Dalai Lama in Arunachal

China piles diplomatic pressure, but relations can’t be a one-way street

Beijing has kicked up a furious diplomatic row over the Dalai Lama’s ongoing visit to the northeast – including Tawang in Arunachal Pradesh – claiming that the Tibetan spiritual leader’s tour will seriously damage its ties with “obstinate” New Delhi. Such strident pronouncements, bordering on threats, are unbecoming of Beijing. If the latter sincerely believes in cordial India-China relations it would do well to be more diplomatic in its responses. New Delhi, meanwhile, has been absolutely right in stating that the Dalai Lama is free to visit any part of India and Arunachal Pradesh certainly fits this description.

Besides, this isn’t the first time the Dalai Lama is visiting the Tawang monastery in Arunachal. Why Beijing should mount such a fusillade of protests now is incomprehensible. By those standards, India ought to be breathing fire and brimstone over construction of the China-Pakistan Economic Corridor through PoK that is claimed by India. Moreover, Beijing is used to riding roughshod over Indian concerns. For example, it blocks New Delhi’s entry to the Nuclear Suppliers Group and permanent membership of the UN Security Council, even as it coddles Pakistani terrorists such as Masood Azhar and tilts towards Pakistan as the latter mounts a proxy war against India.

The truth is China’s strategy is based upon India’s desire to avoid unpleasantness. But if India doesn’t stand firm and yields to Chinese pressure, Beijing will push New Delhi around and deprive it of any bargaining power with respect to China. Beijing must know that diplomatic ties can’t be a one-way street. If China starts a trade war with India, it will damage Chinese interests more given the massive trade surplus Beijing enjoys vis-à-vis New Delhi. With the Chinese economy already slowing down, that shouldn’t be an appealing prospect for Beijing.

China’s state-controlled media is not shy of pointing out that its military and economic power is vastly superior to India’s. But if China is such a great power, it needs to ask itself why it feels so threatened by an 81-year-old man who is considered an icon of non-violence and spirituality across the world, and who does not challenge China’s suzerainty over Tibet. Just as New Delhi sticks to a ‘One China’ policy, Beijing too must adhere to a ‘One India’ policy. For the India-China relationship to progress smoothly, Beijing can’t expect to have its cake and eat it too.

Tone the rhetoric down on Arunachal

India has nothing to gain by entering into a war of words with Beijing on Arunachal Pradesh. Action speaks louder than words. India considers Arunachal Pradesh to be an integral part of the country and allowed spiritual leader of Tibetan Buddhists, the Dalai Lama, to visit that state. If Beijing wants to take offence, it has the freedom to, but no offence is meant. Beijing, on the other hand, is building a so-called corridor of peace with Pakistan over territory that is part of the Jammu and Kashmir occupied by Pakistan.

Its pro-Islamabad policies include refusing to identify Pakistan-based terrorists as terrorists and trying to keep India out of the Nuclear Suppliers Group. Beijing is also trying to worm its way into the rift it imagines has been created in New Delhi’s relationship with Kathmandu. India and China are both members of the Brics grouping of large emerging economies and bear the responsibility of serving as the locomotives of world growth, by continuing to grow fast, even as the rest of the world falters.

Further, both have taken on huge commitments to make their growth green, fighting climate change not only for the sake of the world but for protecting their own huge domestic populations from the murderous effects of air and water pollution. In their long history of civilisational coexistence and give-andtake, there have been active hostilities only over a short period, post-Independence.

Sensibly, both countries have decided to settle their differences over where precisely their borders are through negotiations rather than through the use of force. Neither can hope to coerce the other into seeing one-sided sense. Chinese media have dangled the bait of a heated verbal exchange. Refusing to bite would be the right response for New Delhi and the Indian media.

डिजिटल भुगतान में सुरक्षा पर रहे ज्यादा ध्यान

प्रधानमंत्री नरेंद्र मोदी अपनी महत्त्वाकांक्षी दृष्टि के अधीन सारे लेनदेन को बैंकों के जरिये अंजाम देना चाहते हैं, वह भी डिजिटल तरीके से। सरकार ने नकद लेनदेन को हतोत्साहित करने और डिजिटल बैंकिंग लेनदेन को बढ़ावा देने के लिए कई उपाय अपनाए हैं। नोटबंदी के दौरान इस तरह की खबरें आमतौर पर सामने आती रहीं कि कैसे चाय वाले और पान वाले छोटे-छोटे भुगतान डिजिटल तरीके से ले रहे हैं। डेबिट कार्ड, क्रेडिट कार्ड, ई-वॉलेट और सरकार, बैंक तथा अन्य माध्यमों द्वारा विकसित ऐप के जरिये भुगतान तेजी से बढ़ा है। इसके पीछे मूल विचार है काले धन पर नियंत्रण कायम करना। हालांकि डिजिटल बैंकिंग की यह दृष्टिï और नीति 8 नवंबर 2016 को दिए गए प्रधानमंत्री के भाषण में पूरी तरह नदारद था।इसमें दो राय नहीं है कि डिजिटल भुगतान का विकल्प नोट के विकल्प से बेहतर है। आदर्श स्थिति में यह सीधी पहुंच, अत्यधिक सरलता, लेनदेन का पूरा रिकॉर्ड रखने, व्यापक पहुंच और कम लागत वाली व्यवस्था है। अगर ये सारे लाभ उपभोक्ताओं को नहीं मिल पा रहे हैं तो यह माना जाना चाहिए कि डिजिटल लेनदेन की प्रक्रिया में खामी है। यह बात याद रखनी होगी कि डिजिटल मामले में उपभोक्ता अपना सारा नियंत्रण एक सिस्टम को सौंप देता है जो नकद लेनदेन की तुलना में खासा अस्पष्ट होता है। जाहिर सी बात है कि डिजिटल लेनदेन को उपभोक्ताओं के लिए एकदम स्पष्ट और पारदर्शी हो। अपेक्षाकृत मजबूत पक्ष यानी बैंकों को कमजोर यानी ग्राहकों के प्रति जवाबदेह होना चाहिए। यही वजह है कि डिजिटल सेवाएं तब बहुत अच्छा प्रदर्शन करती हैं जब विक्रेता एक ऐसा तरीका निकालता है जहां ऐसे विकल्प पहले से मौजूद रहते हैं जो उपभोक्ता के लिए मददगार हों। अगर ऐसा नहीं होता तो डिजिटल माध्यम एक दु:स्वप्र की तरह है क्योंकि खरीदार पूरी तरह कंप्यूटर सर्वर और कॉल सेंटर की मर्जी पर आश्रित रहता है। हर कोई यह मानता है कि भारतीय ई-कॉमर्स जगत अपने मौजूदा आकार से बहुत छोटा होता अगर भारतीय ई-कॉमर्स कंपनियों ने कैश ऑन डिलिवरी यानी नकद भुगतान पर सामान मुहैया कराने का विकल्प नहीं दिया होता। अगर ये कंपनियां भी पहले भुगतान करने का विकल्प अपनातीं तो क्या होता? बैंकों के ग्राहक आज ऐसी ही स्थिति से दोचार हैं। आइए देखते हैं कुछ ऐसे मुद्दे जिनका सामना बैंकों के ग्राहकों को कभी न कभी करना पड़ता है। बैंक के डिजिटल लेनदेन में जवाबदेही: बैंक के डिजिटल लेनदेन कई वजहों से गलत हो सकते हैं। इनमें से अधिकांश मामलों में ग्राहक की कोई गलती नहीं होती। डेबिट कार्ड और बैंक खाते का हैक होना नई बात नहीं है। डिजिटल भुगतान की बढ़ती तादाद के बीच जरूरत यह है कि उपभोक्ताओं को अवांछित गतिविधियों से बचाया जाए। आज बचाव का पूरा उत्तरदायित्व ग्राहक पर है, न कि बैंक पर। जबकि भुगतान व्यवस्था पूरी तरह बैंक के नियंत्रण में है, फिर भी ग्राहकों से डिजिटल लेनदेन अपनाने को कहा जा रहा है। हम बिना उपभोक्ताओं के बचाव का उचित उपाय किए डिजिटलीकरण की ओर बढ़ रहे हैं। जबकि अधिकांश देश इस विषय में उचित व्यवस्था कर चुके हैं।
ई-वॉलेट लेनदेन की जवाबदेही: आपको ई-वॉलेट कंपनी से एक ई-मेल मिलता है कि आपका लेनदेन सफल रहा। लेकिन मान लीजिए ऑनलाइन कारोबारी कंपनी कहती है कि उसे पैसा नहीं मिला तब? आपका पैसा साइबर जगत में खो गया। आपके पास क्या विकल्प शेष हैं? कमोबेश कोई नहीं। भारतीय रिजर्व बैंक (आरबीआई) ने एटीएम के विफल लेनदेन के लिए नियम बना रखे हैं। उपभोक्ता की शिकायत का सात दिन में निवारण जरूरी है, वरना 100 रुपये रोजाना के हिसाब से जुर्माना देना होता है। परंतु वॉलेट या यूनीफाइड पेमेंट इंंटरफेस (यूपीआई) के लिए ऐसा कोई नियम नहीं है। यहां तक कि एनईएफटी और आईएमपीएस जैसे ढांचों में भी उपभोक्ता को छोटी-मोटी गलती के लिए दंडित किया जाता हैअपर्याप्त कानून: डिजिटल भुगतान को लेकर बहुत अधिक कानून नहीं हैं। ई-वॉलेट गैर बैंकिंग वित्तीय कंपनियां हैं इसलिए उन पर बैंकों के नियम लागू नहीं होते। जबकि वित्तीय क्षेत्र की तकनीकी कंपनियों का सुरक्षा अनुपालन सूचना प्रौद्योगिकी अधिनियम की धारा 43ए के अधीन आता है। सर्वोच्च न्यायालय के अधिवक्ता पवन दुग्गल के मुताबिक एक उपभोक्ता और मोबाइल वॉलेट सेवा प्रदाता के बीच का लेनदेन बमुश्किल अनुबंधित होता है जिसे कभी भी खारिज किया जा सकता है। उन्होंने कुछ माह पहले इस समाचार पत्र में लिखा था कि देश में डिजिटल भुगतान को कानूनी समर्थन देने की आवश्यकता है। इससे न केवल उपभोक्ताओं का पैसा सुरक्षित होगा बल्कि खुद कंपनियों का भी बचाव होगा। इस बारे में कोई स्पष्ट जानकारी नहीं है कि अगर कुछ गड़बड़ होती है तो मामला कौन देखेगा? वह खुलकर कहते हैं कि डिजिटल भुगतान को लेकर उपजे किसी भी विवाद से निपटने के लिए कोई कानूनी व्यवस्था नहीं है।
अतिरिक्त शुल्क/शुल्क चोरी: डिजिटल भुगतान में सबसे अहम है भागीदारी। उपभोक्ताओं को किसी भी सेवा के लिए अपनी स्वीकृति देनी होती है। भारतीय बैंक अब तक सन 1990 के दशक की मानसिकता से उबर नहीं सके हैं। वे मानकर चलते हैं कि ग्राहक को स्पष्ट करना चाहिए कि वह कौन सी सेवा नहीं लेगा। वरना उससे शुल्क वसूल किया जाएगा। बैंक लगातार शुल्क बढ़ा रहे हैं और विकल्प कम करते जा रहे हैं। यह सारी कवायद डिजिटल लेनदेन के नाम पर की जा रही है।
एक ओर जहां तकनीक के दम पर दुनिया भर में वित्तीय कारोबार तेजी से डिजिटल हुए हैं (भारत में सरकार के चलते) वहीं तमाम देशों के नीति निर्माता ग्राहकों के बारे में सबसे आखिर में सोचते हैं। माइक्रोसेव द्वारा बांग्लादेश, फिलीपींस और यूगांडा में डिजिटल बैंकिंग पर किए गए एक अध्ययन के मुताबिक सबसे ज्यादा मसले अवैध शुल्क, अतिरिक्त शुल्क, धनराशि के साइबर जगत में खोजने और खराब डिजिटल सेवा के ही आते हैं। आज वित्तीय सेवा प्रदाताओं का रुख ऐसा है कि वे हर समस्या के लिए ग्राहक को ही दोषी ठहराते हैं। यह डिजिटल जगत के श्रेष्ठ कार्य व्यवहार के विपरीत है। हकीकत में डिजिटल लेनदेन को नैसर्गिक तौर पर ग्राहक के पक्ष में होना चाहिए। क्या प्रधानमंत्री सुनिश्चित करेंगे कि देश में ऐसा हो?

Syria’s real red lines

The attack on Khan Sheikhoun must draw the world’s attention to a crisis apparently without end

 The attack on Khan Sheikhoun, the third since Syria used chemical agents at Ghouta in 2013 and east Hama last December, has led to calls for an international investigation. For its part, Russia and Syria deny responsibility, claiming that jets hit a jihadist stockpile. The images of the 70 killed at Khan Sheikhoun, though, should not blind us to the larger horror underway. Few weeks pass in Syria without far larger numbers of civilians losing their lives and limbs to conventional weapons. Yet, Khan Sheikhoun is being spoken of as “red line” crossed — as if an estimated 5,00,000 dead and almost 11.5 million displaced were not “red line” enough.

This “red line” is cant. Ever since the Geneva Protocols signed by 16 nations on June 17, 1925 first declared that chemical and biological weapons are “justly condemned by the general opinion of the civilised world”, there has been no shortage of nation-states willing to use them. Nazi Germany, we know, desisted from using the nerve agents Tabun and Sarin only because it wrongly believed its adversaries had similar assets; where it was sure of acting with impunity, such as at the battle of Kerch in 1942, it showed no such restraint. Imperial Japan liberally used chemical agents against Chinese Kuomintang and Communists. Biological and chemical agents were used after the Second World War in Angola, North Yemen, Rhodesia, Iran and Iraq.

Let it be said, discomfiting as it might be to a global élite too easily seduced by the notion that the fictions authored by lawyers have somehow civilised war: As long as there are entities with the industrial capacities needed to produce and disperse chemical and biological agents, these will be used. Syria demonstrates precisely what happens when war is opportunistically pursued, in this case by a toxic mix of great-powers, local tyrannies, and religious fundamentalists, for all of whom defeat is inconceivable. There appears to be now no reasonable, middle-ground way out of this morass; there has not been one visible for years now. Progress, it might even seem, will become possible only after one side is able to secure victory. Delaying that outcome, as too many in the West seem willing to do, may bring greater suffering.

Never-ending tragedy

The chemical attack in Syria must compel the global community to bring the war to an end

The barbarism of Syria’s civil war was on display once again when at least 72 people were killed in a chemical attack in Idlib province. The heartbreaking images of dead and injured children and desperate parents from Idlib’s Khan Sheikhoun have understandably triggered global outrage and calls for international action. Syrians have suffered a lot over the past six years. There have been multiple chemical attacks for which both the regime of Bashar al-Assad and the jihadists were held to blame. More than 400,000 people are believed to have been killed and millions displaced since the crisis broke out. With violence continuing unabated and the Assad regime not showing any real interest in settling the crisis, even hopes for peace and normal life look surreal. The needle of suspicion for the Idlib attack points towards the regime whose murderous nature has been exposed several times in the past six years. Idlib is a rebel-held province where the regime is currently carrying out air strikes. Activists in the province and Western governments have claimed the regime used chemical agents in Khan Sheikhoun.

 If they are right, Damascus has not only committed a war crime but also violated a major international agreement. After the 2013 sarin attack in Ghouta in a Damascus suburb that killed hundreds — which was also blamed on the regime — the U.S. and Russia had agreed to remove Syria’s chemical weapons stockpiles. As part of the deal, 1,300 tonnes of chemical agents were shipped out of Syria and destroyed. The question is, where did the latest chemical weapons come from? Syria had either hidden some of the stockpiles or clandestinely developed such weapons after the deal was reached — both serious violations. This is a regime that neither respects the fundamental human rights of its people nor cares about the international agreements it has entered into. Irrespective of its role in Tuesday’s attack, the Syrian regime is primarily responsible for the country’s humanitarian catastrophe. For years, it justified whatever it did in the war saying it was fighting terrorism. But how long can Mr. Assad sustain this argument, leaving millions of people vulnerable to bombers, snipers, chemical agents and tanks? The real crisis of Syria is that its regime is acting with a sense of impunity, thanks to the blank security cheque the Russians have issued to Mr. Assad. The international community could not hold Mr. Assad to account for his actions at any point of the Syrian war, which worsened with the involvement of other regional powers. The latest attack should be a wake-up call for all these countries. Syria has to be treated as an immediate priority, and in a way that transcends the narrow geopolitical interests of regional and global powers. There must be a coordinated effort to bring the war to an end, and to hold the perpetrators of war crimes accountable for their barbarism. Only then can Syria be rebuilt.

कर्ज माफी बदलेगी किसानों की दिशा

उत्तर प्रदेश के मुख्यमंत्री योगी आदित्यनाथ ने लघु व सीमांत किसानों की एक लाख रुपये तक की कर्ज माफी के साथ-साथ न्यूनतम समर्थन मूल्य पर 80 लाख टन गेहूं की खरीद का भी फैसला किया है। मुङो नहीं मालूम कि वह अपने फैसले से देश के कृषि क्षेत्र के काया-कल्प को लेकर किस तरह का एहसास रखते हैं, मगर एक ऐसे वक्त में, जब किसान तेजी से कर्ज के जाल में फंस रहे हैं, 30,729 करोड़ रुपये की कजर्-माफी निश्चय ही प्रदेश के 88.68 लाख छोटे व सीमांत किसानों को राहत देगी। इसके साथ-साथ, राज्य सरकार ने यह भी फैसला किया है कि वह 5,630 करोड़ रुपये के डूब-कर्ज को भी माफ करेगी, जिसकी देनदारी सात लाख किसानों पर है। अगर राज्य सरकार इसके लिए आगे नहीं आती, तो शायद इन किसानों की संपत्ति नीलाम करने की नौबत जा जाती।

अगर दोनों कर्ज माफी की राशि को जोड़ दें, तो कुल 36,359 करोड़ रुपये की राहत किसानों को दी गई है। सरकार की मानें, तो इससे उत्तर प्रदेश के कुल 2.15 करोड़ लघु व सीमांत किसानों में से 95.68 लाख किसानों को फायदा मिलेगा। यह सही है कि यह माफी चुनावों में किए गए वायदे के पूरी तरह अनुकूल नहीं है, मगर जिस राजनीतिक साहस के साथ यह फैसला लिया गया है, उसकी तारीफ की जानी चाहिए। तब तो और, जब हम देखते हैं कि नीतियां बनाने वाले लोग किसान समुदाय को कोई रियायत देने के पक्ष में नहीं हैं। स्टेट बैंक ऑफ इंडिया की चेयरपर्सन अरुंधति भट्टाचार्य ने तो कहा भी है कि कजर्-माफी किसानों की ‘क्रेडिट डिसिप्लिन’ यानी कजर्-अनुशासन के खिलाफ है और उन्हें जान-बूझकर कर्ज न चुकाने को प्रेरित करती है।

मेरा मानना है कि उद्योगपतियों और किसानों, दोनों को एक चश्मे से देखे जाने की जरूरत है। साल 2012 से 2015 के दरम्यान, उद्योग क्षेत्र के 1.14 लाख करोड़ रुपये के डूबे कर्ज को माफ किया गया। हैरानी की बात है कि इसके लिए किसी भी राज्य सरकार को अपने राजस्व का हिस्सा देने को नहीं कहा गया। क्रेडिट रेटिंग एजेंसी, इंडिया रेटिंग्स का तो यह अनुमान है कि निकट भविष्य में भी उद्योग जगत के ऐसे चार लाख करोड़ कर्ज माफ किए जाएंगे। जाहिर है, इसका भार भी किसी राज्य की सरकार पर नहीं पड़ेगा। लिहाजा यह सवाल पूछा जाना चाहिए और मुङो उम्मीद है कि योगी आदित्यनाथ इस मसले को जरूर उठाएंगे कि आखिर उत्तर प्रदेश सरकार पर ही कर्ज माफी का भार क्यों डाला जाना चाहिए? राष्ट्रीयकृत बैंक जिस तरह से कॉरपोरेट लोन माफ करते हैं, क्या उसी तरह वे किसानों के मामले में नहीं कर सकते?

सच तो यह है कि उत्तर प्रदेश सरकार ने जितनी माफी दी है, वह एक बड़ी स्टील कंपनी द्वारा डूबे कर्ज से भी कम है। इस कंपनी पर 44,140 करोड़ रुपये का बकाया है। जबकि एक दूसरी स्टील कंपनी पर भी 44,478 करोड़ रुपये का कर्ज है। ये दोनों उन तमाम स्टील कंपनियों में शामिल हैं, जो 1.5 लाख करोड़ की कर्ज माफी की मांग कर रही हैं। जब किसी भी राज्य सरकार को अपने राजस्व से इसकी भरपाई करने को नहीं कहा जा रहा, तो फिर कृषि-ऋण का बोझ उन पर क्यों डाला जाता है?

बहरहाल, यह सही है कि उत्तर प्रदेश के इस साहसिक कदम से दूसरे राज्यों पर भी ऐसे कजरे को माफ करने का दबाव बढ़ेगा। पंजाब की नई सरकार ने तो किसानों के करीब 36,000 करोड़ रुपये के कर्ज को माफ करने का काम शुरू भी कर दिया है। महाराष्ट्र भी 30,500 करोड़ का कृषि-ऋण माफ करने की मांग करने लगा है। कर्नाटक, गुजरात, आंध्र प्रदेश, तेलंगाना, मध्य प्रदेश, हरियाणा, ओडिशा और पूवरेत्तर राज्यों में भी कर्ज माफी की मांग जोर पकड़ेगी। पिछले 21 वर्षो में देश भर में करीब 3.18 लाख किसानों की आत्महत्या और इनमें से 70 फीसदी मामलों की वजह उनका कर्ज के जाल में घिरे होने पर अगर गौर करें, तो उत्तर प्रदेश सरकार का फैसला क्रांतिकारी लगेगा।

उत्तर प्रदेश के मुखिया ने खेती-किसानी की बेहतरी के लिए भी एक खाका खींचा है। 80 लाख टन गेहूं की खरीद भी एक ऐसी पहल है, जो कृषि के एक नए युग की शुरुआत कर सकती है। इस खरीद के लिए 5,000 केंद्र स्थापित किए जा रहे हैं। जाहिर है, जिस दौर में एग्रीकल्चर प्रोडय़ूस मार्केटिंग कमेटी (एपीएमसी) द्वारा नियंत्रित मंडियां खत्म करने को लेकर नीतियां तय की जा रही हों और इस क्रम में न्यूनतम समर्थन मूल्य के जरिये किसानों को एक तय मूल्य न देकर उनकी चिंता बढ़ाई जा रही हो, तब उत्तर प्रदेश सरकार का किसानों को एक तय मूल्य अदा करने का फैसला खेती को पुनर्जीवन दे सकता है। 80 लाख टन गेहूं की खरीद एक लंबी छलांग है, क्योंकि 2016-17 में 30 लाख टन के लक्ष्य के मुकाबले महज 7.97 लाख टन गेहूं की ही खरीद हुई। चूंकि किसानों की कम आमदनी बढ़ते कृषि संकट की बड़ी वजह है, इसलिए एक तयशुदा राशि का मिलना और बाजार की उपलब्धता खेतिहर समुदाय की आशंका को कम करेगा।

खरीद-प्रणाली का विस्तार भारतीय कृषि में बदलाव के लिए महत्वपूर्ण है। कृषि लागत और मूल्य आयोग (सीएसीपी) के मुताबिक, देश भर में 7,000 से अधिक एपीएमसी नियंत्रित मंडियां हैं। यदि गांवों में पांच किलोमीटर के दायरे में बाजार उपलब्ध कराया जाए, तो देश भर में 42,000 मंडियों की जरूरत पड़ेगी। अगर मंडियों का यह नेटवर्क बन जाता है, तो किसान न सिर्फ अपनी उपज को बेचने के संकट से पार पा सकेगा, बल्कि उसकी आय-सुरक्षा भी सुनिश्चित हो सकेगी। उत्तर प्रदेश इसकी पहल करता है, तो वह पथ-प्रदर्शक सूबा बनकर तो उभरेगा ही, कृषि का एक नया मॉडल भी प्रस्तुत करेगा।

फिलहाल मंडियों का मजबूत नेटवर्क पंजाब, हरियाणा और कुछ हद तक मध्य प्रदेश, महाराष्ट्र और तमिलनाडु में है। इसी कारण हर साल पश्चिमी उत्तर प्रदेश के किसान अपना गेहूं ट्रकों में भरकर हरियाणा के सीमावर्ती जिलों में बेचने के लिए जाते रहे हैं। यह एक संकेत है कि उत्तर प्रदेश के गेहूं किसान स्थानीय तौर पर समर्थन मूल्य पर अपनी उपज नहीं बेचते। उम्मीद की जा सकती है कि उत्तर प्रदेश सरकार अब धान की अगली फसल के लिए न्यूनतम समर्थन मूल्य पर बोनस की घोषणा भी करेगी। यह छिपा तथ्य नहीं है कि आर्थिक रूप से आकर्षक खेती ही वह पहला कदम है, जो गांवों से शहरों की ओर हो रहे पलायन को रोकता है। और योगी आदित्यनाथ तो कहते भी हैं कि उनका लक्ष्य गांवों से पलायन को रोकना है।
