसका मुकाबला करें।

लॉकडाउन के अनदेखे असर

मजदूर और कामगार प्रभावित न होने पाएं

देश में 14 अप्रैल तक लॉकडाउन लागू है। इसके पीछे उद्देश्य कोरोना वायरस से उपजी बीमारी कोविड-19 को फैलने से रोकना है। महामारी के सिद्धांत को उसके रिप्रोडक्शन नंबर यानी प्रजनन संख्या के रूप में जाना जाता है। एडम कुचार्सिक ने अपनी पुस्तक ‘द रूल ऑफ कंटाजिन’ में लिखा है कि प्रजनन संख्या इस बात पर निर्भर करती है कि एक संक्रमित व्यक्ति औसतन कितने लोगों में संक्रमण फैलाएगा?

किसी भी महामारी को रोकने के लिए यह जरूरी होता है कि प्रजनन संख्या पर नियंत्रण किया जाए। यह नियंत्रण लोगों का टीकाकरण करने और साथ ही उनकी प्रतिरोधक क्षमता बढ़ाकर किया जा सकता है, लेकिन त्रासदी यह है कि कोरोना वायरस से उपजी महामारी के लिए अभी तक किसी भी तरह का टीका नहींबन पाया है। चूंकि इसके बनने में समय लगेगा इसलिए इस महामारी को बढ़ने से रोकने के लिए फिलहाल एक ही तरीका है फिजिकल डिस्टेंसिंग।

भारत की तरह दुनिया के अन्य अनेक देशों में लॉकडाउन का ही माध्यम चुना गया है। आज के हालात में यह पूरी तरह तर्कपूर्ण लगता है, लेकिन फ्रांसीसी अर्थशास्त्री फ्रेडरिक बास्टियाट ने लिखा है कि अर्थव्यवस्था के तहत एक अधिनियम, एक आदत, एक कानून केवल एकतरफा प्रभाव को जन्म नहीं देता, बल्कि प्रभावों की एक पूरी शृंखला को जन्म देता है। इन प्रभावों में से कुछ तत्काल प्रकट होने के कारण स्पष्ट दिखाई देते हैं, लेकिन शेष प्रभाव अदृश्य से रहते हैं। वे दिखते नहीं, लेकिन उनके प्रभाव असरकारी होते हैं। बास्टियाट यह भी लिखते हैं कि एक अच्छे और बुरे अर्थशास्त्री के बीच एक खास अंतर होता है। एक केवल दिखने वाले प्रभाव पर ही नजर रखता है, जबकि दूसरा उन अनदेखे प्रभावों पर भी नजर रखता है, जिनका पूर्वानुमान लगाना जरूरी होता है।

लॉकडाउन का भारतीय अर्थव्यवस्था पर काफी नकारात्मक असर पड़ रहा है। इस सीधे दिखने वाले नकारात्मक असर से सरकार वाकिफ है। सरकार ने इस नकारात्मक प्रभाव को कम करने की कोशिश भी की है। उसकी ओर से महिला जन-धन खाताधारकों के खातों में पैसे जमा किए जाएंगे और प्रधानमंत्री किसान सम्मान निधि दी जाएगी। इसके अलावा और भी कई कदम उठाए जा रहे हैं, लेकिन इन सबके बीच केंद्रीय सत्ता का ध्यान इस ओर नहीं गया कि भारत का लगभग 92 प्रतिशत कार्यबल अनौपचारिक क्षेत्र से जुड़ा है और इसका एक खास हिस्सा प्रवासी मजदूरों का है। वर्ष 2016-2017 का इकोनॉमिक सर्वे बताता है कि हर साल भारत में लगभग 50 से 90 लाख लोगों का पलायन होता है। 2015-16 में पलायन करने वालों का आधा हिस्सा दिल्ली और उसके आस- पास के इलाकों में आकर बसा। आधे से ज्यादा पलायन करने वाले लोग उत्तर प्रदेश और बिहार से थे।

हाल में संसद में पूछे गए एक सवाल के जवाब में सरकार ने बताया था कि 2011 की जनगणना के हिसाब से कामगारों की संख्या 48.2 करोड़ है। अनुमान है कि 2016 में यह संख्या बढ़ कर 50 करोड़ से अधिक हो गई होगी और इस समय उससे भी अधिक। जैसे ही लॉकडाउन की घोषणा हुई और करीब-करीब सारे कल-कारखाने बंद होने लगे तो तमाम लोगों ने अपने घरेलू सहायकों को काम पर आने के लिए मना कर दिया। कहींपर घरेलू सहायक काम पर जाने में असमर्थ हो गए। ऐसे में उनके पास शहर में रहने के लिए संसाधन या तो बिल्कुल सीमित हो गए या फिर नाम मात्र के ही रह गए।

यही स्थिति दिहाड़ी मजदूरों और अन्य कामगारों की बनी। ये घरेलू सहायक, मजदूर और अन्य कामगार बड़े शहरों को छोड़कर अपने-अपने गांव घर लौटने की तैयारी में जुट ही रहे थे कि ट्रेनों की आवाजाही बंद हो गई। ट्रेनों के साथ बसों का भी चक्का थम गया। ऐसे में उन्होंने घबराकर अपने गांव-घर के लिए पैदल ही रवानगी कर ली। पिछले कुछ दिनों तक मीडिया और सोशल मीडिया में उन कामगारों की खबरें तैर रही थीं जो पैदल चले जा रहे थे। कई कामगारों की मौत की भी खबर आई। एक तरह से देखें तो कोरोना वायरस से बचने का तरीका कामगारों पर भारी पड़ा। हम इसकी अनदेखी नहींकर सकते कि हमारी सरकार ने अलग-अलग देशों में फंसे भारतीयों को तो एयरलिफ्ट कराया, लेकिन इसका अहसास नहींकिया कि लॉकडाउन का आंतरिक प्रवासियों पर क्या असर पड़ेगा? असंगठित क्षेत्र के कामगारों और श्रमिकों पर लॉकडाउन का क्या प्रभाव पड़ेगा, इसका सरकार को पूर्वानुमान होना चाहिए था, मगर अफसोस कि ऐसा हुआ नहीं।

लॉकडाउन की घोषणा के समय यह बेहद महत्वपूर्ण था कि सरकार देश के वैसे प्रवासी मजदूरों, जो असंगठित क्षेत्र से जुड़े हैं, जिनके पास नाम मात्र की बचत है और जिनकी जीविका प्रतिदिन होने वाली आय पर निर्भर करती है, की चिंताओं का समाधान करती। इसके साथ ही बड़े शहरों खासकर दिल्ली और मुंबई आदि में जहां इन मजदूरों की संख्या भारी तादाद में है वहां निश्चित तौर पर उनके खाने-पीने और रहने की उचित व्यवस्था प्राथमकिता के आधार पर होनी चाहिए थी।

हालांकि यह भी सच है कि भारत सरकार की सीमित क्षमताओं की वजह से यह सब इतनी जल्दी करना आसान भी नहीं होता, लेकिन वह एक बेहतर विकल्प होता। कम से कम अब तो यह सुनिश्चित किया जाना चाहिए कि मजदूर और कामगार लॉकडाउन के अनदेखे असर से प्रभावित न होने पाएं। इसी के साथ सरकार को लॉकडाउन के अन्य अनदेखे असर भी देखने चाहिए, क्योंकि अभी लॉकडाउन के करीब दो सप्ताह शेष हैं।

जहालत का खुला प्रदर्शन

यह देखना-जानना अकल्पनीय ही नहीं, अवाक कर देने वाला है कि देश के विभिन्न हिस्सों और खासकर इंदौर, हैदराबाद, बेंगलुरु आदि में कोरोना वायरस से संक्रमित या फिर उसके संदिग्ध मरीज डॉक्टरों, स्वास्थ्य कर्मियों और पुलिस कर्मियों पर हमले कर रहे हैं। इनमें से ज्यादातर वे हैं जो दिल्ली के निजामुद्दीन इलाके में तब्लीगी जमात के मरकज में शामिल हुए थे। इस मरकज से निकले कोरोना के संदिग्ध मरीजों ने दिल्ली में भी जहालत दिखाई थी। वे यह जानते हुए भी खुलेआम थूक रहे थे कि इससे कोरोना वायरस का संक्रमण तेजी से फैल सकता है। कोई भी पंथ, मत-मजहब हो वह तो मानवता की भलाई के लिए होता है। आखिर इस मरकज में मजहबी प्रचार की यह कैसी शिक्षा दी गई कि वहां से निकले लोग एक तरह से जानबूझकर देश को खतरे में डाल रहे हैं? यह सवाल इसलिए, क्योंकि इस मरकज का मौलाना यह कहते हुए पाया गया कि मरने के लिए मस्जिद से अच्छी जगह और क्या हो सकती है? ऐसे लोग अपनी जमात और अपने समाज के साथ देश को भी बदनाम करते हैं। ऐसे जाहिल तत्वों के खिलाफ हर किसी को न केवल आवाज उठानी होगी, बल्कि उन्हें हर स्तर पर हतोत्साहित करने के साथ ही यह कोशिश भी करनी होगी कि उन्हें कठोर दंड का भागीदार बनाया जाए। समाज के साथ हर राज्य के शासन-प्रशासन को भी यह सुनिश्चित करना होगा कि इंसानियत के इन दुश्मनों को उनके किए की सजा मिले। इन शातिर तत्वों को केवल चेतावनी देने का कोई मतलब नहीं, क्योंकि वे दुष्प्रचार का सहारा लेकर लोगों को भड़काने में भी लगे हुए हैं।

यह मूर्खता और मक्कारी ही है कि जिस कोरोना से दुनिया भयाक्रांत है उसे कुछ धर्माध तत्व जमावड़ा लगाकर चुनौती देना चाह रहे हैं। यह आत्मघात ही नहीं, देशघात भी है। आखिर इससे गंदी-भद्दी हरकत और क्या हो सकती है कि जब देश जिंदगी बचाने की जंग लड़ रहा तब कुछ तथाकथित मजहबी लोग घोर निर्लज्जता के साथ न केवल असहयोग कर रहे हैं, बल्कि उस खतरे को बढ़ाने का भी काम कर रहे हैं जो कोरोना वायरस के रूप में सिर उठाए हुए है। यह चोरी और सीनाजोरी के अलावा और कुछ नहीं कि तब्लीगी जमात के सदस्य आपत्तिजनक हरकतें भी कर रहे हैं और यह रोना भी रो रहे हैं कि उन्हें बदनाम किया जा रहा है? क्या वे यह चाह रहे हैं कि उन्हें उनके निकृष्ट व्यवहार के लिए शाबाशी दी जाए? क्या देश इसकी अनदेखी कर सकता है कि तब्लीगी जमात ने अपनी जहालत और शरारत से देश में कोरोना वायरस के सैकड़ों मरीज यकायक बढ़ा दिए?

सहकारिता अच्छा विकल्प

कोराना वायरस कोविड-19 पर नियंत्रण के उद्देश्य से घोषित लॉकडाउन के दरम्यान उत्तराखंड के गांवों में लोगों को खाद्यान्न समेत अन्य जरूरी वस्तुओं की आपूर्ति सुनिश्चित कराने की दिशा में सहकारिता का ढांचा महत्वपूर्ण भूमिका निभा सकता है। विशेषकर पर्वतीय क्षेत्र के दूरस्थ गांवों में। दरअसल विषम भूगोल वाले उत्तराखंड के शहरी व कस्बाई क्षेत्रों में तो लोगों को खाद्यान्न समेत जरूरी वस्तुएं लॉकडाउन में ढील की अवधि में आसानी से उपलब्ध हो रही हैं, लेकिन पहाड़ के दूरस्थ क्षेत्रों के लोगों को कस्बों तक पहुंचने में काफी वक्त लग रहा है। इन गांवों तक राहत पहुंचाने की दिशा में सहकारिता का सशक्त ढांचा एक बेहतर विकल्प हो सकता है। सहकारिता के तहत बहुद्देश्यीय सहकारी समितियां प्रत्येक न्याय पंचायत क्षेत्र में हैं। यानी 670 न्याय पंचायतों के केंद्र में एक समिति कार्यरत है। ये समितियां जहां मिनी बैंक के रूप में लोगों को बैंकिंग सुविधा मुहैया करा रहीं, वहीं किसानों को खाद-बीज व उर्वरकों की उपलब्धता भी सुनिश्चित करा रही हैं। इसके साथ ही सरकारों की कल्याणकारी योजनाओं के संचालन में इनकी अहम भूमिका है। यही नहीं, समितियों में गांवों के लोगों की भी भागीदारी है। इस सबको देखते हुए ही सरकार ने बहुद्देश्यीय सहकारी समितियों को आवश्यक सेवा के अंतर्गत लिया है। राज्यभर में कई बहुद्देश्यीय सहकारी समितियां सरकारी सस्ते गल्ले की दुकानें भी संचालित कर रही हैं। समितियां गांवों में किसानों से धान व गेहूं की खरीद भी करती हैं। साफ है कि मौजूदा परिस्थितियों में सहकारी समितियां अहम रोल निभाने में सक्षम हैं, विशेषकर दूरदराज के गांवों के लिए। हालांकि अब सरकार ने निश्चय किया है कि लॉकडाउन अवधि में सहकारी समितियों के माध्यम से सरकारी सस्ते गल्ले का राशन उपलब्ध कराने के साथ ही रोजमर्रा की वस्तुएं भी मुहैया कराई जाएं। ऐसा करने से दूरस्थ क्षेत्रों के गांवों में भी खाद्यान्न समेत आवश्यक वस्तुओं की उपलब्धता बनी रहेगी और लोगों को परेशान भी नहीं होना पड़ेगा। इसके लिए सभी डीएम को निर्देश दिए गए हैं। सूरतेहाल अब जिलाधिकारियों पर निर्भर है कि वे जनता को राहत पहुंचाने के लिए समितियों का किस ढंग से उपयोग करते हैं। उम्मीद की जानी चाहिए कि मशीनरी सहकारी समितियों का मौजूदा परिस्थितियों से पार पाने में बेहतर उपयोग करेगी। साथ ही सहकारिता विभाग भी अपनी जिम्मेदारी को समझते हुए अपने कार्मिकों को प्रोत्साहित करेगा।

खाद्य सुरक्षा का रहे ध्यान

एक ओर कोरोना वायरस के बढते संक्रमण को रोकने के लिए देशव्यापी लॉक–ड़ाउन चल रहा है वहीं दूसरी ओर रबी की फसल कटने का समय भी आ गया है। इस फसल में मुख्यतः गेहूं‚ दालें‚ तिलहन व अन्य फसलें हैं‚ जो देश की खाद्य एवं पोषण सुरक्षा के लिए आवश्यक हैं। वैसे तो सभी वषा में खाद्य फसलें महवपूर्ण होती हैं पर वर्तमान देशीय एवं वैश्विक स्थिति में खाद्य एवं पोषण सुरक्षा की इस बार की खाद्य फसलें अधिक महवपूर्ण हो गई हैं। इस समय हमारे सामने कई उद्देश्य हैं जो एक साथ पूरे करने हैं–फसल की समय से कटाई‚ किसानों को उचित दाम‚ मजदूरों को उचित मजदूरी‚ राशन की दुकानों व पोषण कार्यक्रमों में पर्याप्त खाद्य सामगी की उपलब्धि और सोशल डिस्टेंटिंग। हमें ये सब उद्देश्य एक साथ प्राप्त करने की योजना बनानी है। सर्वप्रथम तो यही जरूरी है कि फसलों की कटाई में कोई बाधा न आए। सही समय पर इनकी कटाई कर ली जाए। देश के कुछ भागों में कम्बाइन हारवेस्टर से कटाई होती है। कुछ भागों में किसान का परिवार और मजदूर मिलकर कटाई करते हैं। इस बार मजदूरों पर निर्भरता अधिक होगी। कम्बाइन हारवेस्टर प्रायः दूर के स्थानों से लाए जाते हैं‚ विशेषकर पंजाब से बहुत से हारवेस्टर आते हैं। इस बार की विशेष परिस्थितियों में या तो हारवेस्टर पंहुच नहीं पा रहे हैं‚ या उनके पहंुचने में बहुत देर हो रही है। इस वर्ष कटाई के समय प्रत्येक जिले में वरिष्ठ कृषि अधिकारी को फसल कटाई कार्य की देखरेख की जिम्मेदारी देनी चाहिए जिससे फसल कटाई के लिए सभी सावधानियां स्थानीय आवश्यकतानुसार जैसे सोशल डिस्टेंसिंग‚ स्वच्छता इत्यादि सुनिश्चित हो सकें। खेतों में पानी‚ साबुन आदि की व्यवस्था भी होनी चाहिए। सरकार को उपज के मंडी तक पहंुचने का इंतजार किए बगैर किसानों का कुछ उत्पाद जैसे अनाज‚ दालें‚ आलू एवं तिलहन इत्यादि स्थानीय पोषण कार्यक्रमों और राशन की दुकानों की आपूर्ति के लिए कम से कम दो माह की जरूरत के अनुसार खरीद लेने चाहिए। इस खरीद के लिए किसानों को उचित समर्थन मूल्य पर अग्रिम भुगतान कर देना चाहिए जिससे फसल कटाई में लगे लोगों का भुगतान भी सही समय पर हो सके। अग्रिम भुगतान इस शर्त पर होना चाहिए कि मजदूरों को भुगतान तुरंत और सही दरों पर किया जाएगा॥। इन कदमों से किसानों को अपने कुछ उत्पाद का उचित मूल्य सही समय पर मिल जाएगा। उसे मंडी जाकर जल्दबाजी में उत्पाद बेचने की जरूरत नहीं होगी। सोशल डिस्टेंसिंग सुनिश्चित करने में इसकी बडी भूमिका सिद्ध होगी। छब्बीस मार्च को राशन में मिलने वाले खाद्य पदाथा के लिए जो विशेष घोषणाएं (प्रधानमंत्री गरीब कल्याण पैकेज के अंतर्गत) की गई हैं‚ उनके आधार पर राशन का वितरण सुनिश्चित किया जाना चाहिए जिसमें अतिरिक्त निःशुल्क राशन व्यवस्था का भी जिक्र है। राशन वितरण में बायोमीट्रिक मिलान संबंधी बाध्यताओं में छूट देना भी आवश्यक है। एक कारण तो स्पष्ट है सोशल डिस्टेंसिंग की आवश्यकता को देखते हुए दूसरे मेहनतकश ग्रामीण लोगों के बायोमीट्रिक मिलान में कठिनाइयां आती हैं क्योंकि उनकी अंगुलियों की छाप मेहनत के कारण प्रायः स्पष्ट नहीं आ पाती है। जिन राशन काडा को वर्तमान में निरस्त कर दिया गया है‚ उन्हें पुनः चालू कर कमजोर वर्ग को राशन सुनिश्चित किया जाना आवश्यक है। कई राशन काडा में परिवार के पूरे सदस्यों के नाम नहीं हैं। सभी जरूरतमंद पूरे परिवारों को राशन मिलना ही चाहिए॥। कुछ समय के लिए सोशल डिस्टेंसिंग की आवश्यकता को देखते हुए अधिकांश स्थानों पर स्कूल और आंगनवाडी केंद्र बंद कर दिए गए हैं‚ जिस कारण वहां चलने वाले पोषण कार्यक्रम भी अभी बंद हैं। जब तक इनका संचालन पुनः आरंभ नहीं होता तब तक इन पोषण कार्यक्रमों में मिलने वाली कच्ची खाद्य सामग्री को निःशुल्क राशन में जोडकर गांववासियों को देना चाहिए। निश्चित तौर पर यह प्रयास मजबूत सामुदायिक सहयोग एवं सहभागिता के आधार पर ही संभव हैं। इस तरह कमजोर वर्ग के सभी समुदायों जैसे किसानों‚ खेत मजदूरों‚ बंटाईदार कृषकों‚ अप्रवासी मजदूरों तक लाभ पहंचा सकना संभव होगा। इन प्रयासों के सुचारू रूप से संचालन के लिए समाज की एकता बहुत जरूरी है और इस प्रक्रिया में समाज की एकता और आगे बढेगी। समुदाय की सहभागिता में महिलाओं और कमजोर वर्ग का सहयोग प्राप्त करना बहुत जरूरी है। गांवों में आज मोबाइल एवं स्मार्ट फोनों की अच्छी खासी उपस्थिति है‚ जिससे ऐसे प्रयासों के संचालन में सहायता मिलेगी और सामाजिक दूरी बनाए रखने की आवश्यकता का निर्वहन भी संभव हो सकेगा। साथ ही‚ इस प्रयास को भ्रष्टाचार से बचाने के लिए भी पूरी सर्तकता बरतनी होगी।

सहयोग के बजाय

इस वक्त जब सारा देश कोरोना संक्रमण पर काबू पाने के लिए अपने-अपने स्तर पर प्रयास करता देखा जा रहा है, कुछ लोगों का असहयोगात्मक और मनमानीभरा रवैया क्षुब्ध करने वाला है। कुछ जगहों पर देखा गया कि लोग इस संकट से पार पाने के प्रयास में जुटे चिकित्सकों और चिकित्साकर्मियों के साथ बदसलूकी की। सबसे स्तब्ध करने वाला व्यवहार तबलीगी जमात के कार्यक्रम में हिस्सा लेने आए लोगों का रहा। उनमें से एक सौ सड़सठ लोगों को रेलवे के एक पृथकता केंद्र में रखा गया था। जमात में आए बहुत सारे लोग कोरोना संक्रमित पाए गए हैं, इसलिए उसमें शामिल हुए सभी लोगों की जांच की जा रही है। उन्हें अलग-थलग रखा गया है। मगर दिल्ली में रेलवे के पृथकता केंद्र में रखे गए लोगों ने न सिर्फ सहयोग करने से इनकार कर दिया, बल्कि वहां तैनात चिकित्सा कर्मियों के साथ बदसलूकी भी की। उनके चिकित्सा कर्मियों पर थूकने तक की शिकायतें मिली हैं। ये लोग मनमानी करते हुए जहां-तहां घूमने लगे। इस पर प्रशासन को उन्हें दो टुकड़ियों में बांट कर अन्य केंद्रों में स्थांतरित करना पड़ा। इसी तरह बिहार के मधुबनी जिले से खबर मिली कि वहां कुछ लोग धार्मिक आयोजन कर रहे थे और जब पुलिस ने उन्हें रोकने की कोशिश की, तो उस पर पथराव शुरू कर दिया, जिसमें कुछ पुलिस कर्मियों के घायल होने की भी सूचना है। ऐसी घटनाएं हैरान करने वाली हैं। इस वक्त संक्रमण को फैलने से रोकना बड़ी चुनौती है। उसमें तेजी से जांच और उपचार उपलब्ध कराना प्राथमिकता है। इसके लिए आवश्यक चिकित्सा दल तैनात करना और प्रचुर मात्रा में जांच केंद्र स्थापित करना सरकारों के लिए मशक्कत भरा काम है। तमाम स्वास्थ्य विशेषज्ञ सलाह दे रहे हैं कि इस महामारी से भयभीत होने की जरूरत नहीं है, वे हर हाल में जरूरी सुविधाएं उपलब्ध कराने को प्रतिबद्ध हैं। इसके लिए अपनी सेहत की फिक्र न करते हुए और जोखिम भरे वातावरण में दिन-रात चिकित्सक जुटे हुए हैं। कई चिकित्सक खुद संक्रमित हो चुके हैं और उनके जरिए उनके परिजनों में भी विषाणु का प्रभाव पहुंच चुका है। इसलिए उनके योगदान की सराहना और उनके साथ यथासंभव सहयोग करने की अपेक्षा स्वाभाविक है। उनका मनोबल बढ़ाने के लिए सरकार और नागरिक जमात की तरफ से हर प्रोत्साहन देने की कोशिशें हो रही हैं। मगर कुछ लोग अगर उन्हें अपमानित करने, उनके साथ बदसलूकी करने का प्रयास करते देखे जा रहे हैं, तो उनकी निंदा होनी ही चाहिए। चिकित्सकों के साथ सहयोग का रुख न होने और कुछ जगहों पर उनके साथ हुए दुर्व्यवहार को देखते हुए दिल्ली सरकार ने घोषणा कर दी थी कि जो लोग ऐसा करते पाए जाएंगे, उनके खिलाफ सख्त कार्रवाई की जाएगी। लगता है, हमारे देश में कुछ लोगों को डंडे की भाषा की कुछ ऐसी आदत पड़ गई है कि उसके बिना उन्हें अपना नागरिक दायित्वबोध याद ही नहीं आता। चिकित्सकों और इस संकट से पार पाने में जुटे अन्य कर्मियों की सुरक्षा की चिंता और उनकी कर्तव्यपरायणता की सराहना न सिर्फ सरकारों की जिम्मेदारी है, बल्कि हर नागरिक को इसके लिए आगे आने की जरूरत है। यह कोरोना से लड़ाई का शुरुआती चरण है और इसमें कहीं-कहीं कुछ असुविधाएं नजर आ सकती हैं, पर उन पर किसी तरह का अभद्र व्यवहार करना इस वक्त नागरिक कर्तव्य नहीं माना जा सकता। सबके सहयोग से ही उन कमियों को भी दूर किया जा सकता है।

बढ़ती आबादी, घटते संसाधन

अमेरिका के एक वैज्ञानिक मार्सटन बेट्स ने भविष्यवाणी की है, ‘अगर अगली शताब्दी में विश्व की जनसंख्या वर्तमान गति से ही बढ़ती रही, तो विश्व के कुल जनसमूह का वजन पृथ्वी के वजन के बराबर हो जाएगा यानी पृथ्वी का भार दूना हो जाएगा।’ जैसे-जैसे सनसंख्या बढ़ी, जटिलता बढ़ती गई और उसी अनुपात में स्वास्थ्य, आरोग्य, आजीविका, संरक्षण, खाद्य पदार्थ, निवास स्थान, शिक्षा, सामाजिकता, अपराध आदि समस्याएं भी बढ़ती गईं। भारत की जनसंख्या वृद्धि की भयावहता का अनुमान इसी से लगाया जा सकता है कि पूरे विश्व की भूमि का 2.4 प्रतिशत भाग हमारे देश का है, जबकि जनसंख्या सारे विश्व की जनसंख्या की सोलह प्रतिशत है। एक सर्वेक्षण के अनुसार बढ़ती जनसंख्या के लिए हमें प्रतिवर्ष एक लाख सताईस हजार नए स्कूल तथा तीन लाख पचहत्तर हजार नए शिक्षकों की आवश्यकता होगी। इनके रहने के लिए पच्चीस लाख नए घर, चालीस लाख नई नौकरियां और एक करोड़ पच्चीस लाख क्विंटल अतिरिक्त अन्न की आवश्यकता होगी। भारत की जनसंख्या एक अरब चालीस करोड़ के आंकड़े को पार करने वाली है। यानी विश्व के छह व्यक्यिों में एक भारतीय है। बढ़ती आबादी के कारण हमारे प्राकृतिक और कृत्रिम संसाधन जनसंख्या वृद्धि के अनुपात में कम पड़ रहे हैं। भारत की जनसंख्या इंग्लैंड और फ्रांस की जनसंख्या की आठ गुना, जर्मनी की बारह गुना, आस्ट्रेलिया की इकसठ गुना और जापान की आठ गुना है। भारत की कुल कृषि योग्य भूमि 16.6 करोड़ हेक्टेयर है, इसमें से 14.1 करोड़ हेक्टेयर भूमि पर ही खेती होती है। इस जमीन की उपज से जनसंख्या को पर्याप्त खाद्यान्न उपलब्ध कराना संभव नहीं है। भारत में सौ एकड़ कृषि भूमि पर एक सौ पच्चीस व्यक्ति आश्रित हैं, जबकि अमेरिका में चालीस, कनाडा में बीस, आस्ट्रेलिया में पच्चीस और फ्रांस में अस्सी व्यक्ति आश्रित हैं। यानी खाद्यान्न उत्पादन के मामले में हमारी स्थिति अत्यंत निराशाजनक है। कम खाद्यान्न कमजोर शारीरिक क्षमता वाले लोगों की संख्या बढ़ा रहा है। इसी कारण अल्पपोषित, गरीब और नागरिक सुविधाओं से वंचित व्यक्तियों की संख्या बढ़ रही है। परिणामस्वरूप बेरोजगार नौजवान, सड़कों पर घूमते भिखारी, फुटपाथ पर जीवन यापन करने वाले, भूमिहीन मजदूर अनियंत्रित जनसंख्या वृद्धि के परिणाम हैं। सन 2030 में एक व्यक्ति के हिस्से में 0.10 एकड़ कृषि योग्य भूमि आएगी। इतनी कम भूमि पर आश्रितों की संख्या बढ़ती गई तो आने वाले दिन अत्यंत कष्टप्रद होंगे। ‘द पॉपुलेशन बम’ नामक पुस्तक में एलरिक और फ्रेमलिन नामक वैज्ञानिकों ने लिखा है कि विश्व की जनसंख्या इसी तरह बढ़ती गई तो दो सौ वर्ष बाद धरती पर छह सौ लाख अरब लोग होंगे। एक वर्ग गज जमीन पर सौ लोग रहेंगे। ऐसी स्थिति में पृथ्वी पर सभी जगह दो हजार मंजिली इमारतें खड़ी करनी पड़ेंगी, तब लोगों के आवास की व्यवस्था संभव होगी। पर्यावरणविदों के अनुसार स्वस्थ पर्यावरण के लिए तैंतीस प्रतिशत भूमि पर वन होने चाहिए, जबकि भारत की कुल ग्यारह प्रतिशत भूमि पर वन हैं, जो किसी भी लिहाज से संतोषप्रद नहीं कहा जा सकता है। इस मामले में राजनीतिक इच्छाशक्ति के महत्त्व का कम ही उल्लेख होता है। सरकारें जनसंख्या नियंत्रण के प्रति कभी गंभीरता नहीं दिखातीं और यह समस्या कार्यपालिका, व्यवस्थापिका और नौकरशाही में उलझ कर रह जाती है। यद्यपि जनसंख्या की समस्या के प्रति भारत में सोच का कभी अभाव नहीं रहा। गर्भनिरोधकों के प्रति लोगों को प्रोत्साहित करने के लिए नगद राशि और अन्य उपहारों की व्यवस्था भी की गई। यह काम सरकारी तंत्र से करवाया गया। स्थानीय निकायों, जनप्रतिनिधियों या अन्य स्वयंसेवी संस्थाओं की इसमें कोई मदद नहीं ली गई। परिणामरूवरूप यह कार्यक्रम विफल हुआ। बंध्याकरण (नसबंदी) की कागजी खानापूर्ति हुई, प्रोत्साहन राशि अफसरों और सरकारी कमर्चारियों की जेबों में चली गई। सन 1975 में आपातकाल की घोषणा की गई, जिसमें परिवार नियोजन को प्रमुखता दी गई। उस दौरान ऐसी घटनाएं भी सामने आईं, जिनमें लक्ष्य पूरा करने के लिए अविवाहित नवयुवकों को भी पकड़ कर जबरन नसबंदी कर दी गई। परिणामस्वरूप पूरी योजना इतनी बदनाम हो गई कि देश का पूरा जनमानस परिवार नियोजन कार्यक्रमों के खिलाफ हो गया। आगे आने वाली सरकारों ने इसी कारण परिवार नियोजन कार्यक्रम की जगह सामुदायिक स्वास्थ्य कर्मी योजना प्रारंभ की, लेकिन यह योजना सरकार की गैर-जिम्मेदारी के कारण विफल रही। जल संसाधन की दृष्टि से अनुमानत: प्रतिवर्ष औसतन चालीस करोड़ हेक्टेयर मीटर जल भारत में उपलब्ध है। चार महीनों के मानसून में तीस करोड़ हेक्टेयर मीटर वर्षा का जल जमा हो जाता है, लेकिन जलवायु परिवर्तन और गरम हो रही धरती के कारण तीस करोड़ हेक्टेयर मीटर वर्षा कहीं पंद्रह करोड़ मीटर हेक्टेयर वर्षा पर न आकर सिमट जाए। सरकारी आंकड़ों के अनुसार पंद्रह से बीस प्रतिशत लोगों को शुद्ध पेय जल उपलब्ध नहीं हो पाता है। अगर जनसंख्या इसी तरह बढ़ती रही तो पेय जल की बात तो दूर, सामान्य जल के लिए भी संघर्ष होगा। कारखानों का कचरा जल संपदा को भी अनुपयोगी बना रहा है। जनसंख्या वृद्धि के कारण बेरोजगारों की संख्या बढ़ रही है। सरकारी नौकरियों की एक सीमा है और यह उन्हें ही मिलती है, जो कुशाग्र होते हैं। इतना ही नहीं, बढ़ी हुई आबादी के लिए अन्न जुटाना मुश्किल हो रहा है। जंगल काटे जा रहे हैं, पशुओं के चरने की जगह छीन कर खेती की जा रही है, फिर भी आवश्यकता भर अन्न पूरा नहीं होता। परिणामस्वरूप भुखमरी और बीमारी से एक बड़ी जनसंख्या काल के गाल में चली जाती है। ऐसी स्थिति में और अधिक आबादी बढ़ाना देश के लिए समस्याजनक ही होगा। सभी विचारक और बुद्धिजीवी इस बात की बड़ी आवश्यकता महसूस कर रहे हैं कि अगर देश में अर्थसंकट उत्पन्न नहीं करना है, तो तेजी से बढ़ती जनसंख्या को फौरन रोका जाए। दूसरे विद्वान आबादी नियंत्रण के लिए अनेक कृत्रिम उपाय सुझाते हैं। जो भी हो, इतना निश्चित है कि जनसंख्या वृद्धि से मानव जाति की कठिनाइयां दिन-प्रतिदिन बढ़ती जा रही हैं। आबादी इतनी विकट समस्या उत्पन्न करती है कि वह मानव का आत्मगौरव तथा आत्मशक्ति भी नष्ट कर देती है। जनसंख्या वृद्धि के साथ-साथ पारिवारिक, सामाजिक, आर्थिक, शैक्षणिक आदि सभी क्षेत्रों में अनेक समस्याएं खड़ी हो गई हैं। इस कारण न लोगों को पौष्टिक भोजन मिल पा रहा है और न रहने को शुद्ध जलवायु और समुचित रहवास। जिन देशों ने जनसंख्या नियंत्रण में सफलता पाई है, वह राजनीतिक इच्छाशक्ति की बदौलत ही संभव हो पाया है। जनसंख्या वृद्धि को नियंत्रित करने के लिए चीन के प्रयासों से हम बहुत कुछ सीख सकते हैं। सन 1949 जनवादी क्रांति के बाद चीन एक अति पिछड़ा देश माना जाता था। पचास वर्ष बाद आज उसकी गिनती अमेरिका, जापान, जर्मनी, ब्रिटेन के बाद सबसे ताकतवर अर्थव्यवस्थाओं में की जाती है। इस देश ने जो उन्नति की है, उसमें सबसे ज्यादा योगदान उसकी जनसंख्या नियंत्रण नीतियों का रहा है। परिवार नियोजन की नीति के अंतर्गत विवाह की उम्र बढ़ाई गई, बच्चों के जन्म के बीच अंतराल बढ़ाया गया और बच्चों की संख्या एक तक सीमित रखी गई। सभी सरकारी अधिकारियों के लिए परिवार नियोजन अपनाना आवश्यक बना दिया गया। हर व्यक्ति को परिवार नियोजन के प्रति शिक्षित करने की व्यवस्था और आवश्यक सूचनाएं पहुंचाने की व्यवस्था गंभीरता से लागू की गईं। गर्भ निरोधक वस्तुओं और सुविधाओं को लोगों तक मुफ्त में पहुंचाया गया। लोगों का जीवन स्तर सुधारने का प्रयास किया गया। चीन द्वारा अपनाए गए इन कार्यक्रमों के कारण चौंसठ करोड़ बच्चों के जन्म को तीस वर्षों में रोका गया है। इन्हीं उपायों को अगर देश, काल और परिस्थितियों के अनुसार भारत में भी लागू किया जाए, तो सफलता की आशा की जा सकती है।
