अर्थव्यवस्था पर छाए संकट के बादल घने होते जा रहे हैं। मूडी ने भारत को लेकर अपनी रेटिंग में जो चेतावनी दी है वह पहले से कमजोर आर्थिक संभावनाओं में आ रहे और अधिक बदलाव को चिह्नित करना ही है। आमतौर पर रेटिंग एजेंसियां धीमी गति से प्रतिक्रिया देती हैं। पूर्वानुमान लगाने वालों में से अधिकांश ने यह आशा जताई थी कि जुलाई-सितंबर तिमाही के बाद अर्थव्यवस्था में मामूली सुधार दिखाई दे सकता है (भले ही आधार अवधि में बदलाव के कारण) लेकिन शायद ऐसा नहीं हो क्योंकि इस मंदी के अपने तमाम कारण हैं।

एक राजकोषीय संकट उत्पन्न हो रहा है जो वित्त आयोग की रिपोर्ट सामने आने के बाद उजागर हो सकता है। खासतौर पर उस स्थिति में जब वह केंद्र सरकार के भारी-भरकम बकाया बिल, छिपे हुए व्यय, राजस्व में कमी तथा तमाम ऐसे कारणों से राज्यों की कर हिस्सेदारी वापस चाहता हो। सरकार वोट जुटाने के लिए नागरिकों के अनुकूल कार्यक्रमों पर व्यय कर रही है। इसकी शिकायत भला किससे की जाए। लेकिन वे कदम कहां हैं जिनकी बदौलत इनके लिए धन जुटाया जाएगा। पूंजी का या तो गलत तरीके से इस्तेमाल हो रहा है या उसे नष्ट किया जा रहा है। वित्तीय क्षेत्र डूब रहा है। सार्वजनिक क्षेत्र ढेरों नकदी गड़प रहा है।

ताजा मामला दिवालिया दूरसंचार कंपनियों का है जो वेतन तक देने की स्थिति में नहीं हैं। रेलवे में ढेर सारी नकदी लगी है लेकिन आवाजाही या राजस्व के मोर्चे पर कोई खास बढ़ोतरी नजर नहीं आती। दिवालिया प्रक्रिया का किस्सा अलग ही है। गैर जवाबदेह किस्म के मुख्यमंत्री ऊर्जा अनुबंध रद्द करके पूंजी को नष्ट कर रहे हैं। विभिन्न क्षेत्रों का कुप्रबंधन करने वाले नियामक मसलन दूरसंचार क्षेत्र के नियामक आदि ने भी पूंजी को क्षति पहुंचाई है। सर्वोच्च न्यायालय भी ऐसे मामलों में कोई मदद नहीं कर पाया है। मूल बात यह है कि अर्थव्यवस्था की वृद्धि संभावनाएं अभी भी उच्च बचत और निवेश दर में निहित हैं लेकिन यदि निवेश की गई राशि बिना किसी सुराग के डूब जाए तो ऐसे में क्या कहा जा सकता है। अचल संपत्ति क्षेत्र की कहानी भी इससे अलग नहीं है।

सबसे बड़ी चिंता है आश्वस्त न होते हुए भी ऐसे आरोपों को नकारे जाने की। बड़े क्षेत्रीय कारोबारी समझौते से बाहर रहने का निर्णय भी शायद कोई विकल्प न होने की स्थिति में लिया गया। परंतु यह दर्शाना मूर्खतापूर्ण है कि यह साहसी नेतृत्व का उदाहरण है। जब बंगलादेश के पूर्व में स्थित हर देश इसमें शामिल हो और भारत नहीं तो यह बताता है कि गड़बड़ी भारत में ही है। यह बीते पांच साल में नेतृत्व की नाकामी दर्शाता है। यह सुधार की कमी है और बताता है कि हम सबसे बड़े और तेज विकसित होते क्षेत्र के साथ एकीकृत नहीं हो पाए।

पिछले मुक्त व्यापार समझौतों के भारत के पक्ष में कारगर नहीं होने को लेकर दी जा रही दलील गलत है, उनसे थोड़ा फर्क तो पड़ा। भारतीय बाजार में चीनी उत्पादों की भरमार हो जाने की आशंका वास्तविक हो सकती है और नहीं भी। लेकिन चीन के साथ व्यापार घाटा केवल आधी कहानी ही है, भारत का इस क्षेत्र के अमूमन हरेक देश के साथ बड़ा व्यापार घाटा है। ऑस्ट्रेलिया के लिए दरवाजे खोलने का मतलब कृषि क्षेत्र को खोलना है, न्यूजीलैंड के मामले में यह डेरी उद्योग है और आसियान देशों के मामले में दूसरे कृषि उत्पादों के लिए अपने दरवाजे खोलना है। ‘ऐक्टिंग ईस्ट’ के बजाय अपना तवज्जो ‘लुकिंग वेस्ट’ पर लाने के लिए अमेरिका के साथ व्यापार समझौते करने आसान नहीं होंगे, खासकर उस समय जब विश्व व्यापार संगठन में व्यापारिक विवादों पर शिकस्त मिल रही हो।

ऐसा कहा जा रहा है कि हम बाद में आरसेप का हिस्सा बन सकते हैं लेकिन घरेलू स्तर पर जीत दर्ज करने वाले लॉबी समूह संरक्षणवादी हैं तो वे सरकारी नीति-निर्माताओं पर अपना नियंत्रण क्यों कम कर देंगे? आयात शुल्कों में कटौती, कृषि उत्पादकता को दोगुना करने और बिजली दरों में क्रॉस सब्सिडी खत्म करने के लिए हमारी तैयारी की कार्ययोजना और समयसीमा कहां हैं? या संगठित रिटेलरों को हतोत्साहित होने पर क्षेत्रीय आपूर्ति शृंखलाओं में घुसने की क्या तैयारी है? सरकार ने आयात शुल्क बढ़ा दिए हैं और एक डंपिंग-रोधी चैंपियन बन चुकी है। ऐसे में भारत पहले से अधिक अंतराभिमुख होता जा रहा है। सवाल यह है कि व्यवस्था कैसे खुल सकती है या अधिक प्रतिस्पद्र्धी हो सकती है? प्रतिस्पद्र्धी इकाइयों को वे लोग बाजार से निकाल बाहर कर दे रहे हैं जो प्रतिस्पद्र्धी नहीं हैं। पराजित ही जीत रहे हैं। पांच लाख करोड़ डॉलर की मंजिल की राह यह तो नहीं है।

पुलिस में कम महिलाएं होना संतुलन के लिए हानिकारक

देश की पुलिस फोर्स में महिलाओं की मौजूदगी आज भी सिर्फ 7% है। हाल ही में रिलीज इंडिया जस्टिस रिपोर्ट 2019 के मुताबिक पुलिस फोर्स में ऑफिसर स्तर पर तो केवल 6% महिलाएं हैं। यह उस समय जब राज्यों ने उनकी संख्या को हर साल 1% से बढ़ाने का वादा किया है। महिलाओं को 33% आरक्षण के लक्ष्य तक पहुंचने में इस हिसाब से दशकों लग जाएंगे। ये आंकड़े इसलिए अहम हैं क्योंकि महिलाओं का पुलिस में होना पुलिस की क्षमता को प्रभावित करता है। जरूरत है कि हमारी सरकारों को पुलिसिंग में महिलाओं की अहमियत याद दिलाई जाए और यह भी बताया जाए कि आरक्षण के 33% के लक्ष्य को पूरा करने के लिए कड़े कदम उठाने होंगे। पुलिस सर्विस में समाज के हर तबके की नुमाइंदगी जरूरी है। फिर चाहे वह महिला-पुरुष हों या अलग-अलग धर्मों केे लोग। किसी एक समुदाय या जेंडर का वर्चस्व पुलिस के कामकाज से जुड़े संतुलन के लिए खतरनाक है। ऐसा होना महिलाओं और बच्चों के साथ न्याय की संभावना को भी कमजोर करता है। संयुक्त राष्ट्र के 39 देशों के आंकड़ों के मुताबिक पुलिस में महिलाओं के होने का सीधा और सकारात्मक असर महिलाओं के खिलाफ दुष्कर्म के मामलों की शिकायतों और ऐसे गुनाहों के अपराधियों के खिलाफ सजा पर पड़ता है। स्टडी के मुताबिक, महिलाओं का होना पुलिस थानों के माहौल पर भी अच्छा प्रभाव डालता है। महिला पुलिस शारीरिक सख्ती का इस्तेमाल कम करती हैं और कम्युनिकेशन की बदौलत हिंसक हालात से निपट लेती हैं। यही वजह है कि उनके रहते पुलिस की दरिंदगी जैसे मामले कम होते हैं। यह संभव होगा जब इस पर भी ध्यान दिया जाए कि जो महिलाएं पुलिस फोर्स में हैं वह नौकरी छोड़कर न जाएं। चौंकाने वाली बात है कि देश में सभी सरकारी नौकरियों में पुलिस की नौकरी छोड़कर जाने वाली महिलाओं की संख्या सबसे ज्यादा है। इसलिए जो सबसे जरूरी है कि पुलिस फोर्स को महिलाओं के लायक बनाया जाए। पुलिस स्टेशन में कम से कम उनके लिए अलग शौचालय बनें। उनकी ड्यूटी को 100 नंबर पर आने वाले फोन का जवाब देने, एंट्री करने और महिला बटालियन-यूनिट संभालने तक सीमित न किया जाए। महिलाओं के लिए सुरक्षित देश को जरूरत है सशक्त और समर्थ महिला पुलिस की जिसके लिए लक्ष्य सिर्फ आरक्षण का आंकड़ा पूरा करना न हो।

साइबर लोक से विस्तार पा रही लोक-संस्कृति

जैसे ही लोकगायक शब्द हमारे सामने आता है, मन में एक छवि बनती है- गांवों-चौपालों, खेत-खलिहानों में लोकगीत गाते गायकों की, लेकिन अब यह छवि बदल रही है। टीवी चैनलों पर होने वाली गायन प्रतियोगिताओं में ये लोकगायक आपको गाते हुए दिख जाएंगे। लाखों लोग यू-ट्यूब पर इनके गीतों के चैनल को सबस्क्राइब करने लगे हैं। फेसबुक, ट्विटर, इंस्टाग्राम जैसे सोशल साइट्स पर ये लोकगायक संवाद करते हुए मिलते हैं। वैसे तो, ऑडियो कंपनियां पिछले 30-40 वर्षों से भोजपुरी, अवधी, ब्रज, मैथिली, मगही आदि के लोकगायकों के गीतों के एलबम बनाती रही हैं, मगर अब इनके गीत यू-ट्यूब के माध्यम से खूब सुने-सराहे जा रहे हैं। ब्रज, भोजपुरी, मगही, अवधी के लोकगायकों का एक अपना साइबर लोक बनता जा रहा है।

इन लोकभाषाओं से जुडे़ लोग प्रवास, नौकरी, व्यापार और भूमंडलीकरण के विस्तार के कारण पूरी दुनिया में फैले हैं। ऐसे लोग जहां कहीं भी हैं, साइबर लोक के जरिए इन लोकगीतों को सुन अपनी जड़ों की संस्कृति का एहसास करते हैं। पूरबी तान, छठ-गीत, झूमर, भजन, बारहमासी, राधा-कृष्ण के गीत, कबीर-रविदास के लोक भजन आदि के जरिए अपनी माटी का भावनात्मक स्पर्श महसूस करते हैं। साफ है, जिन गायकों के सुरों की दुनिया एक खास क्षेत्र, राज्य, और देश की सीमाओं में बंधी हुई थी, वह आधुनिक तकनीक, स्मार्टफोन और इंटरनेट की दुनिया से जुड़कर वैश्विक होती जा रही है। इनका श्रोता समूह किसी एक क्षेत्र में नहीं बंधा है, बल्कि वह वैश्विक हो चुका है। गांवों, खेत-खलिहानों और क्षेत्रीय सीमाओं के बाहर इनकी शोहरत का प्रसार यूं तो आकाशवाणी और दूरदर्शन के जरिए ही शुरू हो गया था, किंतु ऑडियो कंपनियों के विकास के साथ 80 से 90 के दशक में इनके श्रोताओं का दायरा तेजी से बढ़ा।

खासकर टी सीरीज को इसका बड़ा श्रेय जाता है। फिर 90 के दशक में देश की अर्थव्यवस्था के उदारीकरण के साथ जब निजी चैनलों की संख्या बढ़ी, तो महुआ जैसे भोजपुरी के राष्ट्रीय चैनल भी विकसित हुए। छत्तीसगढ़ी, भोजपुरी फिल्म उद्योगों के विकास के साथ लोकगायकों और इनकी गायन शैलियों की दुनिया भी व्यापक व प्रभावी हुई। इनके विकास क्रम का एक सुखद पहलू यह भी है कि लोकगायक गायन के साथ ही भाषायी फिल्मों में नायक की भूमिका भी निभाने लगे। इस तरह, गायक के साथ-साथ इनकी छवि नायक की भी बनने लगी। जिन लोक भाषाओं की फिल्म इंडस्ट्र्री अभी विकसित नहीं हुई है, उनके वीडियो बनने लगे हैं। इन वीडियो एलबम में भी गायक ही नायक की भूमिका में होते हैं। गायक के रूप में प्रसिद्धि और नायक के रूप में दृश्यांकन के कारण कई लोकगायकों को अपने-अपने क्षेत्र में सांस्कृतिक नायक के रूप में देखा जाने लगा। इनकी लोकप्रियता को देखते हुए राजनीतिक दलों ने भी इन्हें अहमियत देना शुरू कर दिया। मनोज तिवारी, हंसराज हंस, प्रहलाद सिंह टिपाणिया, निरहुआ, सपना चौधरी आदि लोक गायकी के रास्ते ही राजनीति में आए हैं।

इन गायकों ने अपनी आंचलिक लोक-संस्कृति की प्रचलित कथाओं में समय के अनुसार परिवर्तन भी किए। आज के नौजवानों की रुचि, उनके संघर्ष कई बार इनके गीतों में बयां होते हैं। कई बार वे धुन तो पारंपरिक उठाते हैं, मगर उन पर नए समय की कथाएं बुनते हैं। इन लोकगायक-गायिकाओं ने जो अपना लोक रचा है, उनका आधार ग्रामीण लोक-संस्कृति है। स्मार्टफोन पर सस्ती हो रही इंटरनेट-सुविधाओं के साथ यह संस्कृति अब गांवों में यू-टयूब, रिंग टोन और अनेक सोशल साइट्स के माध्यम से ग्रामीण नौजवानों की लोक चेतना का हिस्सा बन रही है। लोक-संस्कृतियों से संगीत के नए बाजार का संबंध दोतरफा रहा है। एक तरफ, बाजार ग्रामीण लोक-संस्कृति की सांस्कृतिक शक्ति पर बनते, विकसित होते और खडे़ होते हैं, तो दूसरी ओर नई निर्मित हो रही लोक-संस्कृति पारंपरिक लोक-संस्कृति, लोक चेतना को प्रभावित भी करती है। साफ है, आधुनिकता, नई तकनीक और नए बाजार ने हमारी लोक-संस्कृतियों के मूल रूप को तो बदला है, पर इनमें काफी कुछ जोड़ा भी है। इन्हें नए ढंग से बन रहे संगीत के बाजार के उपयुक्त तो किया है, लेकिन इनकी प्रासंगिकता का प्रसार भी किया है।

Seeing A Blind Spot

Agriculture urgently needs higher resource allocation, policy support

The problem of periodic cyclones in the Arabian Sea, which cause havoc to agriculture in the western coastal states, has not received adequate attention because the formation of a government in Mumbai has become the overwhelming concern today. But misery in agriculture should not be ignored. Positive employment data from the organised sector should not be used to paper over the plight of small farmers and landless labourers. Ignoring the medium and long-term needs of agriculture can prove to be very expensive in a land and water-deficit regime. We anxiously await the Niti Aayog’s efforts on the promised seven-year plan (policy) for water. In this context, I am reminded of a period in the Seventies that resonates with the current times.

In the second half of the mid-Sixties, India was going through a “ship to mouth” phase of grain shortage. There were large grain imports in the form of the PL 480 aid from the US. Indian scientists took the risk of importing the dwarf varieties of wheat from the IWRI (International Wheat Research Institute), Mexico. M S Swaminathan and other scientists of the ICAR (Indian Council of Agricultural Research) helped in replicating the seeds here. But there was still considerable pessimism about the growth potential of Indian agriculture. W Paddock and P Paddock of the conservative Hudson Institute in the US argued in Famine 1975! that “it will be beyond the US to keep famine out of India during 1970s”.

In the late Sixties, it was the received wisdom from studies — amongst others by Keith Griffin — that the Green Revolution strategy would not impact small farms. Also, that such farms would not participate in diversified agriculture. This assessment was made by a variety of institutions and experts. Think tanks like the Hudson Institute, the social scientist Francine Frankel, the Bretten Woods institutions and the development studies experts, Paul Streeten and Michael Lipton — all had a dim view of India’s agricultural prospects. Some argued that India did not even have medium-term growth prospects, since poor agriculture would lead to a wage goods constraint. The initial spurt of grain growth had petered out and the Green Revolution was seen as a misnomer. India’s grain production, after reaching 108 million tonnes in 1971, was hovering between 101 and 104 million tonnes in the early Seventies. The World Bank and, in fact, even the Indian finance ministry (led by its then chief economic adviser, Manmohan Singh) said that India would not achieve its target of 125 million tonnes of grain by 1978/79 — the estimates ranged between 118 and 120 million tonnes instead.

It was at that time that planning in India focussed on resource allocation and policy support to agriculture. Priorities were set by the then Prime Minister Indira Gandhi, who saw food security as a central issue. This was the first job I was tasked with. The PM was clear: We must produce grain to feed ourselves. As the head of the powerful perspective planning division of the Planning Commission, I insisted we make conservative estimates about land reserves and productivity so that the resource allocation for agriculture — particularly irrigation — got high priority in the budget. We argued that if this was done, we could produce 125 million tonnes of grain in 1978/79, notwithstanding the World Bank’s estimates. Indira Gandhi backed us with funds.

By 1978/79, India was producing 127 million tonnes and was a net exporter of grains. In 1979, at a seminar in Washington, I was asked by a World Bank Official how India had exceeded its target of foodgrain production. I told him that I was from Ahmedabad, where we always keep reserves.

Changing the status quo

The Home Ministry’s move to merge the Assam Rifles with the ITBP is a step in the right direction

The Ministry of Home Affairs has proposed that the Assam Rifles should be merged with the Indo-Tibetan Border Police (ITBP) and serve under the operational control of the MHA. At present, the Assam Rifles, a Central paramilitary force, is under the administrative control of the MHA and operational control of the Army, i.e. the Ministry of Defence. The Army is opposed to this proposal.

History of Assam Rifles

Formed as Cachar Levy in 1835 to assist the British rulers in maintaining peace in the Northeast, the Assam Rifles, which had just about 750 men, proved its capability and efficiency. This necessitated its expansion. The unit was converted into the Assam Military Police Battalion with two additional battalions in 1870. They were known as the Lushai Hills Battalion, Lakhimpur Battalion and Naga Hills Battalion. Just before World War I, another battalion, the Darrang Battalion, was added. They all rendered great service by assisting the British in Europe and West Asia during the war. These battalions were then renamed Assam Rifles. They continued to be regular armed police battalions, but with the ‘Rifles’ tag, which was a matter of honour for their competence, on par with any regular Army battalion.

It was after the Chinese aggression in 1962 in Arunachal Pradesh that the Assam Rifles battalions were placed under the operational control of the Army. Assam Rifles personnel who were acclimatised to the region were better suited for operations then. It needs to be remembered that one of the major causes for India’s defeat was the fact that the regular Army units were not used to the extreme weather. The decision taken then was in keeping with the requirements. This is not the case any more.

All Central Armed Police Forces (CAPF) are acclimatised to almost every region of the country now due to country-wide deployment of all CAPF battalions. The operational role performed by the ITBP at 18,700 feet in Ladakh is testimony enough to its capability to guard the border in any part of the country. It needs to be noted that back in 2001, the Group of Ministers had stated that the principle of ‘One Border, One Force’ should be strictly adhered to. If ITBP can guard the India-China border in Ladakh, there is no reason why it cannot guard the India-China border in Arunachal Pradesh and beyond.

The concept of having two masters for an organisation — one for administrative control and another for operational control — is not only absurd but also leads to problems of coordination. Therefore, the Home Ministry’s move to merge all its 55,000-strong Assam Rifles with the ITBP is a step in the right direction.

Opposed to the move

The Army argues that the Assam Rifles should be merged with it, to ensure national security. It requires no wisdom to conclude that the Army would lose its promotional avenues once this paramilitary force is merged with the ITBP, as it would be directly under the control of the Home Ministry. At present, nearly 80% of officers’ ranks from Major upwards are held by Army officers on deputation. A Lieutenant General of the Army holds the post of Director General of Assam Rifles. It is natural for the Army to oppose the move.

For the time being, the Chief may be appointed from among IPS officers. But for the tussle between the IPS and the CAPF officers, consequent to the CAPF being brought under the fold of Organised Group ‘A’ Service this year, it would be the direct officers of Assam Rifles who will eventually take up the top posts.

The Home Ministry, under Rajnath Singh, took up the issue of merger with the Cabinet Committee on Security (CCS). The matter is in the Delhi High Court now after retired personnel filed a petition saying they were facing difficulties in drawing pension because of dual control. The merger issue needs to be taken up on priority by the CCS so that doubts are cleared. The modalities of absorbing the officers should be worked out to stall any situation of a vacuum being created once the deputationists are repatriated to the Army.
