SP’s slow suicide

Generational divide deepens within SP, Akhilesh must take control of the situation quickly

Mulayam Singh Yadav has a reputation of being a wily old-school politician. But the unprecedented rebellion within his party, unfolding in full public view, indicates that the Samajwadi Party (SP) patriarch is losing his grip on his party and can no longer hold it together. After his brother Shivpal Yadav was sacked as a state government minister for the second time in one month by his son and chief minister Akhilesh Yadav, Mulayam’s much-heralded internal party meeting in Lucknow was meant to bury the hatchet between feuding nephew and uncle. It ended with an unusually direct and emotional verbal spat between Mulayam and Akhilesh on the dais. It was yet another signal that differences within the party (and the family) have grown beyond the point of reconciliation.

Akhilesh needs to break free from the political shackles of his father. Delaying this will only undermine his political standing. For his first three years as chief minister, Akhilesh found himself in a Manmohan Singh-like situation where he was in the hot seat but his authority was undermined. He also inherited his father’s trusted lieutenants in his Cabinet. Most of them have been practitioners of caste-based politics under Mulayam, himself synonymous with post-Mandal identity politics. In practical terms, this translated into a government that was akin to previous SP regimes characterised by nepotism and lawlessness.Akhilesh tried to rectify that anomaly in recent times by cracking down on criminal elements within SP. He has been trying to portray himself as a leader committed to development and middle-class aspirations, specifically focussing on women and youth. In a rapidly urbanising and aspirational state SP is at a crossroads: the old guard representing the forces of caste and muscle power versus Akhilesh who wants to modernise and be in tune with 21st century India.

Irrespective of who emerges victorious in the turf war between old guard and young Turks, the loser will be the party. Akhilesh should tread his own path and create an outfit without the liability of his uncle Shivpal or Amar Singh whom he has blamed for the rift in the family. He may not be able to emulate the success of 2012 in next year’s election, but could become a force to reckon with by 2019 if he plays his cards correctly now.

Udan is an idea whose time has passed, lowering fees and taxes will work better

The aim is commendable as connectivity will lead to economic growth. But is this the way to do it? The scheme is based on a foundation of subsidies which are to be provided by Centre, states and airport operators. In addition, an extra levy will be imposed on domestic flights. These subsidies aim to cap the fare at Rs 2,500 for short distance flights under Udan.Even as things stand, passengers on busy routes cross-subsidise others. However, the need for this policy is increasingly debatable. In 2016, air passengers’ traffic grew at an impressive 23.17%. Also, aviation regulator data showed that airlines are flying regional routes more frequently than their quotas mandate. Simply put, aviation in India is being driven by market dynamics which have provided a stronger incentive for regional connectivity than mandated quotas. Udan’s success will depend primarily on interest shown by state governments as they have to provide initial subsidies. Only then will Centre and airport operators contribute. Passengers are the only ones without choice in the matter, as their new levy will kick in regardless of states’ interest.

Fees and cess can be as high as 37% of the ticket price on busy routes and about 17% on low density corridors. This raises the question of the extent to which government fees and taxes act as a drag on air travel in India. If air passenger traffic is growing at a pace that’s the envy of other industries, the cause of the Indian flyer would be better served by government lowering high fees and taxes. India’s aviation policy needs to focus on fostering competition and enhancing the regulator’s capability.

‘उड़ान’ के नुकसान!

airindia-kef-621x414livemintसरकार ने नई क्षेत्रीय हवाई संपर्क योजना के लिए जो लक्ष्य तय किए हैं वे सराहनीय हैं। सरकार का इरादा उन छोटे शहरों और कस्बों को किफायती दर पर हवाई यातायात की सुविधा मुहैया कराना है जो अब तक विमानन सेवाओं से पूरी तरह नहीं जुड़ सके हैं। इस दिशा में एक आवश्यक कदम उठाते हुए सरकार की उम्मीद है कि वह एक ऐसा बाजार तैयार कर सकेगी जहां नए यात्री विमान लीज के माध्यम से इन नए ठिकानों तक हवाई सुविधा मुहैया कराई जाएगी। हालांकि उड़ान (यूडीएएन) यानी ‘उड़े देश का आम नागरिक’ नामक यह नीति भ्रामक भी है। इसमें नौकरशाही के नियंत्रण, तमाम प्रतिबंधों, कृत्रिम एकाधिकार और क्रॉस सब्सिडी (जिसकी वजह से अक्षमता आ सकती है), उपभोक्ताओं के समक्ष सीमित विकल्प, बढ़े हुए किराये और विधिक चुनौतियों का भय हमेशा कायम रहेगा।

योजना का सबसे अहम तत्त्व यह है कि किसी नए हवाई मार्ग के लिए सफल बोली लगाने वाले को सरकार प्रति सीट 2,350 रुपये से 5,100 रुपये तक की सब्सिडी मुहैया कराएगी। इसके अलावा 500 किलोमीटर से कम दूरी की उड़ान के लिए किराया 2,500 रुपये तक सीमित रहेगा। कई अन्य सब्सिडी प्रदान करने की योजना भी है। उदाहरण के लिए विमानन ईंधन शुल्क में रियायत, लैंडिंग शुल्क में रियायत आदि इसमें शामिल हैं। सरकार नई क्षेत्रीय विमानन कंपनियों को व्यवहार्य बनाने के लिए स्टार्टअप पूंजी पर भी सब्सिडी की व्यवस्था लागू कर सकती है। सवाल यह है कि क्या भारत सरकार को हवाई यात्राओं पर आगे और सब्सिडी देनी चाहिए? वह पहले ही एयर इंडिया जैसी विमानन कंपनी का संचालन कर रही है जो बीते कई सालों के दौरान करदाताओं का काफी पैसा डुबा चुकी है। सरकार अपने बचाव में यही कहेगी कि यह तमाम सब्सिडी करदाताओं के पैसे से नहीं आएगी बल्कि इसका कुछ हिस्सा उस नकदी संग्रह से आएगा जो मौजूदा विमानन कंपनियों से धन लेकर बनाया जाएगा। यह धन एक अनिवार्य शुल्क के जरिये वसूल किया जाएगा। स्वाभाविक सी बात है कि ऐसी जबरन क्रॉस सब्सिडी के कई परिणाम सामने आ सकते हैं। या तो विमान सेवा के मुनाफे में आगे और कमी आएगी और उसके सामने यह जोखिम पैदा हो जाएगा कि वह पहले से ही अस्थिर इस कारोबारी क्षेत्र से बाहर ही हो जाए, या फिर वह पहले से परिचालित मार्गों पर यात्री किराया बढ़ाने पर मजबूर होगी। इस पूरी योजना में लाइसेंस राज की झलक काफी हद तक मिलती है।
उक्त शुल्क कितना होगा इसकी घोषणा अब तक नहीं की गई है। बहरहाल ऐसा लगता नहीं कि कंपनियां बिना कानूनी चुनौती दिए आसानी से शुल्क चुकाएंगी। सरकार को खुद से यह पूछना चाहिए कि क्या ऐसी योजना वास्तविक उद्यमियों को अपनी ओर आकर्षित करने में कामयाब हो भी पाएगी या नहीं? कहीं ऐसा न हो कि इसमें रातोरात उडऩ छू होने वाले कारोबारी आ जाएं। ऐसे क्षेत्र में कौन दांव लगाना चाहेगा जिसके बारे में पता हो कि उसकी सब्सिडी एक अदालती आदेश से किसी भी समय खत्म की जा सकती है? इसके अलावा क्या सरकार ने मौजूदा बड़े हवाई अड्डों पर इस योजना के प्रभाव के बारे में ठीक से सोचा है? क्या उनको इन उड़ानों को सस्ते लैंडिंग अधिकार देने पर मजबूर किया जाएगा? अगर हां तो क्या इसे भी कानूनी चुनौती नहीं मिलेगी? चाहे जो भी हो लेकिन तमाम नई उड़ानों के आने के बाद हवाई यातायात में और कठिनाई होगी और लगने वाले समय में इजाफा यात्रियों के लिए इसकी उपयोगिता को प्रभावित करेगा। दूसरे शब्दों में कहा जाए तो उड़ान योजना का लक्ष्य जहां सराहनीय है, वहीं इसकी पूरी अवधारणा में खामियां हैं। हवाई संपर्क बढ़ाने का केवल एक ही तरीका है-अधिकाधिक हवाई अड्डों का निर्माण और हवाई यात्रा क्षेत्र में मुक्त प्रतिस्पर्धा को मंजूरी।

लेन-देन में डर का साया

how-to-block-sbi-atm-cardजब पिछले दिनों यह खबर आई कि एक खाते में सेंधमारी के बाद भारतीय स्टेट बैंक ने करीब 6 लाख खाताधारकों के एटीएम ब्लॉक कर दिए तो हमारा आपका चौंकना स्वाभाविक था। आखिर एक खाते में चोरी और ब्लौक काडरे की संख्या इतनी ज्यादा! जाहिर है, जो कुछ हमारे सामने आया सच उसके अलावा भी था। यानी जांच के बाद बैंक को लगा कि सेंधमारी की संख्या एक, दो, सौ, हजार नहीं लाखों में हैं तो उसने यह कदम उठाया। अभी इसका हिसाब मिलना बाकी है कि कुल कितने रकम का वारा-न्यारा हो गया। इस खबर से हमारी आपकी चिंता बनी ही हुई थी कि दूसरी खबर यह आ गई कि 30 लाख से ज्यादा डेबिट काडरे के पिन नंबर और अन्य जानकारियां चोरी हो चुकी हैं। संख्या 65 लाख को पार कर रही है। यह देश के वित्तीय आंकड़ों में अब तक की सबसे बड़ी सेंधमारी है। यह संख्या और बढ़ेगी। कल्पना करिए यदि इतने डेबिट काडरे में से कुछ प्रतिशत का भी इस्तेमाल कर धन निकला हो तो वह रकम कितनी हो सकती है। बताया जा रहा है कि ये सभी कार्ड ऐसे एटीएम पर इस्तेमाल किए गए हैं, जहां से मालवेयर के जरिए सूचनाएं चोरी हो रही हैं। वैसे तो इस सेंधमारी से सबसे ज्यादा एसबीआई, एचडीएफसी, आईसीआईसीआई बैंक, यस बैंक और ऐक्सिस बैंक के खाताधारकों के पीड़ित होने की संभावना है। लेकिन दूसरे बैंकों के चपेट आने से इनकार नहीं किया जा सकता है। पिछले दिनों जब प्रधानमंत्री नरेन्द्र मोदी ने अपने ‘‘मन की बात’ में कहा कि हम देश के आधुनिक बनाना चाहते हैं; इसलिए धीरे-धीरे देशवासी नकदी लेन-देन की जगह प्लास्टिक मनी यानी कार्ड का इस्तेमाल करें तो उनके दिमाग में शायद यह बात नहीं थी कि इसमें यदि खुलापन है तो असुरक्षा भी। यह घटना साबित करती हैं कि चाहे आप सुरक्षा का लाख दावा करें, ग्राहकों को विज्ञापनों से या एसएमएस से सचेत करते रहें..इनका पूर्ण सुरक्षित होना असंभव है। जिस मामले से इतना डरावना चोरी सामने आ रहा है, वह स्टेट बैंक ऑफ त्रावणकोर के पट्टम (केरल) शाखा का है। इसमें एक महिला ने शिकायत की कि उसके खाते से 3 और 5 सितम्बर को 55,000 रुपये निकाले गए हैं। जांच से पता चला कि विदेश में स्थित एटीएम से पैसे निकाले गए हैं। चीन के किसी एटीएम से ऐसा हुआ है। माना जा रहा है कि जो डाटा चोरी हुआ है, वह चीन से ही हैक किया गया है। कुछ विशेषज्ञ कह रहे हैं कि ‘‘हिताची पेमेंट सर्विस सिस्टम’ से जुड़े एटीएम का इस्तेमाल करने वाले लोगों के ही पिन चोरी हुए हैं। हिताची पेमेंट सर्विस यस बैंक के लिए एटीएम नेटवर्क चलाती है। कहा जा रहा है कि व्हाइट लेवल एटीएम से फैला मालवेयर अन्य दूसरे बैंक ग्राहक के खाता को भी हैक कर सकता है। जिन खाताधारकों ने ऐसे एटीएम नेटवर्क प्रयोग किए हैं, उनके कार्ड की क्लोनिंग होने का डर है। इसे देखते हुए अन्य बैंकों ने भी अपने ग्राहकों को सचेत करना शुरू कर दिया है, ताकि उनके साथ धोखाधड़ी न हो पाए। तो यह कहना मुश्किल है कि कितने बैंकों के कितने ग्राहकों के काडरे के डाटा में सेंधमारी हो चुकी है। हमें पैसा निकालना है तो जो एटीएम सामने आ गया, उसमें अपना कार्ड डालकर निकालते हैं। हमें क्या पता कि दूर बैठे किसी की नजर उस पर है। वह हमारे कार्ड का ही क्लोन बना सकता है।आज के समय में तो बहुत कम लोग सीमित धन निकालने या जमा करने के लिए अपने बैंक की शाखा में जाते हैं। सभी तरह की बैकिंग सेवाएं एटीएम, मोबाइल और ऑनलाइन उपलब्ध हैं। ‘‘नेशनल पेमेंट कॉर्पोरेशन ऑफ इंडिया’ ने ‘‘नेशनल फाइनेंस स्वीच’ और ‘‘इमिडिएट पेमेंट सर्विस’ के तहत एटीएम में ट्रांजेक्शन सरल और किफायती बना दिया है। दावा किया जाता है कि सेवाएं सुरक्षित हैं। लेकिन धोखेबाज इस पण्राली में सेंध लगाकर ग्राहकों के खाते से चोरी कर लेते हैं। निजी खातों से चोरी के मामले पूरी दुनिया भर में सामने आ रहे हैं। भारत में भी हम इक्का-दुक्का ऐसी खबरें पढ़ते रहे हैं। यह भी चिंताजनक ही है। एक व्यक्ति के खाते से यदि धोखाधड़ी हो रही है तो फिर दूसरे से भी हो सकता है और यह भारी संख्या में भी हो सकता है। मगर इतनी भारी संख्या में डाटा चोरी हो जाएं तो मानना होगा कि इस व्यवस्था में ही ऐसे दोष हैं, जिनको दूर किए जाने की आवश्यकता है। यह इस पण्राली की असुरक्षा को समझिए। एटीएम कार्ड पिन के साथ काम करता है। हमारे खाते की और दूसरी सूचनाएं डेबिट या क्रेडिट कार्ड के पीछे काली मैग्नेटिक स्ट्रिप पर रहती हैं। धोखेबाज इन सूचनाओं को चुराने के लिए स्कीमिंग नाम की तकनीक इस्तेमाल करते हैं। इसके जरिए कार्ड के डेटा पढ़े जा सकते हैं। बैंक हमें अनेक प्रकार की सावधानियां बरतने का सुझाव देते हैं। हमसे जितना संभव है, बरतते भी हैं। किंतु धोखेबाजों के सामने कई बार सारी सावधानियां बेकार हो जाती हैं। आखिर 30 लाख डेबिट कार्ड धारकों में से सबने तो असावधानी बरती नहीं होगी। तो हम क्या करें? हमारे हाथ में तो कुछ है नहीं। आज एटीएम मशीनों को इस तरह बहुपयोगी बना दिया गया है कि उससे हम अनेक काम करते हैं। हमारी आदतें भी बिगड़ गई हैं। अब अपनी शाखा में जाकर चेक जमा करना या चेक भरकर पैसे निकालना तो धीरे-धीरे पुराने युग की बात हो रही है। किंतु यह साफ है कि आज की पण्राली जितनी सुविधाजनक हुई है, उतनी ही यह असुरक्षित भी हो रही है। सुविधाओं के बढ़ने के साथ आज छोटे से बड़े धोखाधड़ी की आशंकाएं भी उतनी ही बढ़ गई हैं। भारतीय रिजर्व बैंक ने एक सकरुलर में यह तो कहा है कि बैंक की असावधानी से यदि कोई फर्जी लेन-देन हुआ है तो ग्राहक इसके लिए जिम्मेवार नहीं होगा। यानी नुकसान की भरपाई बैंक करेगा। लेकिन ऐसे लेन-देन की शिकायत 4 से 7 दिनों के अंदर करानी होगी। ध्यान रखिए, बैंकिंग धोखाधड़ी में ग्राहक की भागीदारी है या नहीं, इसका निर्णय बैंक ही करेगा। ग्राहक ऐसे मामलों में बैंकों के चक्कर लगाते रहते हैं और अधिसंख्य के अनुभव निराशाजनक हैं। प्रश्न है कि प्लास्टिक मनी को जीवन का अनिवार्य अंग बना देने के बाद इसके असुरिक्षत होने की स्थिति में हमारे पास विकल्प क्या है? कुछ नहीं। अत: सुरक्षा की जिम्मेवारी तो बैंकों को ही संभालनी होगी।

Making cities inclusive

The challenges of a rapidly urbanising world and of providing people with equal opportunities in cities were the central themes at the just-concluded UN Conference on Housing and Sustainable Urban Development, Habitat III, in Quito, Ecuador. As a once-in-a-generation event, the Habitat conference sets a guiding compass for member-countries for the next 20 years, and attracts wide governmental and civil society participation. Yet, the process has to be strengthened to evaluate how countries have fared since the two previous conferences on issues such as reducing urban inequality, improving access to housing and sanitation, mobility, and securing the rights of women, children, older adults and people with disability. Moreover, as services come to occupy a dominant place in the urban economy, the divide between highly paid professionals and low-wage workers, the majority, has become pronounced. All these trends are relevant to India, where 31 per cent of the population and 26 per cent of the workforce was urban according to Census 2011, with more people moving to cities and towns each year. Urban governance policies, although mainly in the domain of the States, must be aligned with national commitments on reduction of carbon emissions under the Paris Agreement, and to achieve Sustainable Development Goal 11.

 India’s ambition to harness science and data for orderly urbanisation is articulated in a set of policy initiatives, chiefly the Smart Cities Mission and the Atal Mission for Rejuvenation and Urban Transformation. There is little evidence so far that these could achieve the scale needed to address the contradictions of building 21st century cities for 20th century industrial technologies. Today, these conflicts are reflected in the lack of adequate parks and public spaces, suitable land for informal workers who offer services in a city, egalitarian and non-polluting mobility options and new approaches to low-cost housing. In the national report prepared for the Quito conference, the Ministry of Housing and Urban Poverty Alleviation identified subsidised redevelopment of slums (which represented 17 per cent of urban households in 2011) involving private agencies, and low-cost, disaster-resistant, prefabricated constructions as key to the ‘Housing for All’ policy. This important programme should be pursued with a vigorous annual review that ranks States on the basis of performance. The Centre should also take its own National Urban Transport Policy on developing cities around mobility networks seriously, and liberate cities from the tyranny of traffic. UN Habitat plans to review country-level progress on its New Urban Agenda in Kuala Lumpur in 2018. India’s performance on improving the quality of life in its cities will be watched.

वृद्धों के लिए नंबर एक देश

एक 90 बरस के वृद्ध व्हील चेयर पर बैठे हैं। उनकी आर्म चेयर पर एक स्क्रीन है, जिसमें वह अखबार पढ़ रहे हैं। उसमें वीडियो कॉलिंग की सुविधा भी है, वाई-फाई के साथ, जिससे वह अपने परिजनों से बतियाते हैं। उनके एमआरआई में छोटा सा ब्रेन-हिमोरेज है। मैं उनके डॉक्टर को फोन लगाता हूं और यह बताता हूं। डॉक्टर उन्हें अस्पताल भिजवाने की तैयारी करते हैं। मैं वृद्ध से पूछता हूं, परिजनों को बता दूं? वह कहते हैं, ‘क्या जरूरत है? करना तो सब आपने ही है, और मैं अभी अखबार पढ़ पा रहा हूं, मरूंगा नहीं। यह आर्टिकल पढ़कर बता दूंगा।’ गजब का कॉन्फिडेंस है।यह हाई-फाई व्हील चेयर उन्हें सरकार ने दी है। वह एक ‘सिकेहेम’ यानी वृद्ध मरीजों के घर में रहते हैं। वहां तमाम सुविधाएं हैं। उनके बिस्तर पर एक सेंसर है, जिससे वह जब लेटते हैं, बत्ती धीमी हो जाती है। उठकर बैठते हैं, तो बत्ती जल जाती है। उनके गले में एक गैजेट है। अगर वह घूमने निकलते हैं, और एक खास समय तक वापस नहीं आते, तो नर्स को फोन चला जाता है। उनके जीवन की जिम्मेदारी सरकार की है, और वह उन्हें यूं ही मरने नहीं देगी। कुल मिलाकर, नॉर्वे में बुढ़ापा मजे में और बिना बच्चों पर निर्भरता के कटता है। भारत में कई वृद्धों की पीएफ, ग्रेच्युटी बच्चों की शिक्षा, शादी इत्यादि में साफ हो जाती है। मुझे कोई शिकायत नहीं देश की प्रगति से, मगर वृद्धों के लिए अधिक से अधिक योजनाएं हों, तो बेहतर। नॉर्वे अब तक मंगल पर नहीं पहुंचा, सारी रकम तो पेंशन में लगा दी।
