Intel Tells The Tale

That Amritpal’s dangerous influence has grown so much is a failure of state, central agencies

The storming of a police station near Amritsar by a radical Sikh outfit demanding the release of their associate from police custody, forcing his release by a court order soon after, is a study in intelligence failure at state and central levels. Amritpal Singh, whose militant followers clashed with police in Punjab’s Ajnala town near Amritsar, is no stranger to central intelligence agencies, nor state police. But police said they did not reckon the attackers would use the Sikh holy book as a shield to break the barricade. No one apparently had an inkling they would brandish swords or nearhijack the thana, although their mobike rally rode a 60-km distance.

That the radicalised 29-year-old has long advocated the demand for Khalistan on Facebook – justifying the renewed desire as a counter to calls for Hindu rashtra – cannot have skipped scrutiny by security agencies. Yet, he preaches free. Vocal on social media since at least 2015, Amritpal made joint appearances on voice-based network Clubhouse with Deep Sidhu, who flirted with the Khalistan idea but died last year days before the Punjab election. Amritpal reportedly never met Sidhu but was seen as a worthy successor to his outfit, also triggering local rivalries. In his own telling, security agencies questioned Amritpal on his return to India from Dubai. That such openly hostile social media accounts should be allowed to run when the Centre is known to demand suspension of accounts for much milder ‘dissent’ – and this is way beyond dissent – begs a review.

The Khalistan bogey has repeatedly reared its head the last few years, particularly loud before elections, but has also been dismissed as fringe activity since the clashes would occur in the UK or Australia. Electioneering also saw politicians trade charges on Khalistan. Amritpal’s swift takeover, upping the ante and successful siege last week is beyond social media swag. It bodes ill for Punjab, the border state in a fragile unsettled peace since the poor handling of sacrilege cases by the state. Plus, there’s the drugs scourge. Now, radicals are bound to be fired up. Therefore, governments and intelligence agencies should act now. Of course, in Punjab anyone claiming to speak for Sikh identity, even if he’s bad news as Amritpal is, has to be handled carefully. But careful handling is not the same as coddling. Intelligence agencies need to be intelligent.

In Defence Of Politics

Parties would have us believe there’s no space for morally committed political endeavour. But people’s movements in today’s India speak of the politics of justice, inclusiveness and equality

Congress politician Jairam Ramesh tried hard to present the Bharat Jodo Yatra (BJY) as an ‘apolitical’ act. Introducing the new Congress move Hath Se Hath Jodo to mobilise voters, Ramesh made a categorical remark that unlike BJY, this new initiative was entirely ‘political’. This is not the first time Congress has made a distinction between moral claim and political acts. During the Delhi assembly election of 2015, the party published a poster captioned ‘Rajniti nahi, kajniti’.

Congress is not the only political party that adheres to this binary of politicsand morality. BJP is equally apprehensive about pure politics. Party brass often criticise the opposition for indulging in what they call vote-bank politics in order to make a claim for virtuous nationalistic resolve.

It is true politics is usually understood as a harmful, interest-oriented and selfish activity. But the unease of our political class with politics underlines a serious crisis of legitimacy. After all,politicians are supposed to wholeheartedly indulge in politics as their core professional duty. The distinction between moral claims and political acts, in this sense, is problematic. Does it mean that politics is completely devoid of ethics?

Centrality of elections

This negative perception of politics is relatively recent. The Gandhi-led national movement introduced a deeply spiritual idea of politics. Gandhi himself defined politics as a kind of moral duty of a satyagrahi. This idealistic imagination of politics is reflected in the constituent assembly debates. That may be the reason why the Preamble of the Constitution envisages politics as a legitimate mechanism to achieve egalitarian social values such asjustice, liberty, equality and fraternity.

Introduction of competitive electoral politics in the 1950s was the first major structural change that affected the established meanings of politics in two significant ways.

Although parties continued to celebrate politics as a moral ideological enterprise, winnability in elections emerged as a practical requirement for political survival. Parties began to use ideology to justify practical manoeuvring and war of positions.

Emergency regime of Indira Gandhi (1975-77) is a good example. Emergency was defended as a moral success to achievenation-building and progress; while the opposition was criticised, even refuted, for being involved in anti-national politics.

The centrality of elections also reconfigured the ‘end and means’ debate in politics. Gandhi’s famous statement that purity of means is always needed to achieve desired end did not work in the domain of election. From ticket distribution basis caste/religion to booth capturing, elections eventually became the most visible expression of power politics.

Constitution as a morality

The 1990s was a watershed moment in this regard. Globalisation of Indian economy directly impacted popular representation of politics. The end of Cold War and the dismantling of the USSR created an environment in which political ideology became relatively less significant. At the same time, a political consensus in favour of market economy began to take shape. In this volatile context, the election-centric meaning of politics was interestingly redefined.

The political class started to recognise the Constitution as the ultimate source of morality. The Constitution was appreciated as an end in itself whilepolitics was seen as a necessary yet imperfect mode to run the system. The Constitution became an ideological document, a ‘holy book’, to legitimise the moral existence of the political class.

This moral adherence to the Constitution is however not seen as inspiration for new standards in public life or to regain ethical values in election-centric politics. Political parties, it seems, want us to believe that politics and the Constitution are two different entities: Constitution is ideal , while politics is real.

AAP, for instance, came into existence with a commitment to establish a new ‘corruption free’ political culture. Its founders wrote a thoughtful party constitution to protect a few moral claims and principles. However, the success of the party in subsequent elections forced AAP establishment to give priority to political compulsions and requirements. At present, AAP does not defend itself as an idealist party; instead, it is very much interested in behaving like a political realist.

This wider acceptance of politics as an unprincipled, dubious, interestoriented activity creates an impression that there is no space for a morally committed political endeavour. This is not true. People’s movements in contemporary India represent a very different kind of politics. These movements raise the issues of caste, class, gender and communalism to make a case for a politics of justice, inclusiveness and equality.

This version of politics draws its inspirations from the Constitution itself. It reminds us that politics is not merely about electoral competitiveness; it is a realm of possibilities, an art to think of the unthinkable and a conviction to achieve what seems to be unachievable.

Settling scores

Khera arrest shows how partisan police action is a serious threat to liberty

The brief arrest of Congress leader and its Media and Publicity Department chairman Pawan Khera, after he was deboarded from a Raipur-bound flight, for an allegedly unsavoury remark against Prime Minister Narendra Modi, is yet another instance of how criminal law can be misused to settle political scores. His lawyers managed to obtain an order from the Supreme Court that ensured his interim bail, but the episode highlights the cavalier use of the power to arrest under political instruction. It is one thing to denounce a comment as offensive or hurtful, but quite another to read into it crimes such as making assertions against national integration, outraging religious sentiments or causing enmity in society. It becomes an egregious misuse of power if police from a distant State travel all the way to effect an unwarranted arrest based on a complaint by someone claiming to be offended. The Assam Police, which had arrested Gujarat legislator Jignesh Mevani in April 2022 for calling Mr. Modi ‘a Godse worshipper’ on Twitter and produced him before an Assam court, tried to repeat the exercise against Mr. Khera, but were thwarted by the Court. It is disconcerting that the police in Bharatiya Janata Party-ruled States tend to act on complaints relating to events that have nothing to do with their jurisdiction, except for the incidental circumstance that it is reported as news in their geography too, as elsewhere.

Unwarranted insinuations against political leaders are not uncommon when party spokespersons talk to the media, and Mr. Khera’s use of ‘Gautamdas’ as the Prime Minister’s middle name may have touched a raw nerve among Mr. Modi’s supporters who saw in it a sly reference to allegations about his proximity to industrialist Gautam Adani. In fact, Mr. Khera had apologised for his comment. The police often tend to register cases for strident and unsavoury remarks made against those in power. However, the need to arrest someone in such cases is questionable. In most instances, as is the case with Mr. Khera, these comments seldom amount to the serious offences mentioned in the FIRs. Malicious or threatening speech may warrant arrest, but strident criticism or tasteless comments alone should not. Multiple FIRs in different jurisdictions and attempts to arrest those involved are part of a playbook common to rulers in many States. Often lost in the controversy is the fact that effecting arrest on charges that attract less than seven years in prison amounts to a flouting of the norms of arrest. Such egregious violations will continue as long as courts of law limit their protection to grant of bail or clubbing of FIRs, instead of hauling up the police officers and bureaucrats involved for their partisan action.

Reducing pain

All constraints on the road to gender equality must end

Many barriers on the road to gender equality have been removed, but many roadblocks remain. Women have fought hard to get to the present when, thanks to higher education and work opportunities, they can dream of balancing work and home, though couple equity is still not a reality for many. The battle for rights related to reproductive health has been a hard-fought one but women have been successful at persuading governments to initiate policy changes to improve their health and well-being. In India, the Maternity Benefit Act that was enacted by Parliament in 1961 has been amended from time to time to give women better benefits; for instance, paid maternity leave has been extended from the earlier 12 weeks to 26 weeks. It is in this context that the Supreme Court of India’s directive to a petitioner to approach the Union Ministry of Women and Child Development to frame a policy on menstrual pain leave has to be seen. Pointing out that there are different “dimensions” to it, a three-judge Bench led by Chief Justice of India D.Y. Chandrachud said the biological process must not become a “disincentive” for employers offering jobs to women. A petition had sought the Court’s direction to States to frame rules for granting menstrual pain leave for students and working women, but there are apprehensions that these could entrench existing stigma and also result in furthering discrimination.

In India, Kerala and Bihar have menstrual pain leave; the food delivery app Zomato has also introduced it. Indonesia, Japan, South Korea, Spain and Zambia have this policy included in labour laws. Many feminists have, however, decried the move, saying it will reinforce negative gender stereotypes. Also in India, there are other problems in need of addressing such as lack of sanitation facilities in school and at the workplace, especially in the informal sector. Between 2010 and 2020 the percentage of working women dropped from 26% to 19%, according to World Bank data. To encourage more women to join the workforce, it is imperative they have access to higher education and more opportunities. Sometimes, girls have to drop out from school simply because there are no toilets. In a world that should strive to become a better place for all, it is the responsibility of the wider society and governments to ensure that no section is left behind. Many countries are trying out four-day work days for a quality life, while others are offering paternity leave so that parenting can be, rightly, equally shared, and also to ensure employers do not see recruiting women as a disadvantage. All constraints on the road to gender equality and equity must be done away with.

आहत होती संसदीय गरिमा

संसद संवैधानिक जनतंत्र का शीर्ष मंच है, लेकिन संसद की प्रतिष्ठा और गरिमा पर संकट है। यह रुझान कांग्रेस के पूर्व अध्यक्ष राहुल गांधी की बीते दिनों लोकसभा में आपत्तिजनक टिप्पणियों से पुन: पुष्ट हुआ। उन्होंने प्रधानमंत्री नरेन्द्र मोदी पर भी अनर्गल आरोप लगाए थे। लोकसभा अध्यक्ष ओम बिरला ने भाषण के आपत्तिजनक और असंसदीय अंश कार्यवाही से निकलवा दिए थे। केंद्रीय मंत्री प्रह्लाद जोशी ने भाषण के आपत्तिजनक अंश निकालने के लिए लोकसभा अध्यक्ष को पत्र लिखा था। भाजपा सांसद निशिकांत दुबे ने सदन के विशेषाधिकार भंग का नोटिस दिया। राहुल गांधी ने नोटिस के उत्तर में स्वयं को सही सिद्ध करने का प्रयास किया, लेकिन इससे भी अधिक दुर्भाग्यपूर्ण बात यह है कि उन्होंने अपने निर्वाचन क्षेत्र के कार्यक्रम में लोकसभा के भाषण के आपत्तिजनक अंशों को निकाले जाने की सार्वजनिक आलोचना भी की है। वह सरकार और अध्यक्ष को ही दोषी ठहरा रहे हैं। अध्यक्ष/सभापति का आसन सर्वोच्च होता है। कार्यसंचालन नियमों के अनुसार अध्यक्ष के विनिश्चय को चुनौती नहीं दी जा सकती। संसदीय नियमावली (नियम 353) के अनुसार सदन में आरोप लगाने से पूर्व अध्यक्ष और संबंधित व्यक्ति को सूचना देना अनिवार्य है। इस मामले में उन्हें अध्यक्ष और पीएम को सूचना देनी चाहिए थी। कांग्रेस के अन्य सांसदों के विरुद्ध भी विशेषाधिकार भंग का नोटिस विचारणीय है। उन पर सदन में अव्यवस्था फैलाने, सदन के ‘वेल’ में आने, नारेबाजी और कार्यवाही में बाधा डालने के आरोप हैं। विपक्षी सांसदों के इस आचरण से संसद की गरिमा को चोट पहुंची है।

सदन की कार्यवाही को विनियमित करना अध्यक्ष का अधिकार है। अध्यक्ष और राज्यसभा के सभापति यही कर रहे हैं। आज कांग्रेस इसकी निंदा कर रही है, लेकिन प्रधानमंत्री राजीव गांधी के समय सरकारी प्रस्ताव के माध्यम से 63 सांसदों का निलंबन हुआ था। तब कांग्रेस ने उसे सही ठहराया था। आज केवल विशेषाधिकार के नोटिस पर ही कांग्रेस पीठासीन अधिकारियों और सरकार पर आक्रामक है। लोकसभा सचिवालय द्वारा प्रकाशित ‘संसदीय पद्धति और प्रक्रिया’ में तत्कालीन प्रधानमंत्री डा. मनमोहन सिंह द्वारा लिखी भूमिका पठनीय है, ‘संसद में अनुशासनहीनता और अव्यवस्था से मर्यादा क्षीण होती है। नागरिकों में लोकतांत्रिक संस्थाओं के प्रति सम्मान का भाव जरूरी है। आवश्यक है कि संसद लोगों की दृष्टि में अधिकाधिक विश्वसनीयता बनाए रखने के लिए व्यवस्थित ढंग से कार्य करे।’ कांग्रेस इससे प्रेरित नहीं होती। संसद में अनुच्छेद 105-1 व 2 के माध्यम से परिपूर्ण वाक् स्वातंत्र्य का अधिकार है, किंतु वाक् स्वातंत्र्य का अर्थ हंगामा या शोर मचाने की स्वतंत्रता नहीं है।

सदन में बोलने की निर्बाध स्वतंत्रता नियमों के अधीन ही राष्ट्रहितैषी है, लेकिन शोर और हंगामे के द्वारा कार्यवाही बाधित करना सदन का अवमान है। वाद-विवाद के दौरान उत्तेजना स्वाभाविक है, लेकिन सदन के भीतर दफ्ती या प्लेकार्ड लाना, शोर मचाना तात्कालिक उत्तेजना का परिणाम नहीं होता। प्लेकार्ड आदि लेकर आना सदन में अव्यवस्था फैलाने की सुविचारित योजना का परिणाम है। ऐसे मामलों में कठोर कार्रवाई का कोई विकल्प नहीं है। सदनों के भीतर व्यवस्था और अनुशासन की चिंता को लेकर पीठासीन अधिकारियों के कई सम्मेलनों में गंभीर विचार हुए हैं। 2001 में लोकसभा नियमावली में एक नया नियम जोड़ा गया था। इस नियम के अनुसार ‘अध्यक्षीय आसन के समक्ष शोर मचाने वाले सदस्य अध्यक्ष द्वारा नाम लेते ही स्वतः निलंबित हो जाते हैं।’ पीठासीन अधिकारी सदाशयता के कारण कड़ी कार्रवाई से बचते हैं, मगर कार्यवाही में बाधा डालना, नारेबाजी, आपत्तिजनक शब्दों का प्रयोग रोकने के लिए यथानियम दंडात्मक कार्रवाई का विकल्प ही क्या है? लोकसभा महासचिव रहे सीके जैन ने ‘आल इंडिया कांफ्रेंस आफ प्रिसाइडिंग आफिसर्स’ पुस्तक में यूरोपीय विद्वान वालटर लिपिमैन को उद्धृत किया है कि, ‘उच्च पदस्थ लोग संस्थाओं के संचालक-प्रशासक मात्र नहीं हैं। वे राष्ट्रीय आदर्शों, विश्वासों-अभिलाषाओं के संरक्षक होते हैं।’ विधायक-सांसद निर्वाचित होने पर साधारण से असाधारण हो जाते हैं। उनका आचरण आमजनों पर प्रभाव डालता है।

संविधान निर्माताओं ने गहन विचार-विमर्श के बाद संसदीय पद्धति अपनाई थी। संसद और विधानमंडल का प्राथमिक कर्तव्य विधि निर्माण, संविधान संशोधन, बजट पारण एवं कार्यपालिका को जवाबदेह बनाना है। संसद में व्यवधान से संसदीय कर्तव्य के निर्वहन में बाधा पैदा होती है। लोकसभा के स्वर्ण जयंती अधिवेशन (1997) में सर्वसम्मत प्रस्ताव पारित हुआ था कि, ‘सभा के कार्य संचालन संबधी पीठासीन अधिकारियों के निर्देशों के अनुपालन द्वारा संसद की प्रतिष्ठा का रक्षण और संवर्धन किया जाए।’ यह संकल्प बेनतीजा ही रहा। सदस्यों के आचरण और व्यवहार को लेकर समय-समय पर चिंता व्यक्त की जाती रही है। इसके लिए लोकसभा और राज्यसभा में आचार समिति का गठन किया गया था। आचार समिति सदस्यों के आचरण पर विचार के लिए सशक्त है।

गत सप्ताह राष्ट्रमंडल संसदीय संघ की गंगटोक में हुई बैठक में ओम बिरला ने विधायी सदनों के गतिरोध पर चिंता व्यक्त करते हुए कहा, ‘2001 में राष्ट्रपति और राज्यपाल के अभिभाषणों पर बाधा न डालने का निश्चय अध्यक्षों, मुख्यमंत्रियों और मुख्य सचेतकों की बैठक में लिया गया था, मगर ऐसा नहीं हो पाया। दलगत राजनीति इस संकल्प पर हावी हो गई है।’ बिरला ने राजनीतिक विमर्श में असंसदीय व्यवहार और अवांछनीय शब्दावली के इस्तेमाल को लोकतंत्र के लिए अशुभ बताते हुए भी यह कहा कि, ‘देश नेताओं की ओर देखता है, वे जो कहते-करते हैं, वह मिसाल बनता है। वे समाज को सकारात्मक संदेश देने वाले होने चाहिए।’ ऐसे में राजनीतिक दलतंत्र को भी जिम्मेदार बनाए जाने की आवश्यकता है। सभी दल अपने कार्यकर्ताओं को संसदीय प्रणाली और आचार व्यवहार का प्रशिक्षण दे सकते हैं। यह समय की मांग है। आदर्श संसदीय गति में ही राष्ट्र की प्रगति है।

बेहतर इस्तेमाल के लिए भूमि क्षरण रोकना जरूरी

इस ‘महीने के आरंभ में पर्यावरण एवं जलवायु स्थिरता पर जी-20 देशों के कार्यशील समूह की बैठक हुई थी। इस बैठक में भूमि क्षरण रोकने को शीर्ष प्राथमिकताओं में शामिल किया गया था। यह विषय भारत के दृष्टिकोण से भी काफी महत्त्वपूर्ण है। भारत में कुल क्षेत्रफल के केवल 2.4 प्रतिशत हिस्से में कृषि कार्य होते हैं मगर यह दुनिया की 18 प्रतिशत आबादी के लिए खाद्यान्न का उत्पादन करता है। मगर इससे भी बड़ी चिंता की बात यह है कि भारत में इस कृषि योग्य भूमि के एक बड़े हिस्से की उत्पादकता एवं फसल को मजबूती देने की क्षमता कुप्रबंधन और अंधाधुंध मानवीय क्रियाकलापों के कारण समाप्त ही चुकी है। यह बड़ी संख्या में किसानों और अपनी आजीविका के लिए वन पर निर्भर लोगों लोगों के लिए शुभ संकेत नहीं है। भारत में प्रति हेक्टेयर कृषि योग्य भूमि की उपलब्धता 1950 में 0.48 लाख हेक्टेयर थी, जो अब कम होकर मात्र 0.16 हेक्टेयर रह गई है | यह 0.29 हेक्टेयर के वैश्विक औसत की तुलना में अत्यधिक कम है।

पिछले दो दशकों के दौरान लगभग सभी राज्यों में भूमि क्षरण बढ़ा है। खासकर, जैव-विविधता से परिपूर्ण मगर पारिस्थितिकी तंत्र के लिहाज से संवेदनशील देश के पूर्वोत्तर भाग में जमीन की गुणवत्ता का सर्वाधिक ह्रास हुआ है। देश के अन्य हिस्सों की बात करें तो मिट्टी एवं जलवायु संबंधी कारणों से राजस्थान में भूमि-क्षरण का खतरा सबसे अधिक रहता है और उसके बाद इस कड़ी में महाराष्ट्र और गुजरात आते हैं। देश में कोई भी राज्य भूमि – क्षरण के खतरे से अछूता नहीं है, बस कारण अलग-अलग हो सकते हैं। भूमि क्षरण के कई कारण हो सकते हैं जिनमें जंगल उजड़ना, भूमि के इस्तेमाल में अविवेकपूर्ण बदलाव, भूमि पर क्षमता से अधिक दबाव, त्रुटिपूर्ण कृषि कार्य, रासायनिक उर्वरकों का बेतहाशा इस्तेमाल, एक सीमा से अधिक जुताई और प्राकृतिक आपदा आदि शामिल है।

आश्चर्य की बात यह है कि हमारे पास इसे लेकर कोई निश्चित आंकड़ा नहीं है कि देश में कितना हिस्सा भूमि क्षरण के कारण प्रभावित हो रहा है। इस संबंध में जो अनुमान लगाए गए हैं वे अलग-अलग हैं और 10 लाख हेक्टेयर से कम से लेकर 30 लाख हेक्टेयर से अधिक के बीच हैं। ये अनुमान जमीन को वर्गीकृत करने के विभिन्न मानदंडों एवं विधियों पर आधारित हैं। यहां तक कि राष्ट्रीय मृदा सर्वेक्षण एवं भूमि नियोजन ब्यूरो और स्पेस ऐप्लिकेशन सेंटर (एसएसी) जैसी प्रतिष्ठित संस्थाओं के अनुमान भी एक दूसरे से भिन्न हैं। राष्ट्रीय मृदा सर्वेक्षण एवं भूमि नियोजन ब्यूरो ने भूमि क्षरण का अनुमान 14.7 करोड़ हेक्टेयर (देश के कुल भौगोलिक क्षेत्र 32.887 करोड़ हेक्टेयर) लगाया है जबकि एसएसी ने यह आंकड़ा 9.64 करोड़ हेक्टेयर (कुल क्षेत्रफल का 29.3 प्रतिशत) रहने की बात कही है। नैशनल रेनफेड एरिया अथॉरिटी ऑफ इंडिया के अनुसार देश में भूमि क्षरण का आंकड़ा 12.1 करोड़ हेक्टेयर है, जो कुल क्षेत्रफल का 36.8 प्रतिशत है। इन तमाम आंकड़ों पर विचार करने के बाद यह माना जा सकता है कि देश की भूमि का करीब एक तिहाई हिस्सा अपनी गुणवत्ता खो चुका है।

अच्छी बात यह है कि देश में सरकारों को इस गंभीर विषय की जानकारी थी और न ही उनमें इस समस्य से निपटने के लिए इच्छाशक्ति की कमी थी। हां, यह प्रश्न अवश्य पूछा जा सकता है कि इस समस्या से निपटने के लिए जो प्रयास उन्होंने किए थे क्या वे काफी थे ? भारत दुनिया के उन 123 देशों में शामिल रहा है जिन्होंने 2030 तक भूमि क्षरण नियंत्रित करने का लक्ष्य तय किया है। इसका आशय यह है कि भूमि की है गुणवत्ता को उस स्तर तक ले जाना है जहा जैव-विविधता बनाए रखने के साथ खाद्य सुरक्षा संबंधी एवं अन्य जरूरतें पूरी होने के साथ ही सामान्य पारिस्थितिकी तंत्र से जुड़ी गतिविधियां सुचारु ढंग से चलती रहे। शुरू में भारत ने भूमि बहाली (लैंड रेस्टोरेशन) 2.1 करोड़ हेक्टेयर रखा था मगर 2029 में आयोजित यूनाइटेड नेशंस कन्वेंशन टू कॉम्बेट डिजर्टीफिकेशन पर 14वें कॉन्फरेंस ऑफ पार्टीज में यह लक्ष्य बढ़ाकर 2.6 करोड़ हेक्टेयर कर दिया था।

हालांकि पारिस्थितिकी तंत्र विशेषज्ञों के अनुसार यह लक्ष्य सरलता से प्राप्त किया जा सकता है मगर उनके अनुसार यह लक्ष्य पर्याप्त नहीं है । वैसे भूमि की गुणवत्ता में सुधार पर केंद्रित कई कार्यक्रम चल रहे हैं और इसके कुछ सकारात्मक परिणाम भी मिल रहे हैं। इंटरनैशनल यूनियन फॉर कन्जर्वेशन ऑफ नेचर की तरफ से जारी एक नवीनतम रिपोर्ट के अनुसार भारत ने 2011-2018 के बीच 98 लाख हेक्टेयर जमीन की गुणवत्ता बहाल करने में कामयाब रहा है। इस तरह सालाना औसत दर 14 लाख हेक्टेयर जमीन रही है। अगर इसे और गति दे दी जाए तो 2030 तक 2.6 करोड़ हेक्टेयर जमीन की गुणवत्ता बहाल करने का लक्ष्य आसानी से हासिल किया जा सकता है।

मगर केवल यह लक्ष्य हासिल करना एक मात्र उद्देश्य नहीं हो सकता। यह लक्ष्य हासिल हो जाता है तब भी जमीन के एक बड़े हिस्से की गुणवत्ता कमजोर ही रहेगी । पुनर्ग्रहीत भूमि की स्थिरता एवं निरंतरता सुनिश्चित किए बिना भूमि बहाली का कार्य पूरा नहीं माना जाएगा। इसके साथ ही मौजूदा सामान्य जमीन के भौतिक, रासायनिक एवं जैविक स्वास्थ्य की रक्षा भी जरूरी है। हालांकि भूमि पुनर्ग्रहण पर आने लागत की तुलना में इसके फायदे को देखते हुए यह कार्य किए जाने योग्य है। वैश्विक अनुभव बताते हैं कि भूमि बहाली के लाभ भूमि पुनर्ग्रहण पर आने वाली लागत और भूमि क्षरण के दुष्परिणामों का 10 गुना तक हो सकते हैं।

एक अनुमान के अनुसार भारत में वर्ष 2014-15 के बीच भूमि क्षरण और भूमि के इस्तेमाल के प्रारूप में बदलाव से 3.17 लाख करोड़ रुपये का आर्थिक नुकसान हुआ है। यह आंकड़ा उस वर्ष के सकल घरेलू उत्पाद (जीडीपी) के 2.5 प्रतिशत के बराबर है। इस तरह, इतने भारी नुकसान से बचने के लिए भूमि सुधार के कार्यों में निवेश करना जरूरी है। हालांकि भूमि क्षरण से उत्पन्न समस्याओं का दीर्घावधि का समाधान खोजने के लिए भूमि की क्षमता के अनुसार उसके वर्गीकरण के आधार पर के एक समझ-बूझ वाली जमीन इस्तेमाल की नीति लागू करना जरूरी है।

युद्ध से आहत विज्ञान

यह युद्ध या संघर्ष के लिए लालायित लोगों के लिए सीखने का समय है। पहले कोरोना महामारी और उसके बाद रूस-यूक्रेन युद्ध, लगभग तीन साल से विज्ञान कुछ ज्यादा ही मुसीबतों से गुजर रहा है। दुनिया में सरकारों ने जिस गति से व्यापार को बहाल किया है, उस गति से विज्ञान के लिए काम नहीं हो पाया है। लगभग हर विज्ञान पत्रिका में शोध अभियानों और प्रयोगशालाओं पर हुए प्रहार संबंधी रिपोर्टें प्रकाशित हो रही हैं। ध्यान रहे, 24 फरवरी, 2022 को रूस ने डोनेत्स्क और लुहांस्क क्षेत्रों के स्वामित्व का दावा करते हुए यूक्रेन के पूर्वी क्षेत्रों पर आक्रमण किया। अब इसमें कोई शक नहीं है कि यह आधुनिक यूरोपीय इतिहास के सबसे बड़े सैन्य संघर्षों में से एक हो गया है। इस युद्ध ने शिक्षा और विज्ञान को सर्वाधिक प्रभावित किया है। यूक्रेन में अनुसंधान से जुड़ी लगभग 27 प्रतिशत इमारतें क्षतिग्रस्त या नष्ट हो गई हैं। इस देश के प्रमुख वैज्ञानिक अनुसंधान केंद्र, जैसे खारकीव इंस्टीट्यूट ऑफ फिजिक्स ऐंड टेक्नोलॉजी या दुनिया का सबसे बड़ा डेकामीटर-वेवलेंथ रेडियो टेलीस्कोप बर्बाद हो चुका है। इतना ही नहीं, यूक्रेन के मानव संसाधन को भी युद्ध में लगाया जा रहा है। वैज्ञानिकों को भी युद्ध संबंधी काम दे दिए गए हैं। रसायन विज्ञान, जीव विज्ञान और दूरसंचार में डिग्री रखने वाले यूक्रेनी युवाओं व अन्य लोगों के लिए सैन्य सेवा लगभग अनिवार्य कर दी गई है।

खुद को बहुत मजबूत समझने वाले हमलावर रूस का भी बुरा हाल है। युद्ध से पहले रूसी वैज्ञानिकों को दुनिया में हाथों-हाथ लिया जाता था, पर युद्ध के बाद पश्चिमी देशों ने रूस का बहिष्कार कर दिया है। रूसी अनुसंधान को बाहर से जो मदद मिल रही थी, वह भी लगभग बंद हो गई है। रूस में भी वैज्ञानिक अनुसंधान में लगे ज्यादातर लोगों को सामरिक सेवाओं के लिए मजबूर होना पड़ा है। यूरोपीय संगठन के तहत सेवा में लगे हजारों रूसी वैज्ञानिक इस साल अपना अनुबंध गंवाने वाले हैं। रूस अगर युद्ध में लगा रहा, तो वह विज्ञान के मोर्चे पर दशकों पिछड़ जाएगा। हालांकि, वह चीन और कुछ अन्य देशों से मदद ले रहा है, पर इतना पर्याप्त नहीं होगा।

एक बड़ा खतरा यूरोप के वैज्ञानिक संस्थानों को भी है। यह बात सर्वज्ञात है कि लगभग आधा यूरोप ऊर्जा के लिए रूस पर निर्भर है। दुनिया के सबसे शक्तिशाली एक्स-रे लेजर का घर बिजली की बढ़ती लागत से जूझ रहा है। यूरोपीय देश ऊर्जा का विकल्प तलाश रहे हैं, लेकिन इसमें कुछ समय लगेगा। पुतिन की हठधर्मिता अगर जारी रहती है, तो यूरोप रूस पर अपनी निर्भरता घटाते जाने को मजबूर होगा और इससे यूरोप ही नहीं, पूरी दुनिया में रूस का महत्व घट जाएगा। रूसी वैज्ञानिकों को दुनिया में कहीं भी सम्मेलनों में शामिल होने से रोका जाने लगा है, इसका एक बड़ा दुष्प्रभाव यह होगा कि योग्य व समर्पित वैज्ञानिक देश छोड़ने के लिए मजबूर हो जाएंगे। अकादमिक पतन के बाद रूस खुद को ब्रेन ड्रेन की नई लहर से बचा नहीं पाएगा। एक थोड़ा सकारात्मक पक्ष भी है, यह यूक्रेन के लिए फायदे की बात है कि उसके लगभग 6,000 वैज्ञानिक दुनिया के दूसरे देशों में शोध सुविधाओं का सर्वोत्तम लाभ उठा रहे हैं। यूक्रेन के वैज्ञानिकों के सहयोग के लिए दुनिया के तमाम संस्थान आगे आए हैं, जिससे यूक्रेन आने वाले समय में ज्यादा मजबूत होकर सामने आएगा। यूक्रेन को युद्ध के लिए ही नहीं, बल्कि वैज्ञानिक विकास के लिए भी आर्थिक मदद मिल रही है। बेहतरी इसी में है कि रूस युद्ध खत्म करने की राह जल्दी निकाले।

सीमा पर बसे लोगों और गांवों को सशक्त बनाने का समय

मैं सीमावर्ती राज्य उत्तराखंड से आता हूं। मैं जब भी उत्तरकाशी, चमोली, पिथौरागढ़ और चंपावत जिलों के सीमावर्ती गांवों में जाता था, तो वहां के पलायन की भयावह तस्वीर देखकर तरह-तरह की आशंकाएं मेरे मन में उत्पन्न होने लगती थीं, क्योंकि चीन की सीमा से सटे कई गांव तो बिल्कुल खाली हो गए थे। जब भी हमारी सीमा के आसपास चीनी सैनिकों की संदिग्ध गतिविधियां होती थीं, तो स्थानीय ग्रामीण ही इसकी जानकारी हमारी सुरक्षा एजेंसियों को देते थे, पर सीमा से सटे हुए गांव के खाली हो जाने की सूरत में सीमा पर अतिक्रमण की आशंकाएं प्रबल होने लगी थीं। कमोबेश यही हाल सीमा से लगे पूर्वोत्तर सहित देश के अन्य राज्यों का भी था। दुर्भाग्य की बात है कि कांग्रेस की सरकारों के समय सीमा का विकास नहीं करना ही नीति बन गई थी। इससे देश को काफी नुकसान हुआ, इसलिए इस दिशा में कंक्रीट प्लान बनाने की जरूरत थी। प्रधानमंत्री नरेंद्र मोदी का ‘वाइब्रेंटविलेज प्रोग्राम’ देश की इसी जरूरत का उत्तर है, जो सीमावर्ती इलाकों के विकास और राष्ट्रीय सुरक्षा को सुदृढ़ करने की दिशा में मील का पत्थर साबित होगा।

पहले जिन इलाकों को सीमाओं का अंत मानकर नजरंदाज किया जाता था, वहीं से प्रधानमंत्री नरेंद्र मोदी ने देश की समृद्धि का आरंभ मानकर काम शुरू किया। उन्होंने पिछले वर्ष अक्तूबर में माणा में कहा था कि उनके लिए सीमा पर बसा हर गांव देश का पहला गांव है। वाइब्रेंट विलेज प्रोग्राम का मुख्य उद्देश्य वास्तविक नियंत्रण रेखा के समीप स्थित गांवों में बुनियादी ढांचे को मजबूत कर आवासीय सुविधाओं को उन्नत बनाना है, ताकि प्रवासन को रोका जा सके। इसमें पानी, बिजली, सड़क, शिक्षा, स्वास्थ्य, संचार जैसी मूलभूत सुविधाओं के विस्तार और आजीविका विकास पर मुख्य रूप से ध्यान केंद्रित किया गया है। सीमांत गांवों में हर घर तक दूरदर्शन और शिक्षा संबंधित चैनलों की सीधी पहुंच भी सुनिश्चित की जाएगी। इससे आने वाले दिनों में चीन, पाकिस्तान, नेपाल, बांग्लादेश, म्यांमार, भूटान की सीमा से सटे गांवों की न सिर्फ तस्वीर बदलेगी, बल्कि वहां से पलायन भी रुक सकेगा।

वाइब्रेंट विलेज प्रोग्राम के कंसेप्टको 2022-23 के बजट में अंगीकार किया गया था। तब इस प्रोग्राम के लिए सीमा सड़क संगठन के बजट में 40 प्रतिशत की वृद्धि करते हुए 3,500 करोड़ रुपये कर दिया गया। इस बार के बजट में भी 43 प्रतिशत की वृद्धि के साथ सीमा सड़क संगठन के बजट को बढ़ाकर 5,000 करोड़ रुपये कर दिया गया है। देश के पांच राज्यों के 2,962 गांवों को इस योजना के तहत विकसित किया जाएगा।

भारत के सीमावर्ती गांव कांग्रेस सरकार की गलत नीतियों के कारण वर्षों से विकास से दूर रहे। इसका फायदा देश के दुश्मनों ने उठाया। न सिर्फ हमारी सीमा तक उनकी पहुंच आसान हो गई, बल्कि अवैध घुसपैठ की समस्या भी खड़ी हो गई। दूसरी ओर, चीन ने भारत से सटे इलाकों में अपना प्रभाव बढ़ाया, अपने बुनियादी ढांचे का तेजी से विकास किया, सैन्य गतिविधियां भी बढ़ाई और भारत की सीमा से सटे अपने इलाके में गांवों को बसाने की भी योजना शुरू की। साल 2018 में संसद की स्थायी समिति ने भी सीमावर्ती इलाकों में निरक्षरता, पिछड़ापन, गरीबी और सुविधाओं की कमी को देखते हुए उनके विकास का सुझाव दिया था। विविधता में एकता के साथ ही ‘एक भारत श्रेष्ठ भारत’ की परिकल्पना को साकार रूप देने के लिए स्नेह मिलन, विलेज टूरिज्म और वाइब्रेंट बॉर्डर टूरिज्म की पहल की गई है। इन कार्यक्रमों से देश की भाषा और संस्कृति का ज्यादा से ज्यादा प्रचार-प्रसार हो सकेगा और एकजुटता को बढ़ावा भी मिलेगा।

प्रधानमंत्री ने वाइब्रेंट विलेज प्रोग्राम को मजबूती देने के लिए पार्टी स्तर पर योजनाएं बनाने का आग्रह किया था। उनके आह्वान पर राष्ट्रीय अध्यक्ष जे पी नड्डा के नेतृत्व में सीमावर्ती गांवों तक पार्टी की पहुंच सुनिश्चित करने और वहां के लोगों से संपर्क स्थापित करने की कई योजनाएं बनीं। नहीं भूलना चाहिए कि सीमा पर बसे लोग देश के अग्रणी और सशक्त प्रहरी हैं। उन्हें पहली बार एहसास हो रहा है कि देश की सरकार उनकी चिंता कर रही है। यही बदलते भारत की कहानी है।
