Chabahar connect

Strategic port opens up India’s access to Afghanistan and beyond

The inauguration of the first phase of the Chabahar port in Iran marks a pivotal moment in the advancement of India’s strategic interests in Central Asia and beyond. With India’s shipping ministry as a partner in development, the strategically located port on the Gulf of Oman could serve as the fulcrum of India’s connectivity ambitions in the region. At the very least, Chabahar enables overland trade between India and Afghanistan while bypassing Pakistan – this was exemplified by India sending its first consignment of 1.1 lakh tonnes of wheat to Afghanistan through Chabahar in October. This means that Pakistan can no longer use its geographical location to strategically block India’s access to Afghanistan.

In that sense, Chabahar diminishes Pakistan’s strategic stranglehold over Afghanistan. But India’s access to Afghanistan is only one part of the equation. Connecting Chabahar to the International North South Transport Corridor (INSTC) that aims to link up Russia, Central Asian Republics and Iran through rail, road and shipping networks gives India access to the much larger Eurasian market. According to estimates, such connectivity could boost trade to $170 billion between India and Eurasia. Taken together, Chabahar plus INSTC could be India’s answer to China’s much-vaunted Belt and Road Initiative of transnational connectivity – in fact Chabahar is just 80km from China’s Gwadar port project in Pakistan.

Of course, much depends on project execution. The development of Chabahar was conceptualised between India and Iran during the last NDA regime. The project subsequently slowed down due to US sanctions on Iran during the George W Bush era. Things brightened up with the Iran nuclear deal in 2015. However, with Washington under President Donald Trump again threatening to raise pressure on Iran, Chabahar and associated projects could become casualties. But if the US wants India to be more involved in Afghanistan it would do well to give India-Iran connectivity projects the all-clear.

जीवनशैली से जुड़ी बीमारियां बदलाव से बचने की जरूरत

ब्रिटेन की चिकित्सा क्षेत्र से जुड़ी पत्रिका लांसेट ने जून 2017 में भारत के 15 राज्यों में मधुमेह के प्रसार के बारे में एक अध्ययन रिपोर्ट प्रकाशित की। चिकित्सा क्षेत्र से जुड़े लोगों के एक समूह ने यह अध्ययन किया और इसके लिए भारतीय चिकित्सा अनुसंधान परिषद (आईसीएमआर) ने वित्त की व्यवस्था की। इसके आंकड़े चौंकाने वाले हैं। अध्ययन के मुताबिक भारत में 7 फीसदी लोग (15 राज्यों के आंकड़ों के आधार पर) मधुमेह के शिकार हैं और 10 से 15 फीसदी लोग मधुमेह से पहले की स्थिति (शुरुआती लक्षण खासकर ब्लड शुगर का बढ़ा स्तर) से ग्रसित हैं। एक गरीब देश पर यह कोई छोटा मोटा स्वास्थ्य बोझ नहीं है।अध्ययन का निष्कर्ष यह है कि हम एक महामारी की ओर बढ़ रहे हैं। गुजरात, महाराष्ट्र, तमिलनाडु और चंडीगढ़ जैसे उच्च सकल घरेलू उत्पाद (जीडीपी) वाले राज्यों में मधुमेह का प्रसार ज्यादा है जबकि बिहार और झारखंड जैसे गरीब राज्यों में यह कम है। उच्च आय स्तर वाले राज्यों दिल्ली और गोवा के नमूनों का अभी इंतजार है। शहरी इलाकों की तुलना में ग्रामीण क्षेत्रों में मधुमेह की दर कम है। लेकिन इस अध्ययन में सबसे बड़ी चिंता की बात यह सामने आई है कि समृद्घ राज्यों के शहरों में अमीरों की तुलना में गरीबों में मधुमेह के प्रसार की समस्या ज्यादा है। दूसरे शब्दों में कहें तो समृद्घ शहरों में अमीरों ने खाने पीने की अच्छी आदतें सीख ली हैं।

लेकिन अब गरीब लोगों को स्वास्थ्य के लिए नुकसानदेह भोजन की आदत लग रही है। अध्ययन में पाया गया कि ग्रामीण क्षेत्रों में सामाजिक-आर्थिक रूप से संपन्न लोग मधुमेह की चपेट में आ रहे हैं। अध्ययन में कहा गया, ‘यह एक महामारी है जो संक्रमण की स्थिति में है।’ शहरी इलाकों में मधुमेह की चपेट में आए गरीबों और ग्रामीण इलाकों में इसकी शिकार संपन्न आबादी के मद्देनजर यह स्थिति आसानी से बेकाबू हो सकती है। स्वास्थ्य के लिए नुकसानदेह भोजन की वजह से हम भोजन की कमी या कुपोषण की स्थिति से जरूरत से अधिक पोषण की तरफ जा रहे हैं। यह ऐसा बदलाव है जिससे हर हाल में बचा जाना चाहिए।

डाउन टु अर्थ के ताजा प्रकाशन बॉडी बर्डन: लाइफस्टाइल डिजीजेज में इस पर चर्चा की गई है। सच्चाई यह है कि भारत को केवल बीमारियों का दोहरा बोझ कहा जा सकता है। हमारे यहां कुपोषण से लेकर हैजा तक गरीबों की सभी बीमारियां हैं। लेकिन साथ ही हमारे पास कैंसर और मधुमेह जैसी संपन्न लोगों की बीमारियां भी मौजूद है। आईसीएमआर अध्ययन से पता चलता है कि गरीबों को अमीरों वाली बीमारियां हो रही हैं लेकिन दु:खद बात यह है कि वे इलाज का खर्च वहन करने की स्थिति में नहीं हैं।रोकथाम की नीति शुरू करने का यही सबसे उपयुक्त समय है। हम जानते हैं कि गैर संचारी कही जाने वाली ये बीमारियां हमारी जीवनशैली से जुड़ी हैं। यानी हम जो खाते हैं, जिस हवा में सांस लेते हैं और जिस माहौल में रहते हैं, उनसे इन बीमारियां का सीधा संबंध है। यह विषाक्त पदार्थों के विकास के पैकेज का हिस्सा है। यह विकास का ऐसा मॉडल है जहां हम पहले प्रदूषण फैलाते हैं और फिर इसकी सफाई के बारे में सोचते हैं, ऐसा मॉडल जहां हम अपने भोजन में औद्योगिक-रसायन मिलाते हैं, स्वास्थ्य के लिए नुकसानदेह भोजन खाते हैं और फिर कसरत करने के लिए जिम जाने या फिर जैविक भोजन खाने के बारे में सोचते हैं। लेकिन सवाल यह है कि क्या हम इस बदलाव से बच नहीं सकते हैं?

क्या हम गरीब लेकिन अस्वस्थ समाज से संपन्न और स्वस्थ समाज की तरफ नहीं जा सकते? हमें एक ऐसी जीवनशैली से जुड़ी बीमारियों को क्यों हासिल करना चाहिए जिसे छोड़ा जा सकता है? इसमें ही बदलाव की दरकार है। हमें अपने स्वास्थ्य और पर्यावरण के स्वास्थ्य के बीच अहम संबंध बनाने की जरूरत है। आज प्रदूषित जल के कारण हमारी नदियां मर रही हैं और यह देश में बच्चों की मौत के प्रमुख कारणों में से एक है। महिलाओं के लिए घरों में स्वच्छ ऊर्जा का अभाव है जिससे उन्हें जैव ईंधन में खाना बनाना पड़ रहा है। इससे वे सांस की गंभीर बीमारियों की चपेट में आ रही हैं। साथ ही यह वायु प्रदूषण के लिए भी जिम्मेदार है जिससे हवा में जहर घुल रहा है। इसलिए स्वास्थ्य पर्यावरण का एक सूचक है।

अच्छी बात यह है कि हमारा स्वास्थ्य ही पर्यावरण संरक्षण के लिए कदम उठाने का वास्तविक उत्प्रेरक है। हम तभी पर्यावरण में सुधार के लिए कदम उठाएंगे जब हमें लगेगा कि इससे सीधे तौर पर हमें नुकसान हो रहा है। उदाहरण के लिए आज दिल्ली में वायु प्रदूषण के खिलाफ लोगों में रोष है। इसका कारण है कि 2017-18 की सर्दियों में जन स्वास्थ्य की आपात स्थिति (जब प्रदूषण का स्तर बेकाबू हो गया) ने विषाक्त पदार्थों और हमारे शरीर के बीच संबंध को एक तरह से स्पष्टï कर दिया है। यह बदलाव को गति देगा। संयुक्त राष्ट्र के सतत विकास लक्ष्यों (एसडीजी) में बच्चों को केंद्र में रखने की जरूरत है। इसके तहत 2030 तक दुनिया के लिए 13 लक्ष्य निर्धारित किए गए हैं। हर लक्ष्य का बच्चों से संबंध है और हर लक्ष्य का बच्चे के स्वास्थ्य और इस तरह धरती के स्वास्थ्य से संबंध है। यह सतत विकास लक्ष्यों का मानवीय चेहरा है जो हमारी सफलता या असफलता को परिभाषित करेगा। हमारे बच्चों के स्वास्थ्य को हमारी धरती के स्वास्थ्य के केंद्र में रखा जाना चाहिए। इनमें कोई एकदूसरे के बिना अपना अस्तित्व कायम नहीं रख सकता है।

बड़ी कामयाबी

चाबहार बंदरगाह भारत के लिए व्यापारिक दृष्टि के साथ-साथ सामरिक दृष्टि से भी अत्यंत महत्वपूर्ण है।

भारत की ओर से तैयार चाबहार बंदरगाह का ईरानी राष्ट्रपति की ओर से उद्घाटन किया जाना यह बताता है कि खुद भारत के साथ-साथ ईरान इस बंदरगाह को कितना महत्व दे रहा है। भारत ने इस बंदरगाह के पहले चरण को संचालन सुविधा से लैस करने में जो तत्परता बरती उससे चीन के साथ-साथ मध्य एशिया के अन्य अनेक देशों को भी यह संदेश गया है कि आर्थिक-व्यापारिक महत्व की परियोजनाओं को भारत ही तेज गति से आगे बढ़ाने में सक्षम है। चाबहार बंदरगाह भारत के लिए व्यापारिक दृष्टि के साथ-साथ सामरिक दृष्टि से भी अत्यंत महत्वपूर्ण है। इसकी महत्ता का अनुमान पाकिस्तान में व्यक्त की जा रहीं प्रतिक्रियाओं से लगाया जा सकता है। चाबहार बंदरगाह के पहले चरण के उद्घाटन से पाकिस्तान का चिंतित होना स्वाभाविक है, लेकिन सच यह है कि अपनी परेशानी के लिए वही अधिक जिम्मेदार है। वह दक्षिण एशिया में अपनी भौगोलिक स्थिति का बेजा लाभ उठाकर न केवल मध्य एशिया तक भारत की पहुंच में बाधा बना हुआ था, बल्कि अफगानिस्तान को भी जानबूझकर तंग कर रहा था। अफगानिस्तान चारों ओर से भूभाग से घिरा एक ऐसा देश है जिसे अपनी आर्थिक-व्यापारिक जरूरतों के लिए पाकिस्तान पर निर्भर रहना पड़ता था। पाकिस्तान अफगानिस्तान की मदद करने के बजाय उसके समक्ष समस्याएं खड़ी करने का काम यह जानते-बूझते हुए भी कर रहा था कि इससे काबुल और इस्लामाबाद के रिश्ते खराब होंगे। यह कहना कठिन है कि पाकिस्तान को अपनी भूल का अहसास होगा या नहीं, लेकिन अब यह एक हकीकत है कि अफगानिस्तान भूभाग से घिरे देश की स्वाभाविक समस्याओं से एक बड़ी हद तक मुक्त होने जा रहा है।

भारत चाबहार के जरिये न केवल अफगानिस्तान को आवश्यक वस्तुओं की आपूर्ति आसानी से कर सकेगा, बल्कि उसके व्यापार में भी सहयोगी बन सकेगा। चाबहार बंदरगाह न केवल ईरान और अफगानिस्तान तक भारत की पहुंच बढ़ाने वाला साबित होगा, बल्कि मध्य एशिया के अनेक देशों तक भारत की राह आसान करेगा। चाबहार बंदरगाह अफगानिस्तान के लिए कितना उपयोगी है, इसकी एक झलक पिछले माह तब मिली थी जब भारत ने इस बंदरगाह के जरिये मुंबई से गेहूं की एक खेप अफगानिस्तान भेजी थी। पाकिस्तान के ग्वादर बंदरगाह को चीन की ओर से तैयार किए जाने के पहले ही भारत जिस तरह चाबहार में संचालन शुरू करने जा रहा है उससे पाकिस्तान इस व्यापारिक मार्ग में बाधाएं डालने का काम न करने पाए, इसके लिए भारत, ईरान और अफगानिस्तान, तीनों ही राष्ट्रों को सतर्क रहना होगा। ये तीनों ही देश इससे अच्छी तरह परिचित हैं कि अफगानिस्तान में पाकिस्तान के सहयोग-समर्थन वाले आतंकी संगठन सक्रिय हैं। इन आतंकी संगठनों की गतिविधियों पर निगाह रखने की आवश्यकता है। चाबहार बंदरगाह भले ही ईरान की धरती पर हो, लेकिन अच्छी बात यह है कि ईरान के रुख-रवैये से असहमति जाहिर करने वाला अमेरिका भी यह मान रहा है कि यह बंदरगाह अफगानिस्तान में उसके हितों की पूर्ति करने वाला है। चाबहार बंदरगाह के उद्घाटन के बाद भारत का अगला लक्ष्य दक्षिण एशिया के अन्य देशों को जोड़ने वाली बीबीआइएन (बांग्लादेश, भूटान, भारत और नेपाल) सड़क संपर्क परियोजना को गति देना होना चाहिए।

सुदृढ़ता संग कमजोरी के भी संकेत

देश के सकल घरेलू उत्पाद यानी जीडीपी में जुलाई से सितंबर तिमाही में 6.3 प्रतिशत की वृद्धि हुई है। इससे पहले अप्रैल से जून तिमाही में जीडीपी ने 5.7 प्रतिशत की वृद्धि दर्ज की थी, जो कि बीते कई वर्षों का न्यूनतम स्तर था। ऐसे में चालू वित्त वर्ष की दूसरी तिमाही में विकास दर बढ़ने से संकेत मिलता है कि नोटबंदी और जीएसटी से हुई परेशानियां अब खत्म हो गई हैं और अर्थव्यवस्था पुन: पटरी पर आ रही है। मरीज की बीमारी को दूर करने के लिए सर्जरी करने पर कुछ समय तक वह कमजोर हो जाता है, परंतु समय के साथ ही उसका स्वास्थ्य पहले से भी ज्यादा सुधर जाता है। इसी प्रकार नोटबंदी और जीएसटी की सर्जरी के बाद अब अर्थव्यवस्था पुन: पटरी पर आ रही है। इस आकलन को दूसरे संकेतों से भी समर्थन मिलता है। सेंसेक्स ऊंचे स्तर पर टिका हुआ है। डॉलर के सामने रुपया भी मजबूती से टिका हुआ है। जीएसटी के कारण पैदा हुई कुछ तात्कालिक मुश्किलों से रुपए के मूल्य में गिरावट नहीं आई है। विदेशी निवेश भी ऐतिहासिक रूप से ऊंचे स्तर पर आ गया है।

इन संकेतों से अनुमान लगता है कि अब हमारी अर्थव्यवस्था द्रुत गति से चलने को है, लेकिन दूसरी तरफ अर्थव्यवस्था की कमजोरी के भी संकेत मिल रहे हैं। बैंकों द्वारा दिए जाने वाले ऋण में वर्ष 2016-17 में मात्र 5.1 प्रतिशत की वृद्धि हुई है। दिए गए ऋण में कुछ वृद्धि महंगाई के कारण सहज ही होती है। मान लीजिए, बीते वर्ष दवा विक्रेता ने 10 लाख रुपए का ऋण लिया। अब उतनी ही दवा बेचने को इस वर्ष वह 11 लाख रुपए लेगा, क्योंकि दवा के दाम बढ़ गए हैं। ऋण में 10 प्रतिशत की वृद्धि अर्थव्यवस्था की सामान्य चाल को बताती है। अत: ऋण में मात्र 5.1 प्रतिशत की वृद्धि बताती है कि व्यापार सिकुड़ रहे हैं। 11 लाख का कर्ज लेने के स्थान पर दुकानदार मात्र 10.50 लाख रुपए का कर्ज ले रहा है, क्योंकि उसकी बिक्री दबाव में है। यह वृद्धि दर बीते 60 वर्षों के न्यूनतम स्तर पर है। व्यापारियों एवं उद्यमियों का धंधा चल रहा होता है तो वे बैंको से उत्तरोत्तर अधिक ऋण लेते हैं। बैंक भी ऋण देने को उत्सुक होते हैं, क्योंकि उन्हें आने वाले समय में व्यापारी की कमाई बढ़ने का भरोसा होता है। रोजगार की स्थिति भी कठिन है। वर्ष 2015-16 में संगठित क्षेत्र में केवल दो लाख नए रोजगार का सृजन हुआ है जो कि 2011 के पूर्व हो रहे रोजगार सृजन का एक चौथाई ही है। हमारे आयात में तीव्र वृद्धि हो रही है, जबकि निर्यात दबाव में हैं। यह भी बताता है कि हमारे उद्यमी वैश्विक प्रतिस्पर्द्धा में टिक नहीं पा रहे हैं। जैसे मरीज स्वयं भोजन न कर सके और भोजन करने के लिए उसे नर्स की जरूरत हो, ऐसी हमारी अर्थव्यवस्था की स्थिति है। इन कठिन परिस्थितियों को देखते हुए दूरसंचार कंपनी एयरटेल के मालिक सुनील मित्तल ने कहा है कि हमें सोचना चाहिए कि देश के उद्यमियों में निराशा क्यों है?

एक तरफ विकास दर में सुधार के साथ ही मरीज की पल्स सुधर रही है, दूसरी तरफ मरीज को भोजन करने के लिए नर्स की जरूरत पड़ रही है। जैसे कि हम आयात पर निर्भर होते जा रहे हैं। ये परस्पर विरोधाभासी संकेत वास्तव में जुड़े हुए हैं। यह गुत्थी जीडीपी में वृद्धि को गहनता से देखने से सुलझती है। वर्तमान वृद्धि विनिर्माण क्षेत्र में आई है। बुनियादी क्षेत्र जैसे सीमेंट और स्टील में मंदी बरकरार है। संभवत: नोटबंदी और जीएसटी के झटके से जो अर्थव्यवस्था सहम गई थी उसमें पुन: थोड़ा रक्त संचार शुरू हुआ है इसलिए बीती तिमाही में विनिर्माण में कुछ सुधार हुआ है, लेकिन कृषि क्षेत्र की विकास दर में गिरावट आई है। सेवा क्षेत्र शिथिल है। इसलिए वर्तमान में जीडीपी में दिख रही वृद्धि मरीज के स्वस्थ होने का द्योतक नहीं, बल्कि केवल कोमा से बाहर आने का सूचक है। जीडीपी की वृद्धि दर बढ़ी है, परंतु मरीज अभी भी बीमार है।

अर्थव्यवस्था के पस्त होने से भारतीय उद्यम दबाव में हैं। वे घाटा खा रहे हैं। कुछ बंद होने के कगार पर हैं। ऐसे में मालिक अपने उद्योगों को बेचकर छुट्टी करना चाहते हैं। घरेलू उद्यमों के इस संकट में विदेशी निवेशकों को निवेश करने का स्वर्णिम अवसर दिख रहा है। गांव में गमी हो जाए तो साहूकार को ऋण देने, लेनदार की जमीन गिरवी रखने एवं अपना व्यापार बढ़ाने का अवसर दिखता है। इसी प्रकार भारतीय व्यापारियों की परेशानियों में विदेशी निवेशकों को निवेश करने का स्वर्णिम अवसर दिख रहा है और भारत में विदेशी निवेश भारी मात्रा में आ रहा है, लेकिन यह निवेश नई फैक्ट्रियां लगाने में नहीं आ रहा है। वर्ष 2015 में देश में 44 अरब डॉलर विदेशी निवेश आया था, जिसमें 34 अरब डॉलर नई फैक्ट्रियां लगाने में और 10 अरब डॉलर पुरानी स्थापित फैक्ट्रियों को खरीदने में आया था। वर्ष 2016 में उतना ही 44 अरब डॉलर विदेशी निवेश आया, परंतु नई फैक्ट्रियां लगाने में केवल 23 अरब डॉलर तथा पुरानी फैक्ट्रियां खरीदने में 21 अरब डॉलर आया। पुरानी फैक्ट्रियां खरीदने को आने वाला विदेशी निवेश दोगुना हो गया। यह बताता है कि विदेशी निवेश का बढ़कर आना शुभ संकेत नहीं है, बल्कि यह घरेलू उद्यमों के संकट को दिखा रहा है। जैसे मरीज को भोजन कराने के लिए एक के स्थान पर दो नर्सों की जरूरत पड़े और दो नर्सों की सहायता से वह कुछ खाने लगे तो शुभ संकेत नहीं होता है। फिर भी विदेशी निवेश के इस तरह बढ़कर आने से शेयर बाजार में उत्साह है। चूंकि शेयर बाजार के सट्टेबाजों को लाभ कमाने से मतलब होता है जैसे अस्पताल को कोमा में पड़ा मरीज मिले तो अस्पताल के मालिक को कोई परेशानी नहीं होती। इसी विदेशी निवेश के आने से रुपया अपने मूल्य पर टिका हुआ है।

अब हम अर्थव्यवस्था के परस्पर विरोधी संकेतों को एक साथ पिरो सकते हैं। नोटबंदी, जीएसटी के बाद इनकम टैक्स द्वारा लाखों नोटिसें जारी करने से व्यापारी निराश हुआ और अर्थव्यवस्था दबाव में आ गई। अब इन तात्कालिक झटकों से व्यापारी उबर रहा है, इसलिए जीडीपी में कुछ वृद्धि हुई है। व्यापारियों की मूल निराशा के कारण बैंको द्वारा ऋण कम दिए जा रहे हैं, रोजगार कम उत्पन्न् हो रहे हैं और हमारे निर्यात दबाव में हैं। व्यापारी पर संकट बना हुआ है और वह अपने धंधे को विदेशी निवेशकों को बेच रहा है। इस संकट को विदेशी निवेशक स्वर्णिम अवसर के रूप में देख रहे हैं। विदेशी निवेश आ रहा है जिसके कारण शेयर बाजार की स्थिति सही है और रुपया अपने स्तर पर टिका हुआ है। जीडीपी में जुलाई से सितंबर की तिमाही में 6.3 प्रतिशत की वृद्धि छोटा शुभ संकेत है, जिसके पीछे निराशा भी छिपी हुई है। इस पूरे घटनाक्रम की शुरुआत सरकार की ओर से व्यापारियों को टैक्स चोर के रूप में देखने से होती है। अर्थव्यवस्था को आगे बढ़ाने के लिए घरेलू व्यापारी को भी उसी प्रकार से आदर देना होगा, जैसे विदेशी व्यापारी को दिया जा रहा है।

भारतीय राजनीति में जिस ढंग से हिन्दुत्व बनाम हिन्दुत्व का नया स्वर गूंज रहा है, वह एक नई प्रवृत्ति है। जब राहुल गांधी को सच्चा हिन्दू ही नहीं, एक धर्मपरायण हिन्दू साबित करने के लिए कांग्रेस के प्रवक्ता रणदीप सुरजेवाला ने उनकी जनेऊ पहने और पिता की अस्थियां चुनती तस्वीर देश के सामने रखी तो ज्यादातर लोगों ने उसे आश्र्चय से देखा। कांग्रेस की राजनीति में इसके बिल्कुल विपरीत छवि थी। कांग्रेस की छवि एक ऐसी सेक्यूलर पार्टी की थी जो अपनी सोच में अल्पसंख्यकों यानी मुसलमानों को प्राथमिकता देती है। कांग्रेस ने जानबूझकर ऐसी छवि बनाई थी। आपातकाल के दौरान संविधान की प्रस्तावना में यह शब्द जोड़ा गया तो उसके पीछे कांग्रेस की एक निश्चित राजनीतिक सोच थी। पूर्व प्रधानमंत्री मनमोहन सिंह का एक वक्तव्य आज भी लोग उद्धृत करते हैं, जिसमें उन्होंने कहा कि देश के संसाधन पर मुसलमानों का पहला अधिकार है। उन्होंने कांग्रेस की सोच को ही अभिव्यक्त किया था। इन दिनों कांग्रेस के कई नेता अपने को भाजपा से ज्यादा हिन्दू धर्म का निष्ठावान साबित करने पर तुले हैं। कपिल सिब्बल ने तो यहां कि कह दिया कि भाजपा तो हिन्दुत्व की बात करती है, असली हिन्दू तो हम लोग ही हैं। स्वयं राहुल गांधी ने कहा कि वे शिवभक्त परिवार से आते हैं। यह लेख लिखे जाने तक वे गुजरात चुनाव प्रचार के दौरान 22 मंदिरों की यात्रा कर चुके हैं, जिसमें सोमनाथ मंदिर भी शामिल है। यहीं के मंदिर के उस रजिस्टर में उनका नाम दर्ज हो गया जो गैर हिन्दुओं के लिए है। भाजपा ने तुरंत इसे बड़ा मुद्दा बना दिया और उसके जवाब में कांग्रेस ने उनको जनेऊधारी हिन्दू का प्रमाण देने की कोशिश की। हालांकि राहुल स्थायी रूप से जनेऊ नहीं पहनते यह सच है, क्योंकि उनका कभी जनेऊ संस्कार हुआ ही नहीं।

हिन्दुओं का बड़ा वर्ग जनेऊ नहीं पहनता, इसलिए जो जनेउ पहने वही केवल हिन्दू है, इससे सहमत होना भी कठिन है। लेकिन कांग्रेस ऐसा बताने और दिखाने तक आई है तो यह भारतीय राजनीति में बहुत बड़ा बदलाव है। यह बदलाव यों ही नहीं हुआ है। 2014 लोक सभा चुनाव में अपनी सबसे बुरी पराजय के बाद कांग्रेस ने ए.के.एंटनी की अध्यक्षता में पराजय के कारणों पर जांच के लिए एक समिति गठित की थी। लेकिन स्वयं कांग्रेस के अंदर से यह बात सामने आई है कि उसमें कांग्रेस की मुस्लिमपरस्त छवि होने को हार का एक प्रमुख कारण माना गया है। इसके अनुसार हिन्दुओं में यह संदेश गया कि कांग्रेस मुस्लिमों का पक्ष लेती है। इसलिए उनका मत जहां भी भाजपा शक्तिशाली थी, उसके पक्ष में चला गया। इससे साफ है कि कांग्रेस अब अपनी छवि बदलना चाहती है। यह सच है कि हिन्दू अनेक जगहों में कांग्रेस से अलग होकर भाजपा की ओर गए और भाजपा ने उसके जनाधार को कमजोर करके ही अपनी जमीन खड़ी की। किंतु एक समय कांग्रेस का सुनिश्चित वोट माने जाने वाले मुसलमान भी उससे अलग हो गए हैं। यह प्रक्रिया पिछले अनेक वर्षो से जारी है। अलग-अलग राज्यों में क्षेत्रीय पार्टयिों ने मुसलमान मतों में कांग्रेस को पीछे छोड़ दिया। बिहार और उत्तर प्रदेश से कांग्रेस का सफाया इसका साफ उदाहरण है। तो कांग्रेस को यह लग गया है सेक्यूलर की उसकी सोच जो व्यवहार में मुस्लिमपरस्त राजनीति हो गई थी, उसमें ‘‘माया मिली न राम’ वाली स्थिति उसकी हो गई है। अनके राज्यों में बहुमत हिन्दुओं का मत तो उसके हाथ से खिसका ही मुसलमान भी खिसक गए। दूसरी ओर, भाजपा हिन्दुओं का मत नए सिरे से अपने पक्ष में सुदृढ़ कर रही है।

उत्तर प्रदेश विधानसभा चुनाव परिणाम ने कांग्रेस को अपना चोगा उतार फेंकने की मानसिकता तैयार की जो गुजरात चुनाव में प्रचंड रूप में दिख रहा है। गुजरात को भाजपा एवं संघ परिवार की हिंदुत्व की प्रयोगशाला के तौर पर देखा जाता रहा है। तो उसमें कांग्रेस ने भी अपना प्रयोग आरंभ कर दिया है। राहुल इसके लिखे जाने तक एक भी मस्जिद में नहीं गए हैं। यह कांग्रेस के चरित्र को देखते हुए असाधारण स्थिति है। इस तरह, भारतीय राजनीति एक ऐसे दौर में पहुंच रही है जहां हिन्दू बनाम हिन्दू की प्रतिस्पर्धा और सघन होगी। गुजरात में कांग्रेस जीते या हारे यह स्थिति कायम रहने वाली है और 2019 के आम चुनाव में इसका पूरा जोर दिखेगा। किंतु जो लोग इसे नकारात्मक मान रहे हैं, उनसे सहमत होना कठिन है। लोकतंत्र में राजनीति न मुस्लिमपरस्त होनी चाहिए न हिन्दूपरस्त। लेकिन सेक्यूलरवाद के नाम पर मुस्लिमपरस्त राजनीति के कारण हिन्दुओं में विद्रोह की भावना पैदा हुई जिसका लाभ भाजपा को मिला। इससे दूसरी पार्टयिों को अब समझ में आने लगा है कि अगर चुनाव की राजनीति में टिके रहना है तो फिर ऐसे सेक्यूलरवाद से अलग होकर यह साबित करना होगा कि हम हिन्दू विरोधी नहीं है। यह भारतीय राजनीति में युगांतकारी परिवर्तन है जिसकी अभी शुरु आत हुई है। इसके पूर्ण परिणाम आने में समय लगेगा। लेकिन एक युग का अंत हो रहा है। कुछ समय के लिए इसके थोड़े नकारात्मक परिणाम भी दिख सकते हैं लेकिन इससे संतुलन कायम हो जाएगा। हिन्दुत्व की राजनीति करने का मतलब मुस्लिम विरोधी या किसी संप्रदाय का विरोधी होना नहीं हो सकता। यह गलत तब होगा जब इसके पीछे मुस्लिम विरोधी की सांप्रदायिक सोच हो। हिन्दुत्व की राजनीति का अर्थ सभी मजहबों को समान महत्त्व देना है। यह नहीं हो सकता कि मुसलमानों या किसी विशेष मजहब के लिए विशेष व्यवस्था या प्रावधान किए जाएं। यह देश की एकता अखंडता के लिए भी उचित नहीं है। यह मानना होगा कि पार्टयिों की इस नीति से देश में सांप्रदायिक विद्वेष बढ़ा है। भारत की राजनीति और इस पर आधारित लोकतंत्र के भविष्य के लिए इस स्थिति में बदलाव आवश्यक है। इस नाते हिन्दुत्व की प्रतियोगिता से एक नए और बेहतर इतिहास की नींव पड़ रही है। यह मुसलमानों के लिए भी अच्छा है।

The Silence Of Bollywood

Industry bigwigs have no stakes in freedom of speech, they push no boundaries

When a Rs 10-crore bounty on the heads of Deepika Padukone and Sanjay Leela Bhansali was announced, barely a word of protest was heard from their peers in Bollywood. A question being posed in the media, both traditional and social, is: Why?The perceptible logic behind this is the oppressive environment in the country. Bollywood’s silence can even be attributed to the de facto power that so-called fringe organisations enjoy in India. One tends to excuse this silence by assuming that it is very risky for even celebrities to speak against organisations that openly threaten violence.However, India is still a democracy, even if it doesn’t seem like one at the moment. It is not unreasonable to expect at least a few powerful Bollywood celebrities to condemn brazen death threats against their own. To understand why they haven’t done so, one must look at what exactly Bollywood is, and whether it really has a strong incentive to defend art and freedom of expression.

A portmanteau of “Bombay” and “Hollywood,” Bollywood is an apt name for the Hindi film industry, as it has always adhered to Hollywood’s philosophy of treating cinema as a business. India’s tryst with colonialism also left scars that manifest themselves through an innate desire to be more like the West, which has always reflected in Bollywood’s cinema.
However, Bollywood differs greatly from Hollywood in one crucial aspect. While the Los-Angeles based industry is controlled by large studios — corporations that do not function according to the wishes of a few individuals — Bollywood is almost entirely run by individuals who inherit their positions.Hollywood’s capitalistic set-up ensured that there was enough competition for the industry to grow and evolve. It ensured that there was enough space for both art and commerce and that the line between the two wasn’t rigid. Artists could be stars and vice versa. To come from nowhere and rise to the top wasn’t just a possibility, but a regular occurrence. Talent mattered, art mattered.

Even in the dark days of the Cold War, when communists in Hollywood were persecuted by the government and blacklisted in their own industry, there was resistance from artists. Today, even relatively less well-known Hollywood personalities speak out against, and even publicly mock, their own president. They speak up for freedom of speech, and against inexcusable conduct, as in the case of Harvey Weinstein and many others accused of sexual assault and harassment.Some of this definitely owes to the cultural milieu of the United States. But it’s also about how Hollywood is a film industry made up of actual artists who genuinely care about freedom of speech because their livelihood depends on it. It is also relatively more egalitarian, as even smaller celebrities are empowered to voice controversial opinions.This contrasts sharply with the clan-based system of Bollywood. As power and wealth have always been concentrated in the hands of a few families, the industry has remained small and insular and guards its borders firmly. Those who control the industry care less about art than their pockets. With the reins of the industry being passed down along family lines, talent is obviously scarce.What Bollywood creates, by and large, isn’t really cinema, and is definitely not art. While many good artists and craftspersons are involved in the making of films, the most powerful people in the industry, who get most of the credit for its product, are producers and, even more so, stars. Ironically, these very people are generally the least qualified to be working in cinema, and cannot be called artists by any stretch of imagination.

In such an environment, when other films or film personalities are under attack, like in the case of Padmavati, Padukone and Bhansali, industry bigwigs have no reason to speak out. They’re not artists, and art isn’t their livelihood. Film stars and producers don’t really have a stake in freedom of speech because they have never pushed any boundaries. Their primary commitment has always been to their pockets and their public image, not to cinema or art. Self-preservation matters more to them than preserving artists’ right to free speech.Since the powerful have no incentive to defend art, and the artists aren’t really empowered enough to do so, it is completely natural that when a member of the ruling party offered a bounty to anyone who chopped off the heads of two of the industry’s own, all that was heard from Bollywood was deafening silence.

Capturing crime

The increase in crimes against women must prompt better policing and all-round reform

The National Crime Records Bureau data for 2016 on two important aspects, violent crime and crime against women, should prompt State governments to make a serious study of the underlying causes. Not all States are equally affected; Uttar Pradesh and Bihar record the maximum number of murders. The national tally on crimes against women, which includes rape, abduction, assault and cruelty by husband and relatives, is up by 2.9% over that of 2015. Going by the data, there is a distinct urban geography as well for violence against women, with Delhi and Mumbai appearing the least safe: Delhi recorded a rate of crime that is more than twice the national average. As several studies have shown over the years, the annual data is useful in reviewing trends of extreme events, such as murder, but less so in the case of other offences that tend to be underreported. Viewed in perspective, the murder rate today has declined to the level prevailing in the 1950s, which was 2.7 per 1,00,000 people, after touching a peak of 4.62 in 1992. But that macro figure conceals regional variations, witnessed in U.P. and Bihar, where 4,889 and 2,581 murder incidents took place during 2016, respectively, while it was 305 in densely populated Kerala. One question that needs to be analysed is, how much does social development influence a reduction in crime?

In the years since the Delhi gang rape case of 2012 that shook the country, the definition of the heinous offence has been broadened, police forces have been directed to record the crime with greater sensitivity, and some measures initiated to make public places safer for women. This approach could lead to a reduction in violent crime over time. A focussed programme to universalise education and skills training would potentially keep juveniles from coming into conflict with the law. Last year’s data indicate that there is a rise in the number of cases involving juveniles. There are also basic issues that need urgent reform, such as modernising the police, recruiting the right candidates and teaching them to uphold human rights. The orders of the Supreme Court on police reforms issued in 2006 have not been implemented in letter and spirit by all States. With genuine measures, Ministerial superintendence over the police would become more transparent and socially accountable, eliminating political interference in its working. This would lead to a reduction in crimes committed with impunity and raise public confidence in the criminal justice delivery system. As a measure of data improvement, it should be mandatory to record not just the principal offence in a case, as the NCRB does, and list all cognisable offences separately. Rather than view the available data passively, governments would do well to launch serious studies that result in policies and measures for freedom from violence.

Disability rights over time

A quick recap of how legislation for disabled persons has evolved

In 1992, the United Nations announced that December 3 would be observed every year as International Day of Persons with Disabilities. While disabled persons continue to struggle to secure employment and navigate their way around with poor infrastruture, and are still treated as “others”, it is worth recalling the advances in legislation on disability over the years.

The disability rights movement gained momentum in the 1970s when disability was started to be seen as a human rights issue. This is when the UN General Assembly proclaimed in 1976 that 1981 would be the International Year of Disabled Persons. Later, 1983-1992 was marked as the United Nations Decade of Disabled Persons. The UN Convention on the Rights of Persons with Disabilities (UNCRPD), 2006 was a big step towards viewing persons as “subjects with rights” and not “objects of charity”. (India is a signatory to the UNCRPD and ratified it in 2007.) Further, the 2030 Agenda for Sustainable Development pledges to “leave no one behind”. It states that persons with disabilities must be both “beneficiaries and agents of change”. However, attitudinal, institutional, and infrastructural barriers remain, with the World Bank stating that 15% of the world’s population experience some form of disability and that they “on average, as a group, are more likely to experience adverse socioeconomic outcomes than persons without disabilities”.

In 2011, the World Health Organisation came up with a world report on disability for the first time. Its introduction showed how disabled persons aren’t “other people”, but that all of us at some point will be “temporarily or permanently impaired” and those “who survive to old age will experience increasing difficulties in functioning.”

In India, according to the 2011 Census, 2.21% of the population has one or multiple types of disabilities, making the country home to one of the largest disabled populations in the world. World Bank data suggest that the numbers are nearly four-five times higher. Legislation moved forward last year in India when the Rights of Persons with Disabilities Act was passed, replacing the Persons with Disabilities Act, 1995. The 2016 Act recognises 21 kinds of disabilities compared to the previous seven, including dwarfism, speech and language disability, and three blood disorders.The new Act also increased the quota for disability reservation in higher educational institutions from 3% to 5% and in government jobs from 3% to 4%, for a more inclusive society. However, legislation alone is not enough; implementation remains abysmal. For instance, data from the National Centre for Promotion of Employment for Disabled People show that 84% of seats for persons with disabilities lie vacant in top universities. While we have a long way to go in implementing these laws, we must also keep in mind that a one-size-fits-all approach is unhelpful for disabled persons. Levels and types of disabilities differ and so do needs.
