 At the root of all lynchings

Vigilantes don’t expect to be punished, victims don’t expect to get justice

Pehlu Khan, a Muslim, was lynched by Hindu criminals, professing to be cow vigilantes. The incident fills one with grief and anger. Around the same time, Farook, a Muslim atheist in Coimbatore, was lynched by Muslim criminals, claiming to be true believers.

Search deeper and you will find the case of a Hindu doctor lynched by a mainly Muslim mob, over a cricket dispute. Hindu rail passengers lynched a Muslim youth, in what began as a dispute over seats. A Dalit man was beaten brutally and nearly killed by a Muslim mob because his son fell in love with a Muslim girl. There was a case of tribal vigilantes, lynching both Hindus and Muslims because they suspected them of being child traffickers. And this is only in the recent past.

All these cases are horrifying. And all of them reveal patterns. But sadly, many in the public debate space only find patterns which validate their biases. Therefore, many leftists cherry-pick cases where the criminals are Hindu upper castes, and the victims Muslims or Dalits; and then build a narrative of recent Hindu majoritarianism ripping India apart. Events involving cows get particular attention; with a byline that Hindus value cows more than humans.The right-wing likes to pick cases where the criminals are Muslim, and the victims can be anyone else (Hindu upper castes, Hindu Dalits, Muslim atheists, etc), and then build a narrative of Muslims being inherently violent. Some have even given a communal colour to the horrific Delhi gang rape case, since the victim was Hindu, all the rapists caught and punished with the death penalty were Hindu, but the juvenile who got away was a Muslim.

Interestingly, when both Hindus and Muslims are victims, the events are usually ignored. When other animals, besides cows, are involved (lynchings happen over goats as well; crimes involving animals form a significant portion of property crimes in rural India), it does not excite interest.Some may refuse to buy the biased left-wing and right-wing narratives and prefer to examine the lynching data in India with an open mind. They may not want to use these terrible incidents to score political or conversational points. They may actually want these lynchings to stop. What should they do?The answer is obvious. Mob violence and vigilantism happens because the criminals expect to get away with it. Many victims don’t complain because they don’t expect justice to be done. And this happens because our criminal justice system is horribly inefficient.

According to government data, there are more than three crore cases pending in our judicial system. Justice VV Rao of Andhra Pradesh high court had said that at the normal rate of dispersal, it will take 320 years to clear the backlog in our courts! India is amongst the 10 worst countries in the world in terms of the percentage of undertrials as a proportion of total prisoners.It was naively believed that a few high-profile convictions would lead to a tipping point. For example, the Jessica Lal case was supposed to suddenly put the fear of the law into the powerful. While justice was done in the Jessica Lal case, did things change at a systemic level? More than a decade later, we must admit the obvious: Nothing has changed. Many unfortunate people, who can’t possibly be tracked by TV studios in Mumbai and Delhi, continue to suffer systemic apathy.

This situation has led to the corruption of our society. Why do the disempowered vote for criminals and strongmen? Because they know that they will not get justice in a gummed up judicial system. So, the practical thing to do is to elect a strongman from your community and expect him/her to use political power to protect you.Why are encounters tolerated by our society? For the State to take away life without due process is a moral corruption that is not worthy of a civilised society. But encounters have been occurring in India since the 1960s, when efforts were made to control the Chambal valley dacoits. Thousands of criminals, and perhaps many innocents, have lost their lives.Yet, many encounter cops are celebrated in blockbuster films. Why? Because the common Indian sees this as a pragmatic way to maintain order, especially when crime or terrorism reaches unbearable limits. Encounters are only opposed, selectively, when it suits someone’s political agenda.The only long-term solution is a clean-up of the criminal justice system. Police reforms (as ordered by the Supreme Court in 2006) must be implemented to give the force autonomy from political interference, better-trained and more manpower, and modern weapons.

We must invest in more competent prosecutor systems, which ensure that police investigation is converted into proper charge sheets and professional arguments in court which lead to convictions. We desperately need more judges. Court records must be digitised (we can use reCaptcha techniques here) and court procedures computerised, so that the time wastage of witnesses, lawyers and judges is reduced. Date delays must be stopped. Judges should stop wasting time on frivolous PILs.I know that arguing, even fighting, for these reforms, does not make for an exciting TV debate or a grandstanding op-ed. But if you actually want mob violence and lynchings to stop, this is perhaps the only way to ensure it

नई विश्व व्यवस्था

जी 20 समूह के देशों के नेताओं की इस सप्ताहांत जर्मनी के हैम्बर्ग शहर में बैठक हुई। हालांकि इसमें भी कूटनयिक स्तर की बातचीत का वही पुराना माहौल देखने को मिला लेकिन साथ ही एक नई और अस्वाभाविक विश्व व्यवस्था उभरती नजर आई। मोटे तौर पर विभिन्न नेता अपने घोषित रुख पर टिके रहे। ब्रिटेन की प्रधानमंत्री टरीजा मे ब्रेक्सिट के बाद के व्यापार समझौतों के बारे में बात करती दिखीं तो चीन के राष्ट्राध्यक्ष शी चिनफिंग अपने देश की बड़ी कंपनियों द्वारा दुनिया भर में स्टील की डंपिंग के लिए की जा रही आलोचना से बचने की कवायद में नजर आए। प्रधानमंत्री नरेंद्र मोदी ने इस संभावना पर ध्यान केंद्रित किया कि तकनीकी बदलाव खासतौर पर डिजिटल युग में हो रहे बदलाव संचार, कौशल और रोजगार के लिए क्या कुछ ला सकते हैं। शायद सबसे अधिक घरेलू ध्यान जी 20 बैठक से इतर होने वाली द्विपक्षीय चर्चाओं पर केंद्रित था। प्रधानमंत्री कार्यालय ने कहा कि टरीजा मे के साथ बातचीत में ‘आर्थिक अपराधियों की वापसी’ को लेकर चर्चा हुई। यह शब्द शायद राजनीतिक रूप से संवेदनशील विजय माल्या मामले के लिए इस्तेमाल हुआ जो लंदन के उपनगरीय इलाके में महीनों से रह रहे हैं। हालांकि शी चिनफिंग और मोदी के बीच कोई औपचारिक द्विपक्षीय बैठक नहीं होनी थी लेकिन फिर भी दोनों नेताओं की बातचीत करती तस्वीर सामने आने से शायद उस तनाव में कुछ राहत मिले जो भारतीय और चीनी सैनिकों के बीच सिक्किम सीमा के बीच उपजा है। दोनों नेताओं ने अपने-अपने भाषण में एक दूसरे का जिक्र किया।
परंतु इस शिखर बैठक से एक संदेश ऐसा भी उभरा जिस पर पूरी दुनिया का ध्यान रहा। वह था डॉनल्ड ट्रंप के नेतृत्व वाले अमेरिका का अलग-थलग पड़ जाना। ट्रंप ने कुछ ही महीने पहले अमेरिका को नाटकीय ढंग से जलवायु परिवर्तन संबंधी पेरिस समझौते से अलग कर लिया था। उन्होंने यह सोच कमोबेश उजागर ही कर दी कि उनका निर्वाचन शेष विश्व के साथ समझौते करने के लिए नहीं हुआ है। रूसी राष्ट्रपति व्लादीमिर पुतिन के साथ उनकी बातचीत में सद्भाव झलका, उनके बीच सीरिया में युद्घविराम को लेकर भी चर्चा हुई। परंतु इसके बावजूद ट्रंप ने खुद को बड़े नेताओं के समर्थन से विरत पाया। हैम्बर्ग में जो घोषणापत्र जारी किया गया, वह भी काफी कुछ कहता है, ‘हम अमेरिका के पेरिस समझौते से अलग होने के निर्णय को ध्यान में रख रहे हैं।’ इतना ही नहीं, घोषणापत्र में आगे कहा गया, ‘जी 20 के अन्य सदस्य देशों के नेताओं का कहना है कि पेरिस समझौते में बदलाव संभव नहीं है।’ यहां तक कि ट्रंप के साथ गया प्रतिनिधिमंडल घोषणापत्र में ‘ध्यान देना’ शब्द तक को नहीं बदलवा पाया। न ही ऐसा कुछ कहलवा पाया कि समूह जलवायु परिवर्तन पर अमेरिका के नए रुख को स्वीकार करता है। हां, वह यह कहलवाने में अवश्य कामयाब रहा कि विभिन्न देशों को अपेक्षाकृत स्वच्छ जीवाश्म ईंधन इस्तेमाल करना चाहिए। बहरहाल, यह भी भारत के लिए कोई बुरी खबर नहीं है क्योंकि हमारे यहां कई ऐसे ताप बिजलीघर हैं जिनको उन्नत बनाने की आवश्यकता है। इनको  उन्नत करके हम कार्बन उत्सर्जन में कमी लाने की राष्ट्रीय प्रतिबद्घता निभा पाएंगे। पूरी दुनिया संरक्षणवाद और जलवायु परिवर्तन के मोर्चे पर दो खतरों से लड़ रही है और इसमें अमेरिका की नई हैसियत कुछ खास नहीं है। बल्कि इसे असहज करने वाली स्थिति कहा जा सकता है। अमेरिका ने बहुत लंबे समय तक इन मामलों मे नेतृत्व किया है। ऐसे में ट्रंप के कदमों को परेशान करने वाला ही कहा जा सकता है। इसके बावजूद जी 20 बैठक ने बताया कि दुनिया अमेरिकी नेतृत्व के बिना भी बखूबी चल सकती है। नई विश्व व्यवस्था ऐसी ही होनी भी चाहिए।

 तनाव बढ़ाने पर आमादा चीन

जर्मनी में प्रधानमंत्री नरेंद्र मोदी और चीन के राष्ट्रपति शी चिनफिंग में छोटी सी मुलाकात दोनों देशों के बीच सीमा पर जारी तनाव के बीच हुई।

जर्मनी के हैम्बर्ग में जी-20 शिखर सम्मेलन और ब्रिक्स देशों की बैठक के दौरान प्रधानमंत्री नरेंद्र मोदी और चीन के राष्ट्रपति शी चिनफिंग में छोटी सी मुलाकात दोनों देशों के बीच सीमा पर जारी तनाव के बीच हुई। चीन ने पहले इस मुलाकात की संभावना से इन्कार किया था, लेकिन जब यह संक्षिप्त मुलाकात हुई तो यह माना गया कि दोनों देशों के बीच बातचीत का कोई रास्ता निकल आएगा, लेकिन शायद ऐसा नहीं हुआ। चीन के तीखे तेवर बरकरार हैं। उसने भारत में रह रहे अपने नागरिकों के लिए चेतावनी जारी कर यह जताने की कोशिश की कि उनके लिए खतरा बढ़ गया है। यह पूरी तौर पर गैर जरूरी चेतावनी है और इससे यही पता चलता है कि चीन तनाव बढ़ाना चाहता है। चीन और भारत के बीच बढ़ते तनाव के चलते कुछ विशेषज्ञ क्षेत्रीय शांति के लिए खतरा जताने लगे हैं। यह अस्वाभाविक नहीं। चीन की हठधर्मिता अक्सर ऐसे हालात उत्पन्न करती रही है कि उसका प्रभाव केवल भारत पर ही नहीं, बल्कि पूरे विश्व की शांति पर पड़ा है। भारत और चीन का सीमा विवाद अंग्रेजों के जमाने से चला आ रहा है। चाहे वह अरुणाचल या सिक्किम की सीमा से जुड़ा विवाद हो या फिर कश्मीर से लगती सीमाओं से। इसके पहले सीमा पर दोनों देशों के सैनिकों के बीच जब-जब टकराव की स्थिति बनी, दोनों ही देश देर-सबेर बातचीत के लिए आगे आए, लेकिन इस बार भूटान के डोकलाम इलाके में जो तनाव उत्पन्न हुआ वह कई मायनों में अस्वाभाविक है। डोकलाम भारत के लिए सामरिक दृष्टि से बेहद महत्वपूर्ण इलाका है। यह उस स्थान पर है जहां से सिलिगुड़ी कॉरीडोर बेहद पास है। यह वह कॉरीडोर है जो पूर्वोत्तर को शेष भारत से जोड़ता है। अगर चीन भूटान के डोकलाम इलाके में अपनी सड़क बना लेता है तो यह भारत के लिए सामरिक दृष्टि से ठीक नहीं होगा। भारत का मानना है कि इस कॉरिडोर के इतने नजदीक सड़क बनने से अगर कभी चीन से युद्ध की नौबत आई तो भारत की सुरक्षा के लिए गंभीर खतरा पैदा हो जाएगा।
चीन डोकलाम को अपना क्षेत्र मानता है, जबकि यह विवादित इलाका है। अपनी मनमानी के चलते चीन भूटान की संप्रभुता का सम्मान करने के लिए तैयार नहीं। भूटान ने जब डोकलाम में चीन के अतिक्रमण का विरोध किया और भारत से मदद मांगी तो भारतीय सेना ने तत्परता के साथ वहां जाकर चीनी सैनिकों को रोका। चार हफ्ते पहले की इस घटना के बाद से चीनी मीडिया की ओर से भड़काऊ बयान दिए जा रहे हैं। चीन में मीडिया पर सरकारी नियंत्रण है। इसका मतलब है कि उसकी आवाज सरकार की ही आवाज है। चीनीमीडिया की ओर से भारत को 1962 के युद्ध की याद दिलाई गई। इस पर जब रक्षामंत्री अरुण जेटली ने यह कहा कि 1962 का दौर बीत चुका है तो चीन ने एक बार फिर भड़काऊ बयान दिया कि वह भी 1962 से बहुत आगे आ चुका है। इस बयान से चीन के आक्रामक रुख की नई सिरे से पुष्टि हुई। चीनी मीडिया की ओर से यह भी कहा गया कि भारतीय सेनाओं को खदेड़ दिया जाएगा और सिक्किम में अलगाव को हवा दी जाएगी। यह उल्लेखनीय है कि चीन की तमाम आक्रामकता के बाद भारत भी यह ठाने हुए है कि वह पीछे नहीं हटेगा।भूटान का चीन के साथ कोई राजनयिक संबंध नहीं है। उसने भारत के साथ यह समझौता किया हुआ है कि उसकी विदेश नीति भारत के हिसाब से चलेगी और वह अपनी सीमाओं को सुरक्षित रखने के लिए भारतीय सेना की मदद लेता रहेगा। राजनीतिक और कूटनीतिक तौर पर भारत के लिए भूटान की मदद करना आवश्यक है। वह भूटान को दिए गए वचन से पीछे नहीं हट सकता। मोदी सरकार ने पहले दिन से उन देशों के साथ करीबी रिश्ते बनाने की पहल की है जिनकी सीमाएं चीन से लगती हैं। भूटान भारत का निकट सहयोगी है। भारत के लिए भूटान की अहमियत इससे समझी जा सकती है कि मोदी ने बतौर पीएम सबसे पहले इसी देश की यात्रा की थी। भारत के लिए यह जरूरी है कि वह भूटान की हर तरह से मदद करे-खासकर चीनी अतिक्रमण के खिलाफ। मोदी सरकार के सामने एक चुनौती यह भी है कि उसे चीन के मामले में भाजपा के रुख के मुताबिक कदम उठाने हैं। 1962 के युद्ध में भारत की जो हार हुई थी उसके लिए भाजपा नेहरू सरकार की रणनीतिक गलतियों को दोषी ठहराती रही है, विशेषकर सैन्य क्षमता का सही तरह इस्तेमाल न कर पाने को और चीन पर जरूरत से ज्यादा भरोसा करने को। मोदी सरकार के लिए यह राजनीतिक रूप से आसान नहीं कि वह सीमा पर चीनी अतिक्रमण के बावजूद अपने सैनिकों को वापस बुला ले। उसके लिए यह समझना आवश्यक है कि चीन चाहता क्या है और उसका रुख इतना आक्रामक क्यों है?
चीन की आक्रामकता की एक बड़ी वजह वन बेल्ट वन रोड की उसकी महत्वाकांक्षी परियोजना का भारत द्वारा विरोध करना माना जा रहा है। लगता है कि भारत के विरोध से वह खिसियाया हुआ है और इसी खिसियाहट में डोकलाम से अपने सैनिकों को वापस बुलाने के बजाय उल्टे-सीधे बयान देकर भारत की परेशानी बढ़ाने में जुटा है। यह तो स्पष्ट ही है कि चीन को भारत की अमेरिका से बढ़ती नजदीकी रास नहीं आ रही है। अमेरिका चीन को उत्तर कोरिया के साथ उसके संबंधों को लेकर जिस तरह घेर रहा है उससे वह अलग-थलग पड़ रहा है। दक्षिण चीन सागर के मामले में भी भारत का रुख अमेरिका और अन्य देशों के निकट है। चीन को इससे परेशानी है कि दक्षिण चीन सागर पर भारत उसके मनमाने रुख का हिमायती नहीं। भारत इसकी अनदेखी नहीं कर सकता कि चीन उसे तंग करने के लिए पाकिस्तान की यह जानते हुए भी मदद कर रहा है कि वह आतंकवाद को पोषित करने वाला देश है। यह दुर्भाग्यपूर्ण है कि चीन दो ऐसे देशों का खुलकर साथ दे रहा है जो विश्व शांति के लिए गंभीर खतरा बन गए हैं।

चीन के रुख से ऐसा प्रतीत होता है कि वह किसी न किसी तरह भारत को छोटे-मोटे युद्ध में उलझाना चाहता है। ऐसे में भारत को देखना होगा कि सीमा पर तनाव की स्थिति किसी भी सूरत में युद्ध में न तब्दील हो। दोनों देश परमाणु शक्ति संपन्न हैं और उनके बीच छोटा-मोटा टकराव भी एक बड़े युद्ध का रूप ले सकता है। नि:संदेह इसके लिए भारत के साथ चीन को भी सतर्क रहना चाहिए। उसे अपने अड़ियल और आक्रामक रुख पर विचार करना होगा। वह हर समय पड़ोसी देशों के साथ आक्रामकता नहीं दिखा सकता। उसे यह पता होना चाहिए कि यदि उसने अपनी आर्थिक और सैन्य शक्ति का मनमाना इस्तेमाल किया तो विश्व स्तर पर उसकी साख और अधिक खतरे में पड़ेगी। जब भारत संयम बरत रहा है तब फिर चीन को यह समझ आए तो बेहतर कि उसे अपने प्रभाव का इस्तेमाल विश्व में शांति स्थापित करने के लिए करना चाहिए, न कि तनाव बढ़ाने के लिए।

 डिजिटल मीडिया का सच

भारतीय लोकतंत्र की व्यापक परिधि में आज भी वह परिपक्वता नहीं है, जो किसी स्वस्थ समाज और लोक कल्याणकारी राज्य के लिए आवश्यक है। समाज में गरीबी, कम शिक्षा दर, सांप्रदायिक सोच, जातीय उन्माद, जेंडरगत कुंठा, व्यक्तिगत स्वार्थपरता और पूंजी के शातिराना खेल ने जिस परिवेश को बढ़ाया है, उसमें लोकतांत्रिक मूल्यों का लगातार क्षरण हो रहा है। जबकि देश में मीडिया के प्रति विश्वसनीयता की लंबी परंपरा रही है। मीडिया में संक्रमण एक वैश्विक चिंता है। विश्व के सबसे बड़े और परिपक्व अमेरिकी लोकतंत्र के हाल के राष्ट्राध्यक्ष के चुनाव में वहां के मीडिया घरानों का अपने-अपने उम्मीदवारों के प्रति खुलेआम समर्थन वहां के प्रतिष्ठित चिंतक चाम्स्की के ‘प्रचार-तंत्र’ से आगे की चिंता है, जिसे देखना दरअसल मीडिया की तटस्थ भूमिका के आकांक्षियों को परेशान करने वाला होना चाहिए। बल्कि इससे पहले पश्चिमी मीडिया की निष्पक्षता तो इराक में अमेरिकी हमलों के कवरेज में बेनकाब हो चुकी है। अगर पश्चिमी मीडिया और भारतीय परिप्रेक्ष्य की तुलना की जाय, तो यह अंतर जरूर करना पड़ेगा कि वहां शिक्षा का स्तर ऊंचा है और मीडिया द्वारा परोसे गए तथ्यों को जनता में आद्यंत सच स्वीकार करने की प्रवृत्ति कम है, जबकि भारत में एक बहुत बड़ा हिस्सा है, जो मीडिया में छपे हुए को शत प्रतिशत सच और दिखाए हुए को शत प्रतिशत विश्वसनीय मानता है।

मुख्यधारा मीडिया के विचलन और संक्रमण के बीच डिजिटल मीडिया को नई उम्मीद से देखा गया है। सूचनाओं के बिना पहरेदारी के प्रसार और रचनात्मकता को पहचान देना इसकी अद्वितीय शक्ति रही है। वैकल्पिक मीडिया के रूप में इसने अपनी उपयोगिता सिद्ध भी की है और आज भी रही-सही उम्मीद इसी से है, लेकिन इन सबके बावजूद वर्तमान में डिजिटल मीडिया की उपस्थिति पर विचार करने की आवश्यकता है। बिना किसी निगरानी तंत्र के इसकी परिधि में अनेक ऐसे शातिर तत्त्व सक्रिय हैं, जो देश के इतिहास और भूगोल से खेल रहे हैं और समाज की साझी विरासत और प्रतीकों को मुंह चिढ़ा रहे हैं। पाठ, आॅडियो, वीडियो और तस्वीरों को तोड़-मरोड़ कर अपने एजेंडे के तहत पेश करने की प्रवृत्ति को लोकतंत्र के इस ‘पांचवें स्तंभ’ ने खूब सहारा दिया है। इस संदर्भ में सबसे चिंताजनक यह है कि ऐसे तत्त्वों को हतोत्साहित करने के बजाय पढ़े-लिखे लोग भी लगातार प्रोत्साहित कर रहे हैं, कभी अज्ञानतावश तो कभी अपने राजनीतिक उद्देश्यों के तहत। ऐसे में घृणा, दुष्प्रचार और कुंठित मानसिकता को स्वर के लिए आवश्यक ऊर्जा किसी फोटो या वीडियो को संपादित करने वाले सॉफ्टवेयर से मिनटों में मिल जा रही है। डिजिटल मीडिया के नियंताओं को ऐसी चीजों से कोई फर्क नहीं पड़ता, बल्कि उनके लिए सबसे फायदेमंद है कि उनके ऐसे प्लेटफॉर्म पर कुछ भी हो, सक्रियता बनी रहे। ऐसे में यह जिम्मेदारी जनता की है कि वह इन विष-व्यापी सामग्रियों को स्वीकार करे या रोके।

देश में एक तबका आज सोशल मीडिया के प्रयोग-बाहुल्य का शिकार है, जो कई प्रसंगों में नशा की तरह है। इसका दुष्प्रभाव यह है कि संबंधित व्यक्ति अकेलेपन के कारण अवसाद और निराशा का शिकार हो रहा है। इसी क्रम में सामाजिक स्तर पर हम हिंसा और जघन्य अपराधों के प्रति भी उदार या निर्विकार होते जा रहे हैं और इसका सबसे भयानक पक्ष यह है कि आज जब पूरी भीड़ किसी समूह के रूप में एक व्यक्ति को प्राणांतक प्रताड़ित कर रही है, तो भी वहां उपस्थित लोग सिर्फ मूक दर्शक बने रह रहे हैं। आज लोग दुर्घटना की सिर्फ वीडियो बनाते पाए जाते हैं। डिजिटल मीडिया ने समाचारों के कलेवर को नए सिरे से प्रभावित करना शुरू किया है। इसमें दुखद यह है कि अपने आरंभ के कुछ ही वर्षों में बहुसंख्य समाचार वेबसाइटों में वह विकार आ चुका है, जो टेलीविजन में टीआरपी के कारण पहले से मौजूद था। इस प्रकरण में समाचार वेबसाइटों का समाज के प्रति बर्ताव महज उत्पाद और उपभोक्ता का हो चुका है, जिसने भाषाई संरचना को प्रभावित करना भी शुरू कर दिया है। यही कारण है कि किसी समाचार का शीर्षक अपने अंतर्गत निहित सामग्री का प्रतिनिधि नहीं, बल्कि एक उलझाऊ वाक्य या पदबंध होता जा रहा है, जो पाठकों को क्लिक करने को विवश करे। इसमें समाचार-लेखन के पारंपरिक नियम भी बदल रहे हैं। इस क्रम में सूचनाओं के तीव्र प्रसार और अधिकाधिक पाठकों तक पहुंचने के लक्ष्य के लिए अधकचरी सूचनाओं की भरमार सामने आ रही है। इसमें किसी सूचना को अपने अनुसार परोस कर किसी का मान-मर्दन से लेकर किसी मुद्दे को भड़काने तक का काम इन वेबसाइटों के मॉडरेटर सिर्फ इसलिए कर रहे हैं कि उनकी हिट संख्या बढ़ जाए।

देश-समाज में निहित समाचारों से परत हटे यह तो ठीक है, लेकिन इस क्रम में किसी बड़ी घटना या व्यक्तित्व के प्रति झूठ या तथ्यों को छिपा कर एक लोकप्रिय किस्म के सच को परोसने का काम ही प्राय: वेबसाइटों का प्राथमिक कर्म बनता जा रहा है। इसमें देश-विदेश के प्रभावशाली लोगों के ट्विटर, फेसबुक आदि खातों से गलत सूचनाओं तक को बिना किसी पड़ताल के धड़ल्ले से संदर्भित किया जा रहा है। गौरतलब है कि ऐसे समाचारों को एक बार सार्वजनिक होने के बाद वापस लेना संभव नहीं होता। क्योंकि इसका प्रसार इतनी तेजी से होता है कि एक सर्वर से लेकर दूसरे प्लेटफॉर्म तक साझा किया जाता है और मूल स्रोत से समाचार वापस लेने की कड़ी बीच में समाप्त हो जाती है। इस बीच संबंधित समाचार अपने मिथ्या-प्रचार के उद्देश्य को पूरा कर लेता है और वर्तमान तकनीकी ढांचे में उसके प्रति जिम्मेदार व्यक्ति आसानी से पकड़ में भी नहीं आ पाता।

वर्तमान मीडिया मुख्यालय केंद्रित होती जा रही है, जिसमें किसी समाचार के स्रोत-स्थल का परीक्षण और विश्लेषण लगातार कम होता जा रहा है। सूचनाओं का स्रोत ट्विटर, फेसबुक, यू-ट्यूब, इन्स्टाग्राम और वाट्स-ऐप जैसे प्रमुख सोशल नेटवर्क होने लगे हैं, जबकि इनमें पहले से ही मनमानी सूचनाओं का अंबार है और इस तरह मुख्यधारा मीडिया के बड़े हिस्से में इन्हीं सोशल नेटवर्क की पहुंच बढ़ती जा रही है। यहां ईमानदार समाचार-प्रतिष्ठानों को विश्लेषण करना चाहिए कि देश की जनसंख्या में ऐसे कितने लोग हैं, जो सोशल नेटवर्क में मौजूद हैं? अगर इससे वंचित आबादी की संख्या अधिक है, तो उनके दुख-दर्द के प्रति मीडिया की कोई जिम्मेदारी नहीं बनती? क्या कोई दूरस्थ समाज सिर्फ इसलिए इस मीडिया का अंग नहीं बन पाएगा कि उसके पास सोशल नेटवर्क के लिए आवश्यक साधन नहीं हैं?

सत्य का कोई समय और काल नहीं होना चाहिए। ‘आभासी सत्य’ से परे एक ‘आत्यंतिक सत्य’ होता है, जिसको खोजना किसी जिम्मेदार मीडिया की प्राथमिकता होनी चाहिए। इससे परे आज का मीडिया एक भीड़तंत्र को विकसित करने में व्यस्त है, जो किसी स्वस्थ समाज और लोकतंत्र के लिए अत्यंत घातक है। मीडिया को अपने अनुरूप गढ़ना सत्ता की पुरानी महत्त्वाकांक्षा है, लेकिन मीडिया द्वारा पूरी तरह समर्पण प्राय: आधुनिक प्रचलन है। इसमें डिजिटल मीडिया का शामिल होना किसी युद्ध में अंतिम हथियार को खो देने जैसा है। इस पूरे प्रकरण में जन-माध्यमों में फैली विकृतियों के प्रति एक सजग समाज आगे नहीं आएगा, तो खतरा पूरे समाज पर बढ़ेगा।

 Redraw the lines for better planning

The Smart Cities Mission calls for appropriate local spatial development plans

Cities in India are governed by multiple organisations and authorities which have their own jurisdictions; thus Indian cities are characterised by multiple boundaries. The governing authorities in a city include urban local bodies (ULB) with the primary functions of service delivery, planning for socio-economic development and regulation of development. This results in their subdivision into different wards. Large cities also have development authorities, urban development authorities or improvement trusts responsible for planning and development that divide cities into various planning zones. Line departments, that is sector-specific organisations, deal with the provision of services in their respective sectors — the water supply agency has its own supply zones. Sewage disposal is also done based on various zones. The organisations responsible for safety and security delineate another set of zones. None of these zones is coterminus, generating a ‘maze of boundaries’. Since planning aims at achieving a shared vision, the different spatial entities of the city formed by non-coterminus boundaries deter effective planning and good governance. This is exemplified in the case of Delhi, for example.India’s capital, the National Capital Territory of Delhi (NCT) bordered by Haryana, Rajasthan and Uttar Pradesh covers an area of 1,484 sq.km and has a population of 16.7 million as per Census 2011. Being a megacity, urban planning for promoting and streamlining development has always been a national priority. However, a close look at multiple governing bodies and their zones of jurisdiction reveals significant issues.

 A maze in Delhi

Until 2012, Delhi was governed by three municipal corporations — the Municipal Corporation of Delhi (MCD), the New Delhi Municipal Council (NDMC) and the Delhi Cantonment Board. The area under the MCD was further sub-divided into 12 zones. In 2012, the MCD area was divided into three municipal corporations — the North Delhi Municipal Corporation, the South Delhi Municipal Corporation and the East Delhi Municipal Corporation. Thus the NCT is governed by five bodies. In 2012, the administrative boundaries were reformed to include two more districts — South East and Shahdara — to form 11 districts. The Master Plan for Delhi, 2021, notified in 2007 and formulated by the Delhi Development Authority (DDA), identifies 15 planning zones.

The Delhi Jal Board, the authority responsible for water and sewage management within the jurisdiction of the NCT, has delineated 11 zones. The Delhi Police looks after the safety and security of 13 districts. The Delhi Traffic Police has divided the NCT into 11 districts, which are subdivided into 53 traffic circles. The multiple boundaries of jurisdictions of all these governing bodies and their spatial non-alignment and non-coherence further reinstates the argument of a ‘maze of boundaries’.Such a multiplicity of authorities is a problem in other metropolitan cities too; a minimum organisational set-up was suggested to bring these multiple agencies on a common platform to determine a metropolitan-wide strategy for planning and implementation. Since the planned development of Mumbai was deterred by a multiplicity of authorities such as the Brihanmumbai Municipal Corporation. the Mumbai Metropolitan Region Development Authority, the Maharashtra Industrial Development Corporation, the City and Industrial Development Corporation of Maharashtra Ltd and the Maharashtra Housing & Area Development Authority, a single planning authority was suggested.

 The Singapore model

In this context, it is instructive to look at urban development abroad and learn from best practices. Singapore, with its planning boundaries and smart urban development, is a good example. The urban planning boundaries of Singapore were first delineated by the Urban Redevelopment Authority (URA) in the 1991 Concept Plan. It comprised 55 planning areas organised into five planning regions, namely, the central, west, north, north-east and east regions.The 2014 master plan retains the five planning regions and 55 areas which are further divided into smaller subzones. The fact to be noted is that since the implementation of these boundaries, other departments have also adopted them for their administrative purposes. The Statistics Department of Singapore published the 2000 census based on these planning area boundaries — earlier, electoral boundaries were used. Subsequently, further studies were based on these boundaries as seen in the 2010 census and 2015 household survey. Similarly, the Singapore Police Force constituted the jurisdiction of its neighbourhood police centres based on these planning regions, which replaced the then existing seven land divisions. As for the administrative and electoral divisions, in 2001, the earlier nine districts were replaced with five districts corresponding to the urban planning regions of the URA. Each district was then further divided into town councils and electoral constituencies, which continues as of now, evident from the divisions of the 2015 election. The unified boundaries of the various forces in planning and coordinated efforts have contributed to the planned and smart urban development of Singapore.

In India, the Smart Cities Mission, an initiative meant to drive economic growth and improve the quality of life of people, calls for appropriate local spatial development plans. However, a multiplicity of boundaries is a deterrent for proper planning efforts and good governance. The existing maze of boundaries needs to be revamped for more coherent and integrated planning and governance.
