Don’t Kill 2nd Green Revolution

Rolling back farm reforms would privilege a small but vociferous group over the silent majority

The current protests by Punjab’s farmers hold many lessons. One of them is that politics is a short game, a T20 cricket match, while economics is a long term, five-day Test match. Punjab’s farmers are playing the former while the government is playing the latter, which makes it frustrating for the two sides and for spectators in the stands.

Because of this mismatch, a second lesson is that it’s difficult to reform in a democracy. A populist who promises rice at Re 1 per kg will usually defeat the reformer at the polls. Hence, successful reformers spend more time selling reforms than doing them. India’s reformers have failed in this regard, which is why 29 years after 1991, India still reforms by stealth and Indians cannot distinguish between being pro-market and pro-business. They continue to believe that reforms make the rich richer and poor poorer, despite so much evidence to the contrary.

Prime Minister Narendra Modi, one of the world’s great communicators, forgot this lesson and didn’t win the nation’s support for the three farm bills before enacting them in June. His government resorted to stealth, pushed the farm bills through Parliament without talking to the opposition, states, or farmer organisations. This led to false rumours that the price subsidy (MSP) and government procurement would go away soon and corporate farming would replace peasant farming. He can still repair this damage.

A third lesson is that a small, organised, and well-funded group in a democracy can hijack the nation’s interest when the majority is silent and unorganised. Behind the protests are arthiyas, buying agents in APMC mandis, who stand to lose Rs 1500 crore a year in commissions, plus rich farmers of Punjab, who are part of the 6% of India’s farmers who benefit from the MSP regime, according to the 70th round of the NSS. Both are powerful. The arthiyas finance elections, are often politicians and leaders of farm unions.

The three farm laws offer three basic freedoms to the farmer. One, he can now sell anywhere to anyone, freeing him from having to sell to a monopoly cartel at the APMC mandi. Second is the freedom to store inventory which was constrained so far by stocking limits in the Essential Commodities Act. This gives incentive for cold storages to come up, to whom farmers can now sell directly. Third, it gives farmers freedom to make forward contracts, transferring their risk to businessmen, leading hopefully to a freedom to lease unviable lands for a job and a share in profits.

The Agricultural Produce Marketing Committee (APMC) is an obsolete institution from an age of scarcity, meant to protect the farmer but becoming his oppressor, a monopoly cartel fixing low prices for the farmers’ produce, forcing distress sales. The reforms have broken this monopoly and since June, out-of-mandi farmer sales have grown sharply while mandi transactions have plunged 40%. This reform needs to be followed up with a stable policy on exports, unlike the present ‘start-stop’ policy, under which onion exports were recently banned. This is why farmers hanker after MSP.

It’s good news that farmer unions and government have finally begun to talk. The main demand of Punjab’s farmers and activists supporting them, is to make the minimum support price a legal right. This is a bad idea because it makes Punjab’s farmers produce what people don’t want and discourages them from growing what people do want. It results in overproducing wheat and rice and underproducing protein rich daal.

Every year, the nation groans under a mountain of excess grain, some of which is eaten by rats. Because of MSP, the Punjab farmer grows water guzzling rice, harms his soil, lowers his water table and kills thousands of people through air pollution from burning stubble. The Punjab farmer is not to blame. He behaves rationally – growing what he’s incentivised to.

By giving farmers freedom from irrational controls, the reforms seek to raise farmers’ incomes through higher productivity. Indian farm yields are only half or a third of our competitors. China, with half the arable land of India, produces double the crop. The problem is that 80% of Indian farmers own less than two hectares. These can become more productive by use of scientific methods and by growing high value crops. But it requires infusion of capital and technology.

The farmer, however, doesn’t have the money to pay for it. Nor does the government. Hence, the next reform should give farmers freedom to lease their lands to agri-professionals with capital and technology, and become in turn shareholders and workers on the same land, setting the stage for the second green revolution.

The downside to this scenario is a fear of big business taking over agriculture. The answer is for farmers to organise themselves in the form of cooperatives, or farmer-producer organisations like Amul that the PM has spoken about. It’s not easy to make a success of a cooperative, but there are enough examples to emulate.

The other fear of farmers – of MSP going away soon – is unfounded. Government has to point out that it needs to procure rice and wheat to supply lakhs of ration shops under the Food Security Act. Covid-19 has dramatically underlined the importance of the food security system in a time of crisis. No government can handle the political challenge of doing away with food security. It’s too big a risk. So, farmers can relax. But it doesn’t mean that MSP should become a legal right. In the ideal world, it would be far better one day to replace the entire system of agriculture subsidies – water, power, fertilisers and MSP – with a minimum basic income to the farmer. But that’s not going to happen anytime soon.

That goods and services tax (GST) collections have surged in November, to nearly Rs 1.05 lakh crore, seem more likely due to improved tax-gathering efficacy rather than solid recovery and increase in economic output.Notice that manufacturing Purchasing Managers’ Index (PMI) last month has slid to 56.3, which is a three-month low. Further, power and automotive-fuel demand have actually fallen of late, what with the festive-season uptick quickly fizzling out.The point is that the recovery remains fragile, and the way forward, surely, is to proactively policy-induce bigticket investments to purposefully boost demand, and also to bridge the large and growing infrastructural deficit.True, the latest rail freight figure has notched almost double-digit growth, and passenger-vehicle sales have similarly traversed too, but these numbers may well dip soon.

Hence the pressing need to shore up infrastructural investments. We do need to leverage rising capital inflows by foreign portfolio investors (FPI) to better coagulate funds on the ground and gainfully step-up physical and social infrastructure.What’s required is multi-stage review, regular audits and well-defined workflows to fast-forward project implementation.A standard platform needs to be speedily developed for independent project appraisal and follow through, akin to the Gateway Review process in the UK.Project delays have been endemic in large projects pan-India, and we do need to set up a new mechanism to ensure that all key clearances and approvals are obtained upfront prior to bidding for projects.

In parallel, what’s required is long-pending reform of the corporate bond market to incentivise greenfield and brownfield project funding going forward.Credit enhancement of infrastructural bonds through partial credit guarantees would boost demand for such bonds. In tandem, the central bank needs to allow usage of corporate bonds in its Liquidity Adjustment Facility (LAF); we also need exchange-based repo trading in corporate bonds for an active and liquid market design. The future is now.

UP’s ‘love jihad’ ordinance has chilling effect on freedom of conscience

The governor of Uttar Pradesh has recently promulgated an ordinance to prohibit“unlawful conversion” from one religion to another. The Uttar Pradesh Prohibition of Unlawful Conversion of Religion Ordinance, 2020, as it is called, seeks to prevent “love jihad” in the state by criminalising, among other things, marriages carried out olely for the purpose of religious conversion. However, the ordinance, as it is presently drafted, dangerously imperils the freedom of conscience and the right to profess, practise and propagate religion under Article 25 of the Constitution.

The ordinance makes it a criminal offence for a person to convert another by coercion, misrepresentation, fraud etc, which is unobjectionable. A marriage solemnised for the “sole purpose” of unlawfully converting the bride or the groom is required to be declared void by the competent court. A person who wishes to convert to another religion (including to Hinduism) now has to follow a somewhat cumbersome process — issuing a declaration to the district magistrate, both before and after the conversion, and subjecting oneself to an enquiry by the district magistrate.

However, there are several provisions in the ordinance which could plausibly be identified as unconstitutional. For instance, the ordinance makes it a criminal offence to convert a person by offering her an “allurement”. The term “allurement” is defined very broadly, to include even providing a gift to the person who is sought to be converted. This means that if a person offers a copy of the Bhagavad Gita to a non-Hindu, and the non-Hindu decides to convert to Hinduism after reading it, the conversion could be said to have taken place by “allurement” since it occurred after a gift was given to the convert. Under the ordinance, “allurement” can also mean telling the person sought to be converted that she will have a “better lifestyle” if she converts, or that she will incur “divine displeasure or otherwise” if she does not.

The use of the words “or otherwise” in the definition of allurement is puzzling. Is it sought to be thereby conveyed that if a preacher simply encourages her listeners to convert to another religion by arguing that her religion has more persuasive tenets than theirs — this amounts to illegal “allurement” under the ordinance? The essential prerequisite of a criminal law is that it has to be precise. A person cannot be put behind bars for doing something that a penal law does not clearly and unequivocally prohibit. On this touchstone, the definition of “allurement” leaves much to be desired.

There can be no quarrel with the ordinance’s premise that converting somebody by fraud or misrepresentation is wrong. After all, no person should be forced to convert to another religion against her will. In fact, though the members of the Constituent Assembly included the right to “propagate” one’s religion in the chapter on fundamental rights, they considered it a “rather obvious doctrine” that this adding, “we won’t recognise it.” However, the UP ordinance goes beyond this principle and does something quite strange.

It says that “reconversion” to a person’s previous religion is not illegal, even if it is vitiated by fraud, force, allurement, misrepresentation and so on. In other words, if a person converts from Religion A to Religion B of her own volition, and is then forced to reconvert back to Religion A against her will, this will not constitute “conversion” under the ordinance at all, and falls completely outside the ambit of the law. Through this peculiar provision, the law seems to send an unmistakable signal to its target audience: Prohibit illegal conversion to other religions, but look the other way if a convert is forced to reconvert back to ours.

Illegal conversion under the ordinance attracts a punishment of 1-5 years in prison. However, if the victim of the illegal conversion is a minor, a member of the Scheduled Castes or Scheduled Tribes or, strangely, a woman, the punishment is doubled — at 2-10 years behind bars. In other words, it does not matter who the woman is. She may be a highly educated CEO of a multinational company. Yet, if somebody converts her against her will, the punishment can go up to 10 years in prison, as against somebody who illegally converts her male subordinates, who will get five years in prison at the most. The ordinance unfairly paints all women with he same brush — assuming that all women, and not merely women from historically marginalised or economically weak groups, are gullible, vulnerable and especially susceptible to illegal conversion.

Perhaps the most striking provision of the ordinance is the one which deals with the burden of proof. Ordinarily, when someone makes an allegation that something has happened, it is up to her to prove it. The burden of proof in criminal cases is on the prosecution, and the presumption is that a person accused of committing an offence is innocent until proven guilty. The Uttar Pradesh ordinance turns this rule on its head. Every religious conversion is presumed to be illegal. The burden is on the person carrying out the conversion to prove that it is not illegal. The offence of be released on bail, at the discretion of the court. All this puts an incredible chilling effect on the freedom of conscience.

In Rev Stainislaus v State of Madhya Pradesh (1977), a bench of five judges of the Supreme Court held that the fundamental right to “propagate” religion does not include the right to convert a person to another religion. In that case, the court had upheld anti-conversion statutes enacted by the states of Orissa and Madhya Pradesh, which imposed somewhat similar (even if slightly less extreme) restraints on the freedom of conscience and the right to propagate religion. In view of the recent ordinance, perhaps it is now time to revisit that judgment. The freedom of conscience means nothing if every act of religious conversion is going to be presumed illegal unless proven otherwise. The UP ordinance’s failure to prohibit forcible reconversion is also deeply disturbing.

Let There Be Noise

Bombay High Court is right. Those in public office must learn to take criticism, however unpalatable, on the chin.

In this long season of prickliness about matters of free speech, when tweets less than 280 characters are enough to trigger displeasure and worse from the mighty state and mightier judiciary, when slogans land teenagers in jail for sedition, when governments rush in to police areas of social media they ought not to tread, the Bombay High Court has introduced a welcome dose of sanity. And a useful thumb rule: Let the young express their opinions, however intemperate; those in public office in a democracy must chin up to criticism “day in and day out”. A division bench of the HC made those comments while hearing a plea by a Navi Mumbai resident who was booked by the Mumbai and Palghar police for allegedly making offensive remarks against Maharashtra Chief Minister Uddhav Thackeray and his son. “Will you act against every person who says something on Twitter?” the court asked the state government.

In doing so, the court has underlined a basic premise of democracy — that the fundamental right to free speech available to citizens can, and often will, produce a raucous cacophony. But this noise is a sign of adult societies that do not shrink from traditional media, there is all the more reason why governments must ignore verbal exuberance if it does not cross over into inciting violence. Unfortunately, this view, once a part of the political and judicial common sense in India, appears to be in danger, as institutions grow increasingly touchy about criticism. This was illustrated by the contempt case against Prashant Bhushan and the decisions of Attorney-General KK Venugopal, who approved contempt proceedings against stand-up comic Kunal Kamra for mocking the SC’s role in granting bail to Arnab Goswami and has now green-signalled another contempt case against comic artist, Rachita Taneja, who, too, found in the SC’s apparent alacrity to rush to Goswami’s rescue an apt theme for satire. Neither the Supreme Court’s nor the Maharashtra CM’s authority is so brittle that it needs to be defended from a joke or a cartoon or a diatribe.

Free speech is not a favour that the state doles out to the people. It is democracy’s touchstone. Talking back to the powerful is a way for the disenfranchised to claim power, or to contest a consensus that leaves them out. The anxiety about improper speech evident today belies a reluctance of those in power to be held accountable. Let there be noise. As the Bombay HC has emphasised, it is vital to the workings of democracy.

क्या आपने बिग बॉस का यह सीजन देखा है? अगर हां, तो आपने शो पर तीन जोड़े देखे होंगे। इस हफ्ते पवित्रा पुनिया के बाहर होने से एक जोड़ा टूट गया। इससे टीवी स्टार 45 वर्षीय एजाज़ खान अकेले रह गए, भले ही वे फाइनल्स तक पहुंच गए। जैस्मिन भसीन की मदद करने शो में आए अली गोनी भी चर्चित प्रतियोगी हैं। फिर रुबिना दिलाइक और अभिनव शुक्ला हैं, जिन्होंने स्वीकारा कि उनकी शादी टूटने की कगार पर है।

पहले दो जोड़ों को अंतर-धार्मिक जोड़ा कहते हैं, जिन्हें समान धर्म नहीं, बल्कि प्रेम साथ लाया। यह नया नहीं है। ऐसे रिश्ते वर्षों से बनते रहे हैं। किसी ने इनकी मंशा पर सवाल नहीं उठाए, किसी ने ध्यान भी नहीं दिया कि ये अलग-अलग धर्मों से हैं। किशोर कुमार और मधुबाला या शर्मिला टैगोर और टाइगर पटौदी या हृतिक रोशन और सुजैन खान को ही देखें। हमने उनके प्रेम के बारे में, रिश्ते के बारे में पढ़ा, उनके धर्म के बारे में नहीं।

लेकिन अब अचानक लव जिहाद आ गया। लव जिहाद? भाजपा का शब्दकोष इसे अंतर-धार्मिक प्रेम बताता है। और कई भाजपा शासित राज्य इसे गैर-कानूनी और दंडनीय बनाने के लिए कानून बना रहे हैं। क्यों? क्योंकि भाजपा का तर्क है कि यह प्रेम नहीं है। यह असुरक्षित हिन्दू लड़कियों का धर्म परिवर्तन कराने का कपटपूर्ण तरीका है। यह विचार उस देश में कितना बेहूदा है, जहां हर पांच लोगों में चार हिन्दू हैं। इसकी जड़ इस डर में है कि अन्य धर्मों, खासतौर पर इस्लाम के लोगों की संख्या बढ़ रही है, जबकि हिन्दुओं की नहीं। जहां तक धर्मपरिवर्तन का सवाल है, तो जब तक सामाजिक असमानता रहेगी, कमजोर वर्ग उस धर्म में जाता रहेगा, जहां उन्हें सम्मान मिलेगा।

यह नई समस्या नहीं है। परंपरा की मांग है कि जोड़ियां समान धर्म, जाति, समुदाय में बननी चाहिए। शादियों को परिवार और समाज की स्वीकृति होनी चाहिए। प्रेम उसके बाद आता है। यह धर्म के बारे में नहीं है। यह उन बुजुर्गों की कठोर सत्ता और अधिकार की चाह से जुड़ा है, जो परिवारों और समुदायों पर राज करते हैं। लेकिन आज के युवा सुनने से इनकार कर रहे हैं। वे अपना साथी खुद चुनना और प्रेम होने पर ही शादी करना चाहते हैं।

नतीजतन हम आज ज्यादा अंतर-धार्मिक और अंतरजातीय विवाह देखते हैं। भारत बदल रहा है। विभिन्न आस्थाओं के लोग जहां चाहें, वहां एकत्रित हो रहे हैं। कई गैर-सिख परिवार हर साल अमृतसर के स्वर्ण मंदिर जाते हैं। कई गैर-मुस्लिम अजेमर शरीफ जाते हैं। हर कोई तिरुपति और शिरडी जाता है। कोलकाता में नए साल की शाम सभी धर्मों के लोग सैंट पॉल कैथेड्रल जाते हैं। यही भाजपा को परेशान कर रहा है। उन्हें डर है कि वे अपने झुंड पर नियंत्रण न खो दें। लेकिन यही भारत को भारत बनाता है। इसकी बहुलता। जब आपको लगता है कि आप भारत को जानने लगे हैं, यह आपको चौंका देता है। यही हिन्दू धर्म की शक्ति भी है। वह आपको अपनी आस्था का स्वयं अर्थ निकालने देता है।कोई किताब ,कोई ग्रंथ, नहीं है | बस कुछ शानदार कहानियां है ,जो जीवन के सबक सिखाती है | आप ३०० रामायणो में से किसी को भी चुन सकते है|

अंतर-धार्मिक, अंतर-जातीय, अंतर-समुदाय शादियों का हमेशा विरोध हुआ है। आप ऑनर किलिंग के बारे में सुनते हैं। आप उन महिलाओं के खिलाफ अपराध के बारे में पढ़ते हैं, जिन्होंने पसंद का हमसफर चुना। अब भी ऐसी जगहें हैं, जहां किसी युवा के बाहरी से शादी करने पर उसके परिवार का बहिष्कार हो जाता है। उत्तर भारत में खाप हैं, जो परंपरा से हटने वाले को कठोर सजा देती हैं। अगर आपने सैराट फिल्म देखी हो, तो आपको पता होगा कि कैसे युवा जोड़ों को अक्सर ढ़ूंढकर उनके परिवार वाले ही मार देते हैं। इस सबके बावजूद, भारत बचा हुआ है क्योंकि यह भिन्नताओं को सराहता है। इसीलिए देश के अलग-अलग हिस्सों से आने वाले सैनिक अलग-अलग ईश्वर को पूजते हैं, अलग-अलग जाति से हैं और फिर भी देश की संप्रभुता की रक्षा के लिए मिलकर लड़ते हैं।

वरना, आप 122 भाषाओं और 1599 बोलियों वाले देश को कैसे बांधकर रखेंगे? हम विभिन्न ईश्वरों को पूजते हैं। अलग-अलग तरह से उत्सव मनाते हैं। देश में 3000 जातियां और 25000 उप-जातियां हैं, जो सख्ती से वर्गीकृत हैं। और इसके बाहर जाति व्यवस्था बनी हुई है, जनजातियां बनी हुई हैं जिनकी हम उपेक्षा करते हैं। अगर आप हमारी जनजातियों के बारे में जानना चाहते हैं तो ब्रिटेन में जन्मे मानवविज्ञानी वेरिअर एल्विन को पढ़ें। वे ईसाई मिशनरी थे, जो भारत में स्थानीयों का धर्म परिवर्तन कराने आए थे। वे गांधी से मिले, जनजातियों के बीच काम किया और हिन्दू धर्म अपना लिया।

अगर भारत अपना दिल खोले तो वह सभी को जीत सकता है। लेकिन पहले, उसे नफरत को नकारना और प्रेम करने की हिम्मत करने वालों के साहस का सम्मान करना सीखना होगा। क्योंकि वे ही हैं जो कल का भारत बनाएंगे, न कि अंधभक्त, जो आक्रोश के बल पर चलते हैं।

कॉर्पोरेट घरानों को बैंक लाइसेंस देने का आ गया है समय?

इस बारे में अंतिम निर्णय लिया जा चुका है। यह प्रतिक्रिया एक वरिष्ठ बैंकर ने उस समय दी जब उनसे भारतीय रिजर्व बैंक (आरबीआई) के आंतरिक कार्य समूह की उस रिपोर्ट के बारे में पूछा गया जो निजी क्षेत्र के बैंकों के स्वामित्व मानकों और कॉर्पोरेट ढांचे से संबंधित है। समूह ने अन्य बातों के साथ यह अनुशंसा की है कि बड़े कारोबारी घरानों को चुनिंदा शर्तों के साथ बैंकिंग कारोबार में प्रवेश करने दिया जाए। बैंकर का मानना है कि पश्चिम भारत के चुनिंदा बड़े कारोबारी घराने जल्दी ही बैंकिंग कारोबार में नजर आ सकते हैं।

वह ऐसा क्यों कह रहे हैं? क्या उन्हें कुछ ऐसा पता है जो बाकी लोगों को नहीं पता? सपाट चेहरे के साथ वह कहते हैं कि जब समूह के अधिकांश सदस्य खिलाफ थे तो यह अनुशंसा रिपोर्ट में कैसे आई? दरअसल पांच में से चार सदस्य कारोबारी घरानों को बैंकिंग कारोबार में प्रवेश देने के खिलाफ थे। यह एक अतिरंजित नजरिया है। दूसरा नजरिया कहता है यह आरबीआई की रिपोर्ट नहीं है। क्या इसे गंभीरता से लेना चाहिए? संभव है कि इस अनुशंसा को आरबीआई की इजाजत न मिले। हो सकता है अंतिम निर्णय लेने के लिए एक बाहरी समिति का गठन हो। यदि बड़े औद्योगिक घरानों को बैंक खोलने की इजाजत मिल गई तो क्या होगा? सन 2013 के लाइसेंस मानकों में भी उनके प्रवेश का विरोध नहीं किया गया था। उस वक्त करीब दो दर्जन कॉर्पोरेट घराने बैंक खोलना चाहते थे लेकिन आरबीआई ने किसी को इसके काबिल नहीं पाया। उनमें से दो ने तो चयन के पहले ही अपने आवेदन वापस ले लिए थे। एक शर्त यह थी कि बैंक का संचालन एक नॉन ऑपरेटिव फाइनैंशियल होल्डिंग कंपनी (एनओएफएचसी) के माध्यम से किया जाए।

बाद में जब बैंकिंग नियामक ने स्मॉल फाइनैंस बैंकों के लिए आवेदन मंगाए तो बड़े कारोबारी घरानों को इसकी इजाजत नहीं दी गई। कार्य समूह इसे उलटकर बैंकिंग क्षेत्र को उनके लिए खोलना चाहता है। क्या जरूरी है कि इस बार आरबीआई इन घरानों को बैंकिंग कारोबार के लायक पाएगा? लोग कॉर्पोरेट के बैंकिंग कारोबार में प्रवेश के खिलाफ क्यों हैं? दुनिया भर में इस विषय पर सहमति नहीं है। जापान में इलेक्ट्रॉनिक वस्तु निर्माता बैंक चलाते हैं। ब्रिटेन में खुदरा शृंखला मालिकों के बैंक हैं लेकिन अमेरिका में इसकी मनाही है। भारत को बैंकों की जरूरत है और बड़े कारोबारी घरानों के पास इस कारोबार के लिए पूंजी है लेकिन अधिकांश लोग उन्हें बैंकिंग में नहीं देखना चाहते क्योंकि संचालन को लेकर सवाल उठ सकते हैं। कई बड़ी कंपनियों पर लोगों का यकीन नहीं है कि वहां संचालन बेहतर होगा। कुछ ऐसे भी हैं जो बैंकिंग तंत्र का दुरुपयोग कर चुके हैं। कार्य समूह ने बैंकिंग में कॉर्पोरेट के प्रवेश को लेकर दो अहम शर्तें रखी हैं। उनमें से एक है बैंकिंग नियमन अधिनियम में संशोधन करना ताकि संबद्ध ऋण और बैंकों तथा समूह की अन्य वित्तीय एवं गैर वित्तीय कंपनियों के बीच के खुलासे से निपटा जा सके। फिलहाल अधिनियम की धारा 20 बैंकों को निदेशकों को कोई ऋण या अग्रिम देने से रोकती है। संशोधन के जरिए तथाकथित संबद्ध ऋण को रोका जा सकता है। एनओएफएचसी ढांचा भी मददगार होगा।

दूसरी शर्त है बड़ी कंपनियों के लिए आरबीआई की निगरानी व्यवस्था को मजबूत बनाना। इसमें यह सुझाव भी है कि बैंकिंग नियामक खुद को मजबूत बनाने के लिए कानूनी प्रावधानों का भी परीक्षण करे। परंतु आरबीआई ऐसा कर रहा है यह कैसे पता चलेगा? सन 2018 और 2019 में उसने तीन मौकों पर विज्ञप्ति जारी कर कहा कि भारतीय बैंकिंग व्यवस्था सुरक्षित है। यह हमारे बैंकिंग इतिहास की अनूठी घटना थी। ऐसा इसलिए करना पड़ा क्योंकि वाणिज्यिक बैंकों, सहकारी बैंकों और गैर बैंकिंग वित्तीय कंपनियों में चल रही दिक्कतों ने वित्तीय स्थिरता को जोखिम उत्पन्न कर दिया था।

आरबीआई ने अधिकांश संकटग्रस्त संस्थानों के लिए हल खोज लिए लेकिन उनका इतनी खस्ता हालत में पहुंचना ही आरबीआई की निगरानी में कमी दर्शाता है। सन 2013 में बैंक लाइसेंस का आवेदन करने वाले कम से कम एक बड़े औद्योगिक घराने ने अपनी एनबीएफसी के जरिये जनता से पैसा जुटाया और समूह की अन्य कंपनियों में वितरित किया। कार्य समूह की कई अनुशंसाएं प्रगतिशील हैं और अतीत की नीतिगत कमियों को दूर करती दिखती हैं। परंतु सर्वाधिक चर्चा बैंकिंग में कॉर्पोरेट के प्रवेश की रही है। यदि उनके लिए दरवाजे खोले गए तो आरबीआई को अत्यधिक सजगता बरतनी होगी। आरबीआई अगर इस सप्ताह मौद्रिक नीति समीक्षा में नीतिगत दर अपरिवर्तित रहने दे तो आश्चर्य नहीं होगा। समिति की अक्टूबर बैठक के बाद से ऐसा कोई बदलाव नहीं आया है जिसके चलते दरें परिवर्तित की जाएं।

अल्पावधि के प्रतिफल में नाटकीय गिरावट पर नियामक की नजर रहनी चाहिए। 10 वर्ष के प्रपत्र पर प्रतिफल 6 फीसदी से नीचे है (जो आरबीआई चाहता है), 91 दिन का टे्रजरी बिल प्रतिफल 3 फीसदी के करीब है। 90 दिन के वाणिज्यिक पत्र की भी कमोबेश यही दर है। अल्पावधि का प्रतिफल नकदी की प्रचुरता से प्रभावित हुआ। व्यवस्था में 5.5 लाख करोड़ रुपये की अतिरिक्त नकदी है। इसकी एक वजह विदेशी फंड भी हैं। जो काम नीतिगत दरों में कटौती नहीं कर सकी वह विदेशी फंड ने कर दिया। सवाल यह भी है कि क्या आरबीआई को विसंगतियां दूर करने के लिए कदम उठाना चाहिए या इंतजार करना चाहिए? आरबीआई द्वारा रिवर्स रीपो दर में इजाफे की कोई संभावना नहीं है। अतिरिक्त नकदी से निपटने का एक तरीका यह है कि म्युचुअल फंड को अतिरिक्त नकदी रिवर्स रीपो में जमा करने दी जाए। परंतु इससे अस्थिरता बढ़ सकती है। यह तकनीकी मसला है जिसे हल करना होगा। आरबीआई से यह आशा भी है कि वह सन 2021 के लिए मुद्रास्फीति और वृद्धि के पूर्वानुमान संशोधित कर उन्हें बढ़ाएगा। मुद्रास्फीति के अनुमान से ऊंचा रहने की आशा है जबकि वृद्धि में गिरावट अपेक्षा से कम रह सकती है।

हिंद-प्रशांत क्षेत्र, क्वाड और भारत की भूमिका

कम से कम इस बात के लिए चीन का शुक्रिया अदा करना चाहिए कि उसने भारत को ‘ऐतिहासिक हिचकिचाहट’ से निजात पाने में मदद की और वह क्वाड (अमेरिका, जापान, ऑस्ट्रेलिया और भारत के बीच सुरक्षा संवाद का अनौपचारिक रणनीतिक मंच) को अपनी हिंद-प्रशांत नीति के केंद्र में ला सका। चीन ने पूर्वी लद्दाख में जो आक्रामकता दिखाई उसने भारत को प्रोत्साहित किया कि वह क्वाड के रूप में चारों देशों के गठजोड़ को संस्थागत स्वरूप प्रदान करे।

क्वाड के विदेश मंत्री अब वार्षिक मुलाकात करेंगे। इन चार देशों के साथ भारत का सुरक्षा सहयोग अब द्विपक्षीय लॉजिस्टिक्स, संचार और खुफिया जानकारी साझा करने की व्यवस्थाओं पर आधारित है। इनमें से अंतिम और सबसे महत्त्वपूर्ण है अमेरिका के साथ हस्ताक्षरित बेसिक एक्सचेंज ऐंड कोऑपरेशन एग्रीमेंट (बीएसीए)। इससे भारत को अमेरिका से सटीक स्थानीय खुफिया आंकड़े मिलेंगे जो उसे अन्य बातों के अलावा मिसाइल से सटीक निशाना लगाने में सक्षम बनाएंगे। भारत ने ऑस्ट्रेलिया को भी मलाबार नौसैनिक कवायद में शामिल होने के लिए आमंत्रित किया है।

यह बात बहुत अहम है क्योंकि केवल ऐसी कवायदों के जरिये ही क्वाड देश एक दूसरे के साथ बहुपक्षीय ढंग से जुड़ रहे हैं। भारत के क्वाड साझेदार देशों के साथ जो द्विपक्षीय सुरक्षा रिश्ते हैं, उन्हें बहुपक्षीय बनाने की दिशा में यह पहला कदम है। अब यह संभावना अधिक भरोसेमंद नजर आ रही है और चीन की भारत के अलावा जापान और ऑस्ट्रेलिया को लेकर निरंतर बढ़ती आक्रामकता के बाद इसमें और तेजी आ सकती है। विदेश मंत्री एस जयशंकर ने पिछले दिनों जब कहा कि वह यह भविष्य के परिदृश्य के केंद्र में रहने वाला है तो वह दरअसल क्वाड के बदले हुए आकलन को ही पेश कर रहे थे। उन्होंने कहा कि एशिया को बहुध्रुवीय बनाने के लिए क्वाड अनिवार्य है। ऐसे एशिया के बिना बहुध्रुवीय विश्व व्यवस्था बनाना मुश्किल होगा।

क्वाड, भारत की बहुध्रुवीय रणनीतिक स्वायत्तता की प्राथमिकता में एकदम सहज बैठता है लेकिन इसमें भी चीन के दबदबे पर नियंत्रण का इरादा एकदम स्पष्ट है। अमेरिकी विदेश मंत्री ने क्वाड को औपचारिक स्वरूप प्रदान करने और व्यापक बनाने की बात कही है। भारत ने इसका कोई विरोध नहीं किया। भारत हिंद-प्रशांत क्षेत्र और उसके बाहर से अतिरिक्त साझेदारों को इसमें शामिल करने का स्वागत करेगा। इंडोनेशिया, वियतनाम और सिंगापुर पहले ही क्वाड देशों के साथ किसी न किसी स्तर पर सुरक्षा संबंध कायम किए हुए हैं। इनका अनौपचारिक ढंग से और कम प्रचार के साथ विस्तार किया जा सकता है। यदि प्रधानमंत्री योशिहिदे सुगा के अधीन जापान और दक्षिण कोरिया के रिश्ते सुधरते हैं तो कोरिया भी क्वाड में शामिल हो सकता है। वह पहले ही अमेरिका का सैन्य साझेदार है। भारत समेत क्वाड के अन्य सदस्यों के साथ भी उसके करीबी रिश्ते हैं।

यूरोप से फ्रांस, जर्मनी और ब्रिटेन इसमें रुचि दिखा सकते हैं। फ्रांस और ब्रिटेन दोनों के पास हिंद महासागर क्षेत्र में इलाके हैं। जर्मनी ने एक हिंद-प्रशांत नीति की घोषणा की है और आसियान ने भी हिंद-प्रशांत पूर्वानुमान की घोषणा की है। कुलमिलाकर ऐसी व्यवस्था बन सकती है जो चीन के दबदबे को भी रोके और साझा मानकों के जरिये इसमें भागीदारी के दरवाजे भी खुले रखे।

लंबे समय से भारत की प्राथमिकता हिंद-प्रशांत क्षेत्र में खुली, समावेशी, पारदर्शी नियम आधारित और सुरक्षा ढांचा तैयार करने की है। जयशंकर ने जिस बहुध्रुवीय व्यवस्था की बात की उसके लिए यह उपयुक्त होगा। परंतु अगर चीन मानता है कि उसकी सुरक्षा के लिए इस क्षेत्र में एकपक्षीय दबदबा जरूरी है तो यकीनन बराबरी की प्रतिक्रिया होगी।

क्वाड को हिंद-प्रशांत क्षेत्र में सुरक्षा माहौल को बदलने के लिए चरणबद्ध तरीके से कई कदम उठाने पर विचार करना चाहिए। विदेश मंत्रियों की आगामी बैठक में अलग-अलग वक्तव्यों के बजाय एक संयुक्त घोषणा करनी चाहिए। इसमें समूह की भूमिका को लेकर सदस्यों की साझा समझ नजर आनी चाहिए। बिना उसके इसे गंभीरता से नहीं लिया जाएगा। कम से कम चीन द्वारा तो कतई नहीं। अंतरराष्ट्रीय समुद्री विधि पंचाट के आदेश के अनुसार दक्षिण चीन सागर में चीन के दावे को नकारते हुए भी संयुक्त वक्तव्य जारी किया जा सकता है।

चीन ने एक देश दो व्यवस्था के रूप में हॉन्गकॉन्ग के लिए 50 वर्षों की जो व्यवस्था कायम की है, क्वाड उस पर भी सहमति बना सकता है। चीन द्वारा दक्षिण चीन सागर के ऊपर के क्षेत्र को एयर डिफेंस इन्फॉर्मेशन जोन घोषित करने को लेकर भी एक चेतावनी जारी की जा सकती है। इसी प्रकार ताइवान के मसले के शांतिपूर्ण निपटारे को लेकर एक वक्तव्य जारी किया जा सकता है। फ्रांस, ब्रिटेन और जर्मनी जैसे देशों को भविष्य में क्वाड की मंत्रिस्तरीय बैठकों के लिए आमंत्रित किया जा सकता है। इन कदमों पर विचार किया जाना चाहिए और हिंद-प्रशांत क्षेत्र में बदलते सुरक्षा परिदृश्य में प्रतिक्रिया स्वरूप इनका इस्तेमाल किया जाना चाहिए। हो सकता है अभी उनकी जरूरत न हो या शायद कभी उनकी जरूरत न पड़े।

जापान में नए प्रधानमंत्री हैं लेकिन उन्होंने क्वाड को शिंजो आबे की विरासत के रूप में अपनाया है। अमेरिका में अब नए राष्ट्रपति हैं लेकिन आशा यही है कि अमेरिका क्वाड को मजबूती देना जारी रखेगा क्योंकि चीन को लेकर उसकी धारणा बदलती नहीं दिखती। ऑस्ट्रेलिया में भी कुछ लोग क्वाड में गहरी भागीदारी के खिलाफ हैं। हालांकि चीन ने ऑस्ट्रेलिया को लेकर जो दंडात्मक व्यापारिक उपाय अपनाए हैं उनको लेकर राजनीतिक विरोध हो रहा है। ऐसे में ऑस्ट्रेलिया सरकार का चीन के दबाव के आगे झुकते हुए दिखना राजनीतिक रूप से नुकसानदेह होगा।

ऐसे में क्वाड के तमाम देशों के पास ऐसी वजह हैं जिससे कि वे एक समूह के रूप में सहयोग को आगे बढ़ाएं। सदस्य देशों की संयुक्त आर्थिक और सैन्य क्षमताओं की बात करें तो वे चीन पर भारी पड़ेंगे। यह बात अन्य साझेदारों को आकर्षित करेगी, हालांकि वे अलग-अलग स्तर की प्रतिबद्धता ही जता पाएंगे।

क्वाड अब केवल जोखिम से बचाव वाला समूह नहीं बचा है लेकिन बहुपक्षीय साझेदारी और संभावित गठजोड़ को लेकर इसकी राह अनिश्चित है। महामारी के बाद के भूराजनीतिक परिदृश्य में चीन का व्यवहार भी क्वाड की भविष्य की नीतियों को निर्धारित करेगा। बहुत संभव है कि भविष्य का कोई इतिहासकार चीन की एशियाई और वैश्विक उभार की तलाश को अपरिपक्व और गलत फैसले के रूप में आंके जिसके खिलाफ ऐसी प्रतिक्रियाएं सामने आएं जो शी चिनफिंग के चीन से जुड़े स्वप्न को हताश कर दें।

भुखमरी के सामने

दुनिया में भुखमरी बढ़ने को लेकर जो आशंकाएं व्यक्त की जा रही हैं, वे चिंता पैदा करने वाली हैं। जिस तेजी से हालात बिगड़ रहे हैं, उसमें अगर सरकारों और संयुक्त राष्ट्र जैसे अंतरराष्ट्रीय निकायों ने इस समस्या से निपटने को लेकर गंभीर रुख नहीं दिखाया और समय रहते ठोस कदम नहीं उठाए तो आगामी वर्षों में स्थिति को विस्फोटक रूप धारण करने से कोई नहीं रोक पाएगा। संयुक्त राष्ट्र के मानवीय मामलों के विभाग ने हाल में अपनी रिपोर्ट में चेतावनी दी है कि अगले एक साल में भुखमरी के शिकार लोगों का आंकड़ा दो गुना हो सकता है। इससे अंदाजा लगाया जा सकता है कि दुनिया के देशों में भुखमरी से कैसे विकट हालात पैदा हो रहे हैं। यों पहले से ही बड़ी संख्या में गरीब और विकासशील देश भुखमरी की समस्या से जूझ रहे हैं, लेकिन इस साल पूरी दुनिया में कोरोना महामारी ने हालात और बिगाड़ दिए हैं। स्थिति इसलिए भी संकटपूर्ण हो गई है, क्योंकि कोरोना महामारी से निपटने के प्रयासों ने सरकारों की माली हालत बिगाड़ कर रख दी है। इस वक्त दुनिया के ज्यादातर देश, चाहे विकसित देश हों या विकासशील और गरीब राष्ट्र, सब की अर्थव्यवस्था चौपट हुई पड़ी है। ऐसे में सरकारों के समक्ष बड़ी चुनौती कोरोना से निपटने के साथ-साथ भुखमरी से लड़ने की भी है।

इसमें कोई संदेह नहीं कि इस वक्त दुनिया के समक्ष अभूतपूर्व मानवीय संकट खड़े हो गए हैं। जब तक कोरोना का टीका या दवा नहीं आ जाती, तब तक सरकारों का सारा ध्यान इसके प्रसार को रोकने पर लगा रहेगा। ऐसे में भुखमरी जैसी समस्याओं से निपटना प्राथमिकता में होगा, कह पाना मुश्किल है। इस वजह से संयुक्त राष्ट्र के राहत कार्यक्रमों को भारी धक्का लगेगा। स्थिति इसलिए ज्यादा बिगड़ी हुई है कि राहत अभियानों और कार्यक्रमों के लिएो संयुक्त राष्ट्र में यूरोप के संपन्न देश, अमेरिका, रूस, चीन जैसे तमाम देश अपना योगदान करते आए हैं। लेकिन अब इन देशों की अर्थव्यवस्था भी चरमरा गई है। जाहिर है, वे पहले अपनी अर्थव्यवस्था सुधारेंगे, तब योगदान की सोचेंगे। मानवीय मामलों को देखने वाले संयुक्त राष्ट्र के कार्यालय का अनुमान बता रहा है कि अगले साल उसे भुखमरी और अन्य संकटों से जूझ रहे सोलह करोड़ लोगों को राहत पहुंचाने के लिए पैंतीस अरब डॉलर की जरूरत पड़ेगी। जबकि इस साल उसे सिर्फ सत्रह अरब डॉलर ही मिले हैं। ऐसे में भुखमरी दूर करने, चिकित्सा सहायता पहुंचाने जैसे अभियान कैसे चलेंगे, यह बड़ा सवाल खड़ा है।

संयुक्त राष्ट्र महासचिव एंतोनियो गुतारेस पहले ही चेता चुके हैं कि कोरोना महामारी की मार से दुनिया में पांच करोड़ लोग और बेहद गरीबी में चले जाएंगे। जाहिर है, इससे भुखमरी और फैलेगी, लाखों बच्चे कुपोषण का शिकार हो जाएंगे। दुनिया में अभी करीब बयासी करोड़ लोग भुखमरी का शिकार हैं और पांच साल से कम उम्र के चौदह करोड़ बच्चे ऐसे हैं जो कुपोषण की वजह से शारीरिक विकास संबंधी समस्याएं झेल रहे हैं। ऐसे में सरकारों के सामने बड़ा संकट महामारी के साथ-साथ भुखमरी जैसी समस्या से निपटने का भी है। अगर सरकारें ठोस नीतियां बनाएं और उन पर सुनियोजित तरीके से अमल करें तो ऐसे संकटों से भी पार पाया जा सकता है। इसके लिए बस राजनीतिक इच्छाशक्ति चाहिए, जिसका कि निंतात अभाव देखने में आता है, खासतौर से विकासशील और गरीब देशों में। इस वक्त भुखमरी का सबसे ज्यादा संकट यमन, सीरिया, अफगानिस्तान, पाकिस्तान, वेनेजुएला, सूडान, नाइजीरिया, कांगो, हैती और यूक्रेन जैसे देशों के समक्ष है। लेकिन इन देशों में जिस तरह के राजनीतिक हालात हैं, उनमें सरकारें कैसे भुखमरी से निपटेंगी, कोई नहीं जानता।

दुर्भाग्यपूर्ण बयान

हाल के दिनों में कनाडा के प्रधानमंत्री जस्टिन ट्रूडो ने घरेलू और विदेशी मामलों पर कुछ ऐसे विवादास्पद बयान दिए जिन्हें लेकर उन्हें आलोचनाओं का सामना करना पड़ा है। देश में जारी किसान आंदोलन पर उनका एक विवादित वीडियो सामने आया है, जिसमें ट्रूडो कहते हुए नजर आ रहे हैं कि ‘कनाडा हमेशा शांतिपूर्ण प्रदर्शन करने वालों के बचाव में खड़ा है’। उन्होंने यह भी कहा कि ‘भारत से किसानों के आंदोलन की खबर आ रही है। स्थिति चिंताजनक है और हम सभी अपने परिवार और दोस्तों को लेकर फिक्रमंद हैं’। हालांकि भारत ने ट्रूडो द्वारा की गई इस टिप्पणी पर कड़ी प्रतिक्रिया व्यक्त करते हुए इन्हें भ्रामक सूचनाओं पर आधारित और अनुचित बताया। वास्तव में यह भारत का आंतरिक मामला है और अंतरराष्ट्रीय कानून किसी भी संप्रभु और स्वतंत्र देश के मामलों में किसी भी अन्य देश या वहां की संस्थाओं को हस्तक्षेप करने की इजाजत नहीं देता। गौर करने वाली बात है कि कनाडा स्वयं पृथकतावादी आंदोलन का सामना कर रहा है। कनाडा के पूर्व-मध्य में एक प्रांत है क्यूबेक।यह कनाडा का एकमात्र प्रांत है जहां फ्रेंच भाषी बहुमत में हैं। क्यूबेक प्रांत में पृथकतावादी भावनाएं पिछले कई दशकों से उभार पर रही हैं। ट्रूडो से अपेक्षा थी कि वह राष्ट्रीय एकता और अखंडता को पृथकतावादियों से उत्पन्न खतरे के बारे में अधिक जिम्मेदाराना रवैया अपनाएंगे। उन्हें इस बात का ध्यान रखना चाहिए कि किसी न किसी बहाने खालिस्तानी पृथकतावादी शक्तियों को शह देने के प्रयासों से भारत का बाल बांका होने वाला नहीं है, लेकिन कनाडा के नेताओं द्वारा अपरिपक्व रवैया अपनाए जाने से स्वयं उनके देश की समस्या बढ़ सकती है। लगता है कि इतिहास चक्र उल्टा घूम रहा है। बीसवीं शताब्दी की शुरुआत में कनाडा में प्रवासी भारतीयों ने देश की आजादी का आवाज बुलंद की थी। कामागाटामारू प्रकरण देश की आजादी की लड़ाई का एक प्रमुख अध्याय है। कामागाटामारू पानी का जापानी जहाज था जिसमें 367 यात्री थे। इनमें ज्यादातर पंजाबी सिख थे। वे रोजगार के लिए कनाडा जा रह थे। लेकिन इनको कलकत्ता वापस भेज दिया गया। अंग्रेज इनको गिरफ्तार करके पंजाब भेजना चाहते थे लेकिन यात्रियों और पुलिस के बीच हुई मुठभेड़ में 22 लोग मारे गए। दुर्भाग्यपूर्ण है कि कनाडा की इसी सरजमीं से कुछ सिरफिरे लोग खालिस्तान की मांग उठा रहे हैं।

घायल धरती की चिंता और उपचार का दशक

21वीं शताब्दी का तीसरा दशक दुनिया के लिए प्रकृति के घावों को भरने के सुअवसर का एक लधु कालखंड होगा। संयुक्त राष्ट्र ने 2021-2030 दशक को इकोसिस्टम रेस्टोरेशन डिकेड, मतलब पारिस्थितिकी तंत्र पुनरुत्थान दशक घोषित किया है। इस विश्वव्यापी आह्वान का उद्देश्य उजडे़ हुए पारिस्थितिक तंत्रों को सुधारने में तेजी लाना, जलवायु संकट से लड़ना, खाद्य सुरक्षा बढ़ाना, स्वच्छ जल प्रदान करना व जैव विविधता की रक्षा करने की जरूरत को पहचानना है। इस धरती सुधार का पैमाना भी विराट होगा; जैसे, जर्मनी के बॉन चैलेंज में 2030 तक उजड़े हुए स्थलीय पारिस्थितिकी तंत्रों के 35 करोड़ वर्ग किलोमीटर क्षेत्र (करीब भारत के बराबर क्षेत्र) को सुधारने का लक्ष्य रखा गया है।

ये पारिस्थितिक तंत्र पृथ्वी पर समस्त जीवन और विविधता के आधार हैं। ये तंत्र जितने स्वस्थ होंगे, उतना ही स्वस्थ होगा हमारा ग्रह और उसके लोग। यह गरीबी समाप्त करने, जलवायु परिवर्तन का मुकाबला करने और जीवों की सामूहिक विलुप्ति को रोकने में सबसे जोरदार उपाय होगा। यह तभी सफल होगा, जब सभी लोग एकजुट होकर अपनी-अपनी भूमिका निभाएंगे। संयुक्त राष्ट्र का आह्वान है कि दुनिया के सभी लोग धरती के उपचार के बारे में अधिक जानकारी प्राप्त करें और हमारी दुनिया में पर्यावरण सुधार के प्रयास वैश्विक आंदोलन बन जाएं। यदि संयुक्त राष्ट्र ने ठान लिया है, इसके लिए प्रतिबद्ध प्रयास करने की जरूरत पड़ेगी। नीदरलैंड पर्यावरण आकलन एजेंसी के अध्ययन के अनुसार, 115 देशों ने कम से कम तीन प्रमुख अंतरराष्ट्रीय पर्यावरण सम्मेलनों में भूमि के पारिस्थितिक सुधार के लिए प्रतिबद्धता दर्शाई हैं। ज्यादातर देशों द्वारा तय प्रमुख लक्ष्यों में भूमि क्षरण कम करने का लक्ष्य, जैव विविधता संरक्षण पर कार्रवाई का लक्ष्य और वनों की कटाई रोकने व उजाड़े गए वनों को सुधारने का लक्ष्य शामिल है। कुछ प्रतिबद्धताएं एक-दूसरे की पूरक हो सकती हैं, जैसे वनों का संरक्षण होगा, तो जैव विविधता, मिट्टी और जल का संरक्षण होगा। संयुक्त राष्ट्र के अनुसार, उद्धार होने वाले वाले क्षेत्र का लगभग आधा हिस्सा उप-सहारा अफ्रीका में है। यूनाइटेड नेशंस कन्वेंशन टु कॉम्बैट डेजर्टिफिकेशन के कार्यकारी सचिव इब्राहिम थियाव का कहना है, ‘पुनरुत्थान एक विचार है, जिसका समय आ गया है; भूमि सुधार में निवेश आम तौर पर आर्थिक रूप से लाभदायक, सामाजिक रूप से स्वीकार्य व पर्यावरणीय रूप से वांछनीय है’।

वन भूमि पर कृषि क्षेत्र का विस्तार भी पर्यावरण संकट का एक बड़ा कारण है। विश्व स्तर पर 2010 से 2050 के बीच जितनी भूमि कृषि क्षेत्र में बदलेगी, उससे दोगुनी जमीन बंजर हो गई है। इस दिशा में संयुक्त राष्ट्र को पूरी इच्छाशक्ति के साथ सक्रिय होना पड़ेगा। आगामी दस वर्षों तक व्यक्तियों, समुदायों, व्यवसायों व सरकारों को हर स्तर पर पर्यावरण संरक्षण पर ज्यादा गंभीरता से ध्यान देना होगा। अपने स्तर पर सभी को देखना होगा कि मिट्टी, जल और जैव विविधता का संरक्षण सुनिश्चित हो। इस बड़े मकसद पर होने वाले खर्च की बात करें, तो 2021-2030 के बीच लगभग एक ट्रिलियन अमेरिकी डॉलर की आवश्यकता पड़ेगी। यह आकलन संयुक्त राष्ट्र के अधिकारियों का है, हालांकि जमीनी स्तर पर इससे कहीं ज्यादा धन खर्च करने की जरूरत पड़ सकती है। विशेषज्ञ मानते हैं कि जितना अधिक खर्च किया जाएगा, संरक्षण का काम उतना ही ज्यादा होगा। एक खास पक्ष यह भी है कि जहां अधिक धनवर्षा होती है, वहां प्रकृति का विनाश अधिक होता है। प्रकृति का संरक्षण अधिक से अधिक धन कभी नहीं मांगता, वरन प्रकृति में मनुष्य का न्यूनतम हस्तक्षेप मांगता है। चूंकि यह संयुक्त राष्ट्र का विशेष दशक है, धनवर्षा तो निश्चित है ही, लेकिन 10 वर्षों में हमारी धरती का पारिस्थितिक उत्थान हो सके, इससे बड़ा लक्ष्य हमारे लिए दूसरा नहीं हो सकता।

विशेषज्ञों का कहना है कि पर्यावरण सुधार के कार्य बड़े पैमाने पर शुरू हुए, तो अर्थव्यवस्था में लाखों-करोड़ों हरित नौकरियों का सृजन होगा। लोगों को अनेक प्रकार के तनाव और विषमताओं से भी छुटकारा मिलेगा। जन-स्वास्थ्य पर अच्छा प्रभाव पडे़गा और लोगों की कार्य-क्षमता बढ़ेगी। हम इस दिशा में बढे़, तो कोविड-19 जैसी महामारियों से निपटने में भी मदद मिलेगी।
