किसानों की हालत सुधारेगा ड्रोन से फसलों का आकलन

अंग्रेज़ी की कहावत है ‘बहुत कम और बहुत देर से’ लेकिन भारत में अगर कम भी हो और ज्यादा देर न लगे तो अच्छा माना जाता है। भारत सरकार की फसल बीमा योजना के तहत अब देश के दस राज्यों के 96 जिलों में अंततः ड्रोन से किसान के फसलों का आंकलन किया जाएगा और बीमे की रकम कितनी हो यह त्वरित गति से इस इलेक्ट्रॉनिक उपकरण द्वारा भेजे गए तस्वीरों से तय किया जाएगा। यानी यह पायलट प्रोजेक्ट देश के करीब 15 प्रतिशत क्षेत्र में ही शुरू होगा। खुशी की बात यह है कि जो अच्छी योजना राज्य सरकारों की अकर्मण्यता, भ्रष्टाचार और नकारात्मक रवैये की वजह से दम तोड़ रही थी वह सजीव ही नहीं होगी बल्कि किसानों के लिए ‘कोरामिन’ दवा साबित हो सकेगी। चीन और अमेरिका क्रमशः 70 और 90 प्रतिशत बीमा कवरेज किसानों को देते हैं, जबकि भारत में 18 फरवरी 2016 को प्रधानमंत्री नरेन्द्र मोदी द्वारा घोषित की गई यह महत्वाकांक्षी योजना तीन साल बाद मात्र 24 प्रतिशत कवरेज कर पाई। बिहार और पश्चिम बंगाल ने इसे शुरू में ही लागू करने से इनकार कर दिया था। तब कृषि विशेषज्ञों ने माना था कि यह अन्नदाताओं का भाग्य बदलने वाला होगा।चूंकि ब्लॉक और राजस्व विभाग के कर्मचारीयों की जगह ड्रोन फसल के रकबे का सही आंकलन तेजी से कर सकेगा लिहाजा राज्य सरकारों के लिए कोई बहाना नहीं रहेगा और बीमा की राशि का सही आकलन भी हो जाएगा। इसी साल केंद्र ने योजना के नियमों में और सख्ती करते हुए बीमा कंपनियों के लिए किसानों के भुगतान में विलम्ब पर 12 प्रतिशत ब्याज और राज्य सरकारों के लिए भी अगर वे बीमा कंपनियों के प्रीमियम का अपना हिस्सा देने में देर करती हैं, तो पेनल्टी का प्रावधान किया है।चूंकि किसानों को खरीफ, रबी और दलहन-फल के लिए क्रमशः 2, 1.5 और 5 प्रतिशत ही राशि देनी हैं लिहाज़ा उन्हें भी दिक्कत नहीं होगी बशर्ते उन्हें भरोसा हो कि फसल की हानि पर बीमित रकम का भुगतान होगा। उधर भारत-अमेरिका व्यापार समझौते में तमाम कृषि उत्पादों के निर्यात में यहां के किसानों को लाभ मिलेगा जो शुभ संकेत हैं। ड्रोन से प्याज जैसी जिंसों के रकबे व भावी उत्पादन का अनुमान हो सकेगा और उसी के हिसाब से निर्यात बाजार में भारत कदम रख सकेगा। चीन के मुकाबले भारत का प्याज विश्व बाजार में ज्यादा पसंद किया जाता है।

भारत – चीन संबंध

चीनी राष्ट्रपति की भारत यात्रा के ठीक पहले चीन की ओर से यह कहा जाना उल्लेखनीय है कि नई दिल्ली और इस्लामाबाद को कश्मीर मसले का समाधान आपसी बातचीत के जरिये करना चाहिए, लेकिन इसकी अनदेखी नहीं की जा सकती कि यह वही चीन है जो कुछ समय पहले तक इस मामले में पाकिस्तान की भाषा बोल रहा था। जम्मू-कश्मीर से अनुच्छेद 370 हटाने के फैसले पर चीन ने न केवल आपत्ति जताई, बल्कि संयुक्त राष्ट्र सुरक्षा परिषद को इसके लिए बाध्य किया कि वह इसका संज्ञान ले। हालांकि ऐसा नहीं हुआ, लेकिन कश्मीर मसले पर चीन की ओर से पाकिस्तान की जैसी खुली तरफदारी की गई उससे भारत में खटास ही पैदा हुई।यह कहना कठिन है कि चीनी राष्ट्रपति की भारत यात्रा इस खटास को कम करने का काम कर सकेगी, क्योंकि चीन अपने प्रति जैसे व्यवहार की अपेक्षा रख रहा है वैसे व्यवहार का परिचय देने से इन्कार कर रहा है। वह अरुणाचल प्रदेश को लेकर अपनी निराधार आपत्तियों से तो भारत को परेशान करता ही है, इस सवाल का जवाब देने से भी इन्कार करता है कि आखिर उसकी ओर से गुलाम कश्मीर यानी पाकिस्तान अधिकृत भारतीय भू-भाग में आर्थिक गलियारे का निर्माण किस हैसियत से कर रहा है?

चीनी राष्ट्रपति की भारत यात्रा के दौरान दोनों देशों के बीच कुछ मसलों पर सहमति कायम हो सकती है, लेकिन केवल इतना ही पर्याप्त नहीं। जरूरत इस बात की है कि सहमति के इस दायरे को बढ़ाया जाए। इसी के साथ आपसी भरोसे की कमी को प्राथमिकता के आधार पर दूर करने की भी जरूरत है। भरोसे की इस कमी को दूर करने में एक बड़ी बाधा सीमा विवाद पर न के बराबर प्रगति होना है। सीमा विवाद सुलझाने को लेकर बातचीत का सिलसिला जरूरत से ज्यादा लंबा खिंचने के कारण यह लगने लगा है कि चीन इस विवाद के समाधान का इच्छुक ही नहीं।सच्चाई जो भी हो, चीन को यह समझना होगा कि भारतीय हितों की अनदेखी करके आपसी संबंधों को मजबूती नहीं दी जा सकती। यह सही है कि भारत और चीन के बीच असहमति वाले विभिन्न मसलों का समाधान रातोंरात नहीं हो सकता, लेकिन अगर र्बींजग इस्लामाबाद को भारत के खिलाफ एक मोहरे की तरह इस्तेमाल करेगा तो फिर नई दिल्ली को दूसरे समीकरणों पर विचार करना ही होगा।चीन एशिया में अपनी ही चलाना चाहेगा तो मुश्किल होगी ही। यदि चीनी नेतृत्व सचमुच भारत से संबंधों में सुधार चाहता है तो उसे भारतीय हितों की अनदेखी करने वाले अपने रवैये का परित्याग करना ही होगा। उसे यह समझ आए तो बेहतर कि दोनों देश मिलकर साथ-साथ तरक्की कर सकते हैैं।

चीन को माकूल पैगाम देने का वक्त

भारत व्यापार एवं निवेश सहित तमाम क्षेत्रों में चीन के साथ सहयोग करना चाहता है, लेकिन यह एकतरफा नहीं हो सकता।

प्रधानमंत्री नरेंद्र मोदी के साथ दूसरी अनौपचारिक वार्ता के लिए चीनी राष्ट्रपति शी जिनपिंग भारत आ रहे हैं। दोनों नेता 11-12 अक्टूबर को तमिलनाडु के मामल्लापुरम में मिलेंगे। मोदी-जिनपिंग के बीच ऐसी पहली वार्ता पिछले वर्ष अप्रैल में चीनी शहर वुहान में हुई थी। इन अनौपचारिक बैठकों का मकसद यही है कि दोनों नेताओं के बीच द्विपक्षीय एवं अंतरराष्ट्रीय मुद्दों पर बहुत सहज माहौल में स्पष्टता के साथ विचारों का आदान-प्रदान हो। यह उम्मीद जताई गई कि इससे मैत्री भाव बढ़ेगा और द्विपक्षीय रिश्तों की राह सुगम होगी। नेताओं के बीच मित्रता भाव रिश्तों को बेहतर बनाने में मददगार होता है, लेकिन इसकी एक सीमा है, क्योंकि देशों की नीतियां हमेशा राष्ट्रीय हितों एवं आकांक्षाओं से निर्धारित होती हैं। यह बात भारत-चीन संबंधों पर भी लागू होती है। महज 40 वर्ष से कम अवधि में चीन एक वैश्विक शक्ति बन गया है। दुनिया में अमेरिका के बाद चीन दूसरी सबसे बड़ी अर्थव्यवस्था है। सैन्य मोर्चे पर एक बड़ी ताकत बनने के बाद वह विज्ञान एवं प्रौद्योगिकी के क्षेत्र में भी तेजी से तरक्की कर रहा है। उसकी महत्वाकांक्षाएं बढ़ती जा रही हैं और वह आक्रामक रूप से अपना प्रभाव बढ़ा रहा है। पूर्वी, दक्षिण-पूर्वी और दक्षिण एशिया में उसका दखल खास तौर पर बढ़ा है। चीन अपना वर्चस्व भारत सहित तमाम महत्वपूर्ण एशियाई देशों की कीमत पर बढ़ा रहा है।

वर्ष 1988 में राजीव गांधी के चीन दौरे के बाद से सभी भारतीय सरकारों ने चीन के साथ कई क्षेत्रों में मेलजोल बढ़ाने की हरसंभव कोशिश की है। हालांकि दोनों देशों के बीच कुछ मुद्दों पर टकराव को देखते हुए एहतियात भी बरती गई। यह रणनीति एकदम सही रही, किंतु इससे भारत-चीन के मतभेद दूर नहीं हुए। चीन ने भारतीय हितों को लेकर अपेक्षित गंभीरता नहीं दिखाई। चीन के रवैये से यही जाहिर होता रहा कि वह भारतीय हितों की अनदेखी करता है। हाल में जम्मू-कश्मीर में मोदी सरकार के संवैधानिक कदम पर उसकी प्रतिक्रिया से एक बार फिर इसकी पुष्टि हुई। भारत सरकार द्वारा यह समझाने के बावजूद चीन ने विरोध दर्ज कराया कि अनुच्छेद 370 हटाने से पाकिस्तान के साथ नियंत्रण रेखा या चीन के साथ वास्तविक नियंत्रण रेखा की स्थिति में कोई बदलाव नहीं आया है। चीन ने जम्मू-कश्मीर में बदले घटनाक्रम को लेकर दुनिया भर में भारत के खिलाफ जहर उगलने वाले पाकिस्तान से ही सहानुभूति जताई। पाकिस्तान की मनुहार पर चीन इस मसले को संयुक्त राष्ट्र सुरक्षा परिषद की अनौपचारिक बैठक में भी ले गया। हालांकि बैठक के बाद बयान जारी करने की उसकी मंशा पर अन्य सदस्यों ने पानी फेर दिया। इसके बाद चीनी विदेश मंत्री वांग यी ने संयुक्त राष्ट्र महासभा में जम्मू-कश्मीर का उल्लेख करते हुए कहा कि यह मसला संयुक्त राष्ट्र घोषणापत्र, सुरक्षा परिषद प्रस्तावों और द्विपक्षीय समझौतों के अनुरूप सुलझाया जाना चाहिए। चीन का रवैया पाकिस्तान के लिए मददगार रहा।

हमें यह कभी नहीं भूलना चाहिए कि चीन और पाकिस्तान की साठगांठ वर्ष 1962 से चली आ रही है। इसी दुरभिसंधि के दम पर पाकिस्तान भारत को लगातार आंखें दिखाता रहा। उसके तेवर अब और ज्यादा तीखे हो रहे हैं। चीन-पाकिस्तान आर्थिक गलियारे यानी सीपैक के चलते उसे एक नया संबल मिला है। भारत ने इसका उचित ही विरोध किया है कि यह भारतीय संप्रभुता का उल्लंघन करने वाली परियोजना है। चीन ने कभी भी पाकिस्तान पर आतंकवाद को खत्म करने के लिए दबाव नहीं डाला। जैश-ए-मुहम्मद के सरगना मसूद अजहर को अंतरराष्ट्रीय आतंकवादी घोषित कराने की मुहिम को उसने तभी समर्थन दिया, जब अमेरिका ने उसे सुरक्षा परिषद में बेनकाब करने की धमकी दी।

चीनी राष्ट्रपति के भारत दौरे से ठीक पहले पाकिस्तानी प्रधानमंत्री इमरान खान और सेना प्रमुख जनरल कमर बाजवा चीन के दौरे पर पहुंच गए। यह दौरा इसी मंशा से किया गया कि भारत-चीन संबंधों में सुधार चीन-पाकिस्तान संबंधों की कीमत पर नहीं हो। यह भी महत्वपूर्ण है कि इमरान खान ने कश्मीर के संदर्भ में दक्षिण एशिया में शांति एवं सुरक्षा पर चर्चा का प्रस्ताव रखा है। भारत इसकी अनदेखी नहीं कर सकता। उसे चीन को यह बताना होगा कि अपने हितों की रक्षा के लिए जो जरूरी कदम होंगे, उन्हें उठाने से वह हिचकेगा नहीं। अरुणाचल प्रदेश में हिम विजय सैन्य अभ्यास से यही संदेश गया। भारत ने चीन की आपत्तियों को उपयुक्त रूप से खारिज किया। पाकिस्तान के साथ-साथ चीन ने सभी दक्षिण एशियाई देशों में अपनी सक्रियता बढ़ाई है। इसके लिए वह अपने विशाल वित्तीय संसाधनों का इस्तेमाल कर रहा है। भारत की सुरक्षा के लिए इनके गहरे निहितार्थ हैं। भारत आर्थिक मोर्चे पर चीन की बराबरी तो नहीं कर सकता, लेकिन वह अपने पड़ोसियों के समक्ष यह पेशकश तो कर ही सकता है कि वे भी भारत की तरक्की के साथ प्रगति करें। इसके लिए आदर्श परस्पर भाव विकसित करना होगा। इस जुड़ाव से पड़ोसी देश भी चीन के साथ करार करते हुए भारत के सुरक्षा हितों को लेकर सचेत रहेंगे। मोदी सरकार इस रणनीति को अपना तो रही है, लेकिन अब इसे एक औपचारिक सिद्धांत के रूप में तब्दील करना होगा।

चीन हिंद महासागर के साथ-साथ हिंद-प्रशांत क्षेत्र में भी अपनी सक्रियता बढ़ा रहा है। इस क्षेत्र में अपनी मौजूदगी बढ़ाने के लिए भारत को एक सतर्क रणनीति अपनानी होगी। उसे अन्य क्षेत्रीय देशों और बड़ी शक्तियों के साथ मिलकर मजबूत नेटवर्क बनाने होंगे। ये नेटवर्क इस क्षेत्र में सामरिक कड़ियों को सशक्त बनाएंगे। इसमें संदेह नहीं कि मामल्लापुरम में दोनों नेताओं के बीच व्यापार एवं निवेश पर गहन चर्चा होगी। चीन को अपनी अर्थव्यवस्था में भारत के लिए दवा जैसे उन क्षेत्रों में दरवाजे खोलने की प्रतिबद्धता दिखानी होगी, जिनमें भारत मजबूत है। वह तरीका विशुद्ध औपनिवेशिक है, जिसमें चीनी फैक्ट्रियां भारतीय कच्चे माल का उपभोग करती हैं और भारत चीनी उत्पादों का आयात करता है। यह सिलसिला कायम नहीं रखा जा सकता। भारत को 5-जी जैसी शक्तिशाली संवेदनशील तकनीक में चीनी कंपनियों को प्रवेश देने से पहले सावधानी से पड़ताल करनी चाहिए।

चीन को तीन जरूरी संदेश अवश्य समझने चाहिए। एक यह कि भारत उसके साथ संघर्ष नहीं चाहता, लेकिन अपने हितों की रक्षा से पीछे नहीं हटेगा। डोकलाम गतिरोध इसका सटीक उदाहरण है। दूसरा यह कि भारत व्यापार एवं निवेश सहित तमाम क्षेत्रों में चीन के साथ सहयोग करना चाहता है, लेकिन यह एकतरफा नहीं हो सकता और चीन को भारत की चिंताओं पर गौर करना होगा। तीसरा यह कि भारत उसके साथ सीमाओं का शांतिपूर्ण समाधान चाहता है और इस मामले में वह ज्यादा अड़ियल रुख न अपनाए। इसमें संदेह नहीं कि शी जिनपिंग के साथ वार्ता के दौरान ऐसे तमाम बिंदुओं पर मोदी मंथन जरूर करेंगे।

बांग्लादेश-भारत संबंध

परस्पर सहयोग और स्वस्थ प्रतिस्पद्र्धा साथ-साथ चलती है। नई दिल्ली में आयोजित इंडिया इकोनॉमिक समिट में बांग्लादेश की प्रधानमंत्री शेख हसीना द्वारा चार सूत्रीय प्रस्ताव रखने का बहुत महत्व है। इससे दक्षिण एशिया को मजबूती मिलेगी, परस्पर ज्यादा जुड़ाव होगा और यह क्षेत्र ज्यादा शांतिपूर्ण बनेगा। हमारी दुनिया में दक्षिण एशिया जबरदस्त विविधताओं वाले क्षेत्रों में से एक है। हमारी भाषाई, धार्मिक व जातीय विविधता हमें और मजबूत बनाती है, कमजोर नहीं। इसी कारण यह क्षेत्र किसी भी तरह की सांप्रदायिक संकीर्णता और घृणा से ऊपर उठने के लिए भी जाना जाता है।दुनिया हमारे क्षेत्र के बहुलतावाद को गले लगा सकती है। मगर अफसोस, हाल के दिनों में हमने देखा है कि कट्टरतावाद ने अपना बदसूरत सिर उठाया है। घर और बाहर, दोनों जगह माहौल को बिगाड़ने की कोशिशें हुई हैं। अमन-चैन सुनिश्चित करने के लिए बुरी ताकतों को हाशिये पर डाल देना चाहिए, क्योंकि अमन-चैन के बिना क्षेत्रीय स्थिरता नहीं आ सकती। समानता और समावेश जैसे मुद्दे ऐसे हैं, जिनमें आज की तुलना में अधिक ध्यान देने की जरूरत है।हाल के वर्षों में बांग्लादेश की अर्थव्यवस्था में काफी वृद्धि हुई है, पर अभी भी अधिकांश युवाओं के पास रोजगार नहीं है, इसलिए शेख हसीना का यह कहना सही है कि धन की कमाई समावेशी होनी चाहिए। धन बढे़, तो उसका सबको लाभ हो। अमीरों के लिए अधिक पैसा कमाना ही पर्याप्त नहीं, जरूरी है कि गरीबों को गरीबी से बाहर निकाला जाए और सभी के लिए अवसर मौजूद हों। अभी भी दक्षिण एशिया के देशों के बीच परस्पर विश्वास की कमी है और इस संबंध में बहुत काम करने की भी जरूरत है। आसियान की सदस्य सरकारें परस्पर मजबूत संबंधों को बढ़ावा देने का एक उदाहरण हैं और बेशक, दक्षिण एशियाई देशों को भी वैसे ही लाभदायक तरीके से एकजुट होना चाहिए। जैसे हमारे निजी क्षेत्र ने दिखाया है कि स्वस्थ प्रतिस्पद्र्धा और सहयोग साथ-साथ चल सकते हैं, ठीक यही सिद्धांत दक्षिण एशिया के देशों के संबंधों पर भी लागू किया जा सकता है। जीत हमारी ही होगी।

Uncaging India

The steel frame has become a cage. A $10-trillion economy needs deep civil service reform

In September 1984, J R D Tata responded to retired bureaucrat P N Haksar’s letter taunting him that businessmen were not doing enough for India’s development with “I began my 55-year-old career as an angry young man because I couldn’t stomach foreign domination… I end it as angry old man… because it breaks my heart to see the continuing miserable fate of the vast majority of our people, for much of which I blame years of ill-conceived economic policies of our government. Instead of releasing energies and enterprises, the system of licences and controls imposed on the private sector, combined with confiscatory personal taxation, not only discouraged and penalised honest free enterprise but encouraged, and brought success and wealth, to a new breed of bribers, tax evaders, and black marketeers”. Reforms over 35 years since J R D’s letter — delicencing, deregulation, Aadhaar, UPI, inflation targeting, Bankruptcy, GST, lower corporate taxes, etc. — are India’s strong foundations for a $5-trillion economy. But reaching a $10-trillion economy and a per capita income close to what China has today needs a new human capital regime for India’s 20 million civil servants.

Let’s imagine India’s $10-trillion economy. Eighty per cent of our labour force works outside farms (the only way to help farmers is to have less of them). We have 200 cities with more than a million people (today we have 52). Our cities meet the Marchetti constant (people have 30-minute work commutes). Our government borrows at less than 4 per cent. Our Aadhaar-linked land markets equalise rental yields and mortgage borrowing rates. PSU banks are governed by an independent holding company with no access to taxes. Our credit to GDP ratio rises to 100 per cent (from today’s 50 per cent) because our financial institutions know how to lend and recover money. Government school enrollment stops declining because learning outcomes improve (if anything should be free with quality, it should be schools). We have attracted China factory refugees that are going to Vietnam and Malaysia today. The global capital glut of negative interest rates chasing growth underwrites our investment needs. Fiscal discipline delivers low inflation. Fifty per cent of our college-going-age kids go to a diverse higher education system (today 25 per cent are in a homogenous system). Policy encourages formal hiring (today’s labour laws are like marriage without divorce). Our reformed social security system covers 60 per cent of workers (today’s cover only 20 per cent because the Provident Fund and ESI provide poor value for money).

Prosperity needs productive firms and workers. But India’s capital is handicapped without labour and labour is handicapped without capital because of our regulatory cholesterol universe for employers of 57,000 compliances, 3,100 filings and 4,000 changes a year (details verifiable at http://www.teamleasecompliance.com and Rulezbook App). This horrible hostility to private enterprises comes from toxic civil service thought-worlds like prohibited till permitted, know-it-all rather than learn-it-all, too small for big things but too big for small things, poor and jerky law drafting, contempt for execution complexity, immaculate conception over continuous improvement, stereotyping the private sector as big companies rather than MSMEs, only using punishment to enforce policy rather than design driven by domain specialisation, and not viewing wealth creators as national assets. Listed PSUs have destroyed $150 billion in value over the last decade, consistent with the Gujarati saying “Jahan raja vyapaari, wahan praja bhikhari” (where the king is a businessperson, the population is a beggar). Cutting this regulatory cholesterol needs a climate change for civil servants.

A new human capital regime starts with two projects each in six areas of structure, staffing, training, performance management, compensation, and culture. Structure Project 1 involves rationalisation: We don’t need hundreds of PSUs and departments in 55 central ministries (Japan has nine, the US has 14, UK has 21). Structure Project 2 involves reverting the cylinder to a pyramid on the way to becoming an Eiffel Tower (250+ people in Delhi with Secretary rank).

Performance Management Project 1 involves a forced curve for appraisals of outstanding (20 per cent), good (60 per cent) and poor (20 per cent) because 98 per cent of people can’t be outstanding. Performance Management Project 2 involves replicating army thresholds where people retire at 50 if not shortlisted for promotion. Compensation Project 1 involves moving to a cost-to-government number by monetising benefits. Compensation Project 2 involves freezing salaries at the bottom (we pay too much) and raising them at the top (we pay too little).

The two culture projects are the most difficult — tone from the top around corruption and differentiation. Too many civil service leaders overlook graft among subordinates or don’t question the processes that breed corruption. And leaders punish good performers by writing performance appraisals that don’t differentiate between gaddha (donkey) and ghoda (horse), giving top jobs by seniority, and allowing automatic promotions that create a pool of “promotable but not postable”. Differentiation needs a fear of falling and hope of rising.

The current economic slowdown is short-term pain for long-term gain because of overdue medicine. This climate change for employers — ability and strategy only becomes valuable with competition and bankruptcy — needs replication for civil servants. Cutting edge economics views development as a game of scrabble where vowels provided by the government enable the private sector to make more words and longer words. The current civil service fails to provide enough vowels; the steel frame has become a cage. For too long, the brain of the Indian state was not connected to its backbone. Since that has now changed, it’s time to connect the backbone to its hands and legs.

Most criticisms of modern agricultural practices are criticisms of post-Liebig developments in agricultural science. It was after the pioneering work of Justus von Liebig and Friedrich Wöhler in organic chemistry in the 19th century that chemical fertilizers began to be used in agriculture. In the 20th century, the criticisms levelled against Green Revolution technologies were criticisms of the increasing “chemicalisation” of agriculture.

Claims were made that alternative, non-chemical agricultures were possible. Organic farming became an umbrella term that represented a variety of non-chemical and less-chemical oriented methods of farming. Rudolf Steiner’s biodynamics, Masanobu Fukuoka’s one-straw revolution and Madagascar’s System of Rice Intensification (SRI) were examples of specific alternatives proposed. In India, such alternatives and their variants included, among others, homoeo-farming, Vedic farming, Natu-eco farming, Agnihotra farming and Amrutpani farming. Zero Budget Natural Farming (ZBNF), popularised by Subhash Palekar, is the most recent entry into this group.

According to Mr. Palekar, all knowledge created by agricultural universities is false. He calls Liebig as “Mr. Lie Big”. He labels chemical fertilizers and pesticides as “demonic substances”, cross-bred cows as “demonic species” and biotechnology and tractors as “demonic technologies”. At the same time, Mr. Palekar is also critical of organic farming. For him, “organic farming” is “more dangerous than chemical farming”, and “worse than [an] atom bomb”. He calls vermicomposting a “scandal” and Eiseniafoetida, the red worm used to make vermicompost, as the “destructor beast”. He also calls Steiner’s biodynamic farming “bio-dynamite farming”. His own alternative of ZBNF is, thus, posed against both inorganic farming and organic farming.

Mr. Palekar’s premise is that soil has all the nutrients plants need. To make these nutrients available to plants, we need the intermediation of microorganisms. For this, he recommends the “four wheels of ZBNF”: Bijamrit, Jivamrit, Mulching and Waaphasa. Bijamrit is the microbial coating of seeds with formulations of cow urine and cow dung. Jivamrit is the enhancement of soil microbes using an inoculum of cow dung, cow urine, and jaggery. Mulching is the covering of soil with crops or crop residues. Waaphasa is the building up of soil humus to increase soil aeration. In addition, ZBNF includes three methods of insect and pest management: Agniastra, Brahmastra and Neemastra (all different preparations using cow urine, cow dung, tobacco, fruits, green chilli, garlic and neem).

Unsubstantiated claims

To begin with, ZBNF is hardly zero budget. Many ingredients of Mr. Palekar’s formulations have to be purchased. These apart, wages of hired labour, imputed value of family labour, imputed rent over owned land, costs of maintaining cows and paid-out costs on electricity and pump sets are all costs that ZBNF proponents conveniently ignore.

Second, there are no independent studies to validate the claims that ZBNF plots have a higher yield than non-ZBNF plots. The Government of Andhra Pradesh has a report, but it appears to be a self-appraisal by the implementing agency; independent studies based on field trials are not available. There is a report from the La Via Campesina for Karnataka, but it is based on accounts of practitioners and not field trials. One field trial is ongoing at the G.B. Pant University of Agriculture and Technology, but its full results will be available only after five years. According to reliable sources, preliminary observations of these field trials have recorded a yield shortfall of about 30% in ZBNF plots when compared with non-ZBNF plots.

Standing reason on its head

Third, most of Mr. Palekar’s claims stand agricultural science on its head. Indian soils are poor in organic matter content. About 59% of soils are low in available nitrogen; about 49% are low in available phosphorus; and about 48% are low or medium in available potassium. Indian soils are also varyingly deficient in micronutrients, such as zinc, iron, manganese, copper, molybdenum and boron. Micronutrient deficiencies are not just yield-limiting in themselves; they also disallow the full expression of other nutrients in the soil leading to an overall decline in fertility. In some regions, soils are saline. In other regions, soils are acidic due to nutrient deficiencies or aluminium, manganese and iron toxicities. In certain other regions, soils are toxic due to heavy metal pollution from industrial and municipal wastes or excessive application of fertilizers and pesticides.

On their part, agricultural scientists do identify the improper/imbalanced application of fertilizers, that too with no focus on micronutrients, as a matter of concern. Hence, they recommend location-specific solutions to nurture soil health and sustain increases in soil fertility. They suggest soil test-based balanced fertilisation and integrated nutrient management methods combining organic manures (i.e., farm yard manure, compost, crop residues, biofertilizers, green manure) with chemical fertilizers. But ZBNF practitioners appear to insist on one blanket solution for all the problems of Indian soils. One of Mr. Palekar’s favourite remarks is that “soil testing is a conspiracy”.

Fourth, Mr. Palekar has a totally irrational position on the nutrient requirements of plants. According to him, 98.5% of the nutrients that plants need is obtained from air, water and sunlight; only 1.5% is from the soil. All nutrients are present in adequate quantities in all types of soils. However, they are not in a usable form. Jivamrit, Mr. Palekar’s magical concoction, makes these nutrients available to the plants by increasing the population of soil microorganisms. All these are baseless claims. The Jivamrit prescription is essentially the application of 10 kg of cow dung and 10 litres of cow urine per acre per month. For a five-month season, this means 50 kg of cow dung and 50 litres of cow urine. Given nitrogen content of 0.5% in cow dung and 1% in cow urine, this translates to just about 750 g of nitrogen per acre per season. This is totally inadequate considering the nitrogen requirements of Indian soils.

Finally, the spiritual nature of agriculture that Mr. Palekar posits is troublesome. Some of his statements are odd. He has claimed that because of ZBNF’s spiritual closeness to nature, its practitioners will stop drinking, gambling, lying, eating non-vegetarian food and wasting resources. For him, only Indian Vedic philosophy is the “absolute truth”. By placing cows at the centre of ZBNF, he (wrongly) claims that India’s cattle population is falling. From there, he espouses empathy for the activities of gau rakshaks. All of this reeks of a cultural chauvinism that uncritically celebrates indigenous knowledges and reactionary features of the past.

Scientific approach needed

Undoubtedly, improvement of soil health should be a priority agenda in India’s agricultural policy. We need steps to check wind and water erosion of soils. We need innovative technologies to minimise physical degradation of soils due to waterlogging, flooding and crusting. We need to improve the fertility of saline, acidic, alkaline and toxic soils by reclaiming them. We need location-specific interventions towards balanced fertilisation and integrated nutrient management. While we try to reduce the use of chemical fertilizers in some locations, we should be open to increasing their use in other locations. But such a comprehensive approach requires a strong embrace of scientific temper and a firm rejection of anti-science postures. In this sense, the inclusion of ZBNF into our agricultural policy by the government appears unwise and imprudent.
