Reform, Don’t Target

IIT student suicides are tragic. Answer isn’t villainising faculty, but recruiting more of them

The IIT system took decades to build. Since 1990s, global organisations who would otherwise stick only to Princeton, Wharton, MIT, have recruited IIT graduates in growing numbers. The hype over astronomical salaries of some IITians recruited on-campus is only a tiny part of the story. The real story lies in institutional calibre. The minds that earn those salaries were shaped by institutional rigour, built slowly and painstakingly. How was this achieved? Tough admission tests, the ability to attract talent, deep links with industry, a committed faculty, a stated goal of maintaining a teacher-student ratio of 1:10, a focus on first principles of engineering, maths and science, especially in the early decades…the list is long.

Heartbreakingly, four students have died by suicide within months in IIT Bombay, one of the original five, and the second one to be instituted. In another of the top five, IIT Delhi, eight students have died by suicide since 2023. Academic pressure, exam failures, casteism, and depression, a variety of reasons have emerged as concerns. Equally concerning is that, in some cases, faculty and management are being wholesale targeted for a tragedy. A young person taking his/her life is a question any institution must face head-on. But villainising professors and authorities, without waiting for results of an internal inquiry, does no one any good. Yes, IITs are about gruelling academic standards – that’s what makes them special. Yes, students who struggle to cope must receive attention, counselling, and advice, over and above what’s normally available for IITians. It’s also true though maintaining high performance standards cannot be negotiable in these institutions.

What went wrong when a student took his/her life will depend on specific circumstances of a case. But one general weakness of the IIT system is its inability to rigorously maintain the famed 1:10 teacher- student ratio. Faculty recruitment hasn’t kept pace with student intake. Student numbers in IITs – there are 23 of them now – have roughly doubled over a decade, from about 65,000 to 1.35L. But teacher vacancies are high. It’s only when there are enough quality faculty members that student anxieties can be properly addressed. IITs have every SoP – committees, probes, and grievance redressal systems. But, processes are one thing, capacity for meaningful implementation another. More than one senior faculty member and IITs’ powerful alumni network have called for reforms. Listen to them.

India Must Go Thorium

Given complex geopolitics, India must fast-track utilisation of the local nuclear fuel

Introduction of thorium into India’s nuclear reactors ought to be back on the table, after top nuclear scientist and former chairman of Atomic Energy Commission, Anil Kakodkar, suggested fast-tracking the transition. India’s decades-old three-stage nuclear power programme was aimed precisely at utilising its vast thorium reserves. We’ve roughly 25% of world’s thorium deposits, but less than 2% of global uranium reserves – the more common nuclear fuel.

So, why the thorium hold-up? Two reasons: tech limitations and uranium being an easier fuel as reactor feed. Per India’s three-stage plan, first, Pressurised Heavy Water Reactors (PHWRs) were to use natural uranium to produce electricity. In stage two, Fast Breeder Reactors were to use plutonium, and breed fissile uranium from thorium. And it’s only in stage three that fissile uranium was to be combined with thorium, creating a self-sustaining fuel cycle. India has mastered stage one with around 18 PHWRs in operation. But we have only just entered stage two, with the indigenously built Prototype Fast Breeder Reactor at Kalpakkam attaining criticality earlier this year. Stage three, which will actually help us exploit thorium, remains distant.

Kakodkar’s proposition is simple: with global uranium supply coming under strain, due to a pickup in nuclear power production worldwide, India shouldn’t wait for its three-stage plan to mature. Instead, it should look at ways to blend thorium into nuclear fuel for already operational PHWRs. An American company has already successfully developed a mix of thorium and high-assay, low-enriched uranium, which can be used seamlessly in existing PHWRs. So, Kakodkar’s suggestion of blending hits the trifecta: it ensures energy security through thorium – much needed in today’s complicated geopolitics – compresses the transition to local nuclear fuel, and bolsters electricity generation from clean nuclear power. India’s goal is to achieve 100GW of nuclear power generation capacity by 2047. Only thorium, and greater participation of private players, as envisaged under SHANTI Act, can get us there.

Don’t Allow US to Weaponise Space

What was once just an idea in Ronald Reagan’s imagination — his proposed space-based missile defence system, nicknamed ‘Star Wars’ — is now real. Last week, the US said it had placed weapons in space. No details were given beyond this rare admission. But it has reignited fears of weaponising space. Mos­cow and Beijing have called on Washington to stop. It will like­ly fall on deaf ears. Outer space is another of Trump’s MAGA ideas. The creation of the US Space Force in 2019, to counter Chinese and Russian ‘sophisticated counterspace capabilities’ intended to ‘disrupt and degrade US space capabilities’, was part of that push. Air Force secretary Troy Meink has made it clear there is no turning back.

Sputnik’s launch sparked the US-USSR space race, amid fears of the militarisation of space capabilities. The 1967 Outer Space Treaty put the brakes on this, forbidding the deployment of nuclear weapons and other weapons of mass destruction in orbit. Conventional weapons, how­ever, were another matter. The USSR is history, but geopolitical rivalries are not. The arsenal has grown too, including lasers and microwave tech capable of rendering ‘enemy’ satellites dysfunctional. Outer space is a far more crowded place than it was in the 1960s or 1980s, with more than 18,000 operational satellites, most serving peaceful purposes. More targets means more potential collateral damage.

With at least 120 conflicts underway on Earth, taking the fight into outer space is ill-advised. Beyond disruption and damage, the required investment is staggering. And it will mean even less funding for existential problems on Earth. The UN needs to step in, or the weaponisation of space could well become the ultimate manifestation of M.A.D.

Unsafe space

Deployment of weapons calls for multilateral governance in space

Ithough the U.S. military doctrine was openly considering offensive and defen- sive space control by 2025, the admission on September 14 by U.S. Air Force Secretary Troy Meink, and confirmed by Space Force chief Gen. Douglas Schiess, that the country has deployed “on-orbit space control weapons” to “defend against hostile adversary action” is cause for con- cern. Satellite systems increasingly underpin communications, energy, and financial networks and many commercial systems serve civilian and military users. To that end, the U.S., Russia, Chi- na, and India, among others, have been develop- ing counter-space capabilities while contributing to the technological and strategic environment rendering earth orbit the next major battlefield. The increasing military use of commercial satel- lites can endanger the protections they enjoy un- der international humanitarian law even as this law is underprepared for satellites being highly interconnected and often dual-use. That said, the details that justify the need for orbital defence systems also make poorly specified weapons a potential cause of instability. Mr. Meink de- scribed the weapon as defensive, but U.S. mili- tary doctrine defines “space control” as encom- passing both offensive and defensive operations.

Compounding the consequences of confusion when two steerable satellites approach each oth- er without understanding the other’s intentions -including due to future autonomous satellites running artificial intelligence models onboard – is the lack of policy details. What constitutes “hostile action” and what the weapon can do re- main unclear. While the Outer Space Treaty does not ban weapons in orbit per se, Article IV prohi bits nuclear weapons or other weapons of mass destruction in orbit – a fluid line considering the centrality of satellite-based networks for contem- porary society and the ability of conventional weapons to render damage en masse; its Article III also requires space activities to comply with international law. But when an autonomous, dual-use orbital asset operated by a commercial entity initiates an unwanted defensive strike, the existing rules, including the Liability Convention, cannot be applied straightforwardly to deter mine accountability. The rules have become too coarse for what contemporary technologies, and the declining esteem for a rules-based world or der, warrant. The U.N. Open-Ended Working Group on the ‘Prevention of an Arms Race in Out- er Space’ should offer governments an opportun- ity to address the disclosure. The U.S. govern- ment should also reveal the particulars of the weapons it has deployed, and enter into a multi- lateral governance arrangement that defines ex- act thresholds of action and escalation.

साफ हवा-पानी या विकास, इस प्रश्न पर समाज बंटा हुआ है

जलवायु-नीतियों के केंद्र में एक विरोधाभास है। दुनिया भर में लोग चाहते हैं कि सरकारें ग्लोबल वार्मिंग से निपटने के लिए कदम उठाएं। फिर भी, कई बड़ी अर्थव्यवस्थाओं में वोटर ऐसी पार्टियों का समर्थन कर रहे हैं, जो जलवायु संकट से या तो इनकार करती हैं या उसकी गम्भीरता को कम करके पेश करती हैं।

यह विरोधाभास गहरी आर्थिक विषमता से उपजा है। इस साल की शुरुआत में जहां एक तरफ इलॉन मस्क ट्रिलियनेयर बने थे, वहीं अर्थ4ऑल के लिए इप्सोस की ओर से किए गए सर्वे में यह भी सामने आया कि दुनिया की प्रमुख अर्थव्यवस्थाओं में 10 में से 4 लोगों को डर था कि अगले 12 महीनों में उनका परिवार बुनियादी जरूरतें पूरी करने लायक भी नहीं रहेगा। निम्न-आय वाले देशों में आर्थिक असुरक्षा की स्थिति तो इससे भी ज्यादा गम्भीर है।

इस आंकड़े के पीछे चार दशकों के अधूरे वादे छिपे हैं। सम्पत्ति का फायदा निचले तबके तक पहुंचने का नव-उदारवादी विजन सिरे नहीं चढ़ पाया है। 2008 के वित्तीय संकट और उसके बाद आए वैश्विक झटकों ने उस व्यवस्था की कमियां भी उजागर कर दीं, जिसमें मुनाफा तो निजी हाथों में जाता है, लेकिन जोखिमों को समाज के सिर डाल दिया जाता है। इसमें भी सबसे ज्यादा कीमत गरीबों को चुकानी पड़ती है। नतीजतन, सरकारों के प्रति अविश्वास और गहरा होता गया।

लेकिन अब वही सरकारें लोगों से अपने इस अश्वासन पर भरोसा करने को कह रही हैं कि इस बार का व्यापक बदलाव पिछले वाले से अधिक न्यायपूर्ण होगा। अर्थ4ऑल का सर्वे आज वैधता के इसी संकट को सामने रखता है। 17 देशों के 13516 लोगों पर यह सर्वे किया गया, जिनमें चीन, रूस और सऊदी अरब को छोड़कर जी20 के सदस्य देश और स्वीडन भी शामिल है।

सर्वे में 70% लोगों ने माना कि उनके देश में आर्थिक असमानता बहुत ज्यादा है, जबकि 65% ने कहा कि आर्थिक व्यवस्था ‘अमीरों और ताकतवर लोगों को फायदा पहुंचाने के लिए बनाई गई है’। दो-तिहाई से ज्यादा लोग आर्थिक व्यवस्था में बड़े बदलाव चाहते हैं, जबकि सिर्फ 8 फीसदी लोग इससे असहमत हैं।

लोगों के अपने अनुभवों से भी इन जवाबों की पुष्टि होती है और ये तार्किक भी हैं। ऐसी दुनिया में जहां दौलत कुछ लोगों के ही हाथों में सिमट गई है और बड़ी कंपनियां तथा सुपर-रिच लोग नियम-कायदों, कर-व्यवस्था और सरकारी खर्च को अपने फायदे के लिए उपयोग कर लेते हैं।

यह धारणा सही है कि नियम ताकतवर लोगों ने अपने ही फायदे के लिए बनाए हैं। विषमता रचने वाली यह राजनीतिक और आर्थिक व्यवस्था ही सस्ती ऊर्जा, अच्छे रोजगार, सार्वजनिक सेवाएं और जलवायु संकट से निपटने की सरकारों की क्षमता को भी कमजोर करती है।

इसी वजह से क्लाइमेट एक्शन के लिए जनसमर्थन शर्तों पर टिका हुआ है। सर्वे में शामिल देशों में 54% लोग ग्रीनहाउस उत्सर्जन कम करने के लिए सरकार की मजबूत कार्रवाई का समर्थन करते हैं, भले ही इससे कीमतों में उछाल आए।

इनमें अमेरिकी भी शामिल हैं, हालांकि ट्रम्प ने जलवायु संबंधी कई अहम नीतियों को खत्म कर दिया है। लेकिन सभी 17 देशों में निम्न-आय वर्ग और दक्षिणपंथ की ओर झुकाव रखने वाले लोगों के बीच इस समर्थन में गिरावट दिखी है।

जलवायु नीतियां यदि सर्वाधिक उत्सर्जन करने वाले अमीरों के लिए सबकुछ पहले जैसा ही चलते रहने देंगी तो उन्हें सामाजिक और राजनीतिक समर्थन नहीं मिल सकता। सर्वे में 67% लोगों ने कहा कि एक दशक पहले की तुलना में उनका देश अब ज्यादा विभाजित लगता है।

सामाजिक एकजुटता में तेजी से आ रही गिरावट से चुनौती और बढ़ जाती है। राजनीतिक विभाजन तो सबसे ज्यादा दिखाई देता है। इसी तरह उच्च और निम्न आय वर्ग के लोगों के बीच तनाव 63%, प्रवासियों और मूल निवासियों के बीच 62% तथा जलवायु परिवर्तन को लेकर चिंतित और इस पर संदेह करने वाले लोगों के बीच 53% रहा।

ऐसे विभाजित समाजों के लिए सामूहिक फैसले लेना, लागत साझा करना और ऐसी महत्वाकांक्षी परियोजनाओं को आगे बढ़ाना मुश्किल होता है, जिनका लाभ मिलने में वर्षों या दशकों का समय लग सकता है।

उस व्यवस्था की कमियां उजागर हुई हैं, जिसमें मुनाफा तो निजी हाथों में जाता है, लेकिन जोखिमों को समाज के सिर डाल दिया जाता है। सबसे ज्यादा कीमत गरीबों को चुकानी पड़ती है। सरकारों के प्रति अविश्वास और गहरा होता गया है।

छोटे उद्यमों की बड़ी चुनौतियां

भारतीय अर्थव्यवस्था तेजी से डिजिटल स्वरूप ले रही है। इंटरनेट, मोबाइल प्रौद्योगिकी, कृत्रिम बुद्धिमत्ता, क्लाउड कंप्यूटिंग, डिजिटल भुगतान प्रणाली, ई-वाणिज्य और डेटा आधारित व्यापार गतिविधियों की रफ्तार बढ़ रही है। इससे लघु, सूक्ष्म और मध्यम उद्यमों के लिए नए अवसर पैदा हुए हैं।

यह क्षेत्र देश की आर्थिक संरचना में महत्त्वपूर्ण भूमिका निभाता है और इसमें लगभग 6.3 करोड़ से अधिक इकाइयां कार्यरत हैं। यह देश के सकल घरेलू उत्पाद में लगभग तीस फीसद, विनिर्माण उत्पादन में छत्तीस फीसद तथा निर्यात में करीब पैंतालीस फीसद का योगदान देता है। कृषि के बाद यह क्षेत्र रोजगार उपलब्ध कराने वाला दूसरा सबसे बड़ा उपक्रम है।

ग्रामीण और अर्ध-शहरी क्षेत्रों में यह उद्यम आर्थिक समावेशन, महिला उद्यमिता, स्थानीय संसाधनों के उपयोग और क्षेत्रीय संतुलित विकास में अहम भूमिका निभा रहा है। डिजिटल अर्थव्यवस्था ने इन उद्योगों को स्थानीय बाजार से राष्ट्रीय एवं वैश्विक बाजार तक पहुंचने के अवसर प्रदान किए हैं। मगर इतना सब कुछ होने के बावजूद इस क्षेत्र को कई तरह की चुनौतियों का सामना भी करना पड़ रहा है।

विगत कुछ वर्षों में भारत में डिजिटल भुगतान, आनलाइन व्यापार और डिजिटल सेवाओं का उल्लेखनीय विस्तार हुआ है। ‘यूनिफाइड पेमेंट्स इंटरफेस’ के माध्यम से होने वाले लेन-देन ने छोटे व्यापारियों और लघु उद्योगों के लिए नकद रहित भुगतान प्रणाली को सरल बनाया है। ई-वाणिज्य, सोशल मीडिया मार्केटिंग और अन्य आनलाइन मंच के माध्यम से अनेक लघु उद्योगों के उत्पाद अब सीधे उपभोक्ताओं तक पहुंच रहे हैं।

‘ई-मार्केटप्लेस’ के माध्यम से सरकारी खरीद में लघु उद्योगों के उत्पादों की भागीदारी बढ़ाई गई है। डिजिटल लेखांकन, जीएसटी पोर्टल, ‘ई-इनवाइसिंग’, ‘आनलाइन बैंकिंग’ और डिजिटल ऋण सुविधाओं ने व्यवसाय संचालन को अधिक पारदर्शी एवं सुगम बना दिया है। ई-वाणिज्य मंचों के माध्यम से छोटे उद्यम क्षेत्रीय से लेकर राष्ट्रीय और अंतरराष्ट्रीय बाजारों के ग्राहकों तक पहुंच सकते हैं। इन माध्यमों से विपणन लागत कम होती है और नए बाजार उपलब्ध होते हैं।

‘यूपीआइ क्यूआर कोड’, मोबाइल वालेट और इंटरनेट बैंकिंग ने लघु उद्योगों के उत्पादों की भुगतान प्रक्रिया को तेज, सुरक्षित एवं पारदर्शी बनाया है। इससे नकदी प्रबंधन की समस्या कम हुई है और औपचारिक वित्तीय प्रणाली से जुड़ाव बढ़ा है। डिजिटल माध्यमों ने लेखांकन, ग्राहक प्रबंधन और आपूर्ति शृंखला संचालन को अधिक कुशल बनाया है। इससे प्रशासनिक लागत कम हुई है और उत्पादकता बढ़ी है।

डिजिटल मंच उपभोक्ता की आवश्यकता, उनके क्रय व्यवहार, विक्रय की प्रवृत्ति और बाजार मांग संबंधी सूचनाएं उपलब्ध कराते हैं, जिनके आधार पर छोटे उद्योग बेहतर व्यावसायिक निर्णय ले सकते हैं। इससे वस्त्र, खाद्य प्रसंस्करण और पारंपरिक उत्पादों के निर्यात में वृद्धि की संभावना बढ़ी है। ‘एक जिला एक उत्पाद’ जैसी पहल भी इससे लाभान्वित हो रही है।

मगर, इतना सब कुछ होते हुए भी डिजिटल अर्थव्यवस्था का पूरा लाभ सूक्ष्म और मध्यम इकाइयों को नहीं मिल पा रहा है। देश के अनेक ग्रामीण और दूरस्थ क्षेत्रों में अच्छी सड़कों, उच्च गति के इंटरनेट सेवाओं, पर्याप्त बिजली आपूर्ति और डिजिटल संपर्क का अभाव है। इस कारण इन क्षेत्रों में डिजिटल मंचों का प्रभावी उपयोग संभव नहीं हो पाता। कई लघु उद्यमी और उनके उपक्रम डिजिटल तकनीकों, आनलाइन विपणन, साइबर सुरक्षा, क्लाउड सेवाओं और डिजिटल लेखांकन के उपयोग में दक्ष नहीं हैं।

प्रशिक्षण और तकनीकी मार्गदर्शन की कमी इस परिवर्तन को धीमा करती है। डिजिटल तकनीक के लिए कंप्यूटर, साइबर सुरक्षा और तकनीकी विशेषज्ञता में निवेश की आवश्यकता होती है। अधिकांश सूक्ष्म और लघु उद्यम सीमित पूंजी के कारण यह निवेश नहीं कर पाते हैं।

आनलाइन भुगतान, डिजिटल डेटा और ई-वाणिज्य के विस्तार के साथ साइबर धोखाधड़ी, डेटा चोरी, ‘फिशिंग’ और ‘रैनसमवेयर’ जैसे जोखिम बढ़े हैं। छोटे उद्योगों के पास पर्याप्त साइबर सुरक्षा व्यवस्था नहीं होती। डिजिटल बाजार में बड़े ब्रांड, बहुराष्ट्रीय कंपनियां और संगठित विक्रेता अधिक संसाधनों, विज्ञापन क्षमता और तकनीकी दक्षता के कारण प्रतिस्पर्धात्मक बढ़त रखते हैं। छोटे उद्योगों के लिए इनकी दृश्यता और ग्राहक प्राप्त करना कठिन हो जाता है।

जीएसटी, डिजिटल कराधान, डेटा संरक्षण और आनलाइन व्यापार से संबंधित नियमों का पालन छोटे उद्यमों के लिए अपेक्षाकृत कठिन होता है। अनुपालन लागत भी उनके लिए अधिक होती है। छोटे उद्योगों के पास अनुसंधान एवं विकास तथा तकनीकी उन्नयन की सीमित क्षमता होती है।

हालांकि डिजिटल इंडिया अभियान के माध्यम से डिजिटल अवसंरचना और सेवाओं का विस्तार किया गया है। उद्यम पंजीकरण पोर्टल के जरिए सूक्ष्म, लघु और मध्यम उद्यमों के आनलाइन पंजीकरण की व्यवस्था की गई है। ‘ई-मार्केटप्लेस’ पर सरकारी खरीद में इन उद्यमों की भागीदारी बढ़ाई गई है।

सरकार ने इन्हें बिना गारंटी ऋण सुविधा दी है। सरकार की ओर से डिजिटल कौशल विकास और उद्यमिता प्रशिक्षण कार्यक्रम भी चलाए जाते रहे हैं। मगर इन सुविधाओं के प्रभावी क्रियान्वयन और अंतिम स्तर तक पहुंच सुनिश्चित करना अभी भी चुनौती बना हुआ है।

डिजिटल अर्थव्यवस्था में लघु उद्योगों की प्रतिस्पर्धात्मक क्षमता बढ़ाने के लिए प्रभावी कदम उठाने की आवश्यकता है। ग्रामीण क्षेत्रों में ब्राडबैंड इंटरनेट, 5जी सेवाएं और निरंतर बिजली आपूर्ति को प्राथमिकता दी जानी चाहिए। लघु उद्यमियों और उनके कर्मचारियों को डिजिटल मार्केटिंग, ई-वाणिज्य, साइबर सुरक्षा, डिजिटल लेखांकन और कृत्रिम मेधा आधारित व्यवसाय प्रबंधन का व्यापक प्रशिक्षण देना होगा। सरकार और निजी क्षेत्र के सहयोग से क्लाउड आधारित साफ्टवेयर, डिजिटल उपकरण और साइबर सुरक्षा समाधान रियायती दरों पर उपलब्ध कराए जाने की जरूरत है।

ऋण माडल, ‘डिजिटल क्रेडिट स्कोरिंग’ और त्वरित कार्यशील पूंजी ऋण की व्यवस्था को मजबूत किया जाना भी लघु उद्योगों के विकास और विस्तार की दृष्टि से जरूरी है। इनके लिए सरल साइबर सुरक्षा दिशा-निर्देश, बीमा योजनाएं और तकनीकी सहायता केंद्र स्थापित किए जाने चाहिए। जिला स्तर पर डिजिटल व्यापार सुविधा केंद्र, ई-वाणिज्य सहायता केंद्र और तकनीकी परामर्श सेवाएं विकसित करने की जरूरत है।

ग्राहक सेवा, मांग पूर्वानुमान और डिजिटल विपणन उपकरणों को छोटे उद्योगों के लिए सुलभ बनाया जाना चाहिए। डिजिटल अर्थव्यवस्था देश के लघु उद्योगों के विकास के लिए महत्त्वपूर्ण अवसर प्रस्तुत करती है। यह उन्हें स्थानीय सीमाओं से मुक्त कर राष्ट्रीय और वैश्विक बाजारों से जोड़ सकती है, उत्पादकता बढ़ा सकती है और वित्तीय समावेशन को मजबूत कर सकती है।

यदि सरकार, उद्योग संगठन, वित्तीय संस्थाएं और तकनीकी कंपनियां समन्वित रूप से कार्य करें, तो देश का लघु मध्यम और सूक्ष्म उद्योग क्षेत्र डिजिटल अर्थव्यवस्था में सबसे गतिशील और प्रतिस्पर्धी माध्यम बन सकता है। डिजिटल रूप से सशक्त होने पर यह उद्योग क्षेत्र आत्मनिर्भर भारत, ‘मेक इन इंडिया’ और विकसित भारत-2047 के लक्ष्यों को हासिल करने में निर्णायक भूमिका निभा सकता है।
