Indian-Saudi Tango

MBS commits to anti-terror cooperation among other bilateral positives

With Saudi Crown Prince Mohammed bin Salman’s (MBS) visit to India coming on the heels of his visit to Pakistan and the Pulwama terror attack carried out by Pakistan-based terror outfit Jaish-e-Muhammed, one surmises that Prime Minister Narendra Modi pressed upon him strongly India’s concerns on Pakistan as the region’s terror hub. At a time when India is trying to diplomatically isolate Pakistan, MBS offering Islamabad $20 billion in investment was jarring for New Delhi. However, Saudi-Pakistani ties have a history that cannot be wished away. On the other hand, it’s welcome that Riyadh under MBS’s leadership is looking to diversify its strategic engagements and sees New Delhi as a reliable partner.

While one positive from MBS’s visit was that he offered New Delhi intelligence sharing and cooperation, overall he took the relatively anodyne position that terrorism and extremism are common concerns. Meanwhile, Modi emphasised that the two countries had agreed that terrorism would not be supported in any form and that pressure should be brought on countries that back terror. Although there was no mention of Pakistan by the two leaders, this is the closest that the joint statement got to sending a message to Islamabad.

If there’s one country with even more influence in Pakistan than China, it’s Saudi Arabia. And the Saudis do not have an interest in containing India the same way that China has. The best case scenario would be if Riyadh could privately persuade the Pakistanis to give up the terror tool – in which case Riyadh’s refraining from public criticism would yield fruit. In the meantime, bilateral cooperation on other fronts should move apace. It’s welcome that New Delhi and Riyadh inked five agreements during this visit, including MoUs on Saudi investment in the National Investment and Infrastructure Fund, tourism cooperation and broadcasting.

Missing was the deal to set up a refinery in Ratnagiri, Maharashtra. Saudi Aramco and Abu Dhabi National Oil Co together were supposed to have 50% stake in the $44 billion project. However, it has been hit by farmer and political protests, forcing the Maharashtra government to announce a shift in its location. In fact, land acquisition issues continue to stymie several foreign investments. Easing land acquisition and managing it better must be part of India’s economic strategy. The stronger India’s economy is, and the greater the stake other countries have in it, the more will foreign leaders heed India’s concerns.

Scrap The Angel Tax, Don’t Just Dilute It

The government’s reported move to ease the rules on angel tax is welcome, but insufficient to allow free flow of venture capital to startups. Any cap for exemption from angel tax is arbitrary. And instead of frequently tweaking rules to address industry’s concerns, the government should scarp the levy to fuel entrepreneurship. Audit trails are more readily generated today, as compared to 2012, when this tax was introduced to prevent money laundering, when someone invests in unlisted companies to convert black money into white. The thing to do is to improve generation of such audit trails and their followup, not to put hurdles in the path of entrepreneurship, oodles of which India needs to generate jobs for the cohorts entering the workforce every year. Tax authorities can also use the General Anti-Avoidance Rules to check if the investment has been made from tax-compliant sources.Mandating companies to list their beneficial owners would be another significant reform.

The changes now brought about by the government include widening the definition of startups to benefit a larger number of investors and raising the exemption threshold. A company will now be considered a startup for 10 years from the date of incorporation instead of seven, and with a yearly turnover Rs 100 crore against Rs 25 crore earlier. Registered startups will be exempt from tax on funding of up to Rs 25 crore compared with the existing limit of Rs 10 crore.

If the investor is a non-resident Indian or an alternate investment fund or a large listed company, the tax would not apply. These are sound measures, except for the invitation to round-trip investment by routing it through a non-resident. Establishing the identity of those buying shares at inflated prices and receiving loans from the investee companies that are written off has become far easier now, with unique identifiers that include the permanent account number and Aadhaar linked to bank accounts. The need is to build on these, to check money laundering, instead of creating difficulties for all startups.

सऊदी अरब के साथ रिश्तों के केंद्र में रहे कारोबार

भारत को इस मुगालते में कतई नहीं रहना चाहिए कि आतंकवाद के मुद्‌दे पर पाकिस्तान को घेरने में सऊदी अरब उसकी मदद करेगा। सऊदी अरब के प्रिंस मोहम्मद बिन सलमान की चार देशों की यात्रा का यह उद्‌देश्य है भी नहीं। प्रिंस सलमान के लिए इस समय पाकिस्तान के आतंकवाद के विरोध से कहीं ज्यादा अपनी ताजपोशी से पहले पड़ोसी देशों का समर्थन जुटाना है। पाकिस्तान के बाद अपनी दो दिनों की भारत और इसके बाद मलेशिया और इंडोनेशिया की यात्रा से प्रिंस वह समर्थन जरूर हासिल कर लेंगे, जिसकी अमेरिकी पत्रकार जमाल खागोशी की इस्तांबुल के सऊदी दूतावास में हुई हत्या के बाद उनको जरूरत है। इसके लिए वे पाकिस्तान को 20 अरब डॉलर की मदद दे चुके हैं। अब भारत में 100 अरब डॉलर के निवेश पर भी सहमति जता चुके हैं। जहां तक आतंकवाद के विरोध की बात है, प्रिंस ने साफ तौर पर कहा है कि सऊदी अरब भारत ही नहीं, आसपास के सभी देशों के साथ आतंकवाद के खिलाफ काम करेगा। जाहिर है, इसमें पाकिस्तान का साथ देना भी शामिल है। खासकर पाकिस्तान के प्रधानमंत्री इमरान खान के इस बयान के बाद कि वह भी आतंकवाद से पीड़ित है।

हमें यह भी नहीं भूलना चाहिए कि चार दशक पहले जब इस्लाम के सबसे पवित्र स्थल मक्का पर चरमपंथियों ने हमला किया था तब पाकिस्तान के सैनिकों ने ही उनका खात्मा किया था। यह अलग बात है कि भारत और सऊदी अरब के संबंध काफी पुराने और प्रगाढ़ हैं। बीते 70 साल में तो ये दोनों ही देशों के लिए अपरिहार्य से हो गए हैं। हमारे करीब 40 लाख लोग सऊदी अरब में काम करते हैं। हर साल ये अरबों रुपए भारत को भेजते हैं। यह आंकड़ा 2017 में 69 अरब डॉलर का है। यह आंकड़ा उस निवेश से थोड़ा ही कम है जो सऊदी अरब भारत में करेगा। जाहिर है कि हमें उसके साथ नौकरी, कारोबारी और तेल के रिश्तों पर ही फोकस करना चाहिए। इससे हमें बेरोजगारी दूर करने में मदद मिलेगी, जिससे अंततोगत्वा आतंकवाद की ही जड़ कमजोर होगी। वैसे भी बुधवार को दोनों देशाें के बीच जो समझौते हुए हैं, उनमें आतंकवादरोधी, समुद्री सुरक्षा, साइबर सुरक्षा और इंटेलिजेंस रिपोर्ट साझा करने जैसे क्षेत्रों में सहयोग निश्चित तौर पर लाभप्रद होंगे। पाकिस्तान को घेरने और आतंकवाद पर अलग-थलग करने के लिए भारत को फ्रांस, न्यूजीलैंड, अमेरिका जैसे बड़े देशों का समर्थन मिल ही रहा है।

युवा बेरोजगारी का दंश और जनांकिकी लाभांश

युवाओं के रोजगार को देखें तो हमें पता चलता है कि बहुत बड़ी संख्या में लोग स्वरोजगार को अपनाए हुए हैं।

देश इस समय रोजगार के गंभीर संकट से दो चार है। इस समाचार पत्र द्वारा हाल ही में पीरियॉडिक लेबर फोर्स सर्वे यानी पीएलएफएस (2017-18) के हवाले से एक रिपोर्ट प्रकाशित हुई जिसमें बताया गया कि देश में रोजगार का संकट कितना विकराल हो चुका है। प्रच्छन्न बेरोजगारी हमारी अर्थव्यवस्था की विशेषता रही है। करीब 6 फीसदी की बेरोजगारी दर काफी कुछ कहती है। चेतावनी की बात यह है कि उच्च बेरोजगारी काफी हद तक युवाओं यानी 15 से 29 की उम्र के युवाओं की बेरोजगारी से जुड़ी हुई है।

युवाओं में बेरोजगारी की दर ग्रामीण पुरुषों और महिलाओं में क्रमश: 17.4 फीसदी और 13.6 फीसदी रही। शहरी युवाओं में पुरुषों और महिलाओं के लिए यह क्रमश: 18.7 फीसदी और 27.2 फीसदी थी। मोदी सरकार जब सत्ता में आई थी तो इसमें युवाओं को रोजगार देने के वादे और इस पर उन्हें मिले समर्थन की अहम भूमिका रही। ऐसे में सरकार के लिए हालिया आंकड़ों को स्वीकार करना असहज करने वाली बात है। परंतु यह केवल एक चुनावी मुद्दा नहीं है। इसका संबंध देश के गंवाए जाते जनांकिकी लाभ से भी है जबकि ऐसा अवसर किसी देश के समक्ष यदाकदा ही आता है।

किसी भी देश में जब कामगार आबादी की वृद्घि कुल आबादी से तेज होती है तो कहा जाता है कि उसके पास जनांकिकी लाभ का अवसर है। माना जाता है कि इससे आय बढ़ेगी, बचत बढ़ेगी, प्रति कामगार अधिक पूंजी आएगी और एक किस्म का जनांकिकी लाभ अर्जित होगा। फिलहाल भारत दुनिया में सबसे अधिक युवा आबादी वाला देश है। आबादी का 65 फीसदी से अधिक हिस्सा 15 से 59 की उम्र का है। वर्ष 2035-40 तक इस संख्या में इजाफा होने की उम्मीद है। यानी भारत के पास जनांकिकी लाभ लेने का अवसर अन्य किसी देश से अधिक है। अगर हमें इस अवसर का लाभ उठाना है तो हमें अतिरिक्त श्रम शक्ति को उपयोगी रोजगार देने होंगे। परंतु युवा बेरोजगारी की बढ़ती दर इसे निराशाजनक बना रही है।

श्रम ब्यूरो ने 2015-16 में आखिरी बार रोजगार और बेरोजगारी का जो पारिवारिक सर्वे किया था उसके द्वारा जारी आखिरी आंकड़े हमें कहीं अधिक बेहतर विश्लेषण करने की इजाजत देते हैं और इस बात की पुष्टि करते हैं कि युवाओं के बीच बेरोजगारी पिछले काफी समय से बढ़ रही है। मैं 2017-18 के पीएलएफएस और श्रम ब्यूरो के 2015-16 के आंकड़ों की तुलना नहीं करूंगी क्योंकि उनमें घरों के चयन के मानक अलग-अलग थे। परंतु फिर भी श्रम ब्यूरो के सर्वेक्षण से यह संकेत मिलता है कि युवा बेरोजगारी के सामने कठिन चुनौतियां हैं।

वर्ष 2015-16 के सर्वेक्षण में बेरोजगारी की दर 3.7 फीसदी थी जबकि 15 से 29 वर्ष की उम्र के युवाओं के लिए यह दर 10.3 फीसदी थी। श्रम ब्यूरो के सर्वेक्षण के आंकड़े बताते हैं कि 30 से 59 की उम्र के लोगों के लिए रोजगार की दर बमुश्किल 1 फीसदी रह गई। श्रम ब्यूरो के 2015-16 के सर्वेक्षण में शैक्षणिक स्तर के आधार पर बेरोजगारी का विश्लेषण और अधिक परेशान करने वाले नतीजे पेश करता है। श्रम ब्यूरो के सर्वेक्षण के आंकड़े बताते हैं कि शैक्षणिक स्तर के साथ बेरोजगारी दर में इजाफा होता है। स्नातक और स्नातकोत्तर डिग्री वालों में बेरोजगारी की दर तकरीबन 30 फीसदी थी। इससे पता चलता है कि पढ़े लिखे लोगों के लिए अपने कौशल और योग्यता के अनुसार रोजगार हासिल करना कितना मुश्किल काम है।

दूसरी ओर अशिक्षित लोगों के लिए बेरोजगारी दर केवल 2.7 फीसदी रही। यह कमतर आंकड़ा बहुत आश्वस्त नहीं करता। यह केवल इस वजह से है कि अशिक्षित युवा अक्सर लंबे समय तक बेरोजगार रहने की स्थिति में नहीं रह सकते। युवाओं के बीच रोजगार की प्रकृति की बात करें तो स्वरोजगार प्राप्त युवाओं की हिस्सेदारी में भी भारी विसंगति नजर आती है। एकबार फिर 2015-16 के आंकड़े दिखाते हैं कि ये पारिवारिक श्रमिक हैं जिनको किसी प्रकार का भुगतान नहीं किया जाता है। रोजगारशुदा लोगों की अगली बड़ी श्रेणी यदाकदा काम करने वालों की है जो 36.64 फीसदी हैं। नियमित वेतनभोगी कर्मचारियों की हिस्सेदारी 17.13 फीसदी के साथ अपेक्षाकृत कम है जो बताती है कि युवाओं के लिए अच्छे उत्पादक काम कितने कम हैं। इसके अलावा वर्ष 2015-16 में 40 प्रतिशत से अधिक युवा कृषि कार्यों में लगे हुए थे जबकि मात्र 13 फीसदी युवा ही विनिर्माण क्षेत्र में संलग्न थे। शैक्षणिक स्तर में सुधार के बावजूद बड़ी तादाद में युवाओं का कृषि कार्यों में लगे रहना यह बताता है कि गैर कृषि क्षेत्र उनके लिए जरूरत के मुताबिक रोजगार के उपयुक्त अवसर तैयार करने में नाकामी हासिल हुई है।

करियर के उठान पर युवाओं को उनके योग्य रोजगार न मिल पाने से न केवल उनमें हताशा उत्पन्न होती है, बल्कि इसका उनके करियर पर काफी गहरा असर होता है। इतना ही नहीं यह बात भविष्य में उनके बेरोजगार रहने की आशंका को भी काफी मजबूत कर देती है। युवाओं की बेरोजगारी की समस्या से निपटने का कोई जादुई उपाय नहीं है। कई लोग कहते हैं शिक्षा और कौशल विकास क्षेत्र में सुधार करने से बात बन सकती है। इसके अलावा उद्यमिता पर जोर देने और श्रम शक्ति में महिलाओं की भागीदारी बढ़ाने की बात भी कुछ ऐसी ही है। परंतु इन कामों में से कोई भी तभी सफल साबित हो सकती है कि उसका क्रियान्वयन समग्र आर्थिक नीति के संदर्भ में किया जाए ताकि रोजगार की तादाद अधिकतम की जा सके न कि केवल जीडीपी में इजाफा हो।

यकीनी तौर पर यह अपने आप में एक पहेली है कि हमारा देश 7 फीसदी की दर से वृद्घि हासिल कर रहा है लेकिन इसके बावजूद हमारे यहां शिक्षित युवाओं के लिए रोजगार के पर्याप्त अवसर तैयार नहीं हो पा रहे हैं। आने वाले महीनों में राजनीतिक बदलाव संभव है लेकिन यह बात आवश्यक है कि देश में युवाओं की बेरोजगारी के मसले से भलीभांति निपटा जाए। ऐसा नहीं है कि इसकी केवल आर्थिक लागत ही मायने रखती है। युवाओं की बेरोजगारी के सामाजिक प्रभाव बहुत गहरे हो सकते हैं। वर्ष 2011 का अरब उभार हमें यह याद दिलाता है कि मोहभंग की स्थिति वाले बेरोजगार युवाओं की हताशा हमें किस स्थिति में पहुंचा सकती है।

पाकिस्तान को यूएन में हराना जरूरी

जम्मू-कश्मीर के पुलवामा में सीआरपीएफ के काफिले पर हुए हमले के बाद आतंकियों और उनके सरपरस्त पाकिस्तान के खिलाफ सख्त से सख्त कार्रवाई की मांग भारत के हर कोने से उठ रही है। खबर है कि केंद्र सरकार इसके लिए सैन्य कार्रवाई और राजनयिक दूरी बनाने समेत तमाम विकल्पों पर गौर कर रही है। ऐसा ही एक रास्ता पाकिस्तान को अंतरराष्ट्रीय स्तर पर अलग-थलग करने का है, जिसकी तरफ वित्त मंत्री अरुण जेटली ने खुलकर इशारा भी किया है। लेकिन क्या ऐसा संभव है? यदि हां, तो फिर इसकी रूपरेखा क्या होगी?

दक्षिण एशियाई सहयोग संगठन ‘सार्क’ का 19वां सम्मेलन इन सवालों का कुछ हद तक जवाब देता है। साल 2016 में यह सम्मेलन इस्लामाबाद में प्रस्तावित था। मगर तब पाकिस्तान-पोषित आतंकियों ने कश्मीर के ही उरी सेक्टर में आर्मी बेस कैंप पर हमला करके हमारे करीब डेढ़ दर्जन जवानों को शहीद कर दिया था। लिहाजा, भारत ने दक्षेस की उस बैठक में शिरकत करने से इनकार कर दिया। नई दिल्ली को अफगानिस्तान, बांग्लादेश जैसे सदस्य देशों का साथ तो मिला ही, भूटान, श्रीलंका और मालदीव ने भी उस सम्मेलन में न जाने का फैसला किया, जबकि वे पाकिस्तानी सरजमीं पर फल-फूल रहे आतंकवाद से सीधे तौर पर प्रभावित नहीं रहे हैं। नतीजतन, पाकिस्तान को शर्मसार होकर वह सम्मेलन रद्द करना पड़ा। ऐसी ही एक कोशिश 2008 के मुंबई हमले के बाद हुई थी। तब बेशक इस्लामाबाद के सत्ता-प्रतिष्ठानों में बैठे जिम्मेदार लोग उस कत्लेआम की जिम्मेदारी भारत के अतिवादी संगठनों पर डालने की कोशिश कर रहे थे, लेकिन बाद में अंतरराष्ट्रीय दबावों के मद्देनजर पाकिस्तान को लश्कर-ए-तैयबा कमांडर और हमले के मुख्य सरगना जकीउर रहमान लखवी को हिरासत में लेना पड़ा था।

जाहिर है, पहले के ऐसे तमाम प्रयासों में हमें काफी हद तक सफलता मिली है। इस समय भी, पुलवामा हमले के दो दिनों बाद जब अर्जेंटीना के राष्ट्रपति मॉरिसियो मैक्री दिल्ली पहुंचे, तो उन्होंने इस घटना की कड़ी निंदा करते हुए भारत का पूरा साथ देने का भरोसा दिया। उन्होंने न सिर्फ आतंकवाद को वैश्विक शांति का दुश्मन माना, बल्कि दुनिया के सभी देशों को इसके खिलाफ एकजुट होने का आह्वान भी किया। दीगर बात है कि अर्जेंटीना उस जी-20 का भी सदस्य है, जिसके तहत ‘फाइनेंशियल एक्शन टास्क फोर्स’ ने आतंकी फंडिंग करने के कारण पाकिस्तान को अपनी ‘ग्रे-लिस्ट’ में डाल रखा है।
पाकिस्तान को वित्तीय मदद देने वाले बड़े देशों में शामिल सऊदी अरब ने भी पुलवामा हमले के साथ-साथ उस आतंकवाद की पुरजोर निंदा की है, जो इस्लामाबाद के सत्ता व सैन्य प्रतिष्ठानों द्वारा पोषित है। अमेरिका ने बेशक 20 अरब डॉलर से अधिक की इमदाद पाकिस्तान को दी है, लेकिन उसने भी इस हरकत को लेकर इस्लामाबाद की सख्त आलोचना की है। हालांकि चीन का रुख अब तक इस पर साफ नहीं है। उसकी इस लुका-छिपी की कई वजहें हैं। सबसे बड़ा कारण तो यही है कि पाकिस्तान ने अपनी काफी जमीन और बंदरगाह ‘वन बेल्ट वन रोड’ (अब इसे ‘बेल्ट ऐंड रोड इनीशिएटिव’ कहा जाता है) के तहत उसे सौंप रखे हैं। चूंकि दुनिया का सबसे ताकतवर देश बनने की राह में यह परियोजना चीन के लिए काफी अहमियत रखती है, इसलिए वह पाकिस्तान का साथ छोड़ना नहीं चाहता। जैश-ए-मोहम्मद के कमांडर मसूद अजहर को संयुक्त राष्ट्र की वैश्विक आतंकी सूची में डलवाने की नई दिल्ली की कोशिशों को वह इसीलिए विफल करता रहा है।

लेकिन इस बार उसके ऊपर भी दबाव साफ महसूस किया जा रहा है, जिसका बड़ा कारण अफगानिस्तान है। दरअसल, अमेरिकी फौज के काबुल से निकलने के बाद सभी देश वहां अपनी-अपनी संभावनाएं देख रहे हैं। रूस के साथ मिलकर चीन भी वहां अपनी बड़ी भूमिका के सपने संजो रहा है। अब चूंकि अफगानिस्तान का रुख पाकिस्तान को लेकर काफी आलोचनात्मक है, तो बीजिंग के लिए दुविधा की स्थिति बन गई है। हमारे लिए अच्छी बात यह भी है कि ईरान ने भी भारत का साथ देने का भरोसा दिया है। ऐसे में, संभव है कि इस बार पड़ोसी देशों के साथ-साथ उसे आर्थिक सहायता देने वाले बड़े देशों की तरफ से भी उस पर दबाव पडे़। इसका शुरुआती असर तो दिखने भी लगा है। कल जब पाकिस्तानी प्रधानमंत्री इमरान खान पुलवामा पर अपना बयान दे रहे थे, तब उनकी भाषा अपेक्षाकृत संयत तो थी ही, उन्होंने सुबूत देने पर इस हमले की हरसंभव जांच करने की बात भी कही।

ऐसे में, पी 5+1 देश (संयुक्त राष्ट्र सुरक्षा परिषद के पांचों स्थाई देश- चीन, फ्रांस, रूस, ब्रिटेन, अमेरिका और एक अन्य देश जर्मनी) की जिम्मेदारी काफी अहम बन जाती है। देखना होगा कि ये तमाम मुल्क पुलवामा हमले को कैसे देखते हैं? हालांकि इतिहास यही बताता है कि व्यक्तिगत तौर पर तो पाकिस्तान को अलग-थलग करने में हम सफल रहे हैं, लेकिन संयुक्त राष्ट्र सुरक्षा परिषद में चीन के वीटो के कारण इस बाबत कोई प्रस्ताव पास करा पाना हमारे लिए मुश्किल हो जाता है।

बहरहाल, तमाम कूटनीतिक प्रयासों के साथ-साथ हमारी कोशिश कश्मीर में हालात सामान्य बनाने की भी होनी चाहिए। घाटी को लेकर बार-बार बेनकाब होने के बाद भी पाकिस्तान यही दुष्प्रचार करता रहा है कि स्थानीय लड़ाके वहां अशांति पैदा कर रहे हैं। हमें यह कोशिश करनी चाहिए कि पाकिस्तान को ऐसा कुछ कहने का मौका न मिले। कश्मीर के लोगों, खासकर नौजवानों में यदि कहीं कोई अविश्वास है, तो उसे दूर किया ही जाना चाहिए। इसी का फायदा सीमा पार बैठे आतंकी उठाते हैं। फिर, ‘लॉ ऑफ ट्रीटीज’ यही कहता है कि अगर दो देशों के बीच युद्ध जैसे हालात बनते हैं, तो पूर्व के सभी समझौते निरस्त किए जा सकते हैं। अभी पाकिस्तान हमारे खिलाफ छद्म युद्ध में जुटा है, इसलिए भारत अपने तईं हरसंभव कदम उठाने को स्वतंत्र है। ‘सर्वाधिक तरजीही राष्ट्र’ यानी मोस्ट फेवर्ड नेशन का दर्जा केंद्र सरकार ने फिलहाल वापस ले लिया है, मगर उस पर सिंधु जल समझौते को निरस्त करने का जन-दबाव भी काफी ज्यादा है। जाहिर है, हमारी हुकूमत जो भी रास्ता अपनाएगी, वह अनुचित नहीं होगा।

There seems to be much exultation in New Delhi that the visit by Saudi Crown Prince Mohammed bin Salman, or MBS, will lead to further strengthening of Saudi Arabia-Indian ties, a process that had begun with Prime Minister Narendra Modi’s visit to Riyadh in 2016. Some of this jubilation is based on rational calculations regarding Saudi interest in expanding trade and investment in India and collaboration in the energy sector. Saudi Aramco is interested in partnering with the Abu Dhabi National Oil Company in developing an integrated refinery and petrochemicals complex at Ratnagiri in Maharashtra, a $44 billion joint venture with Indian public sector involvement. Saudi Arabia is already one of the three largest suppliers of oil to India.

However, much of the euphoria is based on wishful thinking and vague statements such as Riyadh’s declaration that India is one of eight countries with which it wants to intensify its strategic partnership in various fields. The Indian self-delusion is demonstrated, above all, by the speculation in policy-making circles in New Delhi that the Saudi stance on Kashmir has now changed and its tilt toward Pakistan corrected.

The latter assumption is nothing more than a pipe dream. The Saudi Foreign Minister’s statement in Islamabad during MBS’s visit that Riyadh is committed to “de-escalating” tensions between India and Pakistan over Kashmir must not be read as an endorsement of the Indian stand but as an attempt to intervene in the dispute rather than accept its bilateral nature.

Key reasons

New Delhi should, therefore, not be overly optimistic that growing Saudi-Indian relations in the economic sphere will succeed in prying Riyadh away from Islamabad. There are various reasons that lead to this conclusion. First, Pakistan is far too important to Saudi Arabia for internal security reasons for Riyadh to sacrifice its stake in Islamabad in order to appease New Delhi. The Pakistan Army has more than once acted as the Saudi rulers’ praetorian guard and given the uncertain hold of MBS on his country, despite impressions to the contrary, he may need the services of Pakistani mercenaries in the near future.

Second, Afghanistan has been a point of strategic convergence for Pakistan and Saudi Arabia going back to the 1980s when the Saudis used Pakistan as a conduit for material assistance to the Islamist forces fighting the Soviet Union and its proxy government in Kabul. With U.S. withdrawal from Afghanistan and the consequent expansion of Taliban influence very much on the cards, Pakistan’s strategic value as the Taliban’s patron has grown exponentially. Saudi Arabia is interested in curbing Iranian influence in Afghanistan and needs Pakistan to contain Tehran’s ability to influence events in that country after the American withdrawal through its Tajik and Hazara allies.

The Iran angle

Iran is Saudi Arabia’s chief adversary in West Asia. The Saudi-Iranian rivalry is being played out across the region, from Syria to Yemen. Riyadh perceives Pakistan as a major asset it can use to check the spread of Iranian influence despite the Nawaz Sharif government’s refusal to commit Pakistani troops in the Yemen war on behalf of the Saudi-led alliance. It sees Pakistan Prime Minister Imran Khan and Pakistan Army chief General Qamar Javed Bajwa as more amenable to Saudi persuasion. Pakistan on its part perceives MBS as a valuable interlocutor on its behalf with the U.S. because of his excellent rapport with U.S. President Donald Trump. Islamabad deems this essential in light of the recent strains in U.S.-Pakistani relations over Pakistan’s support to terrorist groups targeting U.S. forces in Afghanistan that led to stern rebukes from Mr. Trump and suspension of American military aid to Pakistan.

Moreover, Pakistan’s relations with Iran, never easy, have hit a new low following the recent terrorist attack in the Sistan-Baluchistan Province that killed 27 Revolutionary Guards. Supreme Leader Ayatollah Khamenei pointed the finger at “the spying agencies of some regional and trans-regional countries”, an obvious reference to Pakistan and the U.S. The commander of the IRGC said, “The government of Pakistan must pay the price of harbouring these terrorist groups and this price will undoubtedly be very high.”

As Pakistan’s relations with Iran deteriorate, it is likely to move further into the Saudi orbit. Increasing Sunni fundamentalism, bordering on Wahhabism, in Pakistan also makes it a natural ideological ally of Saudi Arabia and an ideological foe of Shia Iran.

Aid bailout

Saudi economic largesse matters greatly to Pakistan, which is in dire economic straits and has been forced to turn to the International Monetary Fund (IMF) for loans that are bound to come with strict conditionalities. Over and above the $6 billion already promised by Saudi Arabia, MBS has promised a further $20 billion in Saudi investment in Pakistan. A large part is earmarked for investment in the construction of an oil refinery in Gwadar on the Makran coast, which is being developed as a strategic port by China and features prominently in the China-Pakistan Economic Corridor (CPEC) plan.

In the context of this strategic and economic nexus between Saudi Arabia and Pakistan, it will be unwise for New Delhi to seriously believe that it will be able to wean Saudi Arabia away from Pakistan. India should take advantage of any benefit that accrues from India’s economic relations with Saudi Arabia but should not pin much hope on Riyadh in the political-strategic sphere.
