Water Commission’s Case For Water Rates

The water economy needs sustained policy attention and follow-through. With 17% of the world’s population but only 4% of its fresh water resources, we in India clearly need to rationalise water usage both in agriculture and industry, with transparent governance and attendant institutional mechanisms. It is timely that the Central Water Commission (CWC) has put out a paper on pricing of water for agriculture, proposing methodology and principles. A uniform formula for the whole country would have no practical value.

As per the Constitution, water is a state subject, and state governments tend to levy water charges on a crop-area basis, and the rates are unrevised for years, often decades, contributing to water wastage, and thwarting of muchneeded resources for maintenance of irrigation infrastructure. The fact is that water usage for our major crops is about 2-4 times that in other major farming nations.

The CWC paper notes that the 14th Finance Commission has recommended full volumetric measurement of irrigation water supply nationally. It adds that water charges need to be proportionately higher for water-intensive crops, vary by season, duly take into account reliability of supply and factor in equity considerations (read: farm size) as well. The latter surcharge would not yield significant amounts, the paper avers; we need to disincentivise water usage, by researching better seed varieties, for example.

India’s ultimate irrigation potential is estimated at 140 million hectares and today our infrastructure from myriad major, medium and minor irrigation projects including groundwater schemes covers well over 81% of that target. Unrealistic water rates prevent proper utilisation or preservation of the assets that have been created.

रूसी कम्युनिज्म के सबक

आज से सौ बरस पहले 1917 में लगभग इन्हीं दिनों रूस में सत्ता पर कब्जे की शुरुआत से ठीक पहले रूसी कम्युनिस्ट चिंतक-नेता लेनिन ने ‘राज्य और क्रांति’ नामक पुस्तक लिखी थी। इसमें दावा किया गया था कि कम्युनिस्टों की सत्ता पहले दिन से ही दमन त्याग शुरू कर देगी, क्योंकि दमन की जरूरत तो पूंजीवादी राज्यसत्ता को रहती है, लेकिन ठीक उलटा घटित हुआ। सत्ता लेते ही लेनिन ने क्रूर हिंसा और बर्बर संहार की तकनीक का उपयोग किया। इसीलिए जल्द ही उनकी पार्टी और राज्य मशीनरी अपराधियों, बदमाशों से भर गई, क्योंकि वही लोग पाशविक हिंसा कर सकते थे और उसके बिना लेनिन की पार्टी सत्ता में टिक नहीं सकती थी। रूस में 1917-21 के बीच चला गृह-युद्ध मूलत: यही था। सारे वास्तविक, संदिग्ध और संभावित विरोधियों का समूल संहार करके भी अगले छह-सात दशक तक रूस में तानाशाही, हिंसा और जबरदस्ती के बल पर ही कम्युनिस्ट शासन चल सका। वह पूरा इतिहास और मानसिकता समझने के लिए महान रूसी लेखक सोल्झेनित्सिन का ऐतिहासिक ग्रंथ ‘गुलाग आर्किपेलाग’ पढ़ना अनिवार्य है। इसमें रूसी कम्युनिज्म की भयावह सचाई का एक प्रमाणिक आकलन है।

सत्ताधारी कम्युनिस्टों की हिंसा उसी जरूरत और उसी भावना से चीन, वियतनाम, कंबोडिया, पूर्वी यूरोप, आदि हर कहीं चली। इसने कुल मिलाकर दसियों करोड़ अपने ही निरीह देशवासियों को खत्म किया। इसी के साथ वह सिद्धांत भी खत्म हो गया जिसे माक्र्सवाद-लेनिनवाद कहा गया था। ‘वर्ग-हीन’ और ‘शोषण-विहीन समतावादी समाज’ के दावे कम्युनिस्ट शासनों में चिंदी-चिंदी होकर नष्ट हो गए। बाद में जिसे कम्युनिस्ट देशों की ‘नौकरशाही’ कहकर विफलता का दोष मढ़ने की कोशिश की गई वह वस्तुत: एक नया शासक वर्ग था। विशेषाधिकार,अतुलनीय सुविधाएं और निरंकुश ताकत दिए बिना कोई कम्युनिस्ट राज्य एक दिन भी सत्ता में नहीं रह सकता था। यह सब समानता के सिद्धांत का क्रूर मजाक साबित हुआ। जिन देशों में लोकतांत्रिक तरीके से कम्युनिस्ट शासन और समाज बनाने की कोशिश हुई वे भी विफल रहे। जैसे चिली और निकारागुआ। आर्थिक-तकनीकी क्षेत्र में समाजवादी सत्ताएं अक्षम साबित हुईं। सफलता में लाभ या विफलता में हानि के वैयक्तिक कारकों का लोप होने से कर्मियों, व्यवस्थापकों में दक्षता, प्रेरणा का तत्व कमजोर हो गया। यानी जो कारण पूंजीवादी देशों में सरकारी क्षेत्र के उद्योगों, सेवाओं के पिछड़ने के हैं वही और भी बड़े पैमाने पर समाजवादी देशों के पिछड़ने के थे।

कृषि क्षेत्र में मार्क्सवादी-लेनिनवादी प्रयोगों ने और भी ज्यादा विध्वंस किया। किसानों से जमीन छीन कर सामूहिकीकरण और नौकरशाही संचालन से अभूतपूर्व अकाल पड़े। रूस, चीन, कोरिया, कंबोडिया, इथियोपिया आदि देशों में करोडों-करोड़लोग भूख से मर गए और इसकी जानकारी भी दुनिया को दशकों बाद मिली। इस प्रकार जमीन के निजी स्वामित्व वाली किसानी को खत्म करके ‘कम्युनिस्ट स्वामित्व’ में उत्पादन कई गुणा बढ़ाने की कल्पना उलटी साबित हुई। वह तो रूस की विशाल प्राकृतिक संपदा थी, जिसके बल पर रूस के साथ-साथ पूर्वी यूरोप की भी ‘समाजवादी उन्नति’ का झूठा चित्र दो-तीन दशकों तक दिखाया जाता रहा, लेकिन जैसा सन 1986-90 की घटनाओं ने दिखाया, रूसी सहारा हटते ही पूर्वी यूरोप की सत्ताएं ताश के महल की तरह ढह गईं।

सच यह है कि मार्क्सवाद-लेनिनवाद की सारी बुनियादी कल्पनाएं रूस, चीन या किसी भी कम्युनिस्ट सत्ताधारी देश में आरंभ में ही ध्वस्त हो चुकी थीं। बाद में भी हिंसा और प्रपंच के बावजूद सभी प्रयोग निष्फल साबित होते रहे। सामाजिक, सांस्कृतिक क्षेत्र में भी कम्युनिस्ट देशों में ‘पूंजी की गुलामी’ से मुक्त होकर ‘स्वतंत्र मनुष्य’ बनने के बदले मनुष्य मूक जानवरों-सी अवस्था में पहुंच गया। एक ऐसी व्यवस्था में जहां राज्य-शासन एक मात्र रोजगारदाता था वहां अंध-आज्ञापालन के सिवा जीने का ही कोई अवसर न था। इसीलिए कई कम्युनिस्टों ने भी शुरू में ही देख लिया था कि घोर-गुलामी की व्यवस्था बनने जा रही है। रूस में 1917-18 में ही कम्युनिस्ट लेखक मैक्सिम गोर्की ने अपने तमाम लेखों में यह क्षोभ व्यक्त किया था। ट्रॉट्स्की, रोजा लक्जमबर्ग आदि अन्य विवेकशील कम्युनिस्टों ने भी यही आशंका व्यक्त की थी। सभी सत्य साबित हुए। अर्थतंत्र, शिक्षा, विचार, दर्शन और संस्कृति की दरिद्रता इसके उदाहरण हैं। आलोचनाओं का उत्तर देना, स्वयं को सुधारना, विदेशी साहित्य का अध्ययन, सांस्कृतिक आदान-प्रदान चला सकना, आदि में सभी कम्युनिस्ट देश एक जैसे भीरू और नकारा साबित हुए। अपने उद्योग, व्यापार और समाज के बारे में झूठे आंकड़े, विवरण और दूसरे देशों के बारे में दुष्प्रचार के सिवा उनकी साहित्यिक, सांस्कृतिक, बौद्धिक क्षमता कभी कुछ न दे सकी।

रूसी कम्युनिज्म के पूरे सात दशकों में एक भी माक्र्सवादी साहित्यिक, दार्शनिक, सामाजिक पुस्तक या विद्वान नहीं, जिसे आज भी मूल्यवान कहा जाता हो। इसके विपरीत यूरोप, अमेरिका और संपूर्ण पूंजीवादी जगत में इसी दौरान तकनीक ही नहीं, साहित्यिक, बौद्धिक अवदानों के एक से एक स्तंभ खड़े हुए जिनकी गिनती तक कठिन है। अंतरराष्ट्रीय परिदृश्य में भी ‘दुनिया के मजदूरों एक हो’ का नारा कभी स्वीकृत न हुआ। पहले विश्व-युद्ध से लेकर शीत-युद्ध और शांति काल में भी किसी जनता ने अपने देश, भाषा, धर्म, संस्कृति को परे कर ‘वर्गीय’ यानी कम्युनिस्ट एकता बनाने, दिखाने में कोई रुचि नहीं ली। यहां तक कि कम्युनिस्ट देशों की पार्टियों तक ने मौका मिलते ही अपनी स्वतंत्र हस्ती दिखाने में संकोच न किया। रूस या चीन के साथ दूसरे देशों के कम्युनिस्टों की एकता स्वैच्छिक नहीं थी। यह फिनलैंड, हंगरी, चेकोस्लोवाकिया, पोलैंड, चीन, युगोस्लाविया और वियतनाम के कम्युनिस्टों ने बार-बार दिखाया। पश्चिमी यूरोप की कम्युनिस्ट पार्टियों ने भी यही दर्शाया। इसीलिए सामाजिक, राजनीतिक, आर्थिक और अंतरराष्ट्रीय क्षेत्रों में माक्र्सवादी-लेनिनवादी कल्पनाएं पूरी तरह बार-बार विफल हुईं। तभी आज रूस में विविध समस्याओं के बावजूद लोगों में पुरानी कम्युनिस्ट सत्ता के लिए कोई अफसोस नहीं है। यदि कुछ है तो यही कि नवंबर 1917 के कम्युनिस्ट तख्तापलट के कारण रूस न केवल पिछड़ गया, बल्कि उसकी ऐसी बेहिसाब आर्थिक, राजनीतिक, बौद्धिक, सांस्कृतिक दुर्गति हुई कि वह आज तक सीधा नहीं हो सका। एक तरह से रूसी कम्युनिज्म का मूल सबक यही है कि किस प्रकार सामाजिक परिवर्तन कभी नहीं करना चाहिए।

It takes a village

How to fix accountability in school education

For some time now, accountability has become the buzzword in school education.Everyone seems to have suggestions about “fixing” education by holding teachers accountable for student test scores. But we should ask ourselves whether test scores are the only way to assess how well education systems are performing; whether teachers are the only ones to blame for low-performing systems; and whether ‘blame’ itself is the right approach at all.

UNESCO’s new Global Education Monitoring Report 2017/18 is a comprehensive and nuanced look at the role of accountability in global education systems in the effort to achieve the vision of the UN Sustainable Development Goal (SDG) 4: to ensure inclusive and quality education for all, and to promote lifelong learning.The report points out that providing universal quality education depends not on the performance of teachers alone, but is the shared responsibility of several stakeholders: governments, schools, teachers, parents, the media and civil society, international organisations, and the private sector. It does indeed take an entire village.

Teachers, doing a complex and difficult job against many odds, are only one rung in the complex chain that makes up the education system. Hence it is both unfair and short-sighted to turn every discussion of the performance of education systems into a blame game and fix responsibility only on teachers, disproportionately, for poor test scores and absenteeism. Using poor test scores to punish teachers is a bad idea for many reasons, including the risk that it might result in teachers simply teaching ‘to the test’. Teaching to the test is never a good way forward for any education system: examination scores by themselves are an inadequate way of assessing the complex process of teaching and learning. Not only does an exclusive focus on test scores have the risk of leaving weaker students behind, it also leaves academically better-performing students with a narrow understanding of what education is all about.

Don’t blame teachers

As for teacher absence, very often the reasons for this are beyond the teachers’ own control. It is unfair to hold them responsible for factors that are not in their hands. For example, nearly half of teacher absenteeism in Indonesia in one year was due to excused time for study, during which substitutes should have been provided.

In this context one recalls an important study of teacher absenteeism in 619 schools across six States carried out by the Azim Premji Foundation. It found that while the overall percentage of teachers not in school was 18.5%, most of these were either out of school on other official duty, or on bonafide leave. Actual teacher absenteeism because of teachers’ truancy was 2.5%.

If the larger problem is of teacher shortages, perhaps it is time to talk of accountability with a constructive focus on the role of each stakeholder in the education system.
