To counter effect of corporate tax cuts on interest rates, privatisation must be revived

Finance minister Nirmala Sitharaman over the weekend clarified that a reduction in corporate tax rates will not be offset by pulling back on planned government expenditure for the year. That makes sense. The consensus is that the current slowdown in the rate of economic growth can be traced to weak aggregate demand. Given this, it will be inappropriate to cut back spending at this point in time. Yet, fiscal roadmaps are there for a reason. One of which was evident on Friday when interest rates hardened on the fear that there will be an incremental surge in government borrowing.

The tax cuts are not just countercyclical in nature. India’s corporate tax rates cannot be out of sync with its peers among emerging markets. In keeping with this structural requirement, tax rates had to be revised downwards. These changes, along with others that must be undertaken to liberalise markets for factors of production, should revive private investment. However, there is generally a lag between announcements and their impact on the ground. Therefore, we need to see effective implementation of another important step to smoothen the process and make sure the tax cuts don’t elevate interest rates.

The projected relative fiscal deficit for the current financial year is 3.3% of GDP. A large deviation will partially undo the potential impact of tax cuts. As government spending will not be cut, an aggressive privatisation programme is imperative. Privatisation will generate non-tax revenue and help government keep fiscal deficit in check. Privatisation should envisage not a piecemeal sale of minority stake but a full transfer of control. To help the privatisation drive, government must lift restrictions on foreign ownership and other onerous conditions. This will complement the current effort in reviving investment.

At ‘Howdy Modi’ rally, efforts to leverage Indian diaspora reach a culmination

Right from the beginning of his prime ministership in 2014, Modi has made concerted efforts to reach out to the Indian community abroad. Those efforts paid rich dividends this Sunday when Modi’s address to the Indian-American community in Houston turned out to be a mega event with President Donald Trump and two dozen American lawmakers – cutting across party lines and therefore exemplifying bipartisan support for India – attending. It also comes at a time when Pakistan has been trying hard to drum up international support to counter India’s move to abrogate special status for Jammu & Kashmir.

A fundamental plank in Pakistan’s irredentist claims on Kashmir is eliciting Western diplomatic support, chiefly in the US and UK, since it knows it cannot achieve this by military or asymmetric means alone. But the Modi-Trump bonhomie in Houston showed that Washington is firmly in India’s corner, even if some signals eventually emanate about easing restrictions in Kashmir (which New Delhi should, in any case). This was reinforced when Trump asserted the need to protect civilians from radical Islamist terrorism and Modi called out Pakistan by alluding to the fact that the planners of both the 9/11 and 26/11 terror attacks were hosted in that country.

However, to take full advantage of strategic complementarities between India and the US things must improve on the trade front – it was not that long back when Trump had labelled India “tariff king”. The Trump administration’s obsession with trade deficits is a big roadblock in India-US ties. Therefore, it is hoped that the momentum from the ‘Howdy Modi’ event will translate into a meaningful trade deal. Reportedly, a mini-agreement is in the works that will see India lower tariffs on some American goods, in return for US concessions such as restoring India’s special trade status under the Generalized System of Preferences.

Overall, the two countries must come together to balance the rise of a techno-totalitarian state such as China, since neither has the resources to do so alone. China has more than four times the population of the US and is close to overtaking it in GDP as well as tech prowess, while it has nearly five times the size of the Indian economy. It also happens to be driven by a sense of manifest destiny and a zero sum view of international relations. Upholding a global liberal and rules-based order, therefore, necessarily requires strong strategic cooperation between the world’s richest and largest democracy.

Trump, Modi gained, so did India’s interests

A difference between democracy and rule by a philosopher king is the need for the leader to appeal to the people at the level of emotion. Political mobilisation in a democracy involves a whole lot more than rationality, and extends to drama, projection charisma, and smoke and mirrors. PM Modi and President Trump presented an excellent example of the alchemy all this constitutes, at the ‘Howdy, Modi!’ event that drew 50,000 Indian Americans to a Houston stadium and converted them over three hours of engagement into a chanting, applauding, adulating crowd of fans.

President Trump, already into his re-election campaign for the vote in 2020, got a captive audience drawn from an influential section of American voters who had been hostile to him, for the most part, in 2016. He also secured the support of their hero, India’s PM, who was more than enthusiastic about the incumbent US president’s protostump speech about not only aligning with an administration that did healthy business with the US in defence, but also with a country whose company has invested in US business, that too in Texan oil and gas. Modi got a number of things. He got the US president to be part of a celebratory ethnic gathering, listening to speeches he could barely understand and endorsing India’s war against terror, particularly of the State-sponsored, jihadi variety. In so doing, he leveraged the clout of the Indian American community for India’s diplomatic purposes, of placing India far ahead of Pakistan in US policy priorities and favour. He also managed to project his own leadership, his ability to elicit the support of the US president amidst the fervent cheering of migrant Indians, who enjoy an aspirational status in India. By raising the revocation of Article 370 at this forum, with Trump smiling away in enthusiastic approval, Modi gave the impression of securing the big powers’ consent to his move.

At Houston, we saw a Dandiya dhamaka-style gushfest. But on a level deeper, the event marked the undeniable sign of two strategic allies firming up a deal, with one of them moving farther away from a Cold War-era partnership with another country in the Indian subcontinent.

It’s in India Inc’s Court

With one single move, India’s political leadership has thrown up two challenges — one, to India Inc, and two, to the Government of India. India’s corporate sector stands to gain an unprecedented annual bounty of .`1-1.5 trillion of cash. Its challenge is to use the bounty to invest in innovation, think of scale, create well-paying jobs and improve India’s competitive position in global trade.

On the other hand, the challenge for GoI and its various ministries is to deliver the promised outcomes on various socioeconomic and development programmes with a purse size that has significantly reduced.

This dramatic transfer of resources from government to the private sector is a strong display of confidence in the latter’s ability to create a multiplier effect on the economy. At the very same time, the leadership is also showing the confidence in the government machinery to tighten its belt, plug leakages, identify and eliminate less worthy projects and enforce better tax collection. The debate, about which multiplier effect impacts aggregate demand better — government expenditure or tax cuts — can wait.

While both the challenges are formidable, the actions of the private sector will be keenly watched. What the private sector does with this bonanza will determine the extent of benefits that accrue to the economy. It needs to avoid the temptation of pleasing short-term shareholder interests with higher dividends and buybacks (as has happened in the US), eschew risk by deleveraging the balance sheet, and resist an urge to increase payout to top management.

Material tax cuts in favour of one segment of society reflects the strong faith being imposed on India Inc. A large proportion of India’s youth voted this government in for the second time with a fervent hope of better economic opportunities. Many policy watchers have started fearing that India’s dreams of demographic dividend might turn into an unemployment nightmare.

The spectre of this country descending into social chaos of mass unemployment has started to loom. Watch Brazil and South Africa. After winning elections, it is customary for those in power to call upon the country’s corporate leaders to create jobs and prosperity. The response from the latter generally is to offer platitudes in public and sulk in private — and, justifiably, so far — about how disadvantaged Indian business and industry are compared to other competing economies.

With the latest move of a corporate income-tax rate cut, the administration has shown the courage to walk the talk. The willingness to transfer significant resources to India Inc signals a humble acknowledgement that the private sector can do a better job of fulfilling the economic aspirations of the people than government and the public sector.

The significance of the tax cuts lies not only in their quantum but also in their timing. First, there exists a once-in-a-generation opportunity for Indian industry now thanks to the ongoing US-China trade disputes. Fears have been expressed of late that India risks losing out to its Asian neighbours if its competitiveness is not enhanced.

Second, at this juncture, there was neither an expectation from industry nor was there any support from experts. (Both current and present) Reserve Bank of India (RBI) officials, bureaucrats, market pundits, policy wonks — all of them have been advising the government against a fiscal stimulus. Even those who stood to gain from this, did not believe that this was possible or feasible.

Third, this latest tax rate cut move is a virtual reversal of the tone and tenor of the two-month-old Union Budget announced on July 5 by finance minister Nirmala Sitharaman, and the subsequent defence of the same by all concerned.

Fourth, the tax rewards are coming after this administration has completed many tough (some would say, punitive) structural changes: Insolvency and Bankruptcy Code (IBC), Real Estate (Regulation and Development) Act (Rera), goods and services tax (GST) and the futile war on currency. These have adversely impacted the demand conditions and increased the cost of noncompliance.

Finally, global monetary conditions have never been this easy. There has never been this large pool of capital that is desperate for a modicum of positive returns. The world has distressed capital, and India has distressed assets. The tax cuts should encourage the distressed capital to look us up.

The way to read the message from GoI is: we are reaching the end of the internal clean-up phase. We realise there are external challenges and opportunities. We are willing to step aside and enable the private sector to efficiently address the economic challenges. Investors, entrepreneurs, managers… the ball is in your court.

‘हाउडी मोदी’ विश्व में भारत के लिए गौरव का नया आयाम

किसी घटना के विश्लेषण में तथ्यों को व्यापकता में न देखना अंतिम परिणाम को दुराग्रह से आच्छादित कर देता है। लिहाज़ा यह मानना कि अमेरिकी राष्ट्रपति डोनाल्ड ट्रंप अपने देश में टेक्सास राज्य के ह्यूस्टन शहर में किसी भारतीय प्रधानमंत्री के लिए आयोजित ‘मेगा शो’ में सिर्फ इसलिए पहुंचे कि देश में रह रहे 50,000 भारतीय-अमेरिकी नागरिकों का वोट मिल जाएगा, अधूरा विश्लेषण माना जा सकता है। ये भारतीय कल ही अमेरिका के मतदाता नहीं बने हैं। राष्ट्रपति ट्रंप के पहुंचने के कारणों को तभी समझा जा सकता है जब हम मोदी की विश्व-पटल पर स्वीकार्यता समझ सकेंगे। मोदी आज दुनिया में सामूहिक सकारात्मक सक्रियता के मसीहा माने जा रहे हैं। इस पर विवाद हो सकता है कि इसके नकारात्मक पहलू मॉब लिंचिंग को कैसे लिया जाए, लेकिन देश में एक उत्साह है और विदेश में रह रहे भारतीय भी उससे पूरी तरह प्रभावित हैं। लिहाज़ा ट्रंप को अमेरिकी लोगों के वोट इस बात पर भी मिलेंगे कि वह और मोदी समान सोच और एक्शन को प्रतिबिंबित करते हैं। दरअसल मोदी ने अपने भाषण में अमेरिका के 9/11 और मुंबई के 26/11 को जोड़ कर यह संदेश दिया कि हम दोनों नेता एक साथ आतंकवाद ख़त्म कर सकते हैं। अमेरिका भी भारत की तरह आर्थिक संकट से जूझ रहा है, लेकिन मोदी की कविता ‘वो जो मुश्किलों का अम्बार है, वही तो मेरे हौसलों की मीनार है’, 34 करोड़ अमेरिकी लोगों और 15.40 करोड़ मतदाताओं को आश्वासन था कि दोनों देश हालात को बदलने में सक्षम हैं। अमेरिकी अख़बारों ने और टीवी चैनलों ने इसे अप्रतिम कवरेज इसलिए नहीं दिया कि महज 50,000 मतदाता ट्रम्प को जिताने में सक्षम हैं, बल्कि मोदी का ‘अबकी बार ट्रम्प सरकार’ का जिक्र करना समूचे अमेरिकी मतदाताओं के लिए एक संदेश था। शायद विश्व में यह पहली घटना है कि भारत का कोई नेता इस काबिल समझा गया कि वह अमेरिका सरीखे देश का चुनाव प्रभावित कर सकता है, न केवल 50,000 भारतीयों के बूते पर बल्कि वहां की मूल जनता पर भी अपने प्रति सकारात्मक स्वीकार्यता के साथ। कहना न होगा कि ‘कटोरा लेकर पी-एल 480 के समझौते’ और ‘एक भारतीय प्रधानमंत्री के 45 मिनट अमेरिकी राष्ट्रपति के ऑफिस के बाहर मुलाकात के लिए इंतज़ार’ से आज हम काफी दूर आ गए हैं और यह किसी एक विकासशील देश के इतिहास का नया मोड़ है।

शौचालय निर्माण पर मनाएं खुशियां पर सावधानी बरतनी भी जरूरी

निस्संदेह यह बड़ी बात है। गत चार वर्षों में भारत ने अपने छह लाख गांवों में करीब 10 करोड़ और शहरों में करीब 63 लाख शौचालय बनवाए हैं। कुछ साल पहले जो नामुमकिन लगता था अब वह पूरा हो चुका है और देश को खुले में शौच से मुक्त (ओडीएफ) घोषित किया जा चुका है। सरकारी अनुमानों के मुताबिक, वर्ष 2019 तक देश के 93 फीसदी से अधिक घरों में शौचालय मौजूद थे, 93 फीसदी से अधिक ग्रामीण लोग खुले में शौच नहीं जाते थे और शौचालय सुविधा से लैस करीब 96 फीसदी लोग इनका इस्तेमाल भी कर रहे थे। यह देश में शौचालयों के उपयोग को लेकर एक बड़ा व्यवहारगत परिवर्तन भी दर्शाता है। करीब 99 फीसदी शौचालयों का रखरखाव ठीक ढंग से हो रहा है, वे साफ-सुथरे हैं और शत-प्रतिशत शौचालय मल-मूत्र का ‘सुरक्षित’ निपटान कर रहे हैं। शौचालय बनने से किसी तरह का प्रदूषण नहीं फैला है और असल में, 95 फीसदी गांवों में पानी इकट्ठा नहीं होता है, कोई अपशिष्ट जल नहीं निकलता और नाममात्र की ही गंदगी होती है। ये आंकड़े आश्चर्यजनक हैं।

हमें इनके बारे में कैसे पता है? पेयजल एवं स्वच्छता मंत्रालय ने दो निजी सलाह फर्मों- आईपीई ग्लोबल और कैंटार को देश भर में सर्वेक्षण का जिम्मा सौंपा था ताकि भविष्य में विश्व बैंक से धन हासिल करने के लिए इन आंकड़ों का इस्तेमाल किया जा सके। राष्ट्रीय वार्षिक ग्रामीण स्वच्छता सर्वेक्षण (एनएआरएसएस) का दूसरा चरण नवंबर 2018 से लेकर फरवरी 2019 के बीच चला था। इस दौरान जमीनी हालात को परखने के लिए 6135 गांवों और 92,411 परिवारों का जायजा लिया गया।

वर्ष 2018-19 की आर्थिक समीक्षा में कहा गया कि सभी शौचालयों की जियो-टैगिंग की गई है ताकि उनकी पुष्टि की जा सके। सबसे अहम बात, शौचालय निर्माण कार्यक्रम के लाभ स्वास्थ्य संकेतकों में नजर आ रहे हैं। यह सर्वे विश्व स्वास्थ्य संगठन और यूनिसेफ का हवाला देते हुए कहता है कि अधिक शौचालय उपलब्धता वाले जिलों में पांच साल से कम उम्र वाले बच्चों में डायरिया और मलेरिया के मामले नाटकीय रूप से कम हुए हैं। इसमें कोई किंतु-परंतु नहीं है, केवल एक और बात है। साक्ष्य कहते हैं कि देश एक नामुमकिन-सा लक्ष्य हासिल करने में सफल रहा है। असल में, भारत की यह उपलब्धि शौचालयों के विस्तार एवं मल-मूत्र के सुरक्षित निपटान संबंधी वैश्विक संवहनीय विकास लक्ष्यों को पूरा करने में एक अहम स्थान रखेगी। हालांकि इस कामयाबी को टिकाऊ बनाने की जरूरत है ताकि यह स्थायी बन सके। यहीं पर बड़ा जोखिम भी है। भले ही हम इस कामयाबी का जश्न मना रहे हैं लेकिन हमें शौचालय चुनौती को तिलांजलि नहीं देनी चाहिए। इसकी वजह यह है कि अभी काफी कुछ किए जाने की जरूरत है और अभी बहुत कुछ गलत होने की गुंजाइश भी है।

पहली बात यह है कि सभी कार्यक्रमों में एक समय के बाद गिरावट आती है। यह कार्यक्रम भी इससे जुदा नहीं होगा। लिहाजा अगर शौचालय बने हैं और लोग उनका इस्तेमाल शुरू कर चुके हैं तब भी यह रुझान बिना देरी के पलट सकता है। जब पाक्षिक पत्रिका ‘डाउन टु अर्थ’ के संवाददाताओं ने शौचालयों का हाल जानने के लिए देश के अलग-अलग हिस्सों का दौरा किया तो उन्हें कुछ अच्छी एवं बुरी बातें पता चलीं। अतीत में शौचालयों की भारी कमी से जूझने वाले उत्तर प्रदेश में परिवर्तन साफ नजर आ रहा था। शौचालयों की मौजूदगी दिखाई दी और खासकर महिलाएं न केवल उनका इस्तेमाल कर रही थीं बल्कि संख्या बढ़ाने की मांग रखी। लेकिन वर्ष 2017 में ही ओडीएफ घोषित किए जा चुके राज्य हरियाणा में लोग एक बार फिर से खुले में शौच की पुरानी आदत अपनाते नजर आए। यह इस लिहाज से भी अहम है कि हरियाणा को लोगों के शौच व्यवहार में बदलाव के लिए खास तौर पर चिह्नित किया गया था। लेकिन शौचालय अब टूटे-फूटे हैं, लोगों के इस्तेमाल लायक नहीं रहे या फिर लोग सदियों पुरानी आदत की तरफ लौटने लगे हैं।

दूसरा, मल-मूत्र के निपटान का मुद्दा है। एनएआरएसएस 2018-19 सर्वेक्षण में सुरक्षित निपटान की अपर्याप्त एवं दोषपूर्ण परिभाषा का उपयोग किया गया है। अगर शौचालय किसी सेप्टिक टैंक, एकल या दोहरे गड्ढों या किसी नाले से जुड़ा है तो उसे सुरक्षित कहा गया है।

सच्चाई यह है कि यह केवल मल-मूत्र का फैलाव रोकने की व्यवस्था है, न कि उसका निपटान। अनुमान है कि ग्रामीण इलाकों में बने करीब 10 करोड़ शौचालयों का बड़ा हिस्सा एकल या दोहरे गड्ढों वाले संडास हैं। लोग एक गड्ढे में मल-मूत्र विसर्जन करते हैं और उसे खाली कर दोबारा इस्तेमाल में लाया जाता है। इस बारे में कोई जानकारी नहीं है कि संडास गड्ढों से यह अवशिष्ट कहां जाता है? पड़ोस के पोखर, तालाब, नाले या फिर खेतों में? यह भी कहा जा सकता है कि शौचालय अभी नए बने हैं लिहाजा शौचालय गड्ढों में इक_ा विष्ठा को ठिकाने लगाने की अभी कोई जरूरत ही नहीं आएगी। लेकिन आने वाले समय में तो ऐसा होगा। साफ है कि अगर इस मल-मूत्र का समुचित निपटान नहीं होता है तो यह लोगों की सेहत पर काफी भारी पड़ेगा। शौचालय न केवल गंदगी फैलने का जरिया बनेंगे बल्कि मिट्टी एवं पानी के दूषित होने से सेहत लाभ भी खत्म होते जाएंगे। तीसरा, शौचालय आकलन की विश्वसनीयता का सवाल भी है। सही रास्ते की जानकारी के लिए यह बेहद जरूरी है। फिलहाल शौचालयों की स्थिति के बारे में सारे अध्ययन परियोजना के धन प्रदाता या मंत्रालय की तरफ से ही कराए गए हैं। इन सर्वेक्षणों के परिणाम या शोध-पद्धति को लेकर संदेह करने की कोई वजह नहीं है। लेकिन यह भी सही है कि भारत में कभी भी कोई चीज इतनी सही या गलत नहीं हो सकती है। ऐसे में कई अन्य संस्थाओं की तरफ से और अलग नजरिये को लेकर इनका आकलन करने की जरूरत है। शौचालय के बारे में अच्छी खबर बताते समय भी हमें यह याद रखना चाहिए कि ‘अगर हम सभी तालियां बजाने वाले बन जाएंगे तो फिर तालियां बजाने के लिए कोई टीम ही नहीं बचेगी’।

लड़ाई अभी समाप्त नहीं

कर्नाटक के चित्रदुर्ग से भाजपा सांसद नारायणस्वामी का नाम अचानक सुर्खियों में आया। वजह उनके अपने लोक सभा क्षेत्र के गांव पेमनाहल्ली में उनके प्रवेश पर लगी कथित पाबंदी से है। दरअसल, नारायणस्वामी जब इस गांव में विकास कायरे का जायजा लेने के लिए पहुंचे तो गांववालों ने एकत्रित होकर उनका विरोध किया। पिछड़ी जाति बहुल इस गांव में उन्हें बताया गया कि वह दलित हैं और उनका गांव में प्रवेश परम्परा के खिलाफ होगा।

अभी यह नहीं बताया जा सकता कि छुआछूत के इस स्पष्ट आचरण को लेकर क्या गांववालों के खिलाफ अनुसूचित जाति-जनजाति अत्याचार निवारण कानून, 1989 के तहत कोई कार्रवाई हुई है या नहीं या मामले को रफा-दफा कर दिया जाएगा। एक सांसद के साथ बरते गए छुआछूत के आचरण की जब खबर आ रही थी, उसी दिन उत्तर प्रदेश के हरदोई जिले में अस्पृश्यता का एक अधिक क्रूर एवं हिंसक रूप सामने आ रहा था। मोनू नामक एक दलित युवक को अन्य जाति के एक परिवार ने जिन्दा जला देने की घटना उजागर हो रही थी, मालूम हो कि मोनू का उस जाति की एक युवती से प्रेम था और यही बात लोगों को नागवार गुजर रही थी। एक ही देश के अलग अलग हिस्सों से आ रही यह खबरें निश्चित ही अपवाद नहीं हैं। आए दिन ऐसी ही खबरें आती रहती हैं और मन मस्तिष्क में कोई असर तक नहीं छोड़तीं। हकीकत यही है कि भारत के गणतंत्र घोषित किए जाने के साथ अस्पृश्यता पर भले पाबंदी लगा दी गई हो (26 जनवरी 1950), लेकिन वह आज भी कई स्तरों पर बनी हुई है। विडम्बना यही है कि सरकारें खुद भले ही अपने समाज की धवल छवि पेश करना चाहें, मगर वह इस तय की अनदेखी करती हैं कि यह मसला महज अब भारत/दक्षिण एशिया के चुनिंदा मुल्कों तक सीमित नहीं है। जहां भी भारतीय गए हैं, वहां उन्होंने जाति के घेटटो से जनित मूल्यों मान्यताओं का प्रदर्शित किया है। दिलचस्प यह है कि इन खबरों का फोकस वहां रह रहे भारतीय और उनमें आज भी पाई जाती जातिगत भावना से था।

ब्रिटेन से आई खबर में बताया गया था कि किस तरह वहां रोजगार एवं सेवाओं को प्रदान करने के मामले में दक्षिण एशिया से आने वाले लोग जातिगत भेदभाव का शिकार होते हैं। ब्रिटिश सरकार के ‘‘समता विभाग’ की तरफ से किए गए इस सर्वेक्षण में यही पाया गया था कि किस तरह वहां रह रहे लगभग पांच लाख एशियाई लोगों में यह स्थिति नजर आती है, जिसके लिए विशेष कदम उठाने की जरूरत है। अमेरिका की सिलिकॉन वैली में तो कई भारतवंशियों ने अपनी मेधा से काफी नाम कमाया है। मगर जब कैलिफोर्निया विविद्यालय में पाठ्यक्रमों की पुनर्रचना होने लगी, तब हिन्दू धर्म के बारे में एक ऐसी आदर्श्ीकृत छवि किताबों में पेश की गई, जिसका हकीकत से कोई वास्ता नहीं था। अगर इन किताबों को पढ़कर कोई भारत आता तो उसके लिए न अस्पृश्यता का सवाल उपस्थित था, न जाति अत्याचार कोई मायने रखता था, न स्त्रियों के साथ दोयम व्यवहार। जाहिर है हिन्दू धर्म की ऐसी आदर्शीकृत छवि पेश करने में रूढ़िवादी किस्म की मानसिकता के लोगों का हाथ था, जिन्हें इसके वर्णन मात्र से भारत की बदनामी होने का डर सता रहा था। अंतत: वहां सक्रिय सेकुलर हिन्दोस्तानियों को, अम्बेडकरवादी समूहों और अन्य मानवाधिकार समूहों के साथ मिल कर संघर्ष करना पड़ा और तभी पाठ्यक्रमों में उचित परिवर्तन मुमकिन हो सका।

यह सवाल किसी ने नहीं उठाया कि अपने यहां जिसे परम्परा के नाम पर महिमामंडित करने में हम संकोच नहीं करते हैं, उच्च-नीच अनुक्रम पर टिकी इस पण्राली को मिली दैवी स्वीकृति की बात करते हैं, आज भी आबादी के बड़े हिस्से के साथ (जानकारों के मुताबिक) 164 अलग-अलग ढंग से छुआछूत बरतते हैं। वही बात अगर किताब में दर्ज हो तो वह हमें अपमान क्यों मालूम पड़ती है? अस्पृश्यता की आज भी चली आ रही उपस्थिति बरबस हमें डॉ. आम्बेडकर की ऐतिहासिक रचना ‘‘जातिभेद का विनाश’ की याद ताजा करती है, जिसमें ग्राम चकवारा का विशेष उल्लेख है। किताब में वह बताते हैं कि किस तरह राजस्थान के इस गांव चकवारा के दलितों को अच्छे-अच्छे घी में बने पकवान खाते देख कर इस गांव के वर्ण समाज के लोग क्षुब्ध हुए थे और उन्होंने संगठित रूप से भोजन कर रहे दलितों पर हमला कर उनके पकवानों में मिट्टी डाली थी। सवाल उठता है कि इक्कीसवीं सदी में जबकि भारत विश्व शक्ति बनने के इरादे रख रहा है, वहां उसका प्रवेश इन्हीं दोनों दुनिया के साथ होने वाला है, या इन दो सत्ताओं से मुक्त होकर वह आगे बढ़ने का इरादा रखता है।

एक संकट जिसके लिए जरूरी है भगीरथ प्रयत्न

जो मध्य प्रदेश अभी दो महीने पहले तक सूखे की आशंका से कांप रहा था, अब बरसात से हो रही तबाही से टूट रहा है। प्रदेश की जल कुंडली बांचें, तो लगता है कि प्रकृति चाहे जितनी वर्षा कर दे, यहां की जल-निधियां इन्हें सहेजने में सक्षम हैं। लेकिन अंधाधुंध रेत-उत्खनन, नदी क्षेत्र में अतिक्रमण, तालाबों के गुम होने के चलते ऐसा हो नहीं पा रहा है, और राज्य के 40 फीसदी हिस्से में, शहर में नदियां घुस गई हैं। इससे बदतर हालात तो रेगिस्तानी राज्य राजस्थान के हैं। कोटा जैसे शहरों में नावें चल रही हैं। पंजाब, हिमाचल प्रदेश से लेकर केरल और उत्तर प्रदेश तक कुदरत की नियामत कहलाने वाला पानी आधा सितंबर बीत जाने के बाद भी कहर बना हुआ है। इसमें से ज्यादातर बाढ़ का असल कारण वे बांध हैं, जिन्हें भविष्य के लिए जल-संरक्षण या बिजली उत्पादन के लिए अरबों रुपये खर्च करके बनाया गया था। किन्हीं बांधों की उम्र पूरी हो गई, तो कहीं गाद है, और कई जगह जलवायु परिवर्तन जैसे खतरे के चलते अचानक तेज बरसात के अंदाज के मुताबिक उसकी संरचना ही नहीं रखी गई। जहां-जहां बांध के दरवाजे खोले जा रहे हैं या फिर ज्यादा पानी जमा करने के लालच में खोले नहीं जा रहे, वहां-वहां पानी बस्तियों में घुस रहा है।

इस साल अभी तक बाढ़ की चपेट में आकर 1,422 लोग जान गंवा चुके हैं और इनमें सबसे ज्यादा महाराष्ट्र (317) में हैं। मध्य प्रदेश में मौत का आंकड़ा 200 पर है। ये मौतें असल में पानी के बस्ती में घुसने या तेज धार में फंसने के कारण हुई हैं। अभी संपत्ति के नुकसान का सटीक आंकड़ा नहीं आया है, लेकिन सार्वजनिक संपत्ति जैसे सड़क आदि, खेतों में खड़ी फसल, मवेशी, मकान आदि की तबाही करोड़ों में है। जल संसाधन, नदी विकास व गंगा संरक्षण मंत्रालय के ताजा आंकड़े बताते हैं कि भारत में पिछले 65 वर्षों के दौरान बाढ़ के कारण 1.07 लाख लोगों की मौत हुई, आठ करोड़ से अधिक मकान नष्ट हुए और 25.6 करोड़ हेक्टेयर क्षेत्र में फसलों को नुकसान पहुंचा है। इस अवधि में बाढ़ के कारण देश में करोड़ों रुपये मूल्य की सड़क, पुल जैसी सार्वजनिक संपत्ति पानी में मिल गई। मंत्रालय बताता है कि बाढ़ से प्रति वर्ष औसतन 1,654 लोग मारे जाते हैं और 92,763 पशुओं का नुकसान होता है।

सरकारी आंकड़े बताते हैं कि सन 1951 में भारत की बाढ़ग्रस्त भूमि की माप एक करोड़ हेक्टेयर थी। 1960 में यह बढ़कर ढाई करोड़ हेक्टेयर हो गई। साल 1978 में बाढ़ से तबाह जमीन 3.4 करोड़ हेक्टेयर थी, आज देश के कुल 3,290 लाख हेक्टेयर में से चार करोड़ हेक्टेयर इलाका नियमित रूप से बाढ़ की चपेट में हर साल बरबाद होता है। वर्ष 1995-2005 के दशक के दौरान बाढ़ से हुए नुकसान का सरकारी अनुमान 1,805 करोड़ था, जो अगले दशक यानी 2005-2015 में बढ़कर 4,745 करोड़ हो गया है।

मौजूदा हालात में बाढ़ महज एक प्राकृतिक प्रकोप नहीं है, बल्कि मानवजन्य साधनों की त्रासदी है। कुछ लोग नदियों को एक-दूसरे से जोड़ने में इसका निराकरण खोज रहे हैं। मगर पानी को स्थानीय स्तर पर रोकना, नदियों को उथला होने से बचाना, बड़े बांध पर पाबंदी, नदियों के करीबी पहाड़ों पर खुदाई पर रोक और नदियों के प्राकृतिक मार्ग से छेड़छाड़ को रोकना कुछ ऐसे सामान्य प्रयोग हैं, जो बाढ़ सरीखी भीषण विभीषिका का मुंह-तोड़ जवाब हो सकते हैं।

पानी इस समय दुनिया के संभावित संकटों में शीर्ष पर है। पीने के लिए पानी, उद्योग, खेती के लिए पानी, बिजली पैदा करने के लिए पानी, यानी पानी की मांग के सभी मोर्चों पर आशंकाओं और अनिश्चितता के बादल मंडरा रहे हैं। बरसात के पानी की हर एक बूंद को एकत्र करना और उसे समुद्र में मिलने से रोकना ही इसका एकमात्र निदान है। अब यह स्पष्ट हो गया है कि लागत उत्पादन, संसाधन सभी मामलों में बांध घाटे का सौदा सिद्ध हो रहे हैं। विश्व बांध आयोग के एक अध्ययन के मुताबिक समता, टिकाऊपन, कार्य-क्षमता, भागीदारीपूर्ण निर्णय प्रक्रिया और जवाबदेही जैसे पांच मूल्यों पर ये बांध खरे नहीं उतर रहे हैं। यदि पानी भी बचाना है और तबाही से भी बचना है, तो नदियों को अविरल बहने देना होगा और यह सुनिश्चित करना होगा कि उनके मार्ग पर कोई निर्माण न हो।

Let Prices Rise

Boosting farm incomes is essential for economic recovery. Government must avoid containing food inflation at all costs.

On Friday, the Reserve Bank of India (RBI) governor Shaktikanta Das said that future interest rate reductions will depend on “incoming data”. This came just a day after his statement that the current consumer price index (CPI) inflation levels allow enough “room” for continued monetary easing. While policy rate reductions, beyond the 110 basis points already effected this year, will certainly add to the feel-good from the finance minister’s slashing of corporate taxes, a note of caution is in order. If overall retail inflation from September 2016 to August 2019 has averaged only 3.50 per cent, the credit goes mainly to food items, which have a 45.86 per cent in the CPI. Average consumer food inflation has been even lower, at 1.38 per cent, over this 36-month period. If CPI inflation has to remain within the RBI’s target of 4 per cent, it would obviously hinge upon sustained low food prices.

This is where the temptation to engage in “supply management” to contain food inflation at any cost, should be avoided. Unfortunately, the beginnings of that are evident. On September 13, the commerce ministry imposed a minimum export price of $850 per tonne on onions. Also, the state-run MMTC Ltd has been asked to import the bulb in order to control retail prices, which have crossed Rs 50/kg in major metros. These moves have angered onion growers, who say that the government showed no such enthusiasm when prices ruled consistently low for much of the last three years. They have a point. Suppressing food prices through artificial means is surely not the way to meet the RBI’s inflation target. Between December 2018 and August 2019, annual wholesale price inflation for food articles has moved up from minus 0.42 per cent to 7.67 per cent. While retail food inflation in August was still only 2.99 per cent, it has to eventually catch up with the trend in wholesale prices. This, if anything, should be viewed as a much-needed price correction.

The supply disruptions and possible crop loss from excess monsoon rains — 15.3 per cent in August and 31.8 per cent so far this month — could well lead to some hardening of prices in the coming weeks. Onion apart, we are seeing this in pulses, maize, jowar and soyabean as well. But in all these cases, prices are only recovering from lows. Also, arhar and moong rates, while ruling higher than last year, are still trading below their official minimum support prices. The worst thing the government can do now is to invoke the Essential Commodities Act or ban exports alongside permitting duty-free imports. Boosting farm incomes is more likely to guarantee an economic recovery than slashing of interest rates. The current slowdown, remember, began with Bharat. It should end with Bharat.
