Maldives prez Muizzu is sticking to his guns and says no Indian troops will be allowed in his country even in civvies after the May 10 deadline. His snarling follows Maldives inking a defence cooperation agreement with China earlier this week. But India has already begun replacing its military personnel with technicians. So, Muizzu needs to chill. And someone needs to tell him: he’s taking a risky bet with China.
China’s black hand | If Muizzu thinks his newfound pal China has his back, he should think again. He only needs to look at the mess the Chinese helped create in Sri Lanka. For years the Rajapaksas took easy Chinese money for white elephant projects. But it all came crashing down. Lankans got mad as an economic crisis hit them. Rajapaksas were booted out of office.
Not a friend in need | Beijing’s modus operandi has spread across geographies. In Zambia, billions of dollars of Chinese loans for infra projects drained the country’s forex reserves. But when Zambia sounded the alarm, China turned the screws by insisting on confidentiality and barring it from disclosing terms of its loans. Meanwhile, Chinese CPEC loans to Pakistan have done nothing for that basket case economy. Islamabad continues to struggle under a mountain range of debt. And it’s IMF, not China, that Pakistan is looking to for succour.
Beijing’s subversive tools | Add to this China’s growing range of interference operations. Beijing’s United Front Work Department could infiltrate Maldivian institutions. Muizzu should know that he got elected because of free elections in Maldives. But he is hobnobbing with a revisionist power that has nothing but scorn for democracies. China is a bully – just ask Taiwan or countries in South China Sea. Muizzu must ask himself: is he selling his country to the dragon?
Our Not So Obvious Disease, Obesity

Popular imagination, even in India itself, has it that unhealthy Indians suffer overwhelmingly from underand malnutrition. The visual trope for this is thin, emasculated people. But even as undernutrition in India very much lingers, that a growing number of Indians suffer from obesity gets underplayed. According to a recent Lancet study, globally, more than 1 bn people — 1 in 8 persons — live with obesity today. Obesity among adults has more than doubled since 1990, and quadrupled among children and adolescents (5-19 years). And India hasn’t bucked this trend.
For India, there is the ‘double burden’ of malnutrition and obesity. Also, there is the high burden of non-communicable diseases like heart disease and diabetes, which obesity fuels. It would be a mistake to think that obesity is a disease of the urban rich. From 1990 to 2022, numbers have grown from 3.5 mn to 70 mn. With households becoming more affluent, there is a rise in consumption of processed foods high in fats, salts and sugar. Household Consumption Expenditure Survey 2022-23 shows that rural households now spend nearly as much, relatively, as their urban equivalents on beverages and processed foods. A sedentary lifestyle adds to the malaise.
Tackling obesity and malnutrition requires increasing consumption of fruit, veggies and pulses, and increasing physical activity. GoI must regulate harmful marketing of F&B (especially those targeted at children), implement nutrition labelling, shape fiscal and pricing policies to promote healthy diets, and raise public awareness on benefits of eating healthy and exercising. As the economy of a country improves, so does health of its citizens. Conversely, improving health of citizens leads to a more productive workforce.
A Judge’s entry into politics
Former Calcutta HC Judge joins BJP, triggering questions about his judgments

Election season in West Bengal usually triggers a series of defections and politicians adept at gauging the political weather make little hesitation in switching sides. However, something unusual occurred this election season in the State on March 5, when hours after resigning as a Judge of Calcutta High Court, Abhijit Gangopadhyay announced his plans to join the Bharatiya Janata Party (BJP).
The 61-year-old former Judge also made little qualms about eagerly awaiting a ticket from the BJP in the upcoming Lok Sabha polls. “I was in touch with the BJP and the BJP was in touch with me,” the former Judge said.
This remark provided enough reasons for the Trinamool Congress leadership to question whether the orders that Mr. Gangopadhyay delivered as a Judge were free from political bias. The State’s ruling party which has suffered several setbacks in a series of orders delivered by the former Judge, has sought review of all the orders.
The orders delivered by Mr. Gangopadhyay not only had far-reaching implications as far as the fate of thousands of job aspirants and teachers and non-teaching staff of the State was concerned, but they also dominated the political discourse in West Bengal since 2021.
The former judge had directed investigation by the Central Bureau of Investigation (CBI) on at least 14 occasions in cases relating to the school and municipal recruitment scam in West Bengal. Multiple FIRs were filed by agencies based on these orders and the investigation came as a major setback to the Trinamool Congress in its third term. Ministers, MLAs, and leaders of ruling parties were arrested, hordes of cash were seized and the commission in charge of requirements made to publish details of how examinations were manipulated and OMR (optical mark reader) sheets were forged to deprive deserving candidates.
What has surprised people of the State more than this sudden decision is the scathing political remarks made by someone who stood in judgment of the corruption in the recruitment system of West Bengal for the past several years. Mr. Gangopadhyay said that he could not join the party because he was a “proud Hindu” and chose to stay away from the Congress party as it was a party of a “single family”. “Trinamool is not a political party. It is a jatra (rural theatre) party. The act they are performing in Maa, Maati, Manus,” he said making scathing references to Trinamool general secretary Abhishek Banerjee.
During his eventful and controversial career, the former Judge who was appointed as Additional Judge in May 2018 and elevated as a permanent Judge of the High Court in July 2020, had on a number of occasions ruffled feathers with the bar.
On January 27, 2024, the Supreme Court of India had to intervene after Mr. Gangopadhyay made allegations against a senior Judge at Calcutta High Court in his order accusing him of ‘misconduct’ and harbouring political bias in favour of the State’s ruling dispensation. Earlier on April 28, 2023, the court stayed his order to place before him, by midnight, documents based on which the Supreme Court had earlier in the day reassigned a case to itself.
By severing ties with the judiciary five months before his superannuation, Mr. Gangopadhyay has now opened himself to the attacks of his political opponents who will not stop at criticising him but will raise questions on his judgments. This development may have some bearing on the functioning of the judiciary and will set a wrong precedent since Judges have been considered immune to public criticism. The critics of Mr. Gangopadhyay are frequently referring to a remark by former Union Minister Late Arun Jaitley where the BJP leader had said “Pre-retirement judgments are influenced by post-retirement jobs”.
Questions are also being raised as to the timing of Mr. Gangopadhyay’s resignation particularly when the BJP is busy selecting candidates for the upcoming Lok Sabha polls in West Bengal.
Mr. Gangopadhyay said that he wanted to contribute to the people of the State using a ‘larger platform’ than the judiciary which had its limitations. The people of West Bengal are curious to see whether he would continue his fight against corruption in his second innings as a politician or whether he is only trying to use the political winds before the Lok Sabha elections to his own advantage.
भारत-चीन संबंधों में नई कड़वाहट की वजहें

माल्टा का ध्वज लगाकर चीनी परमाणु आयुध सामग्री ले जा रहे एक जहाज को भारतीय सुरक्षा एजेंसियों ने मुंबई पोर्ट पर रोक लिया। खुफिया जानकारी थी कि यह ‘दोहरी इस्तेमाल’ सामग्री अघोषित तौर पर छद्म नाम व दस्तावेज के जरिए पाकिस्तान भेजी जा रही थी। इसका प्रयोग पाकिस्तान परमाणु कार्यक्रमों के लिए करने की आशंका है। उधर ताइवान के विदेश मंत्री द्वारा भारत में दिए गए एक मीडिया इंटरव्यू पर आपत्ति जताते हुए चीन ने कहा है कि भारतीय मीडिया चीन की संप्रभुता के खिलाफ दी जाने वाली आवाजों के लिए माध्यम न बने। उसका दावा है कि ताइवान, संप्रभु चीन का अभिन्न हिस्सा है। प्रतिक्रिया में ताइवान ने कहा कि ताइवान चीन की कठपुतली नहीं है। दरअसल भारत से नाराजगी के पीछे अन्य कई वजहें भी हैं। चीन के हालिया अमेरिका विरोधी प्रयासों को लेकर वॉशिंगटन ने चीन के खिलाफ एक आर्थिक अभियान शुरू किया है, जिसमें सबसे खास है सेमी-कंडक्टर चिप्स के निर्माण को ताइवान और भारत शिफ्ट करना। साथ ही अमेरिका से भारत को संवेदनशील खुफिया इनपुट्स का प्रवाह भी बढ़ा है, जो भारतीय हित में है। भारत की नई आयुध खरीद से भी चीन चिंतित है । पाकिस्तान को उकसा कर भारत को तंग करने का प्रयोग भी बेअसर हो रहा है क्योंकि इस्लामाबाद अपने ही आंतरिक विरोधाभासों से परेशान है।
बंगाल का बुरा हाल

अंततः संदेशखाली का माफिया शाहजहां शेख सीबीआइ के हवाले कर दिया गया, लेकिन यह ध्यान रहे कि वह इस जांच एजेंसी की हिरासत में न जाने पाए, इसके लिए ममता सरकार ने हरसंभव जतन किए। बंगाल सरकार ने कलकत्ता उच्च न्यायालय के इस आदेश को मानने से इन्कार किया कि शाहजहां शेख को सीबीआइ के हवाले किया जाए। इसके लिए बहाना यह बनाया गया कि मामला सुप्रीम कोर्ट के समक्ष है, जबकि ऐसा नहीं था। इसके बाद जब सुप्रीम कोर्ट का दरवाजा खटखटाया गया तो उसने इस मामले की तुरंत सुनवाई से मना कर दिया। ममता सरकार ने तब भी हार नहीं मानी। उसने शाहजहां शेख को सीबीआइ के हवाले तब किया, जब कलकत्ता उच्च न्यायालय ने फिर यह आदेश दिया कि बिना किसी देरी के ऐसा किया जाए। ईडी की टीम पर हमले के साथ संदेशखाली में लोगों की जमीन कब्जाने और महिलाओं के यौन उत्पीड़न के आरोपित शाहजहां शेख को गिरफ्तार करने में बंगाल पुलिस की कोई दिलचस्पी नहीं थी, इसके संकेत तभी मिल गए थे, जब वह फरार चल रहा था। उसे 55 दिन तक इस बहाने गिरफ्तार नहीं किया गया कि कलकत्ता उच्च न्यायालय ने इस पर रोक लगाई है। यह फर्जी आड़ थी, क्योंकि उच्च न्यायालय ने ऐसी कोई रोक ही नहीं लगाई थी। उसे बंगाल सरकार के समक्ष यह स्पष्ट भी करना पड़ा। इसके बाद उसे दो दिन के अंदर गिरफ्तार कर लिया गया। गिरफ्तारी के बाद वह जिस ठसक के साथ थाने और अदालत में दाखिल हुआ, उससे यही लगा कि बंगाल सरकार उसे अति विशिष्ट व्यक्ति मानकर चल रही है।
ममता सरकार और बंगाल पुलिस कुछ भी दावा करे, इसमें संदेह नहीं कि उसने आपराधिक चरित्र वाले शाहजहां शेख का बचाव करने में कोई कसर नहीं उठा रखी। जब कोई सरकार किसी कुख्यात व्यक्ति का बचाव करने में हिचक दिखाने से भी इन्कार कर दे तो भला इसे राजनीतिक निर्लज्जता के अलावा और क्या कहा जा सकता है? ममता सरकार के रवैये को देखते हुए यह अनिवार्य हो गया था कि ईडी पर हमले के साथ संदेशखाली की अन्य शर्मनाक घटनाओं की जांच कोई केंद्रीय एजेंसी करे। बंगाल पुलिस से इन मामलों की नीर-क्षीर जांच की आशा नहीं थी। यदि बंगाल के एक के बाद एक मामले सीबीआइ के पास जा रहे और वह सुशासन के मामले में बुरे हाल में दिख रहा है तो इसके लिए ममता सरकार अपने अलावा अन्य किसी को दोष नहीं दे सकती। ममता बनर्जी के पास यह कहने का कोई अधिकार नहीं कि केंद्रीय एजेंसियों की सक्रियता से संघीय ढांचे को नुकसान हो रहा है, क्योंकि सच यह है कि संविधान एवं कानून की अनदेखी तो उनकी सरकार और पुलिस कर रही है और वह भी बिना किसी शर्म-संकोच। इससे बड़ी विडंबना और कोई नहीं कि किसी राज्य की पुलिस सत्ताधारी दल की शाखा के रूप में काम करती दिखे, लेकिन दुर्भाग्य से बंगाल पुलिस ऐसा ही करती दिख रही है।

ऋण बाजार : पर बढ़ेगा आत्मविश्वास

31 जनवरी, 2025 से शुरू होकर अगले 10 महीनों में इन बॉन्ड को सूचकांकों में शामिल किया जाएगा। जेपी मॉर्गन के बाद ब्लूमबर्ग अपने उभरते बाजार बॉन्ड सूचकांक में भारतीय सरकारी बॉन्ड को शामिल करने वाला दूसरा प्रमुख वैश्विक सूचकांक प्रदाता होगा। जेपी मॉर्गन इंडेक्स में जून 2024 से भारतीय बॉन्डों को शामिल किया जाएगा। जेपी मॉर्गन के तुरंत बाद ब्लूमबर्ग सूचकांक, जिसे कि ज्यादा व्यापक रूप से देखा जाता है, में शामिल करने से भारतीय बाजार में 2 से 3 अरब डॉलर का निवेश आने की उम्मीद है और यह उन बड़े अंतरराष्ट्रीय निवेशकों का भरोसा बढ़ाने वाला कदम साबित होगा जो अपनी ऋण होल्डिंग को विविधता देना चाहते हैं। इससे आगे चलकर ऋण बाजार में ऊंचा निवेश प्रवाह आएगा। केंद्रीय बजट 2020-21 में यह ऐलान किया गया था कि केंद्र सरकार की कुछ श्रेणियों की प्रतिभूतियों को बिना किसी रोकटोक के गैर निवासी निवेशकों के लिए खोला जाएगा, जिसके बाद भारतीय रिजर्व बैंक ने एफएआर के तहत सिक्योरिटी जारी करना शुरू किया। उम्मीद के मुताबिक ही इससे वैश्विक सूचकांकों में भारत सरकार के बॉन्डों को शामिल करने का मार्ग प्रशस्त हुआ। सैद्धांतिक रूप से देखें तो बॉन्डों को सूचकांकों में शामिल करने के कई फायदे हैं। इससे विदेशी बचत का बड़ा प्रवाह आएगा जिससे न केवल सरकार को अपने राजकोषीय घाटे की भरपाई करने में मदद मिलेगी, बल्कि चालू खाते के घाटे की भरपाई में भी आसानी होगी। इन सूचकांकों की निगरानी करने वाले फंड निष्क्रिय प्रकृति के हैं और इनसे आने वाला प्रवाह सक्रियता से प्रबंधित कोषों के मुकाबले ज्यादा स्थायी माना जाता है।
आगे चलकर एफएआर के तहत और प्रतिभूतियां जारी की जाएंगी, और चूंकि बजट घाटे के कुछ हिस्से की भरपाई विदेशी बचत से होगी तो इससे घरेलू बचत पर दबाव कम हो जाएगा, जिससे अर्थव्यवस्था की कुल उधारी लागत में कमी लाने में मदद मिलेगी। व्यापक स्तर पर देखें तो वैश्विक सूचकांकों में सरकारी बॉन्डों को शामिल करना भारत के वृहद आर्थिक ताकत में भरोसे को भी बताता है। भारत दुनिया की सबसे तेज बढ़ती बड़ी अर्थव्यवस्थाओं में से है जिसमें वृहद आर्थिक स्थिरता भी है। भारत के पास बड़ा विदेशी मुद्रा भंडार भी रहता है, जिससे विदेशी मोर्चे पर स्थिरता बनाए रखने में मदद मिली है, हाल में अमेरिकी फेडरल रिजर्व द्वारा नीतिगत सख्ती के दौर में इसका प्रमाण भी मिला। साल 2024 में अब तक भारतीय ऋण बाजार में विदेशी पोर्टफोलियो निवेशकों ने करीब 5 अरब डॉलर का निवेश किया है। वैसे तो सूचकांक में शामिल होने के कई फायदे हैं, लेकिन यह गौर करना अहम होगा कि ऋण बाजार में ज्यादा विदेशी निवेश से कई तरह के जोखिम भी बढ़ सकते हैं। जैसा कि रिजर्व बैंक के गवर्नर शक्तिकांत दास ने पिछले साल कहा था कि सूचकांक में शामिल होना एक दोधारी तलवार की तरह है। वैसे तो निकट अवधि में सूचकांकों में भार बढ़ने और इन सूचकांकों की निगरानी करने वाले प्रबंधन के तहत परिसंपत्तियों में वृद्धि होने से प्रवाह में वृद्धि होगी, लेकिन यदि सूचकांक प्रदाताओं द्वारा भारत का भार कम किया जाता है तो इसका विपरीत भी हो सकता है। ऐसे हालात में विदेशी कोष भारतीय प्रतिभूतियों से निकल जाएंगे और इससे उधारी की लागत तथा भारतीय रुपया, दोनों पर दबाव बढ़ेगा। एफएआर के तहत अधिक निर्गम जारी होना, जो कि विदेशी निवेशकों के लिए एक तरलता वाला बाजार बनाने के लिए जरूरी होगा, दबाव के समय अस्थिरता को बढ़ा सकता है। इसका मतलब यह है कि अधिक विदेशी निवेश के लिए बेहतर और ज्यादा चुस्त वृहद आर्थिक प्रबंधन की जरूरत होगी। संक्षेप में कहें तो भारत को कम और स्थिर मुद्रास्फीति के साथ-साथ कम राजकोषीय और चालू खाता घाटा बनाए रखने का लक्ष्य रखना होगा। वैसे तो इसे लगातार कम किया जा रहा है, लेकिन इस संदर्भ में उच्च सरकारी बजट घाटा एक नाजुक बिंदु बना हुआ है। मुद्रा की अस्थिरता पर काबू पाने के लिए रिजर्व बैंक को विदेशी मुद्रा प्रवाह का भी सक्रियता से प्रबंधन करना होगा।
भयारण्य

दरअसल, सैलानियों को आकर्षित करने के मकसद से बहुत सारे अभयारण्यों, वन्यजीव आरक्षित क्षेत्रों पर व्यवसायियों की नजर लगी रहती है। वे सरकार से नजदीकी गांठ कर उन क्षेत्रों में रहने, ठहरने, मनोरंजन, सैर-सपाटे वगैरह के सरंजाम जुटाने का प्रयास करते देखे जाते हैं। अनेक अभयारण्यों के सुरक्षित क्षेत्रों के भीतर अतिथि गृह, मोटेल, रेस्तरां, सफारी, मनोरंजन की जगहें बना ली गई हैं। राजस्थान, मध्यप्रदेश, उत्तर प्रदेश, असम आदि के अभयारण्यों में अतिक्रमण की अनेक पुरानी शिकायतें हैं। उन पर विवाद उठते रहे हैं, अदालत में भी उन्हें हटाने की गुहार लगाई जाती रही, मगर वन अधिकारियों की कृपा से उनके कारोबार पर आंच नहीं आ पाती। जिम कार्बेट के बाहरी क्षेत्र में भी ठहरने, मनोरंजन और खानपान की ऐसी कई जगहें बना ली गई हैं। ऐसी गतिविधियों से उन इलाकों में तेज शोर, रोशनी और वाहनों आदि की आवाजाही के चलते न केवल वन्यजीवों की स्वाभाविक दिनचर्या बाधित होती, बल्कि वे हर समय भयभीत रहते हैं। उनके खानपान, प्रजनन आदि की आदतें बदल जाती हैं। इस तरह अभयारण्य उनके लिए भयारण्य बन जाता है। इससे वन्यजीव संरक्षण का मकसद भी नहीं सध पाता।
वन्यजीव संरक्षण के लिए आरक्षित क्षेत्रों में व्यावसायिक गतिविधियां चलाने और उनमें लोगों की आवाजाही बढ़ने से वन्यजीवों का शिकार और उनके अंगों का अवैध कारोबार करने वालों की पैठ भी आसान हो जाती है। निर्माण के नाम पर पेड़ों की कटाई दरअसल, लकड़ी कारोबारियों को लाभ पहुंचाने के मकसद से कराई जाती है। इससे वहां का पारिस्थितिकी तंत्र असंतुलित होता और वन्यजीवों के रहवास पर बुरा असर पड़ता है। ऐसा नहीं माना जा सकता कि जिम कार्बेट में पेड़ों की कटाई और अतार्किक निर्माण कराने से पहले इन बातों की जानकारी मंत्री महोदय और संबंधित अधिकारियों को नहीं रही होगी। मगर उन्हें अपना स्वार्थ सबसे ऊपर नजर आया। इस प्रकरण से दूसरे अभयारण्यों और वन्यजीव संरक्षित क्षेत्रों से जुड़े अधिकारी कितना सबक लेंगे, देखने की बात है।
