Policing And Politics

Unless states give up political interference and invest in modernisation, cops won’t change

Prime Minister Narendra Modi’s strong pitch for police reforms during his Gujarat tour is workable only if state governments join his call for change. Policing is a state subject, limiting the Centre’s ability to force reforms. In a telling remark, Modi said: “Even now, the perception about police is that one should stay away from them. ” The incentive for reform is missing because state governments often rely on police to do extracurricular jobs, including setting the course of politically sensitive cases.

Political control is primarily achieved through dictating postings and transfers, which put extraneous pressures on officers. The Supreme Court’s 2006 guidelines for police reform in the Prakash Singh judgment are gathering cobwebs. There’s been no credible attempt to implement them. But there are now political costs in failing popular expectations on law and order. RJD in Bihar and SP in UP remain scarred by perceptions of greater lawlessness during their stints in office. Yogi Adityanath’s free hand to police to act against lawbreakers without being hampered by local party bigwigs, despite some allegations, worked electorally in his favour.

Besides not meeting bare minimum yardsticks like functional autonomy for cops, netas are also depriving policing of qualitative improvements. Sexual offences, which need better forensics and sensitive handling of witnesses, have abysmally low conviction rates. Women suffer as a result. Rising cybercrimes demand that police must simultaneously upgrade both tech and physical interface to ease reporting of these crimes. The Status of Policing in India Report 2019 reveals that 44% cops work over 12 hours a day; one in two don’t get a weekly off day. Meanwhile, around 5.3 lakh sanctioned posts (20%) lie vacant nationally. Such tough working conditions aren’t amenable to fostering a humane or well-trained police force. Unless politics changes, policing may not get the kind of reforms the PM spoke of.

A Licence to Treat India’s Health Sector

GoI’s decision to stay on course with administering an examination — the National Exit Test (NExT) — for obtaining a licence to practise medicine is welcome. Tens of thousands go to Russia, China, Ukraine (90% of the 20,000-odd Indian students in this war-wracked country were studying medicine), Kyrgyzstan, the Philippines, etc, every year to pursue a degree in medicine. Within India, a sizeable number receive their medical education in private and public institutions. Ensuring that all medical graduates meet a minimum threshold of competence before being allowed to practise is essential to ensure a robust healthcare system.

The idea of a licence to practise for all medical graduates, irrespective of where they received their training, is a robust and fair way to ensure threshold quality. Requiring even domestically trained medical students to take the exam creates a level playing field. The first examination will be held in 2023. The decision to have a trial run in 2022 makes eminent sense, as it will help iron out any hitches that could arise ahead of the rollout in 2023. This system will also help identify institutions that are below par and be an invaluable tool for the medical education commission to suggest measures and put out advisories for students. It could well spark a race to improve quality of education.

Healthcare, as the pandemic made doubly clear, has been a neglected sector. India had to mend and build its fragile system on the run. Personnel is the most critical part of this system. Ensuring this system is staffed with enough hands possessing at least a basic level of competence and training is the first step towards sprucing up India’s health infrastructure. The licence system could ensure that in a fair, competent fashion.

The mandates, voter messages, political takeaways

A welfare-plus-development combination has struck a chord with voters, who now back the ‘change-makers’

Mandates always have a message and it depends upon how the recipients read the same. This is true with the recent round of Assembly elections. In India, electoral verdicts have always underscored the fact that continuity and change always go together, and this round of elections is no exception. Voters have continued with the change-makers and sought to change those who wanted to continue with the status quo.

Voters speak

There are four lucid aspects from the clear and loud message from the voters. First, the Uttar Pradesh results in particular have shown that voters have graduated and risen above caste and community considerations and voted resoundingly in favour of a welfare-plus-development combination. From the V.P. Singh era onwards, the political discourse has been dominated by political engineering effected through smart social coalitions or social engineering. Now, democratic polity has been taken to a different level and the effective management of aspirations has replaced social engineering. People prefer a party that delivers on the ground than parties that ask for votes in the name of caste and community. Also remarkable is the fact that the decimation of the Bahujan Samaj Party in the State is indicative of the fact that Scheduled Castes have refused to be bracketed with a single community-based party.

No thumbs up for dynasties

The second important message is that the days of dynastic demigods are over. Voters have rejected dynasties one after the other, from the Badals to the Yadavs to the Banerjees, and, above all, the Gandhis. The Prime Minister, Narendra Modi, had all along on the campaign trail cautioned voters about Parivarvadi parties, and they seem to have paid heed to his appeal. In an aspirational democracy, people have realised that supporting the leaders of dynastic parties is like endorsing birth-based discrimination, something that our Constitution-makers had rejected lock, stock and barrel. Parties where the leadership is reserved for families have no glorious future any more, and the sooner dynasts listen to this message, the better it is for their survival. Let us hope that parties such as the Dravida Munnetra Kazhagam (DMK), the Shiv Sena, the Rashtriya Janata Dal (RJD), the All India Trinamool Congress (TMC) and the Nationalist Congress Party (NCP) pay heed to this message seriously. Make no mistake, the Aam Aadmi Party (AAP) is not, per se, a dynastic party although it is being run on the same lines almost single-handedly. Nonetheless, the victory in Punjab is also a clear rejection of a traditional alternative that has been a dynastic party.

Focus on performance

The third message is about the politics of performance. Parties that ensure that their government delivers in governance, ably convert anti-incumbency into pro-incumbency. The Bharatiya Janata Party (BJP) has proved this several times in Gujarat, in 2019 in Maharashtra, in 2020 in Bihar, in 2021 in Assam, and now in Uttar Pradesh, Uttarakhand, Manipur and Goa. The BJP’s victory in all these rounds of elections was not simply thanks to a weak Opposition. In fact, the Opposition in U.P., Goa, Uttarakhand, or earlier in Gujarat or Maharashtra cannot be described to be weak at all. And yet, if people have unequivocally shown their preference for the BJP in these elections, it is a clear indication of pro-incumbency. Curiously, anti-incumbency had become the rule, a kind of status quo; now, this rule clearly stands changed. The fact that the BJP has increased its vote share in most States also underscores what the Prime Minister has described as ‘an endorsement of the BJP’s pro-poor, pro-active governance’.

The leader does matter

Lastly, the verdicts in 2022 also underscore that national leadership always matters no matter how small or big a State is. There have been many times in the past where political pundits have said that verdicts in national elections mirror aggregation of State politics. Today, the verdicts in 2022 remind us that State verdicts too reflect national aspirations. These elections happened under the shadow of COVID-19. Also, when voting rounds had actually begun, the shadow of the Ukraine crisis was looming large as thousands of Indian students were stranded there. Whether it was the novel coronavirus pandemic or Ukraine, the way the Government faced these challenges seems to have gone down well with the people across the country. This also is indicative of the fact that people all over India believe that the nation needs Prime Minister Narendra Modi’s leadership for many more years. The State verdicts reflect this feeling.

These election results are also important for democracy. As mentioned in the latest Pew Research Center survey report on satisfaction with democracy, ‘the global pandemic has, if anything, intensified perceived political and social divisions. Across the 17 advanced economies we surveyed in 2021, a median of 61% say that their country is more divided than before the outbreak’. And in India, in the first major elections held after three waves of COVID-19, people from diverse regions and far-off States seem to be speaking in one voice. Clearly, the Prime Minister has emerged as a unifier par excellence, across States, castes and communities. Having mastered the art of implementation, he has established that liberal democracy can go hand in hand with efficient state craft, making democracy deliver. All said and done, the 2022 verdicts are as much about credit going to the Prime Minister as they are about the BJP’s periodically galvanised organisation and its ideology-driven cadres.

महिलाओं के सशक्तीकरण की राह अत्यंत पेचीदा

नरेंद्र मोदी के दूसरे कार्यकाल का आधा वक्त पूरा होने के साथ ही इस साल एक और महिला दिवस के बीत जाने पर एक अनोखा विरोधाभास उभरता नजर आया जिस पर कम ही चर्चा हुई है। इस अवधि के दौरान स्त्री-पुरुष असमानता शायद ही कम हुई है बल्कि यह पहले के स्तर की ओर गई है। फिर भी, सक्रिय नीति के संदर्भ में देखा जाए तो पहले की योजनाओं को नए नामों से पेश करने की कवायद से परे भी इस सरकार ने पूर्ववर्ती सरकारों की तुलना में महिलाओं के कल्याण के लिए काफी कुछ किया है।

सरकार की इन योजनाओं की विस्तृत सूची के मदद के बिना भी इन हस्तक्षेपों को याद रखा जा सकता है जो क्रियान्वयन के स्तर पर दोषपूर्ण जरूर थे लेकिन इनकी शुरुआत प्रगतिशील इरादे के साथ शुरू की गई थीं। उदाहरण के तौर पर मोदी की पहली सरकार में महिला एवं बाल विकास मंत्री मेनका गांधी ने महिलाओं के लिए लंबे मातृत्व अवकाश और कार्यस्थलों में बच्चों की देखभाल से जुड़ी सुविधाएं देने के प्रावधान को अनिवार्य बनाया।

गर्भवती महिलाओं और स्तनपान कराने वाली मांओं को फायदा देने के लिए शुरुआत में कुछ कार्यक्रमों की शुरुआत की गई और सब्सिडी वाली रसोई गैस वितरण योजना भी शुरू की गई। हालांकि क्रियान्वयन के स्तर पर इनका प्रदर्शन बेहद औसत रहा लेकिन एक अहम बात यह हुई कि महिलाओं को अब नीतिगत पहल के केंद्र में रखा जाने लगा। यह महिलाओं के बीच मोदी की स्थायी लोकप्रियता को भी दर्शाता है। मुस्लिम महिलाओं के तीन तलाक पर प्रतिबंध लगाने की योजना को उनकी सरकार के अधिक दूरदर्शी और प्रगतिशील सामाजिक कानूनों में गिना जा सकता था, अगर इसे फौजदारी के बजाय, दीवानी अपराध की श्रेणी में डाला गया होता।

अगर महिला श्रम बल भागीदारी दर (एफएलएफपीआर) के तेजी से घटने, मोदी सरकार के कार्यकाल के दौरान बढ़ती महिला बेरोजगारी से लेकर विश्व आर्थिक मंच के ताजा ग्लोबल जेंडर गैप में 28 पायदान तक की गिरावट पर गौर करें तो लगता है कि भारत को अब भी स्त्री अधिकारों के लिहाज से कवर करने की आवश्यकता है।

भारत शिक्षा हासिल करने के मामले में 114 वें स्थान पर है और स्वास्थ्य तथा जीवित रहने के मामले में इसका स्थान 155 वें पायदान पर है। आर्थिक भागीदारी और मौके हासिल करने की पहुंच के मामले में भारत सबसे खराब प्रदर्शन करने वालों देशों में से एक है। दूसरे शब्दों में कहा जाए तो देश में अगर बच्चियां जन्म ले भी लेती हैं तब भी उनकी गिनती पूरी तरह स्वस्थ या पर्याप्त रूप से शिक्षित भारतीय महिला के तौर पर नहीं होती है। जो उन बाधाओं को दूर भी कर लेती हैं, उनके लिए नौकरी मिलने की संभावना कम होती है। 21वीं सदी के तीसरे दशक की शुरुआत में इसे शायद ही भारतीय समाज की उत्साहजनक तस्वीर के तौर पर देखा जाएगा जो भारत दुनिया की एक प्रमुख शक्ति बनने की ख्वाहिश रखता है।

जाहिर है सत्तारूढ़ व्यवस्था इस स्थिति के लिए पूरी तरह से जिम्मेदार नहीं है। हाल ही में घर और अर्थव्यवस्था में स्त्री-पुरुष से जुड़े आयामों के अध्ययन से जुड़े प्यू सर्वेक्षण ने निराशाजनक, पिछड़े और प्रतिगामी दृष्टिकोण को ही उजागर किया जिसकी वजह से भारतीय महिलाएं समाज में वंचित रह जाती हैं और सशक्त नहीं हो पातीं। सर्वेक्षण ने पुष्टि की है कि 21 वीं सदी के तीसरे दशक में भी भारतीय समाज को लगता है कि रोजगार के मौके के मामले में पुरुषों को प्राथमिकता होनी चाहिए क्योंकि उन्हें ही घर चलाने वाले मुख्य व्यक्ति के रूप में देखा जाता है।

इस तरह की सोच ही वह पहली बाधा है जिसे एक कामकाजी महिला को दूर करने की कोशिश करनी पड़ती है। कामकाजी महिलाओं पर घर के काम और बच्चों की देखभाल का असमान बोझ और कार्यस्थल में भेदभाव या उत्पीडऩ का सामना करना पड़ता है। वैवाहिक बलात्कार को अपराध की श्रेणी में शामिल न करने को लेकर होने वाला प्रतिरोध भी काफी परेशान करने वाला है और इससे बेहद बारीकी से हिंसक पितृसत्तात्मक समाज की चिंताएं ही जाहिर होती हैं। सोच से जुड़ी विकट बाधाओं को देखते हुए, इस बात पर तर्क संभव है कि सरकार या कोई भी सरकार महिलाओं की स्थिति को बेहतर करने के लिए क्या इतना ही कर सकती है।

वर्ष 2011-12 में 33.1 प्रतिशत का एफएलएफपीआर घटकर 20 प्रतिशत रह गया है जो दुनिया में सबसे कम है। निश्चित रूप से यह अंतर भारतीय अर्थव्यवस्था के प्रदर्शन से जुड़ा है। एक विस्तारित अर्थव्यवस्था स्वत: तरीके से नौकरी के बाजार को बढ़ाती है और आखिरकार श्रम बाजारों में ऐसी स्थितियां बनाती है जिसकी वजह से कारोबार जगत स्त्री-पुरुष से जुड़े पूर्वग्रहों को दूर करने और महिलाओं की भर्ती करने के लिए मजबूर होते हैं। उदाहरण के तौर पर आईटी में नौकरी पाने वाली महिलाओं की तादाद अधिक है जो भारत का तेजी से बढ़ता क्षेत्र है और मिसाल के तौर पर अकाउंटेंसी में कार्यरत महिलाओं की बड़ी संख्या इसी बिंदु को रेखांकित करती है।

इस स्थिति में, स्त्री-पुरुष केंद्रितसरकारी नीतियां इस प्रक्रिया के पूरक के तौर पर काम करती हैं। लेकिन भारतीय अर्थव्यवस्था का दायरा वर्ष 2017 के बाद से लगातार कम हो रहा है जिससे बेरोजगारी दर नई ऊंचाई पर पहुंच गई है। अगर रूस-यूक्रेन युद्ध लंबा खिंचता है और वायरस की चौथी लहर आती है तब कोविड-19 महामारी से पहले के दौर के घाटे को पूरा करने में वर्षों लगेंगे और यह सामान्य रूप से भारतीयों और विशेष रूप से महिलाओं के लिए बुरी खबर है।

विडंबना यह है कि महिला सशक्तीकरण की राह में मोदी सरकार की दो प्रमुख आर्थिक पहलों, नोटबंदी और वस्तु एवं सेवा कर को पहले लागू करना बड़ी बाधा साबित हुई। दोनों ने अर्थव्यवस्था की रफ्तार को धीमा करने में प्रमुख भूमिका निभाई और महिलाओं के लिए अर्थव्यवस्था में भागीदारी करने की संभावनाओं को कम कर दिया।

नशे का बाजार

नशीले पदार्थों के उत्पादन और उपभोग पर रोक लगाने के लिए दुनिया के हर देश में कड़े कानून हैं। नशीले पदार्थों की खरीद-बिक्री पर नजर रखने के लिए मादक पदार्थ नियंत्रण ब्यूरो हैं। मगर हकीकत यह है कि ऐसे पदार्थों पर रोक लगाना तो दूर, दिनों-दिन इनकी खपत और कारोबार बढ़ते जा रहे हैं। चिंता की बात है कि अब नशीले पदार्थों की खरीद-बिक्री के लिए इंटरनेट का धड़ल्ले से उपयोग हो रहा है। विएना स्थित अंतरराष्ट्रीय स्वापक नियंत्रण ब्यूरो यानी आइएनसीबी ने अपनी पिछले साल की वार्षिक रिपोर्ट में बताया है कि भारत और दक्षिण एशिया में गैरकानूनी वस्तुओं की बिक्री करने वाली इंटरनेट संचालित दुकानों यानी ‘डार्कनेट’ के जरिए भारी पैमाने पर नशीले पदार्थों की तस्करी हो रही है। इसमें सोशल मीडिया का भी उपयोग किया जा रहा है। ये दुकानें ऐसे पदार्थों का महिमामंडन करने के लिए सामग्री भी प्रसारित करती हैं। रिपोर्ट में कहा गया है कि दवा की शक्ल में भी इन पदार्थों की बिक्री की जाती है। आइएनसीबी ने ऐसी कुछ दुकानों को चिह्नित कर उनकी सूची भी जारी की है। यह एक डरावना तथ्य है। मगर हैरानी की बात है कि ऐसी दुकानों पर प्रतिबंध लगाने के लिए अभी तक कोई व्यावहारिक कदम क्यों नहीं उठाया जा सका है।

हमारे देश में नशीले पदार्थों ने इस कदर अपनी पैठ बना ली है कि बहुत सारे युवा इनकी लत का शिकार होकर अपनी सेहत चौपट कर रहे या असमय काल के गाल में समा रहे हैं। पंजाब में नशीले पदार्थों के दुष्प्रभाव की भयावह तस्वीरें किसी से छिपी नहीं हैं। अब अमीर और संभ्रांत वर्ग के जलसों में ऐसे नशीले पदार्थों का सेवन फैशन-सा बनता जा रहा है। बल्कि कई जगह तो विशेष रूप से ऐेसे पदार्थों के सेवन के लिए ही चोरी-छिपे दावतें दी जाती हैं। नारकोटिक्स ब्यूरो कहीं-कहीं कुछ लोगों की धर-पकड़ कर कभी-कभार नशे के कारोबार पर अपनी सख्ती जाहिर करता है, पर हकीकत यही है कि इस कारोबार के मुख्य स्रोत तक उसकी पहुंच नहीं बन पाती। इसी का नतीजा है कि नशे के कारोबारी अब इस कदर बेखौफ नजर आते हैं कि दूसरे देशों से सैकड़ों किलो की मात्रा में नशीले पदार्थों की खेप मंगा लेते हैं। गुजरात के एक बंदरहगाह और दूसरी कई जगहों पर भारी मात्रा में पकड़े गए नशीले पदार्थ इसके प्रमाण हैं। पुलिस और नारकोटिक्स विभाग पर शक की सुई इसलिए बार-बार जाकर अटक जाती रही है कि कई मामलों में खुद इन्हीं महकमों के लोग शामिल पाए गए हैं। कुछ साल पहले पंजाब के एक डीएसपी श्रेणी के अधिकारी को नशीले पदार्थों को दवा की टिकिया के रूप में बेचने का दोषी पाया गया था।

नशे का कारोबार इसलिए चिंता का विषय है कि यह न सिर्फ युवाओं का जीवन बर्बाद कर रहा है, बल्कि देश की अर्थव्यवस्था पर भी बुरा असर डाल रहा है। मगर सरकारें अभी तक इस कारोबार पर नकेल कसने में विफल ही साबित हुई हैं। इसके लिए दृढ़ राजनीतिक इच्छाशक्ति की जरूरत है। मगर पंजाब में जिस तरह एक राजनेता को इस कारोबार में संलिप्त पाए जाने पर गिरफ्तार किया गया, उससे यह संकेत मिलता है कि इस कारोबार की जड़ें राजनीति से भी खाद-पानी ले रही हैं। यह समझ से परे है कि जब आपत्तिजनक सामग्री परोसने वाली साइटें बंद की जा सकती हैं, तो नशे का कारोबार करने वाली वेबसाइटों को बंद करनें में भला क्या अड़चन हो सकती है।
