Aviation ministry advisory on ‘Indian music’ is unnecessary & against free enterprise spirit

The civil aviation ministry’s advisory, inspired by a suggestion from ICCR, that domestic airlines and airports play ‘Indian music’ is exactly what the industry didn’t need. Sure, there is nothing wrong with playing ‘Indian music’ on flights or at airports. And it is perhaps true that airlines and airports of other nations often play local origin music. But that’s not the point. Other nations, at least those that are democratic and allow private enterprise a free hand to run their business, don’t issue advisories to private aviation players on what music they should play. That this is not an order from the ministry but a ‘request’ is little comfort. What happens if private airports and airlines don’t abide by the request? Aviation industry has been hit badly by the pandemic. At this vulnerable stage, airlines and airports may feel compliance is wiser – and that would set a terrible precedent for freedom of businesses to run their operations.

India’s aviation industry transformed itself on the back of private entrepreneurship. Private airlines and airport operators were able to provide far better services precisely because they were given a free hand. But one alarming consequence of the pandemic has been creeping government interference – authorities are deciding how many flights airlines can operate, price bands and capacity. We have argued, in fact, that price bands are unnecessary, and demand-supply should take over. Now, with this ministry ‘request’, it is entirely likely that another front for sarkari meddling will open. Will airlines and airports be told next to serve only ‘Indian food’? Or will airline staff be told to don only ‘Indian dress’?

The ministry should also think what such ‘requests’ do to the global image of Indian civil aviation. This is a sector that can really do with a healthy dose of foreign investment. But a narrative that the ministry is micromanaging service details is one sure turn-off for investors. And remember, Tatas turned the original, privately-run Air India into a symbol of Indian excellence without government ‘requests’ and interference. Now that AI is back with Tatas, why saddle it and others with sarkari ideas of cultural promotion?

There’s another point – what is ‘Indian’ music? In a richly diverse country that’s also open culturally to the outside, Indian music means different things to different people in different regions. Should aviation players have to sweat over such things when fighting to stay afloat in a pandemic?

Haridwar’s hubris of hate must be stopped

A manic irrationality is being seeded in Indian society, with hate-filled words having an impact on the rights of all

Between December 17 and 19, 2021, a militant Hindu religious assembly was held at Haridwar, Uttarakhand where speakers amplified targeted hate messages. Organised by Yati Narsinghanand Saraswati, the head priest of the Dasna Devi temple and a high-ranking officer of the Juna Akhara (a sect of Hindu seers), the assembly had many speakers who raised the bogey of an Islamic threat to India and Hindus.

Carnival of hate

Swami Prabodhanand Giri, president of the Hindu Raksha Sena, a right-wing organisation, said, “… you have seen this at the Delhi border, they killed Hindus and hung them. There is no more time, the case now is that either you prepare to die now, or get ready to kill, there’s no other way. This is why, like in Myanmar, the police here, the politicians here, the army and every Hindu must pick up weapons and we will have to conduct this cleanliness drive. There is no solution apart from this.” Yati Narsinghanand, a repeat hate-speech offender, also offered ₹1 crore to any youth who would rise up to be a “Hindu Prabhakaran” (a reference to the leader of the Liberation Tigers of Tamil Eelam), in a clear incitement to violent behaviour. Swami Darshan Bharti, a proponent of the Hindu right, again called for restrictions on the buying of land by Muslims in Uttarakhand.

I do not want to further amplify the hateful words that were spoken in that carnival of hate at Haridwar. I will instead offer some trajectories of thought. How should we be thinking about these events and processes?

Mass indoctrination

First, let us recognise that there is a manic irrationality that is being carefully seeded in Indian society today and that hate-filled words have an impact on the rights and well-being of all. This process involves consistent and repetitive hate speech and fear speech against minority groups by Hindutva ideologues, which is resulting in a mass cult-like indoctrination aimed at making Hindus believe that they are under immediate threat by those that are not exactly like them. In doing so, a non-existent and unverified threat is manufactured and presented. The speakers at the Haridwar event, between their speeches, painted a picture of an India which is under threat of being taken over by Islamists, and therefore they reasoned, all Muslims must be treated with hate and suspicion. Then the purveyors of this hate speech offered a solution — Hindus must take up weapons against all Muslims in acts of self-preservation. What they effectively outlined for the followers is a fictitious reason for genocide followed by a call to engage in the genocide of Muslims.

Second, we need to think about why in India it has been so difficult to isolate and prosecute hate speech even when it so clearly, dangerously and imminently asks for the weaponisation of the majority and the murder of Muslims. Why do Indian policy-makers still not clearly recognise the extent to which hate-filled narratives lead to actual events that involve a loss of lives, injury to people, loss of dignity and the stripping away of rights of targeted groups?

No distinction

In India we do not make a distinction between hate speech and fear speech. Hate speech (speech that expresses threats, abuse, violence and prejudice) against any community works most effectively when the public sphere has first been saturated with fear speech. Fear speech expresses unknown and unverifiable threats that create a sense of anxiety and panic in individuals. It is purposefully vague. A classic example is the spread of the “satanic panic” in the United States in the 1980s, where the bogey of satanic cults committing ritual child abuse led to deep and widespread public fear.

In India, when Hindutva ideologues tell Hindus that they are under threat by Muslim others, the ideologues are creating mass fear and panic. Every time they re-articulate a trauma inflicted on the Hindu community in the past, they are mobilising an emotion of eternal hurt combined with presenting a targeted group in a negative stereotype. This has special purchase on people when societies are undergoing conditions of economic, social and political inequality and uncertainty. What such speech also encourages someone to do is simple — pick a side. Being in the middle of debates is no longer an option.

Third, what we have been witnessing in India is the sustained escalation of hate speech and fear speech towards an end goal which involves the violent expulsion of Muslims from the Indian body politic. The Bharatiya Janata Party (BJP) has managed to coalesce an electorally beneficial Hindu identity around itself and over time it has blessed the rise of extreme Hindu leaders, thereby creating incentives for other such militant religious careerists, many of whom were in attendance in Haridwar. All of them followed the communal formula that can benefit them, and the BJP, politically.

A transformation and support

Fourth, in over a century, Hindutva ideology has progressed from a loose-cluster of fringe organisations to a sustained grass-roots political movement that has electorally managed to capture state institutions. This capture is important. This is why Swami Prabodhanand Giri can confidently talk about enlisting the police and army in a safai abhiyaan (cleanliness drive). The attendees know that they have the support of the ruling party and its institutions. They are almost sure that they can beat prosecution under existing laws that criminalise hate speech. They also instinctively understand through repeat experimentation that hate speech can lead to violence by their followers against targeted groups and that fear speech can diminish the barriers to people engaging in violence.

Fifth, the display at Haridwar that was attended by at least two functionaries of the BJP, Ashwini Upadhyay and Udita Tyagi of the BJP’s Mahila Morcha, was in direct contravention of the rights of citizens that are clearly worded in the Indian Constitution. Speakers threatened of an 1857-style mutiny against Delhi, Uttarakhand, and Uttar Pradesh (sedition), incitement to arms and violence.

One speaker, Sindhu Sagar Swami, even bragged about entrapping 10 Muslims in fake cases under the Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) Act. All of these are offences under various sections of the Indian Penal Code.

Set in 2014

Finally, let us also acknowledge that the Haridwar hate conference has occurred in the broader context of the escalation of attacks on minority groups, attacks on churches and mosques and the disruption of prayers. The manner and tone for such events to occur was set in 2014. What is becoming clear is that the current Indian state seeks to turn common Hindu citizens into enforcers of its majoritarian vision at the neighbourhood level. The self-styled godmen at Haridwar are the facilitators of this process, allowing the BJP just the right amount of distance to allow for plausible deniability in domestic and international fora. This is most certainly a dangerous path for India because mass political and social radicalisation does not come with power-steering. Those in power would be well advised to start making the moves to check this growing radicalisation as effectively as they seem to move to check the fictitious anti-national activities of their fictitious domestic enemies.

The efficiency myth of Aadhaar linking

The Government has made several dubious claims to push the Aadhaar project

The Union Government hastily passed a Bill to link voter IDs with Aadhaar cards. Such arbitrary approaches without sufficient deliberation have become the norm, it seems. The Government claims that the move will prevent frauds and remove duplicate IDs. But as evidenced by a report by journalist Kumar Sambhav, such a move violates an individual’s Right to Privacy, enables voter profiling and excludes genuine voters — perils that have also been outlined in a statement issued by the Rethink Aadhaar campaign and endorsed by many organisations. Aadhaar was, among other things, purportedly meant to improve efficiency in welfare programmes. However, there are important lessons to learn from the dubious claims made by the Government in Aadhaar linking for welfare delivery which have a strong bearing on the new proposal.

Claims on shaky ground

Cash transfers in many welfare programmes, such as payment of MGNREGA wages, are done using the Aadhaar Payment Bridge System (APBS). For this to work, it is mandatory to link workers’ Aadhaar with their MGNREGA job cards and their bank accounts where the Aadhaar number of the worker becomes their financial address. The Union Government has repeatedly made claims on savings in welfare programmes due to Aadhaar. These have been methodically debunked by Jean Drèze and Reetika Khera, among others. But the Government continues claiming that “the estimated cumulative savings/benefits due to Aadhaar in MGNREGA till March, 2021 is Rs 33,475 crores.” Two Right to Information responses seeking the methodology used to arrive at such savings are relevant. In a recent response, the Government said the “Ministry has been reporting DBT Mission on the estimated DBT savings under the scheme on the assumption that 10% of the wages in the year could be saved.” In an earlier response, it had said: “Savings are in terms of increasing the efficiency and reducing the delay in payments etc.” The savings due to Aadhaar, therefore, appear to be an “assumption” while the other claims are also on shaky grounds.

Wage payment delays in MGNREGA have been persistent. An analysis of more than 18 lakh wage invoices for the first half of 2021-22 by LibTech India demonstrated that 71% of the payments were delayed (called stage 2 delays) beyond the mandated period by the Union Government. Nearly 7 lakh invoices in our sample were done through the APBS; 11.65 lakh were account-based payments where the workers’ name, account number, and the IFSC code of their bank were used to transfer money. Figure 1 compares the time taken by the Union Government (stage 2) in transferring wages for the two payment methods. The axes represent the number of days taken for two kinds of payments. The 45-degree line shows the percentiles of stage 2 for APBS and the dots represent the percentiles of stage 2 for account-based payments. When dots are below the line, the account-based payments are quicker. Barring a few cases, the dots are practically on or below the line. This is perhaps the first large sample empirical evidence demonstrating that the Government’s claim of Aadhaar having “reduced payment delays” is unfounded. Indeed, there is nothing inherent in the APBS that makes transfers faster.

The government’s claims on “increasing the efficiency” is also questionable. Efficiency for whom and how is such efficiency related to accountability? Between 2015 and 2019, there was intense pressure on field-level bureaucrats to increase Aadhaar linking. A recently completed study of nearly 3,000 MGNREGA workers by Anjor Bhaskar and Preeti Singh shows that 57% of job cards of genuine workers were deleted in a quest to show 100% linking of Aadhaar with job cards. Doing such plastic surgery on numbers to show efficiency gains is unethical and sets a harmful precedent.

Another key concern is the opacity surrounding APBS and the consequent dilution of accountability. Cash transfers through both the payment methods can fail. The most common reason for payment failures in account-based payments is when the account number of the worker in the system is incorrect. This can be rectified at the block. However, the most common reason for payment failures through the APBS is enigmatically called “Inactive Aadhaar.” This has nothing to do with an individual’s Aadhaar being inactive but happens when there is a software mapping failure with the centralised National Payments Corporation of India, the clearing house for APBS. Workers and officials alike are clueless on resolving these payment failures.

Moreover, there are several cases of misdirected payments in APBS when the Aadhaar number of one person gets linked to somebody else’s bank account so her money gets credited to somebody else’s account. These are very hard to detect as these will appear as successful transactions on the dashboard. As per UIDAI, its functions include “setting up of facilitation centres and grievance redressal mechanism for redressal for grievances of individuals.” However, no such mechanisms exist.

Beyond technological alibis

So, on at least three counts — timely payment of wages, efficiency gains and grievance resolution — there appears no basis to justify APBS in MGNREGA. These prompt us to move beyond technological alibis for good governance and emphasise the need for a push towards constitutional propriety and accountability for technologies. The mathematician Cathy O’Neil cautions us on how some algorithmic models and technologies for social policies can be at odds with fairness. She writes: “Fairness is squishy and hard to quantify. It is a concept. And computers for all their advances in language and logic still struggle with concepts… Programmers don’t know how to code for it…” Indeed, compromising on fairness, people were coerced into using Aadhaar which had no pilot or independent cost-benefit analysis. No feedback has been collected on the user experience of the recipients or from field-level bureaucrats. Further, it is time to overhaul the nomenclature for recipients of welfare measures. Calling them “beneficiaries” subtly transforms the state from being an institution meant to uphold constitutional rights to sounding more like a charitable institution. Instead, people should be referred to as “rights holders”. This will likely help us better interrogate whether technologies have imbibed democratic principles of transparency, accountability and participation.

When Aadhaar’s use in welfare — for which it was purportedly intended — is itself shrouded in opacity, unreliability, and exclusions, we must be very worried if it is linked to voter IDs as it will further hollow out government accountability. It will fundamentally alter the citizen-State relationship. This must concern everyone as thousands of crores of taxpayers’ money have been spent on it. The Law Minister said that linking Aadhaar with voter id is “voluntary”. But given the prior experience of Aadhaar in other spheres, this will be another example of what Cathy O’Neil refers to as the “authority of the inscrutable.”

सामाजिक बदलाव का बेजा विरोध

भारत में विवाह की न्यूनतम आयु खासकर महिलाओं के लिए विवाह की न्यूनतम आयु एक विवादास्पद विषय रही है। जब भी इस प्रकार के नियमों में परिवर्तन की बात उठी तो सामाजिक और धार्मिक रूढ़िवादियों का कड़ा प्रतिरोध देखने को मिला। ऐसा इस बार भी हो रहा है। शायद इसी कारण लड़कियों की शादी के लिए न्यूनतम आयु 18 से बढ़ाकर 21 साल करने संबंधी विधेयक को संसद की स्थाई समिति के पास भेजना पड़ा। जो भी हो, लड़कियों की विवाह की न्यूनतम आयु बढ़ाने के विरोध में जो तर्क दिए जा रहे हैं, उनका वास्तविकता से कोई सरोकार नहीं है। विरोध में उठे तथ्यहीन तर्कों की चर्चा करने से पूर्व यह आवश्यक हो जाता है कि उस तस्वीर को देखा जाए, जो 1954 के पहले की थी। विशेष विवाह अधिनियम, 1954 के तहत लड़कियों की शादी के लिए न्यूनतम आयु 14 से बढ़ाकर 18 वर्ष की गई। इसका असर यह हुआ कि 1951 में देश में प्रति हजार शिशु मृत्यु दर 116 थी, वह 2019-21 में 35 पर आ गई। यह तर्क अचंभित करता है कि 18 साल की लड़की जब वोट डालकर अपना प्रतिनिधि चुन सकती है तो जीवन साथी क्यों नहीं चुन सकती? यहां प्रश्न जीवनसाथी के चुनाव के लिए मानसिक परिपक्वता का नहीं, अपितु उस शारीरिक परिपक्वता का है, जो एक लड़की को अपने गर्भ में संतान को पालने के लिए चाहिए। गर्भावस्था, प्रसव और उसके पश्चात मां और बच्चे के स्वास्थ्य एवं पोषण के स्तर के साथ विवाह की आयु और मातृत्व के मध्य गहरा संबंध है।

विश्व स्वास्थ्य संगठन के मुताबिक, गर्भावस्था और प्रसव संबंधी जटिलताओं का विश्व स्तर पर 15-19 वर्ष के मध्य की किशोर माताओं को 20-24 वर्ष की आयु की महिलाओं की तुलना में गर्भाशय का संक्रमण और उच्च रक्तचाप के कारण दौरे पड़ने के अधिक जोखिम का सामना करना पड़ता है। दूसरा तर्क यह दिया जा रहा है कि जब लड़कियों के लिए विवाह की न्यूनतम आयु 18 होने पर भी बाल विवाह हो रहे हैं तो इसे 21 साल करने का क्या औचित्य? इसमें दो राय नहीं कि देश के विभिन्न हिस्सों में आज भी चोरी-छिपे बाल विवाह हो रहे हैं, परंतु हमें यह विस्मृत नहीं करना चाहिए कि विवाह की न्यूनतम 18 साल की कानूनी बाध्यता ने समाज में एक भय को अवश्य स्थापित किया है। अगर 67 साल पहले विवाह की न्यूनतम आयु में चार साल की बढ़ोतरी नहीं हुई होती और उसे 14 वर्ष यथावत रखा जाता तो आज मातृ और शिशु मृत्यु दर के आंकड़े डरावने होते।

सामाजिक बदलाव के लिए यह आवश्यक है कि समयानुसार कानून में परिवर्तन किए जाएं, परंतु इसका तात्पर्य यह कदापि नहीं है कि कानून निर्मित होते ही मनुष्य की मानसिक जड़ताएं यकायक परिवर्तित हो जाएं। किशोरावस्था में विवाह व्यवस्थागत समस्या से कहीं अधिक समाज में व्याप्त उस सोच की परिणति है जहां लड़कियों के जीवन का अंततोगत्वा उद्देश्य विवाह को ही माना जाता है। यह स्थिति निर्धन परिवारों से लेकर मध्यमवर्गीय परिवारों में बदस्तूर कायम है। इस सोच में परिवर्तन शनै: शनै: ही संभव है, परंतु यह कानून उन बच्चियों के लिए राहत अवश्य लेकर आएगा, जिनके अभिभावक हर स्थिति में 18 साल के होते ही उनके विवाह के लिए आतुर हो जाते हैं।

देश का एक बड़ा तबका, जो कथित रूप से स्वयं को बुद्धिजीवी और समानता का प्रवर्तक मानता है, वह भी इस प्रस्ताव का विरोध कर रहा है। यह विरोध उनके दोहरे व्यक्तित्व को उजागर कर रहा है। लड़के और लड़कियों की वैवाहिक आयु में अंतर समानता के अधिकार (संविधान के अनुच्छेद 14) की अवहेलना है। यही वर्ग महिलाओं के सशक्तीकरण के लिए पुरजोर आवाज भी उठाता है, परंतु क्या यह संभव है कि 18 वर्ष में विवाह हो जाने पर कोई युवती आर्थिक स्वावलंबन की ओर से सहजता से अपने कदम उठा पाए। इंटरनेशनल सेंटर फार रिसर्च आन विमेन तथा विश्व बैंक की रिपोर्ट बताती हैं कि किशोरावस्था में विवाह के चलते आई शिक्षा में रुकावट महिलाओं के अर्थ अर्जन में औसतन नौ प्रतिशत की कमी करती है, जिसका परिवार और राष्ट्रीय अर्थव्यवस्था पर नकारात्मक प्रभाव पड़ता है। विश्व बैंक की रिपोर्ट यह भी बताती है कि अगर दुनिया की प्रत्येक लड़की 12 वर्षों तक बिना किसी रुकावट गुणवत्तापूर्ण शिक्षा पाए तो विश्व की कमाई 15 ट्रिलियन डालर से 30 ट्रिलियन डालर तक बढ़ सकती है। वर्कले इकोनामिक रिव्यू में प्रकाशित एक अध्ययन में पाया गया कि किशोरावस्था में विवाह किसी देश की जीडीपी को कम से कम 1.7 प्रतिशत की क्षति पहुंचाता है। साथ ही महिलाओं की कुल प्रजनन क्षमता में 17 प्रतिशत की वृद्धि करता है, जो उच्च जनसंख्या वृद्धि से जूझ रहे विकासशील देशों को नुकसान पहुंचाती है। दुनिया भर में हुए अनेक अध्ययन बताते हैं कि किशोरवय विवाह लड़कियों और युवा महिलाओं को अशक्त बनाता है। उन्हें शिक्षा, बुनियादी स्वास्थ्य, शोषण और हिंसा से मुक्त रहने सहित कई मौलिक मानव अधिकारों से वंचित करता है।

संयुक्त राष्ट्र जनसंख्या कोष (यूएनएफपीए) की एक रिपोर्ट में किशोरावस्था में विवाह को रोकने के लिए त्वरित कार्रवाई की आवश्यकता पर जोर दिया गया है। इस रिपोर्ट मुताबिक, दशकों के अनुभव और अनुसंधान से स्पष्ट है कि बिल्कुल निचले स्तर पर जमीनी दृष्टिकोण के जरिये स्थायी परिवर्तन लाने में अधिक मदद मिलती है। महिलाओं को समर्थन देती कानूनी प्रणालियां इस तरह निर्मित की जानी चाहिए कि हर महिला को समान अवसर अवश्य मिले। इस दिशा में विवाह की न्यूनतम आयु में बढ़ोतरी युवतियों को शिक्षा और जीवन कौशल सिखाने के अवसर उपलब्ध कराने में मील का पत्थर साबित होगी।

सत्ता मौन क्यों ?

धर्म संसद के नाम पर इन दिनों कुछ संतवेशधारियों द्वारा हरिद्वार से रायपुर तक घृणा फैलाने की जैसी कवायदें की जा रही हैं‚ और उन्हें लेकर सत्ताधीशों ने बुद्धिमत्तापूर्वक जैसा मौन साध रखा है‚ उसके कारणों की तहें देखनी हों तो कुछ साल पीछे जाना पड़ेगा। 2014 के लोक सभा चुनाव में खुद को ‘विकास का महानायक’ प्रचारित कर शानदार जीत हासिल करने वाले नरेन्द्र मोदी ने 2019 के लोक सभा चुनाव में खुद को फिर से ‘शक्तिशाली और गौरवान्वित हिंदू’ की छवि का बंदी बना लिया और मुसलमान व पाकिस्तान विरोध पर निर्भर करने लगे थे। इसकी बिना पर 2014 से भी ज्यादा शानदार ढंग से सत्ता में वापस आ गए तो ‘सबका साथ‚ सबका विकास’ के नारे के बावजूद साफ था कि उनकी सत्ता के अगले पांच साल कम–से–कम अल्पसंख्यकों के लिए बहुत कठिन सिद्ध होने वाले हैं।

यह आशंका पहले उनकी सरकार के ‘राजनीति के हिंदूकरण और हिंदुओं के सैन्यीकरण’ के सावरकर मार्का कदमों के रास्ते नागरिकता कानून में किए गए संशोधन में सच्ची होती दिखी‚ फिर एक क्रोनोलॉजी के तहत राष्ट्रीय नागरिकता रजिस्टर बनाने के इरादे में। क्या आश्चर्य कि वह आशंका कई मोड़ से गुजर कर अब उन संतवेशधारियों‚ जिनको गुमान है कि मोदी सरकार तो उनके ही आशीर्वाद से चुनकर आई है और उनका बाल भी बांका नहीं कर सकती‚ द्वारा अल्पसंख्यकों के संहार के आह्वान तक पहुंच गई है। इसमें भी चकित होने जैसा कुछ नहीं कि सर्वोच्च न्यायालय से इसका संज्ञान लेने की मांगों के बावजूद प्रधानमंत्री मोदी‚ खुद को सांस्कृतिक बताने वाला उनका राजनीतिक परिवार और उनकी शुभचिंतक कतारें‚ इसका संज्ञान लेने को उत्सुक नहीं हैं।

प्रधानमंत्री की चुप्पी को लेकर कुछ लोग चकित हैं। विश्वास नहीं कर पा रहे कि यह वही प्रधानमंत्री हैं‚ जिन्होंने सत्ता में आते ही ‘स्वच्छ भारत’ समेत कई अभियानों को महात्मा का बता कर आगे बढ़ाया और उनके चश्मे को ‘स्वच्छ भारत’ का प्रतीक बनाया था। एकबारगी लगा था कि सत्ता के मोह और दबाव में ही सही‚ प्रधानमंत्री‚ उनका अब परिवार और समर्थक व शुभचिंतक कतारें‚ महात्मा के प्रति पुराने दुराग्रहों को पीछे छोड़ देंगी‚ लेकिन विडम्बना देखिएः उसके समर्थक संतवेशधारी महात्मा के हत्यारे का मन्दिर बनाने और उनके पुतले पर गोली चलाने वालों को शह–समर्थन का पुराना मार्ग ‘प्रशस्त’ करते हुए उन दुराग्रहों को नये रूप में प्रकट कर रहे हैं तो एक तो उनकी ‘अभिव्यक्ति’ की आजादी को असीम कर दिया गया है‚ और दूसरे प्रधानमंत्री अपनी सरकार व परिवार के साथ उनका मूक समर्थन कर रहे हैं। यह भी याद नहीं रख पा रहे कि सर्वोच्च न्यायालय ने 2015 में 16 अप्रैल को व्यवस्था दी थी कि महात्मा गांधी को अपशब्द नहीं कहे जा सकते। कहा था कि कलात्मक स्वतंत्रता के नाम पर भी महात्मा को लक्ष्य कर कहे गए अपशब्दों को सही नहीं ठहराया जा सकता क्योंकि ‘विचारों की आजादी’ और’ शब्दों की आजादी’ में अंतर है और राष्ट्रपिता का सम्मान करना देश की सामूहिक जिम्मेदारी है।

इतना ही नहीं‚ 8 मई‚ 2018 को दिल्ली की रोहिणी अदालत ने उन दिनों आम आदमी पार्टी की राजनीति कर रहे वरिष्ठ पत्रकार आशुतोष के खिलाफ 2016 के आप नेता संदीप कुमार के अश्लील सीडी कांड़ में महात्मा गांधी‚ नेहरू और बाजपेयी के खिलाफ अभद्र टिप्पणियों को लेकर केस दर्ज करने का आदेश दिया था क्योंकि उसकी नजर में यह गंभीर बात थी। अब सोचिए‚ इन नजीरों के बावजूद महात्मा को गालियां देने वालों को अभय किए रखने का क्या अर्थ हैॽ क्या यही नहीं कि भले ही महात्मा के जीवन से हमारे स्वतंत्रता आंदोलन का बड़ा हिस्सा अनुप्राणित होता रहा और स्वातंत्र्योत्तर राष्ट्रीय जीवन प्रेरणा पाता रहा है‚ यह सरकार और उसके हिमायती मिलकर उनका पूरी तरह अवमूल्यन कर देना चाहते हैंॽ अन्यायी सत्ताओं के प्रतिरोध के लिए उन्होंने सत्य–अहिंसा जैसे अप्रतिम औजारों का जैसा अनूठा प्रयोग हमें सिखाया और जो अभी भी नाना प्रतिरोधों में हमारे काम आता है‚ संभवतः इस सरकार की निगाह में आउटडेटेड हो चले हैंॽ वैसे ही‚ जैसे कई लोग हमारे समय को उत्तर सत्य का युग कहकर सत्य की अप्रतिष्ठा को जायज ठहराते रहते हैं। क्या यह रवैया सिर्फ इसलिए नहीं है कि जब महात्मा ब्रिटिश साम्राज्य के अत्याचारों से मुक्ति दिलाने के लिए उक्त हथियारों का प्रयोग कर रहे थे‚ इस सरकार का नेतृत्व कर रही भाजपा के पूर्वपुरुष उसी साम्राज्य का हुक्का भर रहे थे और महात्मा को अवमूल्यित किए बिना उन्हें ‘राष्ट्रनायक’ बनाना संभव नहीं हैॽ इसीलिए हिंदुत्व की पैरोकारी का दावा करते हुए भी वह और उसके लोग महात्मा जैसे सदी के सर्वश्रेष्ठ हिंदू को भी बर्दाश्त नहीं कर पा रहे और उनकी चरित्रहत्या पर आमादा हैंॽ

आज की तारीख में कोई नहीं कहता‚ यहां तक कि महात्मा के अनुयायी भी नहीं‚ कि वे सर्वथा अनालोच्य हैं‚ या स्वतंत्रता संघर्ष के दौरान उनकी भूमिका पर उंगलियां ही नहीं उठाई जा सकतीं। उंगलियां तो उनके रहते भी उठती थीं। स्वतंत्रता आन्दोलन की क्रांतिकारी धारा तो उनकी अहिंसा की नीति की मुखर आलोचक थी ही‚ उनके कई कार्यक्रमों को लेकर वामपंथियों और अंबेडकर द्वारा की जाने वाली आलोचनाएं भी कम न थीं। लेकिन अफसोस ही जताया जा सकता है कि हत्यारे को भी मात करते हुए मन के बजाय कपड़े रंगाने वाले लोग इस तरह हमारी सभ्यता व लोकतांत्रिकता तक को चुनौती पेश कर रहे हैं‚ फिर भी एक अपवाद को छोड़कर उन पर कार्रवाई नहीं की जा रहीॽ क्योंॽ जवाब तलाशें तो सत्ताधीशों का अपराध इन कुवाचियों से भी बड़ा दिखता है क्योंकि उन्होंने संविधान के तहत चुनाव लड़ा‚ शासन चलाने की शपथ ले रखी है। इस नाते राष्ट्र के नायकों के मान की रक्षा उनका प्राथमिक कर्त्तव्य है। सत्ताधीशों को लगता है कि इस तरह वे महात्मा या उनके विचारों से हिसाब–किताब बराबर कर लेंगे तो उन्हें याद रखना चाहिए कि अतीत में खुद को महात्मा का अनुयायी कहने वाले कई महानुभाव भी ऐसे हिसाब–किताब की कोशिशें कर चुके हैं–उनके रास्ते को कठिन‚ अव्यावहारिक या अप्रासंगिक बताकर और छोड़कर। लेकिन ऐसे हर हिसाब–किताब के बाद‚एक फिल्मी गीत के शब्द उधार लेकर कहें तो यही सिद्ध हुआ है कि ‘बंदे में था दम’। दम नहीं होता तो उसके जाने के इतने दशकों बाद भी उसके निंदकों को यह हिसाब–किताब अधूरा क्यों लगता और वे उसे निपटाने की इतनी हड़बड़ी में क्यों होतेॽ

प्रकृति के कमजोर मोर्चे पर आपदाओं का सिलसिला

हमारी बेहद अनिश्चित दुनिया में एक निश्चितता यह है कि प्रकृति अब बताने लगी है, बहुत हो गया। हमें परेशान करने में कोरोना वायरस अकेला नहीं है। पिछले एक साल में, एवियन इन्फ्लुएंजा का विषाणु प्रकोप हुआ है, पक्षियों और मुरगों को मारने वाले वायरस सक्रिय हैं। अफ्रीकी स्वाइन इन्फ्लुएंजा, निपा (चमगादड़ से) और जीका (मच्छरों से) का खतरा बना हुआ है। डर यह है कि क्या इनमें से कोई या अन्य जूनोटिक वायरस कोविड-19 से अधिक घातक हो सकता है। हम नहीं जानते, लेकिन हम यह जरूर जानते हैं कि हम प्रकृति के साथ शांतिपूर्वक नहीं रह रहे हैं, विडंबना यह है कि हम यह मानने से भी इनकार करते आ रहे हैं।

वर्ष 2021 भी जलवायु बदलाव से उपजे प्रभावों का वर्ष रहा है। हर साल जब हम बीते हुए समय को याद करते हैं, तो यह साफ होता है कि चरम मौसम की घटनाएं बद से बदतर होती जा रही हैं, और ऐसा हर जगह हो रहा है। यह लिखते समय, मैं मलेशिया और बोलीविया में जल तबाही के दर्दनाक दृश्य देख रही हूं। हर आने वाला साल पिछले साल से अधिक गरम होने लगा है। हर साल उष्णकटिबंधीय चक्रवात अधिक अप्रत्याशित होते जा रहे हैं। मानव जीवन के लिए ये अधिक तीव्र और विनाशकारी होते जा रहे हैं।

भारत में मानसून भी अनिश्चित होता जा रहा है। हमें नहीं पता कि मानसून के आने पर खुशी मनानी चाहिए या रोना चाहिए। ऐसा लगता है कि एक आपदा के खत्म होते ही दूसरी शुरू हो जाती है। हम इन भयावह घटनाओं के इतने आदी हो गए हैं कि ये अब अखबारों में मुख्य पृष्ठ का विषय भी नहीं रहीं। ऐसी घटनाएं अब इतनी बार होती हैं कि लोगों के पास सामना करने का कोई तरीका नहीं है। प्राकृतिक आपदाओं का असर किसी एक फसल पर नहीं, बल्कि सभी फसलों पर पड़ने लगा है। परिवारों को आर्थिक तबाही का सामना करना पड़ रहा है। आजीविका, स्वास्थ्य और संपत्ति को नुकसान पहुंच रहा है। यह ठीक नहीं है, यह तबाही का एक चक्र है, जो नियंत्रण से बाहर होता जा रहा है। यह तो साफ है कि 2021 अच्छी खबरों वाला वर्ष नहीं था। यह हमारी खामियों या कमियों का नतीजा था। यह वह वर्ष था, जिसने हमें आईना दिखा दिया, प्रकृति के साथ काम करने की हमारी अक्षमता खुलकर सामने आ गई।

अब हमारा अगला साल बेहतर होना चाहिए। बेहतरी के लिए काम करना नए साल में हमारा संकल्प होना चाहिए। समय आ गया है कि हम कमी को कमी कहें। हम जो कर रहे हैं, उससे हम कतई आगे नहीं जाएंगे। आने वाले वर्ष में हमें प्रकृति की पुकार सुननी चाहिए। हमें बाधाओं से सीखना चाहिए, लेकिन हम कठिन बदलावों से बचते हैं। जलवायु बदलाव को ही लीजिए। नेट जीरो की जरूरत पर चर्चा करते हुए बहुत समय बर्बाद किया गया है, जबकि देशों के पास यह योजना भी नहीं है कि वे इसे कैसे प्राप्त करेंगे? सुधार की कल्पना इस आधार पर है कि ऐसी प्रौद्योगिकियां सामने आएंगी, जो उत्सर्जन को दूर कर देंगी। एक असुविधाजनक सवाल, जिसके बारे में कोई बात नहीं करना चाहता है कि ये जंगल कहां उगाए जाएंगे? किसकी भूमि पर? क्या पेड़ लगाकर हम उत्सर्जन को आधा भी कम कर पाएंगे?

हम यह नहीं बोलना चाहते कि बाजार कैसे समस्या बनता जा रहा है, जबकि उसे समाधान का हिस्सा होना चाहिए और सार्वजनिक नीति के तहत काम करना चाहिए। आजकल पर्यावरण सुधार की किसी भी कार्रवाई को पटरी से उतारने का एकमात्र प्रयास है कि लोगों का ध्यान वास्तविक मुद्दों से हटा दिया जाए या किसी को दोषी ठहरा दिया जाए। बदलाव का बोझ धूल या किसानों या किसी ऐसे व्यक्ति पर चला जाता है, जो शोर नहीं मचा सकता। हम यह जानते हैं कि प्रकृति के साथ हमारे बिगड़े संबंधों के कारण जूनोटिक रोग बढ़ रहे हैं और हम इसे सिर्फ तभी ठीक कर सकते हैं, जब हम अपनी खाद्य व्यवस्था को फिर से तैयार करेंगे।

वर्ष 2022 में हमें बस यह जानने की जरूरत है कि ये हथकंडे न तो कल काम आए थे और न कल आएंगे। हमने ऐसे जवाबों को खोजने में वक्त गंवाया है, जो मौजूद ही नहीं थे। हमें धरातल पर आने की जरूरत है, नहीं तो समझ लेना चाहिए, प्रकृति हमें याद दिलाती रहेगी कि आने वाला कल बीते हुए कल से भी बुरा होगा।
